carter. at 100 years old, he passed away yesterday at his home in plains, georgia. rebecca castro has more from washington. >> we're learning more about president biden's plans to honor the life and legacy of the late jimmy carter. >> america and the world, in my view, lost a remarkable leader. >> president biden, paying tribute to america's longest living former president. flags are now at half staff here in washington to honor the late jimmy carter. and across the country, friends and colleagues are remembering him as a man of integrity who tried to restore faith in american government following the watergate scandal. >> he said, i will never lie to you. i will never cheat. i will bring honor to the presidency. >> fans of the former president are now leaving flowers and candles at the carter center in georgia. carter is expected to lie in state in the capitol early next month, ahead of his official state funeral on january 9th, which has been declared a national day of mourning. tributes are also pouring in from around the world. some leaders say carter's

role in mediating mideast conflicts will be missed, and chinese president xi offered his condolences, while also noting carter was a strong proponent of trade relations between washington and beijing. meanwhile, here in the u.s, the focus remains on carter's legacy of service, which continues to inspire younger americans. >> for my generation, i think we should use him as an example of what diplomacy looks like, of what reaching across the aisle truly looks like. >> the carter center says in addition to the state funeral, additional memorial services and events will be announced in the coming days. in washington, rebecca castor, ktvu, fox two news. >> carter won the nobel peace prize in 2002 for his decades of work searching for peaceful solutions to international conflicts, advancing democracy and human rights, and promoting economic and social development. he also worked on environmental initiatives around the world and california. we spoke to a former member of the carter administration, robert colling, about the projects he worked on during that time, among them a global report warning about a

population boom and depleting resources. >> i always consider it to be one of the highest honors in my life to have been part of his team. carter added a lot, a huge amount to the national parks and the alaska wilderness area, and he was he had a great environmental legacy. he was one of the best environmental presidents we've ever had. >> he also called carter both a friend and an inspiration. well, now at noon. oakland is ending the year with its lowest crime numbers in five years. city leaders say it's because of its ceasefire crime prevention program, and they made a plea to continue funding it. ktvu james torres is live in the newsroom with more on that plea made today. james. >> andre, we heard from oakland's interim mayor, police chief and leaders from the department of violence prevention. they say their collaborations are leading to a safer oakland, at least when it comes to violent crime. in a news conference announcement today, police chief floyd mitchell says oakland is seeing a 34% decrease in homicides, 33%

decrease in shootings and a 25% decrease in robberies. when you compare this time to last year, that includes a 45 day stretch earlier in the year, when oakland did not report a single murder. chief mitchell, who is still less than a year on the job, says ceasefire is responsible for the progress. and though oakland is looking at budget cuts to public safety agencies to try to make up for a massive deficit. chief mitchell says ceasefire will not see any of those cuts. >> i've seen the cease fire ceasefire strategy become one of the most comprehensive, intelligence led, evidence based crime reduction. violent crime reduction initiatives that i've ever been a part of, and it has my full support as i continue to be your oakland police chief. [applause] >> as mentioned, ceasefire is a crime prevention program. city workers explain the tactics they use to reach out to individuals. they considered high risk of committing violent crimes. workers from the department of violence prevention reached out to more than 200 people this

year, offering one on one meetings, job training, therapy, help for substance abuse, help for enrolling in schools and in some cases, even temporarily removing people out of oakland. the town is only just revived its ceasefire program earlier this year. it's been around for about 12 years, but the city suspended it after budget cuts during the covid 19 pandemic. >> andre, it's a trend many people who live in oakland, hope continues. james, thank you so much for that report. none of this. some people are making plans to ring in 2025 by heading out on the town, while others want to take it easy at home for anyone planning to go out for new year's eve. law enforcement wants to make sure you do it safely. ktvu lamonica peters reports on the chp maximum enforcement period and where you can secure a free ride. >> cheers. with new year celebrations just two days away. california highway patrol says it will use additional officers to maximize enforcement starting at 6 p.m. on tuesday through new year's day, according to the

