moistures, will keep the fire threat in all of los angeles county. very high. >> fire agencies in southern california are bracing for a new round of potentially dangerous winds as they continue the battle against two destructive and deadly wildfires. those winds threaten to reverse some of the progress made by crews on the fire lines. good evening. >> i'm betty yu and i'm mike mibach. the wind and dry conditions have been fueling those wildfires in los angeles county since tuesday morning. here is what we know at the top of the hour here. the death toll now stands at 16. 16 other people have been reported missing, and in all, at least 12,000 structures have been destroyed or damaged. >> governor newsom has deployed an additional 1000 national guard troops, bringing the total to 2500. they will be supporting wildfire suppression efforts, stationed at traffic control points and providing protection in some burn zones. ktvu leo carroll joins us from the

newsroom with late details. bailey. >> yeah. mike and betty, while firefighters have made progress, in no way are people in la in the clear. a big part of that is because of those high winds that are expected to come in over the next few days. fire crews from all over the world, including mexico and canada, they are there in la fighting these fires from the ground and in the air. right now, crews are going through residential neighborhoods in malibu and pacific palisades, looking for hotspots where the fires may break out again. i spoke with an oakland firefighter this afternoon who has been assigned to the eaton fire. he told me that there was some flare ups there late last night because of those high winds moved in, but he said they're going literally square inch by square inch to make sure nothing reignites. officials. they are also warning about possible looters. they are warning those people to stay away from these areas affected. >> this isn't over. the fires may be closer to being over. you

hear that from our fire chiefs if it goes that way. but we do have this pending weather event. we are not going to deescalate the number of people that we have out. from a law enforcement perspective, that will stay the same. a couple of other factors. i want to reemphasize that we do have a curfew still in effect for the impacted areas. that goes from 6 p.m. to 6 a.m. what does that mean? simply stay out of the areas. if you are not a first responder or have emergency business there. >> officials estimate that about 200,000 people have been displaced because of the fires. now, i did ask that oakland firefighter to describe the scene and what it is like on the ground. he told me it's just destruction everywhere you look, but added that one thing that has stood out to him is how people are coming together to help one another during this difficult time. he also added that some firefighters, who went

days without rest at the very beginning of this firefight, they are now able to get some rest because they do have a lot more people involved in this fight, and he wants everybody to know that these firefighters, they are not going to give up, but the hope is that they can, of course, get these put out sooner rather than later. >> all right. beverly o'carroll live in the newsroom with the very latest. bailey. thank you. as bailey mentioned, firefighters down south bracing for another round of potentially powerful winds through the area. this could further complicate firefighting efforts. chief meteorologist bill martin joins us now with that part of our coverage bill. >> yeah for sure. i mean, this was the perfect storm for a firestorm in terms of dry la, 1% of rainfall average at lax. to put that in perspective, we're over 100 and 110, 120% in northern california of rainfall average today. so they're super dry. then they get the record winds or the really strong winds. and it's you get what you got and it's going to continue. the winds shouldn't be as

strong, but the red flag warning will continue through wednesday. the embers, the fires that have been put out will continue to be a problem as they can easily, as you know, can easily restart. and that's how the oakland hills fire got started was after a fire. we thought it was out and then the winds got ahold of it. so this is the smoke plume. and what i want you to see on the smoke plume is basically the wind direction. so here you see the smoke going offshore. this is tonight. and then you see the offshore wind. now watch what happens as we go into overnight. see this right here. that that's the wind picking up again tomorrow afternoon and really pushing those those those smoke plumes offshore. so it's an air quality thing for sure. but it's also the winds are going to get going and we could see wind gusts. they're not there yet. the eaton fire you've got wind gusts to ten miles an hour by the palisades 15 miles an hour. but as we go into the overnight hours into tomorrow, mid morning, early afternoon winds will pick up to 25 to 35, maybe 50, maybe 60 miles an hour. so big concerns in la. and by the

way, next chance for rain in southern california the 21st of january the soonest is what the long range models are saying. and even then it doesn't look like much. so it's kind of a kind of a thing down there. we'll keep an eye on it for you. i'll be back here in a few minutes with the full forecast. >> all right. thank you bill. well, more information on the eaton fire was shared today at a community meeting hosted by the los angeles county fire department. incident management leaders explained the current status of this blaze. >> as you come along the fire's edge here along the mount wilson road, coming back down into mount wilson. here the fire is holding along the south side of the road. the firefighters were successful at keeping all of the structures up at mount wilson secured. there is some blistering and small minor things that had occurred from the radiant heat that occurred as the fire made its way up towards that infrastructure, but there were no structures lost at

