with her mother. we have the details of the gun battle where bullets flew through the air in one neighborhood. >> from ktvu, fox two news. this is mornings on two. >> well, good morning and thank you for joining us. welcome to mornings on two. i'm dave clark. >> i'm gasia mikaelian. it is tuesday, january 14th. as expected thanks to steve paulson. temperatures are even lower than where we were yesterday. >> heat seat are going this morning. >> and the fan blowing. oh, boy. >> it's. it's much colder here, you two. no doubt about it. lots of 30s. santa rosa's 33, menlo park, 33 degrees. take your pick. there are plenty, even 44, in the city, with the sfo down to 43 and san carlos at 36. that's cold for them. and the reason being the wind speeds have tailed off. there's still a little puff of a breeze, but nothing compared to yesterday. and except for a few high clouds, which only people in weather probably see. we're chasing the sun today, and i don't think you'll have to go very far, because it's a cold

morning. frost advisory until 9:00. sunny for all. maybe a little afternoon breeze, but temperatures in the upper 50s, low 60s on the temps. all right, so here it's 5:00 in the morning, and i hope he tells us we're good to go to start. >> we are good to go to start. you probably have noticed, steve, that in the last day or two, most of these tech campuses have fired up full speed ahead. and we've had a lot of slow traffic. right now. it's early, of course, and we don't have a lot going on. we have some slow traffic on the altamont pass. we also do have some traffic that is a little bit slow in some areas, but for the most part we've been looking pretty good, especially with the commutes on the bridges, including the drive from oakland to san francisco on the bay bridge. it's light so far. it's 501. let's get back to the desk. >> could be the most challenging day of the week for firefighters battling the southern california wildfires. >> the santa ana winds down there are expected to increase starting this morning. the wind gusts could reach as high as 75

miles an hour. [applause] now you can hear the crackling from a new wildfire. it popped up last night near a golf course along the santa clara river in ventura county. it's called the auto fire. it's only burned about 56 acres. it's now 0% contained. firefighters are trying to keep that fire from spreading. the evacuation orders and closed roads were ordered. now, that region, as you know, is under a red flag warning that will last through wednesday. we expect another news briefing on everything later this morning. so far, at least 24 people have died in the fires. the palisades, eden and hurst fires have combined to burn 60mi!s. that's an area bigger than paris, france. first, the first fire is almost fully contained. it's 97% contained. the eden fire. 33% contained. the

palisades fire. 14% contained. firefighters worried that the strong winds fanning the flames could reignite either today or tomorrow. >> we're going through our darkest times. >> every house on the block is gone. except for one. >> we can expect to see more major climate disasters, and we need to figure out the insurance piece along with everything else. >> as evacuees are going back to see their properties, to see what's left of their homes, lawmakers are debating what to do ahead of a possible insurance crisis. now, a team from the department of the bureau of alcohol, tobacco and firearms and explosives, they're trying to figure out how these devastating fires started. some residents in pacific palisades are pointing to what's left of a fire on new year's day, possibly sparked by fireworks. that location is the same as where the palisades fire started. police say it's just too early to rule anything out, but it

wasn't a huge fire, but it was bigger than a camp fire. >> it was, you know, an acre or larger, a little bit larger than an acre. and so that's a lot of area. and with 100 mile an hour winds, 80 mile an hour winds like you saw on that day, all it takes is one small spark. >> now, yesterday, at least five lawsuits were filed against southern california edison, accusing the utility company of not de-energizing all of its electrical lines. on the day the wildfires began. edison says it's supporting all of those people affected by the wildfires, but still has not reviewed each complaint, and the causes of the fire are still under investigation. >> bay area first responders are watching what's happening in southern california, and people who have been through similar disasters here are watching while reflecting on their experience. one of the worst fires to hit our region in recent history was the 1991 oakland hills firestorm. authorities say improvements since then include better fire training and response, as well as more collaboration between

agencies. bay area fire agencies are also planning to meet soon to discuss water supplies and water pressure, so firefighters don't run into the same problems being seen in los angeles. >> it really is a collaboration and a partnership with our community to make sure that we're a fire safe city. >> annually, we are inspected by members of the fire department who come and make sure that we've cleared the brush, we've cleared the overhanging trees. >> homeowners are adding more defensible space around their properties. many are replacing redwood decks with metal railings and fire resistant materials. authorities say there's no such thing as fire season, and that people should maintain their homes on a regular basis. >> our time is now 505. a four year old girl from vallejo is in the hospital now, after she was hit by gunfire during a shootout. now the gunfire erupted while the police were serving a search warrant in a neighborhood just north of six flags discovery kingdom. when the police arrived, they found the wounded little girl who was

