[music] this is mornings on two. >> well, good morning and thank you for joining us. welcome to mornings on two. i'm dave clark. >> good morning i'm pam cook. it is monday january 6th. let's check in with steve paulson. very foggy on my drive in. it was actually a little hard to see. >> there's a lot out there. fog advisory. they're only saying for the north, but the peninsula has a lot as well. we'll get to that here in a second. some areas are clear. others are dealing with thick, thick fog. there it is some of that right there. you can see it. 30s and 40s on the temps here. right. and that's on the golden gate there. 39 livermore, palo alto, 39 degrees. but watch the visibility here. i mean, it's damp. novato zero. napa airport a quarter of a mile in there. so just watch out. pockets of thick fog. even half moon bay has some thick fog. sfo three miles. so again, it's just, you know, moving around, but it's there. once that clears, we're good to go. hazy sunshine, a little bit of an offshore breeze that may pick up a little bit more

tomorrow. but highs today upper 50s and low 60s. all right. we'll say good morning. happy monday to sal. >> all right steve good morning to you. we're mostly off to a good start. there's not a lot going on. i think today though is going to be the day when things change and a lot of people are going to be out there. we do have one problem to start with, and that would be in san mateo county. northbound highway one at bean hollow road near pescadero. south of it. there is a crash there, and this crash is a deadly one. they have closed the road. that's what the purple means on the map. it means it's closed. they're still doing an investigation. it's not heavily traveled. but if you drive in that area, you're going to see the closure. and the chp says it's going to be closed for a little bit of time to come as they complete the investigation. take a quick look at the bay bridge toll plaza. right now. it is light. although i can already tell there are more people there than there were last week at this time. 501. let's get back to the headlines.

>> okay. thank you. well, the winter holidays are now over and many kids are going back to school this week. as 2025 begins, there are new laws. california school districts will have to follow this year. ktvu is ali rasmus in the studio now to explain some of them. good morning. >> good morning dave. yeah. from banning book bans to regulating the amount of homework students get. now, some of these new laws don't go into effect this year. some school districts and charter schools have up to five years to fully implement them. but they have to start thinking about these new laws now. let's start with homework. something called the healthy homework act was signed into law by the governor this past fall. it calls for school districts, charter schools, or even county education offices seen overseeing school districts to set rules and guidelines about how many hours of homework to give students per day, and how homework is graded, or whether it should be graded at all or be optional. school districts and county education offices are encouraged to follow homework guidelines that will be set by the state department of

education here in california, which is supposed to come up with them by january of next year. so there's still some time before the effects of this law are completely felt. it does apply to all public and charter schools. now moving on to the law about banning book bans. it applies to all libraries in california that receive any kind of state funding, including school libraries. it prohibits the entities overseeing those libraries, whether it's a school district or school board, from banning books because of the views, themes or topics in them. it would also prohibit the firing of any librarian who refuses to remove a book because of its content. coming up in the next hour, we'll take a look at some of the other laws that have to do with schools and school districts that will be going into effect this year. and next. we'll send it back to you for now. dave. all right, ali. >> thank you. time now, 503. in oakland, beginning today, two more fire stations will be unoccupied for six months. station 25, in the oakland hills above joaquin miller road and station 28 in chabot park, are closing to help the city deal

with a multi-million dollar budget deficit. those stations will join engine ten station, which serves served grand lake and piedmont. it was already closed. now, tomorrow, the alameda county board of supervisors will vote on completing the sale of the oakland coliseum complex, which is another step towards closing oakland's budget deficit in the city of berkeley is trying to make it easier for thousands of homeowners to get permits for their accessory dwelling units that don't have permits. through a new pilot program. berkeley homeowners now have two options to get permits for their adus. they can apply for a certificate of occupancy or a housing certificate of compliance. both of those options require an inspection, but it's a confidential process and won't cause penalties for homes that are not up to code. >> the house and senate convenes for a joint session of congress today to certify the electoral vote. victory of president elect trump taking you to washington

right now for a live look at capitol hill. that joint session is scheduled to begin starting at 10:00 this morning. that's when vice president kamala harris will read the electoral votes aloud. now it comes four years since the violent insurrection at the capitol. congress passed the electoral count reform act in 2022 to prevent future efforts to try to overturn election results. reforms include clarifying that the vice president does not have the power to overturn results, which is something then-president donald trump wanted from his vice president, mike pence. it also is harder to challenge the state electors. 20% of both the house and senate must agree. previously, just one member of each chamber was needed. now, congresswoman nancy pelosi was asked about trump questioning the 2020 election. >> he will be clearly we will be accepting the results of the electoral college. so he should be triumphant about that. but to

