730. >> matthew mueller was convicted in the 2015 kidnaping of denise huskins in vallejo. good evening, i'm greg lee. forensic dna testing has led to new charges in connection to crimes in mountain view, palo alto and now san ramon. new at 730. ktvu crime reporter henry lee is live in the newsroom. henry, what do we know about this new case in san ramon? >> well, greg, this is a case that continues to have twists and turns. greg, i know you were at the scene in orange county when denise huskins turned up at her father's house, which fueled suspicions. she made it all up. now, the real kidnaper has been charged with even more crimes. just a week ago, matthew mueller stood shackled in a san jose courtroom charged with committing two home invasions a month apart in mountain view and palo alto back in 2009. now, contra costa county prosecutors say they've charged mueller with kidnaping three victims for ransom near san ramon in 2015. they say he managed to get tens of thousands of dollars from them in exchange for their release. the victims had kept quiet all these years for fear of retribution. this latest case

in contra costa county happened a month after mueller drugged and kidnaped denise huskins in vallejo, raped her in the south lake tahoe cabin and terrorized her now husband. vallejo police had branded the couple liars, saying they made up the attack. mueller is serving 40 years in federal prison and 31 years concurrently in state prison in the vallejo case. the da says mueller's m.o. was similar to what happened in the south bay cases. authorities are crediting the work of seaside police chief nick borges, seen here with huskins and quinn in march at a training session for police across the state. the couple urged law enforcement not to fall victim to tunnel vision in solving a case. it was chief borges who began writing to mueller in prison. authorities say mueller made admissions as to his involvement in the mountain view, palo alto and san ramon cases. at the training session, chief burgess apologized to the couple on behalf of police in general. the chief and santa clara d.a, jeff rosen, have had this to say about law enforcement's role in investigating mueller. >> we're here because there's so

many lessons to be learned where the police really screwed up. i don't know how else to say it. >> we're not perfect in law enforcement, and i think it's fair to say that there were mistakes made in this investigation. >> on tuesday, denise huskins and her now husband, aaron quinn, will join chief borges and other law enforcement officials to talk about the additional charges mueller is now facing. i will be there and will report back. henry lee, ktvu, fox two news. >> henry, now that we're seeing more potential cases tied to mueller, do we expect other agencies are also looking at this forensic evidence that that we could even see more cases tied to him? >> absolutely, greg, especially because of advances in dna technology, evidence collected back then will now be used. and compared with the technology we have today to see if they can match him to any other crimes. >> all right, henry lee, we know you've been all over this case and will continue to be. thank you for that report. we've been closely following this story and will continue to follow new developments set to be released tomorrow. as henry said, make

sure to keep track of our coverage by downloading the fox local app to your smartphone and smart tv that's available for free on the app store. police in san jose teamed up with stockton police to arrest two people on drugs and weapons charges. police say 37 year old justin dixon and 26 year old jade linda sack were arrested on january 2nd after police searched dixon's home in stockton. dixon is accused of traveling from stockton to san jose and san francisco to sell fentanyl and other illegal drugs. linda sack is accused of buying guns for dixon, who is prohibited from owning firearms. >> we were able to uncover an array of evidence, including 13 illegal firearms. now these firearms, two were stolen, two were unregistered and two had destroyed serial numbers. >> officers say they also found large amounts of cocaine, oxycodone and other illegal prescription medications. san jose police say dixon was identified as a supplier after intercepting a fentanyl sale a

month before both suspects were booked into the san joaquin county jail. a man who has become infamous among some bay area businesses accused of dining and dashing, has finally been caught. but despite being arrested, there's still some concern the suspect is not done stealing from bars. bar owners say they are spreading the word and his photo. they say 36 year old jared anthony scott sits down, orders a shot of tequila and a draft beer, then comes up with an excuse to leave and get some cash. but instead, scott just walks out without paying. >> i want to say we have bigger fish to fry. as small business owners, this is this is more of an annoyance. >> somebody doing something like this endlessly, it can really affect the business. so i'm very sympathetic to the restaurant owners. >> right now, there are no pending cases against scott and san francisco. but in san mateo, he was charged with dining and dashing at a bar and cookery a year ago, as well as a sushi restaurant. and on new year's eve. san bruno police arrested him for allegedly stiffing red

