he is being honored at the nation's capital today ahead of his funeral on thursday. how people across the country are paying their final respects. the new developments surrounding the so-called gone girl kidnaper. the forensic dna testing that has led to new charges. plus antioch has a new acting police chief. the challenges ahead after that police department was rocked by scandal. the news at noon starts now. >> this is ktvu, fox two news at noon. >> good afternoon. i'm gasia mikaelian. we'll begin with breaking news here in hayward, where a reported stabbing is under investigation at the bart station. there it is impacting passenger service. we'll head to ktvu. tom vacar live with this

breaking report, tom costello notes here. >> so i want to get right to them now, sometime after 10 a.m, a person was stabbed. apparently some sort of an altercation occurred at the entrance turnstile of hayward, bart, where one person who did not pay was confronted by another person who did pay. that resulted in one person being stabbed. bart police as well as hayward police responded, but the assailant or assailants had already departed. we're told that two people had been detained, possibly at the south hayward station. all of this needs to be put into perspective. however, the latest numbers from bart police department show that at the end of august, overall crime in the system was down 15% compared with the same period in 2023. the trend includes a 10% drop in violent crime. the decline in crime rate comes as bart has been experiencing an increase in ridership now. the station reopened at about 11 a.m, but immediately closed thereafter because the crime scene still

existed. so police once again, in order to protect that evidence, reclose the station. no word yet on the condition of the victim who was taken to a hospital. and since once again, the station is not allowing pick ups or drop offs. a bus bridge will take riders to stations close by the station. however, i was told by one person could be open within the hour. that is the situation here at the bart station in hayward. tom baker, ktvu, fox two news. >> tom, i know it's early and it's breaking news, but do you know if the two people involved knew each other before the stabbing? you said one person went through without paying the fare and was stabbed by a second person. was the attack retribution, or is that all up in the air? >> well, i think what happened, at least what a couple of people told me who had, i think, secondhand knowledge. so i'm a little reluctant. but apparently the one person tried to tailgate in on the other person, basically saying both would go through at the same time, and

the person who paid objected to that and made some noise, and the other person apparently reacted with a knife. now we're going to get the details on that as soon as we talk more to the bart police and to hayward police. but that is the current situation. i've heard that story a number of times, so we'll go with that for now. but those are not necessarily the final facts. >> okay. and also, tom, the hayward bart station, does it have those new fare gates, the really tall ones that have already gone into several downtown san francisco and other bart stations, those those new tall gates that are meant to prevent fare evasion or. no. >> yeah, it does have those kinds of gates in there. and one of the reasons that they decided to reclose it was some people were getting off the train and trying to go through those gates, which were off limits simply because of the crime scene. so yes, it does have them. and that's probably the only way you can actually really try to do that now, other than trying to scale the fences, basically trying to tailgate,

which is possible. i've been through those gates, but it's offensive to the person who pai, and it's very close contact. and given covid and flu and all of that stuff, it's no wonder that somebody would complain. >> all right, tom vacar again, this is breaking news in hayward. you're on. it will break you loose here to get some more information. we'll see you in our later newscast. of course. tom vacar there. thank you. life threatening and destructive winds are set to hit much of southern california, bringing extreme fire weather conditions to the area. winds could reach up to 80 miles an hour. the national weather service is warning it will affect not just parts of california, but in nevada and arizona as well. red flag fire conditions could stick around in southern california through thursday. meanwhile, a fast moving fire has already erupted in the pacific palisades area of los angeles. it started around 11:00 this morning, has grown to about 20 acres so far. people could see smoke rising over the santa monica mountains. evacuations are currently underway. the pacific coast highway is shut down. we'll continue to follow the latest developments and bring them to you as we get new information. bay area firefighters are rushing to southern california as a powerful windstorm is about

to hit that region. now a red flag warning is in effect. cal fire san mateo santa cruz unit shared this photo as five fire engines head to nortest of los angeles to help in case of a wildfire there. happening now prosecutors are giving more details about the latest charges filed against matthew mueller, who is at the center of a highly publicized kidnaping in vallejo. mueller is serving 40 years in federal prison for the 2015 kidnaping of denise huskins. it's the subject of the docuseries american nightmare. prosecutors in contra costa county say they've charged mueller with kidnaping three other victims for ransom near san ramon in 2015. investigators say the three victims kept quiet all these years due to fears of retribution. the announcement of those new kidnaping charges comes just one week after mueller was accused of additional crimes in santa clara county, back in 2009. prosecutors say mueller sexually assaulted two women during two separate home invasions in mountain view and palo alto.

