francisco. this is pretty typical for this time of year. around the holidays, you can see 880 looks pretty good. just a reminder that tonight's a big party night and chp will be working overtime with more officers on patrol. 702 let's get back to the headlines. okay, sal. >> thank you. well, on this new year's eve, we're ready to celebrate with some celebrations starting as early as 9:00 this morning. ktvu is james torres is at thrive city in san francisco, where a big kwanzaa event is planned later this morning. tell us about it, james. >> and that's just to kick things off. dave. good morning to you. we are just a few hours away from 2025. we are just outside thrive city this morning, which is just outside chase center. the warriors had a game here last night, but the organizers of what we will see later this morning have spent hours well into the night setting up everything that we see out here. we see the holiday tree, several trees out, a stage out out here this morning, all getting prepared for what's

going to happen here at thrive city. the party here starts early. this is part of chase center's winter wonderland series. that's when they had ice rinks out here. earlier in the month, there was a christmas celebration, hanukkah celebrations. and then this morning, starting at 9 a.m, they'll have a party celebrating kwanzaa. we know we're in the middle of kwanzaa right now. that started just after christmas goes on for about a week. they'll have a little something for everyone out here live music, dancing, cultural performances. they say the restaurants around thrive city are expected to be open. and organizers say if that, you have to register to be guaranteed a spot to get in. then at noon, they're planning a new year's eve. a ball will drop as it would at midnight in new york, but it will be noon in san francisco. getting you a kick start to your last day of 2024 before heading into the new year. all of that happening at thrive city this morning just outside chase center, starting at 9:00. reporting live. i'm james torres, ktvu, fox two news. >> all right, james thank you.

time. 704. well, tonight the chp will be busy. they'll be everywhere looking for drunk drivers. now, the maximum enforcement period starts at 6:00 tonight. it will continue until midnight wednesday night. the chp advises everybody have a designated driver or take a rideshare or get on public transit. if you're going out to celebrate on this new year's eve. and starting tonight at 8 p.m, san francisco muni will offer free rides for new year's eve until 5 a.m. all muni lines and routes operating at those hours will offer free rides. the other bay area transit agency is offering free rides include ac transit, sam trans and the vta. now on bart, the rides will not be free, but bart will extend its service with the last trains leaving downtown san francisco around 2 a.m. now, if you want to stay home for new year's.

well, of course ktvu has you covered. we'll be streaming san francisco's fireworks show live on the fox local app at midnight. you can enjoy the show without having to be out in the cold. just download the free fox local app for your smartphone, for your smart tv, and then select ktvu. watch out guys! >> everyone out of the way! >> well, new video this morning shows a scary situation in san jose. the moment that a man drove his car through a crowd at san jose's christmas in the park. this happened on sunday. police say they tried to pull over driver for a code violation, but he sped away and drove the wrong way, then cut through the christmas in the park event. no one hurt here in san jose. police say they tracked down the driver and arrested him yesterday. six minutes after seven. now the city of san francisco is reporting more traffic fatalities and homicides this year. for the first time in recent history, the city recorded 41 traffic deaths

during the past 12 months. that's the highest figure since 2007. at the same time, there were 34 homicides in the city since the beginning of this year. that's the lowest number of killings since 1960. walk safe and other pedestrian safety groups say the rise in traffic fatalities is a sign the city has failed to make its streets safer, despite recent efforts. >> our time now 707. we're learning more about a deadly police shooting in san francisco earlier this month. it happened outside of a dior store on december 19th. a police officer shot and killed 50 year old peter hodge at the end of what they say was a violent day for hodge. earlier in the day, police say hodge was in a car that hit two women and a cyclist. police later identified and they approached hodge, who worked as a security guard at the dior store on grand street. police say hodge reached into his waistband and pulled out a gun. >> mr. hodge quickly took a shooting stance with his feet shoulder width apart, two hands

