this is the 10:00 news on ktvu fox two. >> less than 48 hours after a deadly terror attack in new orleans, bourbon street is back open with new safety measures in place. and tonight, federal officials are digging deeper into the killer's motives. >> continue to relentlessly pursue isis and other terrorist organizations where they are, and they'll find no safe harbor here. >> an act of terrorism in the french quarter. and tonight, the fbi reversing course and now confirming the killer acted alone, inspired by the islamic state. good evening, everyone. i'm mike mibach, and i'm cristina rendon. >> we are learning more about the man accused of driving a pickup truck through the french quarter, killing 14 people and injuring more than two dozen. early new year's morning. tonight, new security footage showing the moment the pickup

truck plowed down bourbon street, filled with people. you can see here that truck narrowly missing pedestrians who were rushing to get out of the way. the fbi says the man driving that truck was 42 year old shamsuddin jabar, an american citizen from texas. he joined the army in 2007 and later the army reserve in 2015, before leaving in 2020 as a staff sergeant. the fbi says jabar rented the pickup truck used in the attack in houston on december 30th, then drove the to new orleans on new year's eve. according to officials, jabar acted alone in the attack. a reversal from a previous statement that he might have had help, and investigators believe he was inspired by the islamic state group after looking at his social media accounts. as ktvu jana katsuyama reports tonight, the fbi is now calling on the public for help as the investigation continues. >> the new orleans fbi field office released new surveillance photos thursday evening, asking the public for any tips and cell

phone footage of the attacker, and a cooler containing an improvised explosive device, which investigators say the suspect placed on bourbon street new year's day. >> i am opening bourbon street to the public. >> new orleans police superintendent anne kirkpatrick, who was oakland's former police chief, announced thursday that the french quarter had new security measures in place after the deadly new year's day attack. >> what you see behind us is what we call hardening the target. so we have brought in heavy trucks. >> investigators say the attacker, shamsuddin jabar, was a u.s. citizen and a 42 year old u.s. army veteran who drove the white pickup truck into a crowd on bourbon street on new year's day, killing 14 people and injuring many more when he sped around a police barricade. jabar was from texas. he joined the army in 2007 and served in afghanistan. the fbi says he placed some ied or improvised explosive devices in the french quarter. he was killed in a clash with police who responded

to the scene. the fbi says he acted alone, but evidence does indicate he was inspired by isis. >> federal law enforcement and the intelligence community are actively investigating any foreign or domestic contacts and connections that could possibly be relevant to the attack. >> jabar picked up the rented f-150 in houston, texas, on december 30th. he then drove from houston to new orleans on the evening of the 31st. >> on thursday, police searched jabar's home in texas, as well as a new orleans rental property where bomb making materials were found. >> we have recovered two laptops and are currently reviewing them for any potential leads. >> the fbi says jabar posted five videos on facebook on the day of the attack between 1:29 a.m. and 3:02 a.m, stating he had joined isis before the summer. the truck in the new orleans and the truck used in the las vegas attacks were both rented through the vehicle sharing platform turo, which has a headquarters address listed on sec documents at a downtown san

francisco office building. turo posted a statement online about the new orleans and las vegas vehicle rental, saying in part, we do not believe that either renter had a criminal background that would have identified them as a security threat. a painful way to start the new year for the families of those 14 victims mourning the people that they loved and lost. reporting from the newsroom jana katsuyama, ktvu, fox two news. >> officials have not yet released the names of the 14 victims killed on bourbon street, but their families and their friends have started to share their stories. one of the victims, 27 year old tiger beck. his alma mater, princeton university. sharing this on social media. beck played football at princeton before graduating in 2021. their head coach says beck was a fierce competitor, a beloved teammate and a caring friend. auburn university sharing this photo on social media of drew dauphin, who was also killed in the attack. university president christopher roberts says dauphin was a 2023 graduate and,

according to his linkedin profile, was a supplier process engineer in birmingham. we've also learned that one of the injured in the attack was a student at san diego state university. and tonight, people there on campus reacting to the tragedy. >> doing all right and hope she pulls through. it's really sad because we're all just so young. >> the new orleans coroner says the names of the victims will be released once autopsies are complete, and all next of kin have officially been notified. >> now to las vegas, where new details are emerging tonight about the cybertruck explosion outside the trump hotel in las vegas. >> law enforcement has now identified the driver. tonight, investigators say at this point, there is no connection to the attack in new orleans. despite some striking coincidences. fox's jeff paul has the story from las vegas. >> a cybertruck explodes outside the trump hotel in las vegas. inside, a lone driver who police identified as 37 year old matthew berger of colorado springs. after searching the charred truck, authorities found a military id, a passport,

