>> right. it's a clear start. and then we will enjoy sun splashed skies. tomorrow is chinese lunar new year and we will have some clouds. snake in. do you guys see how i did that? okay. >> all right. very nice. >> so another freeze warning in effect for this morning. in addition to a frost advisory. bottom line, it's cold outside, it's freezing. and throughout the tri valley, it's 29 degrees in fairfield. back in through rio vista. santa rosa is also at 32 degrees and 35 in fremont. and these temperatures are averaging a couple of degrees to seven degrees warmer than yesterday at this hour. but those still take a nosedive. winds are slight. under ten will pick up later today to 15mph, numbers stacking up from 57 to 63 degrees, with the abundance of sunshine full forecast coming up. but right now, first things first sal castaneda. clear skies now. but i bet you this time yesterday we'll have a little fog to deal with. >> okay, let's let's look forward to that, i guess. or be ready anyway. good morning

roberta. good morning to you at home. if you are driving at the bay bridge or approaching, you can see our triple a traffic camera here showing us pretty good traffic at the macarthur maze and also at the bay bridge toll plaza. no major issues here. bay area bridges in general look pretty good crossing the bay. looks like we lost our san mateo bridge camera, but westbound bay bridge traffic is moving along very well. 501 let's go back to the headlines. >> thank you. sal. we do begin with some developing news in san francisco, where police have just confirmed officers shot and killed an armed suspect. it happened shortly before 5:00 yesterday evening at ninth and mission in the city's south of market area. police say a man responsible for a shooting ran into a building which led to a standoff. officers say the man repeatedly refused to surrender, which led to a violent confrontation, and he was shot and killed by police. officers say he had shot another man, who is now listed in critical condition. >> our time is 502 today in alameda county, the board of

supervisors will be selecting a new district attorney to replace pamela price, who was recalled in november. price was criticized for being soft on crime. the board is considering seven people for the da's job. the person who selected will serve through the 2026 midterm elections. >> new research shows some bay area fire departments are understaffed. this comes after the mayor of san jose asked the city to assess how equipped its fire department is to handle a big fire, like the one in los angeles county. data from the bay area news group shows san jose has the lowest firefighter staffing level when compared to oakland, san francisco and los angeles. >> we're budgeted for 723, but the reality is, is that we don't have a recruitment division. we don't have a ability for us to go out in our own community and get people to be make a direct impact on the city of san jose. >> san jose's firefighter union

says budgetary restraints are making recruiting more difficult. san jose currently has 632 firefighters, but the union says the city needs 700 to 1000 to be considered properly staffed. san jose's fire chief says the department is planning to hire more people and open three new fire stations. >> our time is 503. the work continues here in the bay area to reduce the wildfire risk in the east bay hills, the moraga orinda fire district issued prescribed burns to remove dry grass. this comes as east bay mud met last week with fire departments about making sure there's access to water supplies. one concern after examining the wildfires in l.a. county, is that fire hydrants lost water pressure, or didn't have water to battle the flames. >> the fires in los angeles. we've been coordinating even more closely, and the purpose of those meetings is to really do a walkthrough of east bay mud's water system in their area so

they know here's where the tanks are, here's how much storage we have. >> now. among other things, they're filling water storage on red flag days, making sure they can maintain the thousands of fire hydrants around the area. >> los angeles county received some much needed rain over the weekend, and that is helping firefighters get close to full containment on the two biggest fires. however, as feared, the rain also sent ash and mud flowing down some of the burned out hillsides. the debris flow was not as bad as some had feared along the coast. in some areas, including santa monica. marine biologists are taking samples of the water and checking for toxic contamination. >> this fire did not only burn vegetation, it also burned structures. and in those structures there are things like metal piping. there's plastic products, there's cleaning products, there's potentially lead and asbestos, all kinds of things in these buildings that also burned.

