>> this is mornings on two. >> welcome to mornings on two. it is 459 i'm andre senior. >> i'm gasia mikaelian. >> it's friday, december 27th. let's get outside. rosemary oroczo. it was pouring overnight in our house. >> yeah. standing water along the freeway as i was driving in. good morning to both of you. happy friday if you are getting out for that early morning commute, be prepared. you're going to find slick roadways. some rain still falling in areas. and again, we do have the potential for some flooding with advisories for the east bay for the next hour or two. meanwhile, it's a warmer start to the morning. temperatures in the 50s. relatively mild, a little breezy, so we're going to go rainy breezy for your morning hours, followed by mostly cloudy, mainly dry weather for the afternoon. a high surf advisory remains for the coast through the weekend. a better look at the current conditions and what we can expect for the weekend. coming up in just a little bit. andre. >> rosemary, thank you so much. all right. let's take a look at

the roads this morning. here's a look at the richmond san rafael bridge. roads are wet as rosemary just mentioned a moment ago, so be careful. but traffic isn't too bad here. a look at 880 this morning, and a similar scene that we've seen the last couple of days here. we understand that there is a crash at the caldecott tunnel. we're trying to get some more information for you about which direction it's in and the severity of the crash. we'll share that information once we get it. well, this morning, the islamic center of san francisco, right now, they're alerting the community about a man who they say harassed muslims outside that mosque. >> the islamic center says the man was right in front of the mosque for about 50 minutes. we have some video here in which we see the man walking around appears to be holding a hammer and ripping pages out of the koran. if you see the individual police are asking you to contact them immediately. happening today, a man accused of fatally setting a woman on fire in a new york city subway is set to appear in court. 33 year old sebastian zepeda is charged with two counts of murder, one count of arson in what is believed to be a random attack. police say zepeda approached a woman on a coney island subway train who

may have been sleeping, and used a lighter to set her clothes on fire. the woman has not been identified. >> a judge has ruled that a woman who says she was raped by jay-z and sean diddy combs can proceed. her lawsuit against the rap mogul anonymously for the time being, at least. according to the suit, the sexual attack happened back in 2000 at an awards show afterparty. the plaintiff reports being just 13 years old at the time. the manhattan judge says the woman may be required to reveal her identity if the case proceeds, and this would allow the defense to collect facts to prepare for trial. jay-z called the allegations part of an extortion attempt. >> among the several new laws that will go into effect in the new year, one is designed to protect bank customers who try to withdraw money from atms but don't have enough in their accounts. the new law bans state regulated banks and credit unions from charging additional fees when an attempt to withdraw money is immediately declined because of insufficient funds. >> it has been shown that nsf fees are most likely to be

assessed on financially vulnerable consumers, increasing financial strain while also negatively affecting the consumer's overall perception of the banking system. >> the governor also signed a bill into law saying credit union overdraft fees can be no more than $14 unless a lower federal limit is set. that becomes law in 2026. another new law is sb 969. it allows governments to choose zones where bars and restaurants can sell alcoholic drinks. another law says school districts will no longer be allowed to create policies requiring teachers or staff to disclose a student's gender identity. starting next year, a law allows school boards to limit students ability to use social media while on campus. also in 2025, employers will no longer require employees to use their paid vacation time for sick and or sick and family leave before accessing state benefits. >> 503 now, a new bill would make fitness centers across the country more accessible for americans with disabilities. it would require gyms to have one employee trained in working with

people with disabilities on the clock during operational hours. gyms would also need to offer fitness instruction to that group. a similar bill failed earlier this year. california saw its biggest increase in registered lobbyists last season in almost 15 years. the secretary of state's office says there are more than 3200 lobbyists for the 20 2324 session. that's roughly 10% more than the previous session. there's now at least one lobbyist for every staff member, compared to two staffers per lobbyist back in 1995. >> as more skiers and snowboarders are heading up to lake tahoe this weekend, caltrans is reminding drivers that chains will likely be required at various times on the two main highways linking the bay area to lake tahoe. throughout the weekend on highway 50, chain restrictions were just lifted. but of course, you should know to keep chains with you when you're traveling to the mountains. chains are required on parts of interstate 80. now, some people we talked to were not prepared for these conditions. >> i got a little freaked out, so i called my parents and so