riding in a car with her mother. she was rushed to ucsf benioff children's hospital, oakland. she's being treated for serious injuries. >> this is a senseless act of violence, and it has left a mark on the vallejo community. and our officers are determined to bring those responsible to justice. >> now, other bullets fired during the shootout hit cars and one family's living room. it almost hit an eight year old child in that home. ktvu has learned at least four guns were involved in the shooting. vallejo police haven't said what led to the shooting, or if that family was the intended target. >> the executive director of the san francisco girls chorus is now out of a job following allegations of lewd actions at the kanbar performing arts center. according to the chronicle, they involve a whatsapp conversation that included pornographic images taken at the performing arts center. the now former director seth doocy says the images were sent after he refused to pay sextortion money. the board of

directors says there is no reason to suspect that any choristers or staff were victims of ducey's actions. >> our time now 506. well, san francisco police are contradicting the claims made by elon musk. musk about a violent attack near his company, the headquarters of x. now, musk's claimed over the weekend someone with an ax went after employees outside of the market street building, though it wasn't clear when he claimed it happened. the chronicle reports san francisco police says they have no record of that incident. it's not clear if the incident that musk talked about actually happened. >> there's a big focus on safety at the jp morgan chase health care center underway now conference in san francisco. just last month, you'll remember the unitedhealthcare ceo was assassinated at a health conference in manhattan. san francisco police have partnered up with jp morgan chase and nearby hotels to create detailed security plans, including more officers in union square. >> clearly, there's been an

effort to try and clean up the square. lots of police around, which gives some comfort. i did walk around last night as you go up the hill. it did feel a bit unsafe in places. but i appreciate the effort the city is putting in. >> the conference is part of a greater effort to attract more visitors to union square, as businesses and restaurants there have seen slowing profits. some 8000 people are expected to attend this week's conference. >> well, as advertised, we thought once the wind speeds tailed off, it would get crazy cold. and that's exactly what we're seeing. i mean, these lows will come down a little bit here as we get towards 7:00. hollister 28, gilroy, 30. windsor. fairfax. lafayette, campbell and stanford, all at 32. and sonoma is 33. there are even 30s on the coast. pillar point is 39. rain. good luck. there's just nothing showing up. maybe the 27th, but that's that's an iffy. looks more cold and windy than anything else. i just think january is going to

in southern california. at least 24 people have died with both the palisades and eaton fires. containment numbers are growing, but fire officials say that strong winds are expected starting this morning, and that may hamper or roll back progress by crews. a red flag warning in the los angeles area stays in effect through tomorrow. >> well, so far almost 50 people have been arrested accused of trespassing in mandatory

evacuation zones. some of them even pretended to be firefighters. and ring camera video was released by the authorities showing looters going into an evacuated home. so far, nine suspects are charged with looting in the areas of the palisades and eaton fires. >> the los angeles rams held a moment of silence before their playoff matchup against the minnesota vikings last night. the game that was moved to 350 miles east to arizona due to wildfires. the rams jumped out to an early lead and never looked back. went on to win 27 to 9. they'll advance to play the eagles in philadelphia next week. >> our time now 514 santa rosa. now the latest bay area school district considering closing or consolidating schools. last night, the school district held its first of several town hall meetings. it's a response to the $20 million budget deficit. now, there are plans to close at least four schools by the end of the academic year in an effort to save $11 million over the next two years. the budget

deficit is mainly because of the loss of covid era federal relief funds and also a declining student enrollment, lack of kids. >> when i was first, when i got my first apartment, that apartment was $300. here i was able to raise my kids, be there for them. parents now are having to work more than one job. that same apartment is $3,000 a month now, and it's the same apartment now. >> back in 2012, 15,000 students were enrolled in santa rosa city schools. last year, that number dropped to just over 12,000. well, police in santa rosa are searching for a suspicious vehicle that was following children after school. investigators say a black jeep was following girls who were walking in the area of lehmer street and providence court friday afternoon. at times, the driver drove in reverse against