national safety council, 37% of all deaths involved an alcohol impaired driver in 2022. during the holiday period. >> when you have all these organizations coming together, both public and private, saying, hey, look, we're willing to do what it takes to help people get home safe. it's definitely something that should be utilized. >> in addition to designating a driver, chp says people can schedule a ride with a rideshare company like uber or lyft. public transportation agencies including vta, caltrain, and muni are also offering free rides starting at 8 p.m. on new year's eve until 5 a.m. on january 1st. samtrans will also offer free rides from 8 p.m. until 3 a.m. at san pedro square in san jose. these friends say they'll probably stay home, but it's good to know that people don't have to drive on new year's eve. >> i do love that they're having transportation available so people don't get duis or pulled over or whatever. super smart.

year. >> the show takes place near the ferry building right at midnight. multiple streets will be closed to traffic along the embarcadero to make room for the thousands of spectators that are sure to attend. city leaders are urging people to use public transportation to get to and from the big show. a warning from the national weather service officials say the cold weather will be dangerous for those who are homeless and unsheltered. the agency says being outside during this cold weather for a long piod of time could lead to hypothermia. a recent survey showed san jose has close to 10,000 unhoused people. the city also reports that of the 197 homeless deaths this year, more than a quarter were seniors older than 65. their warming centers around santa clara county and san jose. most libraries and community centers are operating as warming centers. well, tonight the 40 niners will play the detroit lions, going in with a two game losing streak. the niners will be hosting the 13 to 2 lions, one of the top teams in the nfl. the lions have the second best record in the nfc and are trying

one of south korea's deadliest aviation disasters. officials in that country announced today they will conduct safety inspections of all boeing 737 800 aircraft operated by the country's airlines. all but two of the 181 people on board died when the boeing jet skidded off the runway. fox's lucas tomlinson has details and reaction from president biden. >> investigators sunday began assessing the wreckage of south korea's deadliest plane crash after a jeju airliner skidded off the runway, slamming into a concrete barrier, killing 179 people on board. just two crew members survived. officials investigating the crash say air traffic controllers warned about a bird strike risk minutes before the crash. >> a lot of aviation experts are scratching their heads on this one. there is video which seems

to indicate they lost their right engine. >> it just doesn't explain why the airplane is coming in so hot. and with the landing gear in the up position. >> the aircraft was a 15 year old boeing 737 jet operated by budget irish airline ryanair before it was delivered to jeju air in 2017. in the u.s, where boeings are manufactured. the incident is stirring new questions after boeing planes have made headlines around the world in recent years. after a series of quality control incidents, most notably the mid-air blowout of a door plug on an alaskan airlines flight last january. aviation experts assessing this latest crash say it appears there was a glitch with the landing gear. >> number one, the gear is not extended, the flaps are not extended, which would indicate that there was a major hydraulic failure of some kind there. >> in a statement, boeing offered support to jeju air, adding, quote, we extend our deepest condolences to the families who lost loved ones and our thoughts remain with the passengers and crew. in a

statement, president biden offered condolences, saying the u.s. and south korea share deep bonds of friendship and offered to assist in any way. traveling with the president in saint croix, lucas tomlinson, fox news. >> canadian transportation officials are investigating a frightening landing at the halifax stanfield international airport in nova scotia. officials say the air canada express flight, operated by pal airlines, had a suspected landing gear issue saturday night. passengers described it as a rough landing that tilted the plane and sparked flames. the smoke was sucked into the cabin. 73 passengers and crew made it off the aircraft uninjured. the incident temporarily halted flight activity at the airport. one of the runways has since reopened, but that damaged plane is still on the closed runway right now. santa cruz city leaders are warning of a fundraising scam following the municipal wharf collapse a week ago. they say swindlers claiming to represent businesses on the wharf are soliciting donations to repair the extensive damage. city leaders stress this is nothing

