government buildings, including city hall, will be closed. the number of people killed is now 15. dozens of injured people are still in the hospital. authorities say the suspect, a 42 year old army veteran born in the u.s, deliberately drove a pickup truck into a crowd of people on bourbon street celebrating the new year. and then he started shooting. before the massacre, he posted videos on social media saying he was inspired by isis and had a desire to kill. >> truck hits the corner and comes barreling through people, throwing people like like a movie scene. like real life throwing people into the air. >> there's a fine line between anger and grief, and i'm pretty much straddling that line right now. >> authorities say they found weapons and improvised explosives in that truck, and there are several reports that there's a video of other people planting explosives in the french quarter.

>> this is evil. and when we face evil, we have a choice. we can run in fear, or we can indeed stand in strength. >> now, louisiana's attorney general says one explosive was put between two law enforcement cars. and reports say the fbi has tentatively scheduled a 9 a.m. news conference this morning to give us updates on the investigation and tell us what's next. >> his online history, looking at anybody who's been talking to, obviously any affiliations with someone who may be deemed a, you know, an extremist or radical in their views. whether he's been off of his social media presence, if you will, and anything else he's put out. >> now, an expert on homeland security who is a retired marine corps intelligence officer, told ktvu the fbi will have to determine if the attack qualifies as international or domestic terrorism, since the

suspect was a u.s. citizen. he was killed in a shootout with police after crashing into the crowd. well, one bay area family was there in new orleans on bourbon street just before the attack. stephen goldblatt of mill valley, took his family to new orleans to start the new year. they went to the french quarter, but they left just hours before the attack. on early wednesday morning, he woke up to text messages and voicemails asking if he was okay. >> it's cautiously optimistic that this is going to be an isolated incident, but i also know that that there's a lot of nervous energy in the air because there's still a number of events and the super bowl is around the corner, and there's just a lot of nervous people. >> and last night, gold black was black was hoping to go to the college football playoff game at the sugar bowl in new orleans between georgia and notre dame. but the game was postponed until this afternoon. law enforcement says security is

going to be very tight out there because of the new year's day attack. well, the fbi is also investigating a deadly explosion of a cyber truck in las vegas as a possible terror attack. >> it happened in front of the trump international hotel on new year's morning. one person inside the truck was killed in the explosion, and several people standing nearby were injured. investigators say the explosion came from large fireworks, gasoline and camp fuel canisters packed into the back of the rented cyber truck. prior to the explosion, surveillance cameras showed the car driving up and down las vegas boulevard. >> we were able to trace that truck through the tesla charging stations, and it arrived here in las vegas at about 730 and went up and down las vegas boulevard before immediately pulling into the trump towers. >> president biden spoke about the explosion and says the fbi is trying to determine if

there's a connection to the attack in new orleans, law enforcement and the intelligence community are investigating this as well, including whether there's any possible connection with the attack in new orleans. >> thus far, there's nothing to report on that score at this time. >> authorities have not released the identity of the driver or a motive in the attack. now, the vehicle used in that case and the attack in new orleans were rented using the same san francisco based car sharing app, turo, which allows anyone to offer their own car for rent. now, arturo executive says the company is cooperating with investigators. >> our time is now. 506. oakland had another deadly shooting, capping off a violent start to this new year. police say it happened yesterday evening about 530 near 65th avenue. when the police arrived there, they found a person who was shot. the victim was rushed to the hospital but did not survive. there's no word yet on the victim's name or a motive, or if

any arrests have been made in that shooting. well, millions of minimum wage workers will be getting a pay raise in 2025. an economic policy institute study says 21 states will be raising the minimum wage pay this year. around 9 million people are expected to benefit. the institute says women will make up almost 60% of those getting a minimum wage pay raise, and more than one fourth of those affected are parents here in california. the state minimum wage went up to 1650 an hour. >> starting today, a section of san francisco's potrero hill neighborhood might be the sweetest smelling spot in the city. that's because the san francisco flower market moved from its longtime location to a new home. and ktvu amanda quintana live at the new flower mart. good morning. amanda. >> good morning. yeah. this is at 900 1/16 street in potrero hill. i want to give you an idea

