six. >> it's not just about writing tickets. it's not just about enforcement. we just want everybody to be safe for the holiday season. >> chp officers reminding people to take it easy and celebrate the new year safely and responsibly. good evening, i'm claudine wong. on this new year's eve, there will be plenty of partying, but the chp will be on the lookout for drunk, distracted and reckless drivers. our crime reporter, henry lee, rode along with officers today to get a sense of what they're doing to promote safety. good evening. henry. >> hi, claudine. right about now, as we speak, chp officers across the state have launched their maximum enforcement period cracking down on dangerous drivers. as we enter 2025 on the beat with the california highway patrol in oakland on new year's eve. ktvu shadowed officers jesse ricard and ethan hale as they prepare to crack down on dangerous drivers on new year's eve. first, they had to check

their weapons and make sure they're slick. top all white dodge charger, nicknamed the polar bear, was in good working order 96 eight at the request of the first order of business, checking out a license plate issue at the dmv on 85th avenue in east oakland. the officers referred the driver to oakland police, and then it was back on the streets, going back and forth on 580, focusing on driving to arrive, especially during the holiday season. >> we're focusing on speed enforcement, reckless driving, distracted driving, driving under the influence. >> they pulled over this infiniti g37 near 35th avenue not because it was stolen, but because it had a clear cover on the back plate and tinted front windows. but there was a surprise explanation. >> technically, his is still illegal window tint, but he does have a prescription for it, like a medical. yeah, so sometimes i don't know. yeah, yeah. so it has to be a 5% or less and then it has to be removable. i don't believe his is so his is still technically illegal, but he did try and get a prescription for it. it is a real prescription. so we're just going to give him

a verbal warning for it. >> they then came across this jetta rolling on the freeway with a flat tire, possibly because of a pothole. >> don't. do not stop here. do not block lanes. keep driving, keep driving. >> the officers ended up putting on the spare tire themselves at a gas station. the driver was appreciative. >> i'm just really grateful. i thought i was in trouble for a second because i was on the freeway and my tire popped, and i was kind of in a, you know, kind of not going slow. >> we could change your tire. get her on her way and get her home to see her family. so it's really it's not just about writing tickets. it's not just about enforcement. we just want everybody to be safe for the holiday season. a traffic break here, a traffic break is a rolling roadblock where the chp weaves across all lanes back and forth to slow traffic. >> other cars behind them are not supposed to pass here. they did this break because of this nissan sentra stranded in the center divide of 580 near park boulevard. with the traffic slowed and eventually stopped, the officers escorted the sentra to the right shoulder where it's

safer. now. during a ride along, the officers didn't talk to anybody, which just might be good news because the chp is message tonight in this new year's eve is they want everyone to drive responsibly so that we can all ring in 2025 safely. live in oakland henry lee, ktvu, fox two news. >> all right. thank you henry. certainly i know those drivers were glad to see the chp come to help them out. well, bart will be running special extended service for people celebrating tonight. its new year's eve service will operate on the orange, yellow and blue lines. the last east bay bound train running through downtown san francisco will be around 130 in the morning. the last southbound train headed towards millbrae will run through downtown san francisco at 2:10 a.m, and we are just hours away from 2025. and one of the most popular spots every year is the city's embarcadero, where the crowds fill the waterfront to watch tonight's fireworks show. ktvu is christian captain joins us live from the city and

christian, i imagine it is not going to take long for the city to become a packed house tonight. >> yeah, absolutely. we are here on the embarcadero and where we're standing right now, this is going to be prime real estate in just a couple of hours. as the fireworks extravaganza gets underway to ring in the new year, san francisco is counting down to the new year, and many people are looking to the skies, hoping for clear weather. >> yeah, blue skies. we have blue skies. it's going to be amazing. >> by midnight, these daytime crowds will be replaced by nighttime visitors watching the annual fireworks extravaganza. >> i have friends and family that i'll be with, and we'll be watching the their barges on the bay with fireworks on those barges. and at midnight they'll be blasting them up sky high. >> tucked under the bay bridge, high dive may have one of the best views of the night's entertainment. >> the fireworks barge is right at the end of the pier, so it's

