today. and you can see the bridges are doing very well. we've been looking around for crashes. we haven't had a lot going on on the bay area commute. we do well, interestingly enough, we do have a little bit of a slowdown on the altamont pass with the truck traffic coming into the bay area on westbound 580. 702 let's get back to the headlines for now. >> thanks. the nation is looking back at the life of former president jimmy carter. >> the former president died yesterday at the age of 100 at his home in plains, georgia. jimmy carter was known and will be remembered as a humanitarian and a peacemaker. in 1977, jimmy carter became the nation's 39th president. in 2019, he became the oldest living president in u.s. history. he left an indelible mark on countless people, including many right here in the bay area. >> i think he did a solid job as president and like i said, i highly respect the man excellent as a president. >> he really showed a lot of integrity, personal integrity and honesty, and he lived his

life for that same way. >> jimmy carter was best known for his commitment to environmental issues, as well as his dedication to the organization habitat for humanity after he left office. >> the former president helped habitat for humanity put it on the map. in fact, he turned it into his passion project in 2013. the former president was in oakland, where he helped build 12 new homes at the brookfield court development for each of the carter's. for each of the house the carters helped build, the couple spent time with the new homeowners and left behind a signed bible. >> i feel like we always get more out of it than we than we put into it. although we work sometimes very hard and overwork on occasion. >> former president carter and his wife helped build more than 4300 homes through the organization. >> well, former president carter and his wife, rosalynn, served on the board of habitat of humanity for many years. they received the presidential medal of freedom in 1999 for their work that never ended.

well. the fox local app is free on your phone and smart tv. well, it's 705 now. today, both a frost advisory and freeze warning are hitting the bay area, and the national weather service says the cold weather will be dangerous for the homeless and the unsheltered. ktvu james torres is live in san jose, where the city is trying to protect the homeless population there. good morning to you, james. >> andre, good morning to you. well, a recent survey showed that the city of san jose has close to 10,000 people who are considered homeless or unsheltered citywide. in fact, it was just about a little more than a week ago here at city hall, where city leaders did some sort of memorial service honoring some of the close to 200 people, 200 homeless people who have died in the city this past year. city leaders here say that they know protecting the homeless has been a little bit of a challenge over the last year. it was just this past summer where the there was a big push to try to get help for those people who were dealing with extreme heat outdoors. now, the nws says feeling this level of extreme cold weather for a long time could lead to dangers

like hypothermia, and people over the age of 65 years old are most at risk for those types of dangers, according to the city. of the 197 homeless deaths this year, more than a quarter of those were seniors older than 65. santa clara county does offer a handful of warming centers in different cities, but in san jose, most libraries and community centers also operate as a warming center. they will be open for this week. moving forward, mayor matt mehan says that he wants to open about a thousand managed safe spaces in the next year. he's also made pushes to build hundreds of tiny homes and portable homes in the city to try to help address the growing homeless crisis. we're live this morning in san jose. i'm james torres, ktvu, fox two news. >> okay, james thank you. time now 707. at several oakland gas stations, employees are cleaning up after a string of robberies. it happened early sunday morning. at least four gas stations were hit before 7 a.m, including a gas station on high

street. a car wash on broadway and a m pm on shattuck, and a shell station on fifth street. one cashier we talked to, who didn't want to be identified, says at least eight people smashed through the front door. >> another cashier. they tell him, don't do anything. they will kill you. then they came over to the atm. they want to try to break the atm with a big hammer. they tried. they tried? they didn't break it. >> the cashier says just two weeks ago, that very same location was robbed. and oakland police say during another robbery, a store employee pulled out a gun and the would be thieves ran away. >> a gas leak in san leandro that forced thousands of evacuations is still being investigated to figure out the exact cause. this morning, the first call about the smell of gas received by pg and e at 4 a.m. yesterday morning. crews responded within 30 minutes, we're told, but it took almost five hours to cap the gas line. a mandatory evacuation order issued for dozens of

neighborhoods near washington avenue and llewellyn boulevard near interstate 880. around 10 a.m, the fire department gave the all clear for residents to go back inside of their homes. >> we've learned is it's a six inch gas line that is in the flood control panel of washington and lewelling. the positive news is because of the rain, where the gas leak is actually underwater. so it is fuming from under the water, which has helped us in the amount of evacuation we've had to do. >> more than 12,000 people were under the temporary evacuation orders and power was shut off to several hundred homes, but it has since been restored. >> our time now. 709. there's new information about this weekend's crash in oakland involving two bart police officers and police cars and a medical supply van. now, bart says the police officers were rushing to the scene of a life threatening drug overdose saturday afternoon when their patrol cars crashed near the

