record warm minimum. it's 53in 1941 and they're sitting at 57. north wind 23. now oakland at become. some of the gusts have come down a little bit but no doubt it's an offshore direction. could be some gusts. i've seen some around near mount diablo about 50 miles an hour. and also in the marin hills about 4445. so wind advisory is out until 10:00 tomorrow. not today. tomorrow. look at this. low and behold, they have rain and snow in the mountains of southern california. so eventually, yes, it's going to turn into an offshore wind event. but right now they have winter weather advisories out in the mountains above 5000. ride like the wind. sunny, breezy, windy for some and warmer. that means temps above average here 62 to 6568. excuse me. all right, sal's here. where are we going, sal? >> yeah, let's go right to highway 24. want to take that picture right away? eastbound 24. let's see. chp is stopped traffic. all the lanes there just about to let it through. i heard on the radio traffic

there, but they have this crash eastbound 24 involving a motorcyclist, pretty badly damaged motorcycle that ended up in the trees on the right hand side, coming down out of the caldecott tunnel, heading toward walnut creek. you can see the tow truck is getting what's left of that motorcycle up there. looks like the medics have already taken away some injured people, but this is going to be a big delay for eastbound. and now westbound 24. taking a look, you can see no traffic right now is getting through there. just about to let it through. but if you're driving over to walnut creek this morning, please give yourself extra time. it's going to take you a long time. there's a pretty big backup now building on the other side of the caldecott in oakland. 702. let's get back to the headlines. >> thank you. sal. happening today, city leaders in antioch will introduce a new acting police chief. ahead of that announcement. people in antioch are voicing their frustrations about the state of their city. ktvu james torres live in antioch here with the concerns neighbors have. james, about the

police department that's been mired in scandal. >> part of that frustration comes from the lack of a permanent police chief, and a lot of questions surrounding this announcement a little later today, one being who is actually going to be the one that's going to lead the police department, and they'll be leading in an acting position role. that's the third one in the last half. now, this is the police department that's been plagued with some recent controversies. it's experienced quite an officer shortage. that's not so different than many other police departments throughout the bay area or even the country. but more specific to antioch, there was a racist text message scandal that got the attention of the u.s. department of justice. earlier in the week, we spoke to a former city council member who also has some past law enforcement experience. he tells us he wants to see more transparency from the city of antioch. >> with the history that they've had of interim police chiefs. they've made the wrong selections, and i hope they don't make the wrong one again. but who's involved in that? how

did they how did they make the selection? that's a big concern of mine. >> with growing crime, antioch requested help from the california highway patrol for surge reinforcements, much like what we've seen in oakland in the last year. chp says it has received that request but isn't able to commit at this time. this morning, the mayor, the city manager and the current acting chief, brian addington, will make that announcement. his position is open because he announced he's retiring. the new acting police chief will be officially announced later this morning at 10 a.m. we're live this morning in antioch. i'm james torres, ktvu, fox two news. >> thank you. james staying in antioch here. police there are investigating two shootings, including one that was deadly. both happened yesterday. there's no official word yet on whether they're connected. the first happened just after 10 a.m. on rockford drive. a 26 year old man suffered several gunshot wounds. he was rushed to the hospital and died. in the second shooting, two armed robbers approached a man in a park, demanded his valuables. after a struggle, one of the robbers

shot the victim, who suffered critical injuries. >> our time is now 704. prosecutors will give more details today about the latest charges filed against the man at the center of a highly publicized kidnaping case in vallejo. matthew mueller is right now serving 40 years in federal prison for the 2015 kidnaping of denise huskins. that case is the subject of the docuseries american nightmare. prosecutors in contra costa county have said they've charged mueller with kidnaping three other victims for ransom near san ramon in 2015. investigators say the three victims kept quiet all of these years, fearing retribution. now, the announcement of the new kidnaping charges come just one week after mueller was accused of even more crimes in santa clara county, back in 2019. prosecutors say mueller sexually assaulted two women during two separate home invasions in mountain view and in palo alto.