be still trying to fight a fight that he knows he lost is really sad. >> congress will count the electoral votes from the 50 states and the district of columbia. security will be extremely tight in washington this month. there are several high profile events besides the certification. former president jimmy carter will lie in state at the u.s. capitol beginning tomorrow before his state funeral on thursday at the national cathedral. and the presidential inauguration is january 20th. >> our time now. 506 house speaker mike johnson says he's eager to push ahead with the agenda of president elect trump. trump encouraged lawmakers, including the conservative house freedom caucus, to reelect johnson as speaker of the house. johnson hopes congress by may will approve a huge bill that would include border patrol, drilling for oil and tax policies, including no taxes on tips. >> no one's going to love every

element of a large package like that, but there will be enough elements in there to pull everyone along. they'll be able to justify not getting all of their preferences on some of their big issues, because there'll be so many other very important pieces to that one piece of legislation. so i think keeping it together is how we'll actually get it done. and there's some, some real value to that. >> now, political analysts say approving one big bill may be the fastest and simplest way for the republican controlled congress to carry out many of donald trump's major campaign goals. >> canada's prime minister justin trudeau, is expected to announce he is resigning, reuters news service reports. a final decision has not been made, but an announcement could come today. trudeau has been under pressure to resign for several months amid criticism of how he has handled the canadian economy. those calls for him to step down intensified when his finance minister left in december. trudeau has been canada's prime minister since 2015. >> well, a disappointing season for the 49ers ended with another

frustrating loss. the cardinals defeated the 49ers yesterday 47 to 25. quarterback brock purdy was watching from the sidelines because of an injury. the 49ers lost seven of their last eight games and finished the season in last place in the nfc west, their worst record since 2018. the defending nfc champions will also miss the playoffs for the first time in four years. >> we've been processing it ready to finish this up. trying to finish it with a win. didn't get that done today, but i'm excited to get to this off season and figure out how to not be in this situation again. >> now next for the 49ers the nfl draft, they will have the 11th pick. >> well, our rain is done for now. maybe around the 17th it will start to come back. there are some hints of that, but boy, i'll tell you. southern california just waiting and waiting and waiting. where as northern california continues to do really well and the dividing line is palpable, if you will,

or noticeable. look how dry it is in southern california. i mean, 4%, 4% 11. you had santa rosa, almost 200% over 150 for redding. that's good for shasta because they rely on rainfall more than snow melt. and crescent city's almost up to 36in. so it's a definite dividing line there. no rain this week. everything is quiet, but boy is it foggy out there for some. not for all. but novato sold out. napa airport, also around parts of 80 around san pablo bay, petaluma, santa rosa, also out towards fairfield, cordelia, american canyon, hiddenbrooke anywhere around there. watch out for some thick fog, some on the peninsula. half moon bay, also on the san mateo coast, has zero visibility. a little northerly breeze in place. might pick up tonight. tomorrow, as the system digs into the to the east. there. 30s for a few. 40s for most. i mean, it's just 40s in there holding court, but even to the north, it's low 40s, even 50 bodega bay and 40s for marin

county, napa, sonoma in there. so some of the colder temps look to be a little more south. 2831 truckee, south lake tahoe, reno at 32 up and over. some higher clouds will continue to kind of spill through. but boy, this is a strong ridge of high pressure and that's that's wrong. there is not one last system. we already had that last system. so we ignore this graphic. i don't know where that came from. it's a dry pattern for sure this week and we are looking for nothing as far as rain department goes, maybe a little bit in southern california. they could sure use it, but there's nothing for us, at least for the next seven days. it will be a manic monday though. after that thick fog, lots of sun, hazy northerly breeze in the hills, 50s 60s on the temps. we could get a little bump up on these temps here next couple of days. mixed sun clouds, although there will still be some fog night and mornings taking us to the end of the week. >> all right. thank you steve. there was an unusual crime bust in santa clara county. we're going to tell you how detectives discovered meat thieves and connected them to the crime. >> and crab season is back.

