balloon, testing president biden strength and resolve and unfortunately the president failed that test. that is dangerous for the american people. the president was paralyzed for entire week by the balloon. we should have shot this balloon down over the islands and never allowed it to transit entire continental united states. there are open questions the united states need to answer to answer for the american people as to why they didn't. i think part is reluctance to take any provocative or confrontational action against communists. i do believe the administration wanted to salvage the secretary of state's trip on friday night and they got through thursday afternoon, that i everingfully civilians in montana and billings gazette identified this balloon and blew the whistle and the administration fessed up to the american people.

only the strong, democratic presidents only take action like shooting down this balloon once their hand is forced and on thursday civilians in montana identified this balloon and it forced the president's hand. had this not become public, if the administration had not briefed congress thursday afternoon after it was about to become public, whether the president would have shot down the balloon over the atlantic ocean. >> shannon: what about the contention the balloons have gone over the u.s. under previous administrations and they didn't shoot it down that we know of? >> senator: i have spoken to officials and they are not aware of anything happening during their administration, it is possible during the obama administration and the military was told this is no big deal and they shouldn't raise alarm bells on it. we need answers as well, though, some may be conflating what lucas just reported, balloons floating within the exclusionary

zone, like hawaii or guam and spy balloon across the middle of the country, those are different circumstances. what is more worry some, one, did the military know about the balloons in the past and not inform superiors during the trump administration? or worst of all, did we not know about the balloons in the past and learned in retrospect by studying histore cal data? these are all open questions for which the american people deserve answers and we in congress will get the answers. >> shannon: you heard the chinese government reaction, they reeverybody is the right to make further responses, if necessary. last week -- general had spoken up and said to his troops, i think we could be in conflict with china, war by 2025, where do you put the temperature this morning? >> senator: china has been waging a cold war against the united states for decades and not many leaders have

the doj sent a letter to couple of top senators in january saying the committee interest in overseeing the nation intelligence activities musting carefully balanced for integrity of law enforcement investigation. two special counsel, you threatened to shut down some senate business, colleagues say you are looking for excuse to shut down business in the senator. what will you do to get the documents? >> senator: we had three votes in first month of senate, we have not been briefed on the nature of the documents, we have not seen the documents, haven't had damage assessment or had them characterized. our main function is to oversee agencies that operate in secret. that doj letter is nonsense, we have a right to review the documents and make informed judgment about what if any national security implications they have had. maybe they have none, whether at

mar-a-lago or president biden's many offices, or mike pence's, as well, we have to see the documents to make that assess. marco rubio has been leading the committee in unanimous fashion to get action on the documents and i hope the administration responds to their inquiries. >> shannon: will you block judicial nominees over it? >> senator: i will not take that step yet, warner and marco rubio speaking for the unanimous committee have been working to get access to the documents. i hope it doesn't come to that. this incident raises question on the double standard doj has applied. with donald trump, raiding mar-a-lago and with mike pence, fbi showed up within hours with him self-reporting classified documents at his home. with joe biden, they were allowed to work through private lawyers representing the interest of the president before

they conducted the searches. we still have no characterization at all in the media about what was in the document. within hours of the mike pence revelation, there were leaks from the doj or fbi about what was in the documents. double standard you see here is double standard the department has been applying the last years and troubling to americans. >> shannon: do you comment on special investigations? >> senator: special counsel investigation is looking into whether there is illegal action, that is not the focus of the committee. our review doesn't bear on their investigation, we're recrewing documents that are marked classified for what the national security damage might have been, if any, that is different from the department of justice inquiry into whether there was illegal activity related to the documents. >> shannon: keep us updated. thank you. up next, we saw huge job report

>> shannon: just two days from now the president will try to set an optimistic tone in his state of the union address. republicans take a gloomier view, the nation is settled with debt and blaming the president for inflation. key economic advisor jared bernstein joins me now. >> jared bernstein: excited to talk about the economy and the numbers we are posted. >> shannon: that is great for the country issue administration, for the president, it not not gotten to

people's real life yet. 166 million americans are living paycheck to paycheck. majority of people making more than $100,000 says that includes them. inventory is off, inflation outpaced wages and gas prices are up five weeks in a row. when does good news get to real lives? >> jared bernstein: let me fact check statements. real wages have been growing for the past six or seven months, one reason is because again, unlike one bullet point there, gas prices came down sharply in the month of december. they turned around partially january. one reason inflation ticked down in december, fell slightly, because gas fell 9% that month. gas price issic innel below where it was when putin invaded u.k., shooting that price up, it is down buck 50 from the peak

