reflecting and remembering. >> after the 39th president jimmy carter, died today. he was 100 years old. >> jimmy carter stands as a model of what it means to live a life of meaning and purpose, a life of principle, of faith and humility. we'd all do well to try and be a little more like jimmy carter. >> president carter was known for many things as a humanitarian, peacemaker friend to many, including his wife of 77 years and of course, president from 1976 to 1980. good evening. i'm ali rasmus. >> and i'm mike mibach. the 39th president of the united states left an indelible mark on countless people, including many right here in the bay area. ktvu zac sos joins us tonight here in studio. jimmy carter, a man who touched so many lives. >> yeah. and one of the people i spoke with, robert coughlin, who has worked with carter stretch all the way back to before he was elected to the white house. coughlin, who helped spearhead a number of environmental initiatives with carter, calling him a friend and an inspiration.

>> decent. smart. honest. >> just some of the words robert coughlin says best reflect the character of the late jimmy carter. the two first meeting in 1974, working together on several environmental initiatives in california. >> i always consider it to be one of the highest honors in my life to have been part of his team. >> coughlin, who now lives in san mateo, going on to work in the carter administration as part of the environmental protection agency. >> carter added a lot, a huge amount to the national parks and the alaska wilderness area, and he was he had a great environmental legacy. he was one of the best environmental presidents we've ever had. >> in 1980, coughlin also helping put together carter's project, the global 2000 report, which warned about the consequences that world population growth, pollution and resource depletion would have on the environment if left unchecked. the pair continuing to stay close after carter left

office. >> i always thought that he was the only president that's been able to use the white house as a stepping stone to higher things. >> among the many causes carter championed. affordable housing, perhaps at the top of his list. >> jimmy carter was one of my personal heroes. >> janice jensen, head of habitat for humanity, east bay, silicon valley. >> very early in my career, 20 something, and i was in atlanta for the very first time on a business trip, and i feigned sickness so i could get over to the carter center. and he asked me, he goes, did your boss catch you? and i said, no. and he laughed and he said, good. so i'm like, i got a thumbs up from president carter for playing hooky. >> now, remembering the many times she met the former president and his wife, rosalynn, over the years, dedicating their time to the nonprofit. >> very high standards. people wanted to build on his house. everybody who volunteered wanted to be on the carter house, and we always used to caution them,

are you ready to show up early and work till late? because that's what he'll be doing. >> yeah. a man who definitely left his mark on the world in so many ways, both people i interviewed, adding that while today's news was not unexpected, carter, of course, had been open about his health issues. it's been nonetheless hard to process for so many. >> carter, just a real hero. and both of the people you interviewed, jack, had just great anecdotes and personal stories about their interactions and the other time with the former president. thanks for that report, zach. >> zach. thank you. tonight, president biden reflecting on the death of jimmy carter. he delivered remarks from the u.s. virgin islands, where he and his family are spending their final vacation before leaving the white house this evening, president biden called the late president a friend and says, no matter how successful mr. carter became, he remained humble and never stopped serving others. >> this late in his life, he served the nation in the navy. he led the state of georgia. he

became president and a beloved statesman all over the world. but to know his core, you need to know he never stopped being a sunday school teacher at that baptist church in plains, georgia, and president elect donald trump releasing a statement on truth social saying the challenges jimmy faced as president came at a pivotal time for our country, and he did everything in his power to improve the lives of all americans. >> for that, we all owe him a debt of gratitude. melania and i are thinking warmly of the carter family and their loved ones during this difficult time. we urge everyone to keep them in their hearts and prayers. >> mourners left flowers outside the carter center in atlanta tonight. the center was created by the carters in partnership with emory university, with the goals of preventing and resolving conflicts while promoting democracy, health and human rights around the world. former president jimmy carter has a long list of lifetime accomplishments, including his decades of work with habitat for humanity. as we mentioned, the

