francisco's drug crisis. tonight, one city supervisor demanding change, calling on city agencies to launch a mass arrest, detox and treatment plan to deal with drug use and drug dealing. >> we have to make sure that our criminal justice interventions are life saving interventions, and the status quo is not something we're going to tolerate. >> a demand for change on san francisco city streets. good evening. this friday night i'm cristina rendon and i'm alex savage. >> that new plan from san francisco supervisor matt dorsey calls for more than 100 arrests to be made every single night, to hold people accountable for what he describes as drug related lawlessness. new at ten ktvu zac sos. joining us live here in the studio after speaking with the supervisor tonight. zach. >> yeah. and supervisor dorsey pushing for that proposal after watching, he says more than 200 people in his district loiter and use drugs every night. dorsey says allowing rampant drug use to go on is hurting local merchants, area neighborhoods and importantly,

those struggling with an addiction. >> what we're facing is a level of public drug use and drug addiction and drug markets that's unlike anything that we have seen before, san francisco supervisor matt dorsey, calling on several city agencies, including police, to help come up with a plan to step up arrests of drug users. >> dorsey says new laws on the books, including proposition 36, have opened the door to treatment mandated felonies. >> now, obviously, if we're going to make an arrest, it should be a life saving intervention. we should make sure that there's medically assisted treatment and medication and opportunities for recovery available. >> the san francisco public health department, fire department, sheriff's office and district attorney's office also being asked to weigh in on his letter of inquiry. >> what we need is a coordinated strategy. what we know is right now, there are 200 people who are going to be engaging in illegal drug use on a quarter mile stretch of sixth street tonight. >> in response, the san francisco aids foundation, which

provides substance abuse counseling and operates harm reduction sites in the city, including the distribution of clean syringes, narcan and drug testing strips coming out against the plan. in a statement, foundation ceo tyler tamir saying in part, quote, reports of an initiative advocating for mass arrests along the sixth street corridor as a pathway to treatment or detox are deeply concerning and counterproductive. decades of research have shown that criminalizing people for their health conditions or circumstances perpetuates harm, rather than fosters recovery. forced treatment under the threat of incarceration undermines trust in health services. >> i would challenge them to show me the studies. i think what people tend to show when they look at these studies, they're looking at studies that are showing that people who don't have severe substance use disorders. >> dorsey pointing out that he's approaching the problem as someone who once struggled with substance abuse himself. >> this made politics personal to me in a way that it had never

been personal before. and right now, i feel like there's a lot of people from the recovery community who are joining with me in saying, we have to do something about the scale of public drug use that's going on in our city. >> so where to go from here? the agency's dorsey has asked to weigh in on the plan, now have 30 days to respond to his letter. obviously, a lot that would still need to take place for this to be put in motion. >> alex and zach, are we hearing anything from any of the city agencies about the supervisors plan? >> yeah, so we have heard back from the department of public health. they essentially are saying that they will continue to do what they have done to help people get the treatment that they need. the fire department essentially saying the same, but adding it is really early right now, and i imagine we'll be hearing more from other agencies once they have a chance to really dig into this. yeah. >> look over the details. we'll see if the plan gains traction. zac sos live in the studio tonight. zach. thank you. san

francisco police say a month long investigation led to the arrest of a suspected narcotics trafficker. they say 35 year old brian burgos was selling drugs at sixth and market streets during a warrant search of his car and home. police say they seized over 9000g of suspected narcotics, plus guns, ammunition and cash. burgos is facing narcotics and gun charges. >> new at ten, a hayward man is under arrest for allegedly sexually assaulting a victim during a massage therapy session. the female victim reported unwanted touching by a male massage therapist at a business in millbrae on december 22nd. the suspect has been identified as 47 year old gu xiang chen. officers arrested him yesterday and he was booked on several sexual assault charges. investigators are asking any other victims to come forward. >> we turn now to new orleans, where 13 people remain hospitalized after an army veteran plowed a pickup truck into a crowd of people on

