courtroom, this time for two assault cases that had until now gone unsolved. you may remember matthew mueller from the bizarre 2015 abduction case in vallejo, where aaron quinn told police in march of that year that his girlfriend, denise huskins, had been abducted by an intruder wearing a wet suit. he said that man tied them up and then made them drink a concoction that made them sleepy. huskins later turned up alive days later, but then the case took another turn when vallejo police accused the couple of lying and called the whole thing a hoax. that is until matthew mueller was arrested months later for a home invasion in dublin, and evidence from that case linked him to the huskins kidnaping and assault. he is now serving time in a federal prison, and that vallejo case led to a netflix documentary released earlier this year and a multi-million dollar settlement for the couple. and now it appears the story of matthew mueller isn't over. new tonight there are new

charges against mueller for two previously unsolved cases from 2009. ktvu henry lee picks up the story there, and he was in court today with details on what happened. henry. >> yeah, this case certainly has taken many twists and turns. the da says new dna evidence now ties matthew mueller to two home invasions. one in mountain view, the other in palo alto. years before the vallejo ordeal. his hands shackled at the waist, 47 year old matthew mueller appeared in a san jose courtroom on charges he committed two home invasions a month apart in mountain view and palo alto back in 2009. >> we're able to bring this perpetrator to justice and that this nightmare is over. >> santa clara county d.a. jeff rosen said. mueller's m.o. in these two cases mirrored what happened in the vallejo case. >> both of these cases, the defendant broke into a woman's home, tied them up, bound them, made them drink things to make them intoxicated, and did this

for the purpose of raping them. >> the south bay cases happened six years before mueller drugged and kidnaped denise huskins in vallejo, raped her in south lake tahoe and terrorized her now husband. vallejo police had branded the couple liars, saying they made up the attack. mueller, serving 40 years in federal prison and 31 years concurrently in state prison in the vallejo case. authorities said advances in dna technology led a criminalist to match skin cells from a velcro strap used to bind the palo alto victim to mueller. the da also credited the work of seaside police chief nick borges, seen here with huskins and quinn in march at a training session for police across the state. the couple urged law enforcement not to fall victim to tunnel vision in solving a case. it was chief borges who began writing to mueller in prison. authorities say mueller made admissions as to his involvement in the mountain view and palo alto cases at the training session. chief burgess apologized to the couple on behalf of police in general. >> we're here because there are so many lessons to be learned

where the police really screwed up. i don't know how else to say it. >> we're not perfect in law enforcement, and i think it's fair to say that there were mistakes made in this investigation. >> now, authorities say the victims, both the palo alto and mountain view cases, managed to persuade the defendant not to sexually assault them and that mueller, according to the da, actually told one woman she should get a dog and told the other victim to make sure that her doors and windows were locked. essentially. crime prevention tips. if convicted of these two cases, he could face life in prison in san jose. henry lee ktvu, fox two news. >> yeah, henry, this case just keeps this story. just keeps taking different turns here and there. do we think there are any other cold cases out there that he might be connected to? >> yeah, we did ask the da that. now mr. mueller is a suspect in at least one other case in the south bay, but the da declined to talk about any open cases. suffice to say that obviously

the pressure the spotlight remains on matthew mueller. >> yeah. a story will continue to follow. all right. thank you henry. well, new at five. police in san francisco say the number of homicides in the city this year plummeted to a number not seen in decades. sfpd says there have been 34 homicides in san francisco in 2024. that's down from 51 a year ago, and is reportedly the lowest number since at least 1960. the police department says its homicide unit has a 94% clearance rate, in addition to homicides and violent crime. the department says every category of crime has seen a substantial decrease over the last year, including organized retail theft and car burglaries. well, oakland is ending 2024 with its lowest crime numbers in five years. city leaders say it's because of the ceasefire crime prevention program. >> good morning, police chief floyd mitchell says as of december 1st, oakland has seen a 34% decrease in homicides, a 33%

drop in shootings and a 25% decline in robberies compared to last year. >> and that includes a 45 day stretch where oakland did not report a single homicide. chief mitchell said while oakland is looking at cuts to public safety to make up for a massive deficit, the ceasefire program will not see any of those cuts. >> i've seen the cease fire ceasefire strategy become one of the most comprehensive, intelligence led, evidence based crime reduction. violent crime reduction initiatives that i've ever been a part of. and it has my full support as i continue to be your oakland police chief. >> ceasefire workers reach out to individuals considered at high risk of committing violent crimes. staffers say they contacted more than 200 people this year. those individuals received one on one meetings, job training and therapy, along with help for substance abuse.