multiple firearms, as well as evidence that berger had sustained a self-inflicted gunshot wound to the head. >> i'm comfortable calling it a suicide with the bombing that occurred immediately thereafter. i'm not giving it any other labels. >> u.s. defense officials tell fox news live berger was an active duty u.s. army special forces. most recently, a green beret who was on leave from germany at the time of the incident. but in terms of how complicated the explosions were. the atf says most of the materials inside were consumer grade and things everyday people can buy. >> the level of sophistication is not what we would expect from from an individual with this type of military experience that most of the materials inside that tesla were fuel to help fuel a greater explosion. >> while the motive is unknown, the fbi searched the home in colorado springs today and says they've received thousands of tips. local police also addressed the similarities between the truck explosion in las vegas and the terror attack

attended san francisco's first thursday event. safety, of course, was top of mind in light of the attack in new orleans. ktvu bailey o'carroll has been there since this event started at 5:00. bailey, what did attendees tell you? >> yeah. christina a lot of people, many people that we spoke to said they thought about safety before coming out here tonight, even had conversations, some of them on their way to this event. of course, it's right in the heart of downtown san francisco, some even telling us they did have that thought. what if or could something happen here? thousands of people from across the bay area gathered in the heart of downtown san francisco for the annual first thursday street fair. [music] it marked one of the first big events in the city since a terrorist drove a truck through a packed bourbon street in new orleans on new year's day, killing 14 people. >> we talked about game plan, what we would do if we were separated. [music] so we talked about that, and then we were like, do we come? >> do we stay home?

>> and our decision was to come here tonight. >> this couple who drove from napa to be here said they felt safe. and these girls from the east bay echoed that message. >> things have been happening in a lot of different places lately that are really horrible. >> so i think it is positive when communities can come together in like a welcoming and comforting way. >> even vendors said they trust in the security and police in attendance. >> we always try to think positively. what happened there was extremely sad and depressing. over here. we're all about providing love to our food and so we hope you know all the organizers as well as security police officers, to be around to provide us with a safe experience. >> there was not a huge police presence and the only barrier between the cars on a busy mission street and pedestrians were orange cones and a few metal barriers. everyone we spoke to, though, agreed that safety is top of mind, but they don't want to live in a place of

fear. >> i'm not one to allow things like that to prohibit me. but it is definitely top of mind. it's just, i guess, a leap of faith and hope that it's not my time because, you know, things happen. life's too short. >> you know, we're not going to get tons of opportunities to experience things like this with, you know, a great group of people. yeah. well. >> now, the event here did just wrap up at ten. people are still trickling out slowly. we did talk to some vendors to ask them how foot traffic was compared to other first thursdays. of course, last year they said it is slower than other events in the past, but they said that is to be expected. they largely think that is due to the holidays and people are kind of relaxing at home. but i can tell you we were pretty surprised. this event grew throughout the night as we were out here by the hours. thousands of people out here in the heart of downtown

san francisco to celebrate the first first thursday of the new year. christina, back to you. >> bailey o'carroll live for us tonight in the city. bailey. thank you. the chp is investigating a head on collision in the south bay that killed a pregnant woman. it happened around 6:30 p.m. on new says a suspected drunkrir in a pickup truck was sing east on wellesl road. east of new aven. the truck crossed into the westbound lane and hit an suvhere 29 year oldregnt woman was riding as a passenger. 50 year old jesus carlos torres of mountain view, was arrested for suspicion of driving under the influence. >> two people were killed after a small plane crash right through the roof of a commercial building and then burst into flames down in orange county. at least 18 other people were injured. ten of them had to be transported to the hospital. police have not said if those killed were actually in the plane or in the building. the accident happened not far from the fullerton airport about 2:00 this afternoon. workers in the building said they heard the explosion on the roof and then

morning. so what about us? here we go with our futurecast. you can see we're mostly cloudy overnight tonight. here's the leading edge of the precipitation. it's knocking on the back door of santa rosa by 5:00 tomorrow morning. official sunrise is at 725. not going to see it. look what happens at 10 a.m. this is the frontal boundary. this contains the most rain associated with this system. and it's blasting through oakland, across the bay, all the way across the san mateo coastline. it dips to the south, then wants to lift to the east, and it leaves us with clearing during the afternoon hours. so if you have golfing plans on saturday, don't cancel. those tee times might be a little wet out there on the course, but nonetheless, we are forecasting anywhere from about shy of 2/10 of an inch of rain to about a half an inch of rain in the north bay, a full inch in the wettest locations. we've got that full forecast. talking about the warning in tahoe, something you need to know about if you're heading to the mountains that's coming up in a matter of minutes.