>> later today, the public will get another chance to honor former president jimmy carter. his casket will make its way from atlanta to washington, d.c. later today. a procession will then carry the casket to the u.s. capitol, where the former president will lie in state in the rotunda until thursday. officials say security is very high for today's procession. >> we are not tracking any credible or specific threats associated with these events. that being said, we are certainly operating in a heightened threat environment. >> vice president kamala harris is expected to speak during president carter's service later today. members of the public can pay their respects this evening through tomorrow. >> our time now. 706. governor gavin newsom says california has a balanced budget. he unveiled a $322 billion budget proposal with no budget deficit after two years of major budget shortfalls. the governor says he's, quote, proposing little new spending. now. his plan

includes additional investments in public safety, health care, education and infrastructure. the plan is mostly a placeholder until may. as california waits to see if president elect donald trump will follow through on threats to revoke billions of dollars in federal funding for california. >> revenues in the state are up $16.5 billion. this is a snapshot subject to change significantly by may. a snapshot of the revenue projections above and beyond what we had projected last year. >> now, governor newsom's administration plans to give more information on the budget proposal friday. that's the deadline to present it to state lawmakers. >> oakland residents worry that budget cuts will cause the city to shut down more fire stations. city leaders may consider closing another four stations next month after temporarily shutting firehouses in the oakland hills and near the lake

2024 presidential election. former president jimmy carter's funeral is this week, and president elect trump is expected to arrive on capitol hill tomorrow to meet and strategize with republicans. >> if anybody here can answer about how to, you know, restore order when this city gets 5 to 8in of snow, then there i'd like to hear the answer to that. >> now, many government offices in the washington, d.c. area will join the public schools, and they will close for a second straight day. >> the storm is still causing travel disruptions nationwide. today, reagan national on the east coast is reporting 133 cancellations, 77 delays. chicago o'hare is reporting 31 cancellations, 69 delays there. here in the bay area, san francisco international is seeing five cancellations, 28 delays today. this according to flightaware. one traveler from new york said it's been busy. >> there were some delays.

newark had some runway shutdown because of the snow, so we sat on the runway for about an hour and a half more than we were supposed to, but everything was safe in the end. >> nationwide, more than 800 flights are canceled. more than 10,000 are delayed as of this morning. >> time is 709. a pretty badly damaged motorcycle being put up on a tow truck eastbound 24. as you head out of the tunnel, head over toward walnut creek and there's the motorcycle on the right. ended up in the bushes there and someone was injured. they took that person away. the fire department is still on the scene, and people are getting by. at one point, all the lanes were blocked. so there's a pretty significant backup now on eastbound 24 coming into the caldecott out of oakland. westbound 24 has improved a little bit, but the flashing lights on westbound 24, that slows people down. coming up the hill and getting into the tunnel. so we'll keep an eye on that. we're also looking at the

people have filed paperwork to run for mayor. today, the alameda county board of supervisors will continue talks over the sale of the oakland coliseum. oakland city leaders say the sale will help alleviate the budget deficit and help save important services. the city previously agreed to sell its share of the site to the african american sports and entertainment group. price in terms of payment, though, remain under negotiation. all right. >> our time is 714 in sacramento, the athletics checking out their new home with opening day for the new baseball season now just 12 weeks away. yesterday, a's manager mark kotsay and several of the players took a tour of sutter health park in west sacramento. now, this minor league ballpark will be their home field for at least the next three years. while their permanent stadium is being built in las vegas. they're hoping this new stadium will lead to a new era in a's baseball. >> they've gone through a lot of failure. they tasted success last year in july and august. their confidence has grown.

give yourself extra time. there was also a crash westbound 80 near gilman that traffic is backing up into richmond. if you're going to the bay bridge, that is backed up only to about the maze, it doesn't look terrible, but there is a backup. 720 mr. steve paulson is here. >> thank you sir. i appreciate that, sal. we'll start in southern california. they will. there is a high wind warning out, but they're also dealing with snow above 5000ft there. there is a winter weather advisory until 10:00. i think this was caught. i mean, a little bit of a surprise here dealing with this some rain. but then you can see it just evaporates as it starts to go downslope. but still i have to get through that first before. but it's going to be front and center. will be the offshore wind event kicking in. we already have some of it here. boy. i'll tell you, it does not look promising for any rain for at least ten to maybe 14 days. there's just nothing in our favor. so we've only gone four days without any rain. but we may be going about 14, 18, maybe 20, before something develops. san francisco climate data the

low 56. it's currently 57. the record minimum low is 53, set in 1941. so maybe san francisco will set a record high minimum, if you will. the record rain 2.06 and 1853, and the record high 68in 1911. so a little close to i don't think they'll get there, but it might flirt with it a little bit. you can see the system in southern california, the high builds to the north, the low to the south. we've already had some pretty good gusts here, and it's all north northeast near mount diablo, about 50 lucas valley, 44 santa rosa, fairfield, golden gate bridge, oakland hills at one time 35 to 36mph. so wind advisories out. it will be sunny and warmer, but breezy to windy for some today. that goes till 10:00 tomorrow and you can see there's not not a roaring breeze, but there's definitely a breeze today so that will continue. look at the temps 50s on most of the temps only a few 40s and we are running considerably warmer than yesterday at this time by 2 to 12 degrees warmer. hayward and livermore, now palo alto plus 13, san carlos plus 11. and in

