closures for the oakland fire department. live. with the fallout from firefighters and emergency response in the east bay coming up. >> plus, the embattled san mateo county sheriff is leveling accusations of discrimination and a, quote, evil scheme as she seeks $10 million in damages and calls for san francisco to rejoin the joint terrorism task force amid rising concerns over threats domestically and abroad. >> from ktvu, fox two news this is the four. >> there is a growing memorial on bourbon street in new orleans french quarter, following the deadly new year's day attack that took the lives of 14 people and injured dozens more. now, the catalyst for conversation in san francisco on whether or not the city will rejoin the federal joint terrorism task force aimed at thwarting terror attacks before they happen. welcome to the four. i'm jana katsuyama.
4:01 pm
>> good evening. good afternoon. i'm frank mallicoat. the san francisco police officers association is leading the call for the city to rejoin that task force. ktvu christien kafton joins us live from the burton federal building in san francisco. christian? >> yeah, san francisco left the joint terrorism task force team in 2017, and now some are calling for the city to reenter the intelligence sharing organization led by the fbi. the terror attack in new orleans on new year's day has law enforcement across the country anhere in the bay area looking for how best to defend against similar attacks. now, in a social media post, san francisco's police officers association has called for the city to rejoin the fbi's joint terrorism task force. the poa is saying the recent attacks, coupled with upcoming events in san francisco, including the mayoral inauguration, the jpmorgan chase convention and the nba all stars game now, they say, is the time to rejoin. >> the eyes of the world are
4:02 pm
going to be on san francisco basically for the next two months, right? to see how we handle these high profile events. >> the fbi describes the joint terrorism task force as, quote, the nation's front line of defense against terrorism, both international and domestic. the jttf works to coordinate law enforcement efforts and facilitate communication. rick smith is a former fbi agent and security expert. he said in light of recent attacks, law enforcement needs every tool at its disposal to keep people safe. >> an event like this in new orleans and las vegas to realize how important it is to have this coordination, this this instant instantaneous coordination. you know, one command post, sfpd needs to be involved in this. >> san francisco left the joint terrorism task force in 2017 as president trump took office for his first term. the american civil liberties union of northern california council on american-islamic relations and other organizations supported the move at the time, concerned the task force could infringe on the rights of law abiding
4:03 pm
citizens. the san francisco police officers association argued that san francisco should reconsider its position, and that the city can work with the task force to protect the city from terrorism and protect the rights of the people. >> i think it's a fine line. you know, everybody has to know what their part is and they have to follow the rules. >> the poa says now it's up to city leaders to determine the path forward. >> well, it's the police commission because they have to agree to the mou, but that would be in conjunction with talking with the police chief, talking with the mayor, talking with the board of supervisors. so the decision makers in the city have to come to some joint agreement. >> and kerr released a statement this afternoon reading in part, quote, the san francisco bay area office of the council on american islamic relations strongly opposes any efforts by the san francisco police department to rejoin the fbi's joint terrorism task force. we extend our condolences to all those impacted by the recent attack in new orleans, but
4:04 pm
increasing collaboration with the jttf will not make our communities safer. it will only further erode public, erode public trust and compromise essential civil rights protections. we've also reached out to the incoming lurie administration and the sfpd to get clarity on if there are any indications of whether the city would rejoin the joint terrorism task force. so far, we've not heard back. we're live in san francisco, christien kafton, ktvu, fox two news. >> and you kind of answered my question, but daniel leary, the mayor elect, have any opinion on it or just not available? >> we've reached out so far. we've not heard back. >> okay. >> and kristen, real quickly, do we know is there any monetary commitment that the city would need to make in order to join the task force? do they need to commit a staff member or funds? >> in the past, there was a san francisco police officer who was tasked to work with the task force. but in terms of whether they'd have to put up any money, i think all of that would have
4:05 pm
to be taken up with those memorandums of understanding. the mou that you heard, that they would have to negotiate. >> all right, kristen, captain, live for us in the city. thank you so much. well, new orleans officials are facing scrutiny about french quarter security and malfunctioning barriers after more than a dozen people were killed in that new orleans new year's day attack. >> fox is. rebecca castor tells us. this all comes as the fbi is now combing through hours of surveillance footage and hundreds of tips coming in from the public as the fbi continues searching for a motive behind the deadly attack here in new orleans, the city is focused on remembering the victims. >> 14 wooden crosses lined canal street, one for each of the victims killed when a pickup truck plowed into a new orleans crowd on new year's day. my heart is so heavy right now. >> it's real heavy. real heavy. >> local officials, now facing growing criticism for not doing more to prevent this kind of attack. a 2017 report commissioned by the city warned that the french quarter could be a target area for terrorism.
