deliberate acts. mornings on 2 continues. good morning. thank you for joining us i'm pam cook. >> good morning, i'm brian flores in for dave clark. let's get your first day of july started shall we? with weather and traffic. steve is here and it will be hot for some and cool on the coast. >> i don't think as hot as yesterday. there were huge differences in some of the temps. 35-40 degrees. there is a big batch of them coming around the been down in southern california. i think they play into our weather later today. nevertheless yesterday was one for the books here. lake port 108. vacaville 107. clearlake 106. concord 105. gilroy 103 and santa rosa checked in at 102.

79 brentwood. 55 half-moon bay. santa rosa is 56. still heat advisory up you can see those moving up and there is a lot more to go. decent delta breeze we'll see if it holds or falls apart. the key will be an increase in the cloud cover. fog near the coast. cool for some and hot for others. the humidity factor will be high today. still went with some 100s. i know it will not be as hot as yesterday. 60s and 70s for others. it was over here and now he's over there. he was anchoring and now he is doing the traffic. >> i'm hard to keep track of. a man on the moon. steve, i had some of that fog in my place this morning so i think i will be okay in terms of temperatures. it's a big spread we see across the bay area. let's get you out the door here. 5:00 in the morning. things generally speaking quite light in most areas but we are

starting to see more and more cars hitting the road. this is it. the bay bridge toll plaza. you can see right there things flowing pretty freely as people make their way up there to pay their toll and head into the city. we will take you out east right now. this is a look at highway 4 and you can see quite a few headlights streaming in from antioch and pittsburgh. and the concord area and making their way into the inner bay area and traffic flowing freely in that area. here's a look at the maps. in the livermore valley things beginning to pick up somewhat there as you come over the altamont pass. also a little bit of a slow down you can see on 580 westbound as you approach the interchange with 680 and here you go. quick look at the south bay and san jose everything looking pretty good down that way. 5:02 is your time. back over to brian and pam. >> thank you so much. the fbi is investigating an attack on fiberoptic cables

that blacked out internet and tv services between northern california and washington state. ktvu cara liu is live in alamo to explain why the fbi is calling this the latest in a series of attacks. >> reporter: the fbi says this is where one of the recent incidents happened near danville boulevard in alamo the second week of june. the fbi now saying at least 11 different cases where vandals targeted fiberoptic cables. internet, tv, and phone services were knocked out for customers in the sacramento and as far north as seattle yesterday. fiberoptic cables were deliberately cut in livermore. workers at a software development company say they were impacted and had to do a lot of their work offline yesterday or use cell phones to connect to the internet wirelessly. >> we never had a problem up until today. not once has it been down.

so we are surprised. >> reporter: on its website they wrote the outage effected customers in sacramento and rockland and it was the result of a deliberate act of something cutting three major fiberoptic cables belonging to two companies it contracts with. the fbi has said the cables are about the diameter of a pencil but coated in protective layers. the cables had been intentionally cut. not just in alamo and livermore but fremont, walnut creek, and berkeley. >> cara liu reporting live from alamo this morning. thank you. leland yee appeared in court. today he and three codefendants will appear in federal court to change their pleas. yee's attorney is not

commenting. but a spokesman says there have been negotiations and a plea deal is possible. yee was among 27 people arrested early last year in a wide ranging political corruption scandal. >> the oakland city council approved a two year $2.4 million city budget. it calls for 40 additional police officers, oakland hopes to eventually increase the numberover officers which is currently less than 700 to 800. the budget also restores compensation for employees who accepted pay cuts during the recession. now the budget includes more than $450,000 over two years to pay for a brand new department. the department of race and equity would work to prevent racial bias in city policy. this department is scheduled to begin in december. time is 5:05. happening today healdsburg becomes the first city in california to imcrease the legal age -- to increase the legal age to buy cigarettes. it would require anyone buying

cigarettes to be 21 years old. the 13 stores that sell cigarettes predict teenagers will be going to neighboring towns to buy tobacco. santa clara county already requires buyers to be 21 or older. u.s. women's soccer team now one win away from the world cup crown. i love it. carly lloyd scored the first goal on a penalty shot. o'hara scored another goal to lead the u.s. women over germany 2-0. >> this is what we trained for. this is the blood, sweat, tears everything. i know this is a great team, a great win but my eyes are all on the final right now. >> the u.s. is looking for its first world cup title since