last summer. >> shannon: what do you make over estimates we could be $4 a gallon by march? >> jared bernstein: it is hard to look that far around the corner, the president has taken decisive action and shown he can provide breathing room for people at the pump. the gas price is down $1.50 from june of last year and that ep moos real breathing room for working americans. broaden it out. inflation is underneath some numbers you just showed. rate of inflation has fallen six months in a row, it is now considerably lower here than it is in the eu, than in germany or the uk. one reason we have that favorable trend in inflation is because actions this president has taken to shore up and unsnarl our supply chain and to increase the supply of energy furthermore moving into 2023 is inflation reduction act kicks in, we're going to see lower prescription drug cost, lower

cost for health coverage and lower cost for clean energy. you can't get to where you need to go if you're not moving in the right direction and we're moving there based on jobs report, with real lackity. >> shannon: people don't believe it yet, 74% of people do believe we will have recession this year. you and i have talked, perception impacts spending, people have pulled back on spending and major were purchases, are you worried that will be a self-fulfilling prophecy? many believe it will happen. >> jared bernstein: talk about perception in a second, it is important. let's talk about facts. a 3.4% unemployment rate, lowest since may of 1969, when i was 13. .4% unemployment, not recessionary numbers, 12.1 million jobs since the period took office.

10.5 million new businesses. >> shannon: many added back from the pandemic. >> jared bernstein: right, that is fair point. my point is that 3.4% unemployment is not recessionary, half a million jobs in january is not recessionary, 2.9% on gdp end of last year is not recessionary. talk about perception. if you ask people how they are doing in their financial lives, many cases they will tell you, we are doing well, i'm doing well, i'm worried about the broader economy. that isir fa, we understand. prices are too high, but they are moving in the right direction. food, energy, gas, all of these prices have been falling and not just for a month or two, the council, we make a big deal about trend. you have inflation ticking down, the trend is your friend and that is important in that context. catch up with them yet.

as we move into 2023, with investments in infrastructures, investments in clean energy production, semiconductor, domestic manufacturing, 800,000 jobs in manufacturing since the president took office. >> shannon: to be fair, many were added back because of being lost during the pandemic. >> jared bernstein: talk about manufacturing 800,000 factory jobs added since the president took office, that is important, that is good jobs for noncollege educated workers. to your point, that is strongest manufacturing expansion on record going back to 1953, so that is not just a bounce-back, part is, i should say. it is the fastest manufacturing job growth over a business cycle going all the way back to the 1950s. >> shannon: make a distinction between added and created. jobs added back partially because they were gone during

the pandemic and creation of jobs is a difference. >> jared bernstein: that is fair, unemployment rate went up and bounced back down. forecasters were predicting north of 4% and it is 3.4%, we are doing much better than the bounce-back and i think the thing about job numbers, they have been persistent. you yourself and every forecaster got wrong for the month of january, expectations were lower. >> shannon: way off. >> jared bernstein: this president continues to exceed expectations month after month. >> shannon: good news for the country and we'll see where this trickles to the rest of us soon. talk about the debt ceiling, a big fight, it has potential impact broadly for the economy. the president says he is not going to negotiate. last week we played a sound bite of him in 2011 as vice president, he said that is not governoring, if you don't negotiate. this is "wall street journal,"

what better time to call the family together, sit down around the kitchen table and cut up the credit cards and when the bill collectsor knocked on the door demanding payment, he knows he will have to negotiate. republicans want cuts. when do the real negotiations start? >> jared bernstein: i think the negotiation over the debt ceiling, over default, is absolute nonstarter for this president. he's been clear about that. there is a separate set of negotiations over fiscal matters. that is a good starting conversation. i think people need to understand that the debt ceiling is not a negotiation, it is an obligation, in fact a constitutional obligation to raise the debt ceiling to pay for spending that congress has already signed off on. okay, this is not -- >> shannon: we couldn't do in our real lives.