reported the first death in the united states linked to the highly contagious avian flu. the patient was hospitalized after being diagnosed as the first human to contract the virus. the state will only say the person was 65 years old and had an underlying medical condition. health experts recommend avoiding unpasteurized milk products and monitoring the health of outdoor pets as they work to control the avian flu. >> our time now. 726 new research about young people says alcohol use among young people started declining long before the surgeon general issued a cancer warning last week. the

study says a growing number of young adults in recent years have been drinking mocktails and fruit juices instead of alcoholic drinks. this new study says half of young americans between the ages of 18 and 25 did not drink alcohol in 2023. some say this new cancer warning could result in older americans doing the same thing. >> the most recent data over the last 510 years or so has indicated that alcohol is a carcinogen. data now suggests that alcohol gets converted to acetaldehyde, which can cause dna damage to areas in the mouth, the esophagus, the stomach, the colon. >> now, the national institutes of health says alcohol results in 4 million hospital visits a year and 180,000 deaths. time at 727, governor newsom, praising

the headlines. >> all right. thank you. well, after two years of budget deficit, governor gavin newsom says this year california will have a modest budget surplus. and he gave a preview of his budget this week. there are already some responses to it. ktvu ali rasmus is here now to talk more about the state's budget picture. good morning alex. >> good morning dave. yes. no deficits this year. and according to governor newsom, there will be no cuts to basic programs and no tax increases. at least that's what the governor's prediction is for now. and even he says all of this could change depending on what happens with the incoming trump administration. but the governor expressed cautious optimism when he unveiled an early snapshot of his proposed budget this year. it's $322.2 billion. state tax revenues are up $16.5 billion, partly because of tax money collected from investments in the stock market, which did well in 2024. and the budget does tap into about $17 billion in reserves from the state's rainy day fund. but when it comes to education, there are

some popular programs that will continue, like free school meals as well as access to before and after school programs and summer school. the governor says his budget will also allow the state to fully implement universal transitional kindergarten. complete funding for that program means that schools would be free for about 400,004 year olds throughout the state. we spoke to the new president of the california school boards association with a thousand member districts across the state, and she applauded that move. >> the tk kinder curriculum is providing us a level playing field at this point, because now every child has the opportunity to really be ready to be successful at kindergarten level. >> we're also walking into headwinds, radically different moment in us history, world history, arguably. and as a consequence, we need to be prepared. >> governor newsom says changes in federal funding under the incoming trump administration could affect the balance of this

budget proposal. about a third of california's budget relies on funding from the federal government, including tens of billions of dollars to provide health services. now, this was just a preview, and we expect to have more details on the budget by friday. that's when the governor will formally present it to the state legislature. then the governor and state lawmakers will have until the end of june to hammer out the final details in the budget. so a lot can change in the next six months. garcia, back to you. >> ali. thank you. doctors across the bay area in the united states called in sick to protest. what they say is a lack of medical care in gaza. many attended a series of demonstrations, pickets and free clinics instead. even medical professionals who haven't traveled to gaza say the death toll of the war is taking a toll on their mental health. >> this is a moral injury for health care workers and i think just humanity in general. >> i mean, people are dying. and to feel like, yeah, some of the patients i saw there, you know, who knows how many are alive now?

may see more self-driving vehicles on the road when president elect donald trump takes office. a group of carmakers is urging federal lawmakers to clear the way for better autonomous vehicle policies and regulations in the united states. google's waymo, amazon, zoox, uber, volkswagen, ford and others are warning that china is determined to surpass the u.s. and become the global leader in self-driving car technology. the outgoing biden administration is banning medical debt from credit reports for millions of americans. the new regulation will remove nearly $50 billion in reporting of medical debt, and white house officials say that ban was adopted despite pushback from the banking and consumer data industries. federal lawmakers argue medical debt is not a good indicator of whether or not someone is able to repay a loan. coffee prices have been rising around the world, and they will continue to go up this year. agricultural experts say there are a couple of reasons behind the surge in coffee prices. one