basically right in front of us. >> bars and restaurants around the city say nights like new year's are an important way to bring in customers and business going forward. >> no further fireworks at the end of the pier, fireworks inside. great spot. friendly staff. it's going to be a good night here. >> oscar venegas is preparing to ring in the new year with an annual tradition a ride around town in his pride and joy. >> every year at this time, i like to take my car for a spin. just showing up. that's the end of the year. it's a new year coming in and this baby is still looking good and the celebration doesn't stop with a drive around the city. oh yeah, i'm supposed to be a dj at a cigar bar, you know, here in san francisco down broadway street. so salsa and cumbia and everything in there. so that's going to be tonight. >> and while a lot of people will be celebrating, there is a serious side to new year celebrations. san francisco police said although they don't have a credible or specific

threat, they will have a large police presence in areas where they expect a lot of people. they are urging people to get home safely and of course, to not drink and drive. to that end, muni will be free tonight from 8:00 until 5 a.m. new years day. caltrain will be free. and, claudine, you were just talking about bart a couple of minutes ago. bart will not be free, but they will be running that extended weekday service that you were just talking about. everybody really just wanting to make sure that everybody gets home safely to ring in 2025. >> that is the most important part. and i mean christian, there are so many great spots. i mean, high dive looks like an absolutely perfect spot. but whether you want to go to the presidio or fort point, there are really a lot of cool places to kind of watch the fireworks show, you know, kind of in action. >> oh, yeah, absolutely. there's a lot of really great places to watch the fireworks show, right? you know, we are here at the ferry building. so if you go a little bit north or south of where we are, there are great vantage points where you can go and take in the view the plaza directly across from us, from,

from the ferry building is another great place to watch the fireworks show. we just gave a little advice to a woman who is new in town, and she said that she was thinking of going to pier 39. really, wherever you go, you're going to see a pretty good show if you look up. and of course, we're very fortunate right now that we have reasonably clear skies because, you know, san francisco, it can be a crapshoot. we could easily get fog any time. so it's looking pretty good tonight for folks who want to see that show. >> it's looking like it's going to rain in new york city. so i think we're doing well here in the bay area. all right kristen thank you. happy new year to you. well many bay area food banks have been struggling for some time, and many of them are hoping to get a head start in the new year. and as ktvu is, jesse gary tells us, one local food bank needs your help to meet its giving goals so those in need won't face food insecurity. >> there's a scramble of activity inside this concord warehouse new year's eve not for the coming celebration, but for the winding down of a more important clock. >> we're feeling hopeful. we're

feeling nervous but hopeful. >> food bank president and ceo kaitlin sly says this nonprofit serves the needs of tens of thousands of families in contra costa and solano counties. the current holiday challenge of raising enough funds for 3 million meals ends at the stroke of midnight on december 31st, but will pay dividends well into 2025. >> throughout the holiday season, we raise about half of the money that sustains us throughout the whole year. >> an army of volunteers working two hour shifts to sort dry and canned goods and produce that will make its way to multiple pickup sites in the two counties. charlene clark routinely volunteers 20 hours a month. >> i'm paying it forward. yeah, at some point i may need it. somebody i know may need it. it's something to do that i feel good about doing and i can do. >> hello, this is stacey sutter, self-professed do gooder stacey sutter retired as an emt and now

works the phones, calling to thank donors. personally, i get the feel goods when i have been here and i know that i have spent time that will bring value and nutrition to people in my community who i will never even see. >> officials hope the good feelings are contagious, and that others will heed the call to either volunteer or donate so that food continues flowing freely in the new year. >> we need the community to help us meet that challenge. >> as the deadline approaches, officials here say there are about $500,000 short of their goal, which equates to about a million and a half meals. you can go on their website to either make a donation or sign up for volunteer shifts. in concord, jesse gary, ktvu, fox two news. >> well, fremont police are looking for a missing 14 year old boy. officers say they're looking for 14 year old khan samimi. he is described as 190 pounds with black hair and brown