1999. the team lost to japan in the finals of the last world cup four years ago. hundreds of people watched the match on a big screen at san francisco civic center. in addition to the match, there were a lot of family friendly activities. food trucks. there will be another watch party for the final that is this sunday at 4:00. its will be u.s. verses either japan or england. those two teams play in the other semi final and but this is this afternoon. the pictures were awesome. >> i saw the second half of that game. fantastic. new concerns about isis and the internet. and in just 20 minutes the tool that it's said to be using for recruitment and the people it's targeting. >> and up next the reason at least one country says there is new hope today in the financial crisis in greece. >> we have pretty good looking

welcome back everybody. time is 5:10. there are conflicting reports of the possibility of a financial bailout for greece. reports that the prime minister has agreed to new concessions to get more money are not true. and germany's chancellor says no one should expect anything to happen with a new bailout until after sunday. that is when greek citizens vote on whether their government should agree to more financial reforms. cypress says greece is willing to make very significant changes to move forward financially. president obama will announce the latest step in a renewed relationship between the u.s. and cuba. the opening of embassy's in washington and havana. the president began the process last december to thaw a 50-year- old long freeze. he also called on congress to lift a trade embar doe but

republicans are strongly against that. they say because everything in cuba is state controlled, the money will not help the cuban people. also today authorities may reveal if a fire that destroyed a south carolina church was arson or accident. now i want to show you video from last nights scene. this was in greeleyville at the episcopal church. since there were storms in the area at the time of the fire, investigators are trying to determine if lightning was the possible cause. they have scheduled a press conference though just about three hours from now. federal investigators are also looking into several other church fires since the church massacre until charleston, south carolina. there is more confederate flag fallout. this time from the bay area. steph image is depicted in a stained glass window. since the deadly church shooting in charleston, south carolina there have has been a nationwide call to do away with

the confederate flag and its image. there has been at least one complaint about that stain glass window at the union hotel. >> it's private property. it is within the historic district so any change to the outside of the building would have to go before the historic preservation review commission. >> city officials say the hotel has been there since the mid 1800s but believe all of the stain glass windows were added in the 1970s. a state gasoline tax is being cut but drivers may not see prices at the bump fall. that is because we pay two different type of state taxes on gas. one is sales tax which is a percentage of how much money we spend and the other is excise tax based on the number of gallons we buy. don't worry, even the experts say the gas tax laws are confusing. it's now legal to smoke and grow small amounts of marijuana

for recreational use in oregon. voters approved a law allowing recreational use back in november and it went into effect at midnight. oregon residents age 21 and older can smoke marijuana privately, grow up to four plants and possess up to eight ounces at home. one ounce outside of the home. four states in washington, d.c. have now legalized marijuana for recreational use. time is 5:14. let's go to alex. just in case you don't know, in case you haven't heard. you have combined sal and alex with sal lex -- salex. >> this is our special tribute to sal. sal will be back next week. ly be holding down the traffic duties here until then.

appreciate you baring with me. let's get you out the door and get a look at what things look like here. this is emeryville. that is the east shore freeway. that is traffic flowing from east to west heading toward the maze and ultimately the toll plaza. in all likelihood for any of those drivers trying to get into the city and you can see pretty heavy traffic. a lot of folks on the road but nothing slowing down as of yet this morning. we go down south and here's the san mateo bridge and the folks that are driving away from you there and that shot heading west across the span over into foster city and the peninsula and everything flowing smoothly there. here's a look at the south bay and the map looks very good for you. no accidents. just a few minor areas of slowing but nothing you need to be concerned about right now. if you're going to make that ride from the south bay and move up the peninsula, up into san francisco and i know many of you will be doing that, now

is a good time to be doing it. highway 101 flowing freely here at this early hour. 5:15 is the time. steve, i will send it to you my friend. >> thank you salex. we have a little change here today compared to yesterday. a few high clouds coming in. there will be a lot of high clouds coming up later. it probably won't help too many inland locations. the coast and bay are not in on these end of june sizzling temps. livermore, lake port, ukiah checked in at 108. clear lake has had 106. concord 105. gilroy 103. and growth that up in lake county another ridiculous high of 107. [ laughter ] it's already 67. the highest low of the year. i dare not even ask about today. dare. dare. it will probably be about 106 and tomorrow we start a cooling