4:06 pm
that prompted new orleans to install barriers, though most stopped being used after they malfunctioned. >> we have to block the sidewalk, even if it means just leaving like a two foot entryway for pedestrian traffic. >> meanwhile, the fbi returned to the suspect's houston home on friday after sources tell fox news authorities found bomb making materials inside. his half brother says he did not see any signs ahead of time. >> this would be the only indication that i have that there was some radical radicalization that came into play. >> the fbi and department of homeland security now warning law enforcement agencies across the country to be vigilant about possible copycat attacks. >> we're not looking enough at social media proactively. we've got to be more able to answer that kind of a threat in minutes, not in not in hours or days. >> president biden and the first lady will travel here on monday to meet with families of those
4:07 pm
impacted by this tragedy in new orleans. rebecca castor, fox news. >> a project to improve safety on a busy san francisco street is now complete. today, a ceremony was held marking the completion of the safer taylor street project. improvements were made to taylor street in the tenderloin between ellis and turk streets. the project includes wider sidewalks, freshly painted crosswalks, some planters and trees, as well as places for pedestrians to sit. city leaders say that this is all part of a new vision for taylor street. >> one of the great challenges in this community is our traffic safety. most residents of the tenderloin do not own a car. most get around walking or by bus, and unfortunately there are too often. they are too often the victims of traffic violence and end up with serious injuries or even fatalities on our streets. >> the city says in the past ten years, there have been more than
4:08 pm
100 collisions and at least three deaths on taylor street between market and sutter streets. most of those collisions did involve pedestrians and cyclists. >> two oakland fire stations will close their doors beginning on monday. while the closure is temporary, concerns do remain. the fire chief, along with city officials, shared with reporters why, at this stage, station closures should not significantly impact fire and ems service in oakland. >> well, you know, the thing that's interesting about this is that if all planned cuts to oakland's fire stations occur, believe it or not, it would lose more than a quarter of all of its firefighting capabilities. effective monday morning at 6 a.m, three oakland fire stations will be unoccupied, browned out and not answering calls for help for six months. disturbing and disappointing to labor and management, the folks in city management decided that since it's not technically fire
4:09 pm
season, now is a good time to have the residents up above highway 13 wait a little longer. >> and that is the reality, unfortunately, is that there is no good fire station to close. it's all about response time. >> while it will definitely alter our delivery model, we will still show up when you call 911. >> on the chopping block station 25, in the hills above joaquin miller road. gone dark. also station 28, in the hills in chabot park. also dark. >> station 21, where we are today, is going to handle the bulk of the responsibility of those two districts. >> engine ten stations serving grand lake and piedmont remains dark after an earlier budget cut. that's the current situation, but sadly, that's not likely to be the end of it. >> there's a lot of space between now and early february, when the city has made it clear they plan to close an additional four fire stations, which would bring the total to seven. >> that would slow responses to specific areas, as well as in
4:10 pm
multiple alarm fires. the very reason fire stations are spread out is to protect not only their own areas of responsibility, but to aid and assist other stations that cannot or don't have enough staff and equipment to respond adequately. >> the closure of one fire station, if you're the one who's called for help, is incredibly can be literally the difference between life and death. >> slower response can cause additional smoke inhalation. it also increases the time flashover can occur. heat so intense that all combustible materials within an enclosed area ignite. >> it doesn't change how we operate. it changes the amount of time that it takes for us to get to that call. but when the tones go off, we get out the door in less than two minutes. >> we've been here before with the browning out of stations, and certainly this is a temporary solution that is being explored at this point in time, with the goal of opening up our stations very early in the fiscal year. >> and that's why it is critical that come tuesday, the alameda board of supervisors vote on
4:11 pm