more than a scam. a 150 foot section broke off the wharf last monday when it was battered by 30 foot waves. tons of debris was scattered onto the ocean or into the ocean and onto the santa cruz shoreline. city leaders say it's too early to tell when the damaged wharf could reopen. it's been challenging to drive in the sierra over the last few days. the weather was a mix of rain and snow in addition to strong winds, but that did not stop people from heading to the slopes. >> first run of the season was about to get out there, get some runs in, check it out, see how it goes. didn't check the weather before we got here, so it looks like it's going to be one of those days. oh it's perfect. >> it's my favorite time. it's like fresh snow. heavy snow. plus, it's nice because other people don't want to be out here. so this is my time to shine. >> well, most tahoe ski resorts say they have more than two thirds of their trails open, despite it being early in the ski and snowboard season. all right. from the sierras down here to the bay area, looking live from our camera along the

an 84 year old santa rosa woman was scammed out of a half $1 million. family members say she received a text message claiming her apple device had been hacked. she then received several phone calls from people claiming to be from the irs and wells fargo bank. the woman ended up handing over $600,000 to total strangers. >> a very special place in #### for people like this. they really are. i mean, these are these are really smart, bad, bad people. i hope that they get caught. >> the family says the woman's losses included thousands of dollars worth of gold bars and rare coins. consumer protection groups say scams like this one are common, especially during the holidays, and say people should be very suspicious if they are contacted by someone claiming to be from a bank or the irs. another new law will ban colleges in california from giving preferences to applicants related to alumni or school donors. this measure takes effect in september of next year and affects both nonprofit

more out of it than we than we put into it, although we work sometimes very hard and overwork on occasion. >> former president carter and his wife helped build more than 4300 homes through the organization, and leaders from across the bay area and the u.s. have paid their respects to jimmy carter and the legacy he leaves behind. bay area congresswoman barbara lee posted this photo on social media of herself with both rosalynn and jimmy carter years ago. it says, quote, i am deeply saddened to hear of the passing of president jimmy carter. he displayed a lifelong commitment to global peace, justice and human rights. he inspired me and countless others. also in the news this noon, oakland is on track to finish 2024 as its safest year since the start of the pandemic, according to new data. there has been a 34% decrease in murders in oakland compared to last year. the city has also seen a 34% reduction in nonfatal shootings. those numbers are being touted today by faith groups, city leaders and safety advocates.

>> this year, 39 lives of our black and brown men have been saved in oakland. that's 39 families who were able to celebrate together during the holidays. rather than mourn a tragic loss. >> the leaders credit the surge in the chp operation in the city, and the return of the city's ceasefire program, which identifies people who are at high risk of being involved in gun violence. it offers them life coaching, workforce development and mental health care. matthew mueller, the man convicted of the 2015 vallejo kidnaping, is set to be arraigned this afternoon on new charges in connection with attacks in santa clara county. mueller is now charged with allegedly breaking into women's homes in palo alto and mountain view 15 years ago. police say dna links him to at least one of the attacks in 2022. mueller was convicted of kidnaping and raping denise huskins after breaking into her vallejo home. he was sentenced to 31 years in prison on state charges for rape, and he received a 40 year

federal sentence for kidnaping. we're learning new information about this weekend's crash in oakland involving two bart police officers and a medical supply van. bart now says police officers were heading to the scene of a life threatening drug overdose at the time, when their patrol cars crashed near the west oakland bart station on saturday afternoon. bart also says the three officers hurt in the crash are still in the hospital. a fourth person was also injured. san francisco police plan to hold a town hall meeting, where they'll reveal new information on a deadly police shooting. it happened december 20th, when officers say they shot and killed an armed man in union square, who turned out to be a security guard at the dior boutique. police say the man was wanted for hitting two pedestrians and bicyclists with a vehicle hours earlier during a chase. today's town hall will be held virtually at three in the afternoon, and you can watch the forum on the san francisco city government's youtube page. oakland police pay tribute to officer quan lay, who was killed while responding to a break in one year ago on social