>> the u.s. environmental protection agency is working with los angeles county and the residents to clear the debris from the burned out homes and businesses. southern california edison is now acknowledging a fault on a power line that's located a few miles away from where the fire started. the utility filed a report yesterday with the cpuc saying that the fault occurred the night of january 7th, the same night the eden fire started. the lines that experienced the fault do not go through eaton canyon, where the fire began. but there are connected. they are connected to a system that experienced a surge. a law firm that is suing socal edison released video of a sparking power line, claiming that's where the fire started. edison reports it's reviewing the footage. >> so the video that we obtained from the new york times on saturday night needs more careful analysis. and it is very premature. i should say it is premature to comment or

speculate on what that footage means without more careful analysis. >> southern california edison says there's no evidence proving its equipment started the eaton fire. the cause of all the fires is still under investigation. >> another cold start to your day. bundle up. heading out the door. good morning, everybody. rise and shine on this tuesday. it will pan out to be a terrific day. but looking out towards sfo. not a cloud in the sky. and that's a good indication. clear skies and result freeze warning in effect for our inland areas. we do have a frost advisory for most of the bay area, except the immediate seashore and well into the peninsula. but the bottom line is it is cold outside, it is freezing in throughout livermore, pleasanton, dublin, back in all the way into san ramon and into danville. good morning to all of you in sebastopol and also healdsburg, santa rosa, cotati. at 32 degrees, we jump up to the mid 30s around novato and ocasio backing through mill valley and

also marin city high 30s now pretty common around the peninsula, back into the sunset district and 45 degrees in throughout the mission and 40 degrees in hayward all the way through castro valley. it's 38 degrees at the rose garden district. the winds are up to about ten miles per hour. at times, they will blow more northwesterly later today. a bit breezy, 15mph during the daytime hours. okay, here's that area of low pressure that brought that much needed rain to southern california. had not experienced any rain since april of 2024. meanwhile, high pressure is building in and as it does so, will squeeze out a couple more days of dry skies. the abundance of sunshine. we will see the return of some fog this time tomorrow morning, but the bottom line is a couple of good looking winter days in the offing before we have rain coming. it is pretty certain on friday. on sunday into monday, there's another system that's kind of fickle right now, so we will keep you updated on that. but

511. some of the stories we're following for you. we have developing news in san francisco, where police have just confirmed officers shot and killed an armed suspect. now, it happened shortly before 5:00 yesterday evening at ninth and mission in the city's south of market area. police say a man responsible for a shooting ran into a building which led to a standoff. officers say the man repeatedly refused to surrender, which led to a violent confrontation, and he was shot and killed by police. officers say he had shot another man, who is now listed in critical condition. increased ice enforcement is already stirring up fears here in the bay area. this morning, labor union members plan to rally and show

their support for the immigrant community after ice raids in san francisco. the union representing private janitors in the city says ice agents went to multiple downtown office buildings late friday afternoon, but building security kept them from entering. the union president says ice agents were not able to take anybody into custody during that raid. and the california public utilities commission announced that it is launching its investigation into this month's battery storage fire in monterey county. that fire at the moss landing vistra power plant started january 16th, prompting environmental and health concerns. scientists at san jose state university say they found a dramatic increase of nickel and cobalt in the marsh soil immediately following that fire. >> our time is now 513. a man in palo alto accused of a hate crime has been arrested. 44 year old gavin moore was arrested friday morning. police say a woman was walking through civic center plaza when a man

aggressively blocked her path and yelled a racial slur about asian people. as the victim ran away, the suspect chased after her and kept yelling. the suspect was detained by palo alto police at the town and country shopping center. he was booked for a hate crime and also charges of malicious obstruction. well, around the world, somber ceremonies were held marking international holocaust remembrance day. ceremonies were held exactly 80 years since soviet troops liberated the auschwitz death camp. tributes honored the 6 million jews killed by the nazis during world war two. >> one memorial ceremony marking international holocaust remembrance day was held in san francisco. dozens of people gathered at a jewish community center on geary street to pay tribute to the millions of people killed during world war two and nazi concentration camps. the somber ceremony was focused on one goal.

