don't have. but with the new year comes a new law. the rule going into effect that will eliminate overdraft bank- [music] [music]. fees. >> live from jack london square. this is mornings on two. >> the nine. >> and welcome to today. on this friday, december 27th. there's a look live across the oakland estuary. we still have some cloudy skies in some parts of the bay area. we do have that high surf advisory along the coast. we'll have a rosemary oroczo in just a few minutes to update us on the forecast. we begin, though, with developing news in the south bay. firefighters remain on the scene of an apartment complex fire. >> people living in eight units there have been displaced or. amanda quintana has been there for hours talking with tenants as well as fire officials. she is live there from east san jose. tell us about what's happening there now. what's happening there now? >> yeah, well, they are cleaning up. we've seen them let some people inside to get some of their belongings. but a lot a lot of damage here for these people that were displaced. so we now know that all of the

apartment buildings here are all of the apartment units in this building. all of those people have to be displaced. so that is ten adults and four children, eight units here. the red cross is here assisting those people we do know. the good news is that there were no injuries. so this is on gemelli way. it's a neighborhood just down the street from the capitol square mall. the call initially came in just after five this morning with people reports that people might have been trapped inside. and that's why the response was so big here. but luckily everyone was able to get out. i spoke to the man who lives in the apartment on the bottom floor where that fire started. he's been out here with socks on or just socks on, his pajamas just soaked with the rain. and this has been a really hard morning for him and his cousin who lived there. >> i actually, i was asleep when i had a friend spending the night, and they yelled and woke

me up and we were looking around trying to see where the smoke was coming from. and i realized that smoke was coming from under the door inside, and it had the smoke burns on the door, which is my cousin's room. so i felt the door was warm and i thought he was in there and he wasn't in there. >> luckily, his cousin was not in that room. he is okay. everyone in the apartment is okay, but neither of them know how the fire started. obviously, firefighters are investigating that, but that's something that they don't know right now either. they're still trying to figure out, but right now, kind of working on the cleanup, making sure fires don't restart here and trying to help people, you know, get in to get what they can. the man i spoke to said, you know, he he just ran out, obviously no shoes on, pajamas, didn't have a phone, keys, anything. so they're just

trying to get some of those belongings so that they can kind of pick up the pieces and figure out what to do here next. live in san jose. amanda quintana ktvu, fox two news. >> amanda. thank you. let's swing over to our meteorologist, rosemary oroczo, who is detailing a pretty interesting weather weekend. thankfully, not as interesting as we've had for the past couple of weeks. >> yes, we are going to have just a little bit of unsettled weather. gasia andre, hello to both of you. happy friday everybody. between now and the end of the weekend, now, come the end of the weekend, another system will bring widespread rain back to the bay area. i'll show you that here. coming up in just a moment. speaking of the widespread rain, we had a good dousing over the last 12 hours or so. here is a look at some of the fog in behind the system that is developing there. a flood warning continues until 230 this afternoon for this area of sonoma county. from windsor along highway 101, you can see it's over towards rohnert park as well and stretches up along highway 116 for streams, creeks, low lying areas again until the

afternoon. outside of that, we've been talking about the high surf advisory now extended into early sunday morning for large breaking waves could reach to about 22ft, even a bit higher in some isolated spots over the course of the weekend. if you're going toward the coast for the weekend, please be prepared. as we have been talking about now for several days, it is very hazardous out there. a view of some of that rain still falling from the sky. we have our higher elevation santa cruz mountains over the east bay hills, but for most of us, beginning to see it to taper off and wind down. quite the contrary to what we had earlier this morning. we have rain now in the sierra where snow levels are really high. lake tahoe reporting rain at this time. winter weather advisory will continue until noontime for the west slope as well as the lake tahoe area. if you are traveling up, it's still a tough one and hazardous to get into the lake tahoe area. the futurecast model for us. mostly cloudy skies for today. can't rule out the possibility. a

little drizzle, a little bit of a sprinkle activity going on sunday or saturday morning. more of the same. mostly cloudy. few scattered showers sunday though. now we are back into the widespread rain. it looks like it will clear out by about 5:00 in the afternoon. once we clear out, we will continue with dry weather all the way into the holiday, the new year. temperature wise it is a mild one out there and we are a bit breezy anywhere from 10 to 15mph. so a little soggy, a little foggy, a little breezy. temperatures right now in the upper 50s to low 60s. not bad for the afternoon today. low to mid 60s expected for most of us. and as we get into your extended forecast, temperatures won't change a whole lot. we will cool off a little bit as we get into next week, but between now and sunday, just on and off, scattered showers until more widespread rain arrives on sunday morning. back to you. rosemary. >> thank you. happening today, santa cruz city leaders plan to give an update on the damaged

