lower yesterday and it's 5 and the heat goes on. it's summer in lake county. it gets hot. the days are long. high pressure usually wins out but the coast and bay and cooler temperatures will prevail. 1 upper 40s, west southwest 22, much stronger than yesterday. 22 gusts almost 30 in concord. bay point west and oakland at 10, the fog is on the move. that's bit of a delta breeze, kicking up cloud cover. so an unshore breeze. the temperatures are coming down. we'll focus our attention for a lot of these tropical cloud coming in. we'll have more in ten minutes. sal, is there anything new that popped up? >> we have a problem steve that would be westbound 580 at grand past the lakeshore exit. there's a car in the center

divide here and westbound 580 at grand, you can see the traffic is going to be slowing down in this area. if you're driving at grand you'll see the backup is right about there and i would suggest using interstate 880 at this point as an alternate route. we can look at interstate 880 as you drive north and southbound it's not bad as you drive up to downtown oakland and use an alternate route. also taking a look at the bay bridge toll plaza, it does look good. the contra costa county sheriff's office is investigating another deadly shooting on or near highway 4 involving two cars. the latest incident happened at san marco boulevard on highway 4 in the bay point area not far from the shooting on saturday afternoon, near bailey road.

alex savage is joining us live at the scene of this latest shooting in bay point. >> what do you know. >> good morning to you, investigators, someone opened fire on a car on this area late last night. this is highway 4 and san marco boulevard. what is unclear is whether those shots were fired from another car or what the circumstances were, we do know that this shooting was reported about midnight here, investigators from the contra costa county sheriff's office collected evidence at the scene and they did so for several hours. a car involved in this shooting was driven to the medical center in concord, not far away. that's where doctors treated one gunshot victim. that white compact car was locked in the hospital. it appeared to have a number of bullet holes in it as well. this was the second shooting in

the area this past week. they're continuing to search for the person who shot and killed a man as he was driving along highway 4 near bailey road on saturday and. the victim was 20-year-old mendez in pittsburg. the shooting happened late last night, we hope to get more information from the sheriff's office later this morning. there are questions about the safety of the rods on the new span of the bay bay bridge. there are tiny cracks in the rods that connect the rod to the base. the bases are immersed in assaulty water. there are -- salty water. they believe there are cracks in all of them. the chief says he'll do whatever is necessary to fix the problem including replacing all of the rods if necessary.

it depends on the result of a deeper analysis by a group of expert, their report is expected in september. they're counting the votes of a special election to fill the council seat. votes have been counted and manh wynn is leading by 13%. district 4 represents north san jose. the final vote is expected by friday night. last april there were ten candidates in that election, but no one received the 50% of the vote needed to win. now, they received the most votes in that election which put them in the runoff election. the winner will fill the seat by the former councilman who was elected to the state assembly last september. this year the ongoing drought is adding to the

concerns of fire that goes along with drought. people are taking steps to warn people about the dangers. >> reporter: yes, this fire station is in charge of watching out for the southern part of santa clara county where temperatures are typically hotter. the high is expected to be the mid-80s and tomorrow is expected to be in the mid-90s. there's the cal fire truck going, with all the elevated temperatures, fire danger is definitely a concern. >> reporter: just yesterday, cal fire and other agencies responded to a grass fire in fairfield that spread to 15 acres. it was sparked by someone who was mowing dry vegetation, the mower struck a rock and ignited

flames from sparks. they kept the fire away from nearby homes. open spaces with dry brush are at risk. >> the conditions are very volatile. we have to -- we're experiencing, you know very severe fire behavior and we need to respond accordingly. >> every year, 10,000 people end up in an emergency room with firework related injuries, law enforcement in the south bay have concerns and they're hosting a community event to talk about the dry conditions and firework safety. they passed an ordinance and found them if they're caught with illegal fireworks. they're working on new rules who will give city officials who are not police or firefighters the authority to issue citations, one of the best ways to prevent that fire danger is to watch one of the

professional displays because, of course, there is no need to waste water if a fire is sparked by illegal fireworks. dave? >> thank you. the time is 6:07. people in south carolina will be paying respects to the pastor killed in that church shooting massacre in washington. his coffin will be lying in state in the white house. clementa pinckney was killed in the bible study at his emanuel ame church. he will be available for public viewing. president obama will be giving the eulogy at his funeral. it will be held at the church in south carolina. and there is debate over removing the confederate flag now. >> bring it down now. bring it down now. >> calls for that flag to come

down follow the discovery of photos of the accused gunman in the church shooting posing with that flag. >> there are hate groups who have taken that flag as a emblem of their hatred. >> this is spreading far beyond south carolina. the republican speaker of the house in another state as offensive and the governor of virginia is calling for the removal of the confederate flag from the license plate. >> and this man won't be taking down the confederate flag from his house. >> it's a place where bands play southern rock. and the owner said it's about the music. >> it's not that way for us. if it's a political thing, it's for someone else, it's not our agenda, not ours. >> he's never heard complaints from customers about the flag.

