i sat down with governor hobbs this weekend to talk about the xiechl of her state hosting the game and the backlash for doing away with the school voucher program and how observers say the reality of the border crisis says she is doing the very things she criticized republicans for doing not long ago. first bill melugin looks at americans living in border states. >> bill: the sector known for criminals and gotaways, 55,000 single adult men have been caught crossing illegally there since october 1. in recent days tucson sector agents made multiple busts and arrested several convicted sex offenders and pedophiles sneaking across the border. sector chief testified before congress this week. >> most run from and may fight agents to avoid apprehension,

you day one in the door. arizona is most impacted by the border situation, let's talk about that. under the previous governor, a republican, he did bussing, you said it was a waste of taxpayer money, npr now notes many democratic governors and mayors are considering the same thing. reality has helped shift transporting migrants, is that what happened? the reality of the situation, the strain on your local border communities and that kind of thing, did that change position on whether it is okay or not to be transporting people out of the state >> gov. katie hobbs: we continued the program, with a more humane spend on it, money was oppropriated to bus the illegal asylum seekers, our decision was to get them where they need to go, their sponsor or where they have resources and support instead of putting them on a bus to d.c.

it is expensive, days of travel with expenses, we want to get them where they need to go and provide relief to communities that need it is more humane response to folks. >> shannon: what about those who point to federal policy and say it is magnet. what about those who think don't use our tax money, isn't that attractive pull when we are seeing record numbers of illegal immigration at the border? >> gov. katie hobbs: it could be seen that way, this money was appropriated by the republican legislature in the previous legislative term, at the governor's request. to do this bussing program. so it is already appropriated money. i want to focus on how we use taxpayer resources in best way possible to address the needs of impacted communities and then continue to push washington to solve this issue. >> shannon: governor polis, he

was doing bussing until chicago and new york asked him to stop sending people there because they are feeling overwhelmed. he has put the blame on the federal government and says they haven't gotten it together and blames the feds. do you? >> gov. katie hobbs: absolutely, this issue, this can has been kicked down the road for decades by both parties. solving immigration crisis could help with economy, inflation, we need real solutions. >> shannon: the idea, we talked about magnets, you announced something in your state of the state address, $40 million plan for students here illegally, be able to go to college with assistance in arizona. house majority leader here said this br that plan. he said, governor katie hobbs in state of the state of the unioned she would like to invest for illegal immigrants to attend college in arizona, what about legal citizens?

>> gov. katie hobbs: we increase the promise scholarship program, which helps arizona students. our plan to create scholarship program for dreamers is in line with arizona voters who passed provision last election to provide in-state tuition for dreamers. these are arizona students who went to arizona schools and high schools and should be afforded the same opportunities as other arizona students. they are not eligible for federal assistance. >> shannon: is it a magnet, though? if they know they can get across the border, people want education. >> gov. katie hobbs: many students probably came when they were infants, before they had control over the decisiod who went to arizona schools their whole life, this is the only country they know. they did not make the choice to come here and they deserve the opportunity in the country they call home. >> shannon: let's talk about education k-12 here in arizona

because you're getting heat for potentially trying to roll back the voucher system, which gives people a portion to take elsewhere to use for students. here is what arizona state president warren peterson has to say, it would be a huge problem to eliminate the program. you have her base that benefit much from the esa, he says you will hurt the people that are your supporters. >> gov. katie hobbs: i'll start by saying regardless of your philosophy on whether taxpayer dollars should go to private or public schools, this bankrupt our state and analysis has showed that, we are not calling for repeal of the entire program, just universal expansion and the folks that the president peterson and the quote you shared, they are not benefiting from this program and these families for the most

part, regardless of getting private school voucher, they are not able to afford the gap in tuition that exists with this program. so largely wealthy families that are already sending their kids to private school and can afford tuition are getting the subsidy for private school. >> shannon: you talk about financial impact on the state. we looked around, estimates on what you spend on public school students in the 9 to 10,000 dollar range. what you pay in esa voucher is $700, this comes from the "wall street journal," common sense institute, people who have taken vouchers and left and are not in that pool for public school students. they say common sense institute calculates this decline generates $500 million in statewide savings, more than offsetting $377 million cost of full esa program. what they're saying here by

their calculation, it would save the state money. >> gov. katie hobbs: i don't dispute their math, they're not looking at the whole picture. many students that are applying for and receiving vouchers are in districts that aren't getting the per people funding from the state, they are just relying on property tax base, it is not hitting their school district at all and pulling money out of the entire system and the school system that roughly 80% of families and students still continue to choose in arizona the public district school system is being robbed of those resources and that is creating unequal playing field and resources aren't going to schools that need it most. >> shannon: i want to play the majority leader, this is his response to your state of the state address. >> we also think it is right arizona students have same choice governor hobbs had acontinuing private school, she

credits for helping her build a >> shannon: reference to private catholict was important in your life. >> gov. katie hobbs: i grew up in a working class family, before public assistance existed and my parents made that choice. i begged them to send me to public school and we sacrifice. there were times we were on food stamps, it was a choice they made and they struggled to make that choice. what i want is for every student in the state of arizona, no matter where they live, have access to high quality education and with this universal voucher system, that is not happening. >> shannon: but if their system is failing, public school is failing, no to giving them a chance to go to somewhere else like you did? >> gov. katie hobbs: the schools are failing because we are failing to invest in them, they are starved of resources.

