on ktvu. fox two. >> rain returns to the bay area and tonight, people bracing for the powerful storm set to drench the region and deliver a powerful punch with some strong, gusty winds, landslides and power outages. also a very big concern. >> and so when the power goes out, you know, we're kind of stuck. >> and right now, rain already falling in parts of the bay area. a lot more on the way. good evening everyone. i'm mike mibach. >> and i'm claudine wong. drivers can expect a challenging commute with heavy rain ramping up as we head into the morning. let's get right to meteorologist roberta gonzalez and roberta. things are just getting started. >> yes they are. this is big. it is beautiful, but it's powerful. take a look at this. it's textbook perfect. it looks like a giant comma off the coast of california. and the particular area that's going to be hit the hardest is right here in northern california in the bay area. and precipitation slips

into southern california. i just widened this image. look at how it trails off all the way to the hawaiian islands. that means it's tapping into some tropical moisture, and that means it's an atmospheric river and you can see the precipitation. these are renegade showers in front of the initial front itself. and it's already blasting the santa cruz mountains, where we've already seen over 3/10 of an inch of rain in just the last couple of hours and throughout ben lomond. and we also have some lighter precipitation. it is occurring around portions of the peninsula. how about the santa clara valley into east palo alto? pretty moderate downpour there right now. and then as you're driving 680 south or north, it is very slippery when wet as you go all the way into the tri valley. you can see the lines of moderate showers just lining the bay side all the way into castro valley. light precipitation now in the north bay hasn't amount to much as of yet, only over a 10th. while we've seen over 15/100 in san jose. so the bull's eye again is going to be pretty much the san

mateo coastline all the way up the north coast line and into the santa cruz mountains. at this particular time, we do have that flood watch, in effect, an inch and a half to seven full inches of rain over the next 24 to 48 hours, which means we will see ponding on the roadways for your morning commute. there will be flooding threats, and this is why we have this high wind warning in effect as well as we do see the winds whip up with the rain around the coast side and advisory and all other areas. in addition to that, we still do have a coastal forecast that calls for a high surf warning. we'll talk about all the watches and warnings. that's still coming up. >> all right. thanks, roberta. well, tonight an evacuation warning has been issued for parts of unincorporated santa cruz county. that includes the fountaingrove area. beth drive and the paradise park area. the sheriff's department says the incoming rain will likely lead to flooding, and the san lorenzo river is expected to rise. officials are urging people to be vigilant and to listen to

their warnings. >> coastal areas bracing for extremely hazardous conditions. and that does include those powerful gusty winds. let's go live now to ktvu. betty. you there in pacifica? how are conditions there right now? betty? >> well, mike, the rain right now has been steady and pretty moderate. we haven't seen the waves behind me jump the pier just yet here in pacifica, as we often do during a storm. but of course, all that is expected to change in just a few hours. there will also be a high wind warning going into effect overnight into friday morning. pacifica is bracing for rough surf, high winds and heavy rain to move in overnight and intensify thursday. waves could reach a staggering 45ft. >> and they are called flood barriers. >> ace hardware is seeing a surge in demand for emergency supplies as the storm ramps up. it's running low on items like heaters, flashlights, tarps and rain gear. >> tomorrow we should get a rush

during the rain. that's the thing. they don't prepare, so we get a lot of last minute. so i'm expecting i'm expecting a lot of customers tomorrow. >> damaging winds could bring down trees and power lines all along the coast. ktvu tire and brake center in pacifica usually sees an uptick in customers whose cars are damaged after losing control in the storm's rough conditions. >> the power is the main thing, but, you know, we have a tendency to lose our phones and our internet connections, but as far as trying to get the work done out here, it's the power because most of our equipment runs off electricity and hydraulic. and so when the power goes out, you know, we're kind of stuck. >> meanwhile, pacifica resident rod riley and his dog ruby went out for their evening walk, anticipating a day mostly indoors. >> thursday we do a little bit of preparation. just make sure there's no loose items on the deck and make sure all the furniture is covered and the covers are nice and tight so they don't blow away. >> anytime it rains or above

