good morning. welcome to mornings on 2. tuesday, june 30th i'm pam cook. >> good morning, i'm alex savidge in for dave clark. steve is over here. i was in my garage this morning it felt like a san that. >> you are getting a lot of comments. one of our loyal viewers. evelyn. >> is she warm this morning? >> it feels like mid 60s here until campbell. how high almost it go? i think pretty hot. i went 97 in campbell. that is hot. big dome of high pressure that has been over utah and idaho giving them blazing hot temperatures. it's moving west ward. as it does it's squashing the fog and allow very warm temps. it's also continuing to pump in a lot of moisture. there in lies the rub. it looks like today is not the day but maybe some will come in tomorrow. so today looks to be one of the

hottest. 50s and 60s already. it won't take long there is hardly any breeze. lots of sun. some areas dealing with thick fog. 60s and 70s and 80s for the rest. alex savidge is back in the big traffic chair now. >> i'm back here. day two. dave, good morning to -- good morning to you. as you point out it will be a warm one today. let's get you outside. things are light. here's what it looks like if you are making the ride along highway 4. this is our camera we have there in the bay point area. the headlights they are heading westbound over the hill to concord and walnut creek. you can see a heavy flow of traffic but no, ma'am slow downs to report. we'll send you down to the south bay now and this is what

it looks like. light conditions right now. a good time to hit the road if you're trying to make your way around the south bay. we also want to check in on the bay bridge toll plaza. the crowds are light this morning. traffic flowing smoothly there up to the pay gates and across the span as well trying to get into the city. if you're trying to get into san francisco, now is certainly a good time to do so. we also want to let you know a portion of westbound highway 12 in santa rosa remains closed this morning after a car hit a pedestrian. ktvu fox 2 paul chambers is live for us near the scene of this crash with an update on when this road could reopen and also what we know about the condition of the victim in this case. paul. >> reporter: good morning alex. of course we know the road flexibility is still that. it's flexible. we are not sure when it will be open. you can see highway 12 is closed here add brush creek --

at brush creek road. now we go to the video. the stretch of highway 12 is closed here in santa rosa. the police department has released limited information but we do know sometime last night a person was struck by a vehicle. in a video you can see the right side of the windshield shattered where it appears the person hit the passenger side of the car. the victim was taken to an area hospital sen is expected to survive but did have injuries to their head. police hope to have the roadway reopened within the hour but as i said earlier that time frame can be flexible. for now police are advising you to avoid highway 12 instead take month see toe avenue or fountain grove parkway to head westbound. once again we come back out here live. it's unclear what happened to driver of the vehicle. as you can see he is putting more flairs out here. be

again westbound highway 12 is closed between brush creek and farmers lane. of course we will stay on top of this and bring you the latest as it develops. pam. >> thank you, paul. fire work stands open around the bay area for the fourth of july, buyers are warned to be especially careful because of hot and dry conditions. in some cities safe and sane fire works are allowed and vendors are open for business. with very hot days ahead, fire officials are reminding anyone that anything burns can be a hazard. >> conditions this year are extremely dry. they just need to be yuled in the -- used in the street. buckets of water nearby. a hose. kids under adult supervision at all times. >> safe and sane fire works don't fly or explode but every year they cause fires and injuries when used improperly. a team of investigators from around the country plans to meet at sfo today to determine why a coast guard

helicopter crash landed. it happened yesterday during a routine maintenance flight at the coast guard maintenance street. officials say the helicopter was hovering ten feet above the ground when something went wrong and landed on its side. the two people on board a pilot and flight mechanic walked away unharmed. >> even a turning revolution as routine as this you can experience an incident and you can't take anything for granted. >> the helicopter is is normally used for rescue missions. it's not clear if it's a total loss. coast guard crews from surrounding counties are on stand by in case of an emergency here in the bay area. the berkeley apartment balcony that collapsed passed inspection more than a year ago. six people died and 17 were injured. the l.a. times reports a private investigator gave the balcony support decks and rails a good

rating. it's not clear how deeply the structures were analyzed. last week berkeley city engineers blamed dry rod for weakening the balcony beams. a major strike has been called off in santa clara county. thousands are upset over labor practices. they were expected to hit the picket line at 6:00 but over night a settlement was reached. the deal still has to be voted on and approved by the board of supervisors. ktvu fox 2 reporter janine de la vega is joining us with more on this last minute agreement. and also this morning a big soccer match planned for cal's soccer stadium is being moved. they are relating the game to avia stadium until san jose. that is also the earthquake's home stadium. memorial stadium holds more