39th president helped put the organization on the map and then turned it into his passion project back in 2013. the former president was in oakland, where he helped build 12 new homes at the brookfield court development. for each house the carters helped build, the couple spent time with the new homeowners and left them a signed bible. >> i feel like we always get more out of it than we than we put into it. although we work sometimes very hard and overwork on occasion. >> former president carter and his wife have made a sizable impact on habitat for humanity. they helped b more than 4300 homes through that organization, some of them right here in the bay area. >> president carter and his wife also served on the organization's board of directors, the two receiving the presidential medal of freedom in 1999 for their never ending work. >> this couple has had such a productive and prolific post-white house life. i think they'll both be remembered more as the philanthropists and the activists and their post-white house career than they will for

married his college sweetheart, rosalynn smith, and served in the navy for nearly ten years. after returning home to georgia to run the family business. carter turned to politics. elected state senator in 1962 and governor of georgia in 1970. >> i am a candidate for president. >> carter went from an unknown candidate in 1974 to the 39th president of the united states. president carter's greatest triumph came in 1978, when he brokered talks between the leaders of israel and egypt, ending years of fighting between the two countries, and in november 1979, iranian militants captured and held 52 american embassy employees hostage in tehran. the hostages weren't released until the day he left office. months after losing his reelection bid to ronald reagan, carter returned to georgia and turned his efforts to promoting peace around the world, including a trip to cuba in 2002, the first american president to visit in more than 40 years. later that year, the

former president won the nobel peace prize. carter lived a life of charity and nonprofit work. he was often seen with a hammer in hand, building homes for the poor as part of the habitat for humanity project. >> i feel like we always get more out of it than we than we put into it. although we work sometimes very hard and overwork on occasion. >> president carter remained active well into his 90s, teaching sunday school in georgia twice a month and keeping a positive attitude. >> i've had a wonderful life. i've had thousands of friends and i've had an exciting and adventurous and gratifying existence. >> at 99, the former president left hospice to be by rosalind's side for the final time, bidding his wife of nearly eight decades farewell at her funeral services. and president carter will likely lie in state in the capitol rotunda, with a state funeral planned in washington on january 9th. he will then be buried on his family plot in

we are two nights out from new year's eve, and while the holiday is sure to bring fun and plenty of excitement, law enforcement agencies here in the bay area do want to remind everyone to celebrate responsibly. ktvu south bay reporter lamonica peters is live tonight in san jose, with more on that message from chp. lamonica. >> that's right mike. new year's celebrations will get underway on tuesday across the bay area, and chp wants to remind people that they do need to be careful on that night and be precautious. >> our goal is to be out there looking for impaired drivers, removing them before they have the opportunity to hurt anyone. >> cheers. with new year celebrations just two days away. california highway patrol says it will use additional officers to maximize enforcement starting at 6 p.m. on tuesday through new year's day. according to the

national safety council, 37% of all deaths involved an alcohol impaired driver in 2022 during the holiday period. >> if you're going to be out on new year's and you're going to be partying, you're going to be intoxicated. whatever the case may be, designate a sober driver before that party starts. make sure that you have a plan in place. >> in addition to designating a driver, chp says people can schedule a ride with a rideshare company like uber or lyft. public transportation agencies, including vta, caltrain, and muni are also offering free rides starting at 8 p.m. on new year's eve until 5 a.m. on january 1st. samtrans will also offer free rides from 8 p.m. until 3 a.m. at san pedro square in san jose. these friends say they'll probably stay home, but it's good to know that people don't have to drive on new year's eve. >> i do love that they're having transportation available so people don't get duis or pulled

transportation. just the best way to go. lamonica peters live tonight in san jose lamonica. thank you. the city of san francisco will once again be home to its new year's eve fireworks celebration. the show will take place right near the ferry building at midnight. multiple streets will be closed to traffic along the embarcadero to make room for the thousands of spectators. city leaders are urging people to use public transportation and to get to and from that big show. >> an end of year ritual attracted large crowds today at san francisco's asian art museum. the museum hosted its annual buddhist bell ringing ceremony to pray at the temple. bell they used today was made in rural japan back in the year 1532, nearly half a millennia ago. it's one of the rare items that the museum brings out from its archives specifically for this event. groups of volunteers were invited to come up and ring the bell, for a total of 108 times. >> the idea is there are 108

turning to ice. so if you are traveling to the mountains, of course the roads are wet and it's going to freeze. so just think about that as you travel around tomorrow. the next day it's going to get cold around here. we've got a frost advisory and a freeze advisory or warning that will go into effect. i'll show you those locations coming up because the next when you get when you hear frost advisory freeze warning stable environment. it's talking about fog too. we're going to have some valley fog in some of the inland bay valleys, especially down out in sacramento. that indicates stable environment, indicating the chances of rain. not really a thing. there are some chances, but most of most of this week should be dominated by high pressure, with clouds sneaking in over the top. here's the freeze warning. frost advisories. nothing new here. next couple of days. next couple of mornings. i think tuesday morning will be the coolest. i think wednesday morning there's a good chance for that frost advisory to continue. the freeze warning might get dropped, and then the long range model just shows things clipping to the north of us. this is right through the week. next seven days. see everything kind of missing us that didn't really there on friday. friday maybe we get a sprinkle or something. but