>> it's more important than ever that the community comes together. especially students. young people hear these stories, understand how this can happen to 6 million jews and of course, others that were victims of the nazi regime. and to prevent this from happening again. >> a number of events are scheduled in the bay area throughout the week to mark holocaust remembrance day. they include the screening of a new documentary on the horrors of nazi germany tonight in tiburon. >> our time is 514. a new exhibit opened in new york city to mark international holocaust remembrance day. this exhibit honors the life of anne frank, the little jewish girl who kept a diary documenting her life hiding from the nazis. that exhibit is a replica of the tiny attic in amsterdam that became a hiding place for anne frank and her family during world war two. >> well, today, a south bay county looks to ban artificial turf. santa clara county leaders say grass fields are physically and medically safer. ktvu james

torres is live from a sports complex in sunnyvale, with why the idea is getting support and pushback. james. >> pam, good morning to you. well, we are just outside this morning. the twin creek sports complex here in sunnyvale. it's a county owned facility and therefore would be affected and impacted if this turf ban were to eventually take effect. here are the arguments. county supervisor otto lee says that he will present a resolution and ordinance today at the board of county supervisors meeting. he gathered doctors and community leaders supporting a ban late last week, saying turf leads to more injuries on the field for kids and chemicals in the turf can lead to long lasting health problems, some as extreme as cancer. he also expressed concerns and doctors as well about the dangers of turf fields. on those really hot days. >> on sunny days, these fields can reach temperatures of up to

160°f, hot enough to cause heat exhaustion or burns. this creates an unsafe environment, especially for athletes playing long games or practicing for extended periods. >> well, then there's the other side those against the ban who say they are just as many studies unable to identify a link between turf and cancer. they argue turf offers more access to fields and parks and gives kids more opportunities to play, especially after some rainstorms and bad weather. they say turf is also easier to maintain than grass and can save water. a statement to the board of supervisors from the synthetic turf council. of course, going against that ban reads in part, quote, families, schools and businesses choose synthetic turf because it provides year round access to affordable, durable and eco friendly fields, especially in drought prone states like california. a ban on turf in santa clara county will only hurt communities by depriving them of these long term benefits

live weather camera suggests. yep, it is dark outside. officials sun up this morning at 715. we have a freeze warning greeting you out the door this morning. in addition to a frost advisory. and that's because it is freezing and throughout the tri valley it is equally as cold in throughout santa rosa, mid 40s. now in oakland where we've had a few high thin clouds drift overhead that surface kind of like a blanket so it doesn't get too cold. high 30s now from hayward, back into san lorenzo. and good morning to all of you in alviso and milpitas in the mid 30s, 42 redwood shores. winds will increase later today. more of a northwest flow, a little bit more breezy than yesterday. up to 15mph. area of low pressure to the south of us. this is out of here. it is venturing towards texas. otherwise we are under the command of high pressure, generating nothing but dry skies all the way into southern california. with a few lingering clouds over the los angeles basin. otherwise, this is really

sideshow after a crash led to a shootout. investigators say one person was killed and two others were wounded sunday night on 10th avenue, not far from franklin elementary. ktvu obtained this cell phone video showing a crash followed by gunfire. some city leaders want big changes to stop what they call out of control sideshows. >> some call for insanity, and there's no reason for bringing that activity to the city of oakland. oakland cannot be a site for sideshows. we need to enforce the laws that i have. i catch you doing sideshows. i get to keep your car. bottom line, and we do need to make the arrest. >> now, the two people who were wounded are listed in stable condition. so far, no word of any arrests in the case. well, the vallejo police department is working with the chp to deal with reckless driving and sideshows. the city says the chp will conduct several operations on weekend nights throughout