eyes. officers say he was last seen at his home on quantum drive on christmas eve, and has not been heard from since then. investigators say he took extra clothes with him when he left home. anyone with information is asked to contact fremont police. [music] services to honor the life of former president jimmy carter are set to take place over several days. as fox's caroline elliott tells us. ceremonies will begin tomorrow and will be held in both georgia and washington, d.c, both public and private events to honor former president jimmy carter are scheduled to take place over nine days beginning january 1st. >> i feel like i would feel with a family member passing and for so many americans saddened by the loss of jimmy carter, they will have multiple opportunities to say good-bye to the 39th president. >> for the first three days, the family will gather in carter's hometown of plains, georgia, where he was born, married his wife of 77 years, rosalynn

carter, and returned after his presidency on january 4th. he will be moved to the carter center, the headquarters of the humanitarian organization founded by the former first couple in 1982. following a short ceremony, his body will lie in repose until january 7th. >> i think his career outside of the presidency outweighs the outweighs his time in the white house. >> the late president will be taken back to washington, d.c. for the final time on january 7th. the funeral procession will pause at the navy memorial before heading to the capitol, where there will be a service with members of congress. carter's body will lie in state in the rotunda until a state funeral at washington national cathedral on january 9th. after his memorial, the late president will be flown back to georgia one final time to be buried in plains, where his life began 100 years ago. >> it was really kind of a good thing for him to live so long in hospice so that he could hear the vote of thanks that he had

from so many people before he passed away. >> president carter's final resting place will be near willow tree, on the property right next to his wife, rosalynn, and their home, which is deeded to the national park service, will become a museum. in atlanta, caroline elliott, fox news. >> well, it is already 2025 for more than half the world. next, we'll take you around the globe for a look at some of the celebrations we're tracking that forecast another frost advisory tonight. >> that's the third night in a row, but things switch around as we go into the next few days and then rain in the five day. look at that. a celebration in france, in the city of light as paris ushers in 2025. paris, living up to its nickname with a spectacular light show along the champs-elysees and the fireworks surrounding the arc de triomphe, and a different scene in tokyo, japan, where hundreds of people gathered at the grounds of the tokudaiji temple to take turns ringing the bell, which is all part of a traditional bell

ringing ceremony that's called joya no kane to usher in 2025, and a light show in the skies of malaysia, where people in kuala lumpur were treated to these fireworks set against the skyline to ring in the new year. what a gorgeous sight that is. and then you've got the hundreds of thousands of people expected to watch the ball drop in times square tonight. crowds have been gathering since early this morning, and it's been a busy day. from tech rehearsals to security preparations, as that countdown moves ever closer. let's go now to fox's connor hanson, joining us live from times square with the celebration. and connor, i looked at the weather forecast earlier today. it said 100% chance of rain in new york city. as we usher in 2025, it looks like some of it has already arrived. >> that's right claudine, your forecast was correct. the rain is really coming down here. we're hoping that doesn't discourage too many people. i can tell you these crowds have been filling in watching some of these live performances here in

times square, and more than a million people are expected to be here when this ball drops tonight. but no matter how large that crowd is, police here say they will have enough officers to keep all of them safe. thousands rushed to take their place in new york's iconic times square. hours before new year's eve celebrations were set to begin. >> everyone said that i shouldn't come, but i don't care. i've never done it, so i really want to. first time we woke up at 3 a.m. in the morning to be here at six. >> the more than a century old tradition drawing spectators from around the world. >> the best place in the world to be. >> but new year's eve test runs a day early, offering a sneak peek of the impressive 11,000 pound ball covered with more than 26,000 crystal triangles and over 32,000 lights. organizers say it will fall alongside 3,000 pounds of confetti come midnight. >> it's magical. it's fantastic. >> still, homeland security says

