[music] >> fox two news. this is mornings on two. >> and good morning to you. welcome to mornings on two. i'm claudine wong and we want to get you right to our breaking news out of san leandro this morning. a gas leak is prompting evacuations. and the efforts to get residents to safety is underway. at this hour. happening on the 700 block of llewellyn boulevard near washington avenue. you can take a live look right now. that is where ktvu is. amanda quintana joins us with the very latest. good morning amanda. good morning claudine. >> so this this initial call was for an address like you said, on llewellyn boulevard. but police and fire have the road closed off from the direction we're coming from. it's at the intersection of washington and fargo avenues. but just about ten minutes ago, police even pushed us further back. so we
7:02 am
are in a shopping center here where it seems like a lot of the ambulances, the fire department, they're kind of stationed here in this shopping center, but a very heavy police and fire presence here. lots of lights, lots of sirens we can hear on the loudspeaker throughout the neighborhood. they're telling people there is a gas leak they need to evacuate. there's also a really strong gas smell. so we are trying to be as safe as possible, you know, staying staying in our car as much as we can, staying back as far as we can because it is a very strong smell. now, it's kind of unclear what section of this neighborhood needs to evacuate right now. but again, we're about two blocks back from where that initial call was. so it's at least, you know, two blocks wide. but this is a very heavy police presence here. so the
7:03 am
perimeter, it seems like has been expanding as we've been here over the last 30 minutes. now, we did get a call into our newsroom this morning from a man who says he saw the hole in the pipe, and he's the one who called 911 to alert them. he says it's a large, exposed pipe where washington avenue goes over the san lorenzo creek. so the overpass there, that's where he was when he saw it. but we are trying to get some more information from first responders. obviously, they are very focused on evacuating people right now. that is the number one focus. so we will get information when we can, and we'll make sure to update you when we get that. for now. live in san leandro amanda quintana ktvu, fox two news. >> okay. thank you amanda. certainly. safety first. and yes, two blocks away. you can still smell that. so that is a situation we're going to be monitoring for you this morning and this morning. we are still trying to get information on the

conditions of several people who were sent to the hospital after a multi-car crash in the east bay that involved two bart police cars this morning. ktvu has obtained surveillance video of that crash happening, and we want to show that to you. the moment where this collision happened. a medical supply van. you see it there was going down mandela parkway. then all of a sudden one police car hits it. and then right after that police car, you can see the second one coming in, one going into a pole, the other going into the intersection. first responders, we do know, rushed several people to the hospital following that crash. now this all happened on saturday afternoon. this was near west oakland's bart station at seventh and mandela parkway. the oakland fire department tells us that bart police were responding to some type of call when that collision happened, and there were four people, including three bart officers, who were hospitalized. we do not know this morning how seriously they were hurt. witnesses, though, described that scene as scary

and chaotic. >> the sirens came on and i seen the one officer coming from down mandela and the other officer coming from across seventh street. in a split instance, they hit nose to nose in the intersection. >> oakland police say it is unknown if alcohol played a role in the crash. well, this morning, the death toll continues to rise in south korea's worst aviation disaster in nearly 30 years. a passenger plane that had taken off from bangkok burst into flames after it skidded off the runway at an airport in southwestern south korea early today. at least 179 people have been killed. two passengers sitting in the back of that jet somehow survived. investigators say the landing gear of the jeju passenger plane failed. while that pilot was attempting to land at the airport, about 180 miles south of seoul. they say a bird strike may have caused the crash. and
7:06 am
this morning's air disaster in south korea comes just days after the deadly crash of a passenger plane that was headed to russia. and there is a major new development in that investigation this morning. azerbaijan's president says he is now certain that the plane that crashed on christmas day was accidentally shot down by the russian military. this comes one day after president vladimir putin issued a formal apology involving the crash that killed 38 people. however, the russian leader stopped short of saying moscow was responsible. >> i don't think we would be hearing that apology unless there had been so much evidence left and people left alive from the crash. >> the kremlin is only calling the deadly plane crash a tragic incident. u.s. intelligence agencies say they have evidence that the plane was shot down by russian air defenses, who were attempting to deflect a ukrainian drone strike. all right, let's talk now about our weather here at home. we are