on the handgun slightly bent forward while pointing at the officers in the street. officers number one, three and four, and sergeants one, two and three discharged their firearms at mr. hodge, who then fell to the ground. >> hodge later died at a hospital. the police have said the two women, who were hit by a car driven by hodge. they were taken to the hospital for non-life threatening injuries. they have not been able to find the bicyclist who was hit. >> your time now is 708. another disappointing loss for the 49ers. san francisco dropped their monday night primetime matchup against the detroit lions, 40 to 34. the niners surge to start the game leading 2113 at the half. but three key missed kicks from jake moody and some timely interceptions helped the lions mount a comeback in the second half. that game marked the lions first road win against the niners since get this 1975 with one more game left. niners fans ready to just turn the page to the next

the top stories we're following for you. new year's eve celebrations around the world are already underway. these videos are from australia and new zealand, where parties rung in the new year earlier this morning. we're still hours away from the start of those parties here in the bay area. if you're going out tonight, leave your car at home, have a designated driver, or use a rideshare or public transit. oakland city leaders have released results of a surveillance camera program aimed at stopping illegal dumping. a city report found these cameras caught 457 incidents of illegal dumping in 2023, but the city only issued 59 citations, and out of $1.3 million in fines, assessed, only $110,000 have been paid. the public works director says the city is now exploring other ideas to deal with this illegal dumping problem. the man at the center of a kidnaping case in vallejo that made national headlines is back in court. matthew mueller is currently serving 40 years in federal prison for the 2015 kidnaping of denise huskins, in what came to be known as the gone girl case. well, now mueller is facing new

charges related to two assaults that date back 15 years. he's accused of assaulting two women back in 2009 during home invasions in mountain view and another in palo alto. >> all right. our time is 713 california trying again to reduce the state's insurance crisis in the new year. state insurance commissioner ricardo lara worked out an agreement with the major insurance companies operating in california. it would let them charge higher premiums to homeowners to help protect the insurance industry from very expensive wildfire claims. the same agreement requires those insurance companies to write more policies in the parts of california prone to disastrous wildfires. the goal is to keep those companies from leaving california by letting them raise their prices. >> it is almost a quarter after seven now. pga bills went up several times this year, but customers should stabilize in 2025. the bay area news group reports that for electricity and natural gas, typical residents residential customers will pay

about $295 per month. that's $1 more than typical customers paid in january of this year. it's a small increase, considering bills rose nearly 30% between january of 2023 and january of this year. customers should also see fewer costs, as they won't have to pay for wildfire prevention. pga also received low cost financing and is moving from san francisco to more inexpensive office space in oakland. >> all right. your time is 715. a disaster fund has been activated by the santa cruz county community foundation. it's for business owners and for workers affected by last week's wharf collapse. the money raised will go to help business owners and employees who depend on that wharf to make a living, as well as the immigrants who are not eligible for unemployment and the low income residents of harbor boats that may have been damaged. the donations will be given as grants through local nonprofit partners. that wharf collapse, the cleanup. it goes on. the 150 foot section broke

off the wharf last monday when it was battered by 30 foot tall waves. the waves also crashed through the santa cruz harbor, with damage estimated at $20 million or more. the coast guard auxiliary is helping the harbor patrol assess the damage and clean up that area. >> estimates are probably exceeds the 2011 tsunami. the docks are badly damaged. infrastructure is damaged. there are a number of boats that are still on the bottom. some are wedged up under other boats and under the docks. >> now, city leaders in santa cruz say it's too early to know when that damage will be completely cleared or how soon the damaged wharf could possibly reopen. >> well, the san francisco area taking steps to expand access to public ev charging stations. three ev charging providers are beginning the permit process their urban ev. the other is it's electric and another is volt post. the companies are expected to install charging