than 62,000 fans and people have tickets to the game will get first is choice of seats or they will get refunds. speaking of soccer it is number one verses number two in the world cup today. the u.s. can advance to the title game with a win over top ranked germany. the two haven't faced each other in a world cup since 2003. germany won that match. since fifa began ranking teams that year, neither country has fallen further than number two. the u.s. has allowed one goal so far this world cup but germany has scored 20. the most of the tournament. >> they are going to bring it. they are great in all aspects of the game. they are organized. they are hard to break down and they know how to attack and possess the ball. so i could talk all day about what they bring but ultimately it's about how we play. >> the winner will meet either japan or england in the final. those two teams play their semi final match tomorrow you can see the match right here on

ktvu fox 2. our coverage begins at 3:00 p.m. and the match is at 4:00 p.m.. we also held one at san francisco earlier this morning. today's event is hosted by mike mibach and kiba arnold. you probably know that the commonwealth club is known for talks by politicians and other big names, but tonight event featuring kim kardashian is leaving a lot of people purr viz proceed to -- surprised to say the least. cara liu is joining us from san francisco with the reaction. >> reporter: it is a controversial invite that is for sure. now kim kardashian west she is a celebrity. she is a social media sensation. pop culture sensation and tonight she is speaking at a commonwealth club event. now the commonwealth club of course is a prestigious public

affairs forum that has hosted the likes of martin luther king junior and bill gates. kim kardashian west has taken everything that is modern day society from selfies to self- promotion to sexuality embraced it and monotized it and now we are going to talk about it. tonight's event is a featured program of their inforum devision. the glamorous kardashian is fade mouse for -- is famous for being famous. now some of the controversy surrounding this decision to host her has unfolded on inform's facebook page. a couple people wrote is this a joke? another wrote she is so beautiful. yet another comment said i love you and your family and tonight's event is being built as a conversation about the objectionification of women in media. we checked online a short time ago and it appears nonmember tickets are still available online in the range of $65 to

$200. this is happening at the castro theater in san francisco at 8:00 tonight. coming up we will be trying to talk to more people here in san francisco for their reaction. we will also be reaching out to the commonwealth club for comments. >> thank you. check back in with you in a bit. the white house is about to make some big changes in overtime rules. the president argues it will boost american paychecks but others say it could cost jobs. doug is in washington, d.c. with the argument from both sides. >> reporter: good morning. we have been working off the same threshold for a number of years here in terms of when employers have to begin paying over time pay. and the administration is talking about making a big change in that. president obama says that too many workers aren't getting a fair deal and that over time exceptions for salaried workers are out dated. right now supervisors or

managers who make $23,660 a year or more can be denied over time and the white house will announce this week a doubling of that threshold to more than $50,000. in an ad in the huffing ton post president obama said that is how america should do business. in this country a hard's day work deserves a fair days pay. the some that have owned small businesses voices their concern. >> it has no conception of what it takes to run a business in today's world. >> reporter: the fear is those new limits will encourage businesses to rely on more part time workers. but for those that defend the rules says that has an upside. more jobs. >> even if when you have this new rule take place that if there are employers that wish not to pay over time and instead to get that work done by hiring, that is what you get is also an increase in hiring.

welcome back to mornings on 2. california one step closer to having one of the strictest vaccination laws in the country. they passed a bill that would require parents to vaccinate their children before they can go to any school public or private. parents who refuse vaccination can try to get a medical exemption or will have to home school their children. they can no longer get a personal belief exemption. >> everyone should have a personal choice but as a society we need to protect each other. >> the issue is one of the facts and knowledge over fear and ignorance and the public

health concern i think is clearly over riding. >> the bill is now on governor brown's desk. his office has said he will give it careful consideration but has not said whether or not he will sign it. the new law would go into effect next january. now that the supreme court has legalized a sedative two states want to resume executions. the justices rejected the claim that the use of the sedative was cruel and unusual punishment. now oklahoma and florida have asked the courts to allow them to execute a total of four inmates. it has also triggered a renewed attempt to continue executions.

