entire athletics department at sonoma state university is being cut. we have the details on that, as well as other programs the university is getting rid of to save money. >> from ktvu, fox two news. this is mornings on two. >> well, good morning to you and thank you for joining us. welcome to mornings on two. i'm dave clark. >> good morning i'm pam cook. it's thursday january 23rd. let's check in with steve paulson for the forecast. >> 30s 40s and 50s. wind is picked up here. so berkeley and oakland are both 58 degrees. we are running much warmer here this morning. now it's still cold 30s for some. i think the frost advisory is marginal, but 52 in the city. i mean, 59 half moon bay and there's 30s for others. so big spreads here. but it's all about the breeze and it's coming in right there. the northeast 46 at oakland north. that's at 1400 feet right above the claremont caldecott tunnel, above the oakland zoo, north at
5:01 am
25 and north northeast sonoma mountain, mount veeder, also atlas peak. so that's that's a big change compared to yesterday was much lighter. east napa has had gusts to 24mph. so the highs building in for another day. then big changes are on the way. but against the wind for many today. not for all, but for many. it's rather blustery up in the hills, no doubt here. but temperatures will rocket up again today 60 to 70s. all right. sal's here. and i think right out of the gate. we got to talk about bart. >> yes, we do, because bart has an issue caused by a traffic collision. eastbound highway four, right near the pittsburg bay point station, just south of it. eastbound highway four. two left lanes blocked with this fatal crash. it's the eastbound four just before bailey, and they have lanes closed. you can kind of see from this picture that there's something going on over here, right? and there's a single line of traffic. but let me put it on the bart map for
5:02 am
you. bart says that there is no service between north concord this morning, north concord and antioch. no service either way because of the obstruction on the tracks. so no service between those two points. again, a car ran off the road, went into the bart tracks. unfortunately, and sadly, this is a deadly crash. it's going to be there for a while. and major impact to bart. 501 let's go back to the headlines. >> thank you sal. the huge fire in southern california now forcing tens of thousands of evacuations in castaic in the grapevine area of los angeles county. firefighters are now starting to make some progress in containing that fire. it started yesterday morning, puts even more strain on resources as firefighters are still on the eaton and palisades fires. now here's a better look at where the latest fire is burning. it's right near castaic lake, along i-5, not far from magic mountain. at one point, parts of
5:03 am
the five freeway were closed in both directions this morning. i-5 is back open, except for some off ramps. now, the fire exploded in size, reaching more than 10,000 acres in just 12 hours. after a quick ground and air assault. firefighters are starting to get the upper hand. at last check, the fire is about 14% contained. no homes were burned. however, more than 30,000 people are under immediate evacuation orders and another 21,000 are being told to prepare to evacuate. >> we're actually we're very nervous. so i rushed home. i went and got my daughter from school up the road. immediately we packed up the car, got all our belongings, our paperwork, documentation and i just started soaking my house. i, you know, wetting it down as good as i can. >> firefighters are concerned about the dry and windy conditions and reminding people that embers can travel for miles. >> our time now. 503 good progress reported by firefighters battling the other big wildfires in l.a. county. the eden fire is now 95%
5:04 am
contained. the palisades fire is 70% contained. those fires combined have burned almost 38,000 acres, destroyed more than 16,000 homes and other buildings, and 28 people have died. more powerful winds are pushing the flames that are expected today, and red flag warnings from the national weather service have been extended through tomorrow morning for most of los angeles and ventura counties. and with rain expected this weekend, hundreds of state emergency personnel are headed to southern california to protect burn areas from dangerous mudslides. they're taking materials to protect against flooding, including almost 300,000 sandbags, about 6000 super sacks to carry gear and thousands of wooden stakes. also, hundreds of members of the california conservation corps will focus on protecting watersheds. >> president trump will travel to southern california tomorrow
5:05 am
to survey the fire damage. l.a. county supervisor kathryn barger spoke about the visit. she says the president will have a chance to speak with victims who need help. >> when you meet the residents who have been impacted by these wildfires, it's compelling as it relates to the need both at the federal level, state and, quite frankly, at the county level. so my goal is to let them speak, let them tell him what they're looking at in terms of rebuilding. >> just yesterday, the president reiterated his threat to withhold disaster aid unless california changes its approach to water management. president trump says states should be in charge of their own disaster relief programs, not the federal government. >> our time is 505. the trump administration's order for federal health agencies to pause external communications that is causing concerns for bay area health experts. the order calls
5:06 am
for delaying the release of things like scientific reports and delaying updates to websites and health advisories until february 1st. bay area doctors warn that that decision is a major risk, particularly for public health. the san francisco department of public health stressed the importance of communication at all levels, and says the lack of a unified federal message can cause confusion. and if you want to see the latest developments on the trump administration, you can download the fox local app. it is free for your smartphone and tv. time now. 506 well, sonoma state university is ending its athletics program. university officials have a $24 million budget deficit to settle. they've announced several budget cuts, including eliminating the degree programs, lecturers, the management staff and the entire athletics department. that's expected to save about $3.7 million alone.
5:07 am
students we talked to were shocked by the news. >> when was it decided that our positions on our team were going to be done after this year? when was the decision made to cut athletics? because that has a heavy impact on people like who maybe would have transferred out at the break if they knew that they weren't going to be able to come back next year and they could get started at a new place right away. >> now, in an email that was sent to students, the interim president said, quote, i know this is difficult news for our campus community. i'm keenly aware of its human impact and how individuals, families, relationships and communities are affected by such news. the changes are expected to go into effect the next school year. >> we'll start with clear skies, but there are some notable noticeable changes here today, and it's in the form of wind. if you have any kind of a breeze, it's in the 40s or 50s. if you
5:08 am
don't, it's mainly in the mid 30s. there's a frost advisory, but i really don't think it verifies for too many today, so i'll just mention it. but boy you look at that up in the oakland hills there. oakland, berkeley hills, 2540 six miles per hour. sonoma mountain, mount veeder, atlas peak, all northeast breeze in the city and east breeze. the city briefly touched 50 there, now 54 so 6450 on the forecast. high low today. average is 58 4775. the record high 1948 and 35 1949, and two and a third inches of rain fell on this date way back in 1886. we are now 20 dry days. mid winter dry spells are common, but boy, you don't want to get over about 25 or 30. then you're really in a world of hurt. we will not even come close to the january average, and it looks like the third driest on record for san francisco for january. 30s, 40s and 50s. half moon bay 59. i mean 59. berkeley 58. oakland. yet you go to walnut creek 32. look at that. some big spreads here on these temps here. not in areas not far
5:09 am
apart. bolinas is 58 yet. point reyes station is 36. windsor 34. sonoma 35. richmond 59. so take your pick. if you get a breeze, it's held up, no doubt. 16 bookends truckee, south lake tahoe, carson city at 19. the high hangs on for a day. it's a dry pattern, so look for temperatures to be in the upper 60s to 70. even though it will be breezy today. and then a low is dropping right in over your house and mine on saturday. colder, windy, maybe some shower activity picking up. i think the better activity will be. no doubt in the mountains, but about san jose south down toward santa clara valley, also in the santa cruz mountains. that would be on saturday, and for sure in southern california. but if you're going up to the sierra, especially saturday night into sunday, there you go. 1 to 3in of snow is being forecast as that system drops in against the wind today. wall to wall sun. it will be warm, but there will be a noticeable breeze and it's mainly out of the east 60s to low 70s. >> thank you steve. i can't express the amount of hurt that my family has gone through.