certainly tracking the rain and the winter advisory that is now in effect in the sierra. you are taking a live look at interstate 80. this is along the donner summit near soda springs, just north of lake tahoe. and if you take a look at that road, you can see the drivers are making their way through. but there's snow on that road and things are going to be changing. so while that advisory is in place, caltrans is urging drivers to slow down, use caution while traveling over the sierra passes. take your time. keep in mind the mountain received a foot of snow last week. it is expected to get another ten inches after this round of new snow. that is great news for the resorts because they are going to be busy ahead of the new year, as that fresh snow is expected to attract big holiday crowds. >> now that there's some actual snow coming. this is when people tend to get excited. more terrains open, the lift lines will be smaller, even though there's more people on the mountain, and everyone will have
7:08 am
really good, a really good time. >> so before heading up to the mountain, skiers and snowboarders are being advised bring those chains for your car and have that emergency kit ready. >> we definitely encourage folks to carpool as much as possible, and definitely check out that that caltrans app. before you do, head up the hill. >> no chain controls are in effect on the roads up to tahoe right now, but that can and it does change very quickly, especially when you have a winter weather advisory that we do have in effect. now, of course, you can track the latest road information from the caltrans website or by calling 511. and let's look at the weather closer to home here in the bay area. this is a live look outside at interstate 880 as it rolls by the coliseum through oakland, and you can see the roadways are already wet and they're not going to dry out anytime soon, at least not in the next few hours. let's go to meteorologist rosemary oroczo

with a look at this soggy morning that we have in store for us on this sunday. >> it's like another morning, another round of rain flooding. but this storm is a bigger one compared to yesterday, and it will last for the first part of the day, giving you a live look here at the overcast sky, the soggy conditions and the breezy conditions. even a wind advisory to talk about. here's a look at storm tracker 2a3 hour time lapse. you can see it came ashore early this morning, hitting the north bay first in and now pretty much covering the entire bay area from north to south into the sierra we go. snow levels have dropped and there is a winter weather advisory. as claudine mentioned, it goes until 8:00 this evening. if you're thinking about heading up for the big holiday, you may want to avoid today if at all possible. meanwhile, here, closer to home, a flood watch for the north bay will go until noontime, and the wind advisory includes everybody except the santa clara valley. this will go until 3:00 this afternoon for breezy conditions and wind gusts. expected to reach to

left suppliers short on egg producing chickens. but no matter what 2025 brings. omar says donut savant will be ready to meet the challenge. >> being a small business, you've seen so many disappear and we're we're ahead of it. >> in oakland, tori gaines, ktvu, fox two news. >> in recent days, republicans have been debating on social media over a visa program that supports foreign born workers. now, president elect donald trump is weighing in, siding with the backers of that program. h1-b visas allow companies to temporarily hire foreign workers for certain specialized roles. tech ceo elon musk joined the conversation this week, contending that there is an urgent need for the skilled worker immigration program. other trump supporters, including former white house strategist steve bannon, argued the h-1b visa program siphons jobs away from american citizens. however, in an interview with the new york post, the president elect now

screen, it's a pretty big area. let's go to ktvu. amanda quintana, now, who joins us live from the scene with the very latest. and amanda, you've been talking about how strong that smell is and how you guys were even moved back for safety reasons. >> yeah. that's right. and we've been trying to stay in our van as much as possible, because really, as soon as you open the doors, it is a very strong gas smell. so we're about two blocks away from where that initial call came in, which is lewelling boulevard. so we are what you're looking at is at washington avenue. so washington avenue and fargo avenue, that's this intersection you're seeing here where they have the street blocked off. they're not letting anyone go that direction. we've been seeing lots of lights and sirens. police telling people in this area they need to evacuate because of a gas leak. they pushed us back even further into this shopping mall, where a lot
7:34 am
of first responders are kind of stationed here. many fire trucks kind of sitting here waiting. so there is still a large police presence here. we've also seen chp here trying to clear people out, and multiple pg and e trucks here. so again that strong gas smell. police on the loudspeaker telling people they need to evacuate. i did see somebody posted a nixle alert that they got to their phones saying mandatory evacuation in this area. so we're we're kind of watching as police try to alert people and get them out of this area. now, we did get a call into our newsroom early this morning around 5:00 from a man who says he actually saw the hole in the pipe. he says he called 911 to alert them. he explained it as a large exposed pipe where washington avenue
7:35 am
goes over the san lorenzo creek. so he it seems like he was the initial caller. but again, you know, first responders are focused on the evacuation right now. so we are trying to learn more information. but you know that that is what they are focused on right now. and when we do get more information, we'll make sure to bring that to you. for now, live in san leandro. amanda quintana, ktvu, fox two news and amanda, it sounds like everything is still growing. >> you know, certainly when we have a gas outage, the first goal is they want to turn it off. but when you're talking about possibly a large pipe, it could be possibly more confusing or not confusing, but complex to do that. so at this point we're not getting any indication right from either nixle alerts or authorities about how long this could go on. >> this morning, no, we haven't gotten any alert about that. but like you said, it does seem like the evacuation zone is growing because when we first got here,
7:36 am
you know, it was closed off and we had our truck parked there. but police quickly came to tell us, hey, i think you guys should move back. so it does seem like it is growing and we are still hearing police go through with the loudspeaker with the sirens telling people they need to evacuate. so it doesn't seem like there's, you know, an end right now. and they are still trying to let people know that they need to leave the area. >> it sounds like it's a multi-pronged approach. i mean, we've got chp, alco fire, san leandro pd, the alameda county sheriff's office all trying to get people out. so for people at home, if they're saying, well, maybe i haven't gotten a nixle alert, if you hear that bullhorn and you hear that, it does mean get out and make sure you get to safety, at least check to make sure that they are not trying to clear your neighborhood as well. >> right. and also it's raining, so i think that makes things a little, you know, more difficult in terms of, you know, going house to house and telling
7:37 am
people to evacuate. but but there are a lot, a lot of different agencies here trying to get that all done together. >> yeah. certainly gives you an indication about how wide the area is and how serious the problem is. all right, amanda, we'll check in with you in just a bit. thank you so much for that update and that live report. all right. your time now is 736. and let's talk about the severe storms across the country. they're causing hundreds of flight delays. and then we've got the storm this morning. so you take a look at sfo. this is a live picture this morning. sometimes it's clear as a bell out there. today is not that day. you can see the lights from the planes at the terminal at last check. and we've been checking the flightaware website frequently this morning. that airport has about 51 delays already. six cancellations. keep in mind it's only 730 in the morning at san jose. mineta there are 22 delays. oakland has 26 delays, no canceled flights. but we see those numbers change quite frequently throughout the morning. and not only do you have the storms here, you have

