tonight, the community searching for answers about what led to her death. and it's just a few days away. the bay area getting ready for the nba all star weekend, with events in the city and across the bay in the city of oakland. [music] >> this is ktvu, fox two news at six. >> well, they know places that are going to flood, roads that commonly flood. they'll put the signs up. >> the bay area bracing for this next winter storm that could cause some flooding, downed trees and power outages with that. good evening everyone. i'm mike mibach. a stretch of dry days coming to an end as the wind and rain is back, and it will be hanging around for a while as we give you a live look outside on this wednesday night, the golden gate bridge. with this, we go right over to roberta gonzalez, who's tracking this storm. roberta. yes. >> hi, mike. it looks like it's right on approach. just on schedule. let's get to it right now. good evening everybody. this is what you can anticipate over the next 24 to 48 hours. we do have rain showers returning

to the bay area with heavy rainfall at times, some very strong gusty winds. and there is the potential for an isolated thunderstorm by thursday night and friday morning. so this is what you need to know. see everywhere highlighted in the green. that means we have a flood watch in effect, because we are anticipating anywhere from an inch and a half to seven full inches of rain with this atmospheric river heading this way, we will see some rapid runoff and definitely some ponding on the roadways, especially for the morning commute. we will have the flood threat as our creeks and our streams rise with the copious amounts of precipitation. in addition to this, this is what's really worrisome for me. by tomorrow morning at 3 a.m. until 10 a.m. on friday morning, we have a wind warning in effect for portions of the north bay lining the peninsula well into the santa cruz mountains. also, a wind advisory for most of the bay area. now, what's a worrisome about this is when you

couple this up with the heavy rainfall, there will be downed trees and the potential of downed power lines. this is what we're forecasting at this particular time. up to five inches of rain. and the what is location to the north bay? up to six inches in the santa cruz mountains and just about everywhere else. two inches of rain easily at this particular time. our live data does suggest that we have rain now beginning to enter the north bay. and mike, we're going to track this together as the evening progresses and keep you informed on when you're going to need that umbrella. >> sounds great. we'll see you soon. one big concern over the next 24 hours, as roberta just mentioned, will be the wind warning and advisory and pg and e says it's prepped and ready to respond. as ktvu jana katsuyama reports tonight, sonoma county cities hit hard last week are bracing for this next storm. >> in santa rosa along airway road. flood warning signs are already stacked up on the side of the road in preparation for the storm. >> they know places that are going to flood, roads that commonly flood. they'll put the

signs up. at least where i live out in the country. >> this has been a trouble spot twice already this year. back in november, cars were submerged in the parking lot and patients were evacuated due to high waters. last week, flooding at the same place forced fire crews to evacuate five people from the nearby hospital. fire officials say thursday they will have crews monitoring that site and local creeks and streams. >> a lot of the different fire agencies are working on up staffing some swift water rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> last week, landslides had devastating effects on some homes. flooding forced officials to close roads near santa rosa and sebastopol. throughout the north bay, sandbag stations are open and ready for residents, fire officials say. portions of santa rosa have had well over 30in in the last rainfall year. the north bay is also bracing

for potential power outages, with warnings about high wind gusts that could bring down branches, uproot entire trees or power poles due to the saturated soil. pg and e says they have extra crews ready. >> we also stockpile our yards with lots of equipment so that should we have damage to poles or lines, we're really ready with all of that right now here in the bay area, we're going to be really focusing in on the peninsula, north bay and east bay. >> pg and e says now is the time to prepare. make sure that your devices are fully charged, have a flashlight with batteries, and make sure your refrigerator is stocked. fire officials also are warning people who go by the coast. the water could cause some coastal erosion, so if you're on a cliff or anywhere near that area, make sure you don't go near the edge. reporting from sonoma jana katsuyama, ktvu, fox two news. >> and we are tracking this storm on air as well as online. for the very latest on the