trend. 70s for some. 70s for some. on the current temps 50 for others. about a 20-degree spread. heat advisory for inland areas. and there is a lot more on the way coming up from the san joaquin valley and there is a bunch heading up from high desert. and a lot of these are playing into our weather later today. that will give us cloudy skies. delta breeze coming down a little built. a little bit stronger than yesterday 3:not enough to make a difference. 70 ann 80s through the interior. a lot of 80s down on the desert. look at that. it's a pretty big complex. possibility of heavy rain down there. a lot of this will favor areas east and south but we will get the higher clouds. they are already beginning to show up on the forecast model by noon and this afternoon. that may take the high temps down a few degrees for some. i know it's not much consolation but i think yesterday was the hottest day. today might be a little on the humid side and they will roll in on thursday and give us cloudy to mostly cloudy conditions. not only thursday but also into friday as well. and a possibility of some light

rain. we'll see. fog, sun, clouds. kind of a mix bag here. cool to hot. depending on your proximity to the coast or inland areas. if the clouds come in a little sooner, some of the 100s could be 5-6-degrees cooler than that. mostly cloudy thursday into friday and early next week looks cool. >> you were talking about rain on friday. >> thursday night, friday is a possibility. >> thunder and lightning. >> possibly. not here but maybe east of us and north. it will be close. >> all right, thank you, steve. it's 5:18. firefighters still battling wild fire south of gilroy that has been burning for more than 12 hours. i want to check in with janine de la vega who is in the area of southern santa clara county. how does it look down there? >> it's still pretty dark but we can certainly smell the

smoke. we started smelling it when we were on highway 101 about two miles away from gilroy coming up from san jose. very strong. now the the last update we received from cal fire is so far 50 acres of wild land has burned. the fire started just before 3:30 yesterday afternoon in an area south of gilroy. it's burning in a canyon area with heavy brush. cal fire has 200 firefighters working to bring it under control. so far we are told it is 50% contained. they fought it from the ground and during the day their aircraft provided support. now that it's dark, they can't fly their helicopter. one of the problems is the terrain and the other is the heat. so far no structures are threatened and no one has been injured but firefighters are expecting to be out here fighting this fire and mopping everything up all day today.

pam. >> just an extra warning for everybody to be cautious because it is hot. thank you janine. 5:19 is the time. well investigators blame a car for sparking a grass fire near the benicia bridge. flames spread to brush on the side of the road forced two lanes of interstate 680 to be closed during the evening commute. that fire threatened an rv storage facility but crews managed to get it out in time before it damaged there. there was also a fire in nearby cordelia that backed up traffic on 680. that grass fire reported just before 5:30 last night north of lake herman road. the cause of that fire is under investigation. but just a reminder don't through your cigarettes out the window. can i just say? please don't do that. that starts a lot of fires as well. time is 5:20. coming up a sex scandal involving a bay area police sergeant and a prostitute now has residents fighting back.

certain time of algae could grow at a very low gravity at the international space station but their experiment was on board the space x rocket that blew up minutes before launch. their teacher says it's disappointing but losing the experiment is a big science lesson in itself. >> the key of are you going to be a success or or not is how do you handle that when failure happens? >> nasa is already planning another launch of the space station. household waste could soon fuel your next flight. united airlines is making a major investment in a biofuel investor. turns household trash, farm waste, and other products into biofuel. united invested $30 million in the company calling it the single biggest investment in biofuel by a u.s. carrier. united says eventually plants could provide up to 180 million

gallons of fuel a year. the american red cross is is asking for blood donations to help offset a summer shortage. 40% of regular blood donors go on vacation in july and that could lead to low blood supply. all types are welcome but o negative, a negative, and b negative are especially needed. the golden state warriors steph curry has beaten lebron james in a new area. jersey sales. the guard's jersey is the most soldier city in the nba. lebron dropped to second and the league mvp isn't the only warriors star on the list. clay thompson ranked fifth in jersey sales. green ranked 15th. harrison barnes will be taking pictures and signing autographs for fans today. he will be at the new warriors team store. his appearance is from 2:00 to

coast. we also have a lot of high clouds moving up toward us and i think that plays into a slightly cooler pattern although humidity factor inland will also be pretty high. 60s and 70s for some. 73 livermore. 66 concord. that is a tremendous difference there. 50s for some and low clouds and fog. heat advisory again northeast. higher clouds are on the increase. look what is coming up from southern california. that is a lot of cloud cover that will play into our area. there is not a howling delta breeze yet so it probably won't make too much of a difference yet. high clouds on the increase. are all right alex what do you have for us? >> good morning to you. i have a good looking traffic

report that's what i have. no major issues that we are tracking this morning for really anybody. just a couple of slow spots we will get to those. getting more and more crowded. people are just beginning to start to make that trip into san francisco. so you want to find that window of opportunity. this may be it right now. so make your way to the toll plaza as soon as you can. here we go this is oakland and that is interstate 880 and the headlights are going south. the taillights are going north there. out to the livermore valley we go. this is where you are going to find some pockets of slowing along westbound 580 especially as you come over the altamont pass. it slows down a good deal and then some slowing you will find later on through the livermore area as well.