[music] the nation continues to mourn the loss of former president jimmy carter. the 39th president died at his georgia home surrounded by his family. he was 100 years old. president biden, reflecting on the death of the president last night, he delivered remarks from the u.s. virgin islands, where he and his family are spending their final vacation before leaving the white house. president biden called the late president a friend and says, no matter how successful mr. carter became, he remained humble and never stopped serving others. >> his light and his life. he served the nation in the navy. he led the state of georgia. he became president and a beloved statesman all over the world. but to know his core, you need to know he never stopped being a sunday school teacher at that baptist church in plains, georgia. >> former presidents bill clinton, george w bush and barack obama are also remembering jimmy carter, former president barack obama saying in part he believed some things

dignified the office and his efforts to leave behind a better world didn't end with the presidency. his work with habitat for humanity and the carter center set an example of service that will inspire americans for generations. and although jimmy carter became internationally known, he stayed true to his humble upbringing in plains, georgia. fox's christopher king is live in plains. and christopher, you talked to people who knew the former president. what are they saying about his passing? >> well, claudine, they're sad, but relieved. after all, the former president spent nearly two years in home hospice care. now, this is the kind of town where everybody knows each other. and pretty much everyone we spoke with had some sort of fond memory of the former president. he grew up here. he was a peanut farmer here. he and his wife, rosalynn, came back here to live after he left public office. now, he was an unusual man for his time. carter was a rural, born again

christian white southerner who supported integration and equality. he won the white house in the wake of the watergate scandal and the vietnam war. he lost his bid for reelection to ronald reagan in 1990. after 1980, rather, after one term, president carter was the longest lived former commander in chief. the late president was a man of many titles statesman, businessman, navy officer, evangelist, politician, author, woodworker, cancer survivor, and a nobel peace prize winner. the late president is perhaps best remembered as a humanitarian. he conducted diplomatic missions into his 80s. he built houses for the poor into his 90s with habitat for humanity. but most of all, jimmy carter was a son of plains, georgia, a plainspoken man who liked to be called simply jimmy. we speak with a man who owns a political memorabilia store, you guessed it, on main street. he knew carter personally. take a listen. >> i was initially crushed, and

season anyone had been hoping for, but with the final home game now underway and the season almost done, fans may be disappointed, but they are still holding their heads high. let's go to ktvu mark sayer, who's live for us at levi's stadium, with a look at how fans are putting the season in perspective. mark. i think that's what we just have to do. we have to think about what could have been and think about what might be next and what is next. >> that is what fans are talking about, of course, here at levi's stadium tonight, right now getting underway, a rematch of the nfc championship from last year, the 40 niners versus the detroit lions, who have come here to levi's. and while fans are obviously very disappointed that the 40 niners are not moving into the playoffs, they are optimistic about next year. as the gates opened on the final home game of the season for the 40 niners. from the enthusiasm here, you would have never known it was a game without any playoff implications for the team. these are line dogs. the tailgating was in full force and

spirits were high. everyone had a little bit different take on what happened this season, but injuries were at the top of the list. >> injuries killed us. you know we're a great team, but you got to have you got to have the players. you know you lose a player. you can't replace him anymore. with the salary cap down the season. >> we got injuries from our players. but how would i say this? it happened how it happened. we just got to hope for the next year. >> hopefully it gets better coming into the season. we're hoping to be back in the playoffs in the super bowl. but injuries and you know that's the way it is with football. >> it seemed not a week went by without more bad news for the team on the injury front, with key position players including christian mccaffrey, nick bosa, brandon aiyuk, trent williams, jordan mason, dre greenlaw, mitch wishnowsky and even qb brock purdy missing one or more games. but fans say it is not just about the injuries. sometimes the season just does not work out in your favor for other reasons like strength of schedule and even a little bit

of luck. but none of it makes any of these fans say they will stop fully supporting the team, and they hope to be back even stronger next year. >> well, i feel like they're going to clean the house a little bit. there will be a good amount of changes. sam purdy a little bit. kyle kyle knows what he's doing. jordan lynch will do good. get a few good draft picks o line, d line. i think we'll be good. >> you know what? i believe there's good guys in the locker room. and i think that we're going to regroup and we'll be back next year. >> next season 19 and o winning the super bowl right there. >> ktvu rocks this guy. >> so in terms of tonight's game, one detroit fan told us that he does expect that the team, the lions, will make an extra effort to try to get a little bit of revenge on the 49ers for the nfc championship game last year, where, of course, the 49ers came back in that thrilling second half to actually beat the lions. and of course, the fans here believe that the 49ers still have it and they can get the win here tonight at levi's. so that's the picture here right now. a lot of optimism for next year and hope for the game that's starting