stations into both triangle and dogpatch, those neighborhoods with the possibility of expanding to other neighborhoods as well. the city says curbside chargers are essential since many residents lack off street parking. >> our time now 716, with muni reminding its riders that starting tomorrow, fares will change for clipper card and muni mobile users. the single ride fare on busses and streetcars will go up by a 1:45 dollars $0.75. the fare for senior citizens and people with disabilities that goes up a dime to $1.35. a one day pass will cost $5.50. the monthly passes, they'll go up between 3 and $6. it all depends on the type of pass you have. cash fares for a single ride will stay at $3. these increase, we're told, are designed to offset the rising operating costs. >> hard to talk about public transit and getting around in your personal vehicle here. sal

pocket here. hi, everybody. good morning to you. i've been watching the new york weather because the ball will be dropping at midnight and it will be raining right now. clear skies at 50 degrees. it is cold in chicago. it's 18 degrees in denver, it's 52. in los angeles, 34 in blue canyon. we whipped through that quickly, didn't we? but if you're heading to the high sierra, sunny and cool today at 40 degrees, and we will have rain showers by friday. meanwhile, take a look at this. just a little stratus in the form of a finger of fog that's worked in to the san francisco area, but that's about it. otherwise. official sun up at 725. it will set tonight at 501, and we do have a frost advisory and a freeze warning in effect until 10:00 this morning. coldest temperatures so far this morning have been in the east bay, not the north bay, where we typically endure the coldest temperatures. right now it's 35 degrees apiece in santa rosa and in livermore, as well as in

walnut creek. but i've seen moraga, lafayette, and orinda all dipped down between 30 and 32 degrees this morning, 41 degrees right now, willow glen 36 and palo alto. okay, we're squished between these two little systems here. this is the one that will toss some high, thin clouds into the forecast. but the bottom line is we will see these clouds increase throughout the day. it will be mostly cloudy by 7:00 tonight, but no fears. a bit of a break towards midnight and that will allow great visibility for tonight's fireworks at the embarcadero with temperatures in the 40s. now, right now we are forecasting temperatures 55 to 60, and tonight will bottom out in the 30s and 40s. not quite as cold as it was. but again, if you're heading on out to the fireworks for tonight, dress and layers have a great time. partly cloudy in the 40s, gentlemen. >> all right, roberta, thanks. new year means additional costs for drivers. how much you'll have to pay? crossing most

against journalists. e jean carroll trump was found liable for abusing carell in a department store dressing room back in the mid 1990s, as well as making defamatory statements about her. two years ago, the jury awarded e! jean carroll $5 million in damages in a separate civil trial. a different jury ordered trump to pay her $83 million in damages. trump's appeal of that verdict is still pending. >> 724 right now, a major endorsement from president elect donald trump days ahead of a big vote on capitol hill. on friday, congress must select a new house speaker before they can take up any other order of business, and that includes certifying the electoral college results for the presidential election. president elect donald trump formally threw his support behind current speaker mike johnson. that move makes it more difficult for other republicans to vote against him. but some conservatives remain frustrated with johnson's role in the government funding deal that

bridge. we've been looking at the eastshore freeway. almost everywhere you look, you have good traffic. remember it being new year's eve tonight? you should designate a plan if you're going to go out and just know that chp is doing maximum enforcement. 731 let's go back to the headlines. >> all right, sal, and starting tomorrow, the tolls on bay area bridges will go up, except for the golden gate bridge. we'll take a live look at the bay bridge. it's sitting out there behaving itself nicely. the tolls for the bay bridge and the bay area. six other state owned bridges will go to $8. that $1 increase will help pay for bridge maintenance projects. and there could be even higher bridge tolls in the bay area down the road, with more proposed toll hikes that could start in 2026. >> many bay area transit agencies are providing free rides tonight to help prevent people who drive drunk after ringing in the new year. muni, ac transit, caltrain, sam tran

balloon drops at noon at three and at four celebrating midnight all around the world. the event started back in the year 2000 to allow kids who couldn't make it to midnight to celebrate the new year in the north bay. the schulz museum is hosting a charlie brown screening, along with a craft session to celebrate new year's. it's happening from 10:00 this morning until four this afternoon. kids can make a balloon snoopy and show off their best snoopy dance. i know you can do it. by the way, it's free for members of the museum. >> the deadline to get a real id is coming up in the new year. if you want to be able to fly with one, the deadline is may 7th. the real id will be needed to board a domestic flight unless you have a passport. the covid 19 pandemic and its aftermath pushed back the deadline multiple times. you might remember to get a real id, you will need to prove your age, identity, social security number, and your address to. >> all right. our time is 735.