there's a news conference happening right now. we'll bring you the latest coming up in just minutes. now to antioch, where a former acting police chief is going back to the job. leaders say the city is turning a corner. ktvu james torres reports from antioch. >> antioch's newest acting police chief is captain joe vigil. he had the job earlier this year, and he'll pick it up again starting this friday. antioch city manager making the announcement official. leadership is changing at the police department because the interim police chief, brian addington, is retiring. >> we will reach full staffing. we will build a reputation as a professional constitutional police department, and we will put this dark chapter behind us, working together to fight crime and restore a sense of safety for all who live and work in the city of antioch. >> the department is working to get back to full staffing. chief addington says that can happen in the next year. they're also looking to move past the racist tech scandal, which captured the attention of the u.s. department of justice. a settlement was made last week, and the

department's policies will be under the review of a third party. new acting chief captain joe vigil says while the department is going through improvements, there is still work left to do. >> i want us to continue working with our mayor and city council on moving the agency and the needs of the city forward. our priorities will continue to be hiring, recruiting and public safety. >> the city manager is launching a nationwide search for the city's next permanent chief. captain vigil says he will apply for the job. reporting in antioch. i'm james torres, ktvu, fox two news. by his family. former president jimmy carter's casket. leaving the carter center in atlanta on tuesday, giving people another chance to pay their respects. >> he was an amazing man, and he was held up and propped up and soothed by an amazing woman. and the two of them together changed the world. >> after being flown to joint base andrews, a motorcade will escort carter's body into washington, stopping at the u.s. navy memorial as a tribute to carter's place. as the only naval academy graduate to become president. the former commander in chief will then be taken to the capitol, where he will lie in state until thursday, when his funeral service will be held at the national cathedral. >> i don't really know how you eulogize him, but he was such an example of an amazing man. >> carter died last month at the age of 100, living longer than any u.s. president. but during his time in office, he was considered a washington outsider, going from his family

peanut farm to the governor's mansion and then the white house. >> the amount of what he accomplished, you know, i mean, unfortunately, he was an unpopular president. but when you look back, he was way ahead of his time. >> after his funeral thursday, carter will be returned to his hometown of plains, georgia, where he'll be buried next to his wife, rosalynn. in washington. connor hansen ktvu, fox two news. >> after two years of deficits, california governor gavin newsom says this year our state will have a modest surplus. he unveiled a preview of his budget this week, and stakeholders are already responding. ktvu ali rasmus live here with a look at the state's budget picture when it comes to education. >> ali gasia no deficits this year and according to the governor, there will be no cuts to basic programs and no tax increases. that means some popular education programs are expected to remain intact, at least for now. governor gavin newsom expressed cautious optimism when he unveiled his proposed budget this year. it's

$322.2 billion. state tax revenues are up $16.5 billion, partly because of increased tax revenue. and the budget does tap into about 17 billion in reserves. but when it comes to education, free school meals will continue in california's public schools, as well as access to before and after school programs and summer school. newsom says his budget will also allow the state to fully implement universal transitional kindergarten. complete funding for that program means school would be free for about 400,004 year olds throughout california. >> child care is very, very expensive. we know that. and tk offers a way to, you know, to get four year olds into the classroom to start getting them ready with some basic academic skills and prepared for kindergarten. >> but it wasn't all good news from the governor. >> we're also walking into headwinds, radically different moment in u.s. history world history, newsom says the big variable in all of this, possible cuts in federal funding to california under the incoming