vallejo. new state laws give the police greater authority to impound cars that are linked to sideshow activity. thousands of people signed an online petition last month calling for the state to send more law enforcement into vallejo to fight crime. the mayor of vallejo says that help is very much needed. >> i think it's those types of partnerships where you get elected officials advocating for the community. our staff, our police, everybody doing that work, really working diligently to find those, those solutions together. that's how you take those limited resources and that limited time and use it to leverage as best you can to, to try to move the city forward. >> now, vallejo police have struggled to staff its police department with the numbers going down in recent years. salaries for police in vallejo started $99,000. that's lower than most other large bay area cities. our time is now 525. san francisco has a new program to get people to stop speeding on

streets. beginning in march. the san francisco municipal transportation agency will have dozens of new cameras to take photos of speeding vehicles. 33 cameras are being installed around the city. the first notifications will start going out in march. and our first it will be a warning, but starting in may, tickets will be issued from those speed cameras. >> when the radar detects a vehicle traveling at 11 miles an hour or more over the posted speed limit, it will take a picture of the rear license plate of the vehicle. >> now, the sfmta says the decision on where to place the cameras was data driven, and it looked at the most dangerous streets in the city. the transit agency says san francisco is the first city in the state where speed enforcement cameras will be activated for this program. the speed cameras eventually will also come to oakland and san jose. time is now 526. an investigation is underway into the fire at that battery plant in moss landing. the proposal by

usually the coldest right before the sun comes up. so the temperature can generally go down just another degree or two over near springtown. 26 degrees walnut creek, now 28. it's freezing in union city, milpitas at 33 degrees. and check out santa clara, san bruno and the outer islands, now at 43 degrees. other notable numbers 44 oakland and across the bay. it's now 42 towards sfo, while fremont is at 35. freeze warning in addition to a frost advisory in effect. bottom line is it is a cold start to what's going to pan out to be a sunshiny day. these winds are slight right now. will pick up to 15 out of the northwest. you can see that we have some storminess out there. we'll track it together. that's all coming up in a matter of minutes. but right now, here's sal castaneda and he's got your traffic. >> all right. and right now, we don't have a lot to talk about, which is good. we've seen the bay bridge looking very good via our triple a traffic camera. it

looks very nice. no problems there. traffic continues to look good as you drive into san francisco. let's talk about the south bay commute. it's off to a good start with no major issues here. traffic also looks good on the peninsula at 531. let's get back to the headlines. >> okay. thank you. we're still following a developing story in san francisco, where the police are still at the scene of a police shooting in the south of market neighborhood. let's go live now to ktvu. ali. rasmus, you're out there. so show us the scene right now. >> well, we are at ninth and mission, and this is where this happened behind us. as soon as this bus goes by, you'll see about 3 to 4 san francisco police patrol cars still outside the intersection where this all happened. part of the street blocked off at that crime scene tape. and just a short time ago, we did see what looked like some investigators with one of those sfpd patrol cars collecting evidence and taking pictures. you see actually there walking out of that building right now, carrying some of their

equipment. this all started around 5:00 yesterday evening. that's when police responded to a report of a man being shot outside one of the buildings on this street. the victim had several life threatening gunshot wounds. he is still in the hospital this morning. police believe that the shooter, the person responsible for shooting that man, had run into a nearby building here at ninth and mission. and that's where a standoff lasting several hours happened. police say they went inside the building. they used their specialist tactical negotiation teams to try and get the suspect to come out. police say he did not. a shooting occurred, and then police went inside the room where the man had been barricading himself and found him dead. now, the latest developments in this happened during the overnight hours. we've reached out to san francisco police for more information. but in the meantime, ninth street between mission and market is closed. you can see it is closed right now. several vehicles out, police patrol cars parked in front of that yellow crime scene tape. and then there's some equipment, tripod and some other equipment that investigators have used. they're still

collecting evidence, trying to piece together how this all happened. live in san francisco. ali rasmus, ktvu, fox two news. >> thank you. ali. we've been following president trump's deportation crackdown since he issued an executive order one week ago. over the weekend, ice agents made arrests in several cities, including denver, where federal agents raided a nightclub targeting drug traffickers and gang members. there were also crackdowns in chicago, miami and newark, new jersey. new york city is reportedly the next focus for ice agents, the department reports the arrest of more than 1100 people yesterday, which is a significant increase from last year's daily average. >> our time now 5.34. increased enforcement by ice agents here in the bay area. it's also increasing fears in immigrant communities. this morning, members of labor unions will rally to show their support to the immigrant community after ice agents were seen in san francisco. the union that represents private janitors in san francisco say ice agents

