camera video from the sfpd. we're breaking down what it shows from a scene where police shot at a man in a high end shopping district in the city. >> this is ktvu, fox two news at 730. >> good evening. i'm ali rasmus at a town hall meeting today, san francisco police reveal details of a shooting involving some of its officers. they say a man suspected of trying to run over an e-bike rider pulled a gun on officers and eventually pointed that weapon at them. ktvu christien kafton has video of the scene as it unfolded. >> mr. hodge then raised his right hand with the firearm in it as he pivoted towards the officers standing in the street, mr. hodge quickly took a shooting stance with his feet shoulder width apart, two hands on the handgun slightly bent forward while pointing at the officers in the street. officers number one, three and four, and sergeants one, two and three discharged their firearms at mr. hodge, who then fell to the

ground. >> san francisco police say the shooting was the ending of a violent final day for 50 year old peter hodge. they say at 630 on the evening of december 19th, hodge was behind the wheel of a black suv illegally outfitted with police style lights as it pursued a person on an e-bike onto the sidewalk of sutter street, where he plowed into two women, sending them to the hospital. moments later, police say he struck the e-bike rider who took off on foot. police identified hodge as the man behind the wheel and just hours later, at 135 the morning of december 20th, officers made plans to take hodge into custody as he worked as a guard at the dior shop on grant street. officers say they knew he was armed and repeatedly ordered him to raise his hands. video released at today's town hall showed officers body worn camera footage showing hodge appearing to reach into his waistband and pull out a handgun and aim it at the officers. at that point, numerous officers on scene opened fire. san francisco pd

also showing video that immediately after opening fire, officers rendered first aid and transported hodge to the hospital, where he was later pronounced dead. now, at this point, this case is still very much under investigation. one of the key witnesses that authorities would like to contact is the rider of that e-bike from december 19th. that e-bike rider still has not been located. police are asking anyone with information on this case to come forward with what they know. in san francisco, christien kafton, ktvu, fox two news. n. at 730, a 15 year old was killed in a crash in walnut creek early sunday morning. police say the car,ith five people inside, was headed west on newell avenue when it crashed into a pillar under 680 around 230 in the morning. the 15 year old passenger was killed. three other people in the car fled,ncding the driver. they were picke up by a relative who ok them to a hospital inan jose. that hospital then contacted police. the juvenile driver was arrested on suspicion of vehicular manslaughter. police in san francisco say the

number of homicides in the city this year has dropped to a number not seen in decades. sfpd says there have been 34 homicides in san francisco in 2024. that's down from 51 a year ago and is reportedly the lowest number since 1960. the police department says its homicide unit has a 9,094% clearance rate, in addition to homicides and violent crime, the department says every category of crime has seen a decrease in the past year, including organized retail theft and car burglaries. >> good morning. i think one of the most important things that is being brought to the city of oakland is ending 2024 with its lowest crime numbers in five years, police chief floyd mitchell says as of december 1st, oakland has seen a 34% decrease in homicides, a 33% drop in shootings and a 25% decline in robberies compared to last year. >> chief mitchell says the ceasefire program, he believes, is responsible for the progress. >> i've seen the ceasefire

ceasefire strategy become one of the most comprehensive, intelligence led, evidence based crime reduction. violent crime reduction initiatives that i've ever been a part of, and it has my full support as i continue to be your oakland police chief. >> under the program, ceasefire workers reach out to individuals considered at high risk of committing violent crimes. staffers say they contacted more than 200 people this year through that program, those individuals received one on one meetings, job training and therapy, along with help for substance abuse. new developments tonight. in the case of a man already convicted of a high profile 2015 kidnaping and sexual assault in vallejo. today, the same man, matthew muller, has been charged with two home invasions and attempted rapes in the south bay. those crimes happened years before the vallejo case. ktvu crime reporter henry lee explains how investigators connected those earlier crimes to muller. >> his hands shackled at the