trump administration, a third of the budget of california comes from federal sources. >> so at $322 billion as a budget, the state of california is going to have to take a look at what needs to be cut. if federal money across the board is cut. >> most of that federal money helps pay for health services in our state. but california also gets about $2,700 per student in federal money. representatives from the incoming trump administration have publicly proposed eliminating the u.s. department of education altogether. >> education is very popular. those kind of cuts would hit california, but they would also hit a lot of red states and their constituents. and so i don't really see it happening. >> eliminating the department of education and some of these other things. i think the bureaucracy is such in washington, d.c, that that's a very tall order, and i don't see that happening very easily, if at all. >> and we expect to have more details on the governor's proposed budget by friday, when

ice storms. schools in the washington, d.c. area are closed today for a snow day. many government offices in the d.c. area will join public schools and close for a second straight day. the storm is still causing travel disruptions nationwide here in the bay area. all three airports are seeing either cancellations or delays due to the weather. sfo seeing the most canceled and delayed flights. nationwide, more than 900 flights have been canceled. meta is making a series of controversial changes that some say will restore free speech and expression across its platforms. meta will now end its fact checking program on facebook, instagram and threads and rely on users to add notes or corrections to posts similar to what we see on x, ceo mark zuckerberg said the federal government pressured the company into censorship over the past few years. >> over the past four years, when even the u.s. government has pushed for censorship by going after us and other american companies, it has emboldened other governments to go even further. but now we have the opportunity to restore free

expression, and i am excited to take it. >> meta is also updating its content moderation policies and reversing changes that reduced political content in user feeds. zuckerberg acknowledged the trade off could mean that more harmful or incorrect content will appear on its platforms. we'll turn now to the weather. we'll take a live look outside here at the oakland estuary, all the way to san francisco and beyond. rosemary oroczo we've been reporting on heavy winds throughout the morning hours, and that brings sparkling clarity. >> you're right. in that northeast flow and wind gusts also warming things up. we are much warmer today compared to yesterday. giving you a view here over san francisco. you can see the camera shaking just a little bit, indicating those winds, especially in our hills. originally it was just our hills and our coastline with the advisory, but now it's pretty much the entire bay, excluding the santa clara valley. here's a look at the northeast flow. and you can kind of see how it just chews away at any possibility of fog coming ashore, nor developing, as we are much drier

compared to yesterday. yesterday at this time, our relative humidity was close to 100%. we're now 35% in the oakland hills, ben lomond 33% and mount diablo reporting 56, with winds anywhere from 29mph right now, mount diablo to 24 ben lomond. so it's a dry, windy one out there. and as garcia mentioned before, the break in southern california, where they haven't seen much of any rain, there's actually red flag warnings due to the very dry conditions. for us, it is a wind advisory that will continue into tomorrow morning. and it's not only our hills and napa reporting a wind gusts right now to 32mph. concord gusting to 25. as we shift over towards the peninsula, not bad. sfo at this time, but hayward reporting 36 and over towards the santa clara valley. notice the winds are light, even calm. reported in mountain view. the gusts expected to reach anywhere from 40 to 50mph between now and tomorrow morning. we've already seen a few areas like mount saint helena and mount diablo

hit 50mph earlier today, so most of the coast the peninsula, san francisco, the east bay hills, valleys and our bayside communities, as well as the north bay. but notice this one little section here in the santa clara valley, not included in the advisory. as we talked about, temperatures are much warmer compared to yesterday, up by 18 degrees right now compared to yesterday at this hour. santa rosa, petaluma these were the areas that were really socked in by fog even into the afternoon with that fog advisory. if you remember, 67 right now in san francisco, we have mid 60s reported in walnut creek and upper 60s in novato. as we get into the afternoon, temperatures are going to climb just a little bit more. and today is not even going to be the warmest day. we also have an advisory along our beaches that will continue until 9:00 this evening. for large breaking waves, the increase sneaker waves as well as rip currents, and that will include our entire coastline. so when we get weather like this, folks think, let's head to the beach. it's going to be really pretty

