the specific moment because the us just ended a health restriction that had seriously blocked their injury. some local mayors say the amount numbers were not as high as it appeared possible that other breaking records. border cities are facing huge challenges. the migrants are facing a major shift in border enforcement and policy. the biden administration announcing, sweeping new rules that bar most immigrants from entering for five years if they tried to cross illegally. but the rules curbing asylum are already facing a major legal challenge from the aclu. in a moment florida republican byron donald joins us to discuss his states lusted over the planned release of some migrants without court dates or any plans to even track them. the first returned to matt finn, live in el paso with a look at what's really happening migrants who show up at the border hoping to cross into the us. >>reporter: good morning, shannon. instead of this downtown shelter, their 140 migrant women and children outside

as the sun comes up here. these migrants are slowly waking up after sleeping on the street. in downtown el paso outside of the overwhelmed sacred heart shelter, migrants are spread across two city blocks. sleeping on pavement and filtering in a dirty alley. before they find the means to move on to their next location, in the us. not far from that shelter, is this point of entry at the border wall, where the migrants arrive. they are bussed, processed and potentially released. in brownsville, general cameras factor this video migrant groups who were released. as a have been in this border town for well over a year now. the white house, denies their mass releases and is now promising to fight a federal judges ruling that the government cannot release any migrant without issuing them a court date. >> let me just say on the ruling, that you just laid out to me. so, the way we see that, it is sabotage. it is pure and simple, that

start from but republicans have held all of those key posts before. and have not fixed the border. how much is a gop beer blame is what we are seeing now at the border? >> first of all shannon, good to be with you. a couple things. under the trump administration, we never saw anything like this. we actually had the border under control, it figure out so of immigration policy overall. because democrats would never work with us on commonsense immigration policies. where the democrats have always wanted, is a massive surge to the border with no checks at all, no balances at all. that's republican position is a border security package that would secure the border and my position as well, as chairman mccall, that's where we will be moving when we went back to the white house in 20 to 4. and i do stress, when. that being said, what happening is because of joe biden recklessness. his desire when he became president, just to rip up all the trump era policies.

it actually had our borders secure. and now, they're scrambling to find a solution, to the questions that joe biden created. >> democrats will say yes, it's true that ministration get rid of those policies. but is because a cold and cruel and inhumane. they work but weren't the people who are coming here. what do you say to them, and is there any area where republicans will compromise, when it comes to negotiating reverse and legislation? >> first of all, democrats do this all the time. they don't like a policy, they call it is cruel shannon, are the young woman being raped in the journey to our southern border. there being raped by the coyotes, being raped by the drug cartels, being raped by other men who were in their package of people, that are moving to the border. number two also inhumane, the fact we've given operational control to the drug cartels under joe

biden administration. the drug cartels going to make about $13 billion this year, trafficking people to our southern border and then, the use joe biden is reckless policy to traffic massive amounts of fentanyl into our country. killing 75,000 americans per year. that is inhumane. when it comes to negotiations with the democrats on this policy, i say to them very clearly, let's secure the border force. let's get it done, let's finish building the wall in doing all the other mechanisms that are crucial for our countries security and when we have that done, then we can talk about all the immigration policies. but the left wants to bring up young cadet came in through no fault of their own, quote unquote. and use that as a poker chip, as a leverage point to say, we don't need to secure the border productive same policy for our country. we can do better. >> i want to play something one of your colleagues said in hearing this week. he says republicans actually savor the situation at the border. here is what congress and hank johnson said about why. >> republicans like to see them lined up at the border, because they know

that it is a stream of labor, ready to be exploited, if you could get back to slavery, he would gladly do so. >> your response to your colleague? >> i don't have no response to hank on this. hank also thought quan was going to tip over. that doesn't make any sense at all. what republicans want to see is a secure and orderly process at our southern border. you can't have a situation where a group of 30 or 40 americans just walk up to a border agent, and because of joe biden and alejandro mayorkas policy, had to stop the driller patrolling the border to start filing paperwork. that's what's happening. and it makes no sense. again, democrats come up with all this hysteria, frankly, they gaslight the american people. instead of actually doing the job of securing the border. and once again, we see joe biden in the democrats,

they have no plan when crisis comes, they are flailing about trying to find a solution. >> the other big problem that needs a solution is the debt ceiling. we told negotiations continue through the weekend. the president's likely to think, to meet with congressional leaders if they can make moves on that, in the meantime we got this. they say that republicans are pushing russian roulette. -- you understand this better than most. you have professional back rebecca baer the dominance of the dollar at this point, worried about the point are you that is making it china and russia are rooting for the dollar to fill and uncertainty in the us? >> i'm very concerned about china and russia and what they are doing but the solution is not just massive borrowing and massive spending that is no solution.