they were like, just pull over, see what you guys can do. and so like i said, we just stopped over and they were kind enough to help. >> we got stuck in the snow and hour and we couldn't put on these chains, and he helped us put this on. i don't think we could have pulled this off. >> the chp says they're not alone. many people head up to the sierra without being prepared. let's take a live look at what's happening here at interstate 80. we'll talk about the sierra snow all weekend, because a lot of people choose to get out of town starting now. >> yeah they do. even i was thinking about going up there, but i want to check the weather with rosemary oroczo before that ever happens, because i do not want to get stuck up there at all. rosemary, good morning to you. >> yes, good morning to you. we do have some rain and sierra snow continuing over california guys. and it is something that is going to last at least for the next few hours. here's a look at storm tracker two. again, we are beginning to see it let up. as you can see a lot going on over the sacramento, san joaquin valley and in the sierra. the snow continues to fall as well. but take a look at all these storm reports that occurred in the last few hours

or so, some coming in during the overnight hours closer to 2 a.m. in sonoma. chp reporting flooding there and multiple reports in the north bay of flooding. if we head to the east bay, this one at 444 this morning, 1 to 2 lanes flooded there in emeryville, and i'll shift. one more time into santa clara, where chp reported a foot of standing water on saratoga on ramp to 280. there also occurring early this morning. the flood advisories will go for the next hour or two. this one over areas of the east bay until 6.15. in the shade of green in the north bay closer to 7:00. and as we move closer here, this section is a flood warning for low lying flooding occurring near our streams, our creeks, and some of those flood prone areas in the sonoma area between windsor, sebastopol, over towards rohnert park. this will go until 230 this afternoon. the advisory along our coastline is extended until sunday morning. we could see large breaking

waves anywhere from 15 to 22ft and a few isolated areas closer to 30. so a lot going on, especially along our coastline. roadways slick in the sierra. the winter weather advisory goes until noontime. so based on the timing of these advisories, you can tell we're kind of in the thick of it right now. as we get into the second part of the day, it does begin to wind down and will be mostly cloudy but mainly dry getting into the afternoon. it's also a breezy one out there. sfo reporting a 38mph. and as i mentioned at the top of the hour, relatively mild temperatures are in the mid to upper 50s even a few low 60s in areas like novato. that's a look at the current conditions. i'll have a look at the afternoon highs and what we can expect going into your weekend. coming up in just a little bit. >> rosemary. thank you. large and powerful waves churning off the coast. the urgent warning from officials to stay away from the water. >> it's been a tough season for the 40 niners, especially for kicker jake moody. we hear from coach kyle shanahan about the struggles moody is facing, and

conviction of former san francisco 49ers star dana stubblefield. the appellate court ruled santa clara county prosecutors violated the law when they said stubblefield's race was a factor in the decision by law enforcement officers to not search his house, which is a violation of the california racial justice act. >> the mega millions jackpot is up to $1.15 billion after no one won on tuesday night. the next drawing is tonight at eight. you need to buy a ticket by seven. if the winner chooses the cash option cash option, they'll get to take home more than $516 million. today is another particularly busy day at airports across the nation, with people returning home from christmas or flying out to ring in the new year. we'll turn to ktvu amanda quintana live at oakland. international records could be broken again here. amanda. >> yes, that is right. so we've been covering this holiday travel for a few days now. and we keep saying these records are going to be broken, but it actually hasn't been that bad for a lot of bay area travelers. even though there's rain right

now, not a lot of traffic getting to the oakland airport. and then i did just run in and check the tsa line. not too bad. you know, people are able to kind of walk up, stand in line for maybe ten minutes and then get in there. so pretty good right now. but it is early and we are expecting a record number of travelers this holiday season. triple a has predicted more than 119 million americans will travel at least 50 miles from home between this past saturday and january 1st. that's narrowly beating out 2019 numbers. now, in the days leading up to christmas, tsa saw more people go through travel checkpoints than last year, recording about 2.8 million people each day. but those numbers went down a bit on christmas eve and christmas day. now they are expected to pick back up as people head home here at the oakland airport. they've been predicting 500,000 passengers will pass through the airport between last friday and january 6th, which is pretty similar to what they saw here last year. most passengers we've

