>> we begin tonight with the city of new orleans desperately seeking a return to normalcy. 36 hours after what authorities are calling an act of terrorism. good evening, i'm cristina rendon. many are mourning the 14 people killed and dozens more hurt in that new year's day attack, but also finding a way to move forward. we want to give you a live look from earthcam at the famous bourbon street this hour, which did reopen earlier this afternoon to the public. the college football super bowl was held after a 20 hour delay. police have put in new security measures and more patrols as authorities continue to investigate the attacker, who drove a rental truck into a crowd. ktvu jana katsuyama joins us live in studio tonight with what those investigators have found. jana. >> well, the fbi says that the new orleans attack was a premeditated act of terrorism by a u.s. citizen. the attacker had an isis flag on the vehicle and posted videos online. but investigators say it appears that he acted alone. >> i am opening bourbon street

to the public. >> new orleans police superintendent anne kirkpatrick, who was oakland's former police chief, announced thursday that the french quarter had new security measures in place after the deadly new year's day attack. >> what you see behind us is what we call hardening the target. so we have brought in heavy trucks. you will see when you go down. bourbon. >> investigators say the attacker, shamsuddin jabar, was a u.s. citizen and a 42 year old u.s. army veteran who drove the white pickup truck into a crowd on bourbon street on new year's day, killing 14 people and injuring many more when he sped around a police barricade. jabar was from texas. he joined the army in 2007 and served in afghanistan. the fbi says he placed some ied or improvised explosive devices in the french quarter. he was killed in a clash with police who responded to the scene. the fbi says he acted alone, but evidence does indicate he was inspired by
5:02 pm
isis. >> federal law enforcement and the intelligence community are actively investigating any foreign or domestic contacts and connections that could possibly be relevant to the attack. >> the fbi says they are reviewing hundreds of hours of surveillance video. >> at this point, investigators believe jabar picked up the rented f-150 in houston, texas, on december 30th. he then drove from houston to new orleans on the evening of the 31st. >> on thursday, police searched jabar's home in texas, as well as in new orleans rental property where bomb making materials were found. >> fbi and atf agents have secured that house. we have recovered two laptops and are currently reviewing them for any potential leads. >> the fbi says jabar posted five videos on facebook on the day of the attack between 1:29 a.m. and 3:02 a.m, stating he had joined isis before the summer. the truck in the new orleans and the truck used in the las vegas attacks were both rented through the vehicle sharing platform turo, which has
5:03 pm
a headquarters address listed on sec documents at a downtown san francisco office building. turo posted a statement online about the new orleans and vegas rental, saying in part, we do not believe that either renter had a criminal background that would have identified them as a security threat. they also said, we are devastated by these horrible incidents and remain dedicated to helping the authorities however we can. and just in the past hour, the new orleans fbi field office released new photos of jabar and the cooler that was containing the ied. they are asking anyone who saw him to contact the fbi, so they are still actively investigating this. >> christina. 14 people killed in this. have we learned anything about the victims? >> well, the coroner says that they're not releasing a full list yet because they're still in the process of doing the autopsies and notifying family members. we do know one was a former princeton university football star. another an aspiring nurse who was just 18 years old. so these stories are starting to come out. there was one student at san diego state
5:04 pm
university who was among the injured, dozens who were injured. so really sad that, you know, at this time where you're starting a new year, these families are mourning. >> right. okay. jana katsuyama with us tonight, jenna. thank you. 14 people, as we mentioned, killed in this attack. and we do know that the sugar bowl was hosted today because of the postponement yesterday, the game between notre dame and georgia was slated for new year's day, but postponed. and security was stepped up at the superdome. president biden did address the tv audience before the game today. >> i'm glad the game is back on for today, but i'm not surprised because the spirit of new orleans can never be kept down. and that's also true of the spirit of america. we just have to remember who we are. we're the united states of america. there is nothing, nothing beyond our capacity when we do it together. >> the president also thanked first responders and extended condolences to the families of the victims. a moment of silence was held before the game, and those attending said they would not let the attack stop them from enjoying their time in the
5:05 pm
city. >> it's sad that we have to worry about that in today's day and age, but you know, they say, you know, we have freedom and stuff, but it still comes responsibility with freedom. so we just got to take it easy and keep your head on the swivel and. >> police said fans attending the game would expect to see as much security, if not more, than what was expected to be present at the super bowl next month. notre dame did beat georgia with the final score of 23 to 10. now to some breaking news in southern california, where authorities say a small plane has crashed into a building near the fullerton municipal airport, killing two people and injuring at least 18 more. police say this crash was reported just after 2:00 this afternoon. and in the video here, you can see smoke coming from the top of the building. a heavy police and ems response as well as firefighters. police say the building is a warehouse and contained materials used to manufacture furniture. as we learn more information, we'll bring it to you throughout the