many legal hurdles remain before executions can resume here in california. state law requires extensive public comment on a new execution method. that process could take a year. currently there are 750 people on death row in california. time is 5:16. happening today this is the deadline for greece to make a $1.8 billion payment to the international monetary fund. and just a few minutes ago the european commission indicated it could look again over greece's debt situation with a possible last minute bailout deal. they had said it would not make its next bailout payment to greece without payment. banks across greece are scheduled to be closed five more business days. if greece does detall, it could lead to greece leaving the european union. greek voters are deciding on

sunday if their government should accept more painful cut backs in return for more international financial support. the price of a san francisco muni pass is going up tomorrow. it's just a monthly pass. not the the single ride fair. that will still cost $2.25 for adults. but adult monthly passes are increasing $2 from $68 to $70 a month. speaking of muni let's check in on traffic. alex is in for sal today. >> good morning you guys. >> good morning. >> generally speaking things are pretty light and i also want to let our friends up in sonoma county we have good news about a story we told you earlier. paul was reporting a few minutes ago about a crash on highway 12. that crash has been cleared.

highway 12 reopened in the downtown santa rosa area. let's take a look outside here and let you know what conditions look like elsewhere in the bay area. and here's a live look at the east shore freeway. interstate 80 as it runs through berkeley there along the water and heading toward the maze and task flowing at a pretty good clip this morning. so a good time to get out the door and travel in that area. let's also check the toll plaza there. and this is that it will look like as you get up there to the pay gates. you can see things are flowing for everybody involved. the fast track folks and also the folks paying cash as well. everyone getting through the toll plaza quite nicely. we will also take you here to the maps and just show you quickly what things look like in the livermore valley and you can see slow traffic there as you head over the altamont pass and you come into livermore this morning and as we go quickly down to the south bay, there is a quick look at what things look like in the san

jose area this morning. time is 5:19. steve over to you. >> thank you. we have mostly clear skies. there is hardly any breeze. a little bit of fog, what is there is very shallow. it is getting smashed by a whit knee of high pressure which is moving back from salt lake city. no comment on today's high temps. i'm going to freeze my face with the ac in my car. i understand. for some it will be very, very warm. i think today is the hottest day. everyone is going tomorrow but i think today is. clearlake 106. livermore 104. gilroy at 100 degrees. high pressure rotating in though. still lots of moisture. this is always very difficult to pinpoint. it looks like some is on the way for late wednesday and

thursday. it's in southern california. also down toward southern ned. the fog is losing out rapidly. 50s on the temps or 60 for some. the water temps did go down a little bit. so not a lot. 54 up until truckee. 50s and 60s and 70s and 80s through the interior. there is a lot of moisture rotating around. some of that looks like once you get caught up around that high starts to move in but not really until late wednesday or more likely on thursday. there is some on wednesday. look what happens on thursday and friday. right there friday morning could be a lot of cloud cover but maybe some hit and miss showers. it will continue into friday afternoon and evening but then the high starts to move. lots of sun today. a few high clouds.

we are following developing news out of indonesia this morning where a military plane crashed into a residential area killing more than 40 people. that plane had 12 people on board. it crashed shortly after taking off from an air base in madan.

reportedly the plane crashed the pilot told the control tower he needed to turn back because of engine trouble. a car bomb exploded behind a military hospital in yemen today injuring more than 30 people. the islamic state terror group is claiming responsibility for the attack. the group has carried out a number of bombings in yemen this morning. the country has been torn by fighting between rebel and governor forces. firefighters in washington state are battling a wild fire that has forced hundreds of people from their homes. the fire has destroyed 24 homes and at least two businesses in bah gnat hi which is 120 miles east of seattle. it has burned 3,000 acres since it started on sunday afternoon. so far it's only 10% contained.

have no help today. still lots of cloud cover. things are blowing up down here south of baja. so something that may tap into us but not today. occasionally higher clouds visit. mostly east and south. there is fog on the coast but it's just very shallow and running into tremendous resistance in the form of high pressure. 50s and 60s. there is a slight component of a westerly breeze. but then it looks like it will start to back off. two days of pretty warm temps inland. lots of sun. warm to hot. patchy low clouds. 100s inland but 60s and 70s. all right here is alex with an update on your traffic. >> steve, good morning to you. i always like to be the barer of good news especially when i fill in for sal. no major problems around the bay area at this hour. now is a good time to hit the

road if you want to get going. let me give you a live look here. if you are heading toward the inner bay area and here you go. that is highway 24 close to the 680 junction this morning. the taillights that is all the folks heading into work. heading westbound toward the caldecott tunnel and things are looking good. let's now take you here and show you what things look like at the bay bridge toll plaza. a lot of people just showed up in the last 15 minutes or so. things looking pretty crowded especially for the cash payers. so get there sinopie i guess that would be my best advice. let me get you to the maps and show you what things look like for our friends down in the south bay. this is what the san jose south bay area will look like right now. things are flowing smoothly in most areas. if you are making that ride up the peninsula, things also looking good right now. we also want to tell you about