spoken to this holiday season, they say they don't mind traveling during a time when they know that airports will be busy, but some have been extra prepared after having to deal with past experiences that were bad. two years ago. >> we didn't make it because of all the southwest and every other airline. so we were at sfo till 3 a.m. when they finally said the flights weren't going through. >> so feeling better this year? >> yes. so far this is really nice. it's not too crowded. >> now. i did check the cancellations and delays. there are a handful of delays, but really maybe a couple hours. nothing too bad. so it doesn't seem like the rain or any weather here is affecting the flights leaving. okay right now live in oakland. amanda quintana ktvu, fox two news. >> amanda thank you. all right, watch this. a monstrous wave crashes into a surfer. check this out. this happened in hawaii. ty simpson kane was

surfing off maui's north shore when he was met with the super sized wave. in the video, you can see him flip several times before disappearing under the wave. thankfully, he came out alive when he was brought back to safety with the help of emergency personnel. well, the u.s. coast guard is credited with saving a man and his dog after the owner struggled to steer his sailboat through crashing waves. stormy winds on christmas morning led the sailboat aground in northwest washington. deputies say they got a call about a man stuck on his boat. a coast guard rescue swimmer later arrived on scene and let the dog and his owner back to shore safely. >> it's been a week of dangerous and destructive waves at northern california beaches. the national weather service is warning the danger is not over yet. it's now extended the high surf advisory through the weekend. some waves crashing into bay area beaches could be as high as 30ft over the next few days. >> that's horrifying. >> they look pretty rough. i've seen them pretty bad before and

it's just kind of stay away. >> first responders are reminding people to never turn their back on the ocean and say, this weekend, it's really best to avoid bay area beaches entirely due to the dangerous surf. >> well, today is the last day for a free ferry trip program from richmond to san francisco. the free ferry ride between richmond and san francisco started november 1st. the trip between both locations takes about 35 minutes. the richmond ferry operates 14 trips per day on weekdays and five on weekends. one way trip will now cost you $4.70 starting tomorrow, kids under five ride for free. >> it's been almost a year now since the 49ers beat the detroit lions to win the nfc championship last january. now, as the two teams prepare to face each other on monday night, their fortunes look much different. the niners will finish this season below 500. the lions are among the favorites to go to the super bowl. the 40 niners offensive line is dealing with a number of injuries, and now there are concerns about kicker jake

moody, who's missed seven of 30 field goal attempts this season, including six in the past seven games. >> i still feel the same about him that i believe is going to be our guy. i mean, everyone's got to perform and do things like that, and i think he has had a tough year. >> the biggest thing is to just stay consistent. not change anything, not, you know, change your mindset, your physical, you know, like the warm ups or your form or anything like that. >> okay. the lions head coach says his young team is more mature and experienced this time around. >> but until you get into that with a heavyweight real champion who'd been there numerous times, you don't always know. and so i think that experience is difficult as it was served us well. so you got an opportunity with the team that that got the best of you. and so you just want to go out and find a way to get a win. >> the niners are three and a half point home underdogs for monday's game. near the end of what's been a disappointing season, the 49ers are doing all

they can to boost morale. we talked with two members of the gold rush cheerleading team, who gave us a preview of a free fan rally this weekend. >> you can expect giveaways, 49ers alumni, sourdough sam. the gold rush, of course will be there. it will be super fun. great time for our community and the faithful to get together one last time for the season in the bay. >> fans are encouraged to spread the word and come decked out in red and gold. the niners fan rally is sunday from 10 to 1 at big apple silicon valley restaurant on ranch drive in milpitas. the event is free. retired pro bowl running back ricky watters is expected to be there. >> sounds like it's going to be a fun time. all right. even though, you know, considering the season that we had, but still a reason to celebrate. why not cheer on the team for next year? yeah. all right, let's turn things over to rosemary oroczo now, because rain is something we've been dealing with. took the dog out for a walk this morning. you got soaking wet. you didn't care as long as he got to be outside. yes, yes, with the rain. >> absolutely. good morning to both of you. hopefully you don't mind the rain. it is with us this morning. good news. it is