the north bay. deputies with the napa county sheriff's office were called to an overturned kayak in lake berryessa this morning. now, once on the scene, they found two young men in the water yelling for help. deputies helped pull the men out and they were fortunately already wearing their life jackets. several other agencies stepped in to treat the men for mild hypothermia. they're expected to be okay. >> antioch police say a man considered armed and dangerous has been located. 30 year old marlon wheeler is accused of shooting at his girlfriend inside a home last night, prompting a lockdown in the neighborhood. police say the girlfriend and three children were unharmed and were able to escape, but a nearby house and a vehicle were hit by bullets. investigators say wheeler was taken into custody earlier this evening after he barricaded himself inside a vehicle for a short time. officers say a firearm was also recovered. and police in daly city are still on the scene of a physical domestic disturbance that involved officers being charged at with a knife. it happened just south of the lake merced golf club on

88th street, near edgeworth avenue. this was 645 last night. police say a woman who answered the door, raised a knife and then charged at officers who were responding to the call. police say the officers retreated without using force and the woman remains inside her home. the police department called in its crisis negotiators to help bring the situation to a peaceful resolution. >> oakland police paid tribute to officer quan lay, who was killed while responding to a break-in one year ago today on social media. opd wrote officer lay was a dedicated public servant who devoted his life to protecting and serving our community. end quote. officer lay was shot and killed while responding to a burglary at a cannabis dispensary. police say he was working undercover in an unmarked car when he was struck by gunfire. three people have been charged with his murder. >> employees at a number of businesses have been cleaning up after a string of robberies across the city of oakland early this morning. oakland police say the robbers hit at least four locations all before 7:00 this

morning at a gas station on high street. a car wash on broadway and ampm on shattuck, and a shell station on fifth street all had damage. the cashier we spoke to, who asked to remain anonymous for his own safety, says a group of at least eight people broke right through the front door, while the other cashier. >> they tell him, don't do anything. they will kill you. then they came over to the atm. they want to try to break the atm with a big hammer. they tried. they tried. they didn't break it. >> the robbers were unable to get cash out of that atm. the cashier says he was robbed actually, just two weeks ago at the same location. our coverage of jimmy carter's life and legacy continues coming up here. after the break, we're going to hear from bay area residents on how they will remember the 39th president. conflict mediation, negotiation from the white house to, you know, to the world was going to be what he wanted to focus on. >> and one more. >> and then as time went on, there was this organic growth that he realized what he was seeing in human rights, what he was seeing in health care. these were issues he wanted to focus on. >> that led to the creation of the carter center, the president's atlanta based nonprofit focused on issues of global health, peace and human rights. [music] >> he was literally working and coming here one week out of every month for 38 years. you really see where he's left his mark among the carter center's many achievements, observing more than 100 elections in 39 countries in an effort to strengthen democracies. >> and these are innocent children, also, a decades long mission to eradicate guinea worm, one of six neglected tropical diseases the center actively fights. it's been a very difficult challenge for us. >> president carter told us about that work in 2017.

>> sometimes we found guinea worm in the country, and the president and the minister of health didn't even know it existed. [music] so we did that in pakistan, for instance, when he started this in the late 80s, he did not have any idea it was going to take this long. >> but at the same time, we're down to five human cases left in five countries in the world. when we started, we were 21 countries, 3.5 million cases yearly. so if we actually eradicate this neglected tropical disease, it will only be the second human disease ever eradicated and the first without vaccine. >> president carter's work through the carter center led to a nobel peace prize in 2002. here at the center's atlanta headquarters, dozens of awards lined the walls, as does artwork from the vibrant pop of andy warhol to the former president's own paintings of his parents and memories from childhood. and if this self-portrait portrays a