>> all right, roberta, we'll see you soon. thank you. tonight, east bay jewish leaders expressing outrage after a hateful message was written just feet from a menorah along lake merritt in oakland. the jewish community relations council says the graffiti was drawn yesterday on the last night of hanukkah. ktvu zac sos is live tonight in oakland. and zach, this is not the first time the community has faced this. this type of vandalism. >> no, it's not just last hanukkah. the menorah at lake merritt was broken into pieces, thrown into the lake this year, the menorah not damaged, but the hateful messages written nearby. they once again cast a shadow over the celebrations. >> it's disrespectful. >> i'm bummed about how we got here. >> just some of the reactions to this hateful message scrawled feet from oakland's lake merritt menorah. >> i won't repeat it because i do not agree with the message. >> reina hernandez, who regularly uses the spot as an altar to those who lost their lives to violence in the area, first noticed the graffiti around six thursday morning.

>> i saw it had been wiped once. you could still see the message. >> so hernandez adding a second coat of paint to cover it up. the graffiti, believed to have been left sometime overnight on the last night of hanukkah. >> i thought it was very disappointing more than anything, because you just cannot make such a general and broad statement about an entire people, about an entire nation. >> the menorah installed by the chabad jewish center of oakland. >> unfortunately, the oakland has become really the ground zero for this stuff. every, every week we have we have graffiti around the lake, all different anti-semitic stuff. >> last year, another center menorah installed in the same location was vandalized. on the sixth day of hanukkah, it was torn apart and some of its pieces thrown in the water. >> you have hatred going on there. i mean, you have a beautiful menorah. it symbolizes judaism, but it also symbolizes the freedom of religion. >> back at the lake, hernandez disheartened. >> we are all sacred. we are all mirrors of each other. we are all brothers and sisters, and we should start treating each other

as such and remembering our humanity, which i honestly feel, unfortunately, has been lost. >> and as for the investigation into who left that graffiti, unclear where that stands right now. we have reached out to oakland police and will update you when we hear back. >> mike zac sos live tonight in oakland. zach thank you. also in the east bay, a fire at a gas station in the city of antioch prompted a large response from contra costa county firefighters. sky fox flew the scene in the area of lone tree way this afternoon. firefighters made an aggressive initial attack, which did keep those flames from spreading, but you can see just how much damage the fire caused to the building. no one was hurt, and the cause of that fire is not yet known. >> with the new year comes more new faregates at bart stations. embarcadero and south hayward stations are set to have the next generation fare gates. installation at south hayward begins tomorrow and is expected to take two weeks to finish. construction at the embarcadero station starts january 10th and will happen in stages. so far,

in berkeley. the alameda county district attorney has filed charges of battery and resisting an officer against 25 year old ahmaud mabry. mabry is accused of robbing a victim of his iphone at bancroft and telegraph avenue. the new charges come after he allegedly punched a police officer while he was being booked. >> now to san francisco, where

it has been a violent start to the new year. three shootings in the first two days, including a deadly one. ktvu christien kafton has the story from san francisco. >> 2025 is off to a deadly start with a series of shootings, including this one shortly after eight thursday morning near alemany boulevard. >> my name is anthony thomas. i'm the father of the deceased male, antoine thomas. he took his took his life for, for some strange reason, i didn't. i didn't get a chance to make it here on time to stop it. and now he's gone. >> anthony thomas said his 24 year old son's girlfriend called him frantically, telling him to come over right away. but by the time he arrived, the tragedy had already unfolded. the younger thomas, he said, dead by his own hand. the girlfriend rushed to the hospital in critical condition and a toddler, also injured but expected to survive. >> the baby was a year and a

half year and a half year and a half. so yeah, she's going to have to have to grow up without the dad and everything. he's going to have to grow up without the dad. >> in a separate incident thursday afternoon, san francisco police confirmed they had arrested a woman in connection with the shooting on the 800 block of bryant. at about 10 a.m, officers arrived on scene and located two victims, an adult male and an adult female suffering from apparent gunshot wounds. >> the victims were transported to the hospital for non-life threatening injuries. >> investigators caught the woman, who they say pulled the trigger hours later in the city's tenderloin district. >> at this time, this is an active investigation. >> san francisco police also say they have a suspect in custody after a homicide on the first day of the year, the first homicide of the year. investigators say shortly after midnight on new year's day, 29 year old jose rivera flores shot a man near the intersection of venice and 17th. >> right after the shooting, the suspect fled from the area in an