west oakland bart station. bart also says the three injured police officers are still in the hospital. a fourth person was also hurt. >> 709 now san francisco police plan to hold a town hall today, where they'll reveal new information on a deadly police shooting. it happened december 20th, when officers say they shot and killed an armed man in union square, who turned out to be a security guard at the dior boutique. police say the man was wanted for hitting two pedestrians and a bicyclist with a vehicle hours earlier during a chase. today's town hall will be held virtually at 3:00 this afternoon. you can watch the forum on the san francisco city government's youtube page. >> time now is 710. we did find a slowdown on the bay area commute. i put an arrow on it. westbound 580. if you know someone who's coming in from the central valley, they will have to deal with some slow traffic on 580 coming in to livermore. but that's about the only slowdown i've found on this week between christmas and new year's. it is characteristically light, as a lot of people do

here are some of the stories we're following for you today. right now. a frost advisory is in effect until 9 a.m, and then tonight that advisory will return, along with the freeze warning. the national weather service says the cold weather will be especially dangerous for the homeless and the unsheltered in the south bay. san jose mayor matt mehan wants to open 1000 safe living spaces in 2025 to help people who are living in extreme weather. well, a woman was arrested in daly city after she was involved in a standoff. it lasted more than 24 hours saturday night. daly city police rushed to a domestic disturbance call at a house near lake merced golf course. when the police arrived, the woman who was holding a knife, answered the door and charged at the police officers. those officers backed away. crisis negotiators tried to de-escalate what was happening. the woman was eventually arrested and an investigation continues in south

81. accomplishments included the camp david accords for the middle east and the nuclear arms treaty for the soviet union. >> i've had a wonderful life. i've had thousands of friends and i've had an exciting and adventurous and gratifying existence. >> carter lived a life of charity and nonprofit work. he built homes with habitat for humanity and taught sunday school twice a month. >> well, former president carter will be buried right alongside his wife, rosalynn, at their longtime home in plains, georgia. the carters were married 77 years, the longest presidential marriage in u.s. history. throughout his presidency, rosalynn was her husband's biggest supporter and confidante, and he praised her hard work as well. after leaving the white house, the carters devoted their lives to service, and they once talked about how they stayed connected even when things were tough. >> give each other space and we try to do things together.

>> we also make up and give each other a kiss before we go to sleep. >> now the carters home was deeded to the national park service. the grounds are going to be turned into a museum next thursday, january 9th. the state funeral for jimmy carter will be held in washington. president biden made the announcement that will also be a national day of mourning. officials of the carter center in georgia say public observances will be held in atlanta and in washington, and a funeral service and burial for the former president will be held in plains, georgia, the hometown of jimmy carter. >> 734 is your time. with the new year comes new laws in california, and there are quite a few we want to highlight. >> ktvu amanda quintana is in walnut creek to tell us more about some of the new employment related laws. good morning amanda. >> good morning. you're right. there are several new laws that will go into effect in 2025. some of them include things like

health care, crime, affordable housing. there's even one that includes how close you can park to a crosswalk. but let's talk about two of the laws that are really affecting workers. so if you're an independent contractor. one new law gives you extra protections. first, there must be a contract in place when hiring someone services in exchange for $250 or more. and those workers must be paid on or before the date in their contract. or if there's no date specified, no later than 30 days after a service is completed. another law includes the expansion of paid sick leave for agricultural employees. it allows these workers to use paid sick days to prevent the effects of working outdoors in dangerous conditions, such as smoke or extreme heat. now, at 830, we'll focus a little more on one of those parking laws that i mentioned about how close you can get to a crosswalk starting

on january 1st. live in walnut creek amanda quintana ktvu, fox two news. >> all right, amanda, thank you. 7.35 is your time right now. state officials have also passed new laws that will affect drivers. one will ban drivers from parking within 20ft of a crosswalk marked or unmarked. the goal is to reduce accidents by making it easier for drivers to see people trying to cross the street. but if you won't get a ticket if you park near a crosswalk starting january 1st, there is a 60 day grace period so drivers can get used to the new law. another law will make it easier for prosecutors to try car thefts in court by getting rid of the locked door loophole. prosecutors used to have to prove car doors were locked when someone broke in, but will no longer need to do that. >> and andre, another new law will ban colleges in california from giving preference to applicants who were related to alumni or school donors. now, this measure takes effect in september of 2025. it affects both nonprofit colleges and private institutions like

