handle both the chinese new year parade and the nba all star game. no shortage of things to do, folks this weekend. welcome everyone to the four. i'm heather holmes. >> and i'm alex savidge. it will be a very busy weekend. on average, the chinese new year parade draws around 200,000 visitors each year to the city, and the all star weekend is expected to bring in another 135,000 people. >> and of course, the marquee nba event is the all star game, which happens on sunday at chase center in san francisco. in all, the basketball events are expected to bring in an estimated $350 million. >> a big boost for san francisco and the broader bay area. for more, we are joined live this afternoon by san francisco mayor daniel lurie. mayor, we appreciate the time this afternoon. i know you are very busy here, heading up to a busy weekend in san francisco. you have a whole lot of folks coming into town from across the country, from around the world. talk about the preparations that have been happening and tell us, is the city of san francisco ready to handle these two huge events this weekend?

>> absolutely. we are ready. thank you both for having me. it's a big weekend for san francisco, for the bay area. i couldn't be more excited. we get to show off to the world just how great this city is. it's been a long time coming, but this is just the start. we got lunar new year, we got the nba all star game, and then we got super bowl 60. in 12 months, six world cup matches. but we are ready. we are prepared. we've been working for months on on every issue and we are going to have a safe, secure and fun all star weekend. >> mayor, let's talk a little bit about the steps that the city is taking to try to clean up the streets. and i'm wondering if unhoused people are, in fact, being moved to less busy, less visible parts of the city. >> we're we're doing what we do every single day here in san francisco. we are trying to get people into the help that they need. that's why we signed the

fentanyl save emergency bill today. it just went into law. thank you to the ten supervisors that passed it overwhelmingly. they understand what i understand and what your viewers understand, and that is that we need to get results for the people of san francisco, not just because there's an event coming in town, but because we need and deserve clean and safe streets. 365 days a year. i'm walking up and down sixth street. i'm in on julian in the mission most days over the last week. we have to do better, not just because of the all star game, but because people deserve better. >> yeah, obviously, mayor, we have talked a lot about the fact that san francisco has continued to have a slow recovery from the pandemic. and i know you are obviously trying to take steps to revive the downtown area. i'm curious to get your sense about just how much is potentially riding on a huge weekend like this, when you have just hundreds of thousands of people in town from from all over the place? and then how do you keep

the momentum going after a weekend like this one? >> well, just to be clear, the momentum has already started. i'm talking to business owners that told me that they've had their best january in seven years. so there are green shoots happening everywhere. we had the jp morgan healthcare conference that went incredibly well. so well, in fact, that jp morgan committed to coming back next year. we have people calling us and my office saying they want to bring their conventions here. real estate firms are telling us they're starting to look at buying downtown. they understand what we understand. and that is san francisco is on the rise, and this weekend is just going to help us build on that momentum. >> mayor, i want to get back to the homeless situation for a moment. and there has been pushed back to the 90 day stay for families in shelters. what do you say to critics of this policy? >> what i say is shelter is never meant to be a permanent solution, and we want to make

have not sometimes shelter has become a place where they think that that's where they're going to stay long term. so we have to change people's notion of what shelter means. we have to do better on building more housing, not just in san francisco, but throughout the region and statewide. i was up in sacramento on monday pushing for more funding, not just for san francisco, but regionally and statewide, to make sure that not only do we stand up more shelter beds, but that we get more housing built. so it's an issue up and down the housing continuum. we have to do better. but staying in shelter, keeping families in shelter for too long is not the solution. we all have to do better and i'm committed to doing that. >> mayor, before we let you go, let's go back, if we can, to what you mentioned a moment ago, and that was your signing today of this fentanyl emergency ordinance in the city. and i want to talk about the implications of it. and among other things, i think it's important to point out that this

measure will allow you and your administration to bring in private donations for homelessness and drug treatment services from people with business in front of the city, essentially sort of loosening previous regulations. i'm sure you heard that there were some supervisors who expressed concerns about the ordinance giving you more broad powers and kind of weakening the system of checks and balances. what assurances can you give in terms of the transparency that there will be about who's contributing money to the city as part of this broader effort? >> well, let's be very clear. ten out of the 11 supervisors voted to give us this ability to move faster, to stand up more shelter beds, to stand up, more mental health and drug treatment beds. but this doesn't prevent us from being transparent. in fact, we're going to be even more transparent. anyone that donates it will be crystal clear who they are, what their names are, but more importantly, this legislation, this law is going to allow us to attack this