on mornings on two. several new laws are going into effect in 2025, including some that impact our children's education. one of them, dubbed the healthy homework act, will set rules limiting the amount of homework given to students each day. the new law asks school leaders and school boards to consider the student's physical and mental health when making decisions about homework. it will also set rules for how homework is graded. the state is supposed to create the guidelines by january 2026. >> well, today is a day. two oakland fire stations will close. the closures are part of the city's plan to deal with a huge budget deficit. station 25, in the oakland hills above joaquin miller road and station 28, in chabot park, will be closed for six months. there will now be three fire stations that will be empty to help oakland deal with a multi-million dollar budget

deficit. the city of oakland says closing those stations will save more than $5 million. >> president biden signed a new law that increases social security payments for current and former public service employees. that includes teachers, firefighters, police officers and others who paid into a pension system for years. those employees did not get full social security benefits, even under the survivor benefit. in an effort to prevent double dipping. >> and a powerful storm is slamming parts of the united states. forecasters say some parts of the midwest and the mid-atlantic may see their heaviest snowfall in a decade. now, here on the west coast, we avoided the worst of that storm, but we're still seeing the weather affect travel. yesterday at sfo, more than 170 flights were delayed. more than 20 were canceled. times now, 515 suspects have been arrested in the south bay after police shut down a unique crime operation where suspects tried to steal

more than $1,200 in meat from a safeway store in cupertino. now, this photo was posted by the santa clara county sheriff's office, showing what ktvu counted to be. more than two dozen packages of ribs, roasts and other prime cuts of meat. a safeway employee in cupertino says the alleged thieves were seen trying to get away with the stolen meats, and that employee wrote down the license plate of the getaway car, then called the police, who captured the suspects red handed. >> how the #### they got out of there with that much? >> it's not right. i mean, that's the kind of thing that has to get passed on to the consumer, right? >> some people have a necessity, and it's harder for them to meet that. but i do feel like this is like going overboard. >> now, both suspects were booked into the santa clara county jail. >> the start of the commercial dungeness crab season is finally underway off the northern california coast. that's after several weeks of delays. dozens of crab lovers waited in long

lines at san francisco's fisherman's wharf, even before the boats docked with their catch. many bay area crab fishermen are delighted they can finally make some money. >> just to work right now, as salmon season is closed, most fishermen are salmon and crab. salmon seasons have been closed for the last two years, and crowds have been shortening down to smaller and smaller. >> northern california's dungeness crab season is scheduled to begin in november. however, opening day was delayed due to concerns that whales could get tangled in the crab fishing gear. >> time now 517 the beginning of the new crab season is welcome news for restaurants all across the bay area. the water bar along san francisco's embarcadero is among the restaurants known for upscale seafood dishes. the owner says dungeness crab is available most of the year, but there's nothing like getting crab fresh off the boat in san francisco and available for diners. >> this is kind of the jewel of being local, so we're very excited that the whales have

successfully made their way, and now we get to enjoy some of the crab, which is what everybody comes here for in dungeness. >> crab season will continue until the end of june. >> strong santa ana winds are about to hit much of southern california. the national weather service in los angeles predicts widespread damaging winds, leading to extreme fire conditions from tomorrow afternoon through at least wednesday. emergency officials say people should expect downed trees and power outages. it was a stormy start to the weekend, but skiers and boarders were rewarded with some incredible conditions. the storm that hit the sierra on friday made for a perfect day on the slopes once the weather cleared. this is video sent to us from a viewer showing a bluebird day with just a few clouds in the sky. as for you, pam, i would like to be on that chairlift right now. i know. well, not right now. it's still a little dark. okay. you know. >> well, steve is here right now. you had fog on the way in.

>> i certainly did. no doubt about it. pam, i know you did. >> very foggy in marin and across the bridge. >> yes, yes, there are some areas out there, so watch out for the thick fog. otherwise, once it clears, we're good to go. it will be hazy sunshine, although there is a decent little breeze up in the hills. i'm just going to move right along here. and you can see some of this right there. napa airport, quarter of a mile. there's also novato. zero visibility. petaluma, santa rosa, fairfield, marin canyon, vallejo along 80 corridor. watch out. parts of the peninsula look to be a little worse. a couple about an hour ago. maybe a little better now. but there are still some pockets out there where there's some thick fog. a little east breeze, not much. east of livermore. northeast of hayward. i did see a little puff of north at sfo. mountain view and even half moon bay. i know it's not much, but there is a slight offshore breeze. 40s for most on the temps. a lot of low 40s. couple of 30s popping up. lafayette in there. alamo also dublin 38, 39 and 39. a lot of low 40s in there. clayton 42 degrees and mid 40s. i think if it wasn't for the fog, some of

