>> this is ktvu fox two news at 730. >> the famous bourbon street in new orleans is back open tonight amid new security measures and a heavy law enforcement presence. good evening, i'm greg lee. i want to give you a live look at bourbon street on earth, cam. a little more than 38 hours after what authorities are calling an act of terrorism. ktvu jana katsuyama shows us what investigators are learning about the attack. >> the new orleans fbi field office released new surveillance photos thursday evening, asking the public for any tips and cell phone footage of the attacker, and a cooler containing an improvised explosive device, which investigators say the suspect placed on bourbon street new year's day. >> i am opening bourbon street to the public. >> new orleans police superintendent anne kirkpatrick, who was oakland's former police chief, announced thursday that the french quarter had new security measures in place after the deadly new year's day attack. >> what you see behind us is what we call hardening the target. so we have brought in

heavy trucks. you will see when you go down. bourbon. >> investigators say the attacker, shamsuddin jabar, was a u.s. citizen and a 42 year old u.s. army veteran who drove the white pickup truck into a crowd on bourbon street on new year's day, killing 14 people and injuring many more when he sped around a police barricade. jabar was from texas. he joined the army in 2007 and served in afghanistan. the fbi says he placed some ied or improvised explosive devices in the french quarter. he was killed in a clash with police who responded to the scene. the fbi says he acted alone, but evidence does indicate he was inspired by isis. >> federal law enforcement and the intelligence community are actively investigating any foreign or domestic contacts in connection that could possibly be relevant to the attack. >> the fbi says they are reviewing hundreds of hours of surveillance video. >> at this point, investigators believe jabar picked up the rented f-150 in houston, texas,

on december 30th. he then drove from houston to new orleans on the evening of the 31st. >> on thursday, police searched jabar's home in texas, as well as in new orleans rental property where bomb making materials were found. >> fbi and atf agents have secured that house. we have recovered two laptops and are currently reviewing them for any potential leads. >> the fbi says jabar posted five videos on facebook on the day of the attack between 1:29 a.m. and 3:02 a.m, stating he had joined isis before the summer. the truck in the new orleans and the truck used in the las vegas attacks were both rented through the vehicle sharing platform turo, which has a headquarters address listed on sec documents at a downtown san francisco office building. >> that was ktvu jana katsuyama reporting law enforcement, focusing on security at big events in the aftermath. san francisco's first thursdays event of 2025 is happening right now. a live look at the

festivities. the large crowd there. the event taking place along second street between market and howard streets in the south of market neighborhood. this is the first first thursdays since that attack in new orleans. we'll have more coverage of this event, including what kind of security measures are in place tonight on the 10:00 news. san francisco mayor elect daniel lurie, addressing security concerns before he even takes office. today, he announced the creation of a new position called the chief of public safety. ktvu henry lee joins us in studio after meeting with the law enforcement veteran who will fill this role. henry. >> well, greg paul yip is a retired san francisco police commander. in his new role with the mayor, yip will not only work with sfpd, but serve as point person with other public safety partners. there are many layers, but part of my job is to make sure that we're all working together towards the same goal, and that's to make a safer san francisco. former san francisco police commander paul yip has been named the city's first ever chief of public safety by incoming mayor daniel lurie. my main goal as chief of public

safety is to ensure that the people that live, play and work in san francisco feel safe. the city ended 2024 with crime far lower than the year before. that can be of little comfort to residents and victims. statistics are very important. numbers are important. they tell one story. but if people don't feel safe, then we really haven't accomplished what we need to accomplish. yep. served with the san francisco police department for more than 28 years and served as captain at central, northern and richmond stations at one point. yip provided details of deadly shootings by officers during virtual town hall meetings more recently. yip was at lurie's side during the campaign in his new role with the mayor's office. yip will work with the police department, sheriff's office, district attorney, fire department, public defender and probation sheriff paul miyamoto hailed the appointment, calling yip a deeply passionate leader. miyamoto says he's known personally for more than 35 years, since before their law enforcement careers. but noticeably absent from lurie's announcement was any mention of

the city's top cop, bill scott. lurie has not said whether he intends to keep scott as chief. i've worked with bill scott in the past and i look forward to working with him in the future. his future is going to be determined. i asked if he would want to be chief if asked by the mayor. i am 100% focused on the job that i have now as chief of public safety. i take it very seriously and that's my passion, and that's what i'm going to do. now, mayor elect lurie has named other top officials in his administration in recent days. yip will join lurie at inaugural events on wednesday. live in studio henry lee, ktvu, fox two news. >> all right, henry, thank you for that report. new at 730, a man has been charged in connection to a deadly fire in the east bay. the alameda county district attorney has charged 33 year old christopher schwenke with involuntary manslaughter, saying he started a fire at a home on 14th street in union city back in september. that one killed 66 year old ronald myers. schwenke was charged with murder back in 2019 after being accused of killing his father, who was