that is putting your head in the sand and is going to lead us to a much greater crisis down the road. listen, and we just talked about the border but new problem, same n doesn't lead, joe biden doesn't have a plan. joe biden does have a strategy. and what joe biden brings america to every single time is a crisis point. 100 days ago, house republicans started crafting together, a solution to bring our spending down, to pre-covid spending levels and also, preparing to raise the nations debt ceiling by $1.5 trillion. we passed that plan a couple of weeks ago. do you know what joe biden and the democrats are doing? nothing! nothing but run to the cameras and said we should pass a clean debt ceiling. any family in any business in our country understands, you cannot just continue to spend massive amounts of money, and borrow massive amounts of money, and there

will be no consequences. every american family has already seen the first consequence from joe biden. that is, a massive inflation that has been the most insidious tax. the american people have seen whether you are rich or poor, black or white, republican or democrat, it has come for everybody. to this democrat staffer who don't have the courage to share their name, reporter during her talking points because you're not being honest and not telling the truth. >> on the issue consequences on the issue of default, which were told us coming days potentially in days if there's been a deal. former president trump you endorsed, had this to say wednesday night. >> i think the republicans out there, congressman and senators, if they don't give you massive cuts, you have to do a default. >> the current president says this about default. illiterates mother jobs, trigger session, hit retirement accounts and increase borrowing costs. it is not an option. so, is an option or not,

which president do you agree with? >> look, tiring. president trump is a master negotiator. no joe biden is evident to negotiate anything of substance. let's be very clear, shannon, you'll have to curtail spending. joe biden will suspend $7 trillion. that is budget! we only take in about 4.2 to 4.5 trillion dollars in taxes. he wants to massively spend money we don't have and was to massively borrow and think that there are no consequences. and like i just said, inflation is a consequence for every american under the policy. how solution is clear. let's go to pre-covid spending levels. everybody understands why we had to ratchet up spending to respond to the pandemic. we all get that but the pandemic is now over. it is time to bring spending levels back to pre-covid. then we can talk about raising the debt ceiling. friendly, not even talk about it, republicans have passed the plan. if joe biden brings nothing to the table, if all he does is sit there with his hands in his pockets, and

not understanding what he has done, and a way to actually negotiate, and he's the one leading the nation into default. and it's very sad thing to see. lastly, a proposal has been floating around congress about payment prioritization. what treasury can do, is pay interest and principal on our debt. first there that would actually stave off the concern of default. then we could pay social security, medicare, pay for our military and go down the line. if democrats want to continue to run so many of the agencies that they basically put a bunch of their crazy policies and they have different way bring spending with republicans, so we can raise the nations debt ceiling go forward. >> i'll ask about the coming appeared but before we go and because you are part of house oversight and part of the role of big documents to show various payments to different body family members from foreign accounts from foreign actors, use of the press

conference this week he said to the press, this is pulitzer material. not all of them are buying it. the "washington post" an opinion piece says, what does he do gop have on biden? a whole lot of nothing. the committee produced no evidence to suggest joe biden did anything to help his sons overseas business partners, and no evidence of one penny of any funds under body might have been paid by foreign companies ever reached his father. can we set high expectations on this? i read about overpromising and under delivering? >> no, i'm not. listen, we were able to document nine members of the biden family, who are getting money through jim biden and hunter biden. from foreign companies, from china and from romania. we have documented that. number two, since when our grandchildren getting wire payments and getting cashiers checks? that definitely sounds like a web of corruption to me. number three, how is hunter biden and jim biden facilitating all these business deals? all by themselves? i remember very clearly, hunter biden was on air force 211 joe biden was vice president. he was just hanging out

getting, eating a club sandwich on air force two? that's not true. in number four, must be very clear on this one as well. there is another bank account just labeled, biden . it does go to jim or hunter or any of hunter's wives or girlfriends or any grandchildren. it is just named biden. and you already have tony -- who said that there was always tempers out for the big guy peered over to the big guy is. since the one guy who is the center of all this controversy, and frightly, corruption my view, is the current president, the former vice president of the united states senator for 45 years, i would tell the opinion ready to do some investigation. do not shut it down because anybody with basic common sense, can see that the biden family, which has no business, mind you. no business whatsoever, was making money from foreign interest because joe biden has been at the center of our politics for more than 50 years. >> the white house and president deny any wrongdoing. there are serious

that he called, and you may pretty hurt congress been donald said, it's an easy way to label things are actually working in his estimation but nothing got done in this administration the first couple of years. i've democrats controlling the white house and both houses of congress. so, who owns the chaos now at the border? >> shannon, nothing has gotten done since president reagan signed bipartisan immigration reform in 1986. and instead of throwing fingers at each other, why don't we come together in some common principles? we need a safe and secure border. and we need an orderly and humane process. that means, congress needs to act, need to provide them and to have judges there and have immigration officers, so we can actually be quickly processing the claims, the president is saying that these claims should be processed in hours, people who are legitimate, should be sent back. we need to have more money for border patrol, which by the way, the house has passed under democratic leadership two years ago. the republicans didn't vote for that.

