and points the finger of blame elsewhere. >> president's decision to end the war in afghanistan was the right one. for all this talk of chaos, i just didn't see it. >> white house officials shift the blame, the cause of the chaotic exit from america's longest war to the president's predecessor. >> it was a general sense of degradation and neglect there that the president enhearted. >> but critics insist the buck stopped with the current commander in chief. >> this is the commander in chief. he is responsible for what his administration does. >> then china makes veiled threats to the u.s. as taiwan's president visits with the house speaker in california. >> the friendship between the people of taiwan and america is a matter of importance. >> in taiwan the head of the house foreign affairs committee indicates congress could consider deploying u.s. troops. >> if china invaded taiwan, it would certainly be on the table.

u.s. service members dead. but assigning much of the blame elsewhere. a report by the national security council summarizing the administration's assessment blames the chaotic pullout in august 2021 on decisions made during former president trump's administration. republicans who demanded the documents are strongly condemning the report. tensions with china boil over, a top lawmaker on capitol hill now says the u.s. would consider sending troops to the self-governed island democracy of taiwan if china dared invade. in a moment south carolina senator lindsey graham will join us. we begin with team coverage. alexandria hoff at the white house. first live in taiwan where a bipartisan congressional delegation spent several days. >> reporter: shannon, good morning to you. there is a very tense situation unfolding right now about 50 miles away in the taiwan strait.

reuters is reporting there's about 20 naval vessel, about half chinese, half taiwanese that are reportedly caught locked up in a, quote, standoff just near the median line. this is the second day of military drills by the ccp, a whopping 70 aircraft, chinese aircraft, were detected just today. half of those crossed the median line. the military also simulating precision strikes against taiwan this weekend. historic events this week between the u.s. and taiwan. u.s. lawmakers standing firm with taiwan's president during a tour through the pacific to rally ally support for the tiny island under the threat of communist china. >> not since world war ii have we seen such a struggle for the global balance of power.

reviews to congress on thursday. those will not be released publicly. in 12 pages the biden administration released its first assessment of the u.s. withdrawal from afghanistan placing majority of the blame on former president trump's prior exit plan. quote, president biden's choices for how to execute a withdrawal from afghanistan were severely constrained by conditions created by his predecessor. the report also admitted that intelligence surrounding the situation was inaccurate. >> the president repeatedly requested assessments from his military an his intelligence professionals. no agency predicted a taliban takeover in nine days. >> reporter: the end of america's 20 year presence in the country launched those left behind into desperation. a bombing attack at kabul's air base killed 13 service members as the taliban took swift control. the white house john kirby disagrees with calling it chaotic. >> i just don't buy the whole

argument of chaos. it was tough in the first few hours. there was nobody at the airport. >> reporter: the new house republican majority see it differently. they are investigating on their own and called the withdrawal a mitigated national security and humanitarian disaster. president biden departed the white house around the same time the report was released, spending the weekend at camp david. >> thanks alex. joining me now south carolina senator lindsey graham. welcome back to fox news sunday. >> thank you. >> we'll get to afghanistan. i want to start with china. you heard the report there about what reuters has been calling a standoff in the taiwan strait. you served in the air force. we noted weeks ago a four star general said he thought we would be in actual combat with china by 2025. chairman mccall said the same thing on the show. where do you think we are? where does this go? >> number one, we're celebrating easter. if you're looking for some good news, it's easter sunday.

to taiwan, here's what i think. i think they are setting the stage possibly for a blockade of taiwan. this communist chinese party is going to test us dramatically this year and next year before the election. in 1961 the russians tried to isolate west berlin. i'm fearful the chinese may be sending conditions to blockade taiwan into coming months or weeks, and we need to respond forcefully. if they do that, we need to block oil shipments coming from the midwest to china and let them know if you blockade taiwan, we're going to cut off your oil. we need to train more aggressively taiwanese forces. we need to put missiles back in our submarines. biden won't do it. the military has asked for the cruise missiles to be put back in submarines like the russians did. we need more forces in the