went to several downtown office buildings late friday afternoon, but building security guards kept them from going inside. the local 87 union president says ice agents did not take anyone into custody. >> what were your workers reactions? the ones that saw it? >> relief that somebody spoke up for them? there is a lot of fear and nervousness, but we want to be able to exercise our power. >> now, state senator scott wiener says a bill he introduced to increase funding for legal help from immigrants has passed through the senate. it's headed to the state assembly on thursday. local 87 union members plan to meet today at city hall in san francisco at 11 a.m. the mayor and other city leaders are expected to speak. >> ice agents have also been spotted in the south bay. agents were seen along alum rock and jackson yesterday. at least one person from colombia has reportedly been detained.

immigrant rights advocates fear these operations will shift from targeting suspected criminals to larger sweeps. >> we've seen so far out of ice our targeted operations. it means that they have their list and they're trying to focus in on that list. but the reality is that we've already heard from tom homan that whoever they're targeting, they're going to sweep, they're going to go around and hit those areas as well. >> pro-immigration groups have been holding know your rights sessions, advising people to have a plan in place for their family, just as they would in the case of a natural disaster. >> our time now. 535. the fear of being deported has many california farmworkers making adjustments to their daily routines, some married couples choosing to work separately to avoid being detained together. others are asking many more questions before they take a job, and they're carefully choosing the locations they work in. many are also changing the way they go about doing their

routine errands. >> we don't want to go to the store or to do laundry on weekends because we have that fear. >> now, organizations like united farm workers are using social media to let the people know about their rights. advocates say everyone has a right to an attorney and an immigration hearing. >> president trump signed an executive order directing the secretary of defense to revise the pentagon's policy on transgender troops. in his order, the president claims service by troops who identify as a gender other than their biological one, quote, conflicts with the soldier's commitment to an honorable, truthful and disciplined lifestyle and is harmful to military readiness. now, it's similar to the ban he put into place during his first administration, which was then overturned by president biden. >> time is now 537. the california public utilities commission is investigating this month's battery storage fire in monterey county. that big fire

and we do need to make the arrest. >> now, the two people who were wounded in the shooting are in stable condition. so far, no reports of any arrests in this case. well, a man in palo alto is in jail after being accused of a hate crime outside of city hall. 44 year old gavin moore was arrested for allegedly harassing a woman who was walking through civic center plaza on friday. police say the woman told an officer she was being chased by a man who aggressively rushed towards her, blocked her path and yelled a racial slur directed at asian people. that man was arrested after police found him at a nearby shopping mall. >> well, happening this morning, local union members plan to rally at san francisco city hall. this comes after ice raids targeted workers in downtown just last week. janitors in multiple buildings in downtown san francisco were targeted last friday, but security guards stopped ice agents at the door. mayor daniel lurie, the district

for legal help for immigrants has passed in the senate. it's headed to the state assembly on thursday. local 87 union members plan to meet today at 11:00 at san francisco city hall. the mayor and other city leaders are expected to speak. >> ice agents have also been spotted in the south bay. agents were seen along alum rock and jackson yesterday. at least one person from colombia has reportedly been detained. immigrant rights advocates fear these operations will shift from targeting suspected criminals to wider sweeps. >> we've seen so far out of ice our targeted operations. it means that they have their list and they're trying to focus in on that list. but the reality is that we've already heard from tom homan that whoever they're targeting, they're going to sweep, they're going to go around and hit those areas as well. >> pro-immigration groups have been holding know your rights sessions, advising people to have a plan in place for their family, just as they would in the case of a natural disaster.