lobster. bar owners say they are on the lookout and he is no longer welcome inside. he's already been spotted at bars after his new year's arrest. new at 732, people are under arrest, accused of stealing golf carts. they were caught thanks in part to a brentwood police drone. i want to show you some drone video released by that department. they say early saturday, they received a report of two people stealing carts at the brentwood golf club on somerset drive. an officer deployed a drone to locate the two, and officers quickly located and detained those suspects. they were arrested on suspicion of vehicle theft, possession of burglary tools, probation violation and other charges. the city of antioch is expected to introduce its newest acting police chief tomorrow. brian addington, the current acting police chief who came out of retirement to fill the position, is retiring. again, no word on who antioch's next police chief will be, but they will be taking on the job. just days after the city reached a settlement with the department of justice to resolve the

investigation into several racist text messages and use of force scandals. our amber lee is monitoring this story and will bring us more details tonight on the 10:00 news. in oakland, major changes happening within the city council. council member kevin jenkins was appointed this afternoon to the new role of council president and interim mayor. this comes on the same day former congresswoman barbara lee took a step toward running for mayor. ktvu jana katsuyama has the details. >> reporter a day of big changes monday at the oakland city council meeting. by a unanimous vote, the new city council appointed district six council member kevin jenkins to be president and fill the role of interim mayor. jenkins is the third person in two months to lead the city, after outgoing president nikki fortunato bass stepped in following the recall of xiang tao. >> i believe that he's someone who listens to everyone who has the ability to just focus on what's the solution, the outcome we're trying to achieve and bring folks together that will be really important over these

next four months until our election. >> council member noel gayo was appointed president pro tem to lead the council meetings, also by a unanimous vote. the council has three new members. >> i'm able to sit next to noel gallo. legendary. >> i'm really grateful and looking forward to working alongside my amazing city council colleagues. >> i reject factionalism, score settling, personal aggrandizement. if we don't work as a team, we're going to fail. >> former council member rebecca kaplan was appointed to temporarily fill bass's vacant district two seat. i shall oakland leaders face big challenges. a $129 million budget shortfall has created painful decisions about eliminating two police academies, temporary closures of six fire stations, and cuts to arts and public works projects. so who would want the job of mayor? on monday, paperwork was filed for congresswoman barbara lee to enter the special election for mayor. >> she has been incredibly diligent, making sure she understands where the city is

and what the opportunities are. i know she's also talked with mayor karen bass down in la, and so she has not taken this decision lightly. >> she's met with countless leaders throughout the city of oakland, and she's very deeply aware of what the challenges are for the next mayor. >> i want to get a transition plan ready so that that person can hit the ground running. that person will come in in the middle of our budget process. first and foremost is public safety and the budget process. we need to make sure that our fire stations stay open. >> the city clerk says congresswoman barbara lee still needs to file nominating signatures and other paperwork to officially be on the ballot. her spokesman says that she expects to make a statement later this week. so far, 13 candidates have filed with the clerk's office. the deadline is january 17th. reporting from the newsroom jana katsuyama, ktvu, fox two news. >> two fire stations in oakland temporarily shut down today as the city contends with a massive budget crisis, and more could be on the chopping block. firefighters and members of the community pushed back today on

the cost cutting measure. oakland firefighters rallied outside city hall to voice their concerns alongside oakland hills residents from part of shepherd canyon to grass valley who say they will be the most impacted. the firefighters union warned of longer travel times from the remaining available stations, which could result in longer response times. >> the closure of seven firehouses would be the end of the oakland fire department as we know it. we simply cannot afford to close that many stations. that is a third of our firefighting capacity. >> what are they going to do if it's a major fire or a flood or anything? so that's mandatory. that's just like food and water. we need. we need police department and we need fire stations. >> in addition to these closures, the council will consider shutting down for more next month. this is all to deal with a $130 million budget deficit. two stations that cannot be shut down are jack london square, which protects many buildings from long train crossings of derails, and the airport station. by federal law.

northern california beaches through tomorrow night due to a greater risk of sneaker waves, which can appear without warning and pull people into the water. experts are also predicting waves off the coast as tall as 20ft. as always, pay attention to your surroundings. do not turn your back to the ocean. more weather warnings over at sfo. thick fog this morning caused some problems for travelers today, myself included. the faa issued a ground delay due to the persistent fog that led to inbound delays, as well as requiring some flights to circle the airport until visibility got better. looks like things have certainly improved tonight. the airport reports about 250 delays and 15 cancellations. with that, let's bring in meteorologist roberta gonzalez. roberta, i was looking out from the window of the plane as we were circling sfo. you could not see anything so obviously an inconvenience, but i understand why they do it, because i can't imagine being a pilot trying to land a plane in that. >> well, there's only two runways, right? yeah. that too. yeah. was it turbulent at all? >> a little bit, but. but really pretty smooth until all of a sudden we're making our descent.

