for heavy snow, powerful winds across that region. so like that truck there. drive. careful. >> i would imagine you would tell people, do not try to drive up to the sierra for the next couple of days. >> maybe i'd wait till the weekend. it will be much better. okay. the drive in. okay. although i was driving with this hand. my gosh. >> wow. yeah. >> ben. okay. as advertised, heaviest rain so far has been in the santa cruz mountains. we're keeping an eye on the san lorenzo river, ben loman, scott creek, boulder creek, bonny doon, all over three. three to almost three and a half. and there is a back edge on mendocino county. but it's going to take a while to clear the area. and this is a heck of a low look at it deepen right there. so this is going to keep rain going. there could be there will be some breaks. but then we'll have off and on rain throughout the day. come on make it, make it, make it. there it is. the wind has been screaming oakland. anywhere from 35 to about 55mph. we'll still get

some rain today, but maybe the system will scoot through pretty rapidly, but another three quarters of an inch to two should probably cover it. and in the mountains it is a winter storm warning. although last check it was raining at truckee, but winter storm winter storm warning goes until 10 p.m. friday. who'll stop the rain? well, mother nature will, but not for a while. heavy morning rain off and on. rain possible thunderstorms on the mild side with this. strong south southeast wind 50s to near 60. well, you better be buckled up, my friend. >> i feel like a fortunate son being inside. you are. >> a fortunate son. >> yes, because we're inside. i want to tell you about a big problem, though. westbound 580, in castro valley. we have the three right lanes flooded. there's a significant flooding there and so many so deep that some cars have driven in and gotten into trouble. some cars have stalled out in castro valley. that's not all, though. we also have a crash westbound 580 at portola in livermore as the rain comes down. we've had a crash eastbound highway four at

hillcrest. i'm sorry. it's westbound at hillcrest, and that's causing traffic fire department blocking the two right lanes. okay, let's go back to oakland. westbound 580. we have a crash near park, and there's significant flooding there. now, there's a backup beginning in that area. so westbound 580 flooding and getting word of a new crash. northbound 880 right near 980. this one is an injury crash. so this is what happens when it's raining and it's windy and the roads are wide open. people go too fast and they get in trouble. now i will mention we're going to go right back to that flooded condition, recovering that rainy weather. allie rasmus has just arrived there at the scene of this huge flood on the freeway in castro valley. allie. >> yeah, we have a direct view of this giant pool of water on westbound 580 in castro valley at redwood road. i'll step out of the way so you can see there's caltrans crews out here.

they've moved quite a distance away from us, but if we zoom in, you can see a couple of caltrans workers with their rain gear on. they are standing in about almost knee deep water covering the far three lanes of this stretch of the freeway. and it looks like they've got their tools out and they're trying to unclog whatever drainage system is backed up here and has led to this ponding, this pooling, really, of water on the freeway. now, because of that, we've got three lanes blocked in this westbound direction through castro valley. and traffic you can see moving very slowly to get around it. i can try and turn the camera around. i believe we can. we're kind of in a limited space here, parked here on the shoulder, but you can see traffic moving very slowly trying to get around it. this is the kind of thing that drivers are going to have to be dealing with for much of the morning commute, as this heavy rain is coming down here. but again, turning the camera back around to show you what's happening here on westbound 580 in castro valley at redwood road. caltrans crews on the

customers are expected today as well. >> we should get a rush during the rain. that's the thing. they don't prepare so we get a lot of last minute. so i'm expecting i'm expecting a lot of customers. >> any time it rains or above average winds, power goes out. so it's probably happened i think like 2 or 3 times this year already. and we're only in february. >> this storm is expected to get stronger all day, and isolated thunderstorms may also occur between now and early friday. >> evacuation warnings have been issued in parts of los angeles county. a heavy rainstorm is expected to hit southern california as well. in the areas where fire burned all the brush and the trees. emergency crews are on standby, watching for mudslides and trying to prevent debris flows in the areas burned by the fires. warnings are in effect in altadena and pacific palisades. lapd will visit homes in the highest risk areas to issue specific evacuation orders. >> a significant potential for mudslides. so we're not we're not at that area yet. what that