average winds, power goes out. so it's probably happened, i think like 2 or 3 times this year already and we're only in february. >> terence chan said he's now considering investing in alternative energy sources. >> so we have a little fish tank. so i had to buy a little power bank just to kind of keep the fish alive. and now we're having to look into getting solar and a tesla powerwall just to keep the house running. >> so we have rain, we have wind, and also a chance of isolated thunderstorms overnight into friday. mike. >> yeah, busy 24 hours ahead for all of us here across the bay area. betty, thank you for that. we did hear in your story talk about power. let's take a look now at those pg and e outages tonight across the bay area. nothing too serious at this hour. just small scattered outages up and down the region. pg and e says it has extra crews ready in several places. and we will continue to monitor these outages as those winds start to pick up. >> in the north bay. first responders are on high alert for the storm in santa rosa along airway road. flood warning signs are already stacked up in

preparation. landslides are also a big concern. last week's storm damaged several homes with flooding and mud. firefighters say portions of santa rosa have had well more than 30in since july 1st, and are preparing for a rapid rise of streams and creeks. >> a lot of the different fire agencies are working on up staffing, some swiftwater rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> the north bay is also bracing for potential power outages, with warnings about high wind gusts that could bring down branches, uproot entire trees or power poles due to that saturated soil. and we are tracking this storm on air and online. for the very latest on the conditions, you can download the fox local app or just head to our website ktvu.com. the ktvu weather app. also a great one to pick up. >> new at ten. toxicology

reports have been released on the three young adults who were killed in a crash in piedmont right before thanksgiving. autopsy reports from the alameda county coroner show that 19 year old shawn dixon, who was driving the cybertruck, had alcohol, cocaine and meth in his system with a blood alcohol level more than twice the legal limit. the two passengers, 20 year old jack nelson and 19 year old krista tsukahara, also had evidence of alcohol and cocaine in their system. >> san francisco police say a gun battle between two groups left an innocent bystander injured. ktvu amber lee went to the scene and learned that a mother nursing her baby narrowly missed being shot. amber joins us now with more on the shooting. very scary. amber. >> that's right. claudine. the woman's husband tells me she is shaken up by what happened. he says he heard at least ten shots, and that he's grateful that no one was seriously injured or killed. >> just a flurry of bullets. it's like. and then got some

cover and probably a few pop shots afterwards. >> neighbors tell me the range of gunfire shortly before noon in san francisco's sunnydale neighborhood. the citizen app video shows a pga contractor who was struck in the leg by a stray bullet while he was working in the area. police say his injury is not life threatening. investigators say two groups were involved in a gunfight, but no motive was given. >> it appears at this time that it's a it's an isolated incident and there's no there wasn't any general threat to the public. >> bullets struck a street sign and narrowly missed injuring another bystander. >> a stray bullet hit from right here, and it stopped right here in my gas cap. and my wife was inside. right here on this side. >> jonathan armstrong says his wife was in their suv to get some privacy while nursing their eight month old son. armstrong was working inside the river of life church, where he is also a congregation member. >> if anything happened where she got hit, i would have been

very upset. and so i'm glad, thank god that she didn't get hit and she was able to come inside. >> home. in mandarin, this neighbor tells me she was scared after hearing multiple gunshots. stepping outside her home and seeing the pga contractor injured. she tells me a previous shooting in the area struck her family's vehicle. >> we'll be praying for the pga worker and all those who are affected mentally or because this is very traumatic, especially my wife. she was she was shaken up when she came inside. >> police say one person was arrested and that they are looking for more suspects. investigators are asking anyone with video of the shooting or information to contact them. claudine. >> a quick recovery for. >> the person injured. all right. thank you so much, amber. and now to san jose, where a shooting investigation is also underway. police say a man was shot this afternoon. this was in the area of farm and dow drives. and it all happened just after 215. according to police, the victim was taken to the hospital

