>> i have staffed all available lafd resources ahead of this wind event, and it's already underway tonight. >> conditions are primed for the possibility of explosive fire growth in southern california. good evening everyone. i'm mike mibach. tonight, much of the area in and around los angeles is under a red flag warning. and the extreme fire danger starts early tomorrow morning in parts of la and ventura counties. gusts expected to range between 45 and 70 miles an hour. the palisades and eaton fires have not seen much growth over the last few days, as containment continues to slightly grow. for both of those incidents, the l.a. county coroner says 24 people have died in the fires. ktvu jesse gary has been tracking the looming santa ana winds and joins us now in studio with the story. jesse. >> mike. officials held two news briefings this afternoon, one on the palisades fire and the second one on the eaton fire. they don't believe that fire is going to spread beyond its footprint. they say they're attacking the hotspots. this as
6:01 pm
red flag warnings now in effect, and will remain so until wednesday evening. >> the potential for any of those hotspots that flare up spotting is very minimal. just because there's so many crews out there dealing with it. >> firefighters using favorable weather early monday to attack infernos still destroying large sections of the southland. advances that had been made fighting both the eaton and palisades fires could be undone by another severe wind event. the national weather service is classifying this as a pds, a particularly dangerous situation. >> from today through wednesday, we're expecting moderate to locally strong santa ana winds across the fire, and with that, it's going to bring a continued critical fire weather conditions to the area. >> please be assured that all fire departments and all law enforcement agencies in the area will be prepared. the anticipated winds, combined with low humidities and low fuel
6:02 pm
moistures, will keep the fire threat in all of los angeles county. critical. >> officials say the atf arrived in the southland monday, and agents are investigating if one or all of the fires are possibly the result of arson. while the battle on the front lines rages, a new front line has emerged in neighborhoods that have been heavily damaged or burned to the ground. and fbi agents have recovered parts from a drone that crashed into a canadian firefighting plane that was on loan from the canadian government. they are checking it for clues. building their case. they promise they will prosecute the guilty. and for anyone who's flying a drone in restricted airspace. michael. >> all right. jesse. gary. live tonight here in studio. jesse. with that, we bring in our chief meteorologist, bill martin. red flag warning in effect now. but the extreme fire danger bill that's coming up. what? early tomorrow morning. >> yeah. the next couple of days. mike, that red flag warning stays in effect through wednesday. and again, we have record dry in southern california. we've got we had a
6:03 pm
week from a week ago. we had record winds. now the winds aren't going to be at that same level but the dry will be. so it's going to be breezy, windy not as but as dry. and those conditions of course, are ripe for any kind of fire. start also on these fires the containment values are low, meaning that the perimeters of these fires are not completely squashed out of warmth, flame, potential fire starts. and that's the big concern, because if you remember, the oakland hills fire started after an evening burn, no firestorm. at that point. they put the fire out. the winds came up overnight in the oakland hills, up around near berkeley, and it just reignited. and that's imagine this. now that was a small house kind of a fire. this is huge acreage. the perimeter of this fire, these fires. so the potential for a fire start totally exists from a preexisting ember or what have you. so that's the big concern tonight, mike. and i think
6:04 pm
that's going to continue right through. i know it's going to continue right through wednesday. here are the kind of current wind conditions, 18 mile an hour gusts out there by the eaton fire. palisades fire, about 15 mile an hour gusts those winds as often is the case. santa ana winds pick up overnight into the morning hours. so they're going to find winds up to 45, 50 miles an hour, probably 70, in some of the gaps because of the funneling, because of the venturi effect that we've talked about. so yeah, it's real time and it's real dangerous down there. and it's going to be through wednesday. i'll have the full forecast for you coming up in a few minutes. all right. >> appreciate it bill. thank you. president elect donald trump could be coming to california as soon as next week. according to nbc news, trump is engaged in conversations with his advisers about taking a tour of the fire damage in the los angeles area. the president elect has repeatedly criticized state and city officials for their response to the wildfires. governor newsom did invite donald trump to the state last week. newsom says trump has not publicly responded to that invitation. 1800 national guard
6:05 pm
members have been deployed to support firefighting efforts and to help with law enforcement, the department of defense says, along with eight aircraft equipped with an airborne firefighting system, more assets are ready if requested. >> we are doing everything we can to lean as far forward as we can to be prepared to support the needs of the lead federal agencies. and so, you know, as i'm sure you can appreciate, there are capabilities that california and fema are already employing. so these assets are available to be introduced into that mix should they be needed. >> six national guard missions dropped more than 16,000 gallons of water and retardant over the weekend. law enforcement agencies in the los angeles area have arrested nearly 50 people who were in mandatory evacuation zones. nine were charged today for looting in the areas of the palisades and eaton fires. >> the warning shot remains. do not go ahead and engage in
6:06 pm
looting. engage in internet scams. engage in price gouging. do not violate evacuation orders, and do not commit any of these crimes in which people are trying to profit from the tragedy of the people who have suffered from these various fires with various leads. >> authorities also released ring video of some looting suspects entering an evacuated home. officers say they stole more than $200,000 in property. the state republican caucus called on governor newsom to hold a special session on california's deadly wildfires. this afternoon. the group held a news conference at the state capitol. the republican said the state must do more to protect communities and prevent disastrous wildfires. they also say that the insurance market needs to be stabilized as rates soar and some carriers stop writing policies altogether. this comes as democrats postpone the planned special session on preparing for legal battles
6:07 pm
against the incoming trump administration due to the fires. >> let's delay it permanently. you know, we don't need to have this special session. it is not the priority anymore. and clearly with with los angeles and the communities on fire. it's time to shift focus. >> the governor said late this afternoon that he is going to expand the current special session to allow lawmakers to approve new funding for the la wildfire response and to boost preparedness against natural disasters. now, for thousands of fire victims and evacuees, this experience has become very personal. ktvu mark sayer is live tonight in san jose after speaking with several of the evacuees and mark some of these stories quite dramatic. >> they are. mike, until you try to put yourself in the shoes of these people that had to make these evacuation decisions very quickly and with very little information, it's hard to understand and even comprehend just how scary and how disruptive it is to lives and to families. this is the view from
