critically injured during a gun battle in vallejo. the community outraged tonight. and people in los angeles county bracing for another round of strong winds amid the deadly firestorm. the new fears of more devastation. [music] >> this is ktvu fox two news at 730. >> good evening, i'm greg lee. it's been almost a week since the wildfires broke out across los angeles, leaving a path of devastation tonight. strong winds creating extreme conditions and risk undoing any progress that's been made. the l.a. county coroner says at least 24 people have died in the fires. much of the area in and around los angeles is under a red flag warning tonight, and the extreme fire danger starts early tomorrow morning in parts of la and ventura counties. gusts are expected to range between 45 and 70mph. firefighters are grateful for favorable weather today. tonight. the palisades is at 14%. contained in the eaton fire is at 33% contained. but with

more wind on the way, they're at risk of seeing a major setback in that progress. >> please be assured that all fire departments and all law enforcement agencies in the area will be prepared. the anticipated winds, combined with low humidities and low fuel moistures, will keep the fire threat in all of los angeles county. critical. >> officials now say the bureau of alcohol, tobacco, firearms and explosives arrived in southern california today. agents are investigating if one or all of the fires are possibly the result of arson. authorities have not yet determined a cause for those fires. governor gavin newsom said today he is expanding the state's legislature's special session to cover new funding for the l.a. wildfire response. the announcement comes as republicans in the state assembly called on governor newsom to hold a special session focused solely on california's deadly wildfires. lawmakers had

already postponed the start of a special session aimed at preparing for legal battles against the incoming trump administration because of those fires. the republican said the state must do more to protect communities and shore up the insurance system. >> not having a solvent and sustainable insurance industry hurts all californians for the rebuild of our future. without insurance, there's no mortgage loan. without a mortgage loan, there's no place to call home. for the majority of californians. >> we will have more coverage of the l.a. wildfires coming up, including some personal stories of those impacted by the fires and the latest on east bay firefighters who are on those front lines tonight. a four year old girl is in the hospital tonight, badly hurt after she was caught in the crossfire of a chaotic shootout in vallejo. ktvu crime reporter henry lee joins us live from the newsroom. henry. dozens of rounds were fired in this shootout. >> yeah, greg. in fact, i've learned vallejo police recovered

shell casings from at least four guns after hearing the gunfire that led to this little girl getting shot. >> you've offended and hurt somebody that couldn't defend themselves. what kind of coward are you that you pick on people like that? >> harold diaz is in shock after a weekend shootout left a four year old girl critically wounded and left the vallejo neighborhood he grew up in riddled with gunfire. >> we don't respect each other. you have to live in this certain parameter to be able to be respected and protected, and it shouldn't be that way, you know? >> a gun battle between people on the street and others in a car broke out about 830 sunday night near mark avenue and sawyer street in the crest neighborhood. more shots were fired a block away at sawyer and gateway. i've learned a four year old girl was riding with her mother who happened to be driving through the shootout. the girl ended up getting shot and her mother drove her straight to a vallejo hospital. the girl was then transferred to ucsf benioff children's hospital, oakland, where she's being treated for serious injuries. the girl's grandmother told me by phone, we do thank

jesus that she is in the land of the living. vallejo police are investigating. i've learned there are at least four guns involved in the shootout. >> this is a senseless act of violence, and it has left a mark on the vallejo community. and our officers are determined to bring those responsible to justice. >> pop pop pop pop pop pop pop. you know, like pow pow pow. >> this man who, like many, didn't want his face shown, thought it was fireworks at first. >> i counted about 30 casings that they already put the cones out on. look further down this way and see. this whole area was full of cones. something's got to stop, man. >> nobody deserves to have to worry about getting hit by a bullet. intended or unintended. >> it sounded like machine guns. there was. it sounded like it was never going to stop. >> this woman says her son is lucky to be alive. >> there's a bullet that went through my house, through the wall, onto my couch, to where my eight year old son was sitting at. >> down the street. other rounds flattened a tire and pierced this 2025 gmc pickup truck. this woman's husband got a week ago from the dealership, and i

honestly thought that they were shooting at my house. >> that's how it felt. it's just horrible. it's horrible. it's just it doesn't feel safe now. >> residents and police tell me there's been an uptick in violence recently in the crest neighborhood, including a shooting nearby on new year's eve. vallejo police are looking for any connections. live in the newsroom. henry lee ktvu, fox two news. >> our thoughts certainly with that young girl and her family tonight. henry. thank you. police in san jose say the shooting that killed a man over the weekend was the city's first homicide of the year. police say officers responded to loma verde drive near eden avenue at about 10:00 saturday night, and found the man on the sidewalk with at least one gunshot wound. he was taken to the hospital, where he later died. police say a suspect has not been identified. >> our detectives are working relentlessly around the clock to solve this case. i mean, our homicide unit detectives have been outstanding. we've had 100% solve rate in 2022 as well as 2023. last year, around 98%. but our work doesn't stop there. >> the santa clara county

coroner's office has not released the name and age of the victim. new. at 730, the santa cruz city council will consider several measures tomorrow aimed at helping the wharf recover from last month's storm. the wharf was closed for nearly two weeks after historic swells led to its partial collapse on december 23rd, affecting 180ft of the 2700 foot landmark. members of the city council say approving the measures would ensure that the wharf remains a vibrant part of the city for generations to come. they include free two hour parking throughout january to attract visitors, rent relief for wharf tenants during the closure period. $50,000 in promotional efforts to highlight the wharf as a vibrant destination. structural analysis that will guide future repair and resiliency efforts and coordination with specialized equipment to remove debris, including a crane that fell into the ocean under safe marine conditions. new at 730, a berkeley apartment building has been preserved as affordable