>> i was there to administer the oath of office on saturday at the castlewood country club in pleasanton. nate miley represents district four. it includes parts of oakland and pleasanton, as well as the unincorporated community of castro valley. miley was first elected to the board of supervisors 24 years ago. he was appointed board president by his colleagues for the second time two years ago. well, president elect donald trump will be sworn into office in two weeks. and before he takes back the white house, some of his cabinet appointments are facing confirmation fights in the u.s. senate. now, trump's choice for director of national intelligence, tulsi gabbard, will meet with senator mark warner later today. donald trump's very busy week ahead includes his sentencing in his new york criminal trial on friday. judge juan merchan indicates he's leaning towards no jail time or fines or probation. >> it's a farce of a of a whole

trial. this is a farce of a sentencing. look, the bottom line is this case should have been dismissed a long time ago. >> particularly concur with his decision to go forward with the sentencing. i think new york has demonstrated, frankly, how the justice system ought to operate. no one should be above the law, and donald trump can appeal after the sentencing. >> the president elect still says he's innocent and calls the case political interference. time's now 525. the justice department asked the supreme court to stop a bid by president elect trump to delay the pending ban on tiktok. lawyers for trump filed a friend of the court brief asking the supreme court to block that ban. attorney general merrick garland maintains that platform is a threat to national security because of potential chinese government access to consumer data. here in the u.s, the supreme court will hear oral arguments on the matter on friday. will, a cartoonist has quit her job at the washington post over allegations that an

is mornings on two. >> good morning. thank you for waking up with us here on mornings on two. i'm pam cook. >> and good morning i'm dave clark. welcome to monday, january 6th. let's get right to steve paulson. he'll tell you what our weather looks like so far. >> well it looks like there's fog very foggy going around out there. although some areas are clear. most of it looks to be north and east. but again, there's some on the peninsula 30s 40s on the temps here. and we are looking for a dense fog advisory. now so far it's only north napa sonoma marin. but i'm going to include parts of solano county, even though that's not my call. but so far i mean areas south look to be a little better than areas north, that's for sure. once that clears, hazy sunshine looks pretty good. here we are looking for. it's a manic monday, that's for sure. and temperatures they'll be on the mild side here for some. once the fog clears there is a little bit of a northerly breeze in the hills, so we'll go with some low 60s here across the board. all right. you always need something to believe in, especially with the traffic. and here's the man to tell us, mr. sal castaneda.

>> well, thank you, steve. all right. we do have mostly good traffic out there. as a matter of fact, i'm going to look at the east shore freeway and you can see the macarthur maze. traffic is doing well with no major problems there. i do want to touch on still a closure on highway one here. northbound and southbound highway one near bean hollow state park. there is a closure for a deadly crash that happened overnight. happened at 130 in the morning, and they're still doing an investigation. so highway one in that area of san mateo county will be affected. 531 let's go back to the headlines. >> thank you. sal. two oakland fire stations will close today in an effort to help balance the city's budget. ktvu is amanda quintana at one of those stations set to close this morning. good morning. amanda. >> good morning. well, this is a temporary closure that's supposed to last six months. it's known as browning out a station. but what that means is

stations like this one won't have anyone inside answering calls for help. so this is one of the stations that is closing this morning. this is station 28 on grass valley road. station 25 on butters drive will also have their final shifts end this morning. as firefighters inside leave this morning, there will be no one coming in to replace them. so station ten, which is already closed, will remain closed as well because of the cuts. the city also plans to revisit this issue in early february and close four more stations, which would bring the total to seven. >> the folks in city management decided that since it's not technically fire season, now is a good time to have the residents up above highway 13 wait a little longer. and that is the reality, unfortunately, is that there is no good fire station to close. it's all about response time.