waist, 47 year old matthew muller appeared in a san jose courtroom on charges he committed two home invasions a month apart in mountain view and palo alto back in 2009. >> we're able to bring this perpetrator to justice and that this nightmare is over. >> santa clara county d.a. jeff rosen said. muller's m.o. in these two cases mirrored what happened in the vallejo case. >> both of these cases, the defendant broke into a woman's home, tied them up, bound them, made them drink things to make them intoxicated, and did this for the purpose of raping them. >> the south bay cases happened six years before muller drugged and kidnaped denise huskins in vallejo, raped her in south lake tahoe and terrorized her now husband. vallejo police had branded the couple liars, saying they made up the attack. muller, serving 40 years in federal prison and 31 years concurrently in state prison in the vallejo case. authorities said advances in dna technology led a criminalist to match skin cells from a velcro strap used to bind

the palo alto victim to muller. the da also credited the work of seaside police chief nick borges, seen here with huskins and quinn in march at a training session for police across the state. the couple urged law enforcement not to fall victim to tunnel vision in solving a case. it was chief borges who began writing to muller in prison. authorities say muller made admissions as to his involvement in the mountain view and palo alto cases at the training session. chief burgess apologized to the couple on behalf of police in general. >> we're here because there's so many lessons to be learned where the police really screwed up. i don't know how else to say it. >> we're not perfect in law enforcement, and i think it's fair to say that there were mistakes made in this investigation. >> authorities say the victims in both the mountain view and palo alto attacks managed to persuade the defendant not to sexually assault them, the da says mueller actually told one woman she should get a dog for protection, and gave similar crime prevention tips to the other victim in san jose. henry lee ktvu, fox two news.

>> tributes are pouring in to honor the life of former president jimmy carter. the city of palo alto posted this image online today showing flags at city hall flying at half staff. it's a mark of respect for president carter. the flag will be flown at half staff until sunset on tuesday, january 28th. today, president biden signed an executive order making january 9th an official holiday for the 39th president's funeral. carter is being remembered for much more than his time in office. he won the nobel peace prize in 2002 for his decades of work finding peaceful solutions to international conflicts, advancing democracy and human rights, and promoting economic and social development. he also worked on environmental initiatives around the world and in california. we spoke to a former member of the carter administration, robert coughlin, one of the projects he worked on during that time was a global report that focused on environmental issues, warning about population boom and depleted resources. >> i always consider it to be

firefighters made quick work of a fire at an abandoned building this morning. the fire broke out around 930 this morning at west saint john street and north almaden boulevard. at one point, the fire threatened some nearby buildings, and firefighters called extra crews in for help. they were able to keep the fire from spreading and it was all under control in about 20 minutes. with temperatures forecast to drop into the low 40s tonight, people in san jose were out today trying to help

some of the city's nearly 10,000 unhoused residents. volunteers dropped off shoes and clothes near a homeless encampment in south central san jose. additionally, san jose city officials say two warming centers are open ten hours overnight every night, and they will be through the winter and into late april. >> we are giving people who are living outdoors information to try to help them stay safe. some people who do remain outdoors. we try to emphasize them the importance of staying dry. >> san mateo county officials say their inclement weather program runs from mid-november to mid-april, and has been activated six times so far this year. outreach teams in both san mateo and santa clara counties are also trying to make contact with as many unhoused residents living on the street as possible, and also along creek beds. it is clear outside right now as temperatures fall across the bay area. this is a live look at conditions over the city. you can see it very clearly. the top of that salesforce tower shining bright. but rosemary oroczo is here to

evening hours, we could see just a little brush of some wet weather moving into lake county and the far north edge of sonoma county, and that will really be about it. our real chance for rain, at least widespread, will be on friday. temperature wise across the bay area, already a chilly one, settling into san francisco at 49 degrees upper 40s in the north bay of novato, 45 in livermore and 54 over south bay of san jose. tomorrow morning, temperatures expected to be freezing and below freezing for our north bay valleys. 29 degrees expected in santa rosa for the inner east bay, where we do have a frost advisory. 34 degrees walnut creek as well as danville, just 1 degrees above freezing in livermore at 33. and for the south bay tomorrow, santa clara valley, also included in the frost advisory 37, expected for you to start the day and 40 degrees expected in san bruno. frost advisory the shade of a periwinkle blue purple out there that includes most of our community outside of the