of just how big this really is. this new flower market, new location that opens today. it really is the whole block, plus this parking lot right next door. but today is the first day that you can come and buy flowers here. so the flower market was at sixth and brannan in soma for nearly 60 years before they moved here. and you're going to see video here of the old space construction delays did push this move back a little bit, but today is finally the day when flower sales can begin again after a break during the holidays so they could relocate here. now, along with a new location, the market also has new management. the sf produce market is the nonprofit in charge. now, many of the long standing vendors that were at the old location have moved here, but there are also expanded vendor opportunities. so there is space for some newcomers here as well. now, sales work the same way. you do need to have a badge membership to get in early, so if you have

to mornings on two. some of the top stories we're following for you this morning. the fbi suspects there may be other people involved in the new orleans attack. agents are trying to find everyone who is in contact with the u.s. born army veteran who plowed a pickup truck into a crowd of people. the number of victims killed has increased to 15. they include a former princeton university football player, a father of two from louisiana and a university of alabama student. new members of congress will be sworn in tomorrow. among the 119th congress are some new bay area representatives. that includes lateefah simon, the newly elected east bay representative, and sam liccardo, who will represent the south bay. republicans hold the majority in both the senate and the house. first on the agenda, lawmakers will vote for a new house speaker tomorrow. >> our time now. 514. oakland police right now are investigating four homicides that happened between new year's eve and new year's day. now, on

tuesday morning, oakland police say a man was shot outside of his job on 14th street just after 7 a.m. then tuesday night, just before 8:00, there was a deadly stabbing on 70th avenue. and that same night, about two hours later, four people were shot. one of them was killed at a party on second and alice streets in jack london square. the neighbors who lived in that area for years say they've never seen violence like this. >> the situation is not improved. i plan to move out of this community. >> they need to do something fast, to be honest, because right now there's a whole wave of closures. so many other cities are recovering and bouncing back. but oakland is not. >> now this comes after oakland police chief floyd mitchell announced a 34% drop in the number of homicides and nonfatal shootings in 2024, compared to 2023. oakland police say they don't have a suspect yet or a motive in any of these deaths.

we also tried to contact the mayor's office to get a comment, but so far there's no response. >> california's first monthly snow pack survey will be released today, and it is likely to be reasonably good for this early part of the season. >> the ktvu tom vacar examined the numbers. he looks at the impact so far on the drought and fire conditions. >> as the new year begins, it's good to take a look back and see what's happened with california's fire and water. essential elements, but also something that can lead to real problems. the golden state has had some big fires last year, but they didn't come in swarms in 2024. cal fire and the u.s. fire service battled more than 8000 fires in california that consumed just over a million acres in 2023, aided by a very wet year. there were about 1200 fewer fires that burned less than a third of the acres. but even combining both years, that's less acres than the

annual average over five years. >> if you compare where we were 20 years ago, ten years ago, you can just tell that the innovation, the technology that we have to use and also the public's education on, on, on being fire safe is just so much more better than where we were. >> super aggressive fire responses, fuel clearing projects, utility system hardening, home hardening and more than a thousand forest surveillance cameras monitored 24 over seven 365 by artificial intelligence seems to be paying off. >> i've been reading about that, and i'm sure it has, because to get to a fire quicker, you're going to save lives and property too. so that's i think that's a big deal. >> i feel like this is a great opportunity, you know, for us to, you know, improve the technology to, you know, prevent like, you know, continue working hard to prevent fires. >> california's six mega

reservoirs are now at 122% of their historical average. at the beginning of 2025. that's slightly better than the same time last year. this suggests that california could be in very good storage position right now, so long as people continue to conserve. >> i think that there should be more mandates about, you know, conserving water and reminders constantly because, as you said, we don't know what we have ahead of us. >> right now, the average statewide snowpack is 115% of its historical average, but it's only 40% of what it would need to be on april 1st, when the last major snow survey of the year takes place. the big concerns for reservoir levels and snowpack is that mother nature might simply turn off the spigot, as she's done in several years over the last decade. so controlling and mitigating fire and conserving and wisely using water really is paying off for the state of california. tom