>> the fire chief says it might take longer, but first responders will still show up when you call 911. the city is facing a nearly $130 million budget deficit. this is not the only area facing cuts. in a plan accepted on december 18th. there are also cuts to police and cultural arts programs. the cuts to fire are expected to save about $5.5 million. now tomorrow, the alameda county board of supervisors does have a critical vote that could bring much needed cash into the city, and that is a vote to complete the sale of the oakland coliseum. so again, that vote is scheduled to be tomorrow. live in oakland. amanda quintana ktvu, fox two news. >> thank you amanda. today, president biden is set to meet with the families of survivors and victims from the new year's day terror attack in new orleans. earthcam is providing us with a live look at bourbon

street, not far from where the attack happened. an army veteran rammed a truck into the crowd of people, then opened fire, killing 14 people and injuring many others. the fbi is tracking the movements of the man leading up to the attack. agents say he traveled to egypt and canada in 2023 and visited new orleans at least twice in recent months. he used smart glasses to record images and video while biking through the french quarter. the fbi also released video clips of him placing homemade explosives around bourbon street. >> we have not seen any indications of an accomplice in the united states, but we are still looking into potential associates in the u.s. and outside of our borders. >> now, the new orleans mayor says she plans to increase security, especially to major upcoming events such as the super bowl and mardi gras. starting today, the governor is declaring days of mourning for each of the 14 victims.

>> our time now 534. a man who had his newborn baby in his car was arrested in santa rosa after a road rage incident. now, witnesses reported seeing the man in a silver bmw pointing a gun at another driver on saturday. the police pulled over 23 year old calvin crump and say they found a backpack with a loaded handgun, ammunition, a holster and an extra ammunition magazine in the car. they say crump's one month old baby and the child's mother were in the car with him. crump was booked on several charges, including assault with a firearm. also in santa rosa, the chp is investigating a deadly hit and run crash saturday night on highway 101. police were sent to the crash scene just south of steel lane. there, they found a person lying on the road who died there at the scene. police say they have limited information about the suspect or the circumstances leading to the death of the victim, and they're

asking anyone who may have information to call the chp. >> as a key part of climate goals, san francisco is moving forward with its electric vehicle infrastructure expansion plan. dogpatch and dubose triangle will be the first neighborhoods to get curbside ev charging stations. the city is now asking three companies for bids on making that a reality. the initiative is part of a broader pilot program to make it easier for people to charge their vehicles if they don't have a garage. we're getting some new numbers from the chp on its maximum enforcement period over the holidays. the chp golden gate division says more over christmas, it made 67 arrests. 55 were for dui. more than 800 citations were issued during the new years enforcement period. 109 people were arrested. the chp reports no deadly crashes in its jurisdiction during these two enforcement periods. >> our time now 536. after a very busy holiday travel period, millions of travelers around the country are heading back home.

but at the same time, a winter storm is affecting several states in the midwest and on the east coast. it's causing hundreds of flight delays, some flight cancellations at bay area airports. at the last check for us, 23 flights were delayed at sfo, six were canceled. >> it was cold in chicago, but overall everything was pretty smooth. really. no complaints. it was only here when we got to sfo, where there was a lot of delays with the carry ons. excuse me with the baggage claim. and we've been here about 40 minutes to an hour. >> now, if you're traveling to the midwest or any areas where this snowstorm may hit, we recommend check the weather forecast and check your flight information before you get to the airport. >> well, the powerful winter storm hitting the midwest is bringing snow and ice, leaving roads a dangerous mess. millions are under storm warnings as the storm starts to roar east. forecasters are warning some areas could see their heaviest

snowfall in ten years. blizzard conditions were reported across much of kansas and northwestern missouri. kansas city has plow drivers working around the clock to try to keep those roads clear. >> it's got about 30 miles outside of kansas city and it was pure black ice. there was cars all over the highways. >> about 63 million americans were under some kind of weather advisory on sunday. the national weather service has issued winter storm warnings all the way to new jersey. a polar vortex is also expected to bring bitter cold to about two thirds of the country starting today. that will make temperatures about 12 to 25 degrees colder than usual. >> i believe it's called winter, and that's what they're getting there. we had a little bit of snow last friday and a little bit of rain. and so we'll take a look at the sierra data. it's all about northern and nothing about southern, really. northern. northern sierra. 156% of normal central 92. that