the israel-hamas conflict has created a heightened threat environment, with large protests and unsophisticated lone wolf attacks of violence. tonight's top concerns ahead of festivities, new york city mayor eric adams worked to assure tourists and locals, saying security measures are in place to keep the city safe, including more than 600 new police recruits out in the streets for their first ever detail. >> those who are coming to celebration follow the rules. you know we're not going to allow anything to disrupt the celebration, so we want you to follow the rules. even if you want to protest and protest within the rules. >> and on top of that, and on top of having canine units all over the place, police actually have about ten different drone teams keeping an eye in the sky above times square. and everyone who came into this area tonight was screened by counterterrorism officers. claudine. >> well, security is so

important, but i know, you know, i've seen the crowds there at times square. whether it's snowing or raining, they come and they seem to pack in no matter what. i know lots of folks here on the west coast love to watch it on their televisions and some big acts tonight as well. >> that's right. >> all right, a little bit of a delay there. we'll get back to the news. but right now we're going to do some weather. we're talking about temperatures today that were in the 50s low 60s temperatures. tomorrow will be about the same. we're kind of in a holding pattern until we get to friday. cool nights a few clouds here and there, daytime highs like these. these are the highs from today. highs tomorrow, like i say, will be about the same. and then we get to friday. it's going to rain. and that's sort of the big takeaway that's sort of the weather headline. and it's a more traditional system. it's not an atmospheric river. pineapple connection kind of thing. it's just a cold front comes through some moisture with it, but not copious amounts of moisture. so the rainfall accumulations on friday inch and

a half in marin county, which is not much for marin county. and then the rest of us looks like at least the models are suggesting a quarter of an inch to a 10th of an inch, maybe a half inch to in the coastal hills, maybe by pacifica and the mountains snow, maybe a foot of snow, maybe a foot and a half. and that's friday. in the meantime, we just steady as she goes. and i bet you got this back half of the week off. or this back half of vacation, right? this is the second week for the kids, and the weather is much better than it was last week in terms of just getting out there and doing stuff. tomorrow morning will be chilly. frost advisory okay, we got that. that's third morning in a row. and then this is the setup in the pacific. and there's a lot going on. so the swells have been smaller. they dropped down the last couple of days. they'll drop further tomorrow. and then they start to ratchet back up thursday and friday. and they get they get large but not giant like it did last week. but still something to think about. if you're heading out to the coast and you have the time off. this is san francisco again, getting ready for a new year's eve rain.

will likely end 2024, with crime far lower than the year before. according to san francisco police data, there have been 35 homicides in the city from january 1st through december 29th. that's compared to 51 last year in that same period. there have been 2100 reported robberies. that's 600 fewer than last year. sfpd notes a big drop in larceny theft, which includes everything from bike theft to shoplifting and pickpocketing. sfpd has recorded 20,000 cases this year. that's compared to 32,000 last year. and it appears to be the same trend in oakland, with the city on track to end 2024 with all types of major

crime reports down from january 1st through december 29th. oakland police recorded 77 homicides. that's fewer than 119 in the same period last year. robberies have seen a drop as well, with 2800 so far this year compared to 3700 last year. reported car break ins are on the decline 6600 so far this year, compared to more than 15,000 last year. and starting tomorrow, insurance companies in california will now be required to cover homeowners in areas with high fire danger. state insurance commissioner ricardo lara made that announcement today as part of a package of home insurance reforms. ktvu tom vacar has more on how this is designed to bring home insurers back to california. >> this is what the deputy insurance commissioner told ktvu on december 12th about the new emergency insurance regulations, essentially effective immediately. >> under the reforms, we're

putting in place, insurance companies, in order to utilize these risk tools like like modeling, they have to write more policies. that's the change, and we will enforce that through our rate authority. >> the promise was that the regulations would force insurers to sell policies equivalent to 85% of their statewide market share, including in wildfire areas. >> we think that long term, this is going to help stabilize rates, because right now people are experiencing balloon premiums and rate spikes, but they're not getting the benefit of increased competition. >> consumer watchdog, the major consumer advocacy group overseeing the department of insurance, counters with this. >> if we look at what happened in other states in north carolina and florida, we're going to see rates go up 40%. >> the group says the regulations are seriously flawed. >> there is no legally binding commitment in this document that they have to cover more people.