with more things spilling out. lots of complaints from passer byes. >> reporter: that is why the council member wanted -- stronger regulations on using the restroom outdoors. lastly restraining the number of items a person can have on a sidewalk. advocates say the proposals do not take the homeless or their property into consideration. >> we think that is a terrible way to deal with people who are our most vulnerable and most in need. they will not be able to be on the sidewalk under this ordnance. >> reporter: and of course when it was said and done, council members propose the proposals. advocates are -- this is is an issue that we will still continue to follow. >> paul kim pers in berkeley this morning. >> reporter: contractor on the berkeley apartment complex that was the sight of a deadly

balcony collapse that will seek a restraining order against investigators. pleasanton based segue construction does not want any evidence tested without its representatives present. legal analysts tell ktvu the request for a restraining order against the district attorney is highly unusual. >> some sort of an order making sure there is no destruction is the most likely thing they will get out of this. this broad brush request for access. broad brush request that they be present when testing takes place. it is just not going to happen be >> segue construction blayed investigators for their handling of evidence from the june 16th incident which included removal of the balcony that collapsed as well as the balcony from the unit below. segue says it was not allowed to examine that debris. the da's office refused to comment. prosecutors say a man charged with stealing and crashing a dump truck has skipped bail. mark edward hill is accused of

stealing the truck in san francisco in may. officers spotted him in kolema and chased after him. the truck slammed into several cars and injured three people. he was supposed to appear in court on monday but did not show up. his bond has been revoked. there is a $125,000 bench warrant for his arrest. the mural displayed on the wall outside the galleria depicts a lesbian couple, gay couple, and transgender man. vandals have spray painted over the murals twice before but monday night police say someone burned it. all three incidents are being investigated as hate crimes. the gallery plans to hold off on replacing the mural out of safety concerns. the community forum is scheduled for july 18th. a san francisco teenager has been arrested accused of

carrying out a series of armed robbery including one targeting a girl with cerebral palsy. the boy followed the girl off a bus as she was heading for school and robbed her of her iphone at gunpoint. that happened at turk and pierce on june 9th. the other robberies happened in the city's western addition neighborhood. he was booked in juvenile hall on monday under suspicion of the robberies. 13 catalytic converters were stolen mostly from toyotas. the thefts happened between 10:00 p.m. and 6:00 a.m. in the areas of citrus and walnut avenues and springfield drive. thieves might get anywhere from $50-$250 for the parts but for the victims the repairs can cost as much as $5,000. police say the best way for drivers to protect themselves by parking in locked garage or by installing a clamp on to your converter. sexual predator living in

walnut creek -- charles chrisman was convicted of several sexual assaults on boys about 25 years ago. now he had been living in walnut creek since february and according to the contra costa times the district attorney would not say exactly how chrisman violated his patrol but it did not involve a minor.

[ technical difficulties ] >> we have studies on how this has happened. >> a study shows there was an estimated 46,000 isis linked twitter accounts between september and december of last year. about 1,000 of those accounts have been suspended. a bill was introduced in congress last week to create a homeland security to fight isis online. three board members received the recall notices required to start any action against them. those notices mention what is called a quote humiliating sex scandal involving a kensington police sergeant. the board promised more reform but backers say that has not happened. a state assembly committee would consider a bill that would consider a penalty on water wasters. it would allow local water districts to tax their worst

water wasters by up to three times the price of water. the money raised would go toward water conservation projects. >> it's another tool. some local agencies may say we don't need it. others are saying we want to reward -- not reward but encourage our whole community to take the right steps. >> the bill requires a two- thirds majority vote from state lawmakers if it passes it would have to be approved by two- thirds of voters before it goes into effect. the marin county fair kicks off today. it's being held at the fairgrounds and runs through sunday. they have fire works every night. 28 carnival rides all included in the price of your admission. a solar powered carousel. they tout themselves as the greenest fair. they have a petting zoo, 12,000 exhibits, much more tickets for children-- coming up at 6:30 we'll have a live report from the fair and a look at the big