media. opd wrote officer lay was a dedicated public servant who devoted his life to protecting and serving our community. officer lay was shot and killed while responding to a burglary at a cannabis dispensary. police say he was working undercover in an unmarked car when he was struck by gunfire. three people have been charged with his murder. well, an investigation is underway into multiple robberies at businesses in oakland. at least four spots were hit in a short amount of time. ktvu tori gaines heard from one of the victims. >> shattered glass and emptied cash registers were a common sight at four oakland gas stations sunday morning. oakland police confirming to ktvu that robbers hit at least four locations across oakland, all before 7 a.m. a gas station on high street, a car wash on broadway and ampm on shattuck, and a shell station on fifth street all had damage. sunday, just before 5 a.m, robbers broke through the front door of this gas station, stole cash from the register, stole cigarettes, and attempted to break into this

atm. some gas station clerks in oakland have grown used to the risk of robberies. a cashier we spoke to who asked to remain anonymous for his own safety, says a group of at least eight suspects broke through their front door. >> this time, it was the other cashier. they tell him, don't do anything. they will kill you. then they came over to the atm. they want to try to break the atm with a big hammer. they tried, they tried. they didn't break it. >> the robbers were unable to get cash out of the atm, but damages show just how hard they tried. the suspects made off with $300 and many of the store's cigarettes. the cashier says he was robbed just two weeks ago at this same location. have you seen robberies like this here before? >> yeah. of course. i got many time here last. two weeks ago. they came with a my with a gun. >> the cashier says those robbers put a gun to his head and took his money, too. though it's a scary scenario, he's grateful that opd has been responding to their 911 calls more quickly. >> i see the camera. they came

like 149 second before little bit the they left like ten minutes, 20 minutes. today is very fast. >> in oakland tori gaines, ktvu, fox two news. >> antioch police say a man considered armed and dangerous has been located. marlon wheeler is accused of shooting at his girlfriend inside of a home last night, prompting a lockdown. police say the girlfriend and three children were unharmed and were able to escape, but a nearby home and vehicle were hit by bullets. investigators say the 30 year old suspect was taken into custody yesterday evening after he barricaded himself inside of a vehicle for a short time. a gas leak in san leandro that forced thousands of evacuations are still being investigated to figure out the exact cause. the first call about the smell of gas received by pge around 4 a.m. yesterday morning. crews responded within 30 minutes, but it took almost five hours to cap the gas line. a mandatory evacuation order was issued for dozens of neighborhoods near washington avenue and llewellyn boulevard near interstate 880. around 10

a.m, the fire department gave the all clear for residents to go back home. >> we've learned is it's a six inch gas line that is in the flood control panel of washington and lewelling. the positive news is because of the rain, where the gas leak is actually under water. so it is fuming from under the water, which has helped us in the amount of evacuation we've had to do. >> more than 12,000 people were under that temporary evacuation order, and power was shut off to several homes, several hundred homes, in fact. but it has since been restored. with the new year comes new laws in california, and there are a few that will affect drivers. ktvu. amanda quintana shows us how one new law will restrict how close you can park to a crosswalk. >> starting on january 1st, you will no longer be able to park within 20ft of an unmarked or marked crosswalk. this is known as the daylighting law, making it easier for drivers to see the full crosswalk. >> it's just about a sight line

and making sure that people who are in cars and driving have the ability to see people who are on foot or on a bike, which can be a little trickier there. lower to the ground, they take up less space. they might be obscured by a big vehicle. >> cal bike was one of the bill's sponsors. kevin claxton says 25% of traffic fatalities happen at intersections, and this new law could help prevent those. liza lutzker analyzes this kind of data at uc berkeley's safe transportation research and education center. >> in places where this has been implemented, you see a really strong reduction in pedestrian crashes. the federal highway administration says that if this is implemented properly, it can prevent up to 30% of pedestrian crashes. >> some areas, like here in walnut creek, already have red curbs right before the crosswalk. but even if it's not red, it's up to you to know how far 20ft is. >> many intersections have something like five feet painted

or 15ft painted, but it really is going to apply to that many, and it can even apply to spots right now that are metered that i think cities will gradually be taking away those metered spaces. >> some cities have already been making these changes. san francisco has been giving out warnings since last month. >> this is one of the things that we're very proud that san francisco is taking this seriously. >> walk s.f. has been pushing for daylighting for years. just last month, sfmta got the green light to finish painting red curbs in these spots after what jody madero says was the worst year for traffic related pedestrian fatalities. >> we are seeing this trending up versus trending down, and daylighting is one of those proven solutions. >> the city of emeryville is taking it a step further by putting bike racks in the spaces. as for citations, you likely won't get a ticket for this. on wednesday, there is a 60 day grace period, but by