an issue in the north bay. a portion of westbound highway 12 in santa rosa has just reopened several hours after a car hit a pedestrian there. we have ktvu fox 2 paul chambers he is live in santa rosa with more on this crash and the victim's condition. good morning, paul. >> reporter: good morning, alex. it's bad news for the crash but good for commuters. investigators are just left the scene. highway 12 just reopen 15 minutes ago. investigators were working the accident scene. police have released limited information. this is what we do know. sometime last night a person was struck by the vehicle. in the video you can see the right side of the windshield was shattered where it appears the person hit the car on the

passenger side. the victim was taken to an area hospital and is expert opinioned to survive but did have injuries to their head. the person that was hit by the car is expected to survive but did have some head trauma. back to you guys. >> paul chambers reporting live. thank you. strike averted. last minute deal is keeping thousands of workers in santa clara county from walking off their jobs. janine de la vega is joining us live from san jose with the points of contention and what is going to happen next. janine, good morning. >> reporter: good morning, brian. members of sciu left headquarters in the last hour. they had smiles on their faces but were happy that a tentative agreement was reached with the

county. the public health and hospital system and social services. the union hadn't held a strike in 40 years but yet they were set to picket this morning. but both teams they negotiated over night and a tentative agreement was reached. members were fighting for better health benefits and wages and wanted staffing shortages addressed. >> we needed to insure that we could have -- people here could have a livable wage. and of course health care coverage. >> without them we can't function and it's great to have a deal done, avoid any disruption in services and continue to provide the great services to these people in the

county. >> reporter: and now that a strike has been avoided, it will be business as usual at county offices. the union members must take a vote on the four year tentative agreement. that will take place next week and it needs to be approved by the board of supervisors. one of the things that we asked the county executive was back in 2008 they had to do a lot of belt tightening. we will get those answers in the next half hour. back to you. >> all right janine we look forward to that. time is 5:36. the controversial closure of part of the oakland city council chambers during meetings is over. the gallery has been closed ever since this rockets meeting back on may 5th when opponents of a lake merit development project shut down the hearing. yesterday a judge ordered the city to reopen those upper gallery seats. life guards have posted

warning signs after more great white shark sightings. the 24 hour warnings went up yesterday to tell swimmers not to go into the water. however the beach is still open. the warnings will be taken down this afternoon unless more sharks are spotted. the sharks seen yesterday were in the same police where the 15 shark were spotted last week. three current and uc berkeley. in a institute filed yesterday the three women claim school administrators failed to keep them informed of the disciplinary process. >> they need to institute protection policies. education poll sis. >> berkeley will tell you it is doing better now. but it is not. >> a university spokesperson

says campus officials have not seen the lawsuit and could not comment on its allegations but they are committed to fighting sexual assault on campus. the lawsuit seeks unspecified damages. a bay area family is claiming racial discrimination and wants a belmont catholic school to refund itsuation money after a disagreement over a kindergarten's hair cut. he would have to leave school because his hair cut is a forbidden style. his family says l it was similar to the hair cut worn by two caucasian boys and african american boy. today santa rosa city council will reconsider a smoking ban. it will consider out lawing the

smoking in apartments, condominiums and town homes. it would also include city parks. the council will also decide if it will make exceptions for medical marijuana. pleasanton has developed a to prevent traffic problems at the fairgrounds this fourth of july. some streets will be closed to cars, others will have restricted turns. there are also plans to close some freeway off ramps if the parking lots at the alameda county fairgrounds fill up. there were some problems last year when people could not find parking near the fairgrounds and some people parked in the middle of the street to get out of their cars. and today city leaders are asking for public comments on the planned new warriors arena in san francisco's mission bay neighborhood. the new arena is planned to sit at the intersection of 16th and

third streets. they are worried it would create traffic problems for patients, visitors, and hospital workers. they say congestion caused by arena traffic could mean patients don't get emergency care in time. the fire department has already said streets are not wide enough for ambulances to drive on the shoulders of the road. today's hearing is is at san francisco city hall. it starts at 4:00 this afternoon. and a san francisco institution is packing up and moving. the jeweler has been in the same location since 1906. but now it says it's been are are there out by rising rents. some have are are snathe increase by 25%. >> unfortunately we are not able to come to terms with our landlord and basically we're out bid for the space. so it did make oak no, ma'am --