matthew mueller, who made national headlines in a kidnaping case in vallejo, is now back in a bay area courtroom. and he's facing charges in two assault cases dating back 15 years. now, mueller is already serving 40 years in federal prison for the 2015 kidnaping of denise huskins in vallejo. the case made headlines when vallejo police accused huskins and her boyfriend of making up the story. mueller was arrested months later for a home invasion in dublin, and evidence from that case linked him to the vallejo kidnaping and assault. well, now mueller is accused of sexually assaulting two women in 2009 during home invasions a month apart in mountain view and in palo alto. authorities say dna test matched mueller to skin cells from a velcro strap used on the victim in palo alto. prosecutors say the circumstances of the crimes were very similar to the kidnaping in

vallejo. >> both of these cases, the defendant broke into a woman's home, tied them up, bound them, made them drink things to make them intoxicated, and did this for the purpose of raping them. >> the district attorney also praised the work of seaside police chief nick borges, who started writing to mueller in prison. authorities say mueller admitted to being involved in the cases in mountain view and palo alto. >> it is 737 with cold weather settled over the bay area. there are efforts to care for those who are homeless during the low temperatures. warming centers are opening around santa clara county and local churches are giving shoes, jackets, pants and shirts to people in san jose homeless encampments. advocates say those clothing items are key to surviving cold winter nights outdoors. >> they are giving people who are living outdoors information to try to help them stay safe. some people who do remain outdoors. we try to emphasize

the final countdown to the 2025 rose parade in southern california, and that parade provides a big boost to the city of pasadena. hundreds of thousands of people, including tourists from all over the world, are expected to attend tomorrow's tournament of roses parade festivities and football game two. pasadena mayor says the event has brought in millions to the city's economy every year, going all the way back to the first rose parade way back in 1890, and the parade started. >> it started as an economic development tool. you know, pasadena is a small city, but it's a small city that manages to demand a world stage begins at 8:00 tomorrow morning. >> a new report is finding alarming amounts of plastic chemicals in the meat and fish. the research group plastic list tested over 300 bay area foods and chemicals that can pose health risks. they tested foods from colleges, coffee from major chains and the meat and fish sold at grocery stores. and researchers found that a chain called boba guys one single

black boba tea with tapioca pearls, has more bpa than is considered safe to eat for an entire year. it also found hot food kept in takeout containers could contain more plastic chemicals to pga. bills went up several times this year, but customers should stabilize in 2025. the bay area news group reports that for electricity and natural gas, typical residential customers will pay about $295 per month. that's $1 more than typical customers paid in january of this year. it's a small increase, considering bills rose nearly 30% between january of 2023 and january of 2025. customers should also see fewer costs, as they won't have to pay for wildfire prevention. pga also received low cost financing and is moving from san francisco to more inexpensive office space in oakland. the santa cruz county community foundation is activating its disaster fund for businesses and workers impacted by last week's wharf collapse. money raised will go to help merchants and

employees who rely on the wharf to make a living, as well as immigrants who are not eligible for unemployment and low income residents of harbor boats that may have been damaged. donations will be given as grants through local nonprofit partners. oakland is sending 2024 and ending 2024 with its lowest numbers in crime in five years. and city leaders attribute the drop in crime to the ceasefire crime prevention program. >> good morning. >> police chief floyd mitchell says as of december 1st, oakland has seen a 34% decrease in homicide, a 33% drop in shootings and a 25% decline in robberies compared to last year. ceasefire workers reached out to more than 200 individuals considered at high risk of committing violent crimes this year. the police chief said it's part of the city's overall crime strategy. >> we do have a property crime issue within the city of oakland, and we're working hard to address that specific issue as well. we are targeting those who are stealing cars and causing thousands of dollars of damage.