housing thanks to the city. a community organization and the tenants themselves. the 12 unit building on california street near carlton street was built in the 1960s as affordable housing. when the owner died, the residents learned the estate was planning to sell. the residents asked the city to help provide funding to buy the complex and convert it into a housing collective through the city's small sites program in the bay area community land trust. the tenant said they are grateful that they can stay in their homes. >> we have an opportunity to stay here, which doesn't occur on a regular basis when buildings are sold, especially in berkeley, they seem alright. >> the building cost $4.8 million. it is owned by the bay area community land trust, and the residents will run it as a co-op. rents for refurbished apartments will range from $1,200 a month to 1800 for a one bedroom. this is the third building that has been purchased

currently on the front lines of the eaton fire. they are just one of the several bay area strike teams in the area trying to help contain these flames. for some oakland firefighters, the mission is also striking a nerve. after the oakland city council voted to temporarily shutter a handful of fire stations to make up for a budget deficit. >> we've had a lot of conversations about this happening in our city, in our community, because when we interact with the residents, a lot of them have expressed some frustration on the water supply issues and a couple of things that may not have worked out well timing wise. and when we talk to our crews, it's in the back of our mind. >> oakland fire has sent four additional engines, as well as a search and rescue team, to

southern california to help comb through the disaster zone for thousands of fire victims and evacuees. this experience has become intensely personal. we're hearing from some people who had to leave everything behind. chad cumbie shared this video of his balcony in pacific palisades as the fire raced down the hillside. chad takes care of his elderly parents full time and was not only concerned about his safety, but also theirs. while chad evacuated his mother, it was too dangerous for his dad to leave. >> he ended up waiting out the night in the garage through all the smoke because he's visually impaired. he couldn't tell me the state of the building, but he said about 11 at night or 12 midnight, the sprinklers came on. he just waited in pitch blackness in the garage until 5 a.m. >> chad says his dad made it to a nearby road, where a complete stranger picked him up. as the fires near the one week mark, there is still a lot of uncertainty. we heard from melanie bonham a week after she initially evacuated with her four year old son. after first going to palm springs, she's now

staying with friends in central california. but the latest problem price gouging prices for rentals are skyrocketing all throughout the city, and it's been almost impossible to find a rental house or apartment or shack or anything that isn't being scooped up. both chad and melanie have fundraising pages set up on gofundme.com. gofundme has an entire portal of fire victims, which the company has prescreened for. many, images of the wildfires are bringing back painful memories of the deadly 2018 camp fire in paradise and neighboring towns. it's also close to home for the mayor of paradise, whose stepdaughter lost her home in altadena. the mayor told us he spoke with altadena city leaders about the road ahead. >> it's going to be challenges along the way. it's not going to be a quick process. we're figuring our rebuild is a 20 year rebuild. >> crowder said that paradise has restored about a third of its housing. the population there stands at 11,000, down

install electric vehicle charging stations 120. ev charging ports will be installed across san jose at 12 city owned public libraries, community centers and parks. another 100 will be installed in neighboring cities. san jose mayor matt mehan says the project will help make evs more accessible and convenient for everyone. the funding is the result of the bipartisan infrastructure deal, which was passed by congress three years ago. bart has adjusted its train schedule to try and make it easier for riders to transfer to other transit systems. as of today, the agency says departure times will shift by a few minutes as crews continue to update bart's train control system. bart claims the changes will make transfers faster and promote an overall better experience. we heard from some riders who say the change will be good in the long run. >> i think it's it would be fantastic for efficiency linking up bus routes to bart routes as well muni routes in san francisco. all that would be would be great.

>> yeah, i think it's worth it. i think that it's important for our tax money to go towards improving public services. you know, it's not a matter of profit. it's a matter of having something that works for the community, for the folks who live here in the bay area, bart said. >> it is just one of many transit agencies that are rethinking schedules this month to make transfers easier. santa clara county has reached an agreement with hca healthcare to purchase regional medical center for $150 million. the county will take over operations of the east san jose san jose hospital on april 1st, which will make it the second largest county owned hospital in the state. in august, hca healthcare downgraded the level of trauma, comprehensive stroke and certain cardiac services at regional medical center. the county says it plans to restore level two trauma care immediately once it assumes hospital operations, and will restore other services shortly after. donations and support coming to southern california tonight. how animal rescue workers here in the bay

on, behind the scenes tour of the golden gate bridge. ktvu very own betty yu hosted the gathering for the warriors. this is the team's first of two girls in steam events. steam, which stands for science, technology, engineering, arts, and math, integrates creative thinking and design skills with the discipline of science and math. today, the girls were able to learn about the construction of the golden gate bridge. >> engineering is something that i've been going towards because i like like the like the art like of building bridges and like buildings and opportunity. >> what an incredible experience. some of the young ladies at today's warriors steam event say they are interested in careers in medicine and architecture as well. the lineup for this year's bottlerock music festival is officially out. green day, justin timberlake and noah khan will headline benson boone, cage the elephant and remi wolf are also set to take the stage among dozens of other

artists there. napa general admission tickets are still available for the three day festival, but other tiers are sold out already. animal rescue workers in the bay area are also doing what they can to help. volunteers from the muttville senior dog rescue in san francisco have just returned from los angeles county, with dozens of dogs that were sitting in shelters awaiting adoption. >> we are taking in all the seniors because nobody else wants to really deal with seniors the way that we do. we're also going to be we have a full time veterinary program here, so we'll be able to really take care of all the health needs of these new dogs that are arriving from these shelters. >> so many animals that have been displaced because of those fires down south. groups, including muttville, are helping to clear space in l.a. area shelters to make room for those animals that were displaced by the fires and need care. the