vacar ktvu, fox two news. >> all right, tom, thank you. well, 2025 up in the sierra. it's getting a snowy start. you're looking at live pictures of how the snow is piled up along interstate 80 near donner summit. ktvu meteorologist steve paulson is also back to talk about rain later this week. and our forecast today. >> tomorrow on the rain and snow up there today is okay though, but northern california is fine. it's southern california, they can't even buy a drop down there, but we will get more snow up in the mountains. that will be tomorrow, not today. if you're going today, the only thing you have to worry about would be fog in the valley, but looks like another 6 to 7 two at blue canyon and six around the lake. twin bridges, kirkwood seven. so we'll take it and hopefully the survey will be okay as we see a system is on the way, but it won't be until friday. so morning sun and afternoon clouds as our system takes aim at us. after that though, i think high pressure builds in. there's really nothing that screams rain for about 7 to 10 days after friday

he's 15 year old robert whitlock, named 2024 youth male lifter of the year in california. now, whitlock was undefeated in every competition he was in nationally and internationally. now here you see see him with the 12 medals he won last year. he trains at speed power strength gym in oakland. his coach, mike jenkins, says the honor is a first for its program. robert now has his sights set on the youth olympic games next year in senegal, africa, where, as we told you earlier, the sugar bowl in new orleans was postponed until today because of the new year's day attack in new orleans. the other college football playoff games did go on as scheduled. the university of texas battled arizona state in the peach bowl in atlanta. the game was by far the most thrilling of the college playoffs so far. it went to double overtime before texas intercepted the last pass and

won the game 39 to 31. arizona state's quarterback was named the most valuable player in that loss. now, texas will play ohio state a week from tomorrow after defeating oregon in the rose bowl. really defeating them. ohio state jumped out to a 34 to nothing lead in the second quarter. there was no looking back. oregon tried to claw back, but ohio state topped the top seeded ducks. sugar bowl will kick off at 1:00 between georgia and notre dame. the winner will take on penn state next thursday evening in florida. time's now 525. the 40 niners are getting ready for their final game of the season, and they'll do it without quarterback brock purdy and possibly some other starters because of injuries. 49ers head coach kyle shanahan says purdy will sit out this week. he injured his elbow in monday's loss to the detroit lions. it's

>> leah freeman is in pain after her son, 32 year old willie bernstein, a married father of two young children, was shot and killed outside his place of work in oakland on the morning of new year's eve. >> don't let no other mother feel like her soul is being snatched out of her body. don't let another mother feel how i'm feeling right now. >> reporter it happened as bernstein drove from his richmond home and arrived for work at otto clore, a cleaning supply company at 14th and poplar in west oakland, at about 7:00 tuesday morning. witnesses told oakland police the shooter approached him with an ar 15 type rifle and shot him dead before leaving in a car. no arrests have been made and police have not discussed a motive. >> and i'm going to say this for the person who did it, you didn't have a reason to do it. >> freeman says she doesn't know why anyone would target her son. >> why? when you got so many people out here that do wrong?

motive. >> a fireworks accident led to a deadly explosion in hawaii during new year's celebrations. the explosion killed three women and critically injured 20 other people. the accident happened in honolulu just before midnight inside the carport of a home near the island's airport. investigators say a bundle of fireworks fell over after it was lit and set off crates containing other fireworks. first responders said the injuries were like those from a war zone. >> we no longer live in a climate in an era where we can afford to take that kind of fire risk. that's why penalties are going to have to be very, very severe for people that use large amounts of fireworks because frankly, it's not that different than being a super drunk driver, making everyone else at risk. when you're on the road now, you are potentially burning down someone's community in the next door neighbor. >> officials say there were at least four unrelated reports of

serious fireworks injuries across honolulu on new year's eve, including another death. >> our time is now 5.35 in puerto rico. the power is back on after a sweeping blackout plunged the island into darkness on new year's eve. that power outage left more than a million people with no power. it affected homes, hospitals and other critical infrastructure. now it started about 530 in the morning, new year's eve. the power was restored to 98% of the island 24 hours later. everyone is being warned, though. prepare for interruptions and also to reserve and save power. as officials work on fixing what went wrong. the investigation into the cause of that power outage continues. >> on the last day of hanukkah, israelis who were recently released from hamas captivity lit a menorah alongside their country's president. israeli president isaac herzog spoke at the event, asking for forgiveness over what he called failures in the october 7th,