stanford and santa clara university. supporters say the new law gives students a fair chance to reach higher education, regardless of their socioeconomic status. when governor newsom signed that bill, he said californians deserve to get ahead by merit, skill and hard work. the uc system eliminated legacy preferences back in 1998. >> santa cruz county leaders say con artists are now trying to cash in on the partial collapse of the wharf from a week ago. they say people online are posing as businesses along the wharf, asking for donations to repair the extensive damage. city leaders stress there is nothing more than a scam. a 150 foot section of that wharf broke apart and crumbled last week, sending tons of debris into the ocean and onto the santa cruz shoreline. city leaders say it's too early to tell when the damaged wharf will reopen again. >> time is 737. we don't have much of a commute this week. we're not expecting one. sometimes, unfortunately, though, people are going faster

week 17 of the nfl brought us a holiday week full of highlights. the washington commanders gave their fans a treat this sunday, punching their ticket to the postseason in dramatic fashion at the end of regulation. the commanders and the eagles were tied at 24 apiece in an overtime. the commanders quarterback, jayden daniels, drove down the field and connected with his tight end for the game winning touchdown with the 30 to 24 win. the commanders secured their playoff spot as a wild card team. we have some running back highlights in today's monday morning quarterback. the eagles saquon barkley joined an elite list on sunday, becoming just the ninth player in nfl history to eclipse 2000 rushing yards in a single season. barkley finished yesterday's game against the dallas cowboys with 167 total rushing yards. the eagles also clinched the nfc east title with

now 746. the number of stomach bug cases is surging in parts of the country this weekend. the experts warn it is very contagious. cdc says there were 91 outbreaks of the norovirus during the week of december 5th, up from 69 outbreaks in the last week of november, and doubled the highest number of cases between 2021 and 2024. norovirus spreads when infected people touch food or other surfaces. >> it is a virus that causes vomiting and diarrhea. so a lot of time when people talk about having the stomach flu, they don't have influenza, they don't have the flu, they actually have norovirus. so we do expect an increase in cases as winter progresses. and the holidays usually kind of feel that transmission. >> now, senior citizens and children, they are the most vulnerable to serious symptoms from the norovirus. in order to avoid that virus, the cdc, cdc

ahead of it. >> now, the department of the bureau of labor and statistics says in california, the price of a dozen large eggs increased $0.78 during one week this month to $8.97. egg prices will stay high through at least early 2025. well, starting next month, san jose officials say a 12 mile stretch of homeless encampments along coyote creek will be cleared out. city workers have been out there counting the number of people who live along the creek to figure out how many need to be placed in shelters. beginning on thursday, camping will be banned along waterways that are managed by valley water. san jose is hoping to reduce the amount of pollution in the waterways to avoid being fined. mayor matt mehan says 90% of pollution in san jose's creeks and rivers is caused by homeless encampments. >> time now is 749. we do have

than 60 small, black owned businesses just got a boost from oakland's african american chamber of commerce. the organization gave 63 businesses $1,000 each. the chamber of commerce says the micro grants are supposed to encourage growth and sustainability, or just fill any immediate needs to small businesses might have right now. the president of the african american chamber of commerce in oakland said these entrepreneurs are essential to the city's economic and cultural fabric. a new state law that takes effect on wednesday prevents libraries across california from banning books based on their political viewpoints and content. it comes in response to a growing number of libraries and school districts across the country, removing books from their shelves. the american library association found more than 4200 book titles were censored nationwide in 2023. that's a 92% increase over the previous year. nearly half of those banned books focused on race and gay rights. antioch police say a man considered armed and dangerous has been located. 30 year old marlon wheeler is accused of

shooting at his girlfriend inside of a home last night, prompting a lockdown. police say the girlfriend and three children were unharmed and were able to escape, but a nearby home and vehicle were hit by bullets. investigators say wheeler was taken into custody sunday evening after he barricaded himself inside of a vehicle for a short time. oakland police paid tribute to officer twan lay, who was killed while responding to a break in one year ago on social media. opd wrote officer lay was a dedicated public servant who devoted his life to protecting and serving our community. officer lay was shot and killed while responding to a burglary at a cannabis dispensary. police say he was working undercover in an unmarked car when he was struck by gunfire. three people have been charged with his murder. >> everybody who volunteered going to be on the carter house. and we always used to caution them. are you ready to show up early and work till late? because that's what he'll be doing. >> an outpouring of grief and