bourbon street on new year's day. 14 people were killed in that attack. and we're now learning. a report commissioned by the city in 2017 warned that the french quarter could be a target for terrorism. that prompted new orleans to install barriers. those barriers, though, were in the process of being replaced since many of them had malfunctioned. police believe the suspect, shamsuddin jabar, was inspired by the islamic state and acted alone. but the fbi is now warning tonight about potential copycats looking enough at social media. >> proactively, we've got to be more able to answer that kind of a threat in minutes, not in not in hours or days. >> and today in houston, fbi agents and evidence trucks were back at the houston home of jabar. sources confirmed they were collecting additional evidence there. cameras captured a car being towed away near that property before the evidence units left. fox news confirms

from sources that chemicals were found inside of the houston home, used to make homemade explosives. investigators also say they found bomb making materials at a house jabar had rented in new orleans. >> well, tonight, the new orleans community continues to mourn as members of the public and family members of those lost or hurt in the attack visit a memorial on bourbon street. >> fox's rebecca castor reports tonight from new orleans, with the latest on the investigation. >> united by tragedy. family members make an emotional journey to bourbon street, where they lost their loved ones just days ago. a heartbreaking moment for families of the victims of the new year's day terror attack. escorted down bourbon street along the path where their loved ones were killed. then, stopping at the makeshift memorial on the corner of bourbon and canal street. >> it's all all that we have left right now. that's all that we have to get through this as each other. >> as the investigation into the deadly attack continues, the fbi confirmed friday agents found

suspected bomb making materials at the houston home of the suspect back in the big easy. investigators recovered a transmitter from the f-150 he used to plow through the crowd. the device was intended to detonate two ieds he placed along bourbon street to cause more carnage. that transmitter, as well as clothing and shell casings found in the vehicle, are being sent to an fbi lab for additional testing. >> i think we will continue to see a lot more information coming out with with a deeper psychological profile on this individual. >> as the families start the healing process, president biden and the first lady will head to new orleans monday to meet with those impacted by the attack. reportedly written by the driver of the tesla truck that exploded outside of the trump hotel on new year's day. authorities say matthew berger, a highly decorated army green beret, had a journal in his phone that contained two letters. in those letters, the 37 year old said the country was being led by the weak and those who only served to enrich themselves. he also pointed out that this was not a terrorist attack. >> he actually calls it a stunt in in one of these documents that we're going to release to you that he was trying to get the attention of the american people because he was upset about a number of different things. >> berger took his own life prior to the blast on wednesday. authorities say they still don't know why he chose the trump hotel or the cybertruck. >> while authorities say they have found no definitive link between what happened in las vegas and in new orleans, the trucks used in both of those cases were rented on a san francisco based car sharing app. turo allows people to list their own cars for rent, similar to

how homeowners can list their homes for rent on airbnb. the company says fewer than one tenth of 1% of turo trips have ended with a serious issue in its 12 years of operation. turo says it uses a number of data sources to determine the risk score for drivers. turo also does not rent to those who have a criminal record. turo ceo released an open letter today that says in part, quote, despite this strong track record and as an immediate next step, while we wait for law enforcement to conclude their investigations, we are consulting with national security and counterterrorism experts to learn more about how we can get even better and play our part in helping prevent anything like this from happening ever again. >> well, the new year's attack in new orleans has officials across the country on high alert and in san francisco. the city's police union is now asking to rejoin the fbi's joint terrorism task force. >> the city was part of that federal task force but left in

2017. ktvu christien kafton has our story tonight. >> the terror attack in new orleans on new year's day has law enforcement across the country and here in the bay area looking for how best to defend against similar attacks. now, in a social media post, san francisco's police officers association has called for the city to rejoin the fbi's joint terrorism task force. the psa saying the recent attacks, coupled with upcoming events in san francisco, including the mayoral inauguration, the jpmorgan chase convention and the nba all stars game now, they say, is the time to rejoin. >> the eyes of the world are going to be on san francisco basically for the next two months, right? to see how we handle these high profile events. >> the fbi describes the joint terrorism task force as, quote, the nation's front line of defense against terrorism, both international and domestic. the jttf works to coordinate law enforcement efforts and facilitate communication. rick smith is a former fbi agent and security expert. he said in light of recent attacks, law

