support in the south bay for the immigrant community as the department of homeland security warns, schools and churches are no longer protected from law enforcement action. >> i don't feel good. i have a lot of feelings inside because our community right. >> power, not panic that we are stronger together. >> rising concerns over mass deportations. good evening everyone. i'm mike mibach. >> and i'm cristina rendon. tonight, communities across the bay area bracing for the trump administration's crackdown on immigration. just today, the department of homeland security tossed out a policy that limited where immigration authorities can make arrests. now, federal agents can detain migrants at sensitive locations, including schools and churches. earlier today, we spoke with bill hing, a professor of immigration law at the university of san francisco, who says this will take away protections that have been in place for years. >> the fact that they're willing to lift that restriction is just mind boggling to me, and it's

already scaring people. i have calls from school teachers and parents who are afraid to send their children to school. and these are folks, some of them are u.s. citizens, but they are from minority communities that think that they're going to be racially profiled. so already it's having devastating effect. >> in a statement from the department of homeland security, a spokesperson wrote in part, criminals will no longer be able to hide in america's schools and churches to avoid arrest. the trump administration will not tie the hands of our brave law enforcement, and instead trust them to use common sense. ktvu is amber lee joining us live now with reaction from some in the bay area's immigrant communities tonight? amber. >> christina. we're in front of saint lucy's catholic church here in campbell. an official with the church tells me it serves a congregation that has many latino immigrants. tonight, the church was part of what is being described as a hope and healing event.

>> who belongs in this country? we all do. >> nonprofits and faith groups held a community vigil tuesday night to support immigrants facing possible deportation after the trump administration made changes to immigration policy. it is now allowing federal agents to arrest undocumented people in churches, schools and hospitals. >> we are scared of what's going to happen. >> in spanish and with the help of an interpreter. this mother and grandmother tells me she came to the u.s. from el salvador 21 years ago. >> i feel very unsafe. i feel fear because we need to go to church. our children need to go to school. >> she says her son and daughter in law are also undocumented. she tells me her grandchildren were born here in the united states. >> i don't feel that my sons are going to send their kids to the schools. >> some people tell me they will

attend church remotely. >> i don't feel good. i have a lot of feelings inside because our community, right? >> maria garcia says she and her daughter came to the u.s. from mexico about 20 years ago. her daughter is now a daca recipient and attends mit. garcia and others at this rally say they're here for support and information. >> this land was made for you and me. >> nonprofits and faith leaders that work with the immigrant community say they've prepared for possible federal raids, which includes knowing their rights. >> you can remain silent. we have the right. we have the right to ask. is there a warrant for the arrest? we see this as on something on steroids. we see this as a really horrific chapter in in american life. >> immigrant rights supporters with the rapid response network say they have successfully fought the deportation of people taken by federal agents. >> power not panic that we are stronger together. we have a network that is here to support

you. >> we are not criminals. we are here to seek for a better life. just like all the immigrants in history. >> vigil organizers say the rapid response network is available 24 hours, and they're urging people who need help to reach out. >> cristina amberleigh live in campbell tonight. amber. thank you. the berkeley city council voted tonight to reaffirm the city's sanctuary declaration and to establish a task force to assess threats to the immigrant community. >> this is very personal to me as an immigrant whose family is here, but for the ability for asylum to be granted for some of them. >> council member jeb, who is from ukraine, noted that berkeley became the first sanctuary city in the country back in 1971. the city also pledging support for sensitive sites, including schools, hospitals and places of worship, where the trump administration now says it will allow agents to

arrest undocumented immigrants. contra costa county sheriff david livingston says the county will not change the way it handles immigration cases under the new administration in washington. livingston said his office allows state law or follows state law rather, which mandates that no state or local resources can be used to assist federal immigration enforcement. law enforcement officers are not allowed to ask about immigration status or arrest someone for a deportation order alone. >> california now joining 21 other states, the district of columbia and the city of san francisco in trying to block president trump's executive order seeking to end birthright citizenship. the president signed the executive order yesterday. it would prevent children born in the united states to migrant parents, the right of citizenship. that right is guaranteed in the u.s. constitution under the 14th amendment. legal scholars and the state attorneys general say it's not something the president can just eliminate with his signature. >> stands to impact more than