but that fog was real thick. >> it was very stubborn. it was slow to burn off today. and that really did hamper temperatures around the bay area. and let's go ahead now and call on a live weather camera. our engineer, tolono was able to provide us with this particular view of a shallow deck of fog. it was more ominous even an hour ago, but the winds are beginning to kick in, and because. so it will clear out sooner than what it did last night. overnight visibility with the fog down to three quarters of a mile on the sea shore, a half mile visibility in napa now, and no issues in our inland areas around the tri valley where the winds are slight. but look at the winds 15 in half moon bay. that will scour out the fog in that particular area. just picked up winds now up to 22mph. and through your tuesday, look at how these winds will increase. 27 mile per hour winds at bonita international airport by tuesday night. at this time, we're talking 44 mile per hour winds in the calistoga area. these winds will remain with us and begin to decrease by

wednesday lunchtime. these winds are all because of a couple of different elements taking place. you saw that area of low pressure offshore. now pushing onshore will take a nosedive and settle into the four corners states. it's going to cause friction with this area of high pressure that's building in and drying us out and producing an offshore component. we do have a wind advisory that goes into effect actually just did kick in. and these wind gusts will blow up to 45mph. the blue highlighted area, if you live in any of these counties, you're going to be the recipient of breezy to downright windy conditions. and we have a very angry ocean due to all the weather elements taking place, with the low that's kicking on shore and the high pressure building in. therefore, we have a beach hazard statement in effect right now through tomorrow night. 20 foot waves lapping on shore. do not turn your back to that angry ocean. 40s across the board tonight with the fog scouring out

tomorrow. warmer conditions up to 67. outside number in san jose. average high in san francisco is 57. we're going with 65. again. the winds gradually decrease on wednesday. these are those diablo offshore push and then few clouds on thursday the warmest day of the workweek. we're talking about play outdoors this weekend. nothing but sunshine. >> nice week ahead. roberta. thank you. a lighthouse in the north bay will be closed for nearly a week following a landslide. golden gate national recreation area officials say the point bonita lighthouse in the marin headlands is closed until at least this coming sunday after a small landslide. you see here blocked part of the trail. the lighthouse, built in 1855, shines out on golden gate strait. visitors can typically go to the lighthouse on sundays and mondays this time of year. still to come, san francisco prepares to welcome its new mayor. the plans for daniel lowery's inauguration this week. and a north bay police department expanding its mental health services. all in an

plan today in turlock. governor newsom is proposing a $322 billion budget without a deficit. it comes after two years of significant budget shortfalls. the plan is mostly a placeholder, as the state waits to see if president elect donald trump will follow through on threats to revoke billions in federal dollars to california. the governor said he held this event in the central valley to highlight statewide investments in the economy. >> there's tremendous vibrancy and optimism in every part of the state. that said, there are parts of the state that are struggling more than other parts of this state. and again, our state of mind is really focusing on opportunity. opportunity for

all but size of 21 state population. >> newsom's administration says it will provide more details on the budget proposal on friday, which is the deadline to present it to state lawmakers. san francisco's civic center plaza is buzzing with activity as the city prepares to swear in mayor elect daniel lowry on wednesday. lowry says, quote, the event is for every san franciscan who wants to be part of turning around our great city. crews are covering the ground with flooring and building a riser for the event. law enforcement is working on security. the sheriff says the surrounding streets will be closed and metal detectors will be placed at the entrances on larkin street. >> working with the police department and other law enforcement agencies, as well as other city agencies, to make sure that everybody is safe and that it's a celebration without the concerns of recent events. >> nearby stores and restaurants are concerned the street closures will hurt business. one restaurant owner says he hopes those attending the inauguration

will choose to celebrate by eating lunch in the area. the inauguration is set to get underway at 1130 on wednesday, followed by an open house inside city hall. the celebration will continue in the evening with a night market and community festival in chinatown. the event will feature live performances headlined by internationally acclaimed artist and san francisco native zhou, along with an opening dj set from dj ruckus. lowry says the festival will highlight the important role nightlife plays in the city's revitalization, and san francisco's long standing reputation as a hub for creativity and culture. new at 730, the santa rosa police department is expanding its mental health support team, known as in response. in response is now offered 24 over seven. the team is designed to respond to calls for service with a mental health first approach. the team will consist of a licensed mental health clinician, a paramedic and a homeless outreach specialist. in response, is trained in de-escalation. social work interventions along with physical and mental health