enforcement needs every tool at its disposal to keep people safe. >> takes an event like this in new orleans and las vegas to realize how important it is to have this coordination, this this instant instantaneous coordination. you know, one command post, sfpd needs to be involved in this. >> san francisco left the joint terrorism task force in 2017 as president trump took office for his first term, the american civil liberties union of northern california council on american-islamic relations and other organizations supported the move at the time, concerned the task force could infringe on the rights of law abiding citizens, the san francisco police officers association argued that san francisco should reconsider its position, and that the city can work with the task force to protect the city from terrorism and protect the rights of the people. >> i think it's a fine line. you know, everybody has to know what their part is, and they have to follow the rules. >> the poa says now it's up to city leaders to determine the path forward. >> well, it's the police commission because they have to

agree to the mou, but that would be in conjunction with talking with the police chief, talking with the mayor, talking with the board of supervisors. so the decision makers in the city have to come to some joint agreement. >> kerr sent out a statement reading in part, quote, the san francisco bay area office of the council on american islamic relations strongly opposes any efforts by the san francisco police department to rejoin the fbi's joint terrorism task force. we extend our condolences to all those impacted by the recent attack in new orleans, but increasing collaboration with the jttf will not make our community safer. it will only further erode public trust and compromise essential civil rights protections. we've also reached out to the incoming administration and the san francisco police department to find out if, in fact, there are any discussions of rejoining the terrorism task force. so far, we've not heard. back in san francisco, christien kafton, ktvu, fox two news. >> the first tornado of the new year touches down in northern

can still expect some challenging conditions tonight. this is a live look at interstate 80 near donner summit. you see some cars making their way there along the highway, but hopefully folks taking it slow tonight. officials are urging drivers that they do need to be careful tonight. let's show you what that drive was like along i-80 westbound coming through truckee earlier today. the chp had to shut down 80 westbound and eastbound at baxter just before 3:00 this afternoon because of these conditions. authorities say they responded to several traffic collisions and spinouts over donner summit throughout the day. >> a tornado was spotted in northern california today, making it the country's first confirmed tornado of 2025. the national weather service warned residents of shasta and tehama

counties to seek shelter after the tornado was reported around 5:20 p.m, about 11 miles southwest of shingletown. the warning was in effect until 6 p.m. no reports of any damage tonight. we'll bring in our meteorologist, mark tamayo, now. mark the first tornado of the year. yeah. >> in california. who would have guessed? >> yeah, definitely. yeah. and it was erupted quickly during the 5:00 hour without warning in place. so the tornado warning from around 515 ish to around 6:00. and the national weather service will be heading to that area tomorrow to get more information. but to survey the damage or just what? the survey of the area. so this was the location of that storm report. just to give you an idea, here you can see red bluff, cottonwood redding there. and there is the location of that tornado from earlier today. so this all happened during the 5:00 hour. so this is the radar imagery between four and about 6:00. and you can see all that bright yellow and red showing up on the radar right about here. and that is linked up with that tornado that we were seeing visually on, on that tower

involving a rolls royce marijuana and a malnourished monkey wearing a onesie. the sick infant is now being treated at the oakland zoo. ktvu joey horta joins us live with the unusual arrest and the monkeys long road to recovery. joey. >> kristina. this poor little monkey. no more than six weeks old, according to the oakland zoo and is very sick. this young, malnourished and endangered spider monkey is under the care of the veterinary team at the oakland zoo. but the six month old's road to oakland came with some bizarre turns. >> the first thing i don't believe i've heard, i've seen it anywhere else. >> california highway patrol says the officers pulled over the speeding driver of this $400,000 rolls-royce ghost on highway 99 north in madera county on monday. inside the car, officers would find marijuana. a driver, they say was high on pot. and the icing on the cake. >> the investigation. the

officer heard a noise coming out of the driver's jacket. when questioned about the about it, the driver unzipped his jacket inside a very little monkey in a pink onesie strapped to the stomach of the driver, who said, adel muhammad of san bernardino county. >> the oakland zoo now has the female, whose species is native to mexico, under quarantine for a respiratory infection and issues with her skin and coat. staff believes she should weigh twice as much as she does a mere one and a half pounds. >> the reality is that she's also been traumatized and, you know, being taken away from her family, being smuggled across the border. >> half of the animals currently on exhibit at the oakland zoo have been rescued from the illegal exotic pet trade, with the zoo receiving 100 requests to rehabilitate victims of the