completing the oakland coliseum sale. tom vacar ktvu, fox two news. frank, back to you. >> and tom, quick question. what happens to the firefighters in those two stations? do they go to other fire stations or. >> that's exactly what happens now. we haven't gotten to the deep cuts yet. they will be simply transferred to other stations. and instead of putting in overtime hours, as many of the firefighters already do, what they will do is they will pay these guys their regular salaries to do that. and then of course, they can earn overtime as well. but at this point, it's not people, it's just closing down the stations. and that should save, they say $5 million. and if it saves that $5 million, it's all to the good. but closing down fire stations is never to the good. >> never. okay, tom vacar in our newsroom. tom. thanks. >> the drama involving embattled san mateo county sheriff cristina corpuz is now taking a new turn. sheriff corpos legal team has filed documents with the county indicating that the sheriff plans to sue the county for $10 million. ktvu fox two
4:12 pm
reporter mark sayer is live in redwood city tonight with a look at what's in those documents. mark. >> well, janet, before you can file an actual lawsuit against a government agency, you have to first file what's called a claim. and sheriff corpus and her attorneys have now done that, leading us to some information about what might be in a future lawsuit. there are high ranking san mateo county sheriff cristina corpus is the first latina and the first woman to lead the department, and her attorney, brad gage, believes that is what is at the center of the controversy surrounding her leadership. >> she won an election, and now we believe that there are some people that don't want to see change, particularly if it's brought by a latina. there's still a lot of resistance to women at the top. >> there's a glass ceiling in this three page statement of facts, gage is giving the county a preview of a potential lawsuit, which can now be filed in 45 days. he says his client has been mistreated and unfairly criticized at every junction.
4:13 pm
>> there are several claims, including discrimination, harassment, retaliation, whistleblower retaliation and violation of the peace officers bill of rights. >> claims of abuse of power, racist text messages and retaliation against the deputy sheriff's association were documented in a 400 page report by retired judge ladoris cordell. but gage says some pages which contain evidence benefiting his client are missing it. >> suspicious that 29 key pages are missing and that some of those pages appear to directly refute what is in the report. that's very concerning. >> in early december, the san mateo county board of supervisors took the unusual step of calling for a special election, asking voters to give them the authority to remove the sheriff who is directly elected. and while the sheriff was invited to come to the board to tell her side of the story, some supervisors made clear where they stand. >> but i want people to know
4:14 pm
that i have zero confidence in anything coming out of her mouth. being truthful. >> in a statement friday, the san mateo county executive's office said the county did receive a claim from sheriff corpus. this claim, which is a required step before a party can file a lawsuit against the county, is without merit. if a lawsuit is filed in the future, the county will address the baseless allegations in court and we should get more information here. on monday afternoon, when sheriff corpus herself, along with her attorney, do plan to address the media about this claim that has been filed with san mateo county. this should be the first time that she actually directly addresses some of these claims, which to this point have mostly been handled through her attorneys. reporting live in redwood city. i'm mark sayer, ktvu, fox two news. jana, back to you. >> and mark, real quickly, you had mentioned that 45 day window. is there any indication as to exactly when they might be putting this lawsuit into into the courts?
4:15 pm
>> well, that is as soon as they can possibly do it. the county does have an option in cases like this. and this is a formal process, by the way, that occurs. if you sue any government agency anywhere in california, you have to give the government agency notice and lay out some of the case of what you're planning to do. so if the county decided to settle this in some way, they could do that before a lawsuit is filed. but as you heard from the statement from the county there, they believe everything here is baseless and they plan to fight it in court. so 45 days from the filing date, which was december 19th, would be as soon as an actual lawsuit could be filed in court. jenna. >> all right. the situation continues to have its twists and turns marks here down in the south bay. thank you so much. a local food bank could reach its donations goals by the end of the day, thanks to your help. earlier this week, the contra costa county food bank asked the public for donations to help feed tens of thousands of bay area families. well, now the food bank says it has reached 99% of its goal and might even exceed that number, all thanks to local donations.