region. if you do those things, you could deter a blockade. >> sounds like a ratcheting up for the situation and that taiwan is not equipped, armed, ready for this. >> right. >> we don't want to be iii. >> nobody wants world war iii.t? do you want to live in a world where an island called taiwan could be taken by china, 90% of the chips are made in taiwan. they would have a monopoly on the digital economy. do you want to just let putin take whatever he wants in europe? i don't want to live in that kind of world. i believe in a one china policy but i would be willing to fight for taiwan. taiwan is a democracy. we've stood with them for decades. taiwan's not the problem, lindsey graham's not the problem. it's putin and his sheep. what would do i to deter a blockade? i would say if you do that, you'll have a hard time getting oil from the mideast. i would increase training and get the f-16's needed in taiwan.

there's a back log. i would solve that back log. i would move war forces to south korea and japan. i would put nuclear tipped cruise missiles in all of our submarines all over the world like the rugs did when they started using cruise that's what reagan did in the cold war. i would up our game. if you don't up your game now, you are gonna have a war. >> i want to get to a lot of other topics. chairman mccall talked about the possibility of authorizing force and the possibility of sending u.s. troops to taiwan. would you support that scenario? >> strategic ambiguity is not working. china, after afghanistan, believes that the store is open, that you can go in and take whatever you want on biden's watch. the question for congress, should we have a defense argument with the island of taiwan? we don't. should we have one? yes, i would be very much open to using u.s. forces to defend taiwan because it's in our

national security interest to do so. >> china also an actor with regard to fentanyl, mexico. they've said basically there's no such thing of illegal trafficking of fentanyl from mexico to china. you have talked about using u.s. military at the border. here's how they sends calling t insult to mexico and lack of respect for independence and sovereignty. lopez threatened to start a campaign in the u.s. asking mexicans who live there to not vote for republicans. so what are you proposing, keeping in mind they are a sovereign country? >> well, here's what i'm proposing. that no sovereign country has the right to kill 70,000 americans without some kind of repercussion. 70,000 americans died last year from fentanyl poisoning.

this year alone 13,000 pounds of fentanyl has been seized at the u.s./mexican border. okay? that's enough to kill billions of people, 2.5 billion people. my point is, i want to work with mexico, but the president of mexico denies the drug cartels are in charge of part of his country. he's delusional about what's going on in his back yard. writing a letter to the chinese president means nothing. i want to designate drug cartels in mexico as foreign terrorist organizations sending in fentanyl to poison americans by the tens of thousands, and put military force on the table to eradicate those drug cartels if mexico does not want to work with us. i want to work with him, but he's in denial about the problem. i'm not gonna sit on the side line and watch mexico be used as a staging area to ship fentanyl into the united states that killed 70,000 americans last year. what mexico is doing is insufficient.

>> well, some of the things president trump did i disagreed with. but he did withdraw. this report is a political whitewash by the biden administration to shift blame. the report says that our mission had been accomplished. that's why biden got out of afghanistan. he's claiming we eradicated all terrorist threats in afghanistan. that's why he withdrew to end the longest war. general carelli said last week, head of centcom said the rise of isis k and al qaeda in afghanistan is so severe, we could be attacked in america in the next six months without warning. so when the biden administration tells you there are no terrorists in afghanistan, they are lying. there's a lethal cocktail forming, rise of terrorism in afghanistan, a broken border here in the united states. it's only a matter of time until there's another 9/11 if we don't change policy. my view of what happened in afghanistan by biden was he paved the way for another

we're gonna talk a abortion. we've got two federal judges. there are duelling rulings on the pill that's being used in abortions approved by the fda 20 years ago. it's an issue that's been a struggle. you are very passionate about this. critics, including conservatives say, it's costing the republican party. wall street journal opinion piece says, conserve sreufrbs need to decide if they want gop majority that will enact common sense protections or democratic takeovers that will open the abortion flood gates. that's the choice. how much clearer can voters make it? isn't that what happened this week in wisconsin, where the pro choice candidate won by ten points getting a spot on the wisconsin supreme court. >> i'm very pro life. i think being pro life is a winning message. i oppose late term abortions. i have a bill that set a