welcome back. it's 5:43. for thes in washington have a better handle on that wild fire but it has already questions destroyed 29 homes. the fire is in wenatchee east of seattle. it's 47% contained up from 10% containment yesterday morning. it has burned 3,000 acres. you can see the extensive damage to some is of the homes. nearly 250 firefighters are there on the lines and they say the cause was likely manmade. in arizona family, friends, and residents gather to remember the 19 firefighters who died in prescott trying to fight that fire back in 2013. tuesday marked the second year

since they were tragically over taken and killed by that fire. it was the deadliest firefighter incident in the states history. hundreds attended the ceremony which was held at the site of a memorial park that is going to be built to honor those firefighters. a military plane with 122 people on board was having engine trouble before it crash into a neighborhood yesterday. the chief of indonesia's air force says the pilot had told the control tower he needed to turn back to the airport. crews with heavy equipment started to remove the plane which struck a building containing apartments and shops. at least 141 people were killed. the first african american woman to be named senior executive at toyota has resigned following her drug arrest last month. julie halve is accused of receiving of oxycodone in japan through an international parcel service. while the painkiller is legal in the u.s. with a prescription, ox psycho done is

categorized as an ill lee narcotic. they have accepted her resignation after considering the concerns and inconvenience that recent events have caused to shareholders. several new state laws go into effect today. one gives millions of additional workers paid six leave. the new law requires employers to give workers at least three paid sick leaves a year. the employee must work for the company for 30 or more days within a year of being hired. workers become eligible after working for the same employer for 90 days. another new law increases over sight on fracking being done in california. fracking is the process of drilling and injecting water into the ground in order to release natural gas. the new law almost require well permits. disclosure of what chemicals are used and studies of fracking impacts. uber and lift that use amateur drivers to transport people for

a fee will have to purchase more comprehensive insurance. beginning in january, california school children will be required to be vaccinated unless their parents get a medical exemption. governor jerry brown signed the bill into law yesterday. it eliminates personal and religious belief exemptions for vaccines. now parents can only get an exemption with a legitimate reason. the law comes in the wake of the measles outbreak. >> the courts have been very clear. you don't have a right to spread commune call disease. >> opponents of the bill say they plan to sue the state if their children are not allowed to go to school because they are not vaccinated. california is the third state in the country to require school children to be vaccinated. they do expect more states to follow suit on that. >> certainly a hot topic. i'm within it right now. i'm talking with other parents

pretty fast. take a minute and take a look around. thank you alex. yesterday my goodness, just for some amazingly warm here. livermore was not a record. the record was 112 back in 1972 some of you might remember that. it was still hot at 108. lake port 108. vacaville 107. clearlake checked in at 106. concord 105. gilroy that was a record high. santa rosa 102 and there were a bunch of 97th. although the fog son coast and in the city, michelle said give it a rest fog horns you have been billowing all night. some people love the fog horns but michelle get up and come to work. if that is bothering you that much. 60s and 70s on the temps. it is not 90 degrees. we have a lead story. we have to go to the fountain because that is way warmer than anyone else. west coast pete though we had

5:30 in the morning with 79 degrees and you might be in antioch. i did see upper 70s and low 80s. so very warm there. a lot of high clouds are moving in. heat advisory is out but i believe we topped out yesterday. the cloud cover is streaming in here from the san joaquin valley and southern california and this is all going to take about 5-7 degrees off the inland temps today. there is just too much cloud cover on the way. not a roaring breeze but there is a slightly stronger breeze today. water temps holding steady. maybe coming up a tiny bit but still 54-59. and the cloud cover continues to rotate around that high which is flying in from southern california. the forecast model picks up on a lot of the higher clouds. even today and tonight we might get a tiny break over night. and thursday cloud it up. there could be light rain embedded with this. we will start a cooling trend tomorrow. today could be a little bit but it will still be warm to hot if

welcome back everybody. time is 5:54. the state department has released at batch of e-mails from hillary clinton's time as secretary state. about 3,000 pages from her correspondence in 2009 has been posted online. at least 12 e-mails were later classified confidential. they also show the white house knew she used a private e-mail address even though officials say they didn't know it was her only account. the democratic candidate for president has said she used the private account rather than a government one as a matter of convenience. more e-mails will be released every 30 days. new jersey governor chris christie launched his presidential campaign as we expected in his usual tough talking style. >> we have a president in the oval office who ignores the congress and a congress that ignores the president.