means to the public is we want you to be aware of the concern. if you live in an area that was recently burned. >> some school districts have closed today due to the road closures and the extreme weather conditions. now we're tracking the storm on air and online for the very latest on the conditions. download the fox local app or head to our website ktvu.com. the ktvu weather app is also a great resource. >> our time now. 506 san francisco police are busy investigating a shooting in the sunnydale neighborhood. police say a gun battle occurred between two groups and a pga worker was hurt. it happened yesterday before noon in sunnydale. this citizen app video you're looking at shows a pga contractor who was hit in the leg while he was working in that area. police say his injury is not life threatening. the police say another bullet barely missed hitting a mother who was in her car nursing her eight month old son.

>> a stray bullet hit from right here, and it stopped right here in my gas cap. and my wife was inside, right here on this side. we'll be praying for the pga worker and all those who are affected mentally or because this is very traumatic, especially my wife. she was she was shaken up when she came inside. >> now, police say one person was arrested. they're still searching for other suspects and trying to figure out what led up to that shooting. >> after spending four and a half years in prison, former 49ers defensive lineman dana stubblefield has been released. now, stubblefield was previously convicted to a 15 year sentence in 2020. prosecutors say he lured a mentally disabled woman to his home promising a job, then used a gun to threaten her and sexually assaulted her. that conviction was changed by the court in december, after his attorneys argued that they had new evidence proving there was no gun involved. >> the trial judge made sure the jury did not know that dana's

accuser was a sex worker. throughout this whole tough ordeal. i always believe the truth will come out. there was a long nights when i sat in my cell, an innocent man wondering if things would ever be be right. >> the santa clara county district attorney's office is appealing the order. stubblefield says his focus now is on spending time with his family and friends. another bay area safeway is closing. a spokesperson for the company confirms the safeway in vallejo, in the redwood plaza shopping center, will close april 11th. safeway blames performance and safety concerns for employees and customers. the other vallejo safeway stores on robles way and lincoln road will remain open. however, just days ago we reported the safeway in pinole at the appian 80 shopping center is also closing in april, and that follows the closure of the safeway in san francisco's fillmore district. >> all right, we'll get to it here. our system has arrived, and wind and rain is the big

story for the morning. this is a strong, low and associated jet stream is punching inland. and that is not only that. the low level jet, which is around 5000ft, will funnel in some pretty heavy rainfall totals, especially santa cruz mountains. and that's what we're seeing at ben lomond, scott creek, boulder creek and bonny doon all over three already. and it looks like they'll be the leader of the pack here. i've seen about two in parts of marin county, but that's no doubt about it. santa cruz mountains looks to be taking the bulk of the rain. flash flood warning is out until 615 for that area now. san lorenzo river at big trees around nine feet. expected to get to 14 unless something changes. i believe me, i'm always about 15 20 minutes behind on these because of the updates. but that's the last check and that was about 20 minutes ago. our system does have a back edge, and that's going through parts of almost sonoma county here, up there in marin county. excuse me, mendocino county, also down to sonoma county. so there is a back edge to this system, but there's plenty here, especially

if you can wait it out. i would there should be a little let up in some of the rainfall rates here as we head to maybe about 7 or 8:00, but look at that low. that is a powerhouse low. and it will swing in off and on, rain and wind throughout the day. pretty good gusts here come coming down a little bit, but i've seen anywhere from 37 to about 63mph. sfo is up to 44 earlier seems to be coming down a little 50s on the temps. kind of a mild pattern. it's not cold, that's for sure. 36 truckee's raining there. south lake tahoe has a mix of flurries and rain, a mix and it was snow was snow. now watch. it turns to rain in the last couple of images for some higher elevations and snow, but winter storm warning is out. i'd hold off. not only is it snow, it's wind. there's gusts 90 to 100mph over the ridge tops. so this low will be with us today, tonight into early friday. then we'll get a break. >> president trump trying to reduce the size of the federal government. the decision from a federal judge over buyout offers