1000 homes were damaged, cars crushed by debris. at least 126 people were killed. many others were trapped as crews looked for survivors. people in northeastern nepal felt strong shaking. there were no initial reports of injuries or damage there. we've just learned that president biden has canceled his trip to thermal, california in the coachella valley. he was set to visit the area to establish the first of two new national monuments to honor indigenous tribes, but the event has now been rescheduled for next week, and it will happen at the white house. tribal leaders were asked where the monument should be located. one will be located south of joshua tree national park. it will make drilling, mining and any other energy industry related activity illegal in the area. other monument will be in far northern california, an area close to mount shasta. investigators in las vegas are still trying to determine a motive for an explosion outside the trump hotel on new year's day. federal agents are inspecting the charred wreckage of the truck in their search for answers in las

vegas. they say an army green beret died by suicide just moments before the explosion. that caused minor injuries to seven people outside the trump international hotel. experts stress that this investigation is still in its earliest stages. >> it takes a while to figure out motive. there's more about motive than what you think people say. well, it's got to be this. it has to be that. no, there's a lot more to it. there's a lot that goes into it. if you're going to do something as an international terrorism, domestic terrorism or whatever you're going to end up doing to start with, it takes a lot of preparation. reporter. >> the man's former girlfriend served as an army nurse. she says that he struggled with severe mental health issues following a traumatic brain injury. authorities say data from the exploded cybertruck are providing a big boost to the investigation. they say tesla could have tracking information on the driver's travels in the days before the explosion. privacy groups say this disclosure highlights their concerns, and say tesla and other car companies have the ability to spy on their owners and shouldn't be providing the information to law enforcement.

the competition to be alameda county's next da is underway. 15 candidates have officially applied to replace former da pamela price, who was forced out in a historic recall last november. candidates include prosecutors, a superior court judge, alameda city attorney and an art school director. the board of supervisors will review applications and hold public interviews later this month. a final decision expected by february. the new da will serve until the 2026 general election. a california republican assembly member is pushing for a bill to build to ban transgender girls from high school sports. the legislation would require organizations regulating high school sports to enact rules ensuring that only individuals assigned female at birth are allowed to participate in female sports. the bill comes amid several ongoing legal battles involving transgender students and athletes in california. the measure faces significant barriers in the california legislature, where democrats hold a supermajority. next, he

former president jimmy carter are taking place now in washington, dc. we'll take you there. live through these videos and pictures. late president's casket arrived about an hour ago at joint base andrews. accompanied by his family members. a motorcade then took them to the u.s. navy memorial as a tribute to carter's place. as the only naval academy graduate to become president. his casket will be transferred to a horse drawn cassian for the final trip to the nation's capital, where he will lie in state until thursday. his family will walk the route to mirror president carter's inaugural procession, when he started the tradition of walking for the presidents who followed. mr. carter had been lying in repose at the carter presidential library in plains, georgia, since saturday. 23,000 people visited and paid their respects. >> an amazing man, and he was held up and propped up and soothed by an amazing woman. and the two of them together changed the world.

>> on thursday, the former president's casket will be returned to his hometown of plains, where he'll be buried next to his wife, roslyn, who died in 2023. this thursday, a local habitat for humanity chapter joins a nationwide effort to honor the late president. habitat for humanity east bay silicon valley will install memorial doors at oakland city hall amphitheater and san jose city hall's east plaza. the tribute will happen during mr. carter's washington, d.c, funeral and a national day of mourning. habitat staff and volunteers who hosted the carter's during their bay area visit in 2013, will unveil the doors as a tribute to the carter family. san francisco will swear in a new mayor this week. tomorrow's ceremony will be followed by a community celebration. ktvu christian captain reports that preparations are well underway. >> san francisco's civic center plaza is buzzing with activity. crews covering the ground with flooring and building a riser as the city prepares to swear in mayor elect daniel lurie on wednesday. the incoming mayor releasing a statement inviting

the public, saying this event is for every san franciscan who wants to be part of turning around our great city. i hope to see you all there. the incoming mayor's communication team announcing that the community celebration set to take place after the inauguration in chinatown, will be headlined by san francisco native zhu. work is already underway by law enforcement to secure the inauguration. the community celebration and all the attendees. >> we're working with the police department and other law enforcement agencies, as well as other city agencies, to make sure that everybody is safe and that it's a celebration without the concerns of recent events. >> the inauguration is expected to draw thousands, including vips and the public. law enforcement is asking everyone to enjoy the inauguration, but also remain vigilant. >> it's always helpful for everyone to be involved in keeping everyone safe. so if you see something, say something. >> there will be a perimeter established around civic center plaza. streets around the plaza will be closed, and the transition team says there will be metal detectors at the entrances on larkin, at grove and mcallister. concern over the