traffic trying to keep up with those girls. now the vehicle is described as a black 2008 jeep cherokee four door. it has some body damage on the left rear panel. if you have any information about that jeep, contact santa rosa police. >> we're hearing more stories of people taking extreme measures to help save lives and property. at the beginning of the southern california firestorm last tuesday in santa monica, first responders urged neighbors to evacuate their homes as the palisades fire approached. brothers tim and sean chose to stay behind to protect a home that's been in their family for generations. for nearly 30 hours, the brothers and a small group of neighbors sprayed down every home and lawn on their block. >> there's no fire department. there's no other people. if it wasn't for the few of us that stayed and kept everything wet and attacked the small spot fires arose, we would have lost this entire neighborhood the

same way that palisades did. >> the brothers say the fire came within five houses of their home and all. they say they saved nine homes on their street. >> our time now. 516. the chief of the u.s. forest service talked about some of the concerns about whether the federal government is prepared if fires spark up beyond los angeles county. >> i'm confident that we'll be able to get the resources we have access right now to about 15,000 firefighters that are not currently being used. that's not needed. so if things got out of hand, and let's just say that the wind conditions blew the fire back out into the wildland, we do have firefighters pre-positioned in a lot of different areas to look at that initial attack. >> now, the chief joined president biden and vice president harris talking about the wildfires. president biden has amended the california disaster declaration that allows for the state to get additional disaster relief. >> governor newsom said that he is expanding the legislature's

election. donald trump slammed the report, calling it fake findings. meantime, the inauguration of president elect trump is less than one week away. officials in washington, d.c, are preparing. there will be about 25,000 law enforcement and military personnel at the scene to secure the event. also, areas around the national mall and the u.s. capitol will have additional fencing and concrete barriers added for the inauguration. >> the biggest threat, i think, for all of us, remains the lone actor. >> in the meantime, the trump inaugural committee announced its schedule of the events with several receptions, rallies and ceremonies. they will start saturday with a reception and a dinner. and we're getting more information now about the musical acts that will be featured and performing during the inauguration of president elect trump. carrie underwood is scheduled to sing america the

beautiful at the ceremony. lee greenwood would perform proud to be an american the night before the inauguration. the village people, kid rock and billy ray cyrus are scheduled to perform at what was called a victory rally. >> 524 now to a health alert in which doctors say a restless night in bed can set you up for more than just a rough day, as they are increasingly linking bad sleep to alzheimer's. scientists say they think the disease is brought on by an increase in bad brain proteins called amyloid beta. those harmful proteins normally are cleared out while you sleep. poor sleep can lead to a build up. scientists are now taking a deeper look at how our sleep patterns, heart rate and respiratory system are linked to clearing the bad proteins. >> we don't think this is going to be a cure for alzheimer's, but we do think it has the potential to impact the developmental progression of the disorder. ultimately, anything that we can do to help improve the clearance of amyloid beta

it's still good, right? >> it is still good. steve. and right now, you know, looks like the bay bridge traffic is looking good. it's not an all time low, but it is pretty light coming into san francisco. before you make it all the way across. there have been no major issues in the east bay, so this is still a time for you to get out there. there's some slowing on the altamont pass, though. 530. let's get back to the headlines. >> sal. thank you. a red flag warning now in effect for los angeles and surrounding counties. extreme winds are expected to last through tomorrow evening. firefighters say they're grateful for light winds over these past few days. they'll now face one of their biggest challenges yet in the fire fight. containment is going up, but 70 mile an hour wind gusts could roll back those gains. as of now, the palisades fire is 14% contained. the eaton fire is at 33% containment. as those fires continue to burn, investigators are already looking for clues as to how they started. ktvu ali rasmus in

studio with that part of the story. ali. >> yeah, the now week long firestorm in los angeles county has become one of the costliest natural disasters in state history and one of the deadliest. 24 people have died and another 23 are still missing or unaccounted for. investigators have not said anything publicly yet about how the two most destructive fires, the palisades and eaton fires, began. but the work to try and answer that question is already underway. a team from the bureau of alcohol, tobacco, firearms and explosives came to the site where the palisades fire began one week ago. some people who live in the area and saw the fire when it first began say it appeared to start in the same spot where fireworks had sparked a fire on new year's day. several days before the palisades fire broke out. >> and there are a number of residents who were taking video when the fire started on january 7th that show that it started really close to, if not on the