national minimum standard of 15 weeks. 50 of the 53 european nations ban abortion at 15 weeks. i have an exception for rape, wisconsin, you have an 1840 statute that banne not put an alternative on the table. if you're pro life, you need to explain what that means. here's what it means to me. i want to protect as many babies as possible. i want exceptions for pregnancies as a result of rape, incest, if the life of the mother's in jeopardy, then the family can decide. i do believe in common sense restrictions on abortion. that's where america's at. the democratic solution when it comes to abortion is taxpayer funded abortion up to the moment of birth. that's barbaric. that's like china, north korea. we can win this issue at the ballot box if we show up with reasonable positions. if we have our head in the sand, we're gonna lose. >> all right.

welcome back to fox news sunday. >> shannon, it's good to be with you. >> let's start with china. there's a conversation about not making the mistakes of ukraine, of preequipping people before an invasion, that we need to do better with getting military equipment to taiwan. but here's what house foreign affairs chairman mike mccall told us just days ago. >> do you think we are prepared were this to happen in the next five years? >> you know, i sign off on all foreign military weapon sales. i can tell you we have a problem with our defense industrial bases. these weapons i have signed off on to taiwan, 22 weapons sales. i signed off three years ago. and they have yet to get to the country. >> senator, three years ago, and now it looks like another round of provocation from china this morning. what more can lawmakers do, if anything, to speed up these deliveries? >> i think we need to do that. we got to give taiwan the

ability to defend themselves. so i hope that we will find a way to get to taiwan exactly what they need. look, we believe in a one china policy. we also believe mainland china cannot try to take taiwan over by force. we have a lot of tools in our tool kit that we can use to make that a reality. bottom line is, we have to make sure taiwan has what it needs to defend itself. we have to train. we have to make equipment available. the experiences from ukraine show us that if we give them capacity, they have the will that china will i think rejudge, reconsider their strategies on trying to take over the island by force. >> senator, i'm sorry if there are technical difficulties there. my next question is a follow-up. they are concerned about our ability to supply equipment to

taiwan based on the fact that we've had to send so much to ukraine. a report to congress last year said this. the diversion of existing stocks of weapons and munitions to ukraine has exacerbated a sizable back log in the weapons already given to taiwan under minding their readiness. they are also warning it could take years to back fill. how do we manage these competing obligations knowing china probably senses that deficit there and there could be other conflicts to arise around the world. >> i think the first thing we need to do is to pass a budget for the next fiscal year and do a bipartisan budget that's strong on our national defense that replenishes our supply chain so that we have the military equipment we need to take care of our own internal security issues as well as help the taiwanese deal with their

security. let's put the politics of the debt ceiling to the side. let's build a bug that's strong in national defense. we do have commitments around the world for national security. the best thing we can do is pass a budget and not threaten the full faith and credit of the united states. >> to that point, you sit on the finance committee. are you concerned there are zero negotiations going on? senator joe manchin was here last week. he called out the president said, he's got to step up to the plate and get everybody to the table. this no negotiating tact is going to take us to the cliff again. >> well, i do think we need to negotiate. there's no question. but negotiate the budget for the next fiscal year that starts october 1. we shouldn't negotiate whether we are going to pay our bills for what we've already spent. that's what the debt ceiling is about. we've increased it in the past without any of this debate and drama. get the debt ceiling extended and then sit down before october 1, negotiate a budget which will

not be the president's budget. it won't be the republican budget. won't be the senate budget. it will be a budget that's negotiated between the house and senate, congress and administration. that's what we need to do. that's how congress works best. but don't do it on the debt ceiling. the debt ceiling is the full faith and credit of the united states. that should be beyond any question. >> yeah. i'm not sure that it is for house republicans especially for the deal that was meant to get kevin mccarthy into the speakership. i want to make sure we touch on the afghanistan issue as we did with senator graham. here is what john kirby said when this was rolled out. sound like a lot of the report was laying blame at the previous administration. here's his characterization of how it played out. >> and so for all this talk of chaos, i just didn't see it, not from my perch. >> he didn't see chaos, but this is what americans saw. people hanging on to planes as they were taking off. people swarming the airport.

