5:00 pm
up in oakland and san francisco as basketball's biggest stars head to the bay area. >> ktvu fox two news at- [music] five starts now. >> and good evening to you, i'm claudine wong. well, after a break in the rain, another storm is moving into the bay area tonight. communities on the coast and the north bay are worried after last week's storm flooded roads and brought down several homes in landslides. ktvu s jana katsuyama is live up in sonoma county tonight with preparations. dana, there's. >> a lot of concern here, claudine, and one of the things that we've seen a lot are these sandbag stations. they are completely free and now is the time to go. if you are in a low lying area, you still have a couple hours before that storm starts to move in. these are free stations and it is one of those things just as a preventative measure, if you are in danger of flooding, because that is certainly what we have seen here over the past several weeks in santa rosa along airway road, flood warning signs are
5:01 pm
already stacked up on the side of the road in preparation for the storm. >> they know places that are going to flood, roads that commonly flood. they will put the signs up. at least where i live out in the country. >> this has been a trouble spot twice already this year. back in november, cars were submerged in the parking lot and patients were evacuated due to high waters. last week, flooding at the same place forced fire crews to evacuate five people from the nearby hospital. fire officials say thursday they will have crews monitoring that site and local creeks and streams. >> a lot of the different fire agencies are working on up staffing some swift water rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> last week, landslides had devastating effects on some homes. flooding forced officials to close roads near santa rosa and sebastopol. throughout the north bay, sandbag stations are
5:02 pm
open and ready for residents, fire officials say. portions of santa rosa have had well over 30in in the last rainfall year. the north bay is also bracing for potential power outages, with warnings about high wind gusts that could bring down branches, uproot entire trees or power poles. due to the saturated soil. pg and e says they have extra crews ready. >> we also stockpile our yards with lots of equipment so that should we have damage to poles or lines. we're really ready with all of that right now here in the bay area, we're going to be really focusing in on the peninsula, north bay and east bay. >> and pg and e says right now is the time to prepare. if you have devices, make sure that they are charged, that you have your cables. get a flashlight with batteries and make sure that your fridge is full. that's because as things pick up through the night and the wind begins to pick up through the night and into the morning,
5:03 pm
you're going to want to make sure that you are prepared. claudine. >> all good advice, janet. and i know we always get worried about the trees, but you say that pg and e was also concerned about our coastlines as well. >> they are concerned about the coastlines and the gusts that could come in with this storm. and also the fire officials are as well, because they say that wind can also whip up waves. they're concerned about erosion along the coast. so they're really urging people, if you're going to be out there by the coast, do not get close to the edge. the soil can be very unstable if there's a lot of water out there. so really, this is something that no matter where you are in the bay overnight, you're going to want to be careful going into the next few days. >> yeah, all great advice and certainly a lot of dangers to keep top of mind. jana katsuyama thanks for that live report. and this is a quick moving storm, but it's going to pack a punch. meteorologist mark tamayo here. and it's going to move quickly. but that doesn't mean it's not going to, you know, make an impact. >> and what happens when it happens with the timing
5:04 pm
overnight, it's always a bit of a mystery, right? because you go to bed thinking what is happening outside. and it will be a lot of rain, a lot of wind, the flooding concerns and maybe some power outages. so as janet mentioned, just be prepared because things could change rapidly and it will change rapidly over the next few hours. right now we have mostly cloudy skies over a good portion of the bay area, but the rain chances will be going up in the short term and definitely overnight. the rain will definitely be coming on board. so heavy rain. we have flood watches, strong winds linked up to high wind warnings and the possibility of some thunderstorms. so essentially the entire bay area covered with this flood watch that begins 10:00 tonight right on through 10 p.m. on saturday. but the bulk of all this rainfall will be for tomorrow. and then we do have a strong winds with a strong wind event. high wind warnings posted near the coast and right around san francisco, and a wind advisory for the rest of the bay area. so for the high wind warning, we could have gusts approaching 60, maybe 70 miles an hour. so there's the possibility of some downed trees out there. and take a look at the forecast accumulations. this is all significant rain. keep in mind the north bay has already had
5:05 pm
too much. will be adding another two and a half to possibly four inches as we do move into tomorrow, but probably the highest totals expected in the santa cruz mountains. that could be on the order of 5 to 6in. so here's the satellite and the radar. there's that storm, that tight circulation offshore that's going to be linked up with the strong winds and some more radar coverage offshore about to move onshore. so that is consistent with the forecast model in the short term. here's our live camera looking above san francisco. it has been a fairly quiet day a cool day with just the clouds moving in. but look what happens later on this evening and especially early tomorrow morning. some heavy rain and some strong winds and this will be on the move throughout the day on your thursday. we'll have more on that with your forecast coming up in just a few minutes. >> all right. thank you mark. and we are tracking that storm on air and online. and for the very latest conditions just head to our website ktvu.com. well, the city of fremont passed a new ordinance which will make it easier to crack down on anyone helping to build or maintain homeless encampments. but those
5:06 pm