20,000 babies born each year in california. birthright citizenship is foundational to our nation's history. it's not new. not at all radical. >> the white house press team releasing a statement saying it is ready to face the states in court now to change the constitution. two thirds of both the house and the senate need to approve it, and three fourths of the nation's state legislatures would need to ratify the change. >> and tonight, the trump administration now directing all federal diversity, equity and inclusion staff to be put on paid leave. these staffers will eventually be laid off. this all according to a memo from the office of personnel management tonight. the memo says agencies have to place dei staffers on paid leave by 5:00 tomorrow. those agencies must also take down all public dei focused web pages, and then develop plans to lay off those staffers. this all follows an executive order that president trump signed yesterday, ordering an end to the federal government's dei

restorative justice programs. >> the other is venus johnson, chief deputy attorney general in the california department of justice, who noted endorsements from attorney general rob bonta. >> my vision for this office is to reinvigorate and to unify. we will return to being a model for the state. >> the person appointed by the alameda county board of supervisors will serve as da until the next election in 2026. reporting from the newsroom jana katsuyama, ktvu, fox two news. >> new information tonight about the man and boy who were pulled from the ocean south of half moon bay. the san mateo county coroner's office has identified them as 39 year old mukund murali and eight year old vivaan mukund, both of santa clara. a relative at their home confirmed to ktvu that the two were father and son. so far, there is no information on how they wound up in the water. both were transported sunday afternoon to stanford where they later died. several families in campbell are displaced tonight after a fire burned through their apartment building in campbell. it happened just after 630 tonight

on union avenue near apricot avenue, just east of highway 17. this fire affected six apartments in the building. four are uninhabitable. one person has been taken to the hospital. a cat died from its injuries and one dog was saved from the fire and is doing well. tonight, fire crews say union avenue will likely stay closed through midnight. the cause of the fire is under investigation. >> a $500 million investment in artificial intelligence. coming up here on the 10:00 news. today's infrastructure announcement from president trump and what it means for silicon valley. >> plus, police in the south bay are calling it a despicable act of violence. the shooting that targeted two plainclothes officers. companies. experts say that this investment will make the u.s. a world leader in artificial intelligence. >> china is a competitor and others are competitors. we want we want it to be in this country, and we're making it available. >> as he stood at the podium surrounded by tech executives, president trump announced a $500 billion private sector investment into building america's infrastructure for artificial intelligence. >> i think it will be an exciting project. i think we'll be able to do all of the wonderful things that these guys talked about. but the fact that we get to do this in the united states is, is, i think, wonderful. >> openai ceo sam altman, softbank ceo masayoshi son and oracle chairman larry ellison all pledged $100 billion to start the stargate infrastructure project and will contribute up to $500 billion collectively. stargate will help

build more data centers, including the electricity and chips, to operate them. the project is also expected to create more than 100,000 jobs, and will open its first data center in texas. >> the dark side of this one is because there is no guide rails for this. we might find some, you know, bad applications and, you know, like hackers, you know, other countries who use going to use this kind of technology against us. >> trump also announced tuesday that he's revoking an executive order signed by former president biden that aimed to reduce the dangers of ai for consumers and national security. a local political analyst says stargate also signifies a renewed relationship between big tech and the white house. >> it's very much trump being able to say, i'm making infrastructure happen. i'm moving the united states into the future, and the tech folks are getting the freedom and the investment to do what they want

to grow ai. so it's a win win for both sides. >> now, as americans use more power from ai data centers, the risk of being low on supply will increase over the next decade. and these investors believe that the stargate project will provide some of that power for the next generation. >> cristina la monica peters live for us tonight in the south bay. lamonica. thank you. canadian prime minister justin trudeau says he is confident canada can avoid the 25% tariffs that president donald trump says he will impose on february 1st. prime minister trudeau said that canada is the energy superpower that america needs to grow the economy. doug ford, the premier of ontario, had a different take, saying that a trade war is coming. ford said as soon as president trump applies tariffs, he will impose a dollar for dollar tariff on u.s. goods. >> tomorrow, california lawmakers will start to discuss proposals to better prepare the state for the new trump administration. these proposals are all part of a special

legislative session. governor newsom called just days after donald trump was elected president. the bill specifically provides an extra $25 million to the california department of justice and set aside another $25 million for immigration, legal and support services. while lawmakers can logistically provide the funds quickly without a special session, state leaders have acknowledged it's mostly symbolic in the assembly. democrats say it is essential, while republicans are calling it unnecessary. >> hundreds of executive orders proving how terrible they are for the country. it is important that we fight back each and every day. >> i think there's a lot of other things we need to spend our money on right now. >> tomorrow there will be two hearings on this proposal for the special legislative session, one in the assembly and one in the senate. >> the san jose police department is searching for suspects tonight in what they call a despicable act of violence against two officers. officials say two plainclothes officers were in an unmarked car near mclaughlin avenue at 280, at about 1030 last night as they