but we're all going to be paying more. there is nothing in all of these, like, you know, 70 pages of regulations and explanation about the cost impact on consumers added to rates going forward will be the cost of so-called reinsurance policies insurance companies buy to protect themselves for massive losses, like we saw during california's worst wildfires. >> another danger pagan california home insurance rate increases, in part to the worldwide catastrophe bond market. >> we will be paying for the risks of hurricanes in malaysia. >> independent insurance agent karl sussman, who stands between what policies the insurers will provide him to sell and the customers who must be able to afford them. he says whatever happens will not likely cause massive additional spikes. >> it is going to make it infinitely easier not only to obtain coverage, but to get competitive bids from more than

one company. when there are more options, there's more competitiveness in the marketplace and prices will tend to go down. i think we've seen the worst of it as far as the prices go. >> consumer watchdog says it will sue in court either to block implementation of the new rules or set them aside altogether. tom vacar, ktvu, fox two news. thousands of people will be celebrating the new year in san francisco. when we've got clear skies there. although chilly temperatures are expected for the fireworks show. you're taking a live look at the city right in front of that ferry building this morning or this evening, i should say. and you can see some folks out there right now. there are lots of bars and restaurants along the embarcadero, and they are counting on a bustling night, hoping for plenty of customers. police do say they will also be on hand to make sure people enjoy those festivities safely, and the chp will be busy looking

for impaired drivers on bay area highways. officers are urging people to have a designated driver take a rideshare, or just hop on public transit if they're going out to celebrate this new year's eve. the maximum enforcement period started tonight at 6:00, so it is underway now, and it will last until midnight on new year's day and tomorrow. tolls on bay area bridges are going up to $8 on the seven state owned bridges. the current toll for most vehicles is $7. the bay area toll authority has approved a series of toll increases starting in 2026. some drivers will be paying as much as $11.50 by 2030. you're watching ktvu fox two news at 630. statistics show that people with disabilities, such as those on the autism spectrum, often have difficulty finding employment. now, a bay area man is trying to highlight the issue in the hopes of changing it as ktvu is. andre

senior shows us he received a major assist in his efforts from the sheriff of san francisco. >> say give it about 30s. >> weeks after life changing opportunity, adam sherman is contemplating next steps for a man who few have been on so far, he's fresh off the opportunity of a lifetime, serving as campaign manager for paul miyamoto's reelection bid for san francisco sheriff. >> make sure you just get out and vote. >> it's a multifaceted role. everything from helping to organize fundraising to putting out media blurbs and other forms of publicity. >> but in an election season filled with many campaigns and the people who had them, sherman situation is different because he is on the autism spectrum, something he's proud to talk about, but one that's kept his ambitions tempered. and he's not the only one. >> there are 5.5 million autistics in america who are at that age where they can be working and professionals, and yet barely one fifth of them are professionally employed. the rest are either unemployed or

chronically underemployed. >> and sherman was no exception. graduating from san francisco state university with a degree in environmental studies with a special concentration in social justice, he found himself unable to find a job in his chosen field, so he took a job stocking shelves at trader joe's. but while he couldn't get the job he wanted, he donated his time volunteering with various community organizations. it was that effort that got him noticed by miyamoto's team. >> he was actually on one of the teams that were doing safety patrols in chinatown, and so his commitment to the community was already evidenced by that volunteer work. >> that commitment and a reputation that preceded him, landed sherman that coveted job, leading miyamoto's critical reelection bid, helping the incumbent snag more than 80% of the votes. and trusting your election campaign to anyone is a big deal. but miyamoto told me sherman's autism was never a factor in his decision. >> i don't think i even asked any questions about whether or not he'd be able to do things. >> the autism society, an