crisis with the emergency that it demands. and that's why i'm so proud of the board of supervisors and the work of my administration that we all came together understanding that we have to get results for the people of san francisco. transparency, accountability, service and change is the mantra here at city hall. it's a new day. it's a new era of accountability. and you have my promise that we will be transparent about how we go and get this work done. >> all right. san francisco mayor daniel lurie, appreciate your time today. thank you so much, sir. >> thank you both. >> all right. let's turn now to talk about our weather here in the bay area, because things are really changing in a significant way. >> we have a. >> strong storm that is headed our way tonight. >> communities along the coast and in the north bay that received a drenching last week, and we're still cleaning up from that, are now bracing for this second round. we want to bring in now our jana katsuyama, who has been following those who are

preparing for this wet weather. she joins us now live. >> yes. heather and alex, you might say this is the calm before the storm. we haven't seen much wind, no rain. but let me tell you, there's a lot. there are a lot of people remembering last week who are preparing. we're near one of the many sandbag stations around the area. we haven't seen too many people out here today. probably a lot of people who needed them got them last week, but there is still sand if you need it, and that is going to be increasingly important in the next 24 hours as the storm moves in. and if you look down the hill, you can see there are creeks all around the north bay. and that has been one of the big trouble spots for many people around the region. as the rains come down. that certainly is one of the big concerns for people who are living along the waterways up here tonight. take a look at some video that we shot earlier today. we were up there in santa rosa, and we could see that there were flood signs that had already been pre-positioned and

stacked on the side of the roadway. this is along airway road. that has been a trouble spot twice already this year. we have some video from november when cars were submerged in the parking lot and patients had to be evacuated from the sutter health facility, as well as a hampton inn hotel. then last week, it happened again. flooding forced fire crews. they say they evacuated five people from that same facility. so the fire officials tell me that they're going to be watching that particular spot especially closely tomorrow to make sure they can get a handle on that. as i mentioned, sandbag stations are open throughout the county and parts of the north bay. for residents, those are free. fire officials say portions of santa rosa have actually had well over 30in in the last rainfall year. that is a lot with the soil saturation, and they say there's potential for that rapid rise of streams and creeks. so they are preparing throughout the north bay. >> a lot of the different fire agencies are working on up

staffing, some swiftwater rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> and the north bay is also bracing for potential power outages, with warnings about those high wind gusts that could bring down limbs, uproot entire trees, or even powerful power poles due to that saturated soil. and that really is one of the concerns here. i mean, certainly right now it's calm, but just with the storms rolling in shortly because there's been so much rain up here. heather and alex, they are really concerned that any more, even if it's a moderate amount, could still be that tipping point that can make things flow over or cause floods and then in that course make for dangerous situations. >> yeah. and obviously with a storm system like this one, there's always the concern about

power outages here. do we know what kind of preparations pg and e is making for this storm? >> well, they're telling me that the coastal area and then also somewhere up here, parts of the north bay, that's where they're really concerned. they do have some crews that are ready. they said that they've also pre-positioned some equipment in certain areas so that they are prepared if they need to get more line, if they need to have certain specialty equipment to get out there. so they say they are ready, but they are also asking people to make sure you do your part. make sure your phones are charged, charge your devices, get batteries for the flashlight in case you need them, because again, there is that possibility of power outages. >> especially given the winds that are expected. all right. our jana katsuyama. thanks so much, jenna. let's move things over now to our meteorologist, mark tamayo, for an update on this latest storm. mark. >> yeah, kind of a nice day today, right? you're thinking where is the storm? but yeah, the conditions will change rapidly later on tonight into tomorrow morning, so get ready.

in fact, it's kind of a visualization of what it's going to look like overnight. as you can see, those heavy rain downpours coming down and also some strong gusty winds as well. so this will probably wake you up with the with the intense rain bands. so heavy rain. we have flood watches posted for the bay area, strong winds and a high wind warning and the possibility of some thunderstorms. so this once again moving in later on tonight into early thursday morning. here's that flood watch that begins at 10:00 tonight, basically for the entire bay area. rainfall expectations with this kind of pattern will produce about an inch and a half to possibly 6 or 7in rapid runoff. and the flood threat for all the creeks and the streams, the winds picking up as well. we have high wind warnings for san francisco and portions of the coastline. gusts could be up above 50 miles an hour and a wind advisory for a good portion of the bay area winds around 40 to 50 miles an hour. in terms of the rainfall accumulations, we're not just talking about a quarter of an inch or a 10th of an inch, but the bulk of the rain, the heaviest downpours expected in the santa cruz mountains. but still, this is significant rainfall for the

