>> congresswoman, where you do you stand on assessing for how he is handling the situation. >> i will tell you that soon-to-be former city representative completely misrepresented the federal government involvement. fema has been extraordinary in our community, they have advanced funding to local governments, they have been a phone call and a text away all these months. they just approved an additiona large upfront funding to the city of el paso, those who have us engaged on the issue here on the ground have very close communication. we have a text thread, the border patrol sector chief keep us informed it daily on the numbers, but i will tell you that i do think it's important that we have for more robust support from the state department, and here is wide. unfortunately, congress has failed to act on changing our

very outdated immigration laws for decades. the federal government under congress direction has addresse immigration as a border only issue. we really have to kind of zoom out and recognize that this is western hemispheric crisis of historic proportion impacting all of our countries to the south of us, we really need far more direct engagement from the state department, and i've called on the state department to do that. >> let's talk about the broader implications because with talking with border patrol agents which i'm sure you do in a regular basis, one of them, i official told me this week that right now in el paso about 60-7 committed to just processing people. they are not patrolling the border. their opinion is that once titl 42 lifts on wednesday about 90 percent of what they're doing is just going to be processing people which leaves them unable to patrol the all-out order for

drugs in human trafficking. they say this is a national security issue. when you look at the fiscal yea behind us, 98 people on the terror watch list came across the border and that's that we know up or we're detected there. this is, as you say a much broader problem. how worried are you about the national security implications and from what people expect wil get much worse on wednesday. >> we absolutely have. >> our border patrol agents bac to forming the functions they were trained to do. that is why we have really got to rework and reform the way that things are happening at th border. i have a piece of legislation that reforms that, creates a civilian workforce for processing. about four years ago i introduced the idea, we funded it, we now have central processing coordinators civilia public servants for the federal government doing the processing and we have got to expand that, so that agents can get back to performing those functions that

they need to perform for our national security purposes. when you look at those videos, you see mostly folks who the vast majority are waiting in line to request asylum, that is what is overwhelming the system and we've got to make sure that we continue to press on congres to reform what are outdated processes, outdated laws, to adequately fund the state department because while i want the white house to do more, i also want congress to act and i don't want us to do more of the same which is focused only on deterrence, focus on immigratio as a border issue, we've done that for decades and this is what it's gotten us today. >> let's put up some hard data so we can look at what's happening. this is from the cdp and essentially what they show us i october their migrant encounter were 678 at the border that's u 40 percent from the october of

the previous year, 221 percent from the october before that, and before that, 411 percent increase. there is clearly a trend here. we have numbers that show overall incursions for the year and critics say although the imitation continues to say the border is secure, it's under control from the border is safe it is not open there are critic that save these numbers prove otherwise that include democrat like the mayor of new york who says there is a massive problem do you count yourself among those democrats? can get we absolutely have a problem, but the challenge here is again, congress has failed t ask. we started to see the increase in numbers and change and what was happening at the border going back to 2014 when we started to see large numbers of unaccompanied minors. that was the obama administration. during the trump administration we saw significant numbers that

decreased as a result mostly of covid because nobody knows what was happening here on the borde more than those of us who live and work here. >> during the first couple of years of the trump administration there were massive drops of numbers were and people got the message that they weren't going to come here and have an easy process into the country illegally. those numbers changed again onc people realize that congress wasn't going to go along with his plans, the wall wasn't goin to get built, there was a drop under his tough talk, and then we saw the increases again and now they're exponential administration. >> at those numbers were high under the trump administration, and they dropped as a result of the pandemic when the flow of humanity stopped. i mean i visited not just the central processing facilities, but i visited the border patrol stations where it was we had facilities that were so overcrowded, children were dying .

that happened under the trump administration. so my point is though not to necessarily go it ministration by a ministration though i'm happy to review those numbers, but to say this has been ongoin for a long time, and the congress responses been let's keep doing the same thing. let's treat immigration as a border only policy. everyone should now see and understand that that is a failure, inexpensive failure, it's not good for the agents, it's not good for the migrants, i can tell you it's not good fo border communities like ours. we have to be smarter about thi and begin looking at the bigger picture or things will get wors regardless of who's in the whit house, but depending on who's i congress. >> to the point about the children politico magazine talk about the facilities they say it's no place for a child where these children are being held i border patrol facilities it say the records show the conditions for minors have not significantly improved under