conditions, just download the fox local app or just head to our website ktvu.com. the ktvu weather app also a great one to pick up tonight. san francisco police are investigating a shooting in the sunnydale neighborhood in the southeast part of the city. officers say it happened shortly before 1:00 in the afternoon in the area of sunnydale and sawyer near 101. seen video showing a large police response, as well as what appears to be a contractor down on the ground holding his leg. police say one person was transported to the hospital for a non-life threatening injury. now, pg and e says it is aware of a shooting that may have injured one of its contractors. we will have more information on this one. coming up on the 10:00 news tonight. new at six. a pedestrian was killed while crossing the streein sta rosa. the accident happened on hopper avenue, right near skyview drive at about 7:00 last night. investigato sayhe pedestrian was crossing the street oside of a crosswalk and was weang dk clothing. the driver involved stopped and call 911 and is cooperating with this investigation. police

say impairment and speeding are not believed to be factors. tonight, loved ones are remembering a preschool teaching assistant whose life was tragically taken monday in hayward. the 26 year old was walking to work when an out of control driver struck her on the sidewalk. as ktvu is an rubin reports. police are still trying to determine what led to the deadly collision. >> 26 year old lydia guerra, shown here in a photo posted on facebook, worked with preschoolers at hayward's rouz elementary. she'd been walking there monday morning when her life was cut short. >> it broke my heart just seeing that young lady. i mean, taken, taken away. >> the crash happened at the intersection of tennyson and calistoga, a spot neighbors call notoriously dangerous. this video, captured by a nearby driver, shows a vehicle careening into a parked car. a row of trees and onto the sidewalk. that's where lydia guerra had been standing. ronnie salas brother was standing nearby. >> he was in shock, too, because

he thought he was going to be hit by that guy. so he was in shock. >> the driver of the car, a 36 year old man, was placed on a mental health hold after the accident. he is being treated at a nearby hospital. hayward police are still trying to understand how this happened. >> as far as the why, we're still investigating that. but, you know, officers spoke to the driver after the accident and were able to get an incident statement from him, and they decided to place him on a mental hold. >> police have not flagged this intersection as a problem spot, but neighbors have. they say people simply drive too fast here, especially since there are two schools and a hospital nearby. >> you know, just this intersection, man is people are running lights and doing that. i really feel like, you know, families are being affected. they should do some kind of speed bumps here. something to slow it down. >> family members describe lydia guerra as a ray of light. kind, thoughtful and devoted to helping others. she had just received her teaching license

last week. next week she had planned to get a car. >> it's really, really disturbing. i feel really bad. she's very young. it shouldn't have happened. it shouldn't happen to anybody. >> the hayward unified school district did send a grief counseling team here to the school to help families and colleagues cope with this loss. in hayward, anne rubin, ktvu, fox two news. >> san francisco mayor daniel lurie signed his fentanyl state of emergency ordinance into law today. mayor lurie joined us earlier on the floor to explain key parts of the plan, which do include allowing the mayor's office to bypass the bidding process on contracts, as well as soliciting private donations. >> it doesn't prevent us from being transparent. in fact, we're going to be even more transparent. anyone that donates it will be crystal clear who they are, what their names are, but more importantly, this legislation, this law is going to allow us to attack this crisis with the emergency that it demands.

>> mayor lurie has also announced plans to build 24 over seven police friendly stabilization centers. tonight, we're hearing from former 49ers defensive lineman dana stubblefield. yesterday, he was released from prison, four and a half years after he was convicted of rape. as ktvu jesse gary reports tonight, the conviction has since been deemed unlawful and invalid. >> wednesday in downtown san jose, dana stubblefield and his lawyers sitting down in front of the cameras after his rape conviction was vacated by an appellate court. >> throughout this tough ordeal, i always believe the truth will come out. there was a long nights when i sat in my cell, an innocent man wondering if things would ever be be right. >> a onetime gridiron great spanning 11 nfl seasons, stubblefield, a former 40 niner, was convicted in 2020 of rape. prosecutors allege he lured a mentally disabled woman to his home with the promise of a babysitting job, and then used a gun in the commission of the