with life threatening injuries. no word tonight on his condition or a possible suspect. >> new at ten. the trump administration is investigating the california interscholastic federation, or cif, over its stance on transgender athletes. president trump signing an executive order last week barring trans athletes from women's sports. but the cif said it will abide by state law allowing student athletes to participate in sports according to the gender by which they identify. the minnesota state high school league is also under investigation. the cif telling ktvu it does not comment on pending investigations. >> a federal judge says the plan by elon musk to shrink the federal workforce by offering buyouts to employees is legal. the judge ruled that labor unions did not have standing to challenge that program. the government said federal employees who resigned could get paid through the end of september. the trump administration says about 75,000 federal workers have signed up, and they added that the program is now closed. lawyers for the

a very busy weekend in san francisco. it is nba all-star weekend, and we also have the chinese new year parade, which attracts hundreds of thousands of people to san francisco for that lunar new year celebration. the saturday night parade is the largest lunar new year celebration of its kind in the world, and one of the few nighttime parades in the country. >> and crews for the nba all-star weekend have been putting up those finishing touches across the city right now. signage can be seen all around the city, signaling san francisco's biggest sporting event since the pandemic. hundreds of thousands of people are expected to visit the city for all of the festivities this weekend, and that means the city is anticipating a $350 million boost to the economy, with 200 small businesses participating in the all-star rewards program. siren bar at chase center set to host a hennessy pop-up to welcome all the fans. >> maybe a community spot, a

place where people can meet up before they go to a game. a place where they can come after the game they live in the neighborhood. they can pick up a drink and go to the park and have a little picnic. so i think there's something for everyone. >> the hotel council of san francisco says it expects a lot of out-of-towners to visit. and tonight, the official tipoff to the nba all star weekend. the bay area host committee coming together to celebrate. ktvu bailey o'carroll joins us live tonight out at the chase center. pretty excited to be there for the kickoff event. bailey. >> yeah, mike. super exciting to be here for this kickoff event in what is being called the official tipoff of all-star weekend. the weather out here could be better, but that's okay. it didn't really dim the excitement that happened inside chase center was really a who's who of the sports world. mayor daniel lowry in attendance. hunter pence and his wife in attendance, larry baer from the san francisco giants. really a ton of people from all different teams all across the bay area. there was even a shout out to former ktvu sports director mark

ibanez by mayor lowry. everybody in attendance though. so excited to get this weekend underway. >> on behalf of the bay area host committee, welcome to the 2025 all star game and all star week. >> nba all-star weekend has officially tipped off in san francisco years in the making. the bay area host committee, led by ceo jan muhammad, was excited to officially kick off festivities. >> this is our chance to show off the region in a way that people maybe haven't thought of or seen for a little while, and so there's just almost this, like butterflies in my stomach, excitement to kick it, to kick it off. this weekend. >> san francisco mayor daniel lowry, who prior to becoming mayor was the chair of the bay area host committee, couldn't be more excited to tip off a historic 18 months in the bay area. >> i'm so excited that we have the world coming to san francisco this weekend and to the bay. we have so much to show off. i don't the noise outside.

when you get to our city, you see how great it is. >> this weekend. nba all-star weekend tips off. next year, the bay area will host super bowl 60 and just months later be home to the world cup. no other region has hosted all three events. back to back to back. >> this weekend is going to be amazing. i mean, this is our kickoff to the three events and the journey that we have to host major sporting events in the bay. >> all three events in total are expected to bring $1.4 billion to the economy and 400,000 new hotel bookings. well, charles barkley was pretty outspoken about his distaste for the city of san francisco leading up to this all star weekend tonight, mayor daniel lowry offering to personally show barkley around the city. show him what so many people who live here love so much about the city. no word yet, though, on if that tour will officially happen. if it does, i know we're expecting some rain in the forecast, so

likely want to bring his umbrella. but guys, everybody here just so excited to get this weekend underway again. this is the official tip off of nba all star weekend here in san francisco. we'll send it back to you in the studio. >> yeah. not just, you know, the game on sunday, but then you got the dunk contest on saturday, the rising star game on friday night, which actually i'm looking forward to myself. all right bailey i appreciate it. thank you. across the bay from san francisco, oakland will also be hosting a number of nba all star events. the celebrity game is on friday. they're at the oracle arena. the all star practice, the hbcu all star classic will be on saturday again right there at the oakland arena. and a news conference today, oakland police discussed their plans to keep the city safe, including a crackdown on sideshows. we'll have specific officers set. >> at specific locations for nba related events, but we will have additional officers out there to help address some of the sideshow activities if they shall occur. >> chp officers will also boost