wharf there. right now, beaches in santa cruz county are still closed as large swells and debris from the collapsed wharf continue to pose a safety hazard. the cleanup is a massiv, multi-agency effort. the dangerous debris spanned from seabright to beaches up to south of the pier. >> the pier pilings themselves, they're covered in creosote, which is pretty toxic. so we have to make sure that we're doing our best environmentally to dispose of these. >> state and local teams are using heavy machinery to clear the debris from seabright and twin lakes. more debris is expected to surface over the weekend, so people are being told to avoid the beach. crews are preparing for more debris and powerful swells this weekend. >> 2025, is just a few days away, and several new state laws go into effect in the new year. one is designed to protect bank customers who try to withdraw money from atms, but don't have enough in their accounts. the new law bans state regulated banks and credit unions from charging additional fees when an attempt to withdraw money is immediately declined because of insufficient funds.

>> it has been shown that nsf fees are most likely to be assessed on financially vulnerable consumers, increasing financial strain, while also negatively affecting the consumer's overall perception of the banking system. >> california's new bank fee law has the strong support of consumer protection groups across the state. it also appears to be very popular among bank customers. >> things happen, you know, especially in this economy, and it's $35. and then if some other check bounces, then you're stuck with another $35 fee. >> it definitely will help out as far as keeping that money back in the household versus in the bank. and then, you know, historically, the banks have done a lot of different things. >> governor newsom signed this bill into law in september. the governor also signed a bill that says credit union overdraft fees can be no more than $14, unless a lower federal limit is set. that becomes law in 2026. >> some other laws going into effect include sb 969, which

allows local governments to choose zones where bars and restaurants can sell alcoholic drinks. another law says school districts will no longer be allowed to create policies requiring teachers or staff to disclose a student's gender identity. starting next year, a law allows school boards to limit students ability to use social media while on campus. also in 2025, employers will no longer require employees to use paid vacation time for sick and family leave before accessing state benefits. >> a recent reddit post has sparked a heated debate online over the proper use of overheard bend space or overhead bend space in airplanes now. it all centers on whether passengers should place their carry on bags in the overhead bins, above their own seat, or in any available space, regardless of seat assignments. the user wrote about a recent experience in which she says a flight attendant announced items don't have to go directly above your seat, but to look for any overhead space. the user said the flight was packed and room ran out quickly, especially as carry on sizes were drastically

different from each other. i got yeah, okay, so a couple of things. let's hear it. i've had issues where someone has put their stuff in the overhead bin directly over the seat where i sit. okay. so i've had to go look for another place, and sometimes it's past right my seat, which is not good. if i have a connecting flight and you have to wait for everyone to come back up so you can go back and get your stuff. yes, that is really annoying. yes. so you got to put it above your seat. right. so people and then people are, you know, putting more than they should up up there. they'll have two carry ons, one that's supposed to go underneath the seat in front of you, but they're putting both up there and you run out of bench space. it's like the most, most annoying. so now if i'm getting on the plane like last, and i see something open before i get to my seat, i'll put my. >> oh, i see. >> yeah. because sometimes you're like, i know that's full. it's going to be it's going to be full. so i'll just put it in somewhere. and i know they're not that many people behind me. right. so it's not like, you know, it's going to cause a big

look at the beautiful backdrop. set the scene for us there in malta. what are you. i mean, that's just a fantastic place for you to be. >> you said it, sal. it is a stunning destination. let me let the visuals do the talking for me. i am looking across the grand harbor here at an area called the three cities there that is fort saint angelo. we're going to talk about that here in just a sec. but this is obviously a glorious destination, getting a lot of buzz these days because of hollywood. hollywood loves malta because of these beautiful destinations that are sort of snapshots of time across history. i want to show you this fortification at the very mouth of the harbor, because this has been the backdrop for many movies that we know and love. gladiator two. this is where ridley scott would have recreated the roman colosseum there. it's in theaters now, but movies like troy and napoleon, even the classic robin williams film popeye would have been shot right here in beautiful malta. i am at on the top level of the hotel. brand new five star property here. great spot to

