>> residents at an east bay apartment complex are venting their frustrations after thieves left them with nothing to put under their trees this year. >> it just worked. a double, got home, came to get our packages and was literally in tears because she was starting to freak out and didn't know what to do. being that that was kind of her christmas inside that room. >> those thieves struck just days before christmas and hanukkah. good evening. i'm jana katsuyama. >> and i'm frank mallicoat. the burglar targeted the ballina village apartment complex in alameda, ktvu. zac sos joins us now in studio after talking with some of the tenants. and this is not the first time, i guess this has happened. zach. no. >> apparently not. thieves have hit the package room at this complex multiple times, including last christmas. a number of residents only willing to speak about their frustrations off camera. but i can tell you, two years of being left without gifts that has them left. fed up. >> neighbor of mine got home, came to get our packages and was literally in tears. >> tenants at an alameda

apartment complex with a real-life grinch on their hands. >> that was kind of her christmas inside that room before it was taken. >> bob, who also lives at balena village, had his stocking stuffers stolen. >> photos showing just a handful of gifts left in the package room after he says more than 100 were swiped just five days before christmas eve. >> the thing is, it's just, you know, it's the holiday season. we're all, you know, working hard to pay our bills and, you know, stay above water. and then for people just to come and take from the people that work hard. >> alameda police say they're looking for two people who broke into the room. >> i'm glad that i only lost one thing. >> tenants like this woman who asked for her face not to appear on camera, relieved after being reimbursed but still scrambling to buy new nintendo gear for her nephew. >> nobody has time to reassess or to what are we going to do now that we don't have any presents to present? i spoke with another resident that lost like seven packages, so that very well could have been

majority of their christmas. >> it's the second christmas in a row. residents say their packages have been pilfered by thieves, but there were also other times in between the two break ins in the span of a month during the holidays is not easy on anybody. all their mail is now temporarily being diverted elsewhere on property. >> i think the complex really is doing everything that they can. >> in a vaguely worded email to tenants building management apologizing for the quote incident, adding that it's investigating what happened and exploring options to relocate the package room. >> i think, you know, one, having a package room 20 yards from the main road is not the smartest idea. secondly, you know, the notifications came out after other residents, you know, were notifying each other and were going into the office and making gripes. >> and police right now are reviewing surveillance video from the package room. that video again showing two suspects taking those gifts. we did also reach out to building management for comment. so far we've not

heard back. >> and did the residents have any ideas as to what might they might be able to do to prevent these kinds of things if it's been happening consecutive years? >> you know, some of them say they're going to get their packages directly from the post office. others say they're just going to try to get them from their neighbors. ask them to pick them up if they're not at home. others saying, you know, they'll just try to get them as quickly as they can. yeah. >> sad to see during the holidays. all right. thanks, zach. >> thank you. zach. new at ten tonight. the rape conviction against a former san francisco 49ers player has been overturned. >> and an appellate court overturned. dana stubblefield's 2020 rape conviction yesterday. this morning, they found out from the prosecutors that they had violated the racial justice act. the prosecution had claimed that police never investigated stubblefield's home for a gun that he was accused of using during the crime because he was a famous black athlete. the opinion today also overturns his 15 year prison sentence.

stubblefield's lawyer explained to ktvu what comes next. >> we don't really see that. it's realistic that the prosecution would want to go forward after this ruling, but we're prepared if they are. but basically, we're expecting next week that our client will be appear in front of the state court and he'll be released immediately. >> stubblefield played 11 seasons in the nfl, seven with the 49ers. he was named the nfl's defensive player of the year in 1997. also new at ten. we are learning new information about a double homicide in the east bay. police in antioch say back on september 7th, an attempted robber and his victim shot each other outside delta bowl. investigators say they do not think either of the men knew each other. this is believed to be an isolated incident. >> a business in oakland burglarized in the middle of the night. police say the suspect used a vehicle like a battering ram, smashing through the

entrance of a lucky supermarket and stealing an atm in montclair. ktvu is jesse gary has the video and reaction from neighbors. >> in the pre-dawn darkness thursday, a cleanup on aisle one and elsewhere inside and outside this montclair grocery store, there's usually a door with a ramp, an escalator ramp, and it was closed off. >> so i came in here and i saw it was closed off from in there, and i that's all i knew. >> oakland police say several suspects in multiple vehicles crashed through the glass doors. took items, including the atm, which is now empty and in the parking lot, then left. >> nothing ever happens here, so it's kind of a real unusual thing. but maybe people are desperate these days. >> contractors working to board up the damage say this is the second time this store has been targeted. the montclair village association says thieves did the same type of break-in christmas eve. experts say the season could be the reason for the perceived rise in crime.