who regularly assist the unhoused say they worry they could also be at risk. ktvu fox two reporter mark sayer is live in fremont tonight with that story. mark. >> well, clayton, the new ordinance cites public health and safety. it now says that it's illegal to be outside with things like sleeping bags and other camping equipment without written permission. but there's also language in this new ordinance aiding and abetting, and that has groups that work with the homeless communities here very concerned. >> to word the ordinance properly. you know what i mean? >> homeless advocate josh pettypiece, on the left, is explaining the new ordinance to michael austin, who has lived here near the bart tracks in fremont for about two years. >> basically, this is my home, man. >> pettypiece and his group, the molino foundation, do outreach to the unhoused. >> and we provide meals and scripture and clothes resources, anything that we possibly can. >> and his group is very
5:07 pm
concerned about the specific aiding and abetting language in the newly passed ordinance. >> the police chief said it again and again that they won't target us, but they just passed the ordinance giving them the right to do such. >> but mayor raj. salwan of fremont says despite the language, groups which do outreach should not be concerned. >> the ordinance was passed with the clarification around the issue around aiding and abetting. there was a lot of misinformation on the aiding and abetting clause. >> mayor salwan says the new ordinance simply makes it clearer when enforcement can take place. >> they were also saying that we would not allow non-profits to do outreach work, and that was absolutely false. we've been saying that again and again, trying to correct the misinformation, but we have always maintained that we will always welcome non-profits, our social workers, to help the unhoused individuals. >> so if they ask you to move, which could be any day, any minute. >> back at the encampment, michael austin says he is not
5:08 pm
sure what he will do if crews come someday and tell him he has to leave. >> it's baloney to me. i mean, i understand where they're coming from because a lot of these people, they message everywhere and they're in the public eye. here's a little different. i mean, we're not really, you know. yes, we people go by bart, you know, but i just i don't know what to really make of it. >> just help us, lord. >> as for pettypiece, he says his group will continue its outreach no matter what. >> we're not going to stop. >> now, the mayor says the city is now drafting a memo to be filed with this new ordinance, making sure that the council's intention is clear that it is not to be applied to outreach groups, to nonprofits that work with the unhoused population. but nevertheless, the language does remain in the ordinance, which takes effect in 30 days. reporting live in fremont. i'm mark sayer, ktvu, fox two news. >> well, san francisco police are investigating a shooting in the visitacion valley
5:09 pm
neighborhood. they say it happened shortly before noon in the area of sunnydale and sawyer, adding that one person was hospitalized for non-life threatening injuries. we did reach out to pga. as crews appeared to be doing work in the area at the time of the shooting, the utility company told us they are aware of the shooting and that it may have injured a contractor, but we are still working to get more information. and two san francisco women have been charged in connection to sunday's crash that sent seven people to the hospital. prosecutors say it began when police flagged an suv at e stonestown galleria shopping mall that was reported stolen out of richmond. police say when they tried to pull the vehicle over, the suspects took off and they led officers on a wild pursuit, including allegedly driving onto muni tracks, driving onto a sidewalk and crashing into a traffic light. in addition to sideswiping multiple vehicles. the chase eventually came to an end when the suv smashed into a parklet outside of a sports pub in the mission, injuring seven people, including a child. prosecutors
5:10 pm
say two women in the vehicle tried to get away but were arrested, and both are set to be arraigned in court tomorrow. and tonight we are hearing from former 49ers defensive lineman dana stubblefield. he is now a free man after about four and a half years after he was convicted of rape. ktvu jesse gary reports that conviction has since been deemed unlawful and invalid. >> wednesday in downtown san jose, dana stubblefield and his lawyers sitting down in front of the cameras after his rape conviction was vacated by an appellate court. >> throughout this tough ordeal, i always believe the truth will come out. there was a long nights when i sat in my cell. an innocent man wondering if things would ever be be right. >> a onetime gridiron great spanning 11 nfl seasons. stubblefield, a former 40 niner, was convicted in 2020 of rape. prosecutors allege he lured a mentally disabled woman to his home with the promise of a babysitting job, and then used a
5:11 pm
gun in the commission of the crime. stubblefield has consistently maintained the sexual encounter was consensual and there was no weapon. >> during this process and during the trial, so much evidence was hidden from the jury. the trial judge made sure the jury did not know that dana's accuser was a sex worker. >> defense lawyers say the case was filled with errors and racial bias. an appellate court ruled prosecutors violated the state's racial justice act by using racially discriminatory language that forced the panel to overturn stubblefield's 15 year sentence, of which he had served about four years. >> we have uncovered new evidence that is compelling as it relates to the false allegation that there was a gun in this case at all. >> the santa clara county district attorney's office is appealing the order to vacate. in an email to ktvu, fox two assistant d.a. terry harman says in part, we felt that justice had been served, that justice has been interrupted. we are disappointed that the judge released mr. stubblefield from
5:12 pm
custody. while we await a decision from the california supreme court. prosecutors are asking the state's highest court to decide the issue, but defense lawyers say they're confident the law is on their side. >> we don't think they are allowed to retry this case based on the errors that have already occurred. >> as for stubblefield, after nearly four long years, it's finally a warm homecoming to family. >> now, i really want to focus on what truly matters is watching my son play football, coaching him a little bit, and having dinner with my wife. you have no idea how i miss spending time with my family and friends. >> although freed from prison, stubblefield must still wear an ankle monitoring device because the vacate order is being appealed and he's to have no contact with the victim in this case. in the south bay bureau, i'm jesse gary, ktvu, fox two news. >> coming up, the emotional message on capitol hill today from a former hostage held by hamas. and it's going to be a packed weekend in san francisco.