people handing over children and babies to our marines there. bombing that killed 13 service member, left many more with severe injuries. there are thousands of people still in that country we have promised to get out. i know personally of the case of at least one american trying to get out. how do you characterize this withdrawal? >> shannon, i also worked to get americans out during that period of time. it was a real challenge. but make no mistake about it. the biden administration had very bad options. decision to withdraw from afghanistan was made from the trump administration. reduction of troops to 2,500 when president biden started his term in office. the president had little options left. admittedly the intelligence effort about the strength of the taliban was not accurate. the taliban took over much quicker than anyone had anticipated. but president biden had basically one of two choices. was he going to get out of

afghanistan or put more troops into afghanistan with no end in sighing? they were not good options. i think he, based upon the intelligence he had, made what he thought was the best judgment. did it present challenges for americans and others getting out of afghanistan? you bet it did. >> how about this issue of abandoning the air base, our allies who were serious. the uk called that emergency session and blasted us in parliament. allies who said they weren't coordinated with or weren't informed of what was going to happen. most americans agree it was time to go, but the way in which it happened leaves a lot to be desired, especially for these families who lost people and still deserve answers about what happened. >> well, when you have a limited number of troops there, 2,500 is what we were down there and we were withdrawing from there. and you had circumstances that were not anticipated by the intelligence reports that were given. it doesn't give you a lot of

good options. i hope we can learn from this experience. i hope we can figure out if these circumstances in the future present itself, how we can protect u.s. interests better than we did in afghanistan withdrawal. but, quite frankly, i think the major mistake was made in negotiating directly with the taliban, not involving the afghanistan government, unilaterally withdrawing our troops to a level that did not give us the ability to protect u.s. interests moving forward. >> want to ask you about the middle east tensions there this week. it has been a lot of back and forth rocket attack, couple suspected terror attacks. the guardian writes for now hezbollah and israel have pulled back from the brink but two mortal foes continue to stalk each other across the battlefields of the middle east fighting shadow wars in lebanon, syria, iraq, as far as yemen. the risk of measured provocation spiralling out of control and perhaps greater than ever. how worried are you arndt the current tensions in that region?

>> i am very worried. during the holiday season, it's always a high tension moment in the middle east, in israel. has mortal enemies that are there. the circumstances with iran's activities in the surrounding countries. the attacks coming from syria and lebanon into israel. these are all major concerns. israel is defending itself. united states stands with israel and its ability to defend its sovereignty. we know there are controversial issues within israel. we urge them to resolve those issues. make no mistake about it, the united states is firmly with israel and its right to defend itself, and we will do everything it can to help in that regard. >> senator, thank you for being a trooper through some technical issues this morning. we wish you a blessed passover. thank you, senator. >> well, thank you. happy easter to you. always good to be on your show, shannon. >> come back soon. >> could the timeline for former

the house foreign affairs committee under chairman mccall comes out with a more detailed report. they've already gotten exclusive testimony. we know we have 13 americans dead, billions in american equipment that was left behind. we see a resurgence of isis and al qaeda. we could face attacks from the home land according to senior pentagon officials. everything that the administration said wasn't going to happen is unfortunately unfolding, including we still don't have a full account of how many americans are left behind. we think it's around 1,000, but we have never been given a clear answer, including probably thousands of afghanistan allies that were left there. the buck stops here with this president. it was his disastrous withdrawal and his team's failure to plan appropriately, why we saw one of the worst foreign policy crisis since the vietnam war era. it has had ramifications today. it's one of the reasons you saw

putin invade and why you see xi acting with impunity around the world. they are not scared. they are not deterred by president biden. >> as you say, more reports and hearings to come on that. let's get back to the politics. u.s. magazines are on this poll. trump indictment they say put the gop in a trap. trump authority opening up a commanding lead before the indictment came down. now in the eyes of the conservative base, trump to aid and abet the trump's persecution at the hand of soros and his pheupb ons. to question his electability is calling on republicans to let the terrorists win. mark? >> that's a strong way of putting it. look, if the indictment helps donald trump and it helps democrats. there's a terrifying poll, cnn poll came out. only 37% of americans think that donald trump did anything illegal. 76% think politics was involved. 60% approve of the indictment.