>> chief mitchell said that while city hall is looking at cuts to public safety to make up for a massive budget deficit, the ceasefire program will not be affected by any budget cuts. 758 now, city leaders in oakland say the program that is using surveillance cameras to try and stop illegal dumping is having mixed results. in 2022, the city installed license plate readers in east oakland and other areas where there was rampant dumping. a city report found those cameras caught 457 incidents of illegal dumping from april of that year to april of 2023, but the city only issued 59 citations, and out of $1.3 million in fines assessed for illegal dumping, only $110,000 has been paid. >> it certainly did cool off some dumping and some locations while it was ineffective and others from a volume perspective, we probably do have a bigger challenge than many cities. >> the public works director for the city is now exploring other ideas to deal with this illegal dumping program, and they include redesigning oakland streets to make it harder to

of us set resolutions, goals and 2025 for things we want to get done. it could be something small and simple, or for something, a life changing issue. so joining us now is caroline miller to talk more about setting up and importantly keeping these goals. caroline, thank you so much for joining us. >> oh, thanks for having me. what a great day to talk about this. >> yes. so let's let's start with it now. where do you suggest people start here? i know a story that we read earlier says don't make your goals too lofty, but what would you recommend to people? >> well, i think everybody should have at least one very hard goal. the world rewards people who do hard things, who go outside of their comfort zone. that is the only way you build self-confidence, self-esteem. you can't chant your way to it. and so we've gotten away from doing hard things. and i'm a big believer in the cultivation of grit. so yes, you should have some goals that are a little bit easier to reach, but they should all be leveraged towards doing something really meaningful and hard that's truly going outside of our comfort zone, taking

risks so that we can live our best possible life, do the things we won't regret attempting. that's where we really become our best selves. that's where we find out what we're made of. so this year, let's go towards what's what's hard. and i also want to say be curious. we're in a very powerful time right now, very similar to the period right after the bubonic plague in the middle ages. in the middle ages, which is when the renaissance appeared. and we have to learn new ways of doing things, just like what we saw happening in history in an identical time period. >> so when folks said, hey, i want to travel more, i want to be happy, what do you tell them to do and where to start? >> well, okay, so i got i got a degree 20 years ago, one of the first 32 people in the world in the science of happiness at the university of pennsylvania. and so what we know is that you don't get happy after you achieve your goals. what we do first is we achieve our wellbeing. we up our flourishing by expressing gratitude, having

altruistic behavior, exercise, journaling, the practice of altruism. there's so many ways we up our well-being because what we now know, and it's not as well known as it ought to be. happiness precedes success. so it isn't about shooting for the moon and thinking, oh, i'm going to be happy when i get that job, that car. i take that vacation building up to those things, doing the work involved in getting there. that's where the joy comes from. but you want to up your well-being because happiness precedes success, not vice versa. we should all tattoo that on our arms. happiness precedes success. >> i completely agree with that because you look to other things for happiness, but then you get it and you're still not happy yet because you haven't done the work inside to make it, to make it happen. so we start with that part of it first in the way you would do things. where do you go from there? >> well, i think it's incredibly important to take a look at who's around you. we know from positive psychology, the most common phrase associated with happiness is other people matter. and so it's the quality

of the people around you that can make or break your goal accomplishment. too often we are surrounded by people we think ought to be happy for us, and sometimes our own family members are not going to give us that kind of curiosity and enthusiasm that builds the energy and zest that we need to pursue our goals. so take a look at who is in your closest circle. only disclose your goals, especially your big goals to the people you know who have your back. and so take a look at your environment. if you do not have what i call a mastermind group, a group of small, you know, small group of people who you meet with virtually, maybe in person, who you do share your goals and biggest dreams with, and they have your back. they challenge you, but they support you when things aren't always going well. so too often women in particular make a huge mistake of thinking that the people in their lives who should be happy for them and who will support them, you know, will do it and they don't. so be very discerning because your circle can make or break your success.