traffic enforcement along busy streets. this includes broadway and international boulevard. oakland police will also be on the lookout for a possible increase in sex trafficking during the upcoming weekend. >> well, as the countdown to the nba all star weekend begins, the league is tipping off five days of community impact events. this afternoon, nba representatives went to visit the town youth club in partnership with meeting with the oakland lgbtq community center. the nba officials shared conversations and played trivia games with the young people while encouraging them in attendance to former pro players with deep ties to the bay area. jason collins, a former star at stanford and the first openly gay athlete to play on any professional sports team in the u.s, and layshia clarendon, who played basketball at cal and who is the first openly non-binary wnba player. >> great way to kick off nba all-star weekend. it's special whenever you can use the platform that the nba has to

help uplift the community. >> we're fighting for you. you know, like we're fighting. so that burden is not so heavy. so you can live so you can be young, so you can be free and just have a childhood. >> the nba has community events scheduled throughout the bay area all week leading up to sunday's all star game. and santa clara has cleared another hurdle towards hosting 2026 fifa world cup matches, the santa clara city council and the santa clara stadium authority have approved a financial assignment agreement for that tournament. they say it is a major step forward in their preparations to host world cup matches at levi's stadium. the agencies are calling the agreement a no risk, all reward deal for the city. it would assume all stadium related expenses and public safety planning. >> impressive rainfall totals in just the past two hours. okay, so you say 3/10 of an inch of rain. that's not really that much in the past two hours for the bay area. it certainly is. san francisco has picked up over a 10th. and there you have fremont approaching a quarter,

which is pretty decent for that east bay community. now take a look at this. this is just gorgeous. it is an area of low pressure. it's quite powerful. the leading edge of it is now impacting the bay area. plan on extra time for your morning commute. look at the plume of moisture tapping into some tropical moisture that leads all the way back to the hawaiian islands. so yes, it's raining now, but the heaviest rain showers are still offshore, and that's when the gusty winds really ramp up. you see, right now, heaviest precipitation from redwood city across the bay all the way into the fremont area. and another cluster of heavy rain showers now noted from orinda all the way through blackhawk into that five 8680 corridor backing through livermore. so the rain showers, according to our futurecast, does illustrate the heaviest band about 2:00 in the morning, hours behind it. 7:00 you say what? no problem for the morning commute, but there will be a lot of ponding and standing water. and then look what happens next.

accused of stabbing a teenager to death and burying his body near a college campus has been found guilty. back in 26, the body of 18 year old kirk kimberly was found in a shallow grave near sonoma state, and the case went cold until 2020, when police charged daniel carrillo with kimberly's murder. that proceeding ended in a mistrial,

but today carrillo was convicted of first degree murder. >> two san francisco women have been charged in connection to sunday's crash that sent seven ople to the hospital. prosecutors now say it began when policelagged an suv at the stonestown mall that was reported stolen out of richmond. police say when they tried to pull the vehicle over, the suspects drove off. now, police say they were led on a wild pursuit. the suspects driving on the muni tracks, driving onto a sidewalk, crashing into a traffic light. in addition to sideswiping multiple vehicles. the chase eventually came to an end when the suv smashed into a parklet right outside a sports pub in the mission, injuring seven people, including a child. prosecutors say two women in the vehicle tried to get away on foot, but were chased down and arrested. both are set to be arraigned in court tomorrow. >> tonight, loved ones are remembering a preschool teaching assistant who was killed after a car slammed into her in hayward. 26 year old lydia guerra was working with preschoolers at hayward's rouz elementary. on monday, an out of control driver struck her on the sidewalk as