wildlife pet trade since 2021, including this chimpanzee wrapping himself up in a blanket. among those rescued from a lab or hollywood, even though they're adorable and you know they're on social media and clothes and playing with baby toys, they're not an appropriate pet. >> and we cannot, as humans, take care of them. even for us as professionals. it's challenging. >> the zoo is calling the sick spider monkey a critical case, but are hopeful for her recovery. they plan to place her in a proper zoo or sanctuary, to live among her own kind. as for the driver, he's already out of jail but could be facing additional charges for wildlife trafficking. spider monkeys are illegal to own here in california. cristina rendon. >> so we know this monkey is now being rehabilitated and being taken care of. can zoo visitors go see this monkey? >> so you can't see her at all at the zoo? she's being treated in their on site vet hospital. they believe she will likely have other illnesses, and they're waiting on test results

accuses paypal of discriminating against asian americans. according to reuters, paypal announced an investment program in 2020 to support black and minority owned businesses. an asian american businesswoman has sued, saying that she and her venture capital firm were shut out of the program. she is accusing paypal of violating u.s. civil rights laws. paypal, based in san jose, told us it would not comment on pending litigation. the state of utah is accusing social media giant tiktok of knowingly allowing users to exploit children in its live streaming feature. according to previously redacted documents that were released today, utah says tiktok turned a blind eye to minors performing sexually explicit acts on its live feature. because tiktok received a cut from virtual transactions that were made. tiktok denies the allegations. >> the judge in president elect donald trump's new york hush money case has set a sentencing date for friday, january 10th. that's less than two weeks

before trump is set to return to the white house. however, the judge has already promised not to impose any jail time. instead, he'll sentence trump to what's known as a conditional discharge, in which a case is dismissed if a defendant avoids re-arrest. trump was convicted last may on 34 counts of falsifying business records. the president elect has not commented on the sentencing date. >> mike johnson has narrowly won reelection as u.s. house speaker. the republican from louisiana was reelected on a first ballot on the first day of the new congress. johnson prevailed over a hard right holdouts in his party, and was boosted by a show of support from president elect trump to drastically cut back the size and scope of government. >> we're going to return the power back to the people. [applause] and in coordination with president trump and his administration, we are going to create a leaner, faster and more efficient federal workforce. we need to do that. [applause]

are underway to usher in san francisco's mayor elect, daniel lurie. >> we are just days away now from his inauguration. ktvu sam burley joins us live here in the studio. after talking to organizers and those who are planning to attend the festivities. >> alex. cristina, there is excitement and expectations that the new mayor will bring change. community members say that the mayor elect's actions before he ran for office show his ability to listen and his commitment to improving the city for everyone. the inauguration ceremony for mayor elect daniel lurie will take place at civic center plaza on wednesday morning at 1130. an open house inside city hall will follow. 2000 seats will be set up for ticketed guests. the one hour long ceremony will include speeches and performances. the public is invited to attend. >> everybody is welcome to come and witness this historic moment and to be a part of this change

moment in san francisco history. >> from 530 to 9 p.m, there will be a night market along a two block stretch of grant avenue. it will feature a stage with live performances. lurie is seen here at a chinatown night market. he is credited with funding these events long before he was elected mayor. the night market founder says lurie has helped chinatown in its economic recovery efforts. >> it's something that, you know, bring people to chinatown. this is something because chinatown is so, you know, so quiet. it's been very slow. so i think a lot of merchants really are, you know, see, we can bring people to, you know, especially young people. >> the night market on wednesday will feature a beer garden on commercial street. 100,000 firecrackers will be lit in front of the historic far east restaurant, with lion dancers to celebrate. lurie. inside, there will be a nine course banquet for the new mayor. >> he does care about chinatown, so. and i think it's not only chinatown that you know the asian community. >> organizers say the $1,000 per