2023, hamas attack in israel. attendees also spoke about the need to make a deal to bring the remaining hostages back home. >> time now. 536. in gaza, israeli airstrikes continue to hit parts of that region, and the latest strike killed at least 12 people. medics are saying most of the victims were women and children. one of those airstrikes hit a home. another was at a refugee camp, according to witnesses. and this comes as israel and hamas have been negotiating a cease fire that could wind down the war. but both sides accuse each other of complicating the efforts. >> the flow of natural gas from russia to europe has been suspended, as ukraine is refusing to renew a deal that allows russian gas to move through its territory. now, despite the ongoing war, ukraine had been allowing the transit of russian oil and gas across its territory to the rest of europe. the supply has dwindled as europe has switched to other sources of natural gas, but some

still fear the decision could trigger a surge in prices and potentially an energy crisis. >> our time now 537. the families of victims from that deadly plane crash in south korea went to the site of the wreckage new year's day. the family members paid their respects to the 179 people who died when that plane crashed last sunday. all but two people on the boeing 737 were killed. yesterday, investigators removed the black box recorders from that plane. now, the jet landed without its landing gear deployed, and that caused the plane to skid and crash into a concrete barrier. safety inspections on all boeing 737/802 have been ordered. >> as a result, starting later this year, if you drive an electric or hybrid car, you can no longer drive solo in the carpool lane. now, some state officials are worried about how this will affect california traffic. the clean air vehicle decal program is set to expire

september 30th. now, governor gavin newsom signed a law to extend it to 2027. however, that still needs federal approval. right now, more than half a million california drivers have the clean air sticker, and caltrans says bay area. the bay area has some of the highest numbers of decal registrations. >> time now 538 clinics and hospitals all over the country are seeing an increase in the number of upper respiratory illnesses. doctors at first thought it was just the cold and flu season, but now they're thinking there's more to this. doctors are seeing a rise in the number of flu cases, rsv and pneumonia. the number of norovirus cases has doubled compared to last new year's day, and researchers believe the surge is connected to the pandemic. >> the viruses are having a heyday. they have people who aren't necessarily primed or even slightly immune to these illnesses anymore, and so they can make a lot more people sick and spread like wildfire. and that's kind of what you're

people were shot, killing one at a party at second and alice streets in jack london square. that marked oakland's 86th homicide of 2024. >> i mean, like fireworks. it was like that kind of sound. but then the last three was like pop, pop, pop, and it didn't sound like the way fireworks go off. >> well, witnesses say the shooting happened at a party outside of block 15, an event venue near the amtrak station. the shooting put bullet holes in a health care facility across the street, and some apartments to situation is not improved. >> i plan to move out of this community. >> they need to do something fast to be honest, because right now there's a whole wave of closures. so many other cities are recovering and bouncing back. but oakland is not. >> and of course, there was this. it all comes after police chief floyd mitchell announced a 34% drop in homicides and nonfatal shootings last year, compared to 2023. police say they do not have a suspect or

of wilmington university. good morning. thank you for joining us. >> yeah. good morning, and thank you for having me on this morning. >> let's talk about this investigation. it shows the driver and shooter in the attack in new orleans was on social media hours before talking about violence, inspiration from isis. so how do investigators do a better job of tracking these kinds of posts ahead of the attack? and what do you think is the role and responsibility of social media companies in flagging potentially violent and threatening posts? >> yeah. so the fbi, through its analytical program and there are criminal and intelligence analysts throughout probably most offices now in the fbi as well as many police departments hiring analysts in order to do things like this, to go through social media, to check all publicly provided outlets where they are going through, to see

can they do something to get ahead of something as tragic like this? and we know not only from this incident early on, but many mass tragic events, mass shootings, et cetera, that there is some sort of leakage by the attacker, whether it be days leading up to months leading up to or in this case, minutes and hours before. so i think it's a collective responsibility, not only from the user. so if somebody sees something, don't scroll past it. if you believe that it is something of an urgent nature, then call your local police department, call the local fbi tips, etc. and be able to funnel that information. and i do believe social media very much when they come across something like this. if they believe this is an imminent threat, that it should be passed forward. >> all right. something maybe i