never in a million years would i think anything was being stolen. >> patrick abshire used to own pizza pirate in benicia, but after 30 years, he was forced to sell it in september because of financial problems. he initially blamed his situation on things like covid, the economy, even changes in eating habits. little did he know, his own bookkeeper and former manager, according to police, had been writing checks to herself to the tune of at least $141,000 over two years. >> i'm just very disappointed and frustrated and depressed because, you know, this was my life for 30 years and i really wasn't ready to move on from it for a few more years until i could retire. >> the suspect, 42 year old jessica rose carpino, a mother of three, was arrested by police on thursday on suspicion of felony embezzlement. >> benicia pd told me that it's the biggest embezzlement case they've ever had in benicia. unfortunately, i have that crown now. >> carpino was first hired eight years ago, working the front counter as cashier. she later became manager, consoling abshire about the finances, even as he was forced to sell his home and move out of benicia.
4:20 pm
>> how can you look me in the face when i kept telling you the last year and a half how i'm stressed out. i'm having to sell this. i'm having to sell that. and you would just shake your head and. oh, yeah, i don't know. >> carpino even got public recognition for creating a work experience for local students. she was described as being very understanding, patient, and welcoming to pizza. pirate is still welcoming school groups, birthday parties and regulars under new ownership. but the decor, the pirate ship and the pirates themselves remain despite the books. longtime customers are in shock. >> that's ridiculous that someone you can trust to do your bookkeeping would steal from you. like you hired them to do a job, and then they're going to take. that's wrong. >> now the suspect has made bail. the solano county da's office will review the case to determine whether she will formally face charges for allegedly cooking the books. live in benicia. henry lee, ktvu, fox two news. >> all right, henry, thanks so much for that report. >> thank you. henry. well,

morning for a very large breaking waves anywhere from 18 to 22ft at times over the course of the weekend. so if you're planning on spending any time closer to the coast, as you know, never turn your back and be very careful. protect your pets as well as your young children. here's a look at the futurecast model. when we get into the six 7:00 hour, you're going to notice this line of rain is moving into sonoma county. and then by 9:00 into the central bay, by 11:00 into the south bay. so just kind of marches across the bay area. if you're going to be out, maybe have dinner plans, see a movie or other festivities, you may catch a shower or two. you may want to bring the umbrella if you are worried about it. we do dry out past that and then we're dry for the weekend. here's a look at the temperatures outside right now a cool 56 in san francisco, 57 in concord, 62 in san jose. i'll have a look at the temperatures expected for tomorrow morning and better details on the weekend. in the extended forecast coming up. >> thanks so much, rosemary. we want to take you to some breaking news right now. we

sunk into the ocean, hearts sank with it. >> the whole front just fell off. there's somebody on it. >> i saw it. yeah, that day i saw it having, like, having it fall off and like, it's such a big part of our city that it's like it should have been taken care of more or looked after more. >> the caution tape and barricades went up ten days ago. today is the last city officials announcing an engineering report from a third party firm showed the wharf is still structurally sound, meaning there is no threat of collapse. >> i was really excited for it. so i could park instead of walking in the rain, and also to bring people back in. >> an additional sonar report revealed much of the debris and large machine equipment that fell into the ocean is far enough removed and no longer a threat to the pier, according to the city. that means the wharf is safe enough to reopen. >> our staff felt a sense of
4:31 pm
urgency to reopen as quickly as we could, understanding that this is the holiday season and they really depend on the community and tourism traffic during this time. so we knew that the clock was ticking, and the fact that we're we're able to reopen in such a short order as soon as this saturday morning was was really important to support our small businesses. >> more than 20 businesses and restaurants and 400 employees will finally get back to work. the city feared it could take months before reopening, but now leaders are working on the next phase of seeing if rebuilding that part of the pier is feasible. in the meantime, organizers are planning a wharf business recovery fund package to present to city council to help the shops, losing out on business during the holiday season but getting back open quickly means a lot. >> oh, i'm super excited. >> it's her birthday tomorrow, so apparently we're going to lunch on the wharf. >> yes, the end of the pier is still damaged. that will remain closed until further notice. no
4:32 pm
word on how long those repairs might take, but the city is planning a reopening ceremony starting saturday at 10 a.m. reporting in santa cruz. i'm james torres, ktvu, fox two news. >> a baby spider monkey rescued during a bay area traffic stop is now in the hands of wildlife professionals at the oakland zoo. >> and we are live with the next steps for the primate recovering from a series of illnesses and why conservationists hope to halt the exotic animal tra de once and all.