following that breaking news from the east bay, where a gas leak in san leandro is prompting mass evacuations at this hour. now, it started on the 700 block of llewellyn, but it has grown several blocks since then. multiple fire crews are on scene, as is the chp, the police department, the sheriff's department all assisting with getting residents to safety. and police in oakland are investigating a crash involving two bart police cars and a medical transport vehicle. it happened yesterday afternoon near the west oakland bart station at seventh and mandela parkway. four people were hurt, including three bart police officers, and the death toll continues to rise in south korea's worst aviation disaster in nearly 30 years. a passenger plane that had taken off from bangkok burst into flames after it skidded off a runway at an airport about 180 miles south of seoul early today. at least 179
7:46 am
people have been killed. two passengers sitting in the back of that jet somehow survived. a bird strike may have caused that crash, and anyone planning to spend the new year's holiday on the sierra slopes could get some fantastic snow. but also some unpredictable road conditions on the way there and back. let's give you a live look at the roads right now. this is interstate 80 near donner summit and as you can see, there is snow on the roadways there. so the sierra central snow lab is reporting the tahoe region is currently at nearly 150% of the median snowfall for this time this year. a reminder though, check the conditions before you go. there is a winter weather advisory in place, so whatever you see there right now in terms of road conditions, it is going to get worse. it's going to change. crews are out there working hard, but as you can see, they're already working with snow that has fallen. and caltrans officials say they

expect to post chain requirements at various times on interstate 80 and 50. so make sure you have those with you. well, california couple is celebrating the holidays with an incredible gift their firstborn child. and it is all thanks to a south bay woman who became their surrogate. she shared her story with me, explaining why she took on that life changing commitment. liana ortega says she wasn't sure what to expect when she began a two year journey that began late one night when she was scrolling on her phone. >> i was scrolling on tiktok super late at night, and i seen this girl talking about her experience with surrogacy. she actually went through the company that i went through with surrogacy first, and so she was talking about it. she i think she was like eight months pregnant and she was just telling her experience. >> the post convinced ortega to get online and fill out an application. >> i don't really know if it was really her story. i think it was

7:49 am
realize. >> so for us in most agencies, there's probably a 3 to 5% qualification rate at the end of the day of someone that becomes a surrogate. she's had four. surrogacy is three of them with the same family. they're based in china. they've brought her entire family over for a one month trip, stayed at their house. >> it took a few weeks for ortega to be approved. >> but then the process began. and while the company will ask many questions to find a match on issues like termination, covid vaccination and how a surrogate feels about international or same sex couples, for ortega, the process of picking the family she would work with was fairly simple. >> to be honest, i only got sent one family. once i got sent that one family, i was like, yeah, i'll do it for them. >> the process after that involves hormone shots and the implantation of the couple's embryo. but the first attempt took and once again, she says the pregnancy was fairly easy. but there was one very important difference. >> i feel like from the very beginning, i like, mentally prepared myself. like i'm like,