mount wilson due to the hard firefight the men and women put in. >> firefighters have not been able to attack parts of this fire due to that rugged, steep terrain of the local hills and mountains. >> now, firefighters are making progress in their battle against two smaller fires in the l.a. area. cal fire says the kenneth fire is now 100% contained. after burning more than a thousand acres in los angeles and ventura counties. all evacuations have been lifted in that fire. evacuation orders have also been lifted in the hurst fire. this burned about 800 acres near sylmar in the northern edge of san fernando valley. cal fire says it's now 89% contained. the l.a. times is reporting fire agencies are investigating whether a downed power line may have caused that fire. southern california edison said friday a downed conductor was found near the fire, but added that it is unclear if that happened before or after the fire started. >> today on meet the press, governor gavin newsom was interviewed from inside the fire zone in altadena. he was asked

if the fires in los angeles will end up being the worst natural disaster in u.s. history. >> i think it will be in terms of just the costs associated with it, in terms of the scale and scope. i don't need to remind the folks in california where the tubbs fire, 5600 houses were lost, and of course, camp fire, where we had 18,000 housing units lost and 80. >> governor newsom also called for a california version of the marshall plan, the american effort to rebuild western europe after world war two. >> we already have a team of looking and reimagining la 2.0, and we are making sure everyone is included, not just the folks on the coast, people here that were ravaged by this disaster. >> you just said you're organizing a marshall plan. >> governor newsom detailed his executive order that eliminates some environmental requirements and ensures that property tax assessments are not increased for those who rebuild. his order also calls for the state housing

department to work with affected cities and the county to develop new permitting rules that would allow for all approvals to be issued within 30 days. >> a number of bay area businesses are stepping up to help with acts of kindness. ktvu is amanda quintana reports on just some of the fundraisers benefiting victims of the l.a. fires. >> sometimes when you see people struggling like that, the first instinct is just like, what can we do? >> bay area small businesses are finding ways to help the fire victims in l.a. blake hunter at hello bagels in berkeley added a special huevos rancheros bagel to his menu, with all proceeds from it going to feed the streets. l.a, a nonprofit getting food, water and hygiene products to people displaced by the fires. >> for us, as a small business, the biggest thing that was important to me was providing assistance to someone on the ground with not as much notoriety as some of the larger, larger organizations that are providing support. >> hunter says on saturday

alone, they raised $500. while losing this kind of profit can be hard, it's worth it. >> i mean, it's a sacrifice for sure, but like if you're looking at it like in comparison to the sacrifice that people are suffering from the fires, like, it's just like a risk that we were willing to take. >> just across the bay, blackjack bakery is taking a similar approach, designing an i love la coconut layer cake. $50 of the $70 price tag will go to restaurants care, a relief fund for food and beverage workers. >> when you're watching the videos, you're like, oh my god, the dogs, you know, oh my god, the elderly, oh my god, you know. and i just think it becomes so huge. and if you can sort of focus like narrow your focus. for me, i can't imagine what it would be like to be a small business owner during this time there. i just it breaks my heart. >> owner jillian shaw lundgren says she knows the cakes can be successful. she's raised more than $10,000 doing fundraisers

like this in the past. >> and i think it also makes people feel better to do something. and why not sort of put my hands to work and then sort of send some money to people that really, really need it. >> for bartender leah hanley, this all hits closer to home. she grew up in altadena. >> school i went to is gone, as well as a lot of the homes of people that i grew up with that i love and care about deeply. so we're just happy to do our small part to help as much as we can from up here. >> she created the city of angels drink being served at the snug, even the ingredients paying tribute to her home cocktails really just inspired by the terroir of california. >> we've got kumquat and rosemary in it. it's two of the larger flavors, just a floral cocktail, and i included some rose water to help represent pasadena as well as the city of roses. >> on friday night, it doubled the sales of the bar's other top selling drink, the proceeds being split between the california fire foundation and the pasadena humane society. another small way to make a difference, contributing to a

this morning. according to the usgs, a 3.7 magnitude earthquake hit concord at 849.he epicenter was near theowntown area. tonight, there are no reports of any damage in the area of downtown concord. bart did conduct safety track inspections after the quake, causing some delays. police in san jose are now investigating a

shooting that left one man dead. police say officers responded to loma verde drive and eden avenue around 10:00 last night, and found a man with gunshot wounds. he was transported to the hospital, where he was later pronounced dead. police have not released the name and age of the victim, or what may have led up to those shots being fired. >> bart police are investigating a fatal accident on the tracks in downtown san francisco. it happened shortly after 9:00 last night between the civic center and powell stations. investigators say a train struck and killed a man who had wandered onto the tracks. the deadly accident in san francisco caused system wide delays for several hours last night. >> tonight, an investigation is underway in oakland after two people were hurt in an early morning shooting. police say it happened on garfield avenue, just off 76 avenue, just before 5:00 in the morning, when officers responded to the shotspotter alerts. they did not find any victims at the scene, but two people with gunshot wounds did show up at a nearby hospital. they were listed in critical but stable condition.