>> this is a crime of opportunity in that after hours holiday season, nobody's going to be there. and so there's an ample opportunity to be able to grab the atm machine, break it open, get the cash out of there and get out of the area quickly. >> closed businesses aren't the only ones targeted. also on christmas eve, two crash and grab type crimes in san leandro, with suspects telling employees at this restaurant to get out. >> it is a crime that is easy enough to carry out, and the likelihood of being arrested is low. >> it's terrible and i think we have to. we have to stop. what's all this? there's a lot of hate going on in the world. there's a lot of people doing negative things. >> back in montclair, the village association says security is increased during the holidays because many of its member businesses and patrons worry about such threats. >> it's hard to go shopping and spend your money in a place when you have to worry about crimes like this. >> you would think because this is a peaceful area, you know? but it doesn't matter where you

are. it's not safe. nowhere. >> there are security cameras around the grocery store and along mountain boulevard here in montclair, which could provide clues to the oakland police department. if you have information about this crime or any of the smash and grabs during this holiday week, you're asked to call your local police department in the montclair section of oakland. jesse gary, ktvu, fox two news. >> sonoma county sheriff's officennounced today that a woman is now in custody after lying to officers during a traffic stop, claiming she was on 12 years old. deputies stopped a car on december the 18th near hhway 37 and arnold drive for broken headlights and exred registration. one of the deputies also recognized the car from recent theft. inside the vehicle was a 36 yr old and a 29 year old gave a fake name and said she was bn in 2012. investigation realed 29 year ol corrine brooks had an outstanding warrant for retai theft and contra costa county since over $2,000 of stolen

goods were also discovered in the car. both suspects were arrested. >> san francisco's mayor elect daniel leary announced his city leadership appointments today. leary named adam thompson as liaison to the board of supervisors. currently, he is a legislative aide to district eight supervisor rafael mandelman. andre adeyemi, who has worked in the tech industry and government service under pete buttigieg, is named the director of appointments. ali bondi led police development for lurie's campaign and will continue as his policy advisor and former city hall legislative aide e.j. jones is named the director of community affairs. lastly, eileen mariano will be the state and federal affairs manager after working with mayor london breed for three years. >> the start of the new year will see many new laws take effect here in california. the legislature passed around 1200 bills, and roughly 1000 of these were signed into law by governor newsom. one of these new laws

will eliminate overdraft bank fees at state regulated banks. starting january, the first assembly bill, 2017 aims to protect consumers from paying a fee when withdrawals are declined immediately, like at an atm. ktvu south bay reporter lamonica peters is live in san jose, with more from state lawmakers and reaction from some of the customers as well. lamonica. >> you know, most of the people i spoke to were pretty glad to hear that these fees would be going away. supporters say the fees served no other purpose but to put people in a deeper financial hole. >> ab 2017 will rein in junk fees and protect financially vulnerable consumers from charges they can't afford. >> back in august, the state legislature unanimously passed assembly bill 2017. the new law states state regulated banks and credit unions cannot charge non-sufficient fund fees when an attempt to withdraw money is immediately declined because of

insufficient funds. tim grayson, who first served in the house and was sworn in as senator earlier this month, authored the bill. >> consumers received no service at all in exchange for the fee and the fees themselves, which average $34, do not represent the marginal cost to institutions for declining the transaction. >> ab 2017 was supported by consumer advocacy groups like california low income consumer coalition and east bay community law center. the california credit union league was initially against the bill, but eventually took a neutral stance. governor newsom signed the bill in september. >> things happen, you know, especially in this economy, and it's $35. and then if some other check bounces, then you're stuck with another $35 fee. >> it definitely will help out as far as keeping that money back in the household versus in the bank. and then, you know, historically, the banks have done a lot of different things that us consumers have have no

idea what they're doing. so i think it's a great thing. >> the consumer financial protection bureau says in 2023, u.s. banks reported $5.8 billion in fees, down 24% from the year before. still, some customers think there will be some other fee in the future. >> they're going to go off of off of whatever that we that we're not looking at into if we're not reading the fine print. so they they've made plenty of money and unfortunately they probably will make more in the future. but. >> now governor newsom also signed senate bill 1075. and that bill says that credit unions cannot charge more than $14 in overdraft fees. and unless there is a lower federal limit. now that that law will start in 2026. frank. >> all right. lamonica peters live in the south bay. lamonica thank you for that. and another new state law will prevent medical debt from being used as a negative factor on credit