an east bay regional park district ranger. that case was later tossed out due to insufficient evidence. massive waves caused part of a wharf in santa cruz to collapse just last week, when officials in the city plan on reopening the structure. >> plus, above the 80 corridor got a ton of snow with those atmospheric rivers. but it was less and less as we moved south through the state. >> parts of northern california have seen significant snowfall in recent weeks. why? forecasters have some concerns for water managers in the coming weeks. >> and speaking of the snow, we'll talk about the winter weather warning in effect for the greater lake tahoe area. plus the rain and when you should expect it, the bay area forecast is coming up right after this brief time out. will soon welcome back visitors to a fixture of the community. nearly two weeks after it was battered by strong waves, the city announced today it is holding a wharf reopening ceremony this saturday morning. the wharf has been closed since december 23rd, when part of the structure collapsed due to the high surf. the city says the wharf has been deemed safe to reopen based on a sonar and engineering tests. the 150 foot part of the wharf that collapsed will remain closed. the first sierra snow survey of the year shows the snowpack is close to average for this time of year. the state department of water resources measured the snow depth at phillips station near lake tahoe at 24in this afternoon. they say that equates to nine inches of water content. that's 91% of average for this

date. statewide, the snowpack is about 110% of average. and while the numbers are good, officials say conditions can change quickly and the current short term forecast shows dry conditions on the way. >> on this date last year, california started slowly with a very dry fall. the statewide snowpack measured only 28% of average last year, so we're at 91% of average. we were only 28% last year, yet we ended the year with a slightly above average snowpack. >> that snow survey is critical for water managers to forecast how much of the snow melt will eventually flow into rivers and reservoirs, to provide water for residents and farms up and down the state. for more on the weather, we're joined by ktvu meteorologist roberta gonzalez. roberta, that snow measure is good, but they could do a little bit better and maybe they're getting some help this week. >> good call there because we already have the advisories and the warnings in effect for the snow that will fall in the greater lake tahoe area. so you have to plan accordingly. if you are driving to the mountains beginning, especially tomorrow,

because that's when you will get smacked with that right there. winter storm warning goes into effect 7:00 tomorrow morning through 10:00 tomorrow night. and this really is for anything above 5000ft. so that does encompass the truckee area around blue canyon. if you're heading on 50 towards the greater lake tahoe area, your elevations roughly 4600ft. so you will have the snowflakes on the fly. at lake level, we're expecting up to six inches of snow and about a foot of snow above 5000ft. yes, bringing you back home. live weather camera official. sundown was at 503 and we were noticing increasing cloud cover. currently 47 degrees in fairfield 53 now and throughout fremont and milpitas. we're looking at mid 50s around redwood city and redwood shores at this hour in the 50s in the north bay. this is big. it's beautiful. it's an area of low pressure bringing copious amounts of precipitation in throughout the pacific northwest, also making that northern section of the state of california in through trinity

and mendocino counties. and we're tracking this now with our futurecast. so you can see we become mostly cloudy overnight. and then before the sun comes up at 725, we will be shrouded with a deck of clouds and the leading edge of the precipitation slicing across napa and san rafael and through marin city. there's the front right there. 10:00 in the morning. that's when you'll see the heaviest rainfall, and then your afternoon will be dry. so by the time this pushes through the bay area, it's going to be very quick. and so it will dump a minimal amount of precipitation around san jose and san francisco, about a half an inch in santa rosa, and up to about an inch of rain in the highest elevations of our local mountains. but it's churning up the surf again. stay away from the ocean. never turn your back on an angry ocean. 18 foot waves on your saturday. so the bottom line is we will see rain on your friday, but then it clears out. don't cancel your golf plans on

saturday. it's going to be a bit blustery. do not park under any cars. the soil is already saturated and then we have some gusty winds and that winter storm warning in effect, temperatures coming down a couple of notches tomorrow up to about 62 in san jose. otherwise go ahead, take it outdoors over the weekend. greg. >> looks good. roberta. thank you. new at 730, san francisco launched a new substance disorder treatment program. today, the initiative requires people with substance disorders who want access to county funded cash assistance to participate in some form of treatment to maintain their benefits. this initiative was on the march 2024 ballot and was approved by voters. the program will offer transportation assistance and referrals for other resource programs. inauguration plans are taking shape for mayor elect daniel leary. the inauguration will take place on wednesday morning at 1130 at san francisco city hall. the public is invited to attend, although seating will be limited to ticketed guests. the mayor elect will later

appear at a chinatown night market and community festival that night. leary will also attend a celebration at far east cafe, which is the neighborhood's last remaining large banquet hall. a new kind of sports bar. coming up, we'll meet one of the co-founders of a bar coming to the bay area that hopes to provide a more inclusive environment for those watching their favorite teams, and her tireless efforts helped free thousands of japanese americans from incarceration. later in our newscast, the award, posthumously given to an american her

popularity across the country and the bay area is no exception. the region now has a wnba team, with the addition of the golden state valkyries down in the south bay. the national women's soccer league team, bay fc, just wrapped up their inaugural season in the fall. a new bar in san francisco will soon give fans of women's sports

