brink of a shutdown, congress passes a last minute bill to keep the government open and keep thousands of federal workers paid this holiday season. the race against the clock not sitting well with many lawmakers. >> we have a lot of our colleagues that are losing confidence. we're not sticking to the principles and the values in which we say that we fight for. >> the bill now heads to the president's desk. good evening. i'm greg lee, and i'm cristina rendon. >> the senate voting just over 20 minutes ago to get that bill passed. this was congress's third attempt at keeping the government open. the first proposal was withdrawn after objections from president elect donald trump and his advisor, elon musk. the second bill was tanked by conservative republicans yesterday. >> the third bill, passed tonight, will fund the government at current levels through mid-march. senators skipped several procedural hurdles, allowing them to pass the funding bill before midnight deadline, although the bill ultimately was not passed until about 12:40 a.m. on the east coast. the package does eliminate a provision to raise the debt ceiling that the president elect wanted. lifting that limit would help mr. trump

union member said many federal security officers struggled to pay their bills in the longest government shutdown in u.s. history. >> i knew officers that, you know, couldn't even put gas in their car. a month with no pay is tough, especially during the holiday time. you know, i mean, not only christmas, but if you're a property owner, you have property tax, etc. so it's tough. >> union officials say the public also suffers during government shutdowns with social security checks in jeopardy. border security agents working without pay and parks and other federal facilities all closed. >> new at ten. an alleged drug trafficker will face charges in the bay area after being extradited from honduras. federal officials say gustavo orozco was arrested in berkeley in november of 2022. he was later indicted by a grand jury on charges of trafficking fentanyl, cocaine and heroin. after his indictment, he traveled to honduras. authorities say he was brought back to the u.s. yesterday and will be in court in san francisco on monday. >> a chaotic scene unfolded in

san francisco overnight. police shot and killed an armed man in union square hours after he allegedly drove onto a sidewalk and hit two teenage girls while chasing someone. ktvu henry lee reports the man who was killed was believed to be a security guard. >> bullet holes and a shattered glass storefront in an unlikely spot. the dior store in san francisco's union square. authorities say this is where police shot and killed a man at about 130 friday morning. the same man, they say, had hit two pedestrians and a bicyclist hours earlier during a chaotic chase on a sidewalk nearby. that suspect, who was killed by police, has a connection to dior. >> we believe he was employed as a security guard in front of the dior store at grant and post. >> police say it all began at about 630 thursday night, when the guard began chasing a man on an e-bike while driving recklessly and erratically on the sidewalk on kearny, between post and sutter. the reason for the chase is unclear, but it continued near the chipotle restaurant while doing so.

>> there were two young women that were coming out of chipotle. one aged 18, the other age 17, that were struck by the vehicle. thankfully, they have minor injuries. >> but even after hitting the teenagers, police say the guard continued his pursuit, hitting the back of the e-bike near sutter and kearny. the bicyclist jumped off and disappeared. police used surveillance footage to id the dior guard as the hit and run suspect, and were planning to arrest him at the store. but there was a confrontation in the middle of the night, and the guard was shot and killed by police. authorities say they recovered a gun belonging to the guard. the police activity was unnerving to many in union square. >> it is a little scary. i feel like the holiday season always brings out a little bit of riffraff, but it's been a little bit chaotic. >> dior has been on edge after at least two crashing grabs, with burglars twice ramming cars into the store to steal handbags, including in october. but ktvu legal analyst michael cardoza says the guard's actions endangered the public. >> i mean, getting in a car, chasing and then driving on a