reports. supporters say the measure will ensure that people are not penalized for the high costs of necessary health care. that new law also gives people more time to address their medical bills before debt collection can take place. the new law takes effect on new year's day. other laws going into effect include. sb 969 allows local governments to choose zones where bars and restaurants can sell alcoholic drinks. with ab 1955 districts will no longer be allowed to create policies requiring teachers or staff to disclose a student's gender identity. sb 1283 allows school boards to limit students ability to use social media while in the classroom, and with ab 2123, employers will no longer be able to require employees to use paid vacation time for sick and family leave before assessing state benefits. >> yes, mta says that they are

delaying the rollout of their first in the state speed cameras. the agency says that the rollout now is scheduled to begin in march. that is one month later than their previous plan. the 33 cameras were originally supposed to go up this december, but officials say there were delays finding a camera vendor and also identifying installation locations. they also had electrical and structural engineering challenges, and had some difficulty in agreeing with the city's public utilities commission to put the cameras on their street light poles. >> it's like smashing into a wall. you definitely feel the water. you feel the force that you do. >> large and powerful waves turning off our coast. the urgent warning from officials to stay away from the water. effect through the weekend. ktvu joey hord spent the day on the coast, where officials are warning people to stay away from the water. >> some rough surf at times here at pacifica today, but the national weather service is predicting we could see wave heights reaching up to the height of a three story building. powerful waves churning off the bay area coastline. the national weather service predicting waves reaching 20 to 30ft high through sunday. >> that's horrifying. get to high ground. they look pretty rough. i've seen them pretty bad before, and it's good just to kind of stay away. >> a couple dozen surfers off pacifica taking advantage before the bigger waves roll in. >> pretty gnarly, but not i mean, i've been i've been out. and worse, it's like smashing into a wall. you definitely feel the water. you feel the force out there. if you're fighting the ocean, you're duck diving. it's a lot of effort. >> experts warn dangerous waves can strike without warning. roman romero grew up here and

takes in the views at pacifica pier every week. respecting the ocean by watching the waves from higher ground, they explode over the railing here. >> it's quite amazing. you don't want to play on the beach, that's for sure, because people, you know, get swept away every year. >> while the larger waves may be further off the coast, the churning can quickly hit the rocks and beaches, pulling people out to sea. first responders are warning never turn your back on the ocean. >> once you get in, it's like a sudden shock and chill to your body. >> the result, experts say, can be dramatic increases in breathing, heart rate and blood pressure, accelerating the risk of drowning. >> people have died at this beach because of rip currents. people's unfamiliarity with the water and what it does. >> the spectacle draws in curious beachgoers admiring the view from a safe distance. >> mother nature's you know she's trippy. >> i feel the power of nature.

and when i feel that it, i feel humble. because i am looking at something so powerful, so dangerous, but so beautiful at the same time. >> in pacifica, joey hornick ktvu, fox two news. >> the sonoma county sheriff's office is investigating after a body washed ashore and was found at a local campsite. the u.s. coast guard called the sheriff's office around 1130 tuesday, reporting a possible corpse was in bodega bay. deputies then found the body had washed ashore at the bodega dunes campgrounds in sonoma coast state park. the sheriff's office says that they have not yet confirmed the identification identity of that person. >> and city leaders in santa cruz say there is no timeline to reopen the city's wharf after strong winds ripped it apart earlier this week. the section at the very end of that wharf that collapsed had been closed

for construction since earlier in the year after being damaged in storms last year. city says it's still too soon to know when they'll do to fix it, or how they'll get it fixed, or what changes they'll need to make in the future. and with a high surf advisory still in effect, the focus is making sure people don't get injured from strong waves or any of that floating debris. >> we have somewhat of a question mark as we move through time, whether it's the wharf, west cliff, and i don't think we're by ourselves. i think this is what coastal communities around the world are probably dealing with in that manifestation of climate change. >> the bathroom that collapsed off the wharf and into the ocean has become something of a tourist attraction, as it sits on shore near the mouth of the san lorenzo river, within eyesight of the boardwalk. >> up in the sierra there was snow for christmas and more is on the way for the ski resorts.