suv. a few hours later, officers located the suspect vehicle in the area of bayshore and geneva and were able to take the suspect into custody without further incident. >> all of this comes on the heels of a year that saw homicides in san francisco drop steeply, to their lowest level since the 1960s, with just 35 homicides over the course of 2024. in san francisco, christien kafton, ktvu, fox two news san francisco has launched a program to help people with substance use disorders. >> the initiative requires people with substance disorders who want access to county funded cash assistance to participate in some form of treatment to maintain their benefits. this is all part of an initiative that was on the march ballot in 2024 and approved by voters. it was put on by the mayor in response to the opioid epidemic. now, the program will offer transportation assistance and referrals for other resource programs. >> inauguration day for san francisco mayor elect daniel

lurie is inching closer, and today he did announce his pick for a newly created position his chief of public safety. >> as ktvu crime reporter henry lee shows us, a law enforcement veteran is set to fill that role. >> there are many layers, but part of my job is to make sure that we're all working together towards the same goal, and that's to make a safe san francisco. >> former san francisco police commander paul yip has been named the city's first ever chief of public safety by incoming mayor daniel lurie. >> my main goal as chief of public safety is to ensure that the people that live, play and work in san francisco feel safe. >> the city ended 2024 with crime far lower than the year before. that can be of little comfort to residents and victims. >> statistics are very important. numbers are important. they tell one story. but if people don't feel safe, then we really haven't accomplished what we need to accomplish. >> yep. served with the san francisco police department for more than 28 years and served as captain at central, northern, and richmond stations at one point. yip provided details of deadly shootings by officers

during virtual town hall meetings more recently. yip was at lurie's side during the campaign in his new role with the mayor's office. yip will work with the police department, sheriff's office, district attorney, fire department, public defender and probation sheriff paul miyamoto hailed the appointment, calling yip a deeply passionate leader. miyamoto says he's known personally for more than 35 years, since before their law enforcement careers. but noticeably absent from lurie's announcement was any mention of the city's top cop, bill scott. lurie has not said whether he intends to keep scott as chief. >> i've worked with bill scott in the past and i look forward to working with him in the future. his future is going to be determined. >> i asked if he would want to be chief if asked by the mayor. >> i am 100% focused on the job that i have now as chief of public safety. i take it very seriously and that's my passion and that's what i'm going to do. yep. >> is one of several people named a top administration post by lurie in recent days. lurie will have a number of inaugural events on wednesday in san

francisco. henry lee, ktvu, fox two news. >> and those inauguration plans are taking shape for the mayor elect. daniel lurie's inauguration, as henry reported, will take place at city hall wednesday morning, 1130. the public is invited to attend, although seating will be limited to ticketed guests. the mayor elect will later appear at a chinatown night market and community festival that evening. lurie will also attend a celebration at far east cafe, which is the neighborhood's last remaining large banquet hall. >> governor gavin newsom says he plans to give a budget update and state of the state address. at the same time, the governor told reporters he would do everybody a favor by getting them both done at once. the budget update is due by january 10th. the state legislative analyst projects a, quote, small budget deficit of $2 billion for fiscal year 20 2526. if newsom does give his state of the state address by the 10th, it would be the earliest of his tenure in office, and it would happen before president elect trump's

inauguration. president elect donald trump is expected to hold a large rally in washington the day before his inauguration. it will be held at the capital one arena in the district of columbia on january 19th. an email to supporters called it a victory rally, writing, quote, the crowd needs to be huge. the arena seats about 20,000 people and security is expected to be tight. >> all right. coming up tonight at 11, a legal battle over a new california law. why? it's being met with such pushback. released a new video of the person who they believe planted pipe bombs in washington, d.c, the night before the capitol riot in 2021. surveillance video shows the person going to sit on a bench outside the democratic national committee headquarters before placing the bomb. a second bomb was planted at republican national committee headquarters. now, they did not go off. nobody was hurt. officials say the person is only identified as someone five feet seven inches tall and wearing distinctive nike speed turf shoes. a $500,000 reward is being offered. >> the house and senate are set to meet for a joint session of congress on january 6th. but if the house does not vote for a speaker tomorrow, that session might not happen. incumbent house speaker mike johnson is on the ballot since johnson's tenure began. some house republicans have been disappointed with his decisions.