she was walking to work along the intersection of tennyson and keller road. the video, captured by a nearby driver, shows a car careening into a parked car, a row of trees, and onto the sidewalk. the driver, a 36 year old man, was taken to the hospital and placed on a mental health hold. family members describe guerra as a ray of light. she had received her teaching license last week, and next week she was planning to buy a car. >> it's really, really disturbing. i feel really bad. she's very young. it shouldn't have happened. it shouldn't happen to anybody. >> the hayward unified school district has sent a counseling team to help colleagues and families cope. police are still investigating how this happened. >> tonight, we are learning more about a man charged with attempted murder after being accused of firing at an oakland police vehicle with an officer inside. 35 year old robert blackwell was charged in the shooting that happened on seminary avenue right near 580 on monday. oakland police chief floyd mitchell says that blackwell was once convicted for

shooting at two officers who were investigating a homicide back in 2015. he served less than four years of his ten year sentence. investigators say they believe the shooting at the police vehicle on monday was intentional. the officer was not injured. >> it was a packed room tonight in san jose, as the effort is now underway to replace former councilmember omar torres, who was arrested earlier this year. the candidates vying for that position, plus. >> throughout this tough ordeal, i always believe the truth will come out. >> former 49ers defensive lineman dana stubblefield speaking out for the first time since his rape conviction was vacated. >> also coming up, the department of justice now taking legal action against the state of new york over its sanctuary status. and later tonight in sports, the golden state warriors trailing against the mavericks really throughout the game. but they would tie it in the fourth. could they get the victory out there

had a chance to hear for the first time from candidates running for san jose's district three city council seat. one of those six will replace omar torres in april after a special election. now, torres resigned back in november and is now in jail, facing child sexual assault charges. ktvu south bay reporter lamonica peters is live tonight in san jose, with more from tonight's forum. lamonica. >> mike. district three represents so much of san jose's economic future, and tonight people were able to hear from these candidates how they plan to address some of the district's most pressing issues. >> the person that's chosen to me has to be have empathy for others. >> on wednesday night at downtown san jose's rotary summit center, hundreds of

community members gathered to hear from candidates who want to represent district three. the candidates included gabby chavez, lopez, adam duran, matthew quevedo, irene smith and anthony caudillos. phil dolan and tyrone wade did not attend. >> not only has having served as a worker for many years, but now as an employer in our downtown, i have also been delivering services directly to this community through the pandemic all the way to today. >> i was born and raised in san jose's east side, and what makes me unique is that i have just shy of 29 years of public safety with the sheriff's department. >> for the past 16 years, i've been working with leaders and working with folks to make sure we're addressing the issues that matter most to you. on homelessness, we're moving the needle and we're making sure we're making progress on that. >> the forum was presented by the san jose downtown association in partnership with san jose chamber of commerce.

candidates expressed their own ideas about addressing important issues, including blight and vacancies, homelessness, bart construction and the entertainment economy. >> i made two very strong points, the first being no more dumping in week three, and the second being that we need large scale shelters. those two points are still critically important today. >> we know that the previous super bowl brought in hundreds of millions of dollars of economic impact. but if you look at the data, the vast majority of that money went up to san francisco. so moving forward, i think i can speak for everyone on this panel that in 2026, we need to make sure that san francisco is not eating our lunch again here. >> after the forum, this district three business owner gave feedback on what she heard. >> this is the same stuff that we've been listening to, and i do agree with a lot of the panel that we do need to put things into action because there's a lot of talk, a lot of rhetoric, and we're kind of tired of that. >> now, the district three

candidates will take part in several more forums over the next two months before people can make their decision on april 8th. mike. >> and a big decision. it will be all right. lamonica peters live tonight in san jose. lamonica thank you for that. staying in the south bay, the franklin-mckinley school district in san jose voted to postpone its decision on which schools to close by two weeks. the district says it is facing a $23 million budget deficit, as well as record low enrollment. state senator dave cortese reached out to the district to urge them to delay the decision until governor newsom releases his budget, as the senator believes there may be additional funding available. >> tonight, we are hearing from former 49ers defensive lineman dana stubblefield. yesterday, he was released from prison, four and a half years after he was convicted of rape. >> as ktvu jesse gary reports tonight, the conviction has since been set aside by a judge. >> wednesday in downtown san jose, dana stubblefield and his