>> thank you. today, the nation is looking back on the life of former president jimmy carter. >> there's a lot to talk about. the former president died yesterday at the age of 100 at his home in plains, georgia. jimmy carter was known and is going to be remembered as a humanitarian and a peacemaker. in 1977, carter became the nation's 39th president. in 2019, he became the oldest living president in american history. he left an indelible mark on countless people, including many right here in the bay area. >> i think he did a solid job as president and like i said, highly respect the man as a president. >> he really showed a lot of integrity, personal integrity and honesty, and he lived his life for that same way. >> jimmy carter was best known for his commitment to environmental issues, as well as his dedication to the organization habitat for humanity. after he left the white house, the former president helped out habitat for humanity, put it on the map, in fact, then turned it into his passion project in 2013.

police cars and a medical supply van. now, bart says police officers were rushing to the scene of a life threatening drug overdose when their patrol cars crashed saturday afternoon near the west oakland bart station. bart also says the three injured police officers are still in the hospital. a fourth person was also hurt. >> two new state laws that take effect in the new year are tied to california's housing crisis. one law removes the red tape to make it easier for cities in the bay area and across the state to build tiny homes for unhoused residents. another would strengthen the existing state laws, designed to encourage the development of duplexes and fourplexes. it makes it easier for california homeowners to divide their properties into as many as four separate units. and the new bill, passed in california, will require pharmacies to provide excessive prescription labels for people who are blind. it also must be accessible for those with low vision or any other visual disability. the bill says if the label can't be inclusive, pharmacies are required to provide another document written in braille or large print. the

that more cold days are ahead of us, not just in the mornings, but overnight as well. a recent survey here in the city of san jose showed that the city has about 10,000 people who are considered homeless or unsheltered. and just about a week ago, the city leaders here in san jose at city hall did a memorial service for about close to 200 people, 200 homeless people who had died in just the last year. now, the city knows that protecting these people has been a little bit of a challenge. it was back over the summer when there were a lot of pushes trying to see how they can try to protect these people who are dealing with extreme heat. the national weather service says it's now feeling this level of extreme cold weather for a long time. that could lead to some dangers, like hypothermia and people who are older than 65 years old are most at risk for those types of dangers, according to the city. of the 197 homeless deaths this year, more than a quarter were seniors older than 65 years old. santa clara county does offer a handful of warming centers at different cities in san jose. most libraries and community

day of mourning. officials of the carter center in georgia say public observances will be held in atlanta and in washington, and a funeral service and burial for the former president will be held in plains, georgia. jimmy carter's hometown. >> with the new year comes new laws in california, and there are a few we want to highlight. >> ktvu is amanda quintana is in walnut creek to focus on some of the car related laws. good morning amanda. >> good morning. yes, there are several new laws that will take effect in 2025 that will affect drivers. so one of them is how close you can park to a crosswalk, a crosswalk just like this one. and it's known as the day lighting law. so starting on january 1st, you will no longer be able to park within 20ft of an unmarked or marked crosswalk. the goal is to improve visibility for pedestrians and potentially reduce the number of accidents. more than 40 other

states have some kind of day lighting law like this one. now, you likely won't get a ticket for this on wednesday. there is a 60 day grace period. some cities, like san francisco, have already been giving out warnings, but by march, drivers will face a fine and those will vary city to city. and whether the curb has been painted red or not. but it will be around 40 to $100 usually. and of course, this will remove some parking spots as well. another new law eliminates what's known as the locked door loophole. this requires prosecutors to prove that car doors were locked when someone broke in. so this will make it easier for prosecutors to address auto burglary and thefts. and then a third law makes it illegal for a job posting to require applicants to have a valid driver's license. that is, unless driving is one of the jobs main functions or taking another form of transportation like the bus or like walking would take too long