will be able to help vet a little bit clearer. and earlier in the attack in las vegas, as the fbi looks for a motive, what do you think about this being possibly targeting the incoming presidency, since it was in front of the trump hotel and used a cybertruck, which is, of course, connected to elon musk? >> yeah. as an investigator, i'm i don't like to put a lot into coincidences. so when i first saw this, that was the first thing that hit my mind that it was a tesla truck. it was a tesla vehicle owned by elon musk, who's closely associated with the incoming president. and then, of course, the trump towers. so i imagine law enforcement is looking into the connections. was this a message being sent by the attacker, as i do believe this is a an attack. maybe it's gone wrong. maybe this individual did not intend to do this with with zero

fatalities, other than what we believe to be the driver. i, i imagine that this person was intending to do greater harm, very much like the individual or individuals in new orleans. >> as we talk about possible coincidence, what do you think about is it a red flag that both vehicles used in the two attacks were both rented through turo? >> yeah, again, i don't like coincidences. so law enforcement is quickly looking at is there a connection? in other words, is there a common thread other than the agency? truro app? is there a common thread? for example, did one individual rent both? i think that's what they're looking for in this incident. in order to find that common thread, other than just being that it's a similar app. >> all right. certainly a lot involved in these investigations. thank you so much for joining us. scott duffy, retired fbi special agent and director of the criminal

mornings on two. it's now 623. california's department of water resources will conduct its first snow survey of the season this morning. the new year is a good time to examine the state's drought and fire conditions. california experienced several large fires in 2024, but not in swarms. 2023 was also a wet year that also led to fewer fires. >> you compare where we were 20 years ago, ten years ago. you can just tell that the innovation, the technology that we have to use and also the public's education on, on, on being fire safe is just so much more better than where we were.

we've been following is, of course, the investigation in new orleans. after the attack, 15 people killed. we want to head. okay. we want to head out to our reporter now. carolyn elliott, who is there live in new orleans. what can you tell us so far this morning about the investigation? what's happening there this morning? kevin? is it. >> well, pam, dave, we do know that this section of canal street is still an active crime scene. and right now, this investigation is focused on who else could be involved. >> okay, so what is the connection? of course, we're talking about this morning. we just spoke with an fbi, a retired fbi special special agent who talked about, not necessarily a coincidence that

both the truck used there in new orleans and then the cyber truck in las vegas were rented through turo, the same agency that allows individuals to rent out their car. have you heard anything about that part of the investigation of what they're looking at or any new information there? >> yeah, right now we do know that is one of the biggest questions. that is all part of this investigation. we do know from yesterday, president biden and his presser did address this. and he did say that right now officials are looking if there's any relation between this deadly new year's attack in new orleans and, of course, that cyber truck that exploded outside that president elect donald trump's las vegas hotel yesterday. of course, this is still under investigation. we are expecting to get more information from the fbi today, in the next hour or so. so we're

certainly hoping that is addressed in that press conference. but as of right now, it's unclear exactly what we will learn in the next few hours. >> pam, what is it like there this morning? i can imagine a number of streets and areas are still marked off. we've heard from people who were stuck maybe in or out of their hotels for a while. how what is the situation this morning? >> yeah, pam, it's almost eerie out here because of course we do have this crime scene that's right on bourbon street, right on canal street. and we're seeing a lot of tourists, a lot of uga fans, a lot of notre dame fans here. ready for the sugar bowl later this afternoon. but at the same time, we're surrounded by police vehicles and officers that are really wanting to heighten security right now because, again, there are still a lot of questions on

that there's a lot of nervous energy in the air because there's still a number of events and the super bowl is around the corner, and there's just a lot of nervous people. >> and last night, goldblatt was hoping to go to the college football playoff game at the sugar bowl in new orleans between georgia and notre dame. but the game was postponed until this afternoon. law enforcement says security is going to be very tight because of the new year's day attack. now, our coverage of this tragedy continues for you online to get updates from new orleans and a detailed breakdown of what we're finding out about the suspect, tap into the fox local app. >> a new state law is expanding alcohol education in california schools this year. now, schools already educate students about alcohol, narcotics and other drugs, but the bill will require schools to teach about the short and long term harms of excessive drinking. and it's linked to mental health problems, diseases and even death. school boards