>> and that gets to the point of accountability as well, because some people say, oh, i only tell myself that way if i don't accomplish it, it's okay. but that kind of dampens your your efforts to achieve that goal. >> yeah. well, it's not that no one should know your goals. it's the right people should know your goals. and shelly gable at uc santa barbara had this wonderful research where she found that it's like pressing the red button on the smoke detector, you know, create some fake news, press the red button and see how other people respond. so if they don't respond with curiosity and enthusiasm, they just told you who they are, believe them. because if they're not responding with curiosity and enthusiasm to your fake good news, that means your real good news, your big dreams. they will not have your back. and there is this interesting research i call the first responder research, where the first person you share your big goal or dream with, the quality of their response, can dictate whether or not you remain committed to pursuing that goal or not. so choose wisely. >> i always tell people it's funny because you never realize

until 4 p.m. kids can make a balloon snoopy and show off their best snoopy dance. and by the way, it's all free for museum members. >> researchers at sonoma state university have launched a county wide survey on the sheriff's department's effort to connect with the community. the sonoma county sheriff's office is among the u.s. law enforcement agencies that have been reaching out to community leaders to help solve local crime problems. the research team from sonoma state is sending out questionnaires and taking other steps to assess the effectiveness of these efforts in sonoma county. >> our time now. 837 matthew mueller, the man who made national headlines in a kidnaping case in vallejo, he's back in the bay area courtroom and he's facing charges in two assault cases dating back 15 years. mueller is already serving 40 years in federal prison for the 2015 kidnaping of denise huskins in vallejo. that case made headlines when vallejo police accused miss huskins and her boyfriend of making up the story. mueller was arrested

months later for a home invasion in dublin, and evidence from that case linked him to the vallejo kidnaping and assault. well, now mueller is accused of sexually assaulting two women in 2009 during home invasions a month apart in mountain view and in palo alto. authorities say dna tests matched mueller to skin cells taken from a velcro strap used on the victim in palo alto. prosecutors say the circumstances of the crimes were very similar to the kidnaping in vallejo. >> both of these cases, the defendant broke into a woman's home, tied them up, bound them, made them drink things to make them intoxicated, and did this for the purpose of raping them. >> now, the district attorney also praised the work of seaside police chief nick borges, who started writing to mueller in prison. and authorities say mueller admitted to being involved in the cases in

the ceasefire crime prevention program. >> good morning. >> i think that's oakland police chief floyd mitchell, who says as of december 1st, oakland has seen a 34% drop in the number of homicides, a 33% drop in the number of shootings and a 25% drop in robberies compared to last year. the ceasefire program workers reached out to more than 200 individuals considered at high risk of committing violent crimes, the police chief said. it's part of the city's overall crime strategy. >> we do have a property crime issue within the city of oakland, and we're working hard to address that specific issue as well. we are targeting those who are stealing cars and causing thousands of dollars of damage. >> chief mitchell said while oakland city hall wants to make cuts in public safety to make up for a big budget deficit, the ceasefire program will not be affected by any budget cuts.

>> city leaders in oakland say the program that is using surveillance cameras to try and stop illegal dumping is having mixed results. in 2022, the city installed license plate readers in east oakland and other areas where there was rampant dumping. a city report found these cameras caught 458 or 57 incidents of illegal dumping from april of that year to april of last year, but the city only issued 59 citations and out of $1.3 million in fines assessed for illegal dumping, only $110,000 has been paid. >> it certainly did cool off some dumping and some locations while it was ineffective in others. from a volume perspective, we probably do have a bigger challenge than many cities. >> the city is exploring other ideas to deal with illegal dumping, such as redesigning streets to make it harder to drop trash and increase fines on dumping. >> our time is now. 858. well, last night people gathered at the bayview hunters point ymca in san francisco celebrating kwanzaa. it's a week long
