are on storm watch tonight. the significant system moving in, bringing with it heavy rain, strong winds and dangerous surf. >> this is ktvu- [music] fox two news at 730. >> and it is a weather pattern that we have seen before this winter. good evening everyone. i'm heather holmes, this latest storm triggering a number of warnings as well as advisories. so let's head outside for a look at the current conditions tonight. you can see here the golden gate bridge. it's a little wet. you can see a few of the raindrops there on the camera lens. we are also expecting some potentially damaging winds, along with heavy rainfall that's expected through tonight through friday morning. our meteorologist, roberto gonzalez is tracking it all for us. roberta. >> heather. this one definitely has a12 punch. so let's get to it with this incoming storm tonight, overnight, you're going to hear the raindrops on your rooftop. you will hear the wind blow. you could potentially even hear the thunder and see the

lightning. that is certainly possible with the instability of this system here. what you're looking at with our doppler radar, it's live activity. it's live data. these are just renegade rain showers and advancement of the main front. and we see some copious amounts of precipitation right there lining the peninsula across the bay waters, making tracks towards fremont and union city and lifting up towards right there the 680. if you're making tracks out of san jose and heading north towards the tri valley, there you have more rain showers, a cluster of activity around vallejo, benicia, martinez, and backing through hercules. and as we take a wider look again, all this is just the leading edge of what you can anticipate. so the morning commute tomorrow is going to be adversely affected by 1:00 in the morning. the heavy band of precipitation rolls through the bay area. here you have 7:00 in the morning hours. most of the precipitation, at least the heaviest, will be due east of the bay area, affecting the east bay and the altamont pass, also across san jose into morgan hill and gilroy. but then watch what

happens. lunchtime again. pockets of heavy precipitation. again, you could see a thunderstorm embedded in these cells. and then another line slices through the bay area. 4:00 in the afternoon. you think we're done? no, 8:00 tomorrow night. just about this time. more precipitation, sometimes heavy rain, sometimes gusty wind. but by friday afternoon, all is said and done. and when it is, we're talking about up to six inches of rain, perhaps even seven inches in throughout the santa cruz mountains, anywhere around the san mateo coastline all the way into the north bay will be adversely affected. but what's so ominous about all this? everybody is approaching nearly two full inches of rain, so you will have ponding on the roadways. your morning commute will be affected. it's going to be a challenge to get around tomorrow morning, and we will definitely see a rise on our creeks and our streams. high wind warning is in effect, as well as a wind advisory with the flash flood watch. i'll tell you

what else you need to know about with this storm, heather. and that's still coming up in a few minutes from now. >> all right. roberta, thank you. pga crews say they are prepped and ready to respond to this latest wet weather system. as ktvu jana katsuyama tells us tonight, sonoma county cities hit hard just last week. are bracing for this next round of rough weather. >> in santa rosa along airway road. flood warning signs are already stacked up on the side of the road in preparation for the storm. >> they know places that are going to flood, roads that commonly flood. they'll put the signs up. at least where i live out in the country. >> this has been a trouble spot twice already this year. back in november, cars were submerged in the parking lot and patients were evacuated due to high waters. last week, flooding at the same place forced fire crews to evacuate five people from the nearby hospital. fire officials say thursday they will have crews monitoring that site and local creeks and streams. >> a lot of the different fire agencies are working on up

here in the bay area, we're going to be really focusing in on the peninsula, north bay and east bay. >> pg and e says now is the time to prepare. make sure that your devices are fully charged, have a flashlight with batteries, and make sure your refrigerator is stocked. fire officials also are warning people who go by the coast. the water could cause some coastal erosion, so if you're on a cliff or anywhere near that area, make sure you don't go near the edge. reporting from sonoma jana katsuyama ktvu, fox two news. >> well, the storm has already led to the cancellation of a major fan event in san francisco for nba all star weekend. the official tipoff party at thrive city. it will not happen tomorrow as planned. now it was set to feature some celebrity guests, including warriors legend rick barry and bay area rapper p-lo. fans instead encouraged to watch the warriors take on the rockets at one of the indoor restaurants there at thrive city. well, the wet weather hasn't slowed down preparations for the big game, though. at chase center, crews