beginning to wind down. and as we get into the second part of the morning, early afternoon, we'll call for mostly cloudy skies and just a chance of scattered showers. but wow, we have seen a good amount in the last 24 hours or so, and you can see that morning commute is going to be a slick one, even hazardous with some flooding reported on freeways and roadways. take it easy. we have anywhere from a quarter inch reported in livermore over the last 24 hours to half inch in oakland, almost three quarters of san francisco. and then you get to the north bay in mill valley, more than 2.5in reported in the last 24 hours. and this is why we are seeing some advisories for flooding, especially in the sonoma area. we have an advisory in marin, also in the east bay, that will go until about 6 or 7:00 or so. so for the next couple of hours, do expect it. it is going to move through. and by the afternoon again we will be mostly cloudy, mainly dry and then unsettled a little bit for the weekend until the next storm

arrives on sunday. here's a look at the futurecast for your lunch hour. notice just the gray overhead into saturday morning, calling for a few scattered showers. not that big of a deal. sunday right now looks to be the next opportunity for the widespread rain to return to the bay area, and it could come early on. meanwhile, under the soggy, breezy conditions, temperatures are 5 to 10 degrees warmer compared to yesterday. upper 50s in san francisco even 60 degrees reported in concord at this hour and for the afternoon, we are going to remain with low 60s for our bayside communities as well as along the coast 60 for pacifica, 62 in oakland, 62 in concord. if you are just joining us, the high surf advisory continues, as we've been talking about into early sunday morning, not only in the water but on our beaches, it is going to be hazardous into the extended forecast. temperatures will remain in the low 60s across the region, getting into saturday, sunday, monday into tuesday. as we take

in a sense, the number of americans filing new applications for unemployment last week dropped to the lowest we've seen in a month, according to the labor department. initial claims at the state level fell by 1000 to a seasonally adjusted 219,000 for the week ending december 21st. meanwhile, those receiving unemployment benefits are staying on them longer as hiring rates have slowed. while most people are focused on their new year's eve celebrations, it's also time to prepare for the upcoming tax season. >> fox's connor hansen details tips heading into 2025 to avoid a large tax bill come april. >> as the holiday season comes to a close, so does the 2024 tax year. and with as much money as many of us have likely spent these past few months, the

with the building's managers are looking into now, and what they say to the tenants. >> from ktvu, fox two news. this is mornings on two. >> good morning and welcome back. i'm gasia mikaelian. >> i'm andre senior. thank you for joining us. it is 528. this morning it's friday, december 27th. a lot of people getting ready to celebrate the weekend if they don't have to work, but it's going to be a little bit wet. so let's check out the rosemary oroczo for an update on that. >> yes. keep that umbrella handy guys. good morning. happy friday to you and to all of you out there. if you're getting out onto the roadways any time soon, be prepared. we do have ponding on our roadways. we have some low lying flooding going on out there. here's a look at the dark start over the oakland skyline. the system is moving out of the bay area, and later this morning into the early part of the afternoon, we will be left with mostly cloudy conditions and just a chance of sprinkles. meanwhile, this morning it is a mild one. we've got temperatures in the upper 50s to low 60s, with low 60s expected for the

second part of the day. high surf advisory continues here at home. we have winter weather advisories for the sierra. a better look at the current conditions and what we can expect for the rest of the weekend. coming up in just a little bit. garcia. thank you. >> let's take a quick trip around the bay area. from the comfort of your home, we can see that traffic is moving well down in the south bay. it's quite dark out there still, but interstate 280. no problem. congestion wise, north and southbound. a live look at what's happening at the bay bridge toll plaza. once again, the story is slick streets. a lot of people may be driving through standing water. might even have those windshield wipers going. but congestion is not a problem here. the golden gate bridge this morning also moving. well, there is no problem with the backup here at the golden gate, but just keep in mind that it's slick out there once again as you move between san francisco and marin counties. a state appellate court has tossed out the 2020 rape conviction of former san francisco 49ers dana stubblefield. >> the court ruled that conviction was in violation of the california racial justice act. the state's race, ethnicity, or national origin

cannot be used to convict or sentence criminal defendants, the appellate court ruled. santa clara county prosecutors violated the law when they said stubblefield's race was a factor in the decision by law enforcement officers to not search his house last night. ktvu asked stubblefield's lawyer for his client's reaction to the development. >> i don't know how to express his emotions other than it's just finally coming to an end, which he has been wishing for. and this holiday season, there's nothing that could be better for him and his family. >> stubblefield was sentenced to 15 years to life in prison for sex crimes, among other charges. that conviction, of course, now overturned. we've learned new information about a double homicide in the east bay. police in antioch say an attempted robber and his victim shot and killed each other outside of a bowling alley earlier this month. investigators don't think either men knew each other and believe it was an isolated incident. police in alameda are looking for two burglars who reportedly stole hundreds of packages from an apartment complex. ktvu zac sos spoke with