closures have some local businesses worried. amit singer, from king on grove street, says in the past, closures for big events have impacted his bottom line. >> so last year we had a couple of events in the city and they all closed. closed the streets with the metal gates and nobody was able to walk into the restaurant. so we did not get enough people in the business. >> he says he hopes that those attending the inauguration will choose to celebrate by eating lunch in the area and supporting local businesses. >> you just, you know, go past the gates, the gates, try to see what's around, what kind of food around, you know, try, try, try to, you know, be open to try out our our food. different food, you know. >> the inauguration is set to get underway at 1130 on wednesday, followed by an open house inside city hall. and it's all part of an all day celebration that continues into the evening, with a night market and community festival in chinatown in san francisco, christien kafton, ktvu, fox two

news. >> now to oakland, where major changes are happening within the city council. council member kevin jenkins was appointed to the new role of council president, and interim mayor came the same day. former congresswoman barbara lee took a step forward in running for mayor in april's special election. ktvu jana katsuyama reports. >> a day of big changes monday at the oakland city council meeting. by a unanimous vote, the new city council appointed district six councilmember kevin jenkins to be president and fill the role of interim mayor. jenkins is the third person in two months to lead the city, after outgoing president nikki fortunato bass stepped in following the recall of xiang tao. >> i believe that he's someone who listens to everyone who has the ability to just focus on what's the solution, the outcome we're trying to achieve and bring folks together that will be really important over these next four months until our election. >> council member noel gayo was appointed president pro tem to lead the council meetings, also by a unanimous vote. the council has three new members. >> i'm able to sit next to noel

leaders throughout the city of oakland, and she's very deeply aware of what the challenges are for the next mayor. >> i want to get a transition plan ready so that that person can hit the ground running. that person will come in in the middle of our budget process. first and foremost is public safety and the budget process. we need to make sure that our fire stations stay open. >> the city clerk says. congresswoman barbara lee still needs to file nominating signatures and other paperwork to officially be on the ballot. her spokesman says that she expects to make a statement later this week. so far, 13 candidates have filed with the clerk's office. the deadline is january 17th. reporting from the newsroom jana katsuyama, ktvu, fox two news. >> new at noon. we're hearing new information about the latest charges against matthew mueller, who was at the center of a highly publicized kidnaping case in vallejo. just minutes ago here. prosecutors announced charges against mueller in contra costa county. they're accusing him of kidnaping three victims for ransom near san ramon in5. investigators say the three kept quiet all these years due to fears of

retribution. denise huskins was at the news conference. mueller is currently serving 40 years in federal prison for kidnaping and assaulting huskins in 2015, in vallejo. investigators say circumstances of the crimes are similar to the vallejo kidnaping, and at least one other from more than 30 years ago. >> we now know that as far back as when he was 16 years old, that mueller had committed his first kidnaping and sexual assault. that was in 1993. that case is still under investigation, so we will not comment any further on it. >> last month, mueller was charged with sexually assaulting two women during home invasions a month apart in mountain view and palo alto back in 2009. we pregnant woman who was killed in a crash in gilroy over the holidays. 29 year old rachel marie gonzalez gallegos was killed at the intersection of leavesley road and new avenue on new year's day. policsay she was with her husband and young

son when they were hit by a driver who has been arrested on suspicion of dui. chp says guzman was riding in a 2021 chevy suv when a vehicle was hit head on around 6:30 p.m. officers say the 50 year old driver of the other vehicle was speeding when his gmc truck veered into oncoming traffic. >> people drive quickly on that road, but it's not overly crowded. i never thought it to be dangerous. it'd be nice to have a stoplight there. possibly. >> the unborn child did not survive. a gofundme account with a picture of gallegos and her family has been set up. the suspect was booked into santa clara county jail without bail. hey, move! >> hey! watch out, watch out! >> caught on camera here. a terrifying moment. a driver started swerving wildly, almost hitting a large crowd of cyclists in l.a. this happened this past weekend. in the middle of the day. saturday video was posted to instagram shows a driver weaving in and out of a crowd of cyclists, even on the wrong side of the road, for about half a mile. >> i didn't see any illegal behavior on their part. that guy