entire bay area. and keep in mind, the north bay has already had so much rain over the past couple of weeks, and this will be adding to the to the concern as well. as you can see, about two and a half to four inches. here's our live camera looking above san francisco. there we go with those dark clouds kind of settling in more clouds, and eventually the rainfall comes on board. as this system. you can see this circulation out here in the pacific that will be linked up with the wind and deep moisture here, setting up offshore. that will work with the dynamics to produce the heavy rainfall. right now we just have mostly cloudy skies. the possibility of a scattered shower in the forecast. here's that camera once again. but as we head into the evening hours, the rainfall rates will pick up and the winds will pick up as well. we'll talk more about the rain timeline throughout the day on your thursday coming up in just a few minutes. >> okay. we will see you in just a bit. mark for that update. thank you. up next here on the four this afternoon we are learning more about the health effects of that recent fire at a lithium ion storage facility in moss landing. >> we're going to have much more on that. also, the rain that

in monterey county are updating the public now on the health and environmental conditions following the moss landing, lithium ion battery storage facility fire. that fire last month triggered evacuations and environmental concerns in the area. some people complained of rashes and toxic substances falling onto their properties. today, the epa and health officials said that current air, water and soil conditions do not pose a threat to public health. >> dtsc obtained soil samples directly north from the location of the fire and up to four miles away, including at residences, schools and community parks. while initial surface screenings of ash and debris detected elevated levels of metals. subsequent soil samples did not.

>> the health department is still surveying residents about their conditions, and the results are expected to be released next week. the cause of that fire is still unclear. vistra, the company that operates moss landing power, is working now with investigators. >> obviously, we are focusing on the severe weather that's headed our way, but wet weather is also headed to southern california, threatening to derail recovery efforts after last month's deadly wildfires. >> fox's matt finn is in los angeles now, with more on who this will impact most and how homeowners all across the state could be affected. >> southern california once again bracing for severe weather. >> i'm helping this gentleman put sandbags in his car. >> we're right below the hills if they come down. i've been there, done that before. we need to be super careful. >> with nearly five inches of rain predicted in some areas, the threat of flash flooding and landslides is growing. the risk is highest in the palisades, altadena and malibu fire zones, where almost no vegetation has

been left after last month's devastating fires. officials now warning the few residents with homes still standing to prepare for possible evacuations. >> when you're given an evacuation order, he the order and leave as soon as you can. nothing that you have back home is worth your life. >> the storm could derail phase two of debris removal in the area. governor newsom called the process the largest in california state history, and one he hopes will help jumpstart rebuilding efforts. >> in a matter of weeks, six weeks, seven weeks, we hope folks are out there starting the construction phase. >> but it won't be easy and recovery is expected to be costly for everyone in the state. on tuesday, california approved a request by the state's insurance commissioner for an additional $1 billion to help pay out fire claims under the fair plan. that plan provides insurance for homeowners who can't get private coverage, but private insurance companies will have to bear half the cost and can pass the other half on to homeowners statewide.

dana stubblefield is speaking out now for the first time since his release from prison. his 2020 conviction on a rape charge was overturned back in december, after the court determined the prosecutors made racially discriminatory statements during his trial. his attorneys say that key evidence about the accuser was also withheld from the jury. stubblefield served over three years of a 15 year sentence at corcoran state prison in the central valley, before he was granted release on friday in san jose. today, stubblefield read a statement saying he knew the truth would come out. >> there was a long nights when i sat in my cell, an innocent man wondering if things would ever be be right. but i held on to hope. i want to thank my family and friends who stood by me during these hard times, and i'll forever be grateful for their support. >> his attorneys say they believe the case cannot be retried due to the errors that

occurred at trial. however, the santa clara county district attorney's office says it does intend to refile charges. >> and joining us now live this afternoon is dana stubblefield and his attorneys, kenny rosenfeld and alan sawyer. thank you so much for being here. dana, i just want to ask, do you have anything more to say about your release? >> no, just just happy to be out and be able to spend time with my family and my friends and just that, that these guys have been working hard for me. and it's really, really, really grateful for that. >> kenny, let's talk about why this conviction was overturned. you say the judge blocked key evidence. what evidence? >> you know this case while the racial justice act violation was profound and historic and prevented a fair trial, it was just one of many, many issues. we had significant evidence that proved what we said all along, that this was a consensual act. and we had evidence that we