will decide which grades will get that additional course. they can also ask the state to reimburse the costs of adding the new coursework. >> our time now. 635 in the east bay, long awaited renovations to an elementary school may begin soon. the bay area news group reports a richmond construction company has been selected to rebuild stege elementary last summer. that building was shut down because of safety concerns. students were relocated to daejon middle school. the renovations may cost more than $60 million, almost 20 million more than what was previously approved. the school district is hoping to get some state funding, and that stege will reopen in the fall of 2027. >> a new plant in antioch will soon start removing salt from the delta to turn it into fresh water. now the plant works by using reverse osmosis to remove the salt and other minerals. this will allow antioch to use that delta water during times in

which salinity levels normally would be too high. the plant costs $97 million to build. right now, public works officials say it's unclear if the process will raise water bills for antioch residents. >> time now 636. will starting later this year. if you drive an electric or hybrid car, you won't be able to drive solo in the carpool lane anymore. some state officials are worried about how this is going to affect california traffic. the clean air vehicle decal program is due to end september 30th. governor newsom signed a law to extend it to 2027. however, that still needs federal approval. right now, more than a half million california drivers have the clean air sticker, and caltrans says the bay area has some of the highest number of decal registrations in california. >> a mystery within the young san jose sharks. they are in last place in the pacific division and could certainly use some veteran leadership. fans

veteran who slammed a pickup truck into a crowd of people celebrating new year's. the number of victims killed has gone up to 15. a news conference is scheduled this morning to announce the reopening of bourbon street, and also extra security that will be in place. the fbi is also investigating a deadly explosion of a cyber truck in las vegas as a possible terror attack. it happened in front of the trump international hotel on new year's morning. one person in that truck was killed. several people who were standing nearby were hurt. investigators say the explosion came from large fireworks, gasoline and fuel canisters were packed in the rear of that rented truck. >> the fbi is looking into the background of the man who carried out the attack in new orleans. from his associates to his social media posts. >> there are criminal and intelligence analysts throughout, probably most offices now in the fbi, as well

as many police departments hiring analysts in order to do things like this, to go through social media, to check all publicly provided outlets where they are going through, to see can they do something to get ahead of something as tragic like this? >> we spoke with the retired fbi agent this morning. he says it's also the responsibility of social media companies and users to alert authorities. if you see something online that is suspicious or threatening. he says attackers often reveal warning signs online before they strike. >> our time is now. 647. a mother in oakland is grieving after her son was shot and killed as he was heading to work on new year's eve. our reporter, henry lee, talked to her about the grief her family is dealing with. >> yeah, i'm a mom and i'm hurting. but he took everything from my grandbabies. everything.

>> leah freeman is in pain after her son, 32 year old willie bernstein, a married father of two young children, was shot and killed outside his place of work in oakland on the morning of new year's eve. >> don't let no other mother feel like her soul is being snatched out of her body. don't let another mother feel how i'm feeling right now. >> it happened as bernstein drove from his richmond home and arrived for work at otto clore, a cleaning supply company at 14th and poplar in west oakland, at about 7:00 tuesday morning. witnesses told oakland police the shooter approached him with an ar 15 type rifle and shot him dead before leaving in a car. no arrests have been made and police have not discussed a motive. >> and i'm going to say this for the person who did it, you didn't have a reason to do it. >> freeman says she doesn't know why anyone would target her son. >> why? when you got so many people out here that do wrong?

college football playoff games did play as scheduled. the university of texas battled arizona state in the peach bowl in atlanta. the game was by far the most thrilling of the college playoffs. it went to double overtime before texas intercepted the last pass, and they won 39 to 31. arizona state's quarterback, by the way, was named most valuable player in the loss. texas will now play ohio state a week from tomorrow after defeating oregon in the rose bowl. ohio state jumped out to a 34 to nothing lead in the second quarter, and there was no looking back. oregon tried to fight its way back, but ohio state and they just pushed aside the top seeded ducks and sugar bowl will kick off at 1:00 between georgia and notre dame. the winner will play penn state next thursday evening in florida.