light snow was falling at palisades tahoe resort this afternoon. they say the holidays are off to a good start, with nearly one foot of fresh snow in just the past week, and almost all of their lifts, they say, are open. earlier on the floor, we talked live with palisades maddie condon, who said that conditions on the slopes are excellent, with a 59 inch base of snow. >> i went skiing today and i didn't have to wait in any lines. it was fantastic. it was great. yeah, we have the most uphill lift capacity of any resort in north america, meaning we can move more people uphill than anywhere else. so that being said, even with people coming, we're expected to have, you know, be able to spread people out and have some really great skiing. >> if you do plan to head up, you want to check the weather. there is a winter weather advisory in the lake tahoe area until noon tomorrow, and we want to take a quick look now at the roads heading into tahoe from interstate 80 at kingvale. this is heading westbound. you can see that there are some plows

there on the streets trying to remove some snow. it appears from the roadway. as always, caltrans is warning drivers to make sure to head out the door prepared. for more on our conditions here in the bay area, we are joined by ktvu meteorologist bill martin. and boy, we are seeing winter weather up there and down here. it's been kind of mild. >> yeah, it's been a little bit of everything really the last month and a half. we've had the big surf for at least a month and a half. we've had on and off showers with some warm weather. now we're back into the shower. deal. we've got the golden gate bridge up. i wanted to point out it's still raining there. it was raining pretty. you can see the raindrops in the puddles here. raining pretty hard up in marin county area, up around mount tamalpais. they got over an inch and a half of rain. most areas in marin county about a half inch. so mount tamalpais tripling that just because of its the topography, the way it sticks out. and then san francisco, about a quarter of an inch. oakland about a quarter of an inch, most of us south of the bay bridge, about a quarter of an inch. we've got more rain to come tonight. then it breaks

off. this system moving into the mountains will increase the snow level. so instead of snowing down low around blue canyon, it's going to be raining. probably blue canyon to rainbow lodge, maybe on 80. so it's going to be it's going to be a well the next 24 hours up there as warmer air moves in. now that will obviously make the snow and the skiing a little bit slushy up there. it'll also make travel different and sketchy too, because you may hit snow right at the very top, the last 100ft of elevation as you go on 80 and 50, and you may have to chain up just for that, that section, but it looks kind of wet out there. it's going to continue that way. the wet showers throughout the bay area, you can see the back edge of the front right here. i'll put a loop on it and you'll see it should show up here in a minute. it's not doing it. there it is. there's the last couple of hours. you can see the showers kind of moving through, and then you'll see it stop. and that's the back edge of the front. and that will stop. the rain should begin to die down tomorrow. looks like an okay day. there's more scattered showers in the forecast. so back

here with that. >> all right. we'll check in in a bit. thank you. bill. the funeral service for oakland athletics great rickey henderson is scheduled to be held in oakland this weekend. the 65 year old hall of famer, longtime oakland resident, too, died on friday. the funeral is scheduled for sunday morning at 11 a.m. at the paramount theater on broadway. that's according to a spokesperson. henderson's death prompted grief and reflection by fans who have been leaving a lot of flowers and mementos at the gates of the oakland coliseum. the funeral is expected to draw former teammates, fellow hall of famers. fans are invited to pay their respects. you can do that on monday afternoon, december the 30th, from 4 p.m. to 8:00. and that will also be at the paramount theater. the first day of kwanzaa, the annual celebration of african american culture that started in california. here is a live look at san francisco's city hall that lit up at dusk, and the colors of kwanzaa. red, green, and black. in sacramento, the california black agriculture working group gathered at the state capitol. they hosted a prayer and discussed the importance of connecting with ancestors. kwanzaa was started back in 1966 by doctor karenga, a professor of african american studies at cal state long beach. each day is dedicated to one of seven principles that are represented by a candle. attendees at the capitol say the holiday is all about cultural pride. >> so long we've had such a dark cloud over our culture. we didn't have the opportunity to

be proud of ourselves. so that's what kwanzaa is all about, is just focus on us as a people, being proud of ourselves and being able to share that with the world and the community. >> huey newton. this california grown holiday is now celebrated around the world. >> chabad san francisco hosting a lively drinks and dreidels party tonight to mark the second night of hanukkah. >> the night? california saw its biggest increase in registered lobbyists last session since at least 2011. the secretary of state's office says there were more than 3200 lobbyists from 20 2324 session. that's roughly 10% more than the previous session. the second highest bump came after the session ending in 2020. there's now at least one lobbyist for every staff member,

compared to two staffers per lobbyist way back in 1995. >> president biden had a busy holiday week, signing 50 bills into law and confirming his 235th federal judge. >> fox news grady trimble tells us as mr. biden gets ready to leave the white house, the transition process for president elect donald trump is ramping up. >> president biden and his family arrived in saint croix thursday, his final holiday before leaving the white house next month. in the new year, biden will return to washington with just days until president elect trump is inaugurated on january 20th. already 25 days out from that day, speculation is mounting as to what the incoming president will prioritize, particularly after russia launched a christmas day strike on ukraine, putting added pressure on the incoming trump administration to put an end to the ongoing war in eastern europe. >> the big question is what is our position? what's our plan?