numbers with independents are even more stark. so what that mean, majority of americans think that the left is weaponizing the justice system to go after donald trump and they are fine with it. what does that say about, first of all, what does that say about our country. we are turning into a banana republic. what does it say about trump's chances of winning? if you are a swing voter this election will be decided by about 200,000 people in five states. trump has made himself so toxic with those swing voter, yes, this can help him get the nomination. they want to see him indicted and possibly put in jail to stop him from running. that's troubling for the republican party. >> the person who is polling a distant second, florida governor ron desantis. we learned more about his strategy. nbc news reporting this. his team is already plotting strategy to run against donald trump for the long haul. the plan focuses less on making a quick splash in places like iowa and new hampshire and more

about outlasting the former president for delegates. any chance this comes down to a convention decision? >> whenever a campaign is talking about skipping the early states and focusing on the delegate mass, usually means they are running a losing campaign. this is very early. iowa should be a very favorable state for the florida governor. lot of conservatives, evangelicals. you have a state president trump lost. yet desantis allies are saying maybe iowa is not going to work for us, forget new hampshire. let's look at the delegate map. that's what michael bloomberg did in 2020. that's what rudy giuliani did in 2008 for the republican primary. look how it worked for them. i think it's a big red flag for the desantis operation that they're already downplaying expectations even before he's announced his campaign. >> yet we still wait to find out if the president is going to run again, officially make a decision. you cited cnn polling.

mark, i want to bring out some of this for juan. headline third of americans say biden deserves to be re-elected. majority of his party say they would like to see someone else as the democratic nominee for president next year. we keep talking about this. if one-third want him, that means two-thirds don't. we await his decision. >> i think the polls are accurate. lot of people are concerned about his age, the man's age. it's also the case that joe biden is running. i don't think there's much doubt about that, shannon. every other serious candidate on the democratic side thinks they would damage themselves to come forward and challenge the incumbent, the president, at this time, especially because you have the likelihood, as we heard around the panel this morning, that former president trump will be the republican nominee. joe biden has defeated donald trump. so you have people ranging from gavin newsom, california

governor, pritzer, even harris, the vice president. people who are kind of saying, here's the emergency glass, break if necessary, right? i'm here. but nobody is directly confronting president biden. >> not yet. >> i don't think they're going to. >> okay. in the mean time, bad news seems like for conservatives in these elections in wisconsin and chicago. editorial board of the wall street journal said it is a five alarm warning to republicans about 2024. morgan? >> wisconsin certainly, what are we learning from that supreme court race? first of all, all politics is local, even supreme court justice cases. i also think republicans and conservatives have spent a lot of time decrying soros and making him the boogeyman. after the supreme court decision, not just roe v. wade, but also getting so many conservatives on the supreme court. we kind of had a party, went

home and went to sleep. what did democrats do? they clearly have gone to work. there was about $45 million in funding per week for this state supreme court state. conservatives have to get in a fight. complaining about soros is not enough. >> they say the gop has to control messaging on abortion. but not run away from it. they say republican politicians who boldly went on offense by passing pro life legislation and aligned themselves with grass roots activists for the unborn successfully warded off legal and political challenges in fall 2022 and as a result they were rewarded with double digit victories. they talk about ohio, florida, texas. is it go harder on the messaging or leave it alone and worry about wisconsin? >> it's so smart. every governor who signed an abortion restriction won in 2022. they are the people who are directly responsible for these policies. i have skepticism that a low

turnoff off year off month in wisconsin is a bell weather for the republican party. if you look at the polling, 72% of americans support restricting abortion to 15 weeks or less, including 60% super majority of democrats. most americans are not for the democratic orthodox of abortion on demand up until the moment of birth. when republicans -- as long as there's a safe harbor that you don't want to ban all abortion but you want to have restriction, it's a winning issue for republicans. it's only when democrats portray it against any exceptions. >> judge hopping in texas for a drug that's been available for 20 years with almost no problem. the judge says, this is -- it looks like they want to ban abortion totally. that's a loser politically. not only with suburban women but americans overall say abortions should be legal. >> would you say there was judge shopping in the case that came out of washington state? >> no, i wouldn't.