>> the time is 6:09. happening today president obama is meeting with the families of former us hostages and announcing a new policy dealing with hostage situations. a lot of families of the parents james foley complained while they were threatened with prosecution by the government for paying ransom. later today president obama will announce a new policy saying the families of thanks will no longer need to fear criminal prosecution if they choose to pay ransom. the president will announce the creation of a new government unit specifically focused on the u.s. government response to hostage situations. remember the cat on the hand glider, we have an incredible video of a cat with a face off. we'll show you the confrontation between a house cat and mountain lion.

. the issue of race relations is becoming a major focus of hillary clinton's campaign. she made a stop at an african- american church near ferguson, missouri. she reflected on last week's tragic shootings in south carolina and she called the killings a blow to the soul and an act of racist terrorism. >> despite our best efforts and our highest hopes, america's long struggle with race is far from finished. >> clinton also supports calls to remove the confederate flag from the south carolina state capitol grounds saying it should not fly there or anywhere. the louisiana governor bobby jendall can add himself

to the republican field of president deposition candidates. chris christie could enter the 2016 race next week. he's been making appearances around the country and he's hired extra staff in preparations. others include jeb bush, ted cruz and rand paul. the data breach of federal employees may be bigger than we thought. there's more on that data breach. there are reports of 18 million people may have had their information compromised. they're still assessing the fallout from the first breach in april of more than 4 million files. a second breach involves security clearance applications. >> health insurance companies, background investigations, contractors, and government entities, so, it would not surprise me to see more. >> now, one intelligence source

said they got into the database from information stolen from a private contractor key point that was breached in december. they're trying to find out how much workers don't like asking for a pay raise. more people are comfortable speaking in public than asking for a pay raise. people said they would rather clean the house than talk to their boss about a raise. 13 would rather look for a new job and a root canal is better than asking for more money. 6% said they would rather be audited by the irs than ask for a raise. that's crazy. the 1960s legacy plates, they're in production now, drivers can see them in about two to three weeks. you can apply for one on loon.

since it's so early for this freeway anyway, we're going to have a decent commute as we drive through. westbound at grand ashes, as you "drive" the area on lakeshore. if you go through trader joe's, i don't think you're going to have the big problem there. there's the beautiful grand lake area. it looks good. let's move along and look at the bainbridge toll plaza. if you're driving on the 280 freeway in san jose that looks good getting up to highway 17. earlier we saw j ma. nine standing there and the fireworks were taking off for a live shot. this is at henry cove state park. there was a car fire reported. that came down at the time she was going on the air. that's why the fire trucks were leaving. just in case you want to know, steve, i'm here and have the scanners going, that's my job.

airport. san jose 80, 56 average is 82, 57. not far away. the record was 103, and another record low back in 1893, the 30s. this is upper 40, that's 49. i don't know the name, i just know their twitter handle. i hope it's cooler in santa claire a it will be cooler, about the same as san jose, upper 70s and 80s. sustained gusts at 28, and these per touch stronger than yesterday. 59 sacramento, 41 truckee. they made it down to 37. it seems to be favoring the marijuana head lands south. the monsoon mourning is appearing to be on its way. friday into saturday, there could be some up in the sierra, nevada, and we'll have to watch for that. maybe here in everything came together.