shasta, where we now know the name of the pregnant woman who was killed over the holidays in a car crash in gilroy. 29 year old rachel marie gonzalez gallegos was killed on new year's day at the intersection of leslie road and new avenue. police say miss gallegos was with her husband and young son when they were hit by a driver, who has since been arrested on suspicion of dui. the chp says rachel gallegos was riding in a 2021 chevy suv when it was hit head on around 6:30 p.m. the 50 year old driver of the other vehicle, a gmc truck, was speeding, according to investigators. when that truck veered into oncoming traffic. >> will drive quickly on that road, but it's not overly crowded. i never thought it to be dangerous. it'd be nice to have a stoplight there. possibly. >> now, the unborn child did not survive the crash. a gofundme account with a photo of rachel

gallegos with her family has been set up. the suspect was booked without bail into the santa clara county jail. time now. 757 bar and restaurant owners all around the bay area are now spreading the word about a man who's known for skipping out of paying his tab. this is a photo they're sharing of 36 year old jared scott. prosecutors say he was arrested for dining and dashing at a red lobster in san bruno on new year's eve. but despite that arrest, there are still concerns he may target even more businesses. the case has even caught the attention of san mateo county's district attorney. >> somebody doing something like this endlessly, it can really affect the business. so i'm very sympathetic to the restaurant owners. on one occasion, he used the excuse of i've got to go to an atm to get money. he walks out and does not pay for it and isn't seen again. >> now, we talked to several bar owners who say they know this

had a settlement over the weekend. we spoke to a former city council member with past law enforcement experience, and he tells us he wants to see more transparency from the city with the history that they've had of interim police chief. >> they've made the wrong selections, and i hope they don't make the wrong one again. but who's involved in that? how did they how did they make the selection? that's a big concern of mine. >> with growing crime, antioch requested help from the california highway patrol for surge reinforcements, much like what we've seen in the last year in oakland, the chp has said in the past it's heard that request, but isn't able to commit those officers at this time. well, this morning, the mayor, the city manager and the current acting chief, brian addington, will make that announcement. his position is open because he announced his retirement. we'll learn who the new acting police chief is. coming up at 10:00. we're live this morning in antioch. i'm james torres, ktvu, fox two news. >> thank you. james, an investigation has cleared a

powerful figure in san francisco politics of sexual misconduct. kevin ortiz is returning to his role as co-president of the san francisco latinx democratic club. two women had accused him of sexual assault. ortiz stepped down from his job but denied the allegations, saying the encounters were consensual. the democratic club formed an investigative committee which could not corroborate the allegations. neither accuser talked to the committee. one called the process biased and said it trivialized her complaint. >> our time now. 805. later today, prosecutors will give more details about the latest charges filed against matthew mueller. he's at the center of a highly publicized kidnaping case in vallejo. now, mueller is serving 40 years in federal prison for the 2015 kidnaping of denise huskins, the subject of the docuseries american nightmare. prosecutors in contra costa county charged mueller with kidnaping three other victims for ransom near san ramon back in 2015. investigators say the three victims kept quiet all of these

years because of fear of retribution. now, the announcement of the new kidnaping charges come just a week after mueller was accused of even more crimes in santa clara county, back in 2009. prosecutors say mueller sexually assaulted two women during two separate home invasions in mountain view and in palo alto. >> one woman in los angeles went against the advice of law enforcement and was able to scare off three people who were trying to break into her home. it happened on the afternoon of december 30th in hollywood. hillary delaney says she was in her bedroom when she heard some noises and saw three people wearing masks in her backyard. one of them tried to break her window and she started yelling, this is what she said to scare them off. >> i'm going to shoot you. get out of my house! get out now! i felt so angry and scared. but in the end, like i do feel very proud of myself for defending my home and my family. >> security video shows three

people running away after hearing her. now, police say they did not appear to be armed. law enforcement widely agrees that people should not confront suspected criminals, and instead get to safety and call 911. >> time now is 806. a small city in sonoma county became the latest local community, cracking down on people who live in their rvs. now, police in sebastopol told them to move their vehicles immediately or likely they will be towed. the police say a dozen or more people are now living in rvs and trailers and vans off a highway just north of sebastopol. all of them are facing eviction under the city's new policy. >> oakland residents say they worry budget cuts will cause the city to shut down even more fire stations. city leaders may consider closing another four stations next month after temporarily shutting two firehouses down in the oakland hills and near the lake chabot golf course. neighbors say they fear response times from firefighters and emergency medical personnel will only lengthen. >> what are they going to do if