video of the spider monkey that was found by the chp in a car during a dui traffic stop in the central valley on new year's eve. the oakland zoo is now caring for the monkey, says she's an estimated estimated to be 5 to 6 months old, and is suffering from malnourishment and a respiratory infection. the driver was charged with possession of an exotic animal. for more insight into the spider monkeys care and also concerns about the exotic animal trade, we're delighted to have colleen kingsley, the oakland zoo's vice president of animal care, conservation and research. thank you so much for joining us. >> you're welcome. >> just starting off, i wanted to know, have you been able to determine what type of spider monkey this little baby is and whether it was bred in captivity or whether it actually came from its native habitat? >> it's a mexican spider monkey, a highly endangered species, and unfortunately, one of the species that's most highly

trafficked for the pet industry, primarily the illegal wildlife trade and pet industry, as well as baby animals being used on social media. and unfortunately, most often their mothers have been shot. you know, these animals are on their mothers until they're about two years old, these little babies. and in order for the poachers to get hold of them, they shoot the mother and oftentimes other family members that are trying to protect the baby. and then those babies that survive that trauma of the fall and, you know, all of the other things that go along with, you know, getting them into the country really are at great risk and most often don't survive. but, you know, we're glad that we're able to help, you know, this is very important work, but it's just such a terrible shame that this keeps happening. you know, that so many of these babies
4:37 pm
are, you know, illegally captured and sold to those people who want to make money off of them. >> colleen, give us an update on the on its health and its care. and do you do you have a name for it yet? >> we don't yet have a name for her. you know, her care has been very intensive. you know, our hospital team, veterinary staff and animal keepers have been working. you know, with her, she is, you know, really required almost round the clock care and lots of medical attention. she's, you know, at great risk because she is such a young animal. she hasn't been fed the proper diet. she's extremely emaciated. and, you know, we've had to reintroduce food to her very slowly and gradually so that she does not get a disease process called refeeding syndrome, which can result in major organ shutdown. so she's still at great risk. but we're very encouraged. you know, as
4:38 pm
you can see from some of the video we've shared that, you know, she's starting to explore and show some interest. she's still very insecure and frankly, you know, very lonely. as much as we're trying to provide her, you know, with a little bit of human companionship, you know, she wants to be with her mother on her mother, as she would be as a very young infant like this. so she really is, you know, physically traumatized and emotionally traumatized. and it's going to take a very long time, you know, for her to have a decent quality of life. >> and, you know, we know that monkeys are very social creatures. what are you doing in terms of trying to lay out a plan for her future? and recovery aside, you know, there's the health side, but also just the socialization and our spider monkeys able to socialize with some of the any other monkeys that you might have there at the zoo? >> yeah. not not the monkeys that we have here. we're working with the american zoo

association, wildlife conservation, and confiscation network to try to figure out what might be an appropriate social opportunity for her. again, this is very challenging. in addition to her physical well-being, trying to find other monkeys that she can live with in. if she were in the wild, she would be with her family, with monkeys that she knew her entire life. but you know, now we have to find, frankly, monkey strangers to introduce her to and hope that she can have, you know, a good social opportunity. so we're working with other professionals to try to figure out what opportunities might exist for her, but that will be very important. next step. you know, once we can stabilize her and, you know, be sure that she has good health. you know, she has all kinds of problems at this point. some physical problems, you know, some that we're not aware of. we're going to do a more extensive examination. you know, once
4:40 pm
she's a little bit more stable. but, you know, even she has diaper rash and she has wounds from having diapers and clothing on something that people do sometimes when they keep a monkey as a pet. and it's just not good for them. she's missing lots of her hair because of the clothing rubbing on her. she's not meant to be wearing clothing, and so we're dealing with these little wounds and, you know, the condition of her coat and skin and, you know, parasites that she's carrying. so there's lots of things going on just with her health right now. so it's still fairly precarious. >> well, i think she just garnered another 100,000 fans. she's she's awfully cute. colleen, thank you so much for sharing. and we wish that little monkey all the best. >> thank you very much. we appreciate that. all right. >> colleen kinsley with the oakland zoo. >> that's right. thanks so much for joining us. and we'll be right back.