national weather service. a freeze warning and frost advisory go into effect for much of the bay area that starts at eight tonight. the nws says being outside during this cold weather for a long period of time could lead to hypothermia. a recent survey showed san jose has close to 10,000 unhoused people, according to san jose. of the 197 homeless deaths this year, more than a quarter were seniors older than 65. there are warming centers around santa clara county in san jose. most libraries and community centers also operate as warming centers. ktvu south bay reporter jesse gary reports from san jose, with more on the efforts by governments and advocates to protect those most vulnerable from the elements. >> the lunch hour monday sees a different type of delivery near this south central san jose unhoused encampment. shoes, jackets, pants and shirts could

make the difference between being cold on a winter's night and not surviving the night. >> approximately two people die every day, every other day in san jose. you know about what, 700 in the last three years? so this is one that happens. you know, it drops below freezing. people out here exposed on the sidewalk. >> pastor scott wagers has been a ground level advocate for the unhoused for decades, helping people who've experienced old man winter's icy touch for years. >> it's difficult. you know, you got to you got to, you know, jacket, beanie, thermals. you know what i mean? gloves. and just try to stay out of the cold, man. >> san jose city officials say two warming centers are open ten hours overnight, every night through the winter and into late april. san mateo county officials say their inclement weather program runs from mid-november to mid-april, and has been activated six times so far this winter, 15 to 20 people are housed each night, either in the event center in san mateo or the navigation center in redwood

city. additionally, outreach teams in both san mateo and santa clara counties try to make contact with as many of the unhoused living on the streets and along creek beds. >> we are giving people who are living outdoors information to try to help them stay safe. some people who do remain outdoors. we try to emphasize them the importance of staying dry. >> but wager says many of the unhoused are battling physical and mental health issues that make it impossible for them to see clearly or act rationally. >> people here are not going to go to warming centers. it doesn't happen. and i know it's not logical, but it happens because people out here have real issues. >> sunnyvale public safety officers say a man identified as ryan o'reilly, who was likely unhoused, vandalized the glass front doors to their headquarters sunday afternoon. >> he picked up a nearby river rock and broke and shattered the glass lobby door. and then he forced his way into the lobby.

video of what led up to a deadly officer-involved shooting earlier this month. ktvu christien kafton joins us live. and christian police say that video does show the suspect tried to run over an e-bike rider, and then later pulled a gun and raised it at officers. what else can you tell us? >> yeah, a lot of details coming out about this case. that suspect, well known to many in law enforcement. he was a security guard for some of the luxury stores here in the union square area. officers say he was armed. they say that they warned him repeatedly before opening fire and ultimately killing him. >> mr. hodge then raised his right hand with the firearm in it as he pivoted towards the officers standing in the street. mr. hodge quickly took a shooting stance with his feet shoulder width apart, two hands on the handgun slightly bent

forward while pointing at the officers in the street. officers number one, three and four, and sergeants one, two and three discharged their firearms at mr. hodge, who then fell to the ground. >> san francisco police say the shooting was the ending of a violent final day for 50 year old peter hodge. they say at 630 on the evening of december 19th, hodge was behind the wheel of a black suv illegally outfitted with police style lights as it pursued a person on an e-bike onto the sidewalk of sutter street, where he plowed into two women, sending them to the hospital. moments later, police say he struck the e-bike rider who took off on foot. police identified hodge as the man behind the wheel and just hours later, at 135 the morning of december 20th, officers made plans to take hodge into custody as he worked as a guard at the dior shop on grant street. officers say they knew he was armed and repeatedly ordered him to raise his hands. video released at today's town hall showed officers body worn camera footage showing hodge appearing

to reach into his waistband and pull out a handgun and aim it at the officers. at that point, numerous officers on scene opened fire. stop stop stop stop stop stop. now in more video released today, immediately after those officers opened fire, they began rendering first aid. but hodge was transported to a hospital where he was pronounced dead. now, at this point, this case is still under investigation. police are asking anyone with information about this case to come forward with what they know. claudine. >> yeah, certainly a lot of questions. kind of what led up in and around this. do we know anything about this e-bike rider? and certainly as they search for him, that may make it easier for police to find him or her. >> yeah, that that that e-bike rider is sort of central to all of this, right? because clearly there was some kind of interaction at this point. police say they still have not located that e-bike rider. they say that that e-bike rider