includes lake tahoe area and southern 70, which is much better than rainfall. statewide average is 106%, but it looks rather dry here for about the next ten days or so. boy, is there a dividing line between who's getting rain and who's not. southern california is not. i mean, amazing amount of just how dry it is. i mean, only 16/100 for san diego and la since july 1st. that's when the rain year started. yet crescent city, redding and santa rosa are all doing quite well. we have fog though. that's the big story here in novato. also napa airport, fairfield, petaluma, santa rosa could be some pockets elsewhere as well. around 80. watch out towards vallejo. some of those pockets in there you can get some thick fog. so dense fog advisory until 10:00, mainly marin, sonoma and napa county. but i'll throw in solano as well, even though that's the sacramento weather service discussion there. after the fog clears, we're good to go. as i said, there's a dense fog advisory, but i'll tell you, you

this year, the la times reports. in an email sent to some seasonal passholders. the theme park in santa clara said the park's upcoming season would run from april 5th through october. the park was sold to a real estate developer in 2022, and set to close permanently no later than 2033. a napa restaurant recently fined over child labor violations has now closed its doors. the u.s. department of labor says the c casa hired children as young as 14 years old. it was fined more than $45,000 last month. the federal agency says the teenagers often worked outside of permitted employment hours during school days, and sometimes operated hazardous equipment. the restaurant confirmed the closure on its website. it's unclear if the other. >> yes, if those locations will remain open, but we'll continue to watch it. also, san francisco's glide church paid tribute to outgoing mayor london

what is it going to be like. but we'll see. because you know, vacation does eventually end. this is a look at north and southbound 880. that traffic is looking good. 601 let's get back to the headlines. >> thank you. sal. with the new calendar year comes some new laws for school districts across california. ktvu sally rasmus joining us now with a look at some of them. ali. >> well, pam, from banning book bans to regulating homework and adding topics like the dangers of fentanyl to high school courses, there are some new requirements. school districts, charter schools and county education offices have to comply with starting this year. we'll start this time around with the new law about fentanyl education. all california high school students have to take a health class in order to graduate. a new law now requires fentanyl education be included in that course. that includes an explanation of what fentanyl is, the risks of using it, and maybe most importantly, they have to show and teach students how to detect when drugs may be laced with fentanyl through the use of test strips, how to spot signs of an overdose, and how to

administer naloxone to reverse an overdose. schools have the next year to incorporate those lessons into their existing health courses. then there is a new law regulating homework. something called the healthy homework act was signed into law by the governor this past fall. it calls for school districts, charter schools, and even county education offices to set rules and guidelines about how many hours of homework to give students per day, and even whether homework should be graded or not. high school districts and county education offices are encouraged to follow the homework guidelines that will be set by the california department of education. they will come up with those guidelines by january of next year. there is also a new law banning book bans. it applies to all libraries in california that receive public funding, including school libraries. it prohibits the entities that oversee those libraries, either a district or school board, from banning books because of the views or themes in them. it would also prohibit the firing of any librarian who refuses to remove a book because of its content. dave and pam, we'll

send it back to you. >> all right, ali, thank you. time now. 603. california's teacher shortage is only getting worse for the second straight year, fewer people received teaching credentials for grades k through 12. the amount of people who enrolled in teacher preparation programs during the 20 2223 school year. it also dropped by 12%. schools have started depending on intern credentials and emergency permits to deal with the teacher shortage, the house and senate convenes for a joint session of congress today to certify the electoral vote. >> victory of president elect trump. i want to take you live to washington right now for a live look at capitol hill, as that joint session is scheduled to begin at 10:00 this morning. that's when vice president kamala harris will read aloud the electoral votes. now it comes four years since the violent insurrection at the capitol. congress passed the electoral count reform act in 2022 to prevent future efforts to try to overturn election

results. reforms include clarifying that the vice president does not have the power to overturn election results, which is something then-president donald trump wanted from his vice president, mike pence. it's also harder to challenge a state's electors. now, 20% of both the house and senate must agree. previously, just one member of each chamber was needed. congresswoman nancy pelosi was asked about trump questioning the 2020 election. >> it will be clearly we will be accepting the results of the electoral college. so he should be triumphant about that. but to be still trying to fight a fight that he knows he lost is really sad. >> congress will count the electoral votes from the 50 states and the district of columbia. security will be extremely tight in washington this month. there are several