tenants who say this was not the first time. >> a neighbor of mine got home, came to get our packages and was literally in tears. >> tenants at an alameda apartment complex with a real-life grinch on their hands. >> that was kind of her christmas inside that room before it was taken. >> bob, who also lives at ballina village, had his stocking stuffers stolen. photos showing just a handful of gifts left in the package room after he says more than 100 were swiped just five days before christmas eve. >> the thing is, is it's just, you know, it's the holiday season. we're all, you know, working hard to pay our bills and, you know, stay above water. and then for people just to come and take from the people that work hard. >> alameda police say they're looking for two people who broke into the room. >> i'm glad that i only lost one thing. >> tenants like this woman who asked for her face not to appear on camera, relieved after being reimbursed, but still scrambling to buy new nintendo gear for her nephew. >> nobody has time to reassess or to what are we going to do

now that we don't have any presents to present? i spoke with another resident that lost like seven packages, so that very well could have been majority of their christmas. >> it's the second christmas in a row. residents say their packages have been pilfered by thieves, but there were also other times in between the two break ins in the span of a mont. >> during the holidays is not easy on anybody. >> all their mail is now temporarily being diverted elsewhere on property. >> i think the complex really is doing everything that they can. >> in a vaguely worded email to tenants building management apologizing for the quote incident, adding that it's investigating what happened and exploring options to relocate the package room. >> i think, you know, one, having a package room 20 yards from the main road is not the smartest idea. secondly, you know, the notifications came out after other residents, you know, were notifying each other and we're going into the office and making gripes. >> zac sos, ktvu, fox two news. >> thieves in oakland used a number of vehicles to ram into a

supermarket and steal an atm that was inside. this happened at the lucky supermarket in montclair. contractors working to board up the damage said this is the second time that store has been targeted. the montclair village association says the same thing happened on christmas eve, just a night before this break-in. >> this is a crime of opportunity in that after hours holiday season, nobody's going to be there. and so there's now ample opportunity to be able to grab the atm machine, break it open, get the cash out of there and get out of the area quickly. >> also on christmas eve, two similar smash and grab crimes happened at a restaurant in san leandro. later that same night, police say the same group of thieves drove a car into the gamestop there. if you have information on any of these burglaries, please call police. >> sfmta says it's delaying the rollout of their first in the state speed cameras until march. this is a month later than previous plans. the 33 cameras were originally supposed to go

up this month, but there were delays finding a camera vendor and identifying installation locations. there were also a few electrical and structural engineering challenges, such as agreeing with the city's public utilities commission to put the cameras on its street light poles starting january 13th. bart will be changing its schedules on the peninsula due to a construction project to replace an outdated control system. after 9 p.m, crews will be working on track updates between the colma and millbrae stations. this means the yellow line will end at sfo instead of millbrae after nine. the millbrae station will only be served by a train running every 15 minutes between millbrae and sfo. this nightly service plan in millbrae is expected to last several years. local transit agencies are gearing up for new year's eve next week. bart will be running special extended service on new year's eve until 1 a.m. to get people home safely. san francisco muni will be offering free rides starting at 8 p.m, and its overnight owl service will provide extra

busses in the south bay. vta will also offer free bus and light rail service, with extended service on new year's eve to help deter drinking and driving. >> the new congress convenes in one week, and the house will vote on a speaker. current speaker mike johnson is under fire from both conservative and progressive lawmakers. republicans spent five days and 15 rounds of voting to elect a house speaker last year. they have only three days this year before congress is supposed to gather and certify the electoral votes for the presidential race. >> so to have a speaker's battle, all that does is a distraction and delays getting the american first policy through the promise made is that it should be the promise kept, and the house has to do their part. they cannot do the part without a speaker. >> some republicans want president elect trump to quiet all speculation and announce he is supporting johnson to retain the job as house speaker. >> president biden, meantime, had a busy holiday week, signing 50 bills into law and the