hopped off and ran away on foot. in the video that they showed, they showed that hodge initially tried to load that e-bike into the back of the suv. they say that when he was unable to do that, he loaded the bag from that e-bike into his suv. so there are still a lot of details. authorities would certainly like to speak to whoever was riding that e-bike. at this point, though, that person has not been found. >> all right. certainly a story we'll continue to follow. christien kafton reporting live from san francisco. thank you. and the search for answers is underway in south korea. that's after that passenger jet crash that killed 179 people. will tell you what we're learning about the final moments and the questions being raised by experts. and embattled house speaker mike johnson gets some last minute support from the president elect. why donald trump says republicans should back johnson in the upcoming vote to decide the next speaker of the house. >> plus, one of the things that we're very proud that san francisco is taking this seriously and new year brings

arriving from bangkok, thailand when it crashed, and there's still no word on the cause, although there are reports the pilot issued a mayday call, and investigators say air traffic controllers warned about a bird strike risk moments before the crash. >> aviation experts are scratching their heads on this one. there is video which seems to indicate they lost their right engine. >> it just doesn't explain why the airplane is coming in so hot and with the landing gear in the up position, because the aircraft was made in the u.s. >> the ntsb will also be involved with this investigation. police in thailand say an american man was one of three people killed when a fire broke out at a popular hotel in bangkok. that fire erupted on sunday night on the fifth floor of the six story amber hotel. police say it's located on a known backpacker street in the thai capital that is also recognized for its lively nightlife. a brazilian

woman and a ukrainian man were also killed in that fire, and five people were hospitalized. an investigation to determine the cause of that fire is underway. and president joe biden has announced $2.5 billion in additional security aid to ukraine. biden says the assistance will include air defense, artillery and various weapons to help ukraine in its fight against russia. meanwhile, treasury secretary janet yellen also says the u.s. has made $3.4 billion of additional budget aid available to ukraine. it is the largest aid package to ukraine under the biden administration. in a last minute effort to send the war torn country assistance before president elect donald trump takes office. and five people are now facing charges in connection with liam payne's death. the one direction star died in october after falling from the third floor balcony of a hotel in buenos aires, argentina. the suspects include a man who claimed to be a close friend of payne and who was with him on the day of his death.

four hotel employees are also facing various charges for allegedly supplying drugs to payne. a federal appeals court rejected president elect donald trump's attempt to overturn the verdict that found him liable for sexual abuse against writer e jean carroll. trump is liable for abusing carroll in a department store dressing room in the mid 90s, as well as making defamatory statements about her. two years ago, a jury awarded carroll $5 million in damages in a separate civil trial. a different jury also ordered him to pay her $83 million in damages. trump's appeal of that verdict is currently pending. and a major endorsement from president elect donald trump, days ahead of a big vote on capitol hill over who should be the next house speaker. mr. trump has thrown his support behind current speaker mike johnson, writing on truth social. quote, speaker mike johnson is a good, hard working religious man. he will do the right thing and we will continue to win. end quote. >> this is the best gift he

could have given him heading into the new year. i think it makes it far harder for members of congress to vote against him. >> but for johnson, maintaining his role as speaker is not a done deal. some republicans are expressing frustration with johnson's role in the government funding deal. days before christmas, however, trump is urging republicans to support the speaker and, in his words, not blow an opportunity for relief from the outgoing administration. well, earlier on the floor, we spoke with nolan higdon, a political analyst and lecturer of history and media studies at uc santa cruz, about trump's endorsement and the dynamics in the republican controlled congress. >> i think the party remembers what happened last time they had to elect the speaker how embarrassing it was for the party. and i imagine they don't want to go through that again. and so trump picking mike johnson might not only be an endorsement of johnson, but also trump's way of getting the party together and behind him as a coalition so he can govern when taking office.

>> it took more than four days and 15 different ballots to elect then california congressman kevin mccarthy to speaker of the house two years ago. it was the longest speaker election since 1860. and with the new year comes new laws in california, and there are a few that will affect drivers. ktvu amanda quintana shows us how one new state law will restrict how close you can park to a crosswalk. >> starting on january 1st, you will no longer be able to park within 20ft of an unmarked or marked crosswalk. this is known as the daylighting law, making it easier for drivers to see the full crosswalk. >> it's just about a sight line and making sure that people who are in cars and driving have the ability to see people who are on foot or on a bike, which can be a little trickier there. lower to the ground, they take up less space. they might be obscured by a big vehicle. >> cal bike was one of the bill's sponsors. kevin claxton says 25% of traffic fatalities happen at intersections, and this new law could help prevent

those. liza lutzker analyzes this kind of data at uc berkeley's safe transportation research and education center. >> in places where this has been implemented, you see a really strong reduction in pedestrian crashes. the federal highway administration says that if this is implemented properly, it can prevent up to 30% of pedestrian crashes. >> some areas, like here in walnut creek, already have red curbs right before the crosswalk. but even if it's not red, it's up to you to know how far 20ft is. >> many intersections have something like five feet painted or 15ft painted, but it really is going to apply to that many. and it can even apply to spots right now that are metered that i think cities will gradually be taking away those metered spaces. >> some cities have already been making these changes. san francisco has been giving out warnings since last month.