site of, that january 1st fire. >> as for the eaton fire, it started in eaton canyon near the communities of altadena and pasadena, and in that canyon are several high power transmission towers and power lines. at least five lawsuits have been filed against southern california edison, the utility in southern california, from homeowners who lost homes in the eaton fire. they claim the power company's equipment started that fire. now, whether or not that's true has not yet been determined by investigators. the investigation could take months or even a year to finalize. but we do know that investigators have been inspecting those towers to get more answers. southern california edison, in a statement, denied that its electrical equipment started that fire, saying their analysis showed no, quote, interruptions or anomalies with their equipment. 12 hours before or immediately after the eaton fire started. back to you, garcia. >> ali. rasmus. thank you. law enforcement agencies in the l.a. area have arrested nearly 50 people who were in mandatory

evacuation zones and say some of the suspected looters had disguised themselves as firefighters. nine were charged for looting in areas of the palisades and eaton fires. >> the warning shot remains. do not go ahead and engage in looting. engage in internet scams. engage in price gouging. do not violate evacuation orders, and do not commit any of these crimes in which people are trying to profit from the tragedy of the people who have suffered from these various fires. >> authorities released ring video of some suspected looters entering an evacuated home. officers say they stole more than $200,000 worth of property in altadena. one man said he's taken it upon himself to act as a neighborhood watch, go out and film the car so they can see us with the license plate, and then they disappear really quickly. in the small city of azusa, 25 miles east of l.a, one man was charged with arson after

officials say he intentionally started a fire at a park. that fire was quickly put out. the man arrested at the scene. a firefighting plane that was damaged by a drone is expected to return to the skies above southern california today. authorities say a privately owned drone struck a water dropping super scooper aircraft last week. the fbi is looking for the operator of the drone. the l.a. county sheriff's department says it's arrested three people for flying unauthorized drones. interfering with firefighters is a federal crime, punishable by up to a year in prison and a $75,000 fine. >> our time now, 534. in san francisco, the j.p. morgan healthcare conference continues in union square, and first lady jill biden will be one of the speakers. ktvu is james torres is in san francisco to tell us how this conference is causing excitement in the city. good morning james. >> and good morning to you, dave. well, it's all happening at the westin saint francis. just behind me here at union square all week long. and it's the first major event in the

city under new mayor daniel laurie's tenure as the mayor of san francisco. more than 8000 people are expected to attend the conference this year, though the san francisco hotel council says likely about 20,000 people are in town taking up hotel rooms for a number of indirectly related smaller conference. all happening alongside that j.p. morgan healthcare conference. that's after all. of course, we're talking about lots of security, all of that happening after the assassination of the unitedhealthcare ceo, brian thompson, at a health conference in new york. san francisco police, as a result, have been lining up in and outside the hotel, and they will be that way for the duration of this conference. we spoke to the union square alliance, who say they're hoping attendees leave with a good experience in the city. >> absolutely. 8000 people concentrated right here in union square. this is not the convention center. this is union square and all things surrounding this district. 8000 people generating over $92

pretty good and all the way across to the peninsula. 6:00 let's get back to the headlines. >> let's get back to that breaking news we shared with you just a moment ago here. a fire response underway on ellis street in san francisco's tenderloin district. our james torres at the scene here, there's a pretty decent fire response. we see lots of flashing lights. bring us up to date, james. >> yeah, garcia, we are just between larkin and hyde here along ellis street. just one block of traffic closed off this morning as fire department works to see what it is they are working with here. it looks like they're on the seventh floor. the top floor of the hotel essex here. at one point, a spokesperson telling us that there was an active fire. they evacuated some folks from the area. you see the truck still set up in front of the building, the ladder still up, connected to that top floor there. fire alarms are still ringing. we're not hearing any reports of any injuries. we're also not seeing an active fire at this point here. so it may be that the firefighters are on the back end and trying to clean up and

finish off whatever it is that they were dealing with today and this morning. but they do have one road, one block of the roadway now blocked off here along ellis street. several firefighters, at least two engines here on the scene this morning. and actually i see a third just around the corner. several firefighters are walking in and out of the building. looks like they're talking to some of the folks who might have been staying in the building as well. but again, no active fire, no smoke coming out of any part of the window or any part of the building here. that ladder still connected up to that top building, but no one on the ladder. we've actually not seen any firefighters on the ladder on the time that we've been here this morning. we are checking in with the fire department to learn exactly what it is that they are responding to, what it is that they have been dealing with so far. again, fire alarms still ringing at this point, but once we get that more updated information, we'll be sure to bring it along to you. for now, we're live this morning in san francisco. we'll send it back to you, dave and gasia james. >> thank you. now we'll move to a firefight of a different kind. people in los angeles are