predictability. >> on his first day in office, president elect trump is planning a flurry of executive orders and directives, but those can be subject to court challenges. at the white house, grady trimble, fox business and president elect trump, has named kevin marion cabrera as his pick for the u.s. ambassador to panama. >> cabrera, a florida county commissioner, worked for the trump campaign back in 2020. 34 year old was born in miami to parents who fled cuba. trump boasted of cabrera's qualifications on social media, writing, quote, few understand latin american politics as well as kevin. the pick comes as trump has repeatedly threatened to regain control of the 48 mile waterway in central america, a key component of the u.s. freight transportation. trump has also floated the idea of buying greenland and suggesting canada could become our 51st state. >> the social security administration is planning on several changes in 2025, which means that some people might get

more money. the cost of living adjustment or cola, will be 2.5%, meaning more than 72 million people will see their monthly social security checks go up by that amount, matching the rate of inflation for 2024. still, some say the rise in cost of living also means many seniors will need to take a hard look at their finances. >> despite the underwhelming cola adjustment, it's important that seniors focus on things that they can control. and one of those things is their budget. >> the cost of living change goes into effect every year right before the new year. this increase will work out to about $50 more per month. >> president biden condemned the russian christmas day attack against ukraine, and is now vowing to stand with ukraine until the end of his term next month. a massive russian missile and drone barrage targeting a thermal power plant. yesterday, ukrainian president zelenskyy describing the attack as inhumane. president biden said in a statement the ukrainian

people deserve to live in peace and safety, adding he directed the pentagon to continue its surge of weapon deliveries as ceasefire talks are ongoing. >> gaza's health ministry says an israeli airstrike has killed several palestinian journalists outside a hospital in the gaza strip. fox's trey yingst is in tel aviv and explains how israel also launched more airstrikes in yemen. on iran backed houthi targets, israel said the attack unintentionally came close to the director of the world health organization, who was nearby. >> smoke rises from the yemeni capital of sanaa. israel on the offensive, striking multiple houthi linked targets. >> we are determined to cut off this terrorist arm of iran's axis of evil. we will persist until we complete the job. >> this wave of strikes that reportedly included dozens of israeli jets and targeted an airport along with power plants, was in response to multiple ballistic missile attacks on israel by the iran backed group.

in indonesia to mark 20 years since a devastating tsunami in the indian ocean. hundreds of people gathered to pray at a mosque and sirens sounded to mark. the time of the earthquake. more than 170,000 people died in indonesia alone. since then, infrastructure has been rebuilt to become more resilient and in coastal areas, early warning systems have been installed to give residents more time to seek safety. advisory will get dropped pretty shortly. and that's all about little creeks and things like that. it's not the big rivers, although russian river will come up a little bit at healdsburg, but it won't. it'll stay well below monitor. so this is just exactly what you want to see. this i would call this beneficial rain where it's not causing problems and we're getting it in the buckets. here's the back edge of the system. you can see where there's no rain, right where it's dry. and the whole thing is translating to the east. and you see in north bay there's some heavy shower activity. we can put in a rainfall rates. it's almost point, you know, 7/10 of an inch an hour. that's a lot of rain. that's a heavy, heavy downpour. so it's moving quickly though. if i put a loop on it, you'll see it pop in here. come on. here it comes. there it goes. and it's moving pretty quickly. and you'll see right here the last couple frames. it's on its way out. so by after midnight i think we're in better shape. there's the urban and small stream flood advisory. it will continue to rain kind of on and off all night and in the morning i think turns out to be kind of nice. there might be a few sprinkles. there's a lot of

moisture that still has to go through. but the strongest dynamics here they are right here, there's the back edge of it. so most of it has gone through the mountains. it will hang up. as you know, that's what they do. the storms snow level go up. the winter weather advisory will verify. and the forecast model does this after midnight puts a lot of snow up at the higher elevations of the mountains they could get. i mean, tonight they could get a foot and a half of snow, a foot of snow maybe up there. yeah. and then this system is out. not your friday morning. that's 9 a.m. and that's friday afternoon. and then you see some scattered showers north on saturday morning. right. so it's just everything's just right here. that's exactly, you know, so, so typical. just missing us and then bam you got an opportunity here on sunday morning. and then by sunday lunchtime it's gone. so these are all low grade weather systems again. north bay getting getting hit a little more aggressively obviously because of where they sit. higher latitude closer to the jet stream. these are the forecast highs for tomorrow. kind of