some of the arguments in place here. supervisor otto lee says that he will introduce a resolution today at the board of county supervisors meeting. he gathered doctors and community leaders late last week support supporting that ban on turf, saying it leads to more injuries for kids and the chemicals in the turf can lead to long lasting health problems, some as extreme as cancer. they also expressed concerns about the dangers of turf fields in the heat. but those against the ban say turf offers more access to fields and parks. it gives kids more opportunities to play, especially after rainstorms and some severe weather. they say turf is also easier to maintain than grass and can save water. >> a lot of studies that show that there's really no correlation there. yes, we should be concerned about plastics and chemicals, but we should not be scaring our youth and our parents that going out and playing sports is going to cause cancer.

on the scene with more to tell us. ali? >> yeah. ninth and mission is where this all happened. in front of a building right here behind us. now, up until just about ten minutes ago, this street, ninth between mission and market, had been closed to traffic. but just about ten minutes ago, police wrapped up the crime scene tape. investigators wrapped up their work here after gathering evidence and collecting information about what led up to this. now, this all started around 5:00 yesterday evening. that's when police responded to a report of a man being shot outside an apartment building on ninth street. the victim had several life threatening gunshot wounds. he is still in the hospital this morning. one witness described what he saw. >> i was standing right across the street from my house and this guy was just kind of laying under a blanket right over here by the doorway where he got shot. he was just laying there, and all of a sudden this guy comes out of the door and he just came out and he shot him

the focus is now on rebuilding. but there's also a controversy. >> ktvu is bailey o'carroll joining us now from the city of irwindale in the los angeles area this morning. good morning, bailey. talk about this conflict that's going on. >> yeah. good morning, pam and dave. it's been a while since i've said that. that's right. as you focus on these fires, as you mentioned, as they get put out, the focus turns to rebuilding. but you can't rebuild until you clear out all of that debris. a lot of that hazardous toxic debris, it all has to go somewhere. and it's going to come right here to irwindale. the folks here in this city, but also the surrounding communities, not too happy that it's coming here again. hazardous toxic debris, talking about things like lithium batteries, computers, tablets, tvs, all sorts of electronics. and their fear is for their health and the possible environmental impacts that this could have on their

neighborhoods. their other issue with this is that they say that they were really given no warning or a heads up. >> we understand there's a lot of debris, there's a lot of toxins to come on over here 15 miles away. and we were not even being notified. that's quite shocking for us. >> within about 200 yards of the san gabriel riverbed and about 500 yards of a residential community with kids and children. and for them to set this up overnight without no notification is just very alarming. >> now, the epa says that they have already prepped this area, that they already have safety measures in place. they're going to use a water truck to help minimize dust from spreading out into the air. they're going to do routine testing and sampling to help mitigate any negative impacts. the waste will be brought to this park daily and then sort of sorted and processed here. so really almost a sort of sorting facility that this will be turned into. and then that waste, once it's

on two. at 657, a man who was recently pardoned by president trump for his role in the january 6th riot at the u.s. capitol, was shot and killed by a sheriff's deputy in indiana during a traffic stop. the indiana state police says there was an altercation between matthew huddle and a police officer during that traffic stop, and they say huddle had a gun at the time. police haven't said yet what led to the altercation that caused that deadly shooting? well, here at home, it appears the waterfront hotel at oakland's jack london square is about to close its doors. the hotel's website is no longer accepting bookings in the future. ktvu obtained a copy of

an internal memo saying that hyatt will cease management of that hotel on march 18th because of financial problems with the hotel's owner. the waterfront hotel, with 145 rooms, is on the oakland estuary estuary. we talked to one hotel guest who said she's been staying there for years on business meetings and will be sorry to see the hotel close. >> this is usually my go to because i come in for meetings with the port and it's just walking distance, so i'm sad to see that happen. now i have to find another place to stay. >> now we've reached out to hyatt for information and details about the reports of the closure. so far we've had no response. well, an historic chinese restaurant in san francisco that first opened its doors 116 years ago may have closed for good. the sam wo restaurant in chinatown served its first meals at its original