no arrests have been made in the case, and today's shooting does come after a triple shooting friday night that killed two people in berkeley. police are investigating a burglary at the chevron extra mile convenience store on san pablo avenue near gilman. the store shared security camera video of several men gaining access by breaking a window last night. once inside the store, they then used a crowbar to open up an atm. there is no word yet from police on any arrests or how much was taken. >> the red cross is among many relief organizations that is on the ground in southern california, working to provide critical support. the nonprofit said it has several hundred volunteers helping its operation, including 40 people from the bay area. tonight, i spoke with its regional ceo, who is in downtown los angeles, at its disaster relief headquarters. >> so many people want to help, especially here in the bay area. what is the best way to support the red cross? >> yeah, the quickest way to make an impact is to make a financial donation to the red

cross. folks can do that by visiting redcross.org, calling one 800 red cross, or texting the word red cross to 90999. i'm here on the ground and people. it's just been amazing, the outpouring of support. people are being so generous and we're getting a lot of goods and those items are great. it's just very difficult for our the different nonprofit partners to collect, sort sometimes clean things that that folks are bringing and giving those out to clients. now our attention right now is getting people out of harm's way, making sure those basic needs are being met so that financial donation is the quickest and most effective way to make an impact. >> what is the greatest challenge that your team is facing on the ground right now? >> yeah, we're really proud of the work that the team is doing. we've got currently eight shelters open, keeping people out of out of harm's way. we're used to wildfires, but not in these urban urban areas. so it's just been unique for us. lots of lots of learnings right now. we're still focusing on that

sheltering. and then as the fires get more and more contained, we will work on that long road to recovery. >> are the shelters at capacity at this point? >> they are not. we've got eight shelters open. everybody is welcome in our shelters and there's still space for folks. we have a couple additional shelters on standby should we need to open them. >> beyond the basic necessities, the red cross also has mental health workers on site to help people dealing with stress and trauma. the organization also said though the bay area isn't dealing with wildfires at this time, this disaster is a good reminder to be prepared, have an emergency bag and make sure your smoke alarms are working. >> or checking in on our own weather. if you noticed, you probably did how warm it was today. we had temperatures in the mid and upper 60s, well above the average for this time of year. days are getting longer. there's no fog at the coast. we have a frost advisory that will go into effect tonight and tomorrow morning for parts

of the inland valleys, bay area, inland valleys, and then a wind advisory for the north bay hills above a couple thousand feet above 1000ft. these are the highs from today. very much what you don't expect to see in january when you're 69 degrees in vallejo, 65 in antioch. beautiful night out there. days are getting just a little bit longer. winds will pick up. you probably notice it's breezy out there as well. most folks won't notice much in the way of wind. breezy perhaps tomorrow, but in the hills it will be blowing pretty good again. our fuel moistures because of all the rain, we've had well over 100% in most north bay communities. certainly marin county, almost 200% in some cases. fuel moistures are higher. so we're not in the same situation as southern california. but if we keep going, which the models suggest, dry, dry, dry, right through the 21st of january, we could see our fuel moistures dry out to the point there is a problem. so our radars are spinning and they're not going to show anything in terms of rain until around the 21st. so the long range model, i'm just clicking through it here and you

can see right this is next wednesday or this thursday friday see everything going over the top. so we'll see how that that doesn't mean it's going to go down. but it's a strong indication that things are leaning towards pretty darn dry in southern california. not getting a break wednesday, red flag through wednesday, red flag warnings for them. and it's going to stay dry. the chances for rain for them anytime soon is are not good, so keep our eye on it is a dry period. hopefully we see some rain break through soon. i'll be back here with the full forecast coming up. >> all right bill, thank you. a bay area musician using the gift of music to raise money for southern

support, with the major disaster declaration, the individuals that have been impacted, and we want to make sure that they start that process by one. registering for assistance at disasterassistance.gov, but also contacting their insurance company because we'll need to know exactly what they are going to cover, but more importantly, not cover, so they can be eligible for different programs within our system. >> she says those impacted by the fires can call one 800 fema or go to a physical disaster recovery center to figure out what kind of help they can get from the government. >> the irs in california, state tax officials have announced taxpayers in los angeles will be given an extension to file their state and federal taxes. residents and businesses now have until october 15th to file their returns, instead of the typical april 15th deadline. taxpayers will also be able to claim disaster loss when they fill out their return to conten. >> creators in the bay area organized an essential needs drive in emeryville today to support victims of the fires