>> shannon: quickly about the debt ceiling, not involved with the state, national governor association put out statement calling for administration and congress to consider reform to reduce national debt and put the country on footing. you can't go out and print money, you have to balance your budget, advice for washington? >> gov. katie hobbs: washington needs to deal with this in the short term and long-term. we need long-term solutions, but we need financial stability now and that involves increasing the debt ceiling so we can pay our obligations, not default on debt and make sure there is financial stability. >> shannon: see if they listen, governor, thank you for your time. >> thank you so much >> shannon: up next, a question parents grapple with, how early is too early for kids to have social media? one republican senator has a proposition that might make a lot of american parents who are

shot down and what is going on there? to me, i wonder if there is a divide inside of china, if china is involved here and whether they are having maybe a military versus xi jinping dispute in some way. it was humiliating, i think, what they did to biden to have that balloon go across the nation for as long as it did, he felt like he had to have an aggressive response and it is weird we don't have definitive answers what is going on. >> bill: we deserve answers and whether all three objects were china or perhaps they weren'ts, what if the other two are from moscow, we need to know. the last 10 days have given me a cold war sense, taken me back to the 1980s. i'm not saying we're at that level, but the economies of the soviet union and the united states were never intertwined back then issue today we are with china in a significant way. i think about two things last week, joe biden's interview on

pbs, he was asked about this ordeal. he said to judy woodruff, that it would not matter in the end, his position was he doesn't think u.s.-china relations have taken a big hit. i don't know if they have or not -- >> shannon: they don't take his call, that seems like -- >> clay: significant. >> bill: if you want to find something congress can agree on today, house passed resolution condemning beijing to zero, we rarely see that. >> clay: when you think about the response and how it is going on, imagine what americans would contemplate if in the 1980s russia would have sent a spy initiative across the country, it would be national front to sovereignty. biden is trying to down play this, that doesn't correspond with the national mood in any way, he looks tone deaf.

few others, maybe mike pompeo, maybe tim scott, ron desantis. i thought there was a good point the other day, desantis won reelection, he can't turn and burn out of that election on the national stage and donald trump is already there. in a sense, he can make the case they are spotting, desantis, spotting trump a six-month lead on this. desantis is 44 years old, maybe he gets in, maybe he doesn't. >> shannon: he's got time. >> bill: with regard to joe biden, he said the same thing he's been saying for months. it is his intention to run, haven't made the decision, in pbs interview, my intention to run. that intent is full and he will be a willing are patis pant. >> shannon: polling has been terrible, not just republicans, over whelmingly independents and majority of democrats who say no

thanks, too. >> clay: big question for republicans, i believe biden will be in '24, i would be shocked if he's not running. can anybody get in the conversation in a big way other than trump and desantis. i think desantis feels trump is lighting himself on fire and they have the benefit of being able to wait out the florida legislature, announce around july 4, have momentum going into iowa and that contrast, trump takes age of biden off the table, this will be major discussion throughout 2023. desantis has three young kids, young wife, i think biden is desperate to go against trump and they are terrified of desantis. >> bill: if you look at "washington post" polling, if i'm donald trump, i feel good, numbers are breaking his way in that poll. >> shannon: we've got tim scott out there, an interesting senator, interesting voice for the gop. he's really fought for police

reform, i think he will continue to do that. he's visiting iowa and his home state of south carolina, how does he figure into the mix? >> bill: we'll see how he does on the stump, when you are pressing the flesh and out there, people will judge and gauge and see how you interact, which goes a long way in states like iowa. >> shannon: it does. >> bill: be in their living room, shannon. >> shannon: be in the diners, pool halls, churches, they expect to talk to you before they pick their vote. we talked about desantis, interesting people close to him says he doesn't feel pressure to jump in right away, concerning about peaking too soon, we have headline on the hill talking about three super packs emerged backing desantis as '24 candidate, the goal is to build up volunteers and infrastructure so eventually desantis campaign isn't at disadvantage when and if he launches the campaign. he has people hoping he jumps

in. >> clay: the longer you stay out of the race, i think desantis is playing well, trump is coming after him, who responded best to attacks in the republican party? brian kemp, what did he say time after time, i'm not mad at him, he's mad at me. that resonated in the state of georgia and feels like desantis is running that play book a bit every time trump throws a jab. >> bill: how do you knock trump off? leading republican insiders who don't feel that trump is the guy, they can bring them the most votes on the national level, trying to get this one-on-one affair, how do you do that? after iowa? after new hampshire? after south carolina? they think perhaps after that moment, you can wittel down the field and go one-on-one, some feels like he is moving in that direction, too. >> bill: what i think about,

more challenges because the eagles, the way they have their run option pass play, they are not afraid to let jalen hurts run. last game of the season, throw it all out there. >> terry, you have sons who play against each other, you have the kelce brothers, what is that like for parents and the brothers? >> it's a stressful week, a great week. the kelce family to have one son drafted and you're fortunate to have two and now to be playing in the super bowl, it is amazing. we were able to of coer one of our sons, chris, in the super bowl. down 28-3 and i wasn't really a great guy to be around at that point. >> nope issue not at all. >> the two of them, unlike the kelce brothers, our boys played against each other and kyle got in a fight and chris runs off the sideline and going out and kyle is throwing bodies around.