stopped at the intersection, police say people in another car tried to start an argument. at least one person inside opened fire, hitting the police vehicle multiple times. an officer fired back, but the driver was able to get away. no officers were hurt. it is not clear if any of the suspects were hit. >> the motive behind the attack is still under investigation, and it is uncertain whether the suspects were aware that the individuals in the unmarked police vehicle were law enforcement officers at the time of the shooting. what is indisputable, however, is that this was a reckless and senseless act of gun violence in a residential neighborhood. >> san jose police did not release any specific information on the shooter's vehicle. they say that addressing gun violence remains the department's main priority. >> a stabbing suspect seen on body cam video. being bitten by a police k-9 officer has filed a federal civil rights lawsuit against the city of san jose, as well as the police department. san jose police say they were called to investigate a reported stabbing at an apartment complex in 2023. police say the suspect,

fernando villanueva galvez, was holed up in his apartment for four hours when officers eventually entered. the dog found the suspect and bit off his earlobe. his attorney called it an act of brutality. >> of his ear is missing. he has deep wounds, gashes in his arm, and that actually caused some nerve damage. >> felony charges against villanueva galvez were reduced to misdemeanors. san jose police declined to comment on the lawsuit. >> you're probably noticing it's obviously been dry. it's also been warm temperatures well above the average. again today we had 67 degrees. those are spring like temperatures in vallejo. we had 66 in santa rosa and 65 in morgan hill. highs tomorrow will be about the same, maybe a little cooler or just about the same. it's going to be the same. and the only changes come on friday and saturday. we start to turn a little bit, and then we get a cool air mass in here, maybe some snow in the mountains, like 2 to 3in, maybe

a sprinkle around here? probably not. but in southern california they might see a third of an inch. good chance. so this system is you'll see it coming up a little bit in the model, but it basically is an inside slider. so it doesn't have a lot of moisture with it. and it's going to miss us in the bay area pretty handily. so tomorrow's going to be another nice day. but the story is right now the frost advisory and freeze warning. we have very cool overnight low temperatures that are going to stay with us as this cool air sort of settles in, especially on this weekend. this cool air is going to come in. that's that next system we're talking about for friday and saturday. so a little bit to talk about. but it's you know, what we really need is rain. and we're not really going to get any substantial rain at least as we go into this week. hopefully something behind it. we'll talk more about that with the long range model in a couple of minutes. >> all right. we'll see you soon, bill. thank you. well, tonight millions of americans are dealing with what is now deadly extreme winter weather. new orleans is getting hit by a very big storm. city and towns across louisiana dealing with the storm. about ten inches of snow have come down, closing

island health and fitness academy, loma vista academy, vallejo charter school, steffan manor elementary, and penicuik elementary. the district has 9000 students spread across 19 schools. >> when you have 19 schools, you spread your resources across 19 schools. with less schools, you're able to consolidate your resources, provide each individual student more attention and more need, and provide programs that will strengthen the role of the school. >> the next school district board meeting will be held february 5th at mare island health and fitness academy. officials say that a decision is expected no later than march 15th. >> san jose city officials are touting a soon to be completed tiny home site for the homeless. and as ktvu south bay reporter jesse gary shows us, this site also has the added benefit of protecting a central waterway from pollution. >> 123. san jose officials hailing this groundbreaking photo op tuesday as the next

step on the path toward ending homelessness. >> it's time for the city to actually step up and do something about it. it's unacceptable to have people unhoused in our city. >> this two acre parcel of land owned by valley water will, if the construction schedule holds, become home to a $100 million, 136 bed interim housing site. >> by helping out get people out of the crease, get them into homes where they belong and sheltering. and it helps the neighborhoods. >> it's wonderful that they're putting tiny homes here because there's people here and down there and further down, and it's going to fill up. >> residents of the erickson neighborhood say the problems with unhoused people living along the southern end of the guadalupe river have grown exponentially over the past ten years. >> a lot of trash. just lots and lots of trash. a lot of noise generators, a lot of environmental destruction on the waterway here. >> san jose's mayor says a no encampment zone will be

established for 40 acres around this site. he says other efforts that mirror this one are having an impact, reducing the number of unhoused residents. >> we will run those sites to get people off the streets and help them turn their lives around. we see that 70% of people who step into an interim housing community do not return to the streets. >> the city of san jose is on track to be the first major u.s. city to end unsheltered homelessness. i really believe that it's possible. >> do you want any cheese. >> at the encampment where the unhoused already live in cramped quarters, there is optimism the soon to be built interim housing site will solve two problems and lead to lifetimes of possibilities. >> but i want to move over here because i work right here at samuel alito. >> has to be convenient for you. >> yeah. >> city officials stressed there will be rules and security and programs to help people transition from interim into permanent housing. construction is slated to be completed in september of this year in the blossom valley section of san