transition process for president elect donald trump continues ramping up. trump will be inaugurated on january 20th. the recent russian strike on ukraine on christmas day is putting more pressure on the incoming trump administration to end the ongoing war. >> i do think when congress is involved, we're going to see more policy stability for the decisions that president trump can make on his own. i think that's where we're going to see more instability and a lack of predictability. >> on his first day in office, president elect trump is planning to enact many executive orders and directives. states, including california, already preparing to challenge some of those, including executive orders on immigration. president elect trump has named kevin cabrera as his pick for u.s. ambassador to panama. cabrera, a florida county commissioner, worked for the trump campaign back in 2020. the 34 year old was born in miami to parents who fled cuba. trump boasted of cabrera's qualifications on social media, writing, quote, few understand latin american

kiosk and bridge. the campgrounds are still open until construction begins, but online reservations are currently closed. >> outside our doors this morning, it's a soggy start. even a little bit of flooding reported on our roadways and our highways. that morning commute could be a bit sluggish and a bit hazardous, so take it easy out there this morning, giving you a live look over oakland, where we do have the mostly cloudy skies and a little rain continuing to fall. brunt of the system already moving out. take a look at what is happening here on the radar. you can see just scattered showers along the coastline and parts of the peninsula over towards the san francisco sfo, in and out of scattered showers over the east bay, but the widespread rain now moving into the sacramento san joaquin valley and into the sierra, where it is turning over to snow between 5 and 6000ft. but over the last 24 hours, we've had a good amount of rain falling over the last several hours, we've had a lot of these storm reports kind of pop up. you can see, favoring areas of the north bay where we do have

advisories for flooding going on through the morning hours, even into the afternoon. and i'll show you that here in just a moment. but just a few of these reports here, rushing water on the road there reported in areas over occidental at 442 this morning. and as we shift over to the east bay alameda oakland area, also reporting some flooding, san lorenzo there, flooding in lane number three at the i 238 southbound and one shift over over towards the san jose, this one coming earlier this morning. a foot of standing water reported at the saratoga on ramp there to the highway. so please be careful. you're going to find some flooding out there early this morning. the advisory for the east bay will go until 615 shades of green in the north bay for marin, as well as towards the sonoma, will go until 715. and this area of yellow is a flood warning until 230 in the afternoon. and this is between windsor, sebastopol, rohnert park, low lying flooding as well as near our streams and creeks happening there. the advisory for surf high surf goes

the story for, of course, at least the first half of this day. >> well, today is another particularly busy day at airports across the nation. some folks are returning home, while others are flying out to ring in the new year. triple a is predicting 119 million americans will travel at least 50 miles from their home for the year end holiday period. that's from last saturday, december 21st, to new year's day. the number of people flying this holiday period expected to go up from 7.5 million passengers to 7.85 million. this would set a new record, surpassing the old record, which was just last season. well, happening today at 602, city leaders in santa cruz will hold a news conference at 11:00 this morning. they'll provide an update on their response to the collapse of a 150 foot section of the city's main wharf. it's currently closed indefinitely after powerful waves sent that portion of the wharf into the pacific ocean on monday. city leaders have not yet publicly revealed how long it will take to repair the extensive damage, and the warnings about the dangerous surf conditions will be in effect through the weekend. >> ktvu. joey spent the day at

county school district is paying $17.5 million to settle sex abuse lawsuits filed by four former students. they accused tamalpais high school of failing to protect them from tennis coach normandie burgos, despite evidence of predatory behavior. he was eventually convicted of molestation and sentenced to 255 years behind bars, the new york times reports. tamalpais union high school district mailed out the financial settlements last week. a fifth case filed by an anonymous plaintiff goes to trial in february. >> there are several new laws that go into effect in the new year, and one is designed to protect bank customers who try to withdraw money from atms but don't have enough in their accounts. the new law bans state regulated banks and credit unions from charging additional fees when an attempt to withdraw money is immediately declined because of insufficient funds. >> it has been shown that nsf fees are most likely to be assessed on financially vulnerable consumers, increasing financial strain while also negatively affecting the consumer's overall perception of