and cost the employer. so there are quite a few things that you will need to know starting january 1st if you're a driver. also, if you're a pedestrian, it's good to know that you will have more protections in crosswalks like this one, and drivers will be able to see you a little bit better. live in walnut creek amanda quintana ktvu, fox two news. >> all right. amanda, thanks. while president elect trump promises to close the border, the he, along with elon musk, are pushing to expand the visa program to recruit highly skilled foreign workers to the u.s. trump has restricted access in his first term. joining us to discuss immigration and how it could divide the gop. we're joined by todd bell, director of the political management program at the george washington university. good morning to you, todd. >> good morning. it's great to be with you again. thanks for having me on. >> so i want to ask you, what do you make of this strange development here and this feuding between people within the republican party over the future of immigration? you have tough on immigration talk. but but but you know, well, you have

to make some room for h-1b visa programs. tell us what your thoughts are about that. >> well, you do or do you? that is really the question here. and we see, you know, the traditional trump base was built out of a group that came out of the republicans that were starting to support george w bush, and there was a type of an anti-intellectualism and anti-education more of a, you know, a white working class element. and that's something donald trump really fired up and propelled him to the presidency. now he's getting surrounded by all these billionaires who think, you know, that, you know, h-1b visas are great and that immigration actually provides a lot more benefits. and these are people who work in tech, and they have this real libertarian streak, and they don't have much of a filter. when they talk about what they think about american workers. and some of the comments that we've heard some of them make say that we need h-1b visas because american

workers have no commitment to excellence. they they are not as educated. and they just don't aren't, aren't as good workers in the tech sector. and so we have to bring them in from elsewhere. and that is really in contrast to what donald trump says, where we want to build everything at home and raise up our own workers. >> and that is what i wanted to ask you as an expert that views these type of things. what do you make of this? where do we have to do everything here in this country and take care of the people in this country? but then you're saying that, well, the people that are here are not good enough. will that messaging really be a problem going forward for the party and for the administration? >> i think it's really creating a fissure there within the party. it's really difficult to govern. it's easy when you're on the outside to say, oh, there's immigration is a problem and ride that wave to the presidency and then realize that, well, some of the things you want to do as president really require immigrants. and does your base of voters really understand the difference between tech visas

and illegal immigration and legal immigration? in fact, in our own gw politics poll, we found that the trump voters were very punitive when it came to immigration, and it didn't matter whether it was for legal immigration or illegal immigration. and they're not able to make that sort of separation, or at least that separation doesn't matter to them as much in the core base. but now trump is surrounding himself by these millionaires who are whispering, whispering in his ear on policy. >> all right. so there's a new story that the new york times published today that mr. trump's company employs over or has approval for over 1000 workers for the h2 program. and that's to hire people like gardeners and housekeepers. and he hires those people from out of the country under this h2 visa program. how does that square with his messaging, by the way? he's had this for years, by the way. so how do you square that with that messaging with the folks that are saying, you know, we have to have, you know, a tighter grip on immigration, then you have the other side saying, we need this for skilled

workers. yet the president himself is hiring, is using a visa program for people like gardeners and housekeepers, people who can find those jobs. i mean, we have a right. >> we have a big example of do as i say, not as i do here, for sure. and donald trump has been talking about how he has h-1b visa people that it employed, but he hasn't talked about the h2's like you were talking about. and there is, of course, a big difference and a big skill level difference. and i think that's really where we're going to get most of this criticism of the policy. >> so what do you what do you what are you watching here for to unfold from all of this? i'm curious from an expert who's yourself? >> i'm going to watch what happens with congress as we get a new congress coming in. i think we need to have a little bit of a long term focus on this to see what gets in and what gets out of a new immigration bill, because i think that's ultimately what we're going to see here. and, you know, the devil is in the details. and so it'll it'll be interesting to see if this continues to be a

african american chamber of commerce said these entrepreneurs are essential to the city's economic and cultural fabric. a new state law that takes effect on wednesday prevents libraries in california from banning books based on their political viewpoints and content. it comes in response to a growing number of libraries and school districts across the country, removing books from their shelves. the american library association found more than 4200 book titles were censored nationwide in 2023. that's a 92% increase over the previous year. nearly half of those banned books focused on race and gay rights. antioch police say a man considered armed and dangerous has been located. 30 year old marlon wheeler is accused of shooting his girlfriend inside of a home last night, prompting a lockdown. police say the girlfriend and three children were unharmed and were able to escape, but a nearby home and vehicle were hit by bullets. investigators say wheeler was taken into custody sunday evening after he barricaded