on that as the opening bell rang this morning. tech stocks pulled back a little bit, but nvidia did hit another record high this week after unveiling new chips for laptops and gaming at the consumer electronics show in las vegas. taking you live now to the new york stock exchange. a little bit of an opposite picture from yesterday where we saw some nice gains to start the week. the dow jones down just slightly. a little bit bigger drop for the s&p 500 down almost a half of a percent. the nasdaq really those tech stocks down today in the nasdaq is down about 200 points right now. serve robotics based in redwood city is raising more money to expand its last mile robot sidewalk delivery system. that's what it looks like. the spinoff from uber reports it has completed tens of thousands of deliveries for uber eats, 7-eleven and others. so far, the autonomous delivery company has served homes in los angeles and san francisco. it says it now has enough money to expand and enter new markets this year. and

hometown of plains after two years of budget deficits, governor gavin newsom says this year california will have a modest budget surplus. gave a preview of the budget this week. stakeholders are already responding well. >> ktvu allie rasmus standing by, joining us live to tell us about some of the popular programs the proposal will actually keep in place. good morning alex. >> good morning, garcia and dave, when it comes to education under the governor's initial budget proposal, free school meals will continue in california's public schools, as well as access to before and after programs and summer school. governor newsom expressed some cautious optimism when he unveiled an early snapshot of his proposed budget this year. it is $322.2 billion. state tax revenues are up $16.5 billion, partly because of tax money collected from investments in the stock market. and this budget does tap into about 17 billion in reserves. but there is no deficit this year. and according to the governor, there will be no cuts to basic

programs and no tax increases. governor newsom says his budget will also allow the state to fully implement universal transitional kindergarten, a move that education leaders in the state applauded. >> the tk kinder curriculum is providing us a level playing field at this point, because now every child has the opportunity to really be ready to be successful at kindergarten level. >> we're also walking into headwinds, radically different moment in u.s. history, world history, arguably. and as a consequence, we need to be prepared. >> governor newsom says changes in federal funding under the incoming trump administration could upend all of this. about a third of california's budget relies on funding from the federal government, including tens of billions of dollars to provide health services. the u.s. department of education sends california about $2,700 per student in federal funding. so if the incoming administration eliminates the department of education, that

news group reports that only 2,035% of students between kindergarten and 12th grade reached or exceeded standards here in california. there is, as you know, a lot of talk and concern about artificial intelligence in the classroom. we'd like to welcome the chairman of goddard to mornings on two. good morning to you, peter relin. >> good morning, and thank you for having me. >> of course. >> so this is for both teachers and students. how do you think each group can benefit? >> yeah. so i think one of the difficulties that people have with ai is the idea that we're going to somehow replace jobs and replace people. we took a fundamentally different approach where we believe that with math gpt, ai, the journey starts with the teacher, the instructor, because they need to trust this technology and tool. we feel and we've seen from many, many instructors where in hundreds of classrooms now that we don't want the student to simply cheat and, you know, take answers and solve their homework problems or assignments. so we really worked on making it an instructor

superpower as opposed to just a tutor. >> and of course, teachers can have a lot of difficulty teaching, you know, 30 children, all at varying degrees of competency in math. so hopefully this will take a little bit of that workload off them. let's talk about the student experience. i hope it's not just, you know, copying the homework question into a box and then having the computer spit out the answer. >> yes. that's in fact the exact thing we wanted to avoid. and the thing that there are two parts to that problem. one is that, you know, you can go to search engines and you can even go to chatgpt, and you can just provide your problem and out comes something. the first is we wanted to make sure it was a complete system and it was accurate and cheat proof. so you can't just ask matt, gpt or ai, hey, this is my homework problem or this is what i'm working on. how do i do this? it is actually not going to help you there. it's very patient, infinitely patient, but it's not going to try to actually solve your problem. it's going to make you think about it. so that was a huge part of what we had to build around this. the second part of that students really

love is it's not trying to make you feel bad or make you think that you're not good. so every student with different levels in the classroom can actually be at their level and be tutored at their level, which of course gives the instructor a huge relief from a constant, endless stream of questions and emails late at night. >> yeah, i mean, teachers and frankly, parents as well. you know, when we first started hearing widely about ai, there was a lot of fear that turned into somewhat reluctant acceptance. how do you want people who are not on the ai train to understand this, this product and maybe have it in use in their school district? >> yeah, it could be. so today we are really focused on community colleges, and i think you have experienced the benefit of the community college. the state education is wonderful here. so what we think and one of the reasons i got interested is i was a math tutor when i went to ucla, and i was so interested to see how students can take one course in math in the first second year, not be prepared or not do well on a midterm and then just give up so
