area. >> law enforcement and the california national guard keep watching over evacuated neighborhoods. we do know that new arrests have been made for looting and other offenses, and these officers are also tasked with the difficult work of looking into 37 missing persons reports across both of the fires. well, president biden says the federal government is covering the majority of recovery costs for the next 180 days. but he adds, congress needs to step up and fund assistance beyond that. many republicans, including house speaker mike johnson, say any federal aid should come with conditions. democrats are criticizing that threat, and note that relief was given to victims of hurricane helene and milton with no strings attached. fema says it has enough money to respond to the wildfires and other disasters in the near future. after congress approved $100 billion in emergency aid last month. more bay area counties are sounding the alarm on the importance of wildfire preparedness in the wake of those devastating wildfires in southern california. supervisor

7:36 pm
>> fremont itself is already doing what many cities are considering. the city has a hillside initiative banning development in wildfire prone areas. >> fremont. we're trying to reduce urban sprawl. we're trying to limit it to our key corridors. it's away from the hills, away from the brush fire. it's much safer experience, and we can get more density as well in these places. so all future growth in city of fremont will be near these transit oriented areas. >> fire officials say the new personnel will be working off of this temporary truck until the new vehicle is ready. it needs to go through a number of different tests, and it should be delivered sometime in april or may. reporting from fremont jana katsuyama ktvu, fox two news. >> an app developed in the bay area is gaining new traction in response to those devastating wildfires in la. it's called watch duty, and it allows people to track wildfires and subscribe to emergency alerts in their neighborhoods. ceo and co-founder john mills says the goal is to make life saving information more accessible to people near the flames.

>> cognitive decline happens when you're pumped full of adrenaline and you're scared for your life, and it's your first fire, but it's really challenging to think straight. and when you start telling people a bunch of cardinal directions, it's almost like torture. >> mills hopes to expand watch duty beyond fires to include alerts about other disasters as well. of course, you can monitor all of the developments coming out of southern california by downloading our fox local app to your phone or smart tv. there you can find round the clock coverage, as well as coverage from our sister station, kgtv down in los angeles. it is free to download. new at 730, we're learning more about the discovery of four bodies in a home in santa rosa. last week, police say those four people were found dead inside of a home on monarch court. they were a family, and they've been identified as 67 year old clive guthe, 67 year old donna guthe, 33 year old reina guthe and 28 year old kameron guthe. police say donna and clive were formerly married, and reina and

7:39 pm
incarcerated, he is not the easiest person to serve, even though it may seem as such. >> but he is not. >> the attorney says she's made several attempts to serve combs, who has the right to refuse service. a federal judge has given the plaintiff one more month to try to serve combs. if they miss that deadline, they could potentially refile the lawsuit. we're naming the accuser because she's publicly identified in the lawsuit. her attorney says it's not that simple to just hire a process server and send them to jail with lawsuits. >> so you have a process server who can be anybody who has a license to process serve. but those are the people on the outside. when you have people on the inside, it's a different process. >> henry bradford, a bay area process server, told ktvu serving someone in jail or prison is the, quote, easiest serve, and that he routinely hands paperwork over to alameda county sheriff's deputies at santa rita jail. but mitchell says new york is not california. in her lawsuit, the woman says combs and his entourage violently gang raped her in orinda back in 2018. she says the attack happened at an apartment on loma vista drive that was rented by an

acquaintance of combs. in a statement to ktvu in october, the contra costa county sheriff's office said a report was taken on march 23rd, 2018. we take these cases seriously, and detectives thoroughly investigated the accusations. it was later determined the claims were unfounded. now, her attorney says she's also gathering more facts in the case, which could lead her to amend the lawsuit. the accuser is asking for $50 million. live in the newsroom henry lee, ktvu, fox two news. >> a change is coming to south bay fire protection services. coming up, the major move to end a contract with cal fire and the pushback that came with it. >> and barry weather. another mild afternoon out there with lots of sunshine. our dry weather stretch is going to stick around. we'll have more on your forecast. we'll