crime. stubblefield has consistently maintained the sexual encounter was consensual and there was no weapon. >> during this process and during the trial, so much evidence was hidden from the jury. the trial judge made sure the jury did not know that dana's accuser was a sex worker. >> defense lawyers say the case was filled with errors and racial bias. an appellate court ruled prosecutors violated the state's racial justice act by using racially discriminatory language that forced the panel to overturn stubblefield's 15 year sentence, of which he had served about four years. >> we have uncovered new evidence that is compelling as it relates to the false allegation that there was a gun in this case at all. >> the santa clara county district attorney's office is appealing the order to vacate. in an email to ktvu, fox two assistant d.a. terry harman says in part, we felt that justice had been served, that justice has been interrupted. we are disappointed that the judge released mr. stubblefield from custody. while we await a

decision from the california supreme court. prosecutors are asking the state's highest court to decide the issue, but defense lawyers say they're confident the law is on their side. >> we don't think they are allowed to retry this case based on the errors that have already occurred. >> as for stubblefield, after nearly four long years, it's finally a warm homecoming to family. >> now, i really want to focus on what truly matters is watching my son play football, coaching him a little bit, and having dinner with my wife. you have no idea how i miss spending time with my family and friends. >> although freed from prison, stubblefield must still wear an ankle monitoring device because the vacate order is being appealed and he's to have no contact with the victim in this case. in the south bay bureau, i'm jesse gary, ktvu, fox two news. >> and coming up tonight at six san francisco in the national spotlight as it prepares to host the nba all star weekend. we're going to take you live to the city for the latest 48 hours

a weekend is set for this weekend. combine that with the chinese new year parade on saturday, valentine's day, friday and yes, you have a very busy city. ktvu is christian. captain has more on the preparations underway. >> it is just a matter of days until san francisco's big weekend, with chinese new year and the nba all star game, fans from around the world are starting to stream into the city for all the fun. hamzah malik came all the way from london, england. >> i'm here for this weekend all star weekend. my friend works for the nba, so he's putting on a few events. and yeah, here to see that. >> at chase center. crews are hard at work putting the finishing touches in place for the nba all star game and all the activities surrounding it. siren bar at chase center is set to host a hennessy pop up to welcome fans. >> we want to be a community spot, a place where people can meet up before they go to a game, a place where they can come after the game they live in the neighborhood. they can pick

up a drink and go to the park and have a little picnic. so i think there's something for everyone. >> alex bastian from the hotel council of san francisco said chinese new year traditionally brings a bump in overnight guests this year, with the all star game the same weekend, you can expect a lot of out of town visitors. >> 350 million. that's how many dollars of economic activity the region is going to experience during the nba all-star weekend. >> bastian is a vocal defender of san francisco. he even took to the op ed page calling out charles barkley, who is known for running down san francisco, urging the former all star to see the city and change his mind. >> come experience all of it. and i feel if he's objective about it, he's going to leave his heart here as well. >> with the all star game and chinese new year falling on the same weekend, some fans say they'll try to do both. >> yeah, i'm going to try. i'm going to try. i got a free weekend, so sounds fun. >> with both chinese new year and all star festivities planned, it is the proverbial all hands on deck for san francisco police. the sfpd said

it will work with other first responders to ensure that the events all go as safely as possible in san francisco, christien kafton, ktvu, fox two news. >> and across the bay. oakland will be hosting a number of nba all star events, and the oakland police department is releasing more about its safety plan. ktvu crime reporter henry lee live tonight here in studio, after hearing from the police chief. henry. >> well, mike, weekends in oakland are already busy and sometimes chaotic with violence, sideshows and other lawlessness. but oakland police say they will be ready to tackle the added challenges of hosting the nba event. >> so this is an amazing weekend for the bay area, and it also means that the nba has not forgotten about oakland. >> interim oakland mayor kevin jenkins is welcoming the nba all-star weekend with open arms. the celebrity game on friday and the practice and hbcu all-star classic on saturday will all be held at the oakland arena. >> when it comes down to oakland, we have some of the best restaurants in the world here. we have some great culture, we have amazing events