party. time is 6:25, how about going nuts over nuts. here's a man from berkeley who apparently went a little wild during a flight from rome to chicago on saturday. 15 minutes after takeoff, jeremiah got out of his seat while the seatbelt light was still on and refused to sit down until they gave him nuts and crackers. they gave him the snacks and he sat down, he got back up ten minutes later and demanded more. as for the flight attendant, he became abuse sufficient and grabbed the aisle and grabbed bags over the overhead bins and an emergency stop was made in ireland and he was arrested. a new service is being introduced. it's called shuddle. kids can arrange their own rides with the approval of

coast. the breeze has picked up. a system to the north, producing low cloud cover and more of an onshore breeze, 40s, 50s and 60s, it's gusting to 28 and west at oakland at 10. the monsoon moisture, the cloud cover is poised to move friday into saturday. it's cooler for most. inland areas, there will be lots of sun, 80s to 90s in the interior, good morning, sal we had an issue, we talked about 580, is that better or what. >> it's been replaced by southbound 101, a new crash steve approaching the golden gate bridge, southbound 101 before the walden tunnel. this is an overturned pickup truck, and a sedan involved in a can't it looks like it's leaking fuel, the fire department is on the scene and they took out one of those sign

trucks, that's a casualty of this crash as well. southbound 101 is backing up into mill valley and the two right lanes are blocked. if you leave from the golden gate bridge, it's a good commute. it's not for now,, the two right lanes are blocked approaching the golden gate bridge. let's go to the bay bridge toll plaza, that is backed up for a 15 to 20-minute delay. no major issues but it will be you crowded here as you drive through. 237, express lane access modified today between 227 and anchor and first street. you'll noticed dashed lines and people who use the expressway will have more access to the off-ramp here. if you drive this commute, you'll see a bit after change. look for different markings, the commute looks the same, but it might be easier if you get to use that express lane. at 6:33 let's go back to the desk. in the last couple of

minutes we found out new information about a young bay area man critically injured in a benicia crash. this is at walnut creek where he's in the hospital, what happened tara? >> reporter: you know the family of lewy torres was told he may not make it through the night. they're trying to track down the person responsible for this hit and run. [ music ] >> this is a video torres posted of himself singing on social media. he's aspiring singer and security guard at kaiser in vallejo. he attended salerno community college. was hit at 2:00. he suffered head trauma and other injuries in the crash. he was rushed to john muir, it

happened in benicia as he was headed northbound at intersection east fifth street. the vehicle never stopped, benicia police have not been able to look at the car involved in this hit and run. it's described as a nissan sedan, it's missing the left rear hub cap. if you have any information you're urged to contact benicia police. following last tuesday's deadly balcony collapse, the city council approved new and more stringent building regulations last month. they identified severe dry rot in the beams that supported the balcony. it collapsed and killed six people. they stopped short of blaming the collapse on dry rot. they said inspectors may never know for sure. >> we'll make a set of recommendation that is will deal of any form of moisture

infiltration to close assemblies for the future. it will require all outdoor decks for water resistant wood. corrosion steal and similar materials. they'll require inspections for all outdoor balconies after passing the new regulations and they would need to be reinspected every five years in the future. the outpouring of support for the families of the 6 victims continues to grow, a go- fund-me account has raised $220,000, that money is for the immediate needs of the families of those who died as well as the seven who were injured. one of the ira students who were hurt and is returns to ireland. people are double-checking and wanting to review the

safety protocols. san francisco is the only one requiring routine examinations. there are homes going unexamined. last january a group of friends took a photo on a second story deck, the deck collapsed causing people to plummet 30 feet down to the concrete away. >> the railing gave way, we heard a crunching sound i turned to myself and i saw my friends spilling over the end of the rails there. >> no one died, but people are still dealing with injuries from that incident. >> it came from dry rot and they're ordering repairs. while things have to be done by professionals, a way to check for dry rot is use a pen. you poke the area. if that pen sticks in the wood, the area is decaying. a professional tagger is in san francisco. he faces 10 felony and

vandalism. his tags are christ and sheep. christ means crystal meth and sheep means degentrification. a richmond live was forced to shoot a police dog. the officer shot the dog after the dog bit him on the hand. now, the officer is expected to be okay. but, officials say the dog is recovering and is in an emergency vet hospital. he'll be retired from service. plans. >> the k-9 was inside a secured vehicle when the handler left him there. we're trying to figure out what transpired between that time and the officer was con friend by the k-9. >> a retired k-9 trainer and

sprouts. >> that phrase is said in my household all the time. we were talking about fooled wasting right in front of marina market in san francisco. they put out a produce every day for customers to choose. but, there's a new study out there, people need to be aware of not just what they eat but how much they eat. this is what is stated on average waste about $640 worth of food every year. the study surveyed 1,000 adults. people through away leftovers every month, did people threw away leftovers every week and a study found that number closer to $900 in wasted food. there are several factors to