but why not come up with a bipartisan solution? that's what i want. >> is unclear could work with were for the publicans? because a lot of those things ramping up immigration personnel, border agents in those kind of things are included. they had say you had to secure the border before 800,000 have things included in their bill as e-verify as well that all employees would have a database to make sure they are hiring people who are here legally. are you opposed to that? >> their bill is extreme, even the senate won't pass their bill. their bill takes away funding from any of the ngos. in a possibly talk about escobar who orbits the area. why would we want ngos given water to people coming across her helping deal with the situation on the border? their bill is for border wall. it is not something democrats can or will support. we will support increased funding for border patrol, we will support increased funding for immigration judges to support. we will support better technology and security of the border. why not come up with a

compromise there? can the president by the way, is doing everything he can to reverse the catch and release. your border agents now, and judges, quickly calling people coming at the border within hours, and many of the folks who do not have legitimate claims, aren't being allowed in.>> just a couple of recent fox pulled on the telepresence during an issue of immigration. 36 percent approval, 61 percent disapproval. how he's treating illegal immigrants who show up, nine percent say to tough and 60 percent the overwhelming majority in this poll saying, not tough enough. whatever the ministration is doing, voters out there do not think it is effective. they live this at the president's feet. >> they understand that there is the border crisis right now, in terms of people not being treated in an orderly, safe and human process. but the problem is often with congress. we have not provided the administration with the resources for the

immigration judges or processing. we have not provided the resources for border patrol. we have not provided the resources for securing the border. and i don't believe this either democratic or republican issue. it is a both party issue. president reagan, his last president who has gotten this done. since then, we've had no bipartisan agreement. the question i have for representative donaldson or other, if you want to score political points or actually work, copper mines and get something done? i want to get something done. >> listened to the two of you, so that they are so negative that you do agree on. and so, we wish you luck on doing that. meanwhile there are gop centers at which the border back in dc talk to the issue the financial crisis. here is what they had to say.>> joe biden doesn't give a damn about americans. why would i say that? 70,000 americans died of fentanyl overdose. why?joe biden doesn't care, he is a completely open border. >> president biden, could use this health crisis of

launching attacks at the president. >> okay, let's do a little lightning round. a couple of other things. the debt ceiling. there is a call by the white house for clean debt ceiling. there are enough sinners, republicans who say what happened. they will not vote for clean debt ceiling. it is filibuster proof there. but summing up the idea you cannot use the debt ceiling as a negotiating tactic. this way if the debt ceiling is mechanically lifted without any debate over spending, it doesn't really exist if you want to spend without any limit, just say so. what do you say? >> we say that we should pay our bills, but we are open and leave their need to be cuts in the deficit. and here's how democrats would do it. we would increase taxes on the wealthy, would make sure that billionaires had to pay at least a 25 percent minimum tax. would make sure that there were strategic cuts and defense spending. and the cap on social security and taxes and have taxes over 250,000 social

alexis mcadams is there live in iowa this one with alcoa voters are thinking. hello, alexis. >>reporter: hi shannon. that's right, had a chance to speak with several voters here across iowa. they tell us, they do not like where the country is heading. they will back whomever will beat resident joe biden. we did have a chance to catch up with florida governor ron desantis. i asked him about what he thinks is happening at our southern border, watch. >> it's a disaster and it's a man-made disaster with policies that would just be shut down. >>reporter: the governor is expected to announce a presidential campaign in the coming weeks. fox news now confirming, desantis will move his political operation into a new base in downtown tallahassee. on monday. that triggers disclosure requirements with federal officials here. and this comes as he was out in iowa at a series of events, talking with supporters and some pretty packed events. former president donald trump had also planned to be here in iowa but his team said, bad weather forced them to cancel the

opportunity to actually, they're going to cater to republican voters, seems like, that was the moment to do so. >> were the issues that did come up, was abortion. which was a signal from the trump campaign weeks ago he would it be for a federal ban. here is how wall street journal reports appear they say would an audience member asked what he would say to women worried about last years us supreme court decision overturned the right to abortion, is a trump told her the decision was a great victory and brag about his role nominated conservative justices to the high court. at the same time, he refused to save you a ton of federal abortion ban. just to be clear obviously this went back to the states. but the issue of whether or not he will sign off on a federal ban, he really -- quick the democrats used to say, they wanted abortion safe. legal and rare. i think pro-lifers need to start focusing on the rare. i think those of us who are pro-life, have been on the wrong end of this, are you trying to defend ourselves against charges of rape,

incest, life in the mother the other side of the argument is more powerful. would you be okay with abortion up until the moment of delivery? how about the eighth month or the seventh month? i think it's a much stronger argument culture that's where majority of american people are, you always have abortion, you always have crime and these other things but we can reduce it with the right policy. anything argument from the other perspective, the beginning of life at nine months, eight months or seven months when the fetus can be viable outside the mother, is a much better way to go politically and morally.>> in the midst of all this, voters tell us the people aren't excited about a 2020 rematches whispering about a third-party contender. axios says, manchin certifier voters since he took time from his busy senate scheduled to tell gathering of iowa business and community leaders wednesday in dc, that he is fiscally responsible and socially compassionate. another hint he is considering a potential third-party presidential bid. another interesting piece, out of axios. they talk to a group of