this isn't my baby. it's somebody. it's going to be somebody else's baby because i didn't know i was going to work with them. so i just knew that, like, it was never my baby. >> she says her kids knew she was doing it to help people, and she got support from her family. but as her belly grew, people started asking questions. >> i'm like telling them like, oh, like i'm a surrogate, i'm going to have a baby. and then everybody's concern is, well, aren't you going to feel like attached? you're giving away a baby. >> she says she told the baby often that it was loved but never got attached. and as far as compensation, she prefers to keep that information private. but who says on average, in addition to medical expenses that are covered, there is a base compensation for surrogates that is paid over the entire pregnancy. >> so for base compensation, i think the average is probably about 50 to 55,000, but that can also go all the way up to 80 to 100,000, depending on the intended parent, what state you're in and you know, are you a repeat surrogate, etc. i would like to break one of the stereotypes, which is the number
7:51 am
one reason by far, that the surrogates pursue surrogacy is to help another family in need. >> ortega says that is what motivated her, and she describes the moment that the baby she carried entered the world and met their parents. she says even in that moment, she knew she was delivering a baby that belonged to someone else. >> the parents are just sitting there and they're like, okay, so like, what's going on? i'm like, you guys should probably stand up. like, we're about to have the baby right now. they're like, okay, you could tell they were going to like get emotional, but then they were like smiling like, oh my goodness, my child was just born. i feel like it's kind of like a full circle moment. it's kind of just like fulfilling for me. >> and as we sat with her just three days after giving birth, she was recovering in record time and already pondering the possibility of giving that same gift again. >> why would i do it again? i don't know, i just, i just, i don't know, i just think that it was it's very fulfilling internally for me, a gift of family. >> she has just given one couple

just in time for the holidays. amazing. leanna is so nice. and rosemary, i'm telling you, three days after i'm like, wait, you just had a baby? but i think that is in part one of the reasons why she says she is willing to do it and maybe willing to do it again, because for her, you know, other couples are not that fortunate to have that easy of a time starting their family. and so she said, you know, why not help. >> yeah. wow. yeah. she looks great. baby's healthy. i'm sure the new parents are so, so happy. that's an interesting story, claudine. thank you for bringing that. that's something, you know, you don't hear those types of stories very often, at least unless you know somebody personally. all right, let's switch gears. take a look at what is going on in lake tahoe. you can see rain, not snow. the levels are still above 6000ft, but will be dropping over the course of the afternoon. and there is an advisory there for travel, as we've been talking about. and storm tracker two for

8:01 am
long. welcome back to mornings on two. i'm claudine wong. now, this gas leak is causing an evacuation area that, by our estimates, is roughly two square miles. now, this is a map that shows you the evacuation zone. and as you can see here, there is the freeway. this is grant avenue here. so when you talk about how big the area this is llewellyn. where that fire actually or the gas leak, excuse me actually started. so we're talking about grant avenue down here from railroad avenue east to hesperian boulevard and then grant avenue north to manor boulevard up here at the scene right now we have our own. ktvu is amanda quintana, who has been following all the developments and has the very latest for us, amanda. >> yeah. well, that initial call was for llewellyn boulevard in address on llewellyn boulevard, which is about two blocks away from where we are. so we're at the intersection of washington and fargo avenues. police even
8:02 am
pushed this back further than that. but this is where the road is closed. so you can't get past this on washington avenue. but we've kind of been near this shopping center where a lot of first responders have been stationed. it is a mandatory evacuation for the residential areas west of washington. and we've been watching this large police and fire presence here. lots of lights and sirens, including chp and pga trucks we've seen. but police are calling this a significant gas leak. that's what they just posted on their instagram. so we've been kind of watching as all of those agencies really go into these neighborhoods with the loudspeaker telling people that there is a gas leak and they need to evacuate, and they've been doing that the whole time we've been here. so almost two hours now. the city also posted that there is a
8:03 am
shelter available at marina community center. and then the san leandro senior center is also going to open. if anyone needs somewhere to go. so what we know is we got a call into our newsroom early this morning from a man who says he saw the hole in the pipe. he says he was the original one to call 911 and to alert them. he described it as a large exposed pipe where washington avenue goes over the san lorenzo creek. so that's kind of an overpass there, probably about two blocks from us. so that is believed to be the original call. but again, he says he saw a hole in this big exposed pipe. so of course, the focus right now for police, for first responders is to get everyone evacuated in the area on that map that you showed claudine. but we are trying to get some more information about
8:04 am
this, and we'll make sure to update you guys when we do get that. live in san leandro. amanda quintana, ktvu, fox two news and amanda, can you describe that area for people who might not be familiar with it? >> llewellyn is a major thoroughfare. i can see where you are now. you know, certainly you have a shopping center with you and a gas station. but there's also, you know, mobile home parks, apartment buildings, a lot of mixed use kind of areas here when you're talking about who's in and around and who might need to be evacuated. >> right. and so the original call came from an area right near a mobile home park. so it seems like that is kind of where the leak is happening is somewhere around that mobile home park, which is kind of right in front of the san lorenzo creek. but this area that we are in, like a little shopping center here. but washington avenue is the big thoroughfare here that we're seeing a lot of people on. and
8:05 am
it looks like, you know, we've been seeing a lot of cars exit the evacuation area here on to washington avenue. we've seen quite a few cars just come into this shopping center and kind of sit here. it seems like there might be just waiting to see, you know, when they can go back to their homes, kind of what's going to happen here. but this is a there's a heavy traffic on washington avenue. definitely. and that is where it's closed off. and that is where a lot of people are kind of trying to exit the evacuation area. >> yeah. and certainly when you talk about a gas smell, we've gone to some of these where you can't really smell it, but you know that there is a problem. and in this case that's very different. we're talking about a massive gas leak. and certainly i know that you've reported that the smell is very strong. and that is definitely one of the concerns for residents. all right. stay safe out there amanda, thanks so much for that live report. time now. 805. and this morning we are still trying to get some more information on the conditions of several people who were sent to the hospital