bracing for strong and dangerous santa ana winds. gusts as high as 75 miles an hour are expected later today. >> wow. it comes as investigators try to pinpoint how the most destructive fires may have started. ktvu is ali rasmus in the studio with us now to explain some of the possible causes that investigators and now lawyers are looking at. good morning. >> good morning, dave and garcia. in the span of one week, the two most destructive and deadly fires in los angeles county, the palisades and eaton fires, have killed 24 people and destroyed more than 12,000 homes and structures. and as the fires continue to burn, investigators are already looking for clues about how this disaster began. a team from the bureau of alcohol, tobacco and firearms and explosives came to the site where the palisades fire started one week ago. now, some residents and people who live in the area say that fire appeared to start in the exact same spot where some fireworks had sparked a separate fire on new year's day. >> it was, you know, an acre

large, a little bit larger than an acre. and so that's a lot of area. and with 100 mile an hour winds, 80 mile an hour winds like you saw on that day, all it takes is one small spark in a dry landscape with very low humidity. we've had very little to no rain in the past year in this area. and so it it doesn't take much. so it could be just one surviving ember. >> now as for the eaton fire, it started in eaton canyon near the communities of altadena and pasadena, and in that canyon are several high powered transmission lines and towers. this week, at least five lawsuits have been filed against southern california edison, blaming the utility and its equipment for sparking the eaton fire. now, the cause of this fire and the palisades fire has not been determined. it could take months, even a year to figure that out. but we know investigators have been inspecting those towers in eaton canyon. for more information and evidence about the fire's possible origin. now, southern california edison, in a statement, denied that its

electrical equipment started that fire. they say their analysis showed no, quote, interruptions or anomalies with their equipment 12 hours before or immediately after the eaton fire broke out. back to you, garcia. >> ali. rasmus. thank you. the chief of the u.s. forest service addressed concerns about whether the federal government is prepared if fire sparked beyond los angeles county. >> i'm confident that we'll be able to get the resources we have access right now to about 15,000 firefighters that are not currently being used. that's not needed. so if things got out of hand, and let's just say that the wind conditions blew the fire back out into the wildland, we do have firefighters pre-positioned in a lot of different areas to look at that initial attack. >> the chief joined president biden and vice president kamala harris to discuss the wildfires. president biden has amended the california disaster declaration, allowing for the state to receive additional disaster relief. >> our time now. 605. in washington, house speaker mike

johnson has joined other republican leaders who want to put conditions on federal aid for the fire victims in l.a. they say the approval of billions of dollars in federal funding should depend on major policy changes in the way california prepares for and responds to wildfire disasters. those changes involve forest management and the handling of the state's water resources because of shortages. democratic leaders say the republicans are playing politics with a natural disaster, and the lives of its victims. well, in anticipation of the very high winds about to hit the l.a. area again, tons of firefighters and extra water tankers are on standby. those planes also covered vulnerable homes and hillsides with fire retardant chemicals that will prevent the fire from getting worse or new fires starting. it will also prevent wildfire smoke that can cause several breathing problems. >> the department of homeland security says reports on social

media of immigration raids in parts of los angeles are not true. some people said there were raids in south l.a. neighborhoods, and that immigration agents also targeted cities including pasadena and inglewood, and claimed that immigration raids were happening at grocery stores. many immigrants are worried because president trump has promised mass deportations once he takes office, the department of homeland security released a statement saying, in part, ice and cbp do not conduct immigration enforcement activities along evacuation routes, sheltering sites or sites offering disaster related help. goes on to say it is committed to making sure every individual who seeks shelter, aid or other assistance due to a natural disaster is able to do so regardless of their immigration status. >> our time now. 607 santa rosa has become the latest bay area school district considering closing or consolidating schools, and many parents and teachers want to send a very clear message to school leaders before they make any final decision on this. ktvu is andre