says it will soon close its flagship store right there on market street. it is the last remaining major store in the troubled san francisco center. ktvu tom vacar has the story. >> bloomingdale's five stories of the san francisco center is its last remaining major store. it will be gone in april, even though its lease has another two decades to run. >> it's very depressing. actually, a lot of downtown is very depressing, and that's why i don't come as often as i used to. >> before covid. this place used to just be super vibrant and active, so it's disappointing to see so much leave the city. >> bloomingdale's, a division of macy's, which is also leaving downtown san francisco, said we are hopeful to be back to serve the san francisco community in the future and look forward to introducing new ways to provide enhanced service to our loyal local shoppers. >> i've been here since i was like a little kid, like 2 or 3 years old. i remember coming to san francisco. used to be the thing to do, especially like

are stealing and we quite see a lot of them. >> professor riggs says downtown san francisco must evolve in a safe, clean, friendly, mixed use, experiential destination with entertainment pop up stores, ever changing surprises, and the things that make people want to come. places like denver, new york, tokyo and paris. tom vacar, ktvu, fox two news. >> shares of netflix soaring 14% in after hours trading today as the streaming platform exceeded its own expectations in its fourth quarter. netflix releasing the numbers right after the closing bell, reporting it added nearly 19 million users during the fourth quarter, bringing its total to 302 million subscribers globally. it credited much of its new viewership to its investments in live events. netflix also announced it plans to raise prices again in several countries in the u.s. the ad supported service will cost 7.99 a month, while the ad free plan

will cost 24.99 a month. overall solid day on wall street on more strong corporate profits, the dow did jump more than 538 points, more than 1%. the nasdaq was up 126 and the s&p 500 gaining 52 points, or even close to 1% there. shares of oracle also rallied more than 7% today, ahead of the announcement that it would be part of major u.s. investments in artificial intelligence. >> we have new details about the famed bay area chef charles phan, the founder of the slanted door restaurant. the restaurant group says that he died suddenly. he was known as a culinary trailblazer and will bring in. ktvu. betty. you here? betty, you spoke with some of the many people that he inspired. >> and they are really hurting tonight. christina charles fan opened the slanted door in the space behind me 30 years ago right here on valencia, and he had big plans for a grand reopening in just a few short months. tonight, he's being remembered for his great influence on chefs across the

bay area and beyond. 62 year old charles fan was a visionary, a trailblazer and an award winning chef and cookbook author. his family and restaurant group shared that he passed after he suffered cardiac arrest. fan was known for elevating vietnamese cuisine, creating modern dishes using sustainable local ingredients, and pairing it with wine. >> hi, i'm charles fan. i'm the owner and chef at the solano group. >> fan shared his humble beginnings in this video posted by asian health services. he was a refugee from vietnam who moved to the u.s. with his family when he was 13 years old. they settled in the tenderloin. fan opened the slanted door in the mission in 1995, earning rave reviews and a loyal following. world renowned san francisco chef dominique crenn was one of his first customers. >> i'm telling you, it's like every week we were sitting there

and it was my home away from home, but i also connected with him because i felt that, wow, if he can do it, i can also do it. and he's also reminding me it's like, this is this is the this is the alice water of san francisco. crenn, who today runs san francisco's three michelin starred atelier crenn, said fan is a pioneer of the san francisco culinary scene. >> so as the good one that lives before us, you know, it's very sad and always have a smile on his face, the kindness of his heart. it doesn't matter how big he became. you welcome people to your home. you welcome people. here actually is my home. >> in 2004, the slanted door moved to the ferry building and later expanded to napa, san ramon and france. it was also one of the first restaurants in san francisco to offer a craft

>> winds have clocked in at 102 miles an hour in the mountains of east san diego, but they are expected to die down in the coming days. >> north bay congressman jared huffman says a new bipartisan bill would help communities protect themselves from wildfires. this bill, introduced by huffman and southern california republican jay obernolte, would create a grant program within fema to help residents harden their homes against wildfire. the bill would invest $1 billion a year for strategies to reduce wildfire risks, such as early detection, creating defensible space, as well as evacuation planning. the bill is endorsed right now by more than 20 major environmental groups. >> the monterey county board of supervisors has ratified the proclamation of a local emergency after last week's fire at a battery plant in moss landing. that fire forced hundreds of people to evacuate, and it prompted a portion of highway one to close for several days. supervisors say they plan to demand that the vistra plant and the nearby pge plant both

seven hour long meeting, the board of supervisors will deliberate before announcing its decision next week. the person appointed by the alameda county board of supervisors will serve as da until an election is held next year. the department of homeland security will now be able to arrest undocumented immigrants at schools and churches. after the trump administration threw out policies limiting where those arrests can actually take place. the move reverses protections that have been in place now for more than ten years. the department of homeland security releasing a statement saying, quote, this action will return the humanitarian parole program to its original purpose of looking at migrants on a case by case basis. and on his first day in office, president trump signing an executive order declaring that the u.s. government will no longer recognize birthright citizenship to babies born to parents who are here without documentation, or parents who are here temporarily on a student, tourist or