he reminded our nation and the world that there is strength and decency, in strength, in decency and compassion. the vice president went on to say, our world is a better place because of president carter. governor gavin newsom is paying his respects. in a statement, he said in part, quote, president carter was a man of rare character whose beliefs ran true and ran deep, whose moral compass never wavered. he saw the common humanity in all of us, building bridges between people of different faiths and factions abroad while working to meet the needs of those at home. despite daunting challenges in trying times, his bright energy and spirit never faltered. end quote. and former house speaker nancy pelosi also weighing in, saying, quote, at the heart of president carter's public service was his fervent commitment to honoring the spark of divinity within every person. as president, his work to restore integrity to the political arena during a difficult chapter in our history was a testament to his firm faith in the sanctity of the public good, which he always placed above his own. after leaving the white house, he carried on his service, leading

for his funeral. just head off to ktvu.com. >> an early morning gas leak led to mandatory evacuations for thousands of people in the east bay. ktvu is amanda quintana shows us how neighborhoods responded to the order to flee their homes. >> thousands of people in san leandro woke up to the sound of police on loudspeakers telling them to leave their homes. this is the san leandro police department, and there is a major gas leak in the area and please get out your vehicles and leave westbound the boulevard immediately. there was a mandatory evacuation order for everyone in the green area on this map. the fire department saying there was an immediate threat to life. >> i saw what it did in san bruno. so it's serious. >> police had the same thought, remembering the pipeline explosion in 2010 that killed eight people. >> when i received a call, the first thing i thought of was san bruno. that is the worst case scenario, which is what obviously we're trying to avoid. and based on the gas leak and

the plume location of the maps, we knew that 12,500 was a moderate amount of residents that we needed to evacuate for safety precautions. >> police captain ali khan says sunday's leak was the best case scenario, and something police trained for. pg and e says the initial call for a gas smell came in around four in the morning. crews were out there by 430, but they couldn't cap the gas line until nine. >> what we've learned is it's a six inch gas line that is in the flood control panel of washington and lewelling. the positive news is because of the rain, where the gas leak is actually underwater. so it is fuming from under the water, which has helped us in the amount of evacuation we've had to do. >> pg and e did have to shut off power for a few hundred homes just to be safe. the all clear was given around 930, but the cause of the leak is still under investigation. in san leandro.

traffic controllers warned about a bird strike risk minutes before the crash. >> a lot of aviation experts are scratching their heads on this one. there is video which seems to indicate they lost their right engine. >> it just doesn't explain why the airplane is coming in so hot, and with the landing gear in the up position. >> the aircraft was a 15 year old boeing 737 jet operated by budget irish airline ryanair, before it was delivered to jeju air in 2017. in the u.s, where boeings are manufactured. the incident is stirring new questions after boeing planes have made headlines around the world in recent years. after a series of quality control incidents, most notably the mid-air blowout of a door plug on an alaskan airlines flight last january. aviation experts assessing this latest crash say it appears there was a glitch with the landing gear. >> number one, the gear is not extended. the flaps are not extended, which would indicate that there was a major hydraulic failure of some kind. they're in a statement, boeing offered

silver alert officers say 67 year old gregory manuel was last seen around 930 this morning in san leandro. he is described as five feet, 11in tall and is believed to be on foot. he was last seen wearing a maroon jacket khaki pants. if you have any information about his whereabouts, you're asked to contact chp. and we're learning new information about the people hospitalized in yesterday's multi-vehicle crash in oakland. bart says the three bart police officers who were hospitalized are now being treated for serious injuries but are expected to recover. a fourth person was hospitalized. the extent of their injuries tonight is unknown. the crash happened yesterday afternoon, right near the west oakland bart station at

repair the extensive damage. while city leaders stress this is nothing more than a scam. 150 foot section of the wharf broke apart and crumbled, sending tons of debris into the ocean and onto the santa cruz shoreline. city leaders say it's too early to tell when the damaged wharf could reopen, after it was hit by some of the area's largest waves in years, and concerns about seagulls may have played a role in last week's wharf collapse, the bay area news group reports. environmental activists had repeatedly stalled the efforts to strengthen the wharf. instead of reinforcing the 110 year old structure to help it withstand powerful waves. environmentalists, according to the report, were more worried about protecting seagulls that make their nests in the wharf's wooden beams. >> and that was and has been sort of an un not unprecedented, but an unusual, lengthy period of large swells. so really the last month and it's dropped off a little today, the surf has. but as we go into wednesday,