are still hard at work, putting together the finishing touches in place for the nba's 2025 all star. signage is up all over thrive city, signaling san francisco's biggest sporting event since the pandemic. more than 100,000 people are expected to visit the city for the game, and fans from around the world are already starting to stream in. hamza malik came all the way from london to watch the warriors take on the rockets tomorrow night. here for this weekend all star weekend. my friend works for the nba, so he's putting on a few events. and yeah, here to see that. >> hotels around the city are filling up. some of them completely booked for the weekend. leaders have rejected that. all star weekend will deliver an economic boost of about $350 million. the all-star celebrity game, an hbcu classic, are also taking place this weekend but at the oakland arena. as we mentioned, san francisco not only sharing in the fun of all star game, but it

will also host the chinese new year parade on saturday. earlier today on the four, we spoke with san francisco mayor daniel lurie about these big events, and he says they will showcase all that the city has to offer. >> it's a big weekend for san francisco, for the bay area. i couldn't be more excited. we get to show off to the world just how great this city is. it's been a long time coming, but this is just the start. we got lunar new year, we got the nba all star game, and then we got super bowl 60. in 12 months, six world cup matches. but we are ready. we are prepared. we've been working for months on on every issue and we are going to have a safe, secure and fun all star weekend. >> mayor, let's talk a little bit about the steps that the city is taking to try to clean up the streets. and i'm wondering if unhoused people are, in fact, being moved to less busy, less visible parts of the city.

>> we're we're doing what we do every single day here in san francisco. we are trying to get people into the help that they need. that's why we signed the fentanyl state of emergency bill today. it just went into law. thank you to the ten supervisors that passed it overwhelmingly. they understand what i understand and what your viewers understand, and that is that we need to get results for the people of san francisco, not just because there's an event coming in town, but because we need and deserve clean and safe streets. 365 days a year. i'm walking up and down sixth street. i'm in on julian in the mission most days over the last week. we have to do better, not just because of the all star game, but because people deserve better. >> yeah, obviously, mayor, we have talked a lot about the fact that san francisco has continued to have a slow recovery from the pandemic. and i know you are obviously trying to take steps to revive the downtown area. i'm curious to get your sense about just how much is potentially riding on on a huge weekend like

this, when you have just hundreds of thousands of people in town from from all over the place? and then how do you keep the momentum going after a weekend like this one? >> well, just to be clear, the momentum has already started. i'm talking to business owners that told me that they've had their best january in seven years. so there are green shoots happening everywhere. we had the jp morgan healthcare conference that went incredibly well. so well, in fact, that jp morgan committed to coming back next year. we have people calling us and my office saying they want to bring their conventions here. real estate firms are telling us they're starting to look at buying downtown. they understand what we understand. and that is san francisco is on the rise, and this weekend is just going to help us build on that momentum. >> and if you would like to watch our entire interview today with the mayor, head on over to the fox local app there. you can also stay on top of the

officers on a pursuit, driving right onto a sidewalk and crashing into a traffic light. in addition to sideswiping several vehicles. the chase came to an end when the suv smashed into a parklet right outside a sports pub in the mission. the driver faces charges including hit and run and reckless driving. the passenger is charged with resisting a peace officer. now we go to the city of fremont, which last night passed a new ordinance which will make it easier to crack down on anyone helping to build or maintain homeless encampments. as ktvu mark sayer reports, those who often assist the homeless say they now worry that they could be at risk. >> to word the ordinance properly, you know what i mean. >> homeless advocate josh pettypiece, on the left, is explaining the new ordinance to michael austin, who has lived here near the bart tracks in fremont for about two years. >> basically, this is my home, man. >> pettypiece and his group, the molino foundation, do outreach to the unhoused. >> and we provide meals and

scripture and clothes, resources, anything that we possibly can. >> and his group is very concerned about the specific aiding and abetting language in the newly passed ordinance. >> the police chief said it again and again that they won't target us, but they just passed the ordinance giving them the right to do such. >> but mayor raj sawant of fremont says despite the language, groups which do outreach should not be concerned. >> the ordinance was passed with the clarification around the issue around aiding and abetting. there was a lot of misinformation on the aiding and abetting clause. >> mayor sawant says the new ordinance simply makes it clearer when enforcement can take place. >> they were also saying that we would not allow non-profits to do outreach work, and that was absolutely false. we've been saying that again and again trying to correct the misinformation, but we have always maintained that we will always welcome nonprofits or social workers to help the unhoused individuals.