found and we presented it to the law enforcement, and they interviewed the complaining witness, and she confessed that she, in fact, was a sex worker. and she also recanted that there was ever a gun ever involved in this incident. but all that was kept from the jury, and it profoundly impacted how anybody could view the evidence when they didn't have the truth. so we believe that the racial justice act prevents a retrial in this case, because mr. stubblefield has been burdened. we've actually had an a, a investigator in this case that was very important, that passed away while we've been waiting for this case to be overturned. and mr. stubblefield should not have to face another trial when the errors were all done by the government. >> obviously, you have heard that the santa clara county district attorney does intend to refile charges against mr. stubblefield here. i believe we have part of the statement that they put out today. and in it,

among other things, they say, quote, we remain focused on the sexual assault that occurred, the victim and the need for accountability and community safety. i hear you say that you believe this case cannot be tried. can you explain a little bit more what the basis is for that conclusion, and what are you doing to prepare for the possibility that charges are once again filed? >> sure. and here's one of the disturbing things, that statement from the district attorney, they know it's not true. they know the truth of the evidence in this case. they know that this woman was a sex worker. they know that perjury was allowed in this trial. they know that the judge hid evidence during this case from the jury that she stated there was no gun and that this was a consensual transaction. so for them to put that out, they know what the truth is. why this case we believe can't be retried is significant, substantial violation of the racial justice act that occurred here. there is language in the code section

that prevents the government from retrying the case, and that states double jeopardy has attached. one thing that we have to keep in mind is that this, in many senses, is very new ground, and there hasn't been a case of this substance overturned by the racial justice act yet. but yet here we are. but the truth in this case is coming out. the truth of this case about what really happened is coming out. they can pray or hope for a new trial. they can hope for a pony for christmas, too. they're not getting that either. this case was infected with error. the prosecution knew perjured testimony was given. the judge allowed perjury to happen. this case is an abomination of justice. but we are going forward, and dana can't wait for the day that he can prove his innocence and scream to the world what he is as sitting here, an innocent man. >> okay, so, kenny, if this case is in fact retried and the evidence that you talked with us about is admitted in court, do

you believe it will lead to your client being found not guilty. >> in record time? i couldn't possibly see any juror in the world knowing the truth of this case, saying that this was a violent act. it was a consensual act. it was a transaction. you know, it's important to note also that we had evidence of false police reports that were filed by this complaining witness in the past. profound false police reports. and it's not our opinion. it was the government's opinion and the judge's opinion that it was a false police report, but they denied having that put in front of the jury. and a jury should have a right to know the context of a witness so they can evaluate whether or not their testimony is truthful. that did not happen in this case, and it will happen if it's retried. it was specifically hidden from the jury that she had a troubled past of lying to the police

know, heather, we're also known as the number one food city in america. and our restaurants are gearing up and our bars are gearing up to welcome out-of-towners as well as locals ready to celebrate the nba this weekend. >> yeah, it's not just that oakland has a great food scene. i mean, from music to arts and culture. i mean, you've got it all. talk about the importance of having this moment for oakland to really shine. >> well, this is our moment and this is our moment for many events, heather, that are going to lead. it's starting off with the nba all star. but as you know super bowl is coming and so is world cup. so as i tell many people this is our moment for oakland to shine, to show so many people from outside of oakland to come and find out what makes the town so unique and fun. >> yeah, there's also a fun component here to support businesses, and that's a scavenger hunt. explain what will happen with that. >> so i understand there's a scavenger hunt that you'll be able to check in for those businesses that are part of the

have an artwork, a network of friends that want to be involved. and as we're sharing art out, more and more friends are contacting. and then hilariously, we meet other artists just like anybody else that's on social media. so as the word is getting out of this event, people are pinging me going, hey, your art's awesome. i've got this stuff. can i be a part of this? and i look at it and go, yeah, you guys are great too. come on in. and so we've grown. originally it was going to be about 15 artists and we're up to 25 now. >> it's just growing and growing. do you have enough space there at at your venue in the city? >> it's funny you say that. we're actually hitting the point now where we're like, oh my gosh, we're at capacity. and we've got to figure out like how everything's going to get laid out. >> that's a good place to be, though in some ways. >> great problem to have. >> all right. so obviously these pieces and you know we've looked at some of them here. they're featuring obviously some of the nba's greatest players. and there is also as we see here molly, a special nod to warriors greats from the past and the present. why do you think that was important and will there too. absolutely. and dame from