reporting progress in the two major wildfires in altadena and pacific palisades. >> but there are renewed concerns about another round of potentially dangerous winds forecast for this week. fox's connor hansen has the very latest from l.a. county. >> the california wildfires have left a large swath of pacific palisades destroyed. now, neighboring communities are on eggshells, with that same fire

threatening the brentwood neighborhood. >> honestly, the entire perimeter is threatened. the concern is these winds as they go back and forth. >> new evacuation orders are now in place for much of that area, including where vice president kamala harris's home is a dusk to dawn curfew still in effect for the palisades and eaton fire zones. several people have been arrested already. >> i saw a gentleman that looked like a firefighter and he was not. he just got caught burglarizing a home. >> the national guard also deployed to keep the areas secure. officials are warning that areas already hit by the destructive wildfires can still be dangerous. >> some of these areas there literally look like war zones. there are downed power poles, electric wires. >> but some evacuated residents say they want to return back to their houses, walking from checkpoint to checkpoint, hoping for a police escort to their neighborhoods. >> we never thought this would happen. this is the craziest thing i've ever seen.

>> and another threat is on the horizon for the los angeles area. strong santa ana winds could force authorities to cut off power in some places to contain the spread. >> the atmosphere is very continuously changing. we have to adapt to the conditions that are presented to us. >> and those strong winds are supposed to pick up again on monday, making things much more difficult for fire crews already working around the clock to contain multiple large wildfires. in los angeles county, connor hansen, fox news. >> republicans in the state assembly are pushing to ramp up california's wildfire prevention efforts and stabilize the state's insurance market. 11 of them representing districts from all over the state, do plan to hold a press conference tomorrow. they say the state must do more to defend communities, and that state fire prevention efforts have not been enough to avert disasters. they're calling on more of the state's budget to be set aside for fire prevention. >> we have an update to a story

we reported yesterday about helping animal shelters that are overwhelmed in southern california. the san francisco spca is clearing space so it can receive adoptable dogs and cats from the l.a. area in the coming days, and it's waiving all adoption fees for puppies. the sf spca now tells us that a couple of adorable puppies that i featured in my live reports now have new homes. one couple saw a puppy named calypso on mornings on two, and immediately came to the shelter to adopt her. 17 other dogs were adopted yesterday alone. the sf spca plans to drive down to southern california monday to pick up animals that they will prepare for adoption in the bay area. >> and a bay area artist did her part to help fire victims in southern california. francisco's hayes valley. she says she has many friends who have lost homes and pets, and wanted to help those in need. carelli has held fundraisers in the past for the people of ukraine and earthquake victims in turkey. >> like everybody, i'm on social media. i'm seeing all the really devastating news about what's happening. so i know music is a great way to fundraise, and i figured i have a few days. why not try and put together a concert? russia to deal with a massive oil spill. two tankers tossed about in a storm have been leaking oil for a month in the kerch strait, a global shipping route. the oil spill is nine miles long. this video from russian state tv shows volunteers trying to save birds found covered with oil on the beach. they're cleaning them and giving them medicine to boost their immune systems. the emergencies ministry says 155,000 tons of contaminated sand and soil have been collected. >> nobel peace prize laureate malala yousafzai issued a stark warning about the taliban's treatment of women in afghanistan during a news conference in pakistan on girls education in the muslim world. yousafzai says the taliban is using a system of gender apartheid to punish women and strip their rights away. she urged both international and local advocates to band together and encourage the leaders to use their power to defend women and girls rights in afghanistan.

area there, but we're very much committed to seeing the equal administration of law. and there are a lot of people, we think, in the wake of january the 6th who were prosecuted unfairly, we need to rectify that. >> more than 1500 people have been charged with federal crimes stemming from the riot at the capitol that left more than 100 police officers injured and sent lawmakers into hiding as they met to certify joe biden's 2020 victory. >> new york senator chuck schumer warned consumers grocery prices could surge even more due to the ongoing bird flu outbreak. the senate minority leader says a coordinated federal response is required with the help of the department of agriculture, the department of health and human services and the centers for disease control and prevention. senator schumer says it is imperative the new administration does not cut funding to the effort to eradicate bird flu. >> with the new administration coming in a new congress. the gridlock that we've had on the farm bill, which contains these programs, or many of them, and