location there on admiral callahan lane in the redwood plaza shopping center in vallejo, will close its doors on april 11th, citing performance and safety concerns. other safeway stores in vallejo, on robless way and lincoln road will remain open. this is the latest safeway closure here in the bay area. two days ago, we reported the pinole store at the appian 80 shopping center is also closing in april. those two closures were announced after the controversial closure of the safeway in san francisco's

fillmore district. former san francisco 49ers defensive lineman dana stubblefield is now speaking out for the first time since his release from prison. his 2020 conviction on a rape charge was vacated back in december, after the court determined the prosecutors made racially discriminatory statements during his trial. stubblefield served nearly four years of a 15 year sentence at corcoran state prison in the central valley before he was granted release on friday. in san jose today, stubblefield said that he knew the truth would come out. >> there was a long nights when i sat in my cell, an innocent man wondering if things would ever be be right. but i held on to the hope. i want to thank my family and friends who stood by me during these hard times, and i'll forever be grateful for their support. >> his attorneys say they believe that the case cannot be retried due to the errors at the trial. the santa clara district attorney's office, though, does plan to appeal the ruling that vacated the sentence. theranos

founder elizabeth holmes is speaking out for the first time about her life behind bars. in an exclusive interview with people magazine. she's nearly two years into her 11 year sentence for defrauding investors about her silicon valley blood testing startup. holmes described her time in prison as #### and torture away from her two children, aged two and three, and her husband. she says they visit her twice a week at a federal prison camp in texas. holmes, who is 41, maintains she is innocent of conspiring to lie to investors about the capabilities of the technology. the nba all star game is coming up this weekend. the super bowl next winter. then fifa world cup matches. boy, a lot happening. coming up, what's being done to get the bay area ready to host international soccer games in the

held at the oakland arena. >> when it comes down to oakland, we have some of the best restaurants in the world here. we have some great culture, we have amazing events coming up, and we have a rabid fan base of the nba, nfl and mlb. >> so even if the warriors, the raiders and the a's have all left town, this weekend will be oakland's moment to shine. but deputy police chief james behre sounded a warning. >> if you come into our city and you victimize any of our community members or businesses or people that are coming here to enjoy the festivities, we will arrest you. >> at a news conference, oakland police discussed their plans to keep the city safe. i asked if officers would still be tasked with monitoring sideshows. >> we will have specific officers set at specific locations for nba related events, but we will have additional officers out there to help address some of the sideshow activities if they shall occur. >> police chief floyd mitchell says the nba will be on the hook for at least some of the costs associated with policing the city. >> the nba is paying for specific events that they ask us to help them in regards to escorting and providing security

for that. >> police will be working with partner agencies to keep the city safe. chp officers will boost traffic enforcement along busy streets like broadway and international boulevard, where police will also be on the lookout for sex trafficking. alameda county sheriff's deputies will be on duty at the oakland airport. >> as far as staffing and their lower numbers, we have to leverage our other partners. we're not going to do this by ourselves. >> but the bottom line is, although safety is paramount. officials want oakland to bask in the spotlight. >> this is our moment for oakland to shine, to show so many people from outside of oakland to come and find out what makes the town so unique and fun. >> the city of oakland will be staffing its emergency operations center this weekend, and one oakland officer will be sent across the bay to the eoc in san francisco. in oakland, henry lee ktvu, fox two news. >> and remember, three official nba all star weekend events are happening here in oakland, so be sure to catch those as well. three games. all right. santa clara has cleared yet another hurdle towards hosting fifa world cup matches next year. the