coming up, and we have a rabid fan base of the nba, nfl and mlb. >> so even if the warriors, the raiders and the a's have all left town, this weekend will be oakland's moment to shine. but deputy police chief james behre sounded a warning. >> if you come into our city and you victimize any of our community members or businesses or people that are coming here to enjoy the festivities, we will arrest you. >> at a news conference, oakland police discussed their plans to keep the city safe. i asked if officers would still be tasked with monitoring sideshows. >> we will have specific officers set at specific locations for nba related events, but we will have additional officers out there to help address some of the sideshow activities if they shall occur. >> police chief floyd mitchell says the nba will be on the hook for at least some of the costs associated with policing the city. >> the nba is paying for specific events that they ask us to help them in regards to escorting and providing security for that. >> police will be working with partner agencies to keep the city safe. chp officers will boost traffic enforcement along busy streets like broadway and

international boulevard, where police will also be on the lookout for sex trafficking. alameda county sheriff's deputies will be on duty at the oakland airport. >> as far as staffing and their lower numbers, we have to leverage our other partners. we're not going to do this by ourselves. >> but the bottom line is, although safety is paramount. officials want oakland to bask in the spotlight. >> this is our moment for oakland to shine, to show so many people from outside of oakland to come and find out what makes the town so unique and fun. >> now, oakland police will staff their emergency operations center and send an oakland officer to sfpd's operations center. mike. >> nice to see you there. all ready to roll and hopefully the weekend is smooth sailing. henry. thank you. and as the countdown to nba all-star weekend begins, the league is tipping off five days of community impact events right here in the bay area. this afternoon, nba representatives went to visit the town youth club in partnership with meeting the oakland lgbtq community center. the nba officials shared conversations and played trivia games with the young people,

while encouraging them in attendance. two former pro players with deep ties to the bay area jason collins, a former star at stanford and the first openly gay athlete to play on any professional sport team in the u.s, and layshia clarendon, who played basketball at cal and who was the first openly non-binary wnba player. >> a great way to kick off nba all-star weekend. it's special whenever you can use the platform that the nba has to help uplift the community. >> we're fighting for you, you know, like we're fighting. so that burden is not so heavy. so you can live. so you can be young, so you can be free and just have a childhood. >> the nba has community events scheduled throughout the bay area all week leading up to sunday's all star games. new at six. santa clara has cleared another hurdle toward hosting fifa world cup matches next year. the santa clara city council and santa clara stadium authority have approved a financial assignment agreement for the tournament. they say it is a major step forward in their

preparations to host world cup matches at levi's stadium. the agencies are calling the agreement a no risk, all reward deal for the city. it would assume all stadium related expenses and public safety planning. the economic impact from the world cup is expected to be as much as $360 million. across the bay area. >> wow, how exciting is that? hey, there's some good news with this storm that's coming in. and the bottom line is it will be out of here for saturday, when so many activities are going on with the chinese lunar parade and also the nba activities right now right here. this is our storm tracker. and you can see we already have some wind damage across the mojave desert out towards 395. otherwise let's bring you back closer to home. you can see this right here. the green on your screen means we have light rain falling. now, this is more copious amounts of precipitation where you see the areas in yellow and even the orange. that's for your evening commute. as you're going over the san mateo bridge. and then once you land over towards