was just playing with people's lives like he was in a video game. >> another video posted on instagram shows people vandalizing what looks to be the same car in a parking garage. cyclists seem to be chasing away the driver. right now, it's unknown if anyone was hurt or if the police got involved. here at home, bay area bar and restaurant owners are spreading the word about a man known for sharing photos of a 26 year old identified by investigators as jared scott. prosecutors say he was arrested for dining and then leaving a red lobster in san bruno on new year's eve without paying the bill. despite the arrest, there are still concerns he could target other businesses. the case also has the attention of san mateo county's district attorney. >> somebody doing something like this endlessly, it can really affect the business. so i'm very sympathetic to the restaurant owners. on one occasion, he used the excuse of i've got to go to an atm to get money. he walks out and does not pay for it and isn't seen again. >> we talked with several bar owners who say they know the man

that has stolen from them. most simply refused to serve him at this point. richmond police say there's been an increase in people being robbed while out in that city. officers are warning people and offering tips to avoid being robbed. they say stay aware of your surroundings, especially when you're entering or exiting your vehicle. stay off your phone to avoid distraction when you're in a public place. police also suggest traveling in groups, especially at night. now to a major change that could affect millions of americans credit scores. the outgoing biden administration is banning medical debt from credit reports. this new rule would erase an estimated $49 billion in unpaid medical bills from credit reports. white house officials say the ban was adopted despite pushback from the banking and consumer data industries. federal lawmakers argue that medical debt is not a good indicator of whether or not someone is able to repay a loan. the first human death linked to bird flu here in the united states. what doctors say we need to watch out for, and how the bird flu is impacting something many people and businesses rely on. >> and outside our doors this afternoon. dry, windy and warmer. i'll have a look at the

responding to news of the nation's first human bird flu death. >> it's a different mutation. most people have not been seriously ill. >> the patient, who had been hospitalized in louisiana after being diagnosed, was over 65 and reported to have an underlying medical condition. still, doctor chin-hong says there are things people can do to better protect themselves, including getting a flu shot and not drinking raw milk or unpasteurized milk products because the risk is just increasing in dairy cattle in california. plus, if you have backyard chickens or a cat, he says, monitor their health. and if they appear, ill wear ppe if you're bringing them to the vet. >> and i think, above all, if you have symptoms and you have one of these risks, seek medical attention as soon as possible. >> so far, the cdc has confirmed 66 cases of the flu nationwide, with 37 of them in california. meantime, the avian flu, which has been spreading among wild

ktvu fox two news. >> california's long delayed high speed rail system continues to be constructed in the central valley in kern county. governor newsom and other officials drove ceremonial spikes at a groundbreaking for a new rail yard to stage equipment and supplies. the governor said 50 important projects have been completed along the route from bakersfield to merced, with passenger service expected to start between 2030 and 33. >> what is represented today is a game changer, a transformative moment for kern county's workforce. our access to uc merced, our access to other parts of the state, our access to upward mobility to skill up to get some education. >> under the biden administration, the project received $6 billion in federal funding. that might not be the case under soon to be president trump. republican lawmakers from california just proposed a bill to end federal support. the rail project is estimated to be about $100 billion over budget and well behind schedule. a fast moving fire already erupted in

the pacific palisades area of los angeles, broke out around 11:00 this morning. has grown to about 20 acres so far. you can see thick black smoke rising over the santa monica mountains. evacuations are currently underway, as is the air attack. pacific coast highway is shut down. as we follow the latest developments here, let's bring in our meteorologist rosemary oroczo. because most people don't think of january as high fire season, but it has happened before in southern california. you're right. >> gasia not good. take a look at that. wow. you can see how the winds were really carrying the smoke. and as we turn it over to the graphics here, the high wind warning red flag warning for southern california is going through tomorrow. and for certain parts of the southern california area will go into thursday. and as i put this into motion, you'll see how all the oranges and reds just kind of remain in place. in fact, they even get worse, indicating stronger winds coming our way at times into the afternoon and evening hours. and the winds will continue through tomorrow. so a lot going on there, as we know, as we've been talking about, we even have local