consider staying when you come to malta in the city of valletta. this is the capital of malta. i've got a capture a live shot right at the sort of the gates at the entrance of valletta there. so people are starting to come out now. this is also the site of fairyland, which is an annual christmas themed destination that's going to be up all season long. here. santa will be making multiple as busy as he is, multiple appearances here in the beautiful city of valletta. this is an area of south malta that is just replete with these beautiful, exotic, romantic cities that go back centuries. this is mdina, one of my favorites, a phoenician colony in the eighth century b.c. and of course, in the 1718 1900s, when the knights, of course, were in this area. this became an area where noblemen would live. and this is casa goorjian, which has been renovated by the family of a gentleman who built it in the late 1800s in a neo-gothic style. it's been brought to its former glory and is a beautiful museum. now that

you can visit great open space here as well with these beautiful cliff destinations in a place called the mistra bay, northeast portion of malta. here, beyond that, about 70 miles north of that shot, right there, sal, the island of sicily. so you can take a 90 minute ferry ride from or to sicily, a 20 minute plane ride. and again, it puts malta right at your fingertips. this is a trio of islands in the heart of the mediterranean, and just a glorious destination that, as you mentioned, is in the list of destinations to consider for 2025. getting a lot of buzz these days. >> yeah, you know what? you know me. i like the food there. and i heard that malta actually does really well as compared to its european neighbors. what what do you say? >> i say so i think this is some of the best mediterranean cuisine. and i've had a lot of italian friends, a lot of spanish, some of the best mediterranean cuisine you're going to get out there. let me tell you quickly about pastizzi, because this is street food at its finest, one of the most

popular snacks out here in malta. i visited a wonderful lady, a former theater actress, mary lou, who now has a restaurant in the great historic little town of siggiewi. she taught me how to make these pastizzi. you stuffed them with ricotta or with peas, bake them in the oven for 20 minutes. she's using a recipe from her grandmother, and then we went to the rooftop and enjoyed them. i think i did a pretty good job with the pastizzi, but you order them by name when you get hungry here in malta. but by the way, sal 40 plus michelin restaurants, more michelin restaurants per capita than any other destination in the world aside from monaco. but otherwise you're going to find just an amazing amount of quality eating here in malta. this is a restaurant called tatooine in the fishing village of marsaxlokk. we, eight of us, were fed by a beautiful red snapper pulled right out of the ocean, baked in the oven for about 40 minutes, enveloped in local sea salt. just delicious. and this is a restaurant here called medina in the historic town of medina. a local octopus rabbit here is done beautifully. so yeah, this is mediterranean cuisine at its best. and it's

not just the food, the wine here gaining some great reputation compared to some of its mediterranean neighbors. i visited a gentleman at marcos de vinas, who's making some native varietals in conjunction with the chardonnays and the merlots, but just beautiful wines. most of it stays here in malta, sal. so you've got to come out here to taste what i think is some of the most exciting cuisine and wine this side of, as they say, the pond. >> well, if you insist. i guess i'm just going to have to go out there. now, look, there are nine spots here that made this list. tell me. give me a sneak peek at some of them and tell me why they made the list. i'm very interested. >> all right. and for more information on malta, by the way, check out the visit malta folks. they're great on social media. you want to follow them for information throughout 2025. but aside from that, as you said, we've got eight other destinations on our list three domestic, including sonoma county, by the way, for its wellness and culinary options.

homan revealing aspects of his mass deportation plan. >> we're going to shut the border down. we're going to have the largest deportation operation this country has ever seen. >> homan says the deportations will be carried out in a humane way and will not involve sweeps through neighborhoods, but instead focus on immigrants with criminal records. homan telling the washington post the administration will build family facilities for migrants who came into the country illegally, the report reads in part, quote, u.s. immigration and customs enforcement will look to hold parents with children in soft sided tent structures similar to those used by u.s. border officials to handle immigration surges. he goes on to say that the government will not hesitate to deport parents that are in the country illegally, even if they have young u.s. born children. noting it would be that family's choice on whether to be split up or to leave the u.s. together. this massive operation comes with a hefty price tag. current projections show that at least 100,000 beds would be needed for detention, with homan saying that they'll need at least $86 billion. >> it's going to be expensive in

gorgeous. look at the oakland estuary. it's about the brightest we've seen most of the week here. on and off again. rain is taking a break for right now. the afternoon looks clear. if you have things you should be doing, go out and do them. we're also just ahead of what should be a drier weekend than what we've seen for the past couple of weekends. 2025 is almost here. many americans saying good riddance to 2024 already took a research survey of 2000 americans to see how they felt about this past year. a small and positive 30% gave 2024 an eight out of ten or higher. the average american rated the past year six out of ten. the study also found that personal growth was a big theme for a majority of respondents. if you had to give either a letter grade or a percentage to your 2024, where do you think you'd fall? >> well, never. you know, just