sidewalk. my lord, what was he thinking? he probably wasn't thinking because the adrenaline was going. >> san francisco police plan to hold an online town hall within the next ten days to release videos of the incident, and more details as to what exactly led up to this deadly confrontation in san francisco. henry lee ktvu, fox two news. >> antioch police say they've made an arrest. that only happened because voters passed prop 36. police say a target employee called 911 on a man who was shoplifting yesterday. an officer responded within two minutes and found the man placing stolen items into a white escalade before prop 36. this would have been cited with the misdemeanor, but now the man is being booked in jail for a felony charge. the car he arrived in was towed due to its role in the crime. >> happening now. people across the country are headed to their holiday destinations. with christmas less than a week away. you're looking live at sfo tonight. ktvu bailey o'carroll spoke with travelers there. she joins us in the newsroom. bailey. triple a expecting a record number of travelers this

year. >> hey, greg. yeah, that is exactly right. i can tell you the airport tonight. when we were there, it was actually shockingly quiet. the lines at tsa never had a longer wait than ten minutes. and that is something a lot of people we spoke to were pretty surprised about. holiday travel is expected to break records this year, but friday evening at sfo, travelers shocked at the lack of holiday crowds. >> honestly, i'm really surprised how empty it is. >> some travelers, like steven france, his mom and sister, allowed extra time because of what they went through. the last time they traveled through sfo a month ago was chaotic because of the rainstorm, and it was there was flooding on the freeways. >> it was very stressful to get here. >> this time around, it was a different story. >> tonight was great. it took us 50 minutes to get here, so it was perfect. and inside it's great. this is light right now. >> but at airports across the country, the lack of crowds likely won't be the case. >> what we are expecting, though, is an overall total record of 119 million travelers,

and specifically the airline passengers air travel. that's also a new record of 7.85 million. more people are flying. 2024 has been a record breaking year for air travel in general. tsa numbers also back that up. >> according to triple a, the weekend before christmas is expected to be the busiest. they say it's important to arrive extra early for your flight and to be patient. folks we spoke to like this. mom was traveling to salinas from canada with her husband and three young kids. she says patience is key. >> it was a lot of work, honestly, but it was fun. i think at the point where they started to really look out the window when the plane was in the air. yeah. so it looked it started to feel rewarding at that point. >> her advice to parents traveling with young ones this holiday. >> they have the headsets. so in-flight in-flight entertainment was really great. so they got to watch lots of movies, lots of kids entertainment. they played some games, then they had snacks as well. so i have snacks that i

did attack in germany after a car plowed into a large crowd at a christmas market. foxes connor hanson reports at least two people are dead and dozens more are injured. >> a horrifying scene at a holiday market just days before christmas, shoppers were sent scrambling after a car barreled through a crowd in magdeburg, germany. about two hours west of berlin. among those killed, a small child and at least 60 more were injured. dramatic video shows the moment police arrested the driver at gunpoint outside a damaged car. police say he's a 60 year old saudi arabian doctor who arrived in germany in 2006. german officials believe the suspect was acting alone and sit on. >> we are shaking. we are full

regulations that remain unfinished before the trump administration takes over. one proposed rule was aimed at providing protections for transgender student athletes. the administration says it is withdrawing it due to ongoing litigation over title nine. biden is also scrubbing efforts to cancel student loans for more than 38 million americans if the rules are not canceled. analysts say the trump administration would be able to simply rewrite them to reflect new policies, speeding up what can be a lengthy rulemaking process. the biden administration did approve another $4.2 billion in student loan relief for almost 55,000 borrowers with this latest round of relief. the white house has

resigned just hours before his alleged child sex abuse arrest. dozens of people showed up in support of quevedo today, including mayor mehan, who has voiced his support for the new candidate. quevedo says he's optimistic about what comes next. >> i am excited campaigns are a great opportunity to go out there, talk to the neighbors, build relationships and once elected, you get that great momentum going into office to continue to push for the change you're looking for. >> the special election to fill the district three seat will take place on april 8th. outgoing congresswoman barbara lee says she will announce whether she plans to run for mayor of oakland in january. lee making that announcement on social media this afternoon amid the last minute negotiations to avoid a government shutdown. 11 people have already filed to run for mayor of oakland, but the calls have grown louder in recent days for lee to throw her hat in the ring once she officially leaves congress next month. lee previously told ktvu she is still weighing the decision. >> london breed's tenure in san francisco as mayor is coming to