5:07 pm
morning, a driver in a rented tesla cybertruck pulled up to the glass doors of the trump international hotel off the strip. that explosion happens within 17 seconds of his arrival. investigators say the explosion came from large fireworks, gasoline and camp fuel canisters packed in the truck. seven people were injured by the blast. investigators also found two semi-automatic guns legally purchased by berger on the 30th. authorities are still looking into the motive. >> we're running down investigative leads around the world. no information that we're aware of right now that connects this individual to any terrorist organization around the world. but that's obviously the thrust of the investigation is ruling out that there is any sort of terrorism nexus. >> the fbi said they have found no definitive link between the explosion and the attack in new orleans. law enforcement did point out both men served at fort bragg in north carolina, though not in the same unit, nor at the same time. they bothlso served in afghanistan in 2009. all of thi remains under

5:11 pm
a dad. >> in a separate incident thursday afternoon, san francisco police confirmed they had arrested a woman in connection with the shooting on the 800 block of bryant. at about 10 a.m, officers arrived on scene and located two victims, an adult male and an adult female suffering from apparent gunshot wounds. >> the victims were transported to the hospital for non-life threatening injuries. >> investigators caught the woman, who they say pulled the trigger hours later in the city's tenderloin district. >> at this time, this is an active investigation. >> san francisco police also say they have a suspect in custody after a homicide on the first day of the year, the first homicide of the year. investigators say shortly after midnight on new year's day, 29 year old jose rivera flores shot a man near the intersection of venice and 17th. >> right after the shooting, the suspect fled from the area in an suv. a few hours later, officers located the suspect vehicle in the area of bayshore and geneva and were able to take the
5:12 pm