forward to it. yep. okay. lee. thank you. >> the antioch police department will be under five years of federal monitoring. this is part of a settlement reached with the department of justice in its investigation into officers who allegedly sent racist text messages. civil rights attorneys say 45 officers exchanged messages admitting to targeting people of color, among other racist comments, between september of 2019 and january of 2022, dozens of officers were placed on leave under the agreement with the doj. antioch police will hire a law enforcement consultant to review and update its policies, procedures and training in a wide range of areas. >> the drama involving embattled san mateo county sheriff christina corpus is taking a new turn. the legal team for sheriff corpus has filed documents with the county indicating she plans to sue the county for $10 million. ktvu south bay reporter mark sayer dug into those court documents. >> there are high ranking san mateo county sheriff christina

corpus is the first latina and the first woman to lead the department, and her attorney, brad gage, believes that is what is at the center of the controversy surrounding her leadership. >> she won an election, and now we believe that there are some people that don't want to see change, particularly if it's brought by a latina. there's still a lot of resistance to women at the top. >> there's a glass ceiling in this three page statement of facts, gage is giving the county a preview of a potential lawsuit, which can now be filed in 45 days. he says his client has been mistreated and unfairly criticized at every junction. >> there are several claims, including discrimination, harassment, retaliation, whistleblower retaliation and violation of the peace officers bill of rights. >> claims of abuse of power, racist text messages, and retaliation against the deputy sheriff's association were documented in a 400 page report by retired judge ladoris cordell. but gage says some

pages which contain evidence benefiting his client are missing. >> it's suspicious that 29 key pages are missing, and that some of those pages appear to directly refute what is in the report. that's very concerning. >> in early december, the san mateo county board of supervisors took the unusual step of calling for a special election, asking voters to give them the authority to remove the sheriff who is directly elected. and while the sheriff was invited to come to the board to tell her side of the story, some supervisors made clear where they stand. >> but i want people to know that i have zero confidence in anything coming out of her mouth. being truthful. >> in a statement friday, the san mateo county executive's office said the county did receive a claim from sheriff corpus. this claim, which is a required step before a party can file a lawsuit against the county, is without merit. if a lawsuit is filed in the future, the county will address the

baseless allegations in court. on monday afternoon, sheriff corpus is expected to appear here at the government complex with her attorney to discuss these latest claims. reporting in redwood city. i'm mark sayer, ktvu, fox two news. >> the new los angeles county district attorney met with the family of the menendez brothers today as he continues to review that case and consider their request for resentencing. nathan hochman, who took office last month, says the meeting lasted nearly three hours and that it was a productive and important conversation. erik and lyle menendez are serving life without parole for murdering their parents inside their beverly hills home in 1989. now in their 50s, they began their bid for freedom after new evidence of their father's sexual abuse emerged in their case. >> we had a chance over the last month to begin the process of reviewing thousands of pages of confidential prison records to determine whether or not the menendez brothers have engaged

in rehabilitation. >> the brothers have the support of most of their extended family, who have said they deserve to be free. several family members have said in today's world, which is more aware of the impact of sexual abuse, the brothers would not have been convicted of first degree murder and sentenced to life. >> for more on the menendez brothers bid for release, we spoke with tmz's michael babcock, who says that there could be public pressure on the da to make a decision about the case. >> if anyone says that publicity on a case doesn't matter, i mean, they're either they're just either flat out wrong or lying because, let's be honest. i mean, this was a murder that happened in 1989. it's been it's been a tremendously long time. but because of new documentaries and netflix shows and a resurgence and interest into the case, i mean, that's why this is happening. if it had not, i highly doubt that we would be

cutting edge technology helped them stop alleged car thieves without a pursuit. police say the driver of this stolen car failed to yield to officers yesterday afternoon. they launched a small gps tracker that attached to the vehicle. it provides real time location tracking without the need for a dangerous high speed chase. when that car drove into hercules, police deployed spike strips to disable it. the suspects were then taken into custody as they tried to run off. >> changes will take effect next week for the oakland fire department to help the city try to bridge a multi-million dollar budget deficit. starting on monday, three oakland fire stations will be unoccupied, browned out and not answering calls for help for six months. they are station 25, in the hills above san joaquin miller road or joaquin miller road. i should say station 28, in chabot park and engine ten station serving grand lake and piedmont. >> been here before with the browning out of stations. and certainly this is a temporary solution that is being explored at this point in time, with the