senior in the studio with us now telling us about the emotional reaction to this school closing plan. >> well, dave, the district held its first of several town hall meetings last night in response to its $20 million budget deficit. it plans to close at least four schools by the end of the academic year in its effort to save $11 million over the next two years. the budget deficit is largely due to the loss of covid era federal relief funds, declining student enrollment as well, the hundreds of teachers and students packed the town hall meeting at montgomery high school to make sure their voices were heard. the district outlined a plan to save that money. most of the people attending the town hall meeting did not want to hear it. plans to close at least four schools by the end of the academic year. in its effort to save that $11 million i told you about over two years, the deficit, largely due to the declining enrollment in the schools that drop in enrollment, is being tied to the cost of living in santa rosa, which is driving many families out of the district. >> lack of kids. when i was

first, when i got my first apartment, that apartment was $300. here i was able to raise my kids, be there for them. parents now are having to work more than one job. that same apartment is $3,000 a month now, and it's the same apartment now. >> in 2012, 15,000 students were enrolled in santa rosa city schools. last year, that figure dropped to just more than 12,000. many parents are worried how these proposed cuts will affect their students, and there are special concerns among the parents of high school students getting ready for college. >> really, it's high school. high school is what launches you into your your life, college, work, whatever it is, your career. high school is integral, so keeping high schools open is really, really important. >> proposal number four, which is just to keep to make it seven through 12th grade. and that's the only one that keeps the high school. so that's what we're voting for. >> district leaders in santa rosa say these budget cuts are needed to make ends meet. they

to the very top of that building. that's good news, because that means what firefighters have done here is pretty much clean up everything they need to do. and now they're looking to clear the scene here. here's what they've told us from just a few minutes ago. the fire department says that they responded to a call of someone inside one of these units right on the top floor, reporting that their lithium ion battery from a scooter that was plugged in overnight might have caught fire. that created a bunch of smoke inside the unit, but thankfully it didn't extend farther than that. but they were asking some of the people who are also in this building to evacuate. most of them actually just sheltered in place. so it wasn't that dire of a situation, but enough to bring out at least three different fire engines and make sure that everyone here was safe. let's hear an update directly from a firefighter on the scene from earlier this morning. >> b the initial report from the resident of unit 601 that he was plugging his scooter in and it

35% contained the palisades fire, 17% contained. well, the federal bureau of alcohol, tobacco, firearms and explosives sending its national response team now to southern california, trying to pinpoint the cause of the wildfire. atf is adding 15 new investigators from around the country working with those already there at the scene. the investigation will be split into two parts. one team will examine physical evidence at the scene. the second unit will check external clues like security videos and witness statements. some of these certified investigators specialize in wildland fires. >> governor newsom says he's expanding the legislature's special session to cover funding for the l.a. wildfire response. the announcement comes as republicans in the state assembly called on governor newsom to hold a special session focused solely on california's deadly wildfires. the republican said the state must do more to protect communities and shore up

43. strong winds are again the big concern in southern california this morning, as two major wildfires are still burning. fire officials worry most of the containment progress made by firefighters may be set back by the powerful winds expected this morning. a red flag warning will stay in effect in the l.a. area through tomorrow. also, president elect donald trump may be coming here to california to see the fire destruction as early as next week. well, today, city leaders in santa cruz will meet. they'll talk about several regulations that could help the wharf there recover from last month's

there's a focus on safety at the jp morgan chase health care conference is underway now in san francisco. just last month, as you remember, the united health care ceo was assassinated in new york. san francisco police have teamed up with jp morgan chase and the nearby hotels to create detailed security plans that include more police officers in union square. >> clearly, there's been an effort to try and clean up the square. lots of police around, which gives some comfort. i did walk around last night as you go up the hill. it did feel a bit unsafe in places. but i appreciate the effort the city is putting in. >> now, the conference is part of a greater effort to attract more visitors to union square in san francisco. businesses and restaurants have seen their profits slow down and get smaller. 8000 people are expected to be at this week's conference. well, homeless encampments have been popping up along the sides of train tracks

in san jose, and the railroad company say it's creating a safety hazard. some of the people who've camped out in the area say it's often the only place they can find to live. recently, homeless encampments near some railroad tracks, including on jackson and seventh streets and japantown and a part of little orchard street, have been cleared out. homeless advocates say even if an encampment is removed, the people do come back. >> they went to the creeks. then you swept people out of the creeks and now they're on the railroad tracks. so that's what happens when you sweep people to nowhere. they have to keep finding another place to go. >> now, officials with the union pacific railroad said in a statement, despite efforts to keep our tracks clear and safe. illegal dumping and camping is happening on union pacific property, and it's creating public safety risks. >> the anticipated winds, combined with low humidities and low fuel moistures, will keep