advocacy group, hopes more companies and organizations actually adopt sheriff miyamoto's thinking because they see hiring someone on the spectrum is actually good for the bottom line. >> we look at different ways of information processing and different ways of executive function. we might have folks who think in a very systemized way, but we might have folks that think from a bottom up sort of perspective, and that can bring a lot of creativity and other pieces. >> the organization cites research that shows companies that embrace neurodiversity are likely to have a competitive advantage, and businesses employing autistic individuals report increased innovation and problem solving capabilities. >> i think the idea that when we're open to bringing in neurodiverse and autistic talent to a workplace, understand that there's sometimes let's figure out where the best fit could be. let's talk to the individual. where do you think your strengths are? >> it's a conversation that sherman wants to grow in public discourse, dealing with the struggles in this book, living beyond normal an autistic

autobiography. >> i really want to bridge the divide between the neurotypical or normal brained people of society with the neurodivergent or autistic people like myself. >> andre senior, ktvu, fox two news. >> well, san francisco says new grants will pay for street improvements citywide. one of the projects will revitalize the stretch of powell street between market and geary. it would include wider sidewalks and cafe style dining and a dramatic chandelier lighting feature over the cable cars turnaround. the $36 million in funding will also include improvements at folsom and howard streets, and to improve the city's bus fleet. well, more outrage in new york city after the death of a woman who was set on fire while sleeping on a subway train. what investigators have learned so far about the victim, and more questions about what caused a boeing 737 to crash upon landing in south korea. the clues authorities have been able to

skaters from the u.s. and representatives from boeing are on the scene of a plane crash that killed 179 people in south korea. the boeing 737 800, operated by budget airline jeju air, crashed on sunday. two flight attendants survived. that plane could be seen having engine trouble, and a preliminary report also confirms the pilots received a warning about a bird strike. the plane was also seen on video landing without its landing gear deployed. south korean and u.s. authorities have yet to determine a conclusion on what caused that crash. new york city police have identified the woman who died after being set on fire while on a subway train. investigators have identified the woman as 57 year old sabrina khawam. police say she was last known to be living at a senior apartment complex in new jersey. the victim was originally

reported as a homeless woman. a neighbor at that apartment complex said someone of the same name as the victim recently showed up at her door asking for her mother. >> she looked clean. she did not look sick or hungry or anything like that. she just stopped by. all in my mind was just family. didn't tell her that. that they were moving. that was that woman. i can't understand how she ended up in the subway in the circumstances she was in. >> police say khawam was sleeping on the train on coney island when she was set on fire last week. sebastian zubaydah khalil, the man accused of setting her on fire, has been charged with multiple counts of murder and arson. he is due to return to court next week. a military appeals court has rejected defense secretary lloyd austin's effort to throw out a plea deal for the mastermind behind the nine over 11 terror attacks. that deal will allow khalid sheikh mohammed and two other defendants to plead guilty

stocks soared over 28%, and the s&p was up 23%. skyrocketing prices for companies in the artificial intelligence business, including the bay area giants nvidia and super microcomputer, helped lift the market to new heights. well, the dartmouth's men's basketball team is dropping its attempt to join a union rather than take its chances with an unfriendly labor board. it would have been the first college sports team to unionize. the service employees international union filed a request to withdraw with the national labor relations board. it says it was to avoid a potentially damaging precedent from the nlrb board, which will soon be controlled by republicans. the board currently has two openings that would be filled by donald trump after he takes office. well, the 40 niners and quarterback brock purdy are breathing a sigh of relief today after another injury scare. purdy injured his right elbow. this happened in the fourth quarter of last night's 40 to 34 loss to the