here's a live look at the san francisco international airport. according to the flight tracking platform flightaware, there have been more than 150 delayed flights and about a dozen cancellations at sfo today. not so bad. it's certainly a lot worse when the weather is rainy over there, but airport officials are offering some travel tips, including booking parking ahead of time, dropping off friends and family at the kiss and fly area, and using remote bag check. city officials say a program that uses surveillance cameras to try and stop illegal dumping had some mixed results. the city's new public works director said that the city picked up 20 million pounds of illegally dumped trash last year. in 2022, the city installed license plate readers in areas that had a problem with illegal dumping. the cameras caught 457 incidents of illegal dumping, but the city of oakland only issued 59 citations for it out of $1.3 million in fines

assessed. only $110,000 in fines have been paid. >> it certainly did cool off some dumping in some locations, while it was ineffective in others. from a volume perspective, we probably do have a bigger challenge than many cities. >> rowan said the city is looking at other ideas, including redesigning city streets to make it harder to dump, increasing fines and doing a better job of collecting those penalties. two juveniles are under arrest in concord on suspicion of armed robbery. officers were called to pacheco and mount diablo streets at around 9:00 last night. an officer said they spotted two people matching the suspects descriptions walking through a parking lot nearby. the two people started to run, but officers caught up with them. they say both juveniles were carrying loaded firearms and police also recovered some stolen property from them. a new state law for the new year will affect where you can park on city streets, the spaces near crosswalks that wi soon be off

january 1st for clipper card and muni mobile users. the single ride fare on busses and streetcars is going to go up by a 1:45 dollars $0.75. the fare for seniors and people with disabilities is going up by a dime to $1.35. a one day pass will cost $5.50. monthly passes are going up between 3 to $6,

depending on the type of pass. cash fares for a single ride will remain $3. the increases are meant to offset rising operating costs. with the new year comes new laws in california, and there are a few that will affect drivers across the state. ktvu is amanda quintana tells us how one new state law will restrict how close you can park to a crosswalk. >> starting on january 1st, you will no longer be able to park within 20ft of an unmarked or marked crosswalk. this is known as the daylighting law, making it easier for drivers to see the full crosswalk. >> it's just about a sight line and making sure that people who are in cars and driving have the ability to see people who are on foot or on a bike, which can be a little trickier there. lower to the ground, they take up less space. they might be obscured by a big vehicle. >> cal bike was one of the bill's sponsors. kevin claxton says 25% of traffic fatalities happen at intersections, and this new law could help prevent those. lisa lutzker analyzes

this kind of data at uc berkeley's safe transportation research and education center. >> in places where this has been implemented, you see a really strong reduction in pedestrian crashes. the federal highway administration says that if this is implemented properly, it can prevent up to 30% of pedestrian crashes. >> some areas, like here in walnut creek, already have red curbs right before the crosswalk. but even if it's not red, it's up to you to know how far 20ft is. >> many intersections have something like five feet painted or 15ft painted, but it really is going to apply to that many, and it can even apply to spots right now that are metered that i think cities will gradually be taking away those metered spaces. >> some cities have already been making these changes. san francisco has been giving out warnings since last month. >> this is one of the things that we're very proud that san

francisco is taking this seriously. >> walk s.f. has been pushing for daylighting for years. just last month, sfmta got the green light to finish painting red curbs in these spots after what jody madero says was the worst year for traffic related pedestrian fatalities. >> we are seeing this trending up versus trending down, and daylighting is one of those proven solutions. >> the city of emeryville is taking it a step further by putting bike racks in the spaces. as for citations, you likely won't get a ticket for this. on wednesday, there is a 60 day grace period, but by march, drivers will face a fine. those will vary from city to city and whether the curb has been painted red, but they'll be around 40 to $100. in walnut creek, amanda quintana ktvu, fox two news. >> well, the cattleman's restaurant in petaluma will serve its last dish tomorrow. the popular steakhouse is closing after 54 years on petaluma boulevard north. it's the last of two cattleman's in