lawyers sitting down in front of the cameras after his rape conviction was vacated by an appellate court. >> throughout this tough ordeal, i always believe the truth will come out. there was a long nights when i sat in my cell, an innocent man wondering if things would ever be be right. >> a onetime gridiron great spanning 11 nfl seasons, stubblefield, a former 40 niner, was convicted in 2020 of rape. prosecutors allege he lured a mentally disabled woman to his home with the promise of a babysitting job, and then used a gun in the commission of the crime. stubblefield has consistently maintained the sexual encounter was consensual and there was no weapon. >> during this process and during the trial, so much evidence was hidden from the jury. the trial judge made sure the jury did not know that dana's accuser was a sex worker. >> defense lawyers say the case was filled with errors and racial bias. an appellate court ruled prosecutors violated the state's racial justice act by

using racially discriminatory language that forced the panel to overturn stubblefield's 15 year sentence, of which he had served about four years. >> we have uncovered new evidence that is compelling as it relates to the false allegation that there was a gun in this case at all. >> the santa clara county district attorney's office is appealing the order to vacate. in an email to ktvu, fox two assistant d.a. terry harman says in part, we felt that justice had been served, that justice has been interrupted. we are disappointed that the judge released mr. stubblefield from custody. while we await a decision from the california supreme court. prosecutors are asking the state's highest court to decide the issue, but defense lawyers say they're confident the law is on their side. >> we don't think they are allowed to retry this case based on the errors that have already occurred. >> as for stubblefield, after nearly four long years, it's finally a warm homecoming to family. >> now, i really want to focus on what truly matters is watching my son play football,

talking about 7000ft up. you can see snow on the ground. the road is open. a winter storm warning is in effect until friday night. so we're talking 48 hours. heavy snow, strong winds really expected across the region. >> all right. let's check back in now with meteorologist roberto gonzalez. and we know it's going to be a dicey commute tomorrow morning. and also overnight i think people will wake up and think, whoa, is that thing really going? >> well, depending on where you are. yes. some people around the peninsula and the central bay are okay. it happened while i was sleeping, but once you hit the road, there's going to be a lot of ponding on the roadways, a lot of flooding on the roadways. the winds will still be blowing and there could be possibly a lot of debris on the roads and the sidewalks as well. now, this is what it looks like at this particular time. we're getting nailed across the south bay and also the santa cruz mountains peninsula as well. look at the heavy rain from redwood city across the bay, all the way into the fremont and newark area. and the tri-valley. that nasty five 8680 corridor is

pretty sloppy right now. and then we head into the north bay, where novato has plentiful rain showers. this is a powerful system. it's big. it's textbook perfect. look how tightly coiled up it is. and then the frontal boundary streams all the way back to the hawaiian islands. so that's tapping into that subtropical moisture. it's an atmospheric river. so here we go. overnight, 2:00 in the morning, you're going to hear those raindrops on the rooftops. you're going to hear the wind blowing as well. so you wake up at seven, 8:00 in the morning or you hit the road, then pretty much dry as far as precipitation is concerned. but the roadways are a mess. then at high noon again, here comes another line of heavy showers, and then at 4:00 in the afternoon, and then at 8:00 in the evening, and then hit miss scattered showers in the overnight hours until you wake up and hit the road again on friday morning. smattering of showers until about 4:00. it's all said and done, but by then, what's pretty uniform is the amount of precipitation. everybody is approaching about

two inches two and a half except santa cruz mountains, up to six inches of rain. you couple that up with the gusty winds, you're going to see some downed trees flood watch in effect for the entire bay area. in addition to that, we do have the rising rivers and streams to keep a watchful eye on, most notably the san lorenzo river in fenton that rises very rapidly. high wind warning in effect for 70 mile per hour winds along the coastline into the santa cruz mountains. also the north bay coastline. wind advisory for the rest of us, some of these wind gusts up to 50mph. and we haven't even been talking about the water because don't go there. we have surf and waves up to 30ft. and if you do venture near the water, please don't turn your back to that angry ocean. winter storm warning in effect for the high sierra. 2 to 5ft of snow. it's going to be the biggest storm hitting the sierra this year. 40s 50s overnight lows tomorrow. highs up to 63 degrees. okay, we get rid of this storm by friday with