now thinking about that. that's a good question. all right. i'm going to do better next year. how's that? okay. there you go. >> next year is going to be a ten out of ten. i mean, i look, i don't know that there was anything humongous that happened this year to me personally or professionally. however, experts would say that we should be grateful for our good health. the fact that, you know, the heat is on at the house, there's clean water coming out of the tap, grateful for that. if you focus on the little things, we realize there is a lot to be thankful. >> there is a lot to be thankful for, to be sure. >> let's swing down to the south bay here. we've been really focusing much of our newscast on a fire that happened there in the early morning hours. now we have new pictures and more information about an apartment complex fire in east san jose. authorities tell us that ten adults and four children were displaced by the fire. all eight units in one building are uninhabitable. the fire department also released photos showing us the damage. the first emergency call came in just after 5:00 this morning about that complex on gemelli way near capitol avenue. two apartment units were in flames. fire crews then arrived at the scene. no word yet on what started this fire, but we did talk with one

tenant who is among those who first saw flames and smoke. >> i just went we went knocking on, on the neighbors doors to get them all out. and then it expanded. my friend was on the phone with 911, trying to let them know. >> it's difficult anytime when someone loses their property in their homes with a fire. we're always reminded that thankfully, everybody got out alive and that's what's important, but definitely for our firefighters when they are working through buildings and pushing over christmas trees to fight fire and search for victims. >> everyone inside escaped. no one was hurt. the red cross is there helping those people who were forced from their homes. >> the historic morrison hotel in downtown los angeles has been destroyed. a fire broke out yesterday afternoon on the top floor of the building, spreading to the rest of the structure. while the hotel has been vacant for years, it was made famous by the 70s band the doors. now, the aids healthcare foundation bought the building last year with plans to convert it into an affordable housing development. however, workers said they were having trouble keeping squatters out. >> fire department say there are no vacant buildings in los

angeles. a lot of the large unhoused community that uses these vacant buildings as their temporary residence, and several dozen were seen self evacuating at the time of the fire. >> authorities say no one was injured, but fire crews did have to rescue a few people who were inside when the fire broke out. >> the mother of a teenager opened fire at a michigan high school three years ago, is asking the courts to release her from prison. jennifer crumbly and her husband, james, were convicted of involuntary manslaughter in connection to that 2021 school shooting that killed four students. crumbly wants to be released while her appeal moves through the judicial system. she was sentenced to 10 to 15 years, but her attorney says she should be allowed to post bond. he says crumbly is not a danger and won't run away. her son is currently serving a life sentence without parole. >> a pizza delivery driver in florida was arrested for allegedly stabbing a pregnant woman over a $2 tip. local sheriff's deputies say the suspect stabbed the pregnant woman 14 times. deputies say

brianna arvelo became upset with the pregnant woman because the tip was too small. she later returned to the motel room with a man, and they reportedly forced themselves inside and then stabbed her. >> once i realized the like severity of the situation, you know, i'm like, oh my god, these these people came in here to hurt us. it wasn't like she was just upset. it was like she was in a frenzy mode. >> the arrest report says the man also pointed a gun at her five year old daughter. the woman involved in the attack has been arrested. police are still looking, though, for the man. >> thieves in oakland used a number of vehicles to ram into a supermarket and steal an atm that was inside. this happened at the lucky supermarket in montclair. contractors working to board up the damage said it's the second time that store has been targeted. the montclair village association said the same thing happened on christmas eve, just a night before this break-in. >> this is a crime of opportunity in that after hours holiday season, nobody's going to be there. and so there's now

ample opportunity to be able to grab the atm machine, break it open, get the cash out of there and get out of the area quickly. >> also, on christmas eve, two similar smash and grab crimes happened at a restaurant in san leandro. later that same night, police say the same group of thieves drove a car into a gamestop. do you have information on these burglaries? please call police. >> police in alameda are looking for two burglars who stole hundreds of packages from an apartment complex. ktvu zac sos reports. tenants say this is not the first time this has happened. >> a neighbor of mine got home. came to get her packages and was literally in tears. >> tenants at an alameda apartment complex with a real-life grinch on their hands. >> that was kind of her christmas inside that room before it was taken. >> bob, who also lives at balena village, had his stocking stuffers stolen photos showing just a handful of gifts left in the package room after he says more than 100 were swiped just five days before christmas eve. >> the thing is, is it's just, you know, it's the holiday