welcome back everybody. time is 5:44. the fallout continues from last week's supreme court ruling legalizing same sex marriage. officials in some states are refusing to issue marriage licenses to gay couples because of religious objections. in texas attorney general ken paxton warns that any clerk, justice of the peace or other

administrator who does not issue a license could face a fine. however paxton says lawyers are on stand by. >> someone has an objection and there is somebody in the desk next to them to take care of it, that is what we should do. >> county officials in some other states such as mississippi and louisiana also began complying with the supreme court ruling on monday in spite of initial resistance. in kentucky a few court clerks are refusing to issue marriage licenses to any couple as an objection to the supreme court ruling. the governor of that state says he is reviewing how to respond. chipolte is being criticized for provocative campaign promoting gays. below the question which way do you sway. one reads i eat tacos.

ruling on toxic emissions. yesterday the supreme court found that the environmental protection agency should have taken the cost of implementing regulations on mercury emissions from power plants into account when writing those rules. some industry leaders say the ruling could impact upcoming epa rules on carbon monoxide emissions. in the meantime the mercury regulation will remain in place while a lower court deals with the issue. 5:47. time to check back in with alex savidge who is in for sal this week on traffic. how is it looking sal -- alex. >> salex. >> there you go. >> all sorts of good nicknames we can work on. the commute generally speaking looking pretty good. let me take you outside and show you the bay bridge toll plaza where a lot of friends a lot of your friends are beginning to gather this morning and make their way into

degrees. the high pressure system which has been pretty much hanging out around salt lake city giving them blazing temps over the weekend. 110 by the way if you missed that on sunday. still pumping in a lot of moisture but drifting back toward us. as it does that is is giving us that warm air. that is a cap. that is an inversion and it squashes the fog. there is a lot of tropical fogs. maybe late wednesday into thursday we can cloud it up here. today we are already mid 60s for some. 50s for others. some of that fog could reduce visibility. highway 1. there is a little bit around the bay. i've seen from benicia bridge to port chicago about 16-18. so there is a slight component of a delta breeze. water temps went down. 52 bodega bay. they were 56 yesterday. 55 warm degrees up in truckee. 60s and 70s and 80s through the interior. 95 and cloudy down there in las vegas. a lot of that cloud cover rotating around. some of the cloud cover won't

help us today but maybe late wednesday and no doubt about it on thursday into friday there could be high base shower activity as we say and also up in the sierra nevada. by the weekend a high will move east but the fog will come in and it will cool down. thursday and friday could get cloud cover. warm to hot very hot for some. still patchy low clouds though but inland temps just take your pick you will find some 90s to 100s not far away from 60s and 70s closer to the coast and bay. over the coastal hills huge difference in some of the temps here. 80 alameda. 82 berkeley. 85 downtown. 90 san jose. 97 saratoga. 70s and 60s on the coast. 80s and 90s on the peninsula. low 90s palo alto going 90 degrees so hot today and tomorrow. a lot of cloud cover comes in here thursday and friday. cooler by the weekend. >> you said this could be the host day of the week. >> i think so. some methamphetamine are going tomorrow, i'm going today. >> all right cool.

welcome back to morning ons 2. a tough story. the sacramento community mourning the death of a boy scout who died after being swept away in a flash flood in new mexico. 13-year-old aldon brock was on a 12 day hike with a group of scouts. brock was found six hours later about a mile downstream. >> i used to belong to the boy scouts and got a lot out of it. and then you are hear a tragedy like this. heartbreaking. >> brock just graduated from eighth grade. his parents on their way to new mexico. the three other scouts were swept away were not seriously hurt. we are told that brock's troop will finish its wilderness hike in new mexico in his honor. lawmakers are considering

funding body cameras for the california highway patrol. the plan would cost about $50 million and would provide every chp field officer with a body camera. the camera's cost about $200 to $400 each but the biggest expense comes with down loading and storing video which leads to an hour and a half to two hours a day per shift. >> typically a lot of places store it for a year to five years so it chews up a lot of data. so that is where your costs are. today new jersey governor chris christie will officially announce he is running for president in 2016. he will make his announcement from his hometown of living ton, new jersey. he will be the 14th candidate to enter the primary. also today the state department will release the next batch of state department e-mails from democratic presidential