high profile events besides the certification. former president jimmy carter will lie in state at the u.s. capitol beginning tomorrow before his state funeral on thursday at the national cathedral. and the presidential inauguration will be in january 20th. >> our time now, 605. it has now been four years since the last presidential certification was delayed today by the january 6th riots at the u.s. capitol. the fbi estimates as many as 2500 people supporting then-president trump stormed the capitol complex, injuring and killing police officers and vandalizing and looting officers, including the office of then house speaker nancy pelosi. the rioters also took over the u.s. senate chamber. well, prosecutors charged almost 1600 people with crimes related to the attempted coup. more than 1200 of them pleaded guilty or were convicted at trials. most charges involved misdemeanors, but some of them involved the use of deadly force

or using dangerous weapons like fire extinguishers or bear spray. the defendants are hoping president elect trump will keep his promise and will pardon them or commute their sentences. the leader of the far right neo fascist group proud boys was sentenced to 22 years in prison, but he is appealing his conviction. >> today, president biden is set to meet with the families of survivors and victims from the new year's day terror attack in new orleans. earth cam is providing us with a live look at bourbon street, not far from where the attack happened. an army veteran rammed a truck into a crowd of people, then opened fire, killing 14 people and injuring many others. the fbi says it is tracking the movements of that truck driver leading up to the attack. agents say he traveled to egypt and canada in 2023 and visited new orleans at least twice in recent months. he used smart glasses to

record images and video while biking through the french quarter. the fbi also released video clips of him placing homemade explosives around bourbon street. the new orleans mayor says she plans to increase security, especially for upcoming events such as the super bowl and mardi gras. starting today, the governor is declaring days of mourning for each of the 14 victims. >> our time now 607 suspects in the south bay have been arrested after police shut down a unique crime operation where thieves tried to steal more than $1,200 in meat from a safeway store in cupertino. now, this photo was posted by the santa clara county sheriff's department, showing what ktvu counted to be. more than two dozen packages of ribs, roasts and other prime cuts of meat. a safeway employee in cupertino says the alleged thieves were seen trying to get away with the stolen meats, and that employee wrote down the license plate of the getaway car and then called the police, who captured the suspects red handed. >> how the #### they got out of

crab, which is what everybody comes here for. >> and dungeness crab season will continue until the end of june. >> the heavy rains across the state has not ended. concerns about a possible water shortage in california. the latest u.s. drought monitor map shows a large part of the state is under abnormally dry conditions at the beginning of this new year. that includes the bay area. that's part of that yellow zone there. there are even a few areas in orange that are experiencing moderate to severe drought conditions, especially down in southern california. >> well, a powerful winter storm is really slamming the midwest. it's affecting flights. here is millions of holiday travelers around the country are heading back home. about 63 million americans were under some kind of weather advisory yesterday. the forecasters say some areas may see their heaviest snowfall in a decade in kansas. the very slippery roads were too dangerous for many to drive on. that storm is now moving across

>> good morning. well, this is a temporary closure that's supposed to last six months. it's known as browning out a station, but it essentially means that there won't be anyone inside stations like this one behind me answering calls for help. so this station is station 28. this is one of the stations that's closing. we're here on grass valley road. the other station is station 25. that's on butters drive, and they will both have their final shifts end this morning. as those firefighters inside leave, there will be no one coming in to replace them. station ten, which is already closed, will remain closed because of the cuts. the city also plans to revisit this issue in early february and close four more stations, which would bring the total to seven. >> the folks in city management decided that since it's not technically fire season, now is a good time to have the residents up above highway 13

wait a little longer. and that is the reality, unfortunately, is that there is no good fire station to close. it's all about response time. >> the fire chief says it might take longer, but first responders will still show up when you call 911. the city is facing a nearly $130 million budget deficit, and this is not the only area facing cuts. in a plan accepted on december 18th. there are also cuts to police and cultural arts programs. the cuts to fire are expected to save about $5.5 million. now, tomorrow, the alameda county board of supervisors will have a critical vote that could bring in much needed cash into the city, and that is the vote to complete the sale of the oakland coliseum. so that is scheduled for tomorrow. also, there is a press conference later this morning from the firefighters union who is trying to get the city to reverse the decision to

the coastal variety, the kind you see in june, july and august, not necessarily in december and january, but that's what they have. and they can't buy a drop of rain yet. you go crescent city, redding and santa rosa and it has been a wonderful year. you go north, you can healdsburg and out to casadero have had 40 plus inches of rain for san francisco. the last rain was friday. they picked up 18/100. the outlook here looks pretty quiet until maybe the 17th or 18th. our good friend the gfs is showing some pretty cold systems dropping in for san francisco. the record rain today is almost two inches of rain. back in 1993. the records are pretty impressive here. 73 for the high side way back in 1887 and 33 in 1913. how about that? fog is the big story this morning. novato airport can't see across the street. petaluma. napa, fairfield. i'm sure. american canyon hiddenbrooke. cordelia. parts of 80 corridor along there, maybe pinole. el sobrante rodeo up to santa rosa