an end, and she became mayor at the end of 2017 and has led the city through numerous highs and lows. ktvu christian captain sat down with the mayor, who reflected on her years in office. >> san francisco mayor london breed is spending the last weeks of her administration much the same way she has the last six years serving as the city's biggest advocate. now, reflecting on her time in office, mayor breed served san francisco through the covid 19 pandemic, taking decisive action early on to shut down the city, a move she said saved lives. >> absolutely. san francisco is one of the densest cities anywhere in the country. we had one of the lowest death rates of any major city. we didn't have our hospitals overflowing. we weren't, you know, our our morgue wasn't overflowing out of the pandemic. >> mayor breed said she grappled with a new economic reality trying to reshape the city in the post pandemic era. mayor breed said among her proudest accomplishments is cutting the red tape, transforming a city that was slow to change to a city of yes.

>> so getting to yes, providing more flexible uses, and making downtown a 24 over seven neighborhood. that's what's starting to happen now. removing the restrictions is important. >> that post pandemic period also saw a marked increase in crime. mayor breed also said she's worked to change the sometimes distorted image of san francisco to make it a destination for police officer recruitment, and helped usher in new technology, all of which she says are responsible for the city's declining crime rate. >> we have the tools, we've changed the laws. we've built the capacity to address it a lot differently than we did when we came out of the pandemic. that is what led to these remarkable results that we're starting to see, and it's only going to get better. >> the mayor said she also worked hard to find a solution to the homelessness crisis that spilled out onto the streets. >> i really focused in on the issues that now have changed for the better. more to do, of course not where they need to

season will soon begin in a limited capacity. >> the state department of fish and wildlife announced today that commercial fishers can begin harvesting the crab starting january 5th from the sonoma mendocino county line to the u.s. mexico border. crabbers will only be able to put in half the number of traps they normally put in in an effort to protect humpback whales. crab season north of the sonoma mendocino county line will begin january 15th. fishers in the area will only be allowed to put in 25% of the traps they normally use. >> temperatures across the bay area came in for this last autumn day. below average, it was 50 degrees in san rafael. that's mighty cool. same story

to the east in concord, and it was 58 degrees in mountain view. these temperatures are all tempered by the layer of fog. and then on top of that, some overcast conditions. in fact, right now we have two separate ceilings, one about 1500 feet with the fog, the other one at 15,000ft. due to the area of low pressure offshore that is pushing this way. now it's currently 49 degrees and oakland, and that's pretty much where we'll stay for overnight lows 40s and low 50s. our live weather camera i wanted to share this with you because we can actually see the golden gate bridge. it's not socked in with the dense fog, but we do have limited visibility right now and throughout the tri valley, also down to five mile visibility at mineta international airport won't be as ominous tonight for a couple of different reasons. wind, and also because of the approaching system. now again, the temperatures currently are in the 40s and 50s, and the winds right now are under ten for the most part, but will be picking up tomorrow out of the

south, 10 to 20. an occasional gust up to 35mph around the north bay coastline. due to that right there, it's kind of like a disorganized area of low pressure. it's shearing off at the seams. it's taking its precipitation well to the north of the bay area. so that system number one, we have this one right here that will impact your sunday night into monday morning, then shut off. this is the big one that will impact your christmas eve. but all this is causing some dangerous surf this weekend. with that high surf advisory in place, please take note of that. that's some serious doings there. okay. by 8:00 in the morning, the front has passed to the bay area. just a hit and miss. scattered shower. might see up to about 2/10 of an inch of rain in the wettest locations. that's about it. and then your saturday afternoon. mostly cloudy, albeit on the breezy to windy side. here comes your sunday morning and look mostly cloudy skies. we will see the rain knocking on