of the city of oakland. she previously told ktvu she's still debating whether or not to run, and would make an official announcement on her plans sometime this month. today was also the last day at work in d.c. for retiring silicon valley congresswoman anna eshoo. she delivered her final speech on the house floor last month, as she was elected to congress 32 years ago. she was the first democrat and first woman to represent her district, as she served on the house intelligence, energy and commerce committees and authored or coauthored more than 60 laws. former san jose mayor sam liccardo will fill her seat in congress. new california senator adam schiff announced that he will serve on the senate judiciary committee. in a post on x, schiff says that he also received assignments to the agriculture, small business and environment and public works committees. schiff says the assignments will allow him to build a stronger economy and, quote, protect our democracy and planet. schiff was sworn in last month to the seat formerly held by the late senator dianne- [music] feinstein.

of dember 11th at flickinger avenue and taquito drive. the driver of a toyota camry hit a man who was in the crosswalk. police say the driver stopped and cooperated.an jose police say they just recently learned that the man died eight days later. this was the 19th pedestrian death of 2024. >> santa cruz will soon welcome back visitors to a fixture of the community. nearly two weeks after it was battered by strong waves, the city announced that it is holding a wharf reopening ceremony on saturday morning. the wharf has been closed since december 23rd, when that 150 foot section of the structure collapsed due to the high surf. now, the city says the wharf has been deemed safe to reopen based on a sonar and engineering tests. >> the first snow survey of the year is in the books, and it has been a solid start to the winter snowpack. as ktvu tom vacar reports, it's been an especially healthy season in the northern part of the sierra. >> what we have at this point is a mixed bag of positive news and a fair dose of future. concern.

california began snow surveys 115 years ago here at phillips station. six specific spots on this meadow have been measured and averaged for 84 years. today, this is just one of 265 snow courses, plus another 130 remote snow sensors blanketing the vast snowpack area. this combo of human surveys and remote sensing gives water planners, farmers, 27 major water agencies and wildlife protectors excellent, accurate and critical information. >> our snowpack is about 110% of average to date, based off our automated snow sensor network. statewide and statewide, precipitation is about 115% of average right now. >> but north of interstate 80, where all the big mega reservoirs are, the snowpack is a whopping 160% of average on this date. one caution though

there have been some years where rain and snow seasons started out gangbusters, only to see the storms mostly disappear after the first of the year. >> back in year 2022, we had 154% of average snowpack on this day in january, but it ended up on april 1st at 37% of average. so we definitely dried out. most of the storms that are predicted are going to be north of california for the next two weeks. >> it's a little early, i think, to have have any concern for more than four decades, veteran meteorologist jan noll has developed many aspects of weather forecasting and has taught legions of meteorologists the art and science of forecasting. having these fluctuations through the course of the year is, you know, is not unexpected. we're not even to the midway point of the rainfall year beyond two week forecasts. >> we're mostly guessing, looking farther on out, you know, talking about, you know, long range weather forecasting.

expecting up to six inches of snow above 7000ft. we are anticipating up to about 8 to 9in of snow above that, a full foot. and when you're at about 8000ft and even in the highest peaks, we will see some winds up to 100mph. so there will certainly be some ski lifts on hold. now, from the mountains to the sea, we have a high surf advisory that goes into place tomorrow as well. it's an angry ocean out there. some of the waves up to 18ft lapping on shore. and that's why we have a beach hazard statement in effect. and this is warranted all the way through sunday morning. live weather camera. no clouds right now under 12,000ft above. certainly the clouds are on the increase, but what a gorgeous night in progress. as far as our rainfall totals are concerned, we've seen up to 25in of rain in the santa rosa area from january 1st of last year to yesterday, ten full inches in the san francisco area,

approaching five in oakland and four and a quarter in the san jose area. we have more rain. it's coming. this is the brand new area of low pressure. it's banging up against the pacific northwest. it's clipping that northwestern quadrant of the state of california inundated del norte county, trinity, siskiyou, and all the way into shasta, where we anticipate some snow for tomorrow morning. now for us, we will have this cold front blasting through the north bay by 5:00 in the morning hours, then sliding across the golden gate bridge. this is the front associated with the cold front. behind it a pool of some cooler air. but regardless, this is the copious amounts of precipitation that will late in the walkways and also the roadways. and then notice this clearing slot by friday afternoon. perhaps a scattered shower. but for the most part, this system is racing through rather rapidly. and so since it's moving through so quickly, about 14/100 of an inch of rain in san francisco, approaching 2/10 in san jose, half inch in the santa rosa area, but up to