5:17 pm
115 years ago here at phillips station. six specific spots on this meadow have been measured and averaged for 84 years. today, this is just one of 265 snow courses, plus another 130 remote snow sensors blanketing the vast snowpack area. this combo of human surveys and remote sensing gives water planners, farmers, 27 major water agencies and wildlife protectors excellent, accurate and critical information. >> our snowpack is about 110% of average to date, based off our automated snow sensor network. statewide and statewide, precipitation is about 115% of average right now. >> but north of interstate 80, where all the big mega reservoirs are, the snowpack is a whopping 160% of average on this date. one caution though there have been some years where rain and snow seasons started
5:18 pm
out gangbusters, only to see the storms mostly disappear after the first of the year. >> back in year 2022, we had 154% of average snowpack on this day in january, but it ended up on april 1st at 37% of average. so we definitely dried out. most of the storms that are predicted are going to be north of california for the next two weeks. >> it's a little early, i think, to have have any concern for more than four decades. >> veteran meteorologist jan null has developed many aspects of weather forecasting and has taught legions of meteorologists the art and science of forecasting. >> having these fluctuations through the course of the year is, you know, is not unexpected. we're not even to the midway point of the rainfall year beyond two week forecasts. >> we're mostly guessing. >> looking farther on out, you know, talking about, you know, long range weather forecasting. you know, it's not there yet.
5:19 pm
>> that said, one thing is for sure, we'll need a progression of monthly storms to keep going because otherwise we will end up maybe similar under average by the end of the year. already, things are good enough that the water resources department has increased water deliveries to those with water rights from 5% up to 15% with just the water they already have on hand. tom vacar ktvu fox two news. >> and a nice solid start for northern california with the rainfall and the snowfall. so as you can as you heard in the story. yeah, the nice nice snowpack developing. of course it's a long term deal, right. we need to add some more snow to the base and hopefully that will happen. in fact it will happen in the short term. take a look at the sierra snowpack, the updated numbers from today. it's all breaking down. so remember the atmospheric rivers were focused up in northern california. that pattern clearly reflects that 161% of average up in northern california. those values do begin to come down, though, for central and southern sierra. but a statewide average,
5:20 pm
at least with snowpack of 108% of average and more snow in the sierra forecast. with a winter storm warning in place tomorrow for the west slopes of the sierra, and snowfall could be right around 6 to 12in, so this could lead to some issues trying to get over the passes for both 80 and 50 at times throughout the day tomorrow, all in response to our next system, which is offshore here and it moves in tomorrow morning. rainfall expectations about a 10th of an inch to possibly an inch up in the north bay coastal hills. no wind advisories, but we could have winds up above 20 miles an hour. and we talked about the storm warning in the sierra. a lot of clouds streaming into northern california right now. and the focus of the rain is up here along the north coast, right around eureka, right around cape mendocino. that rain line will eventually move to the south first thing tomorrow morning. for right now, though, it's a nice afternoon heading into your thursday evening. and temperatures actually mild in the south bay. san jose 62, san francisco 58 degrees. and that's our live camera right now. and we will gradually thicken up the high cloud cover later on tonight into early tomorrow morning. so rainfall spreads
5:21 pm
south first thing tomorrow morning. temperatures will be in the 40s and the 50s. and here is the forecast model. this is 7:00 friday morning. notice it moves to the south at 10:00. so this could be a factor for the morning commute. and then the focus will be kind of draped in the south bay. still the possibility of a few scattered showers for tomorrow afternoon. but once this moves on out, looks like we have a dry weekend forecast. we'll have more on that coming up with your full update in a few minutes. >> sounds good mark. see you then. tesla sales were down for 2020 for their first annual sales drop in a decade. the electric car maker says it delivered nearly 1.8 million vehicles this year. that's down 1.1% from 2023. sales rose in the last quarter thanks to discounts such as 0% financing, free charging and low priced leases. shares of the austin based company are down more than 6% right now, and markets did end the day down as well. the dow jones slipped 151 points, the nasdaq fell 30 points and the s&p dropped 13. today marked

would be closed. she died in 2006 after 26 years. today marked oakland congresswoman barbara lee's final day in office. lee shared a lengthy statement on social media along with this picture taken on the day she was first sworn into congress back in 1997. lee said in part, quote, it has been the honor of a lifetime to provide constituent services, deliver federal investments to my district, speak out, and oftentimes be the only one to take tough votes against the tide. she also said she would continue to fight for working families, the middle class and those with low income. lee's next steps remain uncertain. though many have called on her to run for mayor of oakland, she previously told ktvu she's still weighing the decision and would make an official announcement on her plans sometime this month. the house and senate are set to meet for a joint session of congress on january 6th. but if the house does not vote for a speaker tomorrow, that session might not happen. incumbent house speaker mike johnson is on the ballot, and since his tenure

began, some house republicans have been disappointed with his decisions. ten conservatives could vote for someone else. republicans have a razor thin majority in the house. just a few no's from the gop party could put johnson's win at risk. >> investigators now say the suspect in the deadly new year's attack did act alone. i'm rebecca castor in new orleans with the latest on the investigation coming up. >> plus, disaster strikes a hawaiian neighborhood on new year's eve. what authorities say happened right before a lethal amount of fireworks exploded in a carport. and a new year bringing new beginnings in san francisco at 545 tonight. how a relocation is marking a new era for the city's flower market in re ay