we've got some more football for you this morning. let's start with our monday morning quarterback. with the battle for the nfc's top seed, the lions and the vikings faced off sunday night game in detroit lions fans going home happy with a big win, clinching the number one seed for first round playoff bye. running back jahmyr gibbs led the way for the lions, finishing with four touchdowns, 139 yards. final score 31 to 9. this is the first time the lions have held the nfc's top seed in the playoffs. here's another first. the kansas city chiefs were held scoreless on sunday, marking the first time all season that casey left a donut on the scoreboard. keep in mind that their playoff spot was locked up by patrick mahomes, and a lot of other key players were sitting there on the sidelines not playing. no complaints from the broncos, though, the 38 to nil. that's a that's a soccer thing, right? 38 nil. clinched a win. clinched a berth for the denver since first

california that receive public funding, including school libraries. >> well, a powerful winter storm is slamming parts of the country. some parts of the midwest and the mid-atlantic states may see their heaviest snowfall in a decade. here on the west coast. we were spared the worst of that storm, but we're still seeing the weather affect travel. yesterday at sfo, more than 170 flights were delayed. more than 20 flights were canceled. well, two thieves are in custody after south bay police found more than $1,200 worth of stolen meat in their possession. the santa clara county sheriff's office says they were seen taking a large amount of beef from a safeway store in cupertino. later, the police caught up to the suspects and they were booked in santa clara county jail. >> stocks for some of the alcohol brands dropped after the u.s. surgeon general issued an advisory to change the labels on alcoholic drinks. doctor vivek murthy pushed to have cancer warning labels added to

alcoholic drinks. there are concerns from these companies that this will only encourage americans to drink less. numbers already show that younger americans are drinking alcohol far less than their parents at a similar age. president biden signed into law a bill that increases social security payments for current and former public service employees. this includes teachers, firefighters, police officers and others who paid into a pension system instead. for years, those employees did not get full social security benefits from benefits from a deceased spouse. in an effort to prevent double dipping, now about 3 million people will get payments backdated to last january. now, critics of the move say this will increase the shortfall social security is facing in the next ten years by paying out benefits to people who did not pay into social security. in a statement, tony thurmond, california superintendent of public instruction, applauded the new law, saying, quote, these dedicated professionals spend their lives caring for our

children and communities, often while earning less than they would have in the private sector. it's only right to make sure that they have the benefits they have earned in retirement. >> our time now. 647 new data about the bay area's homeless population is out now. it shows the numbers have gone up since last year. that report by the department of housing and urban development says the number of homeless in the bay area grew by 6% to about 38,000. and those increases were consistent statewide and nationally. now, some progress was reported in some of the big cities. dallas and los angeles saw their homeless populations go down. >> all right. at 648. back over to sal to get a look at traffic this morning. where are you starting? well, foggy for sure. still pretty foggy on the golden gate bridge. >> yeah, it is foggy at the bay bridge to pam and dave, although it is not as foggy. i think the golden gate bridge is still foggy, but nevertheless the fog is going to be an issue for some. the backup is stretching

on highway 37 in solano and sonoma counties. now, the roadwork is expected to start tonight at nine. caltrans says during that time, the eastbound lane will shut down from the state highway 121 juncture near sears point to railroad avenue in vallejo. they're hoping to have this part of the work completed by february 1st. eastbound traffic will be detoured north on highway one, 21, east on highway 12, and

south on state highway 29. well, drakes beach in point reyes national seashore is closed. rangers out there are welcoming a new elephant seal pup into the world. the park preserve posted this photo on social media showing that pup on the sand in marin county. it was born in late december, making it the first elephant seal pup of the season at point reyes. now it may be young, but the pup weighs already about 70 pounds. it will nurse for about a month before it starts learning how to swim in shallow waters. drakes beach will now be closed through the breeding season. the mycological society of marin hosted its annual wild in marin fungus festival at the mill valley community center. the event featured a very extensive display of wild mushrooms picked from all over the bay area. there were mushroom themed products including artwork,