i said, chris, what was you thinking? i was hoping he knew who i was. >> we'll watch that play out with the brothers tomorrow. talk about the coaches with our coach. andy reid, more experience, does that give him a measurable advantage in this game? >> i think it does. andy has won a super bowl, i think he will be first ballot hall of famer as a coach. he's got one of the best records of any coach of all time. great person. really a good man. he's admired by everybody in the league. nick is an outstanding coach, what he's done with that offense has been outstanding this year. >> shannon: talk quarterbacks, terry, like you are, how do you assess the two quarterbacks? >> a little bit different. they are both young, obviously. jalen is more the runner with the football as mahomes is scrambler with the football, but he can run and get first downs. both are injured, one in

shoulder in hurts and the other ankle in mahomes. mahomes creates open lanes, but moving around. shannon, when you watch this game tomorrow night, i would lay a lot of money that very few times under five will mahomes drop back and stay in the pocket and throw. he's always on the move. jalen will do the run-pass option, he'll run with it, he can throw it. we'll have to see on the deep balls how his shoulder is. if it is the labrum injured or the joint, but prior to injury, he was probably the front-runner for mvp, which mahomes ended up getting. one was second round, one was first round pick in mahomes, they are both fun to watch. mahomes is full of charisma, just every time something great is going to happen, just feel

family, everyone else instead of focusing on who we are, having small wins, growth every single day and that process making us a better person who uplifts the community around us. i tell a young person, you don't have to be a neurosurgeon or nfl player to have success, success can look like you, be like you, come from your zip code, your family, 2 percent way is a great first start in achieving those goals. >> shannon: i'm a huge florida state fan, you were one of our greatest players. you showed up at a game after discovering you were going to be a road scholar, what was that like moving through the different spaces? >> having that day, i won the scholarship, flew to maryland, got in the game, joined my teammates, it was a victory for me, my family, student athletes. i credit my parents coming from the bahamas, making sure me and

my brothers focused. we were trying to attain that before athletic glory, that foundational influence set me up for that moment where those parallel roads of going to oxford as a road scholar, only 32 people get them every year, prestigious award versus the national football league, coming off great and all-american type season at florida state university. >> shannon: you were working hard at everything you were doing around the clock, showing up early, staying late, doing work on your own time, looking for mentors, this wasn't mistaken success, these were hard choices. >> absolutely, i think football, that growth and that experience that i had and failure, getting knocked down, getting back up, playing the next play, overcoming adversity, tough coaching, i use those principles to be a better husband, father

and neurosurgeon, taking care of patients by coaching, pressure, mitigating pressure, adapting in tough situations, being able to prepare through mri, ct scans and x-rays prior to getting in the operating room to have plan a, b, c and d if the first ones go wrong. football was a great preparation, that chapter is over, now moving into medicine and being an adult with four kids, two sets of twins and a wife, a loving wife, worked out pretty well. >> shannon: you have two sets of twins, you are both professionals, she is a dentist. family is big for you, how do you manage those things? >> my wife, latoya is amazing support. my mother in law live with us, my family, we have a nanny, it is a total village. all the growth, everyday, trying to get better, be atentative.

when i'm in the hospital, all focus and attention, when i'm out of the hospital, i'm dad and husband and i need to make sure the house is working well and i'm being a contributing member. >> shannon: your area of specialty, brain injury and brain health, how do you feel like we are doing with cte, and how to do a better job with prevengszp prevention and research? >> it is not just football players, cheerleading, hockey, soccer, many different youth sports have children who receive concussions and have to mitigate those steps clinically. one thing i think has happened with research in cte, physicists are involved looking at rotational movement offed head and make sure we protect players with the right equipment and you have social scientists looking at failure to report by football players especially. you have coaches and other

people say suck it up and get back on the field. there has to be a culture that shifts and changes and says concussion, a blow to the head, brain injury is serious as torn ligament or broken shoulder or any other injury you may receive in football or contact sport. >> shannon: you are exceptionally busy, doctor, do have thoughts or predictions on the super bowl? >> i do, i still watch football, i'm able to decompress watching ball. a lot of teammates are coaching, i love the philadelphia eagles, jalen hurts, his story, benched in college for tua, going to another school, continue to work at his craft and take his team to the championship, that is remarkable. so i love feel-good stories and i think he's a wonderful example of it and i think they are motivated to win this football game. >> shannon: he illustrates what you talk about in the 2 percent way. you are inspiring, dr. rolle,