firefighters headed to southern california because there is that big concern for us. thankfully, we've had enough rainfall to help offset that fire danger. we have a wind advisory. we do not have a red flag warning, but the setup here, with this high pressure off our coastline, in this low pressure to the east of us, just kind of digging in just right off of southern california, creating that northeasterly flow. that is what is dried things out for us here in the bay area. it's also drying things out in southern california, and it increases the wind. it increases our temperatures as well. so outside our doors at this hour we've been talking about we are much warmer compared to yesterday. let's check in on the winds for us here at home. mount saint helena reporting 35mph at this time. earlier this morning, mount saint helena clocked 52mph. so those winds are going to continue to dry the air out here at home into the afternoon. napa reporting a wind gust to 32 shifting over towards the peninsula. not too bad at sfo

12mph, but the inner east bay. livermore reporting 28. santa clara valley, not part of the wind advisory. and you can see the winds there from mountain view over towards san jose. light rolling into the afternoon. do we do expect relative humidity to remain decent but still falling compared to yesterday, when we were near 100% getting into the evening hours. notice the winds still gusting 30, 40, 45mph and expected to continue during the overnight hours. the advisory goes until 10:00 tomorrow, and that's when we do expect the winds to begin to die down. still a little breezy for tomorrow, but nothing like what we're seeing out there for the afternoon today. meanwhile, temperatures now 70 degrees reported in novato, 68 in san francisco, mid 60s in walnut creek. we are anywhere from 5 to 10 degrees above average for this time of year. and today, perhaps not even the warmest day. take a look at the extended forecast where wednesday into thursday, we do expect to remain with those very warm conditions even as we get into the weekend. temperatures are going to fall

snowball at them and then i run away. >> the organizers of the snowball fight also partnered with special olympics d.c. this year to help answer questions and fight stigmas about people with disabilities. special olympics d.c. is also planning a polar plunge. people aren't the only ones enjoying the winter wonderland in d.c. two giant pandas at the smithsonian's national zoo tumbled around in the snow in their renovated habitat. about five inches of snow fell in washington. the general public will get its first chance to see the pair on friday. coming up from oakland to sacramento, baseball season is just around the corner, and the a's are checking out their new home at sutter health park. how the team hopes their new temporary home will lead to a new era in bas all. january 24th from 9:00 at night to seven in the morning. this means only one track will be operational during that time, and trains will arrive every 18 minutes instead of every nine. bart says the maintenance work will help ensure the safety and reliability of the airport connector. a maintenance project by martinez refining company will create some noise and traffic for the next few months. the company announced the scheduled maintenance will run through early april. expect more cars in the areas of marina vista and shell avenues, along with the noise and increased flaring. executives call the project a major investment in the refinery's future. the world's largest fast food chain is rolling back its diversity goals. mcdonald's announced it's ending some of its diversity practices, citing a supreme court 2023 decision outlawing affirmative action on college campuses in admissions. the company says it will no longer set goals for representation and hiring, and will stop requiring its suppliers to sign mutual commitments to diversity, equity and inclusion. walmart, john deere, harley-davidson and others have also rolled back their diversity initiatives.

disney is merging its online tv business with fubo. the deal will combine hulu live and fubo tv, and clear the way for a sports streaming platform called venue sports. the platform was supposed to launch last fall and would have featured sports from espn, fox and warner bros. well, it's the end of the 49ers season. players were back clearing out their lockers following a disappointing finale to what's been a challenging and frustrating year. the niners lost seven of their final eight games, finished last in the nfc west. the team's six and 11 record is its worst since 2018, and it comes with a handful of major injuries that plagued the team all season long. ktvu jesse gary stopped by the niners facility. he has more now straight from the players. >> excited? definitely excited. >> monday sees a type of boxing day for the niners at levi's stadium. the interviews and exits an end of season ritual. no one wanted to perform so early in the new year. >> it feels different. you know, i don't i don't want to get used