fremont and newark, boy, it's pouring as you try to make treks on. 238 heading to 680. we have rain now with that nasty five 8680 corridor. and also in the north bay, plentiful precipitation now falling from hillsboro all the way to the golden gate bridge, san francisco along the peninsula, half moon bay to santa cruz. it's raining, but this is all pre-frontal moisture. it's light. we got the heaviest rain coming tonight. it's live. it's our weather camera looking out toward san francisco, where the winds are light at this hour. but these winds are going to ramp up in the overnight hours. and that's why we have a high wind warning that goes into effect at 3:00 in the morning from the portions of the north bay coastline streaming across san francisco, encompassing the san mateo coastline all the way into the santa cruz mountains, there will be some downed trees because the ground is saturated and the winds will blow up to 45 and 50mph, a wind advisory in effect for our inland areas and bayside as well. in addition to that, a flood watch is in effect for up to seven inches of rain

right near the martinez refining company, lucked out after a fire there earlier this month. thanks to the wind patterns that day, the smoke did not cause any immediate health harms to people living nearby. ktvu allie rasmus has the story. >> well, there are sunny, relatively clear skies around the martinez refining company today, but that was not the case on february 1st when a fire broke out here in the middle of the afternoon, you could see the dark plume of smoke from miles around. >> and i saw it and could smell it even with my vents closed. >> the contra costa county health department says it now knows what was burning in that smoke. a cocktail of hydrocarbons releasing benzene, hydrogen sulfide, sulfur dioxide, and xylene into the air. >> we do know that some of them can cause can contribute to cancer, heart disease and lung disease, asthma, things like that. >> the county's health officer

said in a video statement shared with ktvu that most of the toxic smoke blew north of the refinery, away from populated areas. >> i think we dodged a bullet. here. we are concerned that this keeps happening, and we were lucky this time that the smoke went away from the populated areas. next time it might not. >> the health department says the fire started when the refinery was doing planned maintenance. hydrocarbon started to leak and ignited. >> it's really concerning. you know, i don't know what the regulations are. i don't know who's overseeing it. but this is not the first time this has happened. >> others say potential hazards like this are just a fact of life. if you live near the refinery. >> you always are going to worry about it. but i feel like i've been a martinez local my entire life. this is kind of the normal. i remember being at john muir elementary school and we had lockdowns. >> i lived here for about 17 years since oh six. so you. >> you don't worry. >> about i don't know. no, i

storm hitting the bay area. in santa rosa along airway road, flood warning signs were all stacked up on the side of the road in preparation. in addition to rain, the storm is expected to bring strong, gusty winds starting late tonight and into the morning hours, leading to power outages and downed trees this afternoon. a shooting in san francisco's sunnydale neighborhood sent one person to the hospital with a non-life threatening injury. it happened shortly before 1:00 in the area of sunnydale, and sawyer pga says it is aware of the shooting and that it may have been a contractor working in the area who was injured, and former

49ers defensive lineman dana stubblefield, speaking out after his 2020 rape conviction was vacated by an appellate court. he served nearly four years out of his 15 year sentence. the santa clara county da's office is appealing the ruling that vacated the sentence. stubblefield says he's looking forward to spending more time with his wife and children. and you're watching ktvu fox two news here at 630. president trump reversing three years of u.s. foreign policy on ukraine, saying he's spoken directly with russian president vladimir putin about beginning negotiations on ending the war. the president said he planned to, quote, work together very closely with putin to bring the conflict to an end. president trump said he also called ukrainian president vladimir zelensky, who said they discussed opportunities to achieve peace. but it's unclear at this point whether zelensky will have any role in those negotiations. >> we had a great call and it lasted for a long time, over an

hour. this morning i also had with president zelensky a very good call after that, and i think we're on the way to getting peace. i think president putin wants peace and president zelensky wants peace, and i want peace. i just want to see people stop getting killed. >> president trump also said he opposes ukraine joining nato, something putin has also opposed. fox's rebecca castro has more on the negotiations. and the american teacher released from a russian prison yesterday. >> everybody knows mark. he's become a very famous guy. >> president trump is racking up big diplomatic wins this week, welcoming home american teacher mark fogel tuesday night, who spent more than three years detained in russia. >> this event shows a good faith effort from russia. and it's a sign, as i just said, that we are moving in the right direction to end this brutal war. >> a second american detained in belarus was also released today.