it's all thanks to a south bay woman who became their surrogate. she shared her story with ktvu claudine wong, explaining why she took on the life changing commitment. >> leanna ortega says she wasn't sure what to expect when she began a two year journey that began late one night when she was scrolling on her phone. >> i was scrolling on tiktok super late at night, and i seen this girl talking about her experience with surrogacy. she actually went through the company that i went through with surrogacy first. and so she was talking about it, and she i think she was like eight months pregnant and she was just telling her experience. >> the post convinced ortega to get online and fill out an application. >> i don't really know if it was really her story. i think it was

more so me just wanting to have like some type of purpose or something. >> ortega is a single mother of two and describes her pregnancies as fairly easy, and she's pretty sure she's done having kids. so she says surrogacy was an opportunity to give another family a baby of their own. couples who may be struggling with infertility, which is a journey jeffrey hu and his wife know well. >> we went to four different countries, and eventually we were able to have our children through surrogacy. so i always called them like million dollar babies because literally it took us half a decade. and, you know, dozen, half dozen rounds of ivf before we were able to pursue surrogacy, to start a family. >> today, this is his family thanks to surrogacy. it is a journey that prompted them to create the company known as surrogate first. he says since 2018, they've had an estimated 300 live births. and while finding surrogates is a challenge, the journey can be more fulfilling than some realize.

>> so for us in most agencies, there's probably a 3 to 5% qualification rate at the end of the day of someone that becomes a surrogate. she's had four. surrogacy is three of them with the same family. they're based in china. they've brought her entire family over for a one month trip, stayed at their house. >> it took a few weeks for ortega to be approved. but then the process began. and while the company will ask many questions to find a match on issues like termination, covid vaccination and how a surrogate feels about international or same sex couples. for ortega, the process of picking the family she would work with was fairly simple. >> to be honest, i only got sent one family. once i got sent that one family, i was like, yeah, i'll do it for them. >> the process after that involves hormone shots and the implantation of the couple's embryo. but the first attempt took and once again, she says the pregnancy was fairly easy. but there was one very important difference for like from the very beginning, i like, mentally prepared myself. >> like, i'm like, this isn't my

baby. it's somebody. it's going to be somebody else's baby because i didn't know i was going to work with them. so i just knew that, like, it was never my baby. >> she says her kids knew she was doing it to help people, and she got support from her family. but as her belly grew, people started asking questions. >> i'm like telling them like, oh, like i'm a surrogate, i'm going to have a baby. and then everybody's concern is, well, aren't you going to feel like attached? you're giving away a baby. >> she says she told the baby often that it was loved but never got attached. and as far as compensation, she prefers to keep that information private. but who says on average, in addition to medical expenses that are covered, there is a base compensation for surrogates that is paid over the entire pregnancy. >> so for base compensation, i think the average is probably about 50 to 55,000. but that can also go all the way up to 80 to 100,000, depending on the intended parent, what state you're in and you know, are you a repeat surrogate, etc. i would like to break one of the stereotypes, which is the number

one reason by far, that the surrogates pursue surrogacy is to help another family in need. >> ortega says that is what motivated her, and she describes the moment that the baby she carried entered the world and met their parents. she says even in that moment, she knew she was delivering a baby that belonged to someone else. >> the parents are just sitting there and they're like, okay, so like, what's going on? i'm like, you guys should probably stand up. like, we're about to have the baby right now. they're like, oh, okay. you could tell they were going to like get emotional. but then they were like smiling like, oh my goodness, my child was just born. i feel like it's kind of like a full circle moment. it's kind of just like fulfilling for me. >> and as we sat with her just three days after giving birth, she was recovering in record time and already pondering the possibility of giving that same gift again. >> why would i do it again? i don't know, i just, i just, i don't know, i just think that it was it's very fulfilling internally for me, a gift of family. >> she has just given one couple