the banking system. >> the governor also signed a bill into law saying credit union overdraft fees can be no more than $14 unless a lower federal limit is set. that becomes law in 2026 under the new state law, will prevent medical debt from being used as a negative factor on credit reports. supporters say the measure will ensure that people are not penalized for the high cost of necessary health care. the new law also gives people more time to address their medical bills before debt collection can take place. the new law takes effect on january 1st, and some other laws going into effect include sb 969, which allows local governments to choose zones where bars and restaurants can sell alcoholic drinks. another law says school districts will no longer be allowed to create policies requiring teachers or staff to disclose a student's gender identity. starting next year, a law allows school boards to limit students ability to use social media while at school. also in 2025, employers will no longer require employees to get paid vacation for sick and

family leave before accessing the state benefits. >> sfmta says it's delaying the rollout of its first in the state speed cameras until march, one month later than the previous plan. the 33 cameras were originally supposed to go up this month, but there were delays in finding a camera vendor and identifying installation locations. there were also a few electrical and structural engineering challenges, such as agreeing with the city's public utilities commission to put the cameras on street light poles starting january 13th. bart will be changing its schedules on the peninsula due to a construction project to replace an outdated control system. after 9 p.m, crews will be working on track updates between the colma and millbrae stations. this means the yellow line will end at sfo instead of millbrae after nine. the millbrae station will only be served by a train running every 15 minutes between millbrae and sfo. that nightly service plan in millbrae is expected to last several years. local transit agencies are gearing up for new year's eve next week. bart will be running special extended service on new year's eve until 1 a.m. to get

court ruled santa clara county prosecutors violated the law when they said stubblefield's race was a factor in the decision by law enforcement officers to not search his house, which is a violation of the california racial justice act. police are investigating a deadly shooting in east oakland. it happened yesterday afternoon near the intersection of 11th avenue and foothill boulevard. officers arrived to find a man in his 40s suffering from at least one gunshot wound. he died at the scene. investigators say the deadly gunfire followed some type of heated dispute involving the shooter and the victim. but so far, there have been no arrests in this case. the young man is in custody for a dui hit and run after he crashed his car into a pole in santa rosa. it happened near the off ramp of steel lane and southbound highway 101. police responded after they got calls on christmas around 9 p.m. about the driver fleeing the scene. police found the 19 year old gabriel chacon nearby, apparently intoxicated and injured. they identified him as the driver. the man was treated at a hospital and booked in jail. california highway patrol

in hayward say two officers stopped someone driving in the wrong direction on interstate 580 on christmas eve. the officers say the man was so impaired that he could not remember how he got on the freeway. the man was apparently just hours away from his 21st birthday. he was booked into jail. >> thieves in oakland used a number of vehicles to ram into a supermarket and steal an atm from inside. it happened at the lucky supermarket in montclair. contractors working to board up the damage said this is the second time that store has been targeted. the montclair village association said the first time was on christmas eve, just a night before this. break-in. >> this is a crime of opportunity in that after hours holiday season, nobody's going to be there. and so there's an ample opportunity to be able to grab the atm machine, break it open, get the cash out of there and get out of the area quickly. >> also on christmas eve, two similar smash and grab crimes happened at a restaurant in san leandro. later that same night, police say the same group of thieves drove a car into a

massive response right now to an apartment fire in santa rosa or san jose. ktvu amanda quintana has just arrived on scene. amanda, what can you tell us about the pretty active scene behind you now? >> yeah. so this is gemelli way. we just got here, but obviously a big response. you know, just pulling up. i see at least eight fire trucks here from the san jose fire department. we're we're kind of far back because they've closed off the road here. so this is right off of capitol avenue and gemelli way. that's the intersection here. but all the way back to mayberry

road. that's where it's closed off. it still does look like an active scene from the reports that we're hearing. it is an apartment fire, maybe about a block or two in here. it looks like it's part of this complex here where there's a bunch of buildings. all of them look to be just two floors, maybe 6 to 8 units each. but we're hearing this is a three alarm fire. original reports. we heard some people might have been trapped, but it looks like some of the units here are kind of holding back. i've seen them kind of packing up some of their stuff to go into the truck, so hopefully that's a good sign. hopefully that means that, you know the fire is out and there's not an immediate threat here. but still a lot a lot of units here on scene. we've also seen a couple pg e work trucks pull out of here. it's hard to tell if they're, you know, related to what's happening here. but we