and with the war in ukraine hitting the three year mark this month, president trump spoke directly with russian president vladimir putin today about ending it. he shared on truth social. we agreed to work together very closely, including visiting each other's nations. we have also agreed to have our respective teams start negotiations immediately. trump then called ukrainian president volodymyr zelenskyy, who says no one wants peace more than ukraine. >> stopping the fighting and reaching an enduring peace is a top priority. >> trump's phone calls come as his defense secretary, pete hegseth, is at nato headquarters in belgium for meetings on ukraine. he calls kyiv joining nato unrealistic and says it should be on european nations to secure ukraine. when the war ends. >> the united states will no longer tolerate an imbalanced relationship which encourages which encourages dependency. rather, our relationship will prioritize empowering europe to own responsibility for its own

security. >> vice president j.d. vance and secretary of state marco rubio will meet with president zelenskyy in munich on friday to discuss ending the war. in washington, rebecca castor, fox news. >> tulsi gabbard is the new director of national intelligence today. the senate voted 52 to 48 to confirm the former democrat and former hawaii congresswoman. republican senator mitch mcconnell joined all democrats in opposing her, saying she, quote, failed to demonstrate she was prepared for the role. gabbard ran for president in 2020 as a democrat before joining the republican party and backing president trump. hours after being confirmed, attorney general pam bondi administered gabbard's oath of office. trump's pick for health and human services secretary, robert f kennedy jr, is expected to be confirmed tomorrow. today, the senate voted along party lines to advance his nomination. lawmakers had expressed concern about kennedy's stance on vaccines, among other issues. lawmakers held a contentious

a new ordinance, which will make it easier to crack down on anyone helping to build or maintain those homeless encampments. as ktvu mark sayer reports. tonight, those who often assist the homeless say they now worry they could be at risk. >> to word the ordinance properly. you know what i mean. >> homeless advocate josh pettypiece, on the left, is explaining the new ordinance to michael austin, who has lived here near the bart tracks in fremont for about two years. >> basically, this is my home, man. >> pettypiece and his group, the molino foundation, do outreach to the unhoused. >> and we provide meals and scripture and everything. clothes, resources, anything that we possibly can.

heavy downpours around the peninsula. this is adversely affecting the dumbarton bridge. also the san mateo bridge. light rain now scooting into the santa clara valley impacting milpitas. we have a break in the activity right here over the sunol area, pleasanton with some light sprinkles into livermore. and as we look into the north bay, we do have light rain falling as well, but the main event will still be coming. it is on approach. live weather camera looking out towards the bay bridge, we can see that the visibility is now taking a hit. current air temperature 48 degrees in novato and 53 in fremont. i'm monitoring the temperatures as well as the winds because these winds are going to ramp up. but because of the temperature, i believe we'll see the first few snowflakes of the season in our local mountains. high wind warning in effect along the san mateo coast line, all the way up the north coast into the santa cruz mountains as well. we're anticipating winds up to 70mph. there will be downed trees wind advisory in place as well, away

from the bay of water flood watch, in effect, an inch and a half to seven full inches of rain anticipated. and when that happens, you will have rapid runoff. you will have ponding on the roadways tomorrow morning for the commute. and you don't see this that often. the purples and the reds that indicates most of the area will see at least two inches of rain by friday. now, as we take a look at the snow levels locally, snow levels down to 2500ft. but you have mount hamilton at 4000ft. you have mount diablo 3600ft. so few flakes there, perhaps even the mount tam area. and let's talk about tahoe boy driving. there is going to be such a challenge with that winter storm warning in effect, up to five feet of snow down to lake level. it will be their biggest snow event so far this season. temperatures tonight easily into the 40s and your highs tomorrow pretty much in the 50s, except for san jose up to 63. and with the unsettled nature, with the passage of this rapid moving front, we could see