that example of getting your credit cards cut up -- >> jared bernstein: you don't get to choose if you -- >> shannon: i need more money to pay off this debts, i can't handle what i already have. >> jared bernstein: that is discussion the president is anxious to have with republicans. the problem is, they really need to bring a plan to the table. let me quote something, fox news to you, in an article on fox news.com. lawmakers say they want to bring down spending using fiscal fig leaf, if they want to slash spending would have to take a butcher knife to social security and medicare. >> shannon: what about discretionary spending? everybody at the table said they are not touching medicare. >> jared bernstein: discretionary, half is military. republicans talk about wanting to balance the budget, some of them are up front and others, you can't get there without

cutting social security, medicaid, military spending. a lot of spending people depend on with food safety and border security f. they have a different plan that enables them to achieve fiscal responsibility, as this president has with 1.7 trillion in deficit reduction. >> shannon: again, coming off the pandemic. >> jared bernstein: i will get to that in a second, i knew you would say that. 200 billion in deficit savings with reduction inflation act. >> shannon: not by all estimates, by the way. >> jared bernstein: if they want to join with him on that kind of fiscal responsibility, without cuts to social security and medicare, but thus far, no line in uncling aboutet says waste, fraud and abuse or this is woke spending. all of this talk about cutting spending -- we need to see the real -- exactly. correct one point. 1.7 trillion in deficit reduction has a lot to do with

spending rolling off over covid -- >> shannon: in part. >> jared bernstein: in part, correct. much of that, half, is increased receipts that are function of this very strong economy, with much more in flow to the treasury because of 3.4% unemployment, because of jobs and strong gdp growth, not just lower spending, it is increased revenue. >> shannon: we have highest revenues we've ever had, we have to talk about that, too. one member explaining his intention to vote no on debt ceiling. massive accumulation of debt was predictable and foreseeable, unnecessary, willful and reckless disregard for warnings given and management. >> jared bernstein: i don't know who that was. >> shannon: it was vice president joe biden in 2006.

>> jared bernstein: republican position is they are threatening to default to get what they want and the debt ceiling should never be used as that kind of threat. we have an economy that is growing strongly. the idea you would put that at risk. the idea put full faith and credit of the u.s. treasury at risk is justan thet cal to anything the president stands for. >> shannon: is that what president biden was doing in 2006 and voted no? in 2004. >> jared bernstein: in 2006, let me make this point, in 2006, do you remember a debt ceiling debate that was heated as this know wo. >> shannon: they act like this is the worst one. >> jared bernstein: republicans raised debt ceiling in 2006 and in 2004 and been raised 78 times without this kind of weaponizing this obligation in a way that i

actions on the floor of the house. the democrats paved the way. it is pretty hypocritical to come back and say this is racist. she is on committees, this is not about getting kicked off every committee. she's on fantastic committees, not going to be on foreign relations committee, something nancy pelosi did in kicking people off, tipt o'neil, boehner did, there is nothing here. we know who tipp o'neil is. some might have to google that. you changed the rules and we warned you then, kick our people off committees, it will get used against you. >> this is tit-for-tat. the issue is effective governance, this is now ineffective this congress has become. 70% of americans, including half republicans, say this congress is locked into petty, juvenile

fights and not about real business of the american people. i think that is what is going on here, is this about antisemitism? no. we have 22 jews in the democrats caucus that voted to keep her on the committee. they don't agree on substance, they didn't see it as justification for kickin threatening the lives of fellow members of congress. in some cases, steve king, you had mccarthy and the republicans take some responsibility for racist statement. refuse, i think, because of the power of the freedom caucus, far right, to deal with people like green, people like paul goldstar who made threats against fellow members of the house. that is when democrats acted. >> shannon: you are referring to the animated thing this had attack on aoc. you want to respond? >> you are right, republicans

driving motivator. ilhan omar went out of her way to make a different case. if you strip the emotion we heard from her and aoc, she said i feel like my perspective is not wanted on capitol hill because i'm a woman of color, i am muslim and an african immigrant. strongest defense that speaker mccarthy put forward, he unseeded white men from committees for specific reasons. when it comes to governing, what juan was talking about, there is disarray on both sides of the aisle. it was a victory politically for kevin mccarthy she was unseated from this committee. >> shannon: he has to hold his caucus together. >> until the day it happened, that was up for grabs, nobody was sure he would get the votes. there were people persuaded.

now it is a stronger position. >> shannon: my favorite fox news poll. best describes america today, dysfunctional family, 81%, tight-any knit family 16%. caldwell, there is a lot of dysfunction. >> there is dysfunction on capitol hill and in the white house with conflicting messages coming out of the white house. to mention briefly on the issue here with ilhan omar, who i tried to interview and shut the door in my face, that is another story. the consideration and the woman of color consideration is not a real one. you mentioned steve king a number of times, kevin mccarthy was minority leader, said we would not allow that kind of conversation about white supremacy to be a part of the republican party and they removed him from the committee. i don't buy that argument from her. the dysfunction argument, a lot