requirements under the state's environmental quality act in the california coastal act. the goal here is to get to speed up the rebuilding effort. his order also aims to curb price gouging on building materials and other construction services. the governor says more will be done to help those affected by the fires. >> a big part of that is prepping the site, getting all the debris removal done, dealing with the hazardous waste. getting that done as quickly as possible. getting those contracts in order. at the same time, simultaneously getting the individual assistance, the small business loans and the like. >> early estimates of damage caused, totaling more than $150 billion. >> a smoke advisory remains in effect for most of los angeles county. the county's public health department says the devastating wildfires burning across the region for the past five days have created a serious air quality problem. medical experts say the infernos that have destroyed thousands of homes and businesses are generating a tremendous amount of smoke that contains dangerous

toxins. those toxins are largely from the countless number of cars, appliances and furniture that have gone up in flames. earlier today, we spoke with doctor laura myers, a pulmonologist and air quality researcher at kaiser permanente northern california. >> when you breathe in smoke, it causes inflammation throughout the entire body, and the negative health effects can actually be seen in a very short amount of time. so only a couple of hours. it really depends on the levels and how susceptible you are. the most susceptible people are children, pregnant women, and also those with underlying respiratory conditions. so those with asthma and emphysema. >> doctor myers warns some of the toxins burning right now and getting into the air are not filtered through n95 masks. >> well, hundreds of volunteers came together this morning to help the victims of the fires. as ktvu tom vacar reports tonight, they brought clothes, household items and food all to

organizations that can make the most good of it for the people who really need it. tom vacar, ktvu, fox two news. >> a freezing winter storm shut down schools, cut power, and canceled or delayed flights in the south and southeast over the weekend. more than 600 flights to and from hartsfield-jackson atlanta international airport were delayed today, and a ground delay was issued to de-ice planes. yesterday, a thousand flights were delayed or canceled. temperatures are warming up and some areas are starting to thaw. now to ktvu chief meteorologist bill martin with a look at the conditions right here in the bay area. >> bill. yeah, the weather has been stunning. we had those record highs yesterday and no records today. i didn't see any, but temperatures were darn near as warm with 69 degrees in vallejo is the warm spot. 68 in santa rosa. we're watching southern california, right? beautiful sunset for us. we've got great conditions. if it weren't for all the rain we've had, we'd be sweating it out, too. we'd be looking at red flag

warnings or fire weather alerts. but again, fuel moistures are much higher than southern california, where, like i said earlier, lax, they're at about 1% of their rainfall for the year. marin county is almost 200% of rainfall for a year. the year most of us are just at 100%. so big difference, right? and that's where they go into a red flag. warning through wednesday stays in effect. there's our wind advisory for tonight. and tomorrow goes into effect late tonight. except for the hills above 1000ft in the north bay. the winds will get going 30, 35, 40 miles an hour. it's going to be dry. the long range models have been, you know, scouring the different model runs, looking for something a little glimmer of precipitation. and right now, there's not much going on in terms of the potential for rain until around the 21st of january. and even then, la doesn't look like they're going to get much out of it at this point. again, it's a long way out, so lots can change and probably will change, but it would be nice to be looking at something that was going to

deliver some rain. these are the forecast highs for tomorrow. and you can see, you know much cooler than they were today. significantly cooler than they were today. and in the five day forecast we're looking at breezy conditions the next couple of days wednesday, thursday friday and saturday we get a few clouds start to move in. but overall this pattern just continues onward and upward. now the surf has come down. the waves are not as big as they have been, so that's good. the tides are big. we're seeing big high tides in the morning and that's caused some. your coastal flood concerns in the morning hours. and that will continue for the next couple of mornings. so coastal flood advisory for the usual spots, places like lucky drive and marin county, places that you typically a high tide will get you problems in the afternoon. the tide drops out pretty quick. so the five day forecast i'm not seeing rain, and when i pop in saturday and sunday, still not seeing rain. a couple clouds perhaps. again, 21st is the soonest i could find anything that resembles a chance of some showers. the mountains could use the snow too. we've done well. we've been fortunate

that we had such a busy rain period early on, because right now the spigot has shut off. yeah. >> dry january. thank you. bill. parents and community leaders held a stroller march in new york city today to urge the city to do more to provide affordable childcare. the group is campaigning for what is called universal two care. the measure would provide free, full day childcare for all two year olds in the city. the new york city comptroller and manhattan borough president both say the price of childcare is forcing many new yorkers to move out of the city. >> it's much more likely that families with kids are moving out of new york city when we need them to be in new york city, building our economy, building the greatest creative engine the city has. >> new yorkers united for childcare also released a petition demanding mayor eric adams implement the measure and the new budget cycle. advocates say the measure would serve about 60,000 children.