>> this is one of the things that we're very proud that san francisco is taking this seriously. >> walk sf has been pushing for daylighting for years. just last month, sf mta got the green light to finish painting red curbs in these spots after what jody madero says was the worst year for traffic related pedestrian fatalities. >> we are seeing this trending up versus trending down, and daylighting is one of those proven solutions. >> the city of emeryville is taking it a step further by putting bike racks in the spaces. as for citations, you likely won't get a ticket for this. on wednesday, there is a 60 day grace period, but by march, drivers will face a fine. those will vary from city to city and whether the curb has been painted red, but they'll be around 40 to $100. in walnut creek, amanda quintana ktvu, fox two news. he wrote a letter to staff telling them he's accepted a job in southern california, where he will also tend to family matters. following his father's recent death. some social workers tell the bay area news group that they wanted him to accept more responsibility on several cases involving the welfare of children. in one case, the department kept three month old phoenix castro with his parents, who were suspected of drug use. phoenix later died of fentanyl exposure. two juveniles are under arrest in concord on suspicion of armed robbery. officers were called to pacheco and mount diablo streets at about 9 p.m. last night. an officer says they spotted two people matching the suspect's descriptions walking through a parking lot nearby. they started to run, but officers caught up with them. they say both juveniles were carrying loaded firearms and they recovered stolen property belonging to the victim. a police standoff lasting more than a day is now over. police in daly city arrested a 45 year old woman

late last night after a 27 hour standoff. it happened just south of the lake merced golf club on 88th street, near edgeworth avenue. officers were initially called to a physical domestic disturbance around 645 saturday night. police say a woman who answered the door raised a knife and then charged at officers who were responding to that call. police say the officers retreated without using force and the woman remained in her home. then, around 1040 last night, a swat team was able to take that woman into custody. [music] well, after searching for days, two men in the pacific northwest have been found dead. that's after family members say the two went out on a search for sasquatch. more on what authorities believe led to their deaths and trapped under debris in santa cruz county. what we're learning about the man killed by debris from the high surf at a monterey bay beach. >> and we are looking back into some raindrops. not right away.

was taken to the hospital, where he was declared dead. and concerns about seagulls may have played a role in last week's santa cruz wharf collapse, the bay area news group reports. environmental activists had repeatedly stalled the efforts to strengthen the wharf. instead of reinforcing the 110 year old wharf to help it withstand powerful waves. environmentalists, according to the report, were focused on protecting the seagulls that make their nests in the wharf's wooden beams. well, the restaurant at san francisco's seal rock inn in the outer richmond is reopening this thursday after closing four years ago during the pandemic. it is going to be operated by san francisco chef alfred schilling, who plans to transform the space into a parisian bistro. the seal rock inn was built 65 years ago. journalist hunter s thompson was one of its most famous guests. he reportedly stayed at that hotel for weeks at a time. >> all right. checking in on the

san francisco will once again be holding its new year's eve fireworks celebration, and it's looking like the skies will be clear. that show is going to take place near the ferry building right at midnight, and multiple streets will be closed to traffic along the embarcadero to make room for the thousands of spectators. city leaders are urging people to use public transportation to get to and from that big show. well, it's an issue many of us deal with every year. all of that holiday gift giving can create a mountain of trash. fox news's tom sitka has some tips on the best way to dispose of your christmas trees, your holiday wrappings, and whatever else is left behind. >> the biggest culprit for holiday waste is all the decorative paper we use to wrap our gifts. roughly 5 million

pounds worth every year in the u.s. alone. and then there's all the boxes, the plastic and cardboard used to transport and present all the presents. it adds up. the encouraging news is there's a ready market to repurpose and recycle much of it. the recycling industry is estimated to be worth $7.5 billion this year, with steady growth projected for the next decade. so what goes where? the city of houston has the largest recycling program in the metro. the solid waste management department says curbside recycling pickup can include cardboard, paper boxes, plane wrapping paper and gift bags. so no glitter, no foil, no decorations, holiday cards and envelopes. clean and empty plastic bottles and jugs. same with metal, food and beverage cans. for those who have finished using their real christmas trees this season, they can still have a useful life as mulch or other landscaping materials. houston has 22 recycling locations and