structure. >> this is our super cookie chip. this is a great product. this is the sort of in between between a chocolate chip and these wafers that we have over here. so this is kind of like if you wanted the structure of a chocolate chip, but not quite the puddly nature of a baking wafer, you can use these guys and you start to see that you have a little bit less of that doming action, but it's still sort of serves serves the purpose. >> if you chop up a chocolate bar, you'll incorporate small bits throughout the cookie. that's the one on the right. on the left is the same dough, but with the baking wafers, which i hadn't tried before, i only ever use the chips. i buy the red bag in the grocery store. >> yeah, so that's our 63% chip. >> yeah, i can definitely see how it's there's a lot of chocolate in there. >> yeah. it kind of creates sort of a layering as well. >> baking is as much science as it is an art. and even though bad cookies are still pretty good, guittard says choosing the right ingredients and recipe will help make sure you love the outcome. as one example, she points to the contrast between

her win. season two of fox's next level chef with gordon ramsay, now bay area native tucker riccio, better known as chef tuck, is on to another new exciting adventure, opening her very first restaurant. it's called lira. it's down in campbell. she'll be serving up new american fine dining. we welcome a familiar face. chef tuck joins us on the nine ahead of this huge, huge step for your career. >> congratulations so much. it's such a pleasure to be back. i'm just going to open this. oh excellent. perfect perfect. you do your thing okay. >> so first of all lira. lira. that's the italian money, right? >> it is. yeah. so when i was a kid, my first trip out of the country was to italy. and my grandma gave me this little bag

of lira. and so for me, that just kind of kicked off my love of travel and food and exploration. so i wanted to kind of bring that and feature that in my restaurant. >> so is there some italian influence? >> definitely. so there will definitely be some italian signature dishes. you'll see some gnocchi on the menu, but this dish today has got some thai influence because i love global flavors. and so we're going to have global cuisine. >> how's he doing by the way on the wine. >> so far so good okay, screw this up. all right. no, i don't think so. >> i think you got this. no pressure. he's got the california wines, i think. do i see that? >> that's another one of our beautiful pahlmeyer napa napa chardonnays over here. real buttery, full bodied. it's going to go really well with our crudo. >> well, we'll let we'll let andre pour. >> well, okay, andre, you can pour up some glass, which means raw for those. it does. so crudos raw. >> i did just double check. what is it that you're putting together. >> so this is our hamachi dish okay. so i've done a light cure on the hamachi. it's got salt. it's got sugar. it's got some lime zest, some aleppo some black pepper i love aleppo pepper. >> yeah. >> so we're just going to cut it

into small cubes. >> how long do you have to let it cure for. >> so i leave it on about 20 minutes or so. okay. >> quick long. all right. >> just a quick here. just you want to impose a little bit of flavor here, right. >> some of the ingredients that you're using on this. or is this stuff that you just commonly keep in your kitchen or do you have to go out. because the issue with me is i'm like, oh, i want to try and make this. i buy all these things and then i never use them again. what are you, what are you what are your recommendations for that? >> aleppo is probably a little bit more of a hard to find spice, but i really like getting into spices that i've never seen or heard before. if i go to farmers markets, i try to look for fresh produce i've never seen before. and you know, when you look at global cuisine, there's a lot of the times things we've never, you know, played with before. so it's i love getting into things like that. >> is this something that we would share at the restaurant. because i know you have large plates, small plates. so this is something where like, you know, let's say, andre, i'm taking andre out because he got a big promotion. we could order several of these and just have a million little different bites. >> absolutely. yeah. so you'll see some things like filet with uni, which is i'm really excited

really pretty. >> do people make fun of people with tweezer food? they do. >> you know, chefs are oh, it's not real food. it's just tweezer food. but a lot of really hard work goes into tweezer food. >> and when i go out to dinner, i don't want to eat something i could have made myself at home. >> i mean, that would annoy you. >> i mean, like, if i'm going to go and experience. yeah, i want to be treated. i want my eyes to eat first. >> i want it's an experience and that's what we provide for you. so, you know, we have some amazing craft cocktails, amazing wines. we try to find purveyors that are local. good. >> what do you got there? >> so this is tobiko. so this is a fish roe. basically it comes in a ton of different colors. all right i like the red one because it's making things pop. >> it's super pretty. it looks beautiful. >> do you want to play with some tweezers. >> no i'm okay i only my eyebrows need five seconds left, so i'm okay with the food. so this is sorrel, right? the final. >> yeah. so this is our sorrel. so i also love this for this dish. >> so you do put this together like a, like an artist. that's what i picture. this is art. >> food is art. >> what are you doing between