the town. yeah. we should point out why was that important. >> you know, it's funny because it's something that we talked about when we were talking about this, this event was what do we highlight here? we obviously the all star is a huge part of this. but so was the warriors. and so when we're kind of going back and forth we just thought let's just do both. and all the artists were like yeah, let's just do both. and so we really coordinate our efforts. and we made certain to illustrate all the all stars. but the warriors are such a huge part of the community here that there was just no way we could let this moment pass without just showing our appreciation for them. so w, we purposely coordinated and planned to make certain that we're showing warriors from wilt's time. rick barry, you know, to the run tmc years to even the recent with baron davis, david lee. we just want to leave. yes. yes, absolutely. >> it's great you appeal to every warriors fan, no matter what their age. >> yes. right. yes, absolutely. >> absolutely. what about these people are going to see some of these pieces i imagine on the wall. or they're seeing them on tv right now. they're thinking, boy, i'd love to have something like that hanging up in my house. yeah. are they available

they will pick up significant rainfall and they will be watching the burn scar areas because it's not going to be just a quarter of an inch, quarter of an inch or a half an inch. los angeles could be over two inches of rainfall here in the bay area. it's going to add up as well in some spots, could pick up upwards of six to maybe seven inches. so we have a flood watch in place for the entire bay area. the incoming storm is tonight into your thursday morning. winds could be up there on 40 to 60 miles an hour. maybe the higher peaks. we could have gusts approaching 70 and a high surf. warning. the waves really picking up into friday. we could have waves approaching 25ft. so everything is just big with these jumbo expectations, with rainfall and wind and the surf. here's a look at the forecast accumulations. and up in the north bay, around two and a half to possibly four inches. the heaviest accumulations of the highest totals this time around, expected in the santa cruz mountains, could be on the order of 5 to 6in, but even the south bay could be over two inches, and the bulk of this rain will be falling tomorrow in the for the san lorenzo river and big trees here, the river levels going up as well as we talked about some heavy rainfall in the santa cruz mountains right now to about 4.7ft, expected to crest tomorrow morning at about 14.7ft. that is still below

flood stage, but still a significant jump with the river level there as that rainfall does pick up. here is the satellite where you can see the clouds and even some green showing up near the bay area coastline, so there's the chance of some rain in the short term, but especially this evening after six, 6 or 7:00, we will definitely bump up the rainfall potential. here's that area of low pressure offshore. here you see that it's winding up and that will be the source of the wind. that will definitely move into the area for tonight into early tomorrow morning. so here's the radar coverage right now. lots of clouds over the region and some rain showers offshore here in the pacific. so this will over time, over the next couple of hours, we will begin to bump up the rain chances. as far as the winds. right now we are showing you it's actually not too bad, but keep in mind these numbers will jump up quite a bit. late tonight into early tomorrow morning. you'll hear the wind, and there's unfortunately the possibility of some downed trees and some power outages with this event. san jose winds at about eight miles an hour. here is our live camera looking above san francisco, out toward the golden gate bridge and the left portion of your screen here. so some cloud cover, some breaks in the

clouds as well. here is the forecast tomorrow morning. heavy rain and some wind. and this is early thursday morning. temperatures will be in the 40s to right around 50 degrees. so here's the setup with that atmospheric river setting up out here in the pacific. that area of low pressure will set up those stronger winds as well. and in terms of the sierra, we're talking about a lot of rain here. they will pick up significant snowfall. this will definitely impact travel. and a winter storm warning begins 10:00 tonight until 10 p.m. friday. snowfall could be on the order of 2 to 5ft. just these huge numbers. so here we are. this is 8:00 dinner time or just after dinner time. some rain coming on board. this is late tonight. we are essentially covered and this is linking up with some very heavy rain. once again, the possibility of some thunderstorms. the winds will be picking up and then maybe some breaks. you might think, okay, it's over at 7:00, but look what happens. another batch of rain wants to come on board late morning into the early portion of the afternoon. so still unsettled, still a bit blustery throughout the day. and then on friday the chance of some scattered showers. highs for tomorrow will be close to 60

up in oakland and san francisco as basketball's biggest stars head to the bay area. >> ktvu fox two news at- [music] five starts now. >> and good evening to you, i'm claudine wong. well, after a break in the rain, another storm is moving into the bay area tonight. communities on the coast and the north bay are worried after last week's storm flooded roads and brought down several homes in landslides. ktvu s jana katsuyama is live up in sonoma county tonight with preparations. dana, there's. >> a lot of concern here, claudine, and one of the things that we've seen a lot are these sandbag stations. they are completely free and now is the time to go. if you are in a low lying area, you still have a couple hours before that storm starts to move in. these are free stations and it is one of those things just as a preventative measure, if you are in danger of flooding, because that is certainly what we have seen here over the past several weeks in santa rosa along airway road