>> white house press secretary karine reporting on a report that future ai development could be the end of humanity. we're back with our panel. we are laughing about this, but there are people who take this very seriously. the case for how and why ai may kill us all. let's be clear from the outset. if we agree that artificial super intelligence has a chance of wiping out life on earth there doesn't seem much we can do about it. who is going to make the laws? who gets a handle on this thing? >> it's pretty scary stuff. what's alarming is we're relying on 70-year-old and 80-year-old senators and congress men to possibly regulate this policy. many of whom don't know how to use their smart phone and we are relying them to deal with this really remarkable technology. i don't trust as much concern i have about the new technology and how it's handled going forward. i don't know if i trust our lawmakers to handle the regulation of such an important

sector. >> bill gates said there's nothing to worry about. here's what he said. it's fine. there's no threat. he talked about your ability to research. we're back logged in terms of educators and doctors. mark, this is going to be a positive. >> this is easter sunday, day of the resurrection. i am not going along with the doom today. every technology that has emerged in human history has over time made the world better. it's the printing press, the industrial revolution. displaced some people at first but lifted billions out of poverty. ai, scientists just use ai to come up with an antibiotic for resistant bacteria. they had ai analyze 100 million different molecules and come up with the one that could fight this bacteria. humanity couldn't have done that.

we know this from past election cycles. i won't mention one in particular because everyone will explode. we know about disinformation, misinformation, spin, trolls and the like. >> you mean twitter and the 2020 election. >> you can talk to the fbi about twitter. >> i want to talk about another headline. the pro republican report saying clarence thomas was having dinners and trips with a high dollar donor. he's issued a statement that he was advised early on that this personal hospitality did not turn into business before the court. did not have to be reported. ben olenski said congress must investigate the breach of ethical conduct and call on thomas to testify at a public hearing. long past time for congress to pass legislation that requires supreme court justices to be subject of the same binding ethics rules as other federal judges. for now they are not. i would say they have a different set of rules, but they don't have a set of rules.

>> there's two different discussion. one is the ethic discussion and what supreme court justices should have to sign off on. most commonsense americans watching your show are going to want the highest ethical reporting standards for supreme court justices. same thing members of congress have to abide by. that's fine. the second issue here is that there is a vehement response to go after justice thomas from the left. ever since his confirmation hearing. the way they go after him is different even from the other supreme court justices. one has to ask themselves why they target him the way they do? >> the court is at stake here. it's been for awhile with justice thomas, who is a friend. let's just put it out there. when you understand he is palling around with people like harlan crowe. these aren't people who have an interest in a case in the court business of the court. people like leonard leo. this is who he's hanging out

gifford's film of the same name a sweeping musical celebration of the bible. i chatted with them about their work earlier this week. >> there's this beautiful musical experience, kathy lee, i don't even know how to describe it, other than spectacular that you put together. you really bring these stories to life. what was your hope? >> they're epic stories. you know, shannon, because of the books that you write. those stories are -- first of all, they were real people. their stories are epic. they're almost ripped from the headlines today. so we wrote, i wrote four orttorials. the movie the way is separated into four different oratorials with the most amazing performance in the world today. playing different characters. it's -- i wanted it to be epic, breath taking. i wanted it to be so modern in a

way that we could make it relevant, all these stories are relevant today. we can learn from the mistakes of sara and abraham. we can learn from every one of these stories, as i say, is precious and included in the scriptures for a reason. i just wanted to find a brand new way to tell these ancient stories. so i called my dear friend rabbi jason. he and i hadn't -- very surprising success with a book called the rock, the road and the rabbi, that we couldn't believe how many people loved that book. i didn't know people were so spiritually hungry, shannon. people are really heart and soul looking fotruth. they're broken. what the w offered them t satis. and so we just wanted to go deeper. every time i want to go deeper into these stories, i call