the county board of supervisors voted to end a contract with cal fire, putting fire service under direct control of the county. right now, residents outside of the main cities of gilroy and morgan hill belong to the south santa clara county fire district. seen on this map here covered in green. those contract or that area rather contracts with cal fire for service will. today, the board of supervisors unanimously voted to terminate that fire district, which has been in place since 1980. it will now be merged with the rest of the county's fire services. according to cal fire's fire fighting union, more than 30 cal fire employees could lose their jobs as a result of the move. >> absolutely opposed to the idea that 30 plus firefighters
7:44 pm
who have served our community with courage, distinction and distinction could be replaced by an annexation idea. that is confusing, dangerous, expensive, expensive, and reduces community protection. >> county leaders say the decision has nothing to do with the quality of the firefighters, but leaders feel that budget constraints at the state level have resulted in a lower level of service. supervisors say the south county fire district has been losing money, and the county has already been directly supplementing the cal fire contract is at stake. >> here is the viability. can can they continue to provide the services that they they committed to? and what we have seen is that no. >> county leaders also see it as an equity issue, saying that they want all county residents to receive the same level of emergency response. still unanswered, though, at today's meeting is the specific procedure for the county to absorb any potentially impacted state firefighters. the county executive promised supervisors a report which will address the
7:45 pm
options and details of that process. okay, turning now to our weather mark. we've been talking about it all week and last week really the winds here not so. you said it wasn't so bad as anticipated today down there in southern california. >> but unfortunately another obstacle that will be beginning tomorrow morning with the winds picking up out of the northeast to the east. so yeah, fire danger. and it's hard to believe this is january and we're still talking about this incredible fire event, unfortunately in southern california. so here's a look at the wind forecast model. we've been talking so much about a northeast wind. you can see though we're going to see more of an easterly wind develop as we do head into wednesday. and as a result, the fire danger spreads to the north as well, approaching ventura and also santa barbara as well as we check out some of the current wind reports right now. actually, most of these panels not too bad. the one exception though, the malibu hills right now gusting to 37mph. so there is a bit of a breeze already in parts of southern california. all these areas from san diego up to portions of santa barbara county, are under a red flag fire warning, and that is in
7:46 pm
place until 6 p.m. wednesday. here's a closer look at the area here and this area, showing you a pds, a particularly dangerous situation. and that's basically focusing on the weather tomorrow morning into early tomorrow afternoon. so all these areas here, this is actually excluding the palisades fire zone, but still in general high fire danger for tonight into tomorrow. here is the forecast model. this is tomorrow morning 7:00. and those contours here link up to the stronger wind speeds. so you can see la only three miles an hour. compare that to the malibu hills 24 and camarillo 29 miles an hour. the winds stick around. this is late tomorrow morning and then into the afternoon hours. we will gradually scale back on the wind speeds, especially late tomorrow afternoon and into tomorrow night. and finally an improvement with the weather conditions in southern california. no rain, but at least we're not talking about any strong winds. highs today in the 60s. across the board here we're showing you the fire zones once again down to our south. now here is a look at the

overall weather pattern a big area of high pressure out here in the pacific keeping us dry and no signs of any rain in our forecast. the current wind reports right now we have lots of calm wind, so no wind advisories, no high wind warnings for us here in the bay area. and here's our live camera looking out toward the golden gate bridge. it is getting pretty chilly. current numbers in the upper 40s to the 50s, and there is a bit of a chill in the air overnight with some frost. patchy frost in some of the inland valleys first thing tomorrow morning, so our dry stretch will continue well. chilly overnight. once again it will be a mild afternoon and we are looking for the rainfall, but as you can see here, this forecast model keeps us dry into your thursday, into your weekend. maybe some low clouds back in the picture, but the storm track remains kind of a stranger into the weekend and into next week. things could change, but for right now, no signs of rain just yet. frost tomorrow morning, lots of sunshine into the afternoon hours and the look ahead. no big changes headed our way. just partly sunny skies on a friday and some areas of fog saturday morning. our dry weather stretch will continue right on through