a place to call their own. it's called ricki's, and just this week they announced they'll be setting up shop at 2223 market street in the city's castro district. for more on this space that's promoting women's sports, we're joined by ricki's co-founder sarah yurkovich. sarah, thanks so much for joining us. no secret women's sports is finally getting the flowers that it deserves. so tell us what drove you and danielle, though your co-founder to kind of get ricki's going? >> yeah, so danielle and i met when playing soccer with the san francisco spikes, and we were looking for places to watch nwsl games and wnba games, and we were struggling to find a place where we could reliably watch those games with fans. we saw these sports bars opening across the country and around the world, and we were really inspired by them and decided that we could be the ones to do that in san francisco. >> you have signed this lease, which is very exciting. you'll be the first one in northern california when you open, and you've had to pivot a bit because instead of sort of just the traditional bar, the space is a full restaurant. but that is exciting because now you can

invite people of all ages. how important is that for young boys and young girls who look up to these female athletes? >> i mean, it's really important. when i was growing up, i would have loved to go to a place like this, playing a lot of sports myself. it wasn't really an opportunity to see people who looked like me on tv screens outside of the olympics. through our watch parties, we really noticed that there were a lot of families that were coming, and we wanted to be able to accommodate that. >> we are very excited and we don't have an opening date yet, but we are crossing our fingers for the golden state valkyries opener. but the viewer and the public can help maybe expedite this process, tell people how they can help and why you need their help. >> yeah, absolutely. so we are raising money on wefunder. it's a public investment platform so people can invest as little as $100 on the website. additionally, people can come to our watch parties that we are going to continue holding in friends bars around san francisco up until our opening date. so any of those ways to support. we're really looking for the community to be involved and to help make these great.

>> let's talk about some of those watch parties. the response has been huge, just like we've seen nationally for women's sports. so tell us what the response has been for you guys to hold these spaces for people to come cheer on these teams. >> it's been phenomenal. i mean, i've never been in a place where everyone is watching the same game, the same women's sports game at the same time, and is so psyched and so genuinely happy to be there. the atmosphere is unbelievable. we even had a watch party with the valkyries for the for the wnba valkyries expansion draft, and we only announced it like 48 hours before, and it was 330 on a friday. and so we didn't expect there was going to be a ton of people. and it was packed. it was standing room only. >> so, sarah, last question for you, for you as a female athlete who grew up playing sports with danielle, your co-founder, for you to see what women's sports has continued to grow and to continue to grow and where it continues to go. how excited are you for where it's at now? >> it's amazing, especially in the bay area, to see the valkyries and bay fc playing.

preparing for their final game of the season. the niners hit the practice field today with backup quarterback josh dobbs under center. he'll be starting for the first time this season due to brock purdy's elbow injury in monday's loss to the detroit lions on sunday. the niners are playing the arizona cardinals, which is one of dobbs former teams. the game is sort of like an audition for dobbs. he'll be able to show his game skills to not only the niners, but teams around the league who might be looking for a new quarterback next season. >> it's always an audition, not only for the team that you're on, but for the other 31 teams. especially knowing my contract situation and being a free agent in march. so it's an opportunity to go out and show what i can do. here's a 49ers in this scheme, as well as for other opportunities. so i kind of let free agency, all that stuff work itself out when that time comes, but i'm just excited for the opportunity to get on the field

and play. >> as jared dobbs said, he'll be a free agent in march. this will be his 15th career start. besides the 49ers and cardinals. he's also played in prior seasons with the minnesota vikings, tennessee titans and pittsburgh steelers for at least four 49ers. the season will not end. on sunday, the nfl announced the rosters for the pro bowl in orlando on february 2nd. tight end george kittle, fullback kyle juszczyk, defensive end nick bosa and linebacker fred warner all made the cut. more niners could go to the pro bowl as alternates if other players drop out. the pro bowl will feature a flag football game instead of tackle football. there will also be skills competitions leading up to the game, such as dodgeball and tug of war. after 26 years, today marked oakland congresswoman barbara lee's final day in office. lee shared a lengthy statement on social media along with this picture taken on the day she was first sworn into congress back in 1997. lee said in part, quote, it has been the honor of a lifetime to provide constituent services, deliver federal investments to my district,

speak out, and oftentimes be the only one to take tough votes against the tide. she also said she would continue to fight for working families, the middle class and those with low income. lee's next step remains uncertain. many have called on her to run for mayor of oakland. she previously told us she's still weighing the decision and will make an official announcement on her plans sometime in the weeks to come. a northern california woman received a posthumous award from the white house for her work to address the injustice of japanese incarceration. mitsuye endo was honored with the presidential citizens medal at a ceremony in the east room this afternoon. her son, wayne tsutsumi, received the medal in her name. endo, a u.s. citizen, was among 120,000 people of japanese ancestry on the west coast who were forcibly incarcerated. she worked with attorneys to file a lawsuit challenging the order. president biden praised her and the other honorees. >> together, you embody and i mean this from the bottom of my