after a multi-car crash in the east bay that involved two bart police cars. and this morning, ktvu has obtained surveillance video of that crash actually happening. let's show it to you right now. we can see the moment where the collision happened. there was a medical supply van that was coming down mandela parkway. there you see it there on your screen. then one police car comes and you can see hit right on the nose there. and that other police car followed right behind it. one of those cars went into a pole. as you can see, the other one just landed in the intersection along with that medical van. here's what we know. we know that first responders rushed several people to the hospital following that crash. now, this happened yesterday afternoon. this was near the west oakland bart station at seventh and mandela parkway. the oakland fire department says bart police were responding to some type of call when that collision happened. four people, including three bart police officers, were hospitalized. but right now, we still do not know how seriously they were hurt. but you can see a great deal of damage to all
8:07 am
the vehicles involved. and witnesses describe that scene as scary and chaotic. >> sirens came on and i seen the one officer coming from down mandela and the other officer coming from across seventh street. in a split instance, they hit nose to nose in the intersection. >> oakland police say right now it's not known what factors played a role in this crash, but the investigation is underway. all right. at 806, we want to talk about our weather because lots to talk about there as well. with the rain here in the bay area and the winter weather advisory now in effect for the sierra. the road conditions up in the sierra near interstate 80, those are changing very quickly. you can see rain on this camera, but that rain here means there's also snow north of lake tahoe. so between the winter weather advisory and the storm that is coming here, so much to talk about. caltrans is
8:08 am
urging drivers to slow down and use caution on those sierra overpasses. that's because the mountain receives that foot of snow. last week, it is expected to get another ten inches after this round of new snow. so that's great news for the resorts, who are welcoming crowds ahead of the new year. and it's a big attraction when the snow is on the ground. but they say, you know when you make sure to go to those resorts, keep in mind they'll be busy now that there's some actual snow coming. >> this is when people tend to get excited. more terrains open, the lift lines will be smaller, even though there's more people on the mountain, and everyone will have really good, a really good time. >> now before heading to the mountains, skiers and snowboarders are being advised to bring those chains. you will need them when those alerts come out from caltrans. also have an emergency kit ready and when you go to the resorts, try to all get in the same car. >> we definitely encourage folks to carpool as much as possible and definitely check out that that caltrans app. before you do, head up the hill.
8:09 am
>> so right now, at last check, no chain controls were in effect on the roads to tahoe. but that can and it does change very quickly, especially when you have a winter weather advisory in effect. so you can track the latest road information from the caltrans website or by calling 511. also, you can check with ktvu because we always update on our fox local app, and we continue to track the weather closer to home as well. so much to talk about. let's take you out to interstate 880 through oakland. or you can see the roadways are wet. headlights are still on this morning because that is the safest way to get on the roads when that rain is falling. meteorologist rosemary oroczo joins us now with how this sunday is shaping up. and it's going to be a soaker. yes. >> not only wet but windy out there. claudine, we have multiple reports of wind and gusty conditions and a wind advisory for most of the bay area, excluding san jose, until