the bay bridge is certainly something that you want to drive very carefully on. wind is coming down. wind is blowing pretty hard along the bridges this morning as well. we are in union square seeing all the signage this morning about nba all star weekend. it's really something that's going to captivate your eyes. it's going to draw your attention here. so much so that we are at the corner here of powell and geary. we're going to flip around this way here. shoe palace. it's a store i'm hearing about for the first time this morning. there are a number of folks who are lining up here, only about 3 or 4 guys who say they've been here for about 4 or 5 days. they are waiting for a new pair of shoes to have in stock for all star weekend. they say the rain means nothing to them. that's what they're supposed to do. it's what they need to do in order to get their hands on this new release here. what shoes? i could not tell you. i'm not that kind of expert here. but they say if it was snowing, if it was storming, if it was anything of that kind of extreme weather, they would be there this morning. thankfully, that's not

with that bay bridge. that's a little windy out there for my liking. anyway, let's go out and take a look at what we have. the biggest problem i would say is castro valley westbound 580, coming out toward strowbridge. there is extreme flooding in lanes there, and it's probably because the drains couldn't handle it. all this water coming in at the same time, it could be debris in the in the, in the drains. we do have a reporter and crew on the scene there. we also have a crash that just cleared in antioch on highway four, hillcrest. and we have a crash southbound 880 getting out towards 16th. i keep getting let me turn these radios off. we have a lot of slow traffic on 580 westbound approaching park because of flooding there. give yourself plenty of time. and mentioned the bay bridge and all the bridges are tough driving in this weather. 519 steve, yesterday the wind had changed and the planes were coming in over. different runways.

>> were you at sfo or what? >> yes. sfo and oakland too. >> i believe. yeah. wow okay. thank you sir. it looks like we are on the back edge of this for some especially north and james torres there in the city. other areas it's a pounding rain. but i do think we'll get a little bit of a break here. you can see kind of a right on the back side of this. right here, right there, right there. see that. that's a little bit of a break there. and it shows up better if you head towards the north mendocino county, parts of sonoma county. so there's a noticeable break there. that's good news. still though. east south and peninsula down to santa cruz, santa cruz mountains. that's plenty to go around there. wind speeds are still rather robust, but i think they were stronger about 345 in the morning when i was driving in. my goodness. sfo had gusts to 44 i think 44. yeah, i think 44. oakland was around 41mph. 50 on the tips. i mean, mountain view sitting at 57 mile degrees with this roaring southeast wind. that's a mix of rain and snow at truckee and south lake tahoe at last. look, though, at reno 27, some of that cold air

might be trapped right on the lee side. carson city 25. but it will be more snow later on. even if it's rain for now, it will turn to snow later. some of the colder air works its way in, but you can see the fine line there going up 1850. rain, rain, rain. then all of a sudden snow. winter storm warning is out. should be some pretty good totals. goes until 10 p.m. friday. the colder air doesn't come in until tonight. tomorrow. so really strong. powerhouse low. it will give us off and on rain throughout the day. i think though, the initial front's going to be with the heaviest rain. so rainfall totals again look to favor santa cruz mountains, santa clara valley more so than others. but still, i think we'll get some decent amounts, not only here, also in southern california. they kind of backed off a little on those. i'm not surprised. but still, you know, an inch and a quarter inch and a half to two is a lot of rain in southern california. so heavy morning rain tapering off a little bit. but who'll stop the rain? well, we'll try off and on rain today there will be a few breaks in their 50s. 60s on the temps. >> all right, steve, thank you. time is 521. we are counting down to the start of the nba all star weekend. we'll take a look

flooding. really dangerous commute so far. a lot of rain and a lot of wind as well. >> yeah. definitely wind. part of the story. yeah, a lot of concerns about that. let's check in. >> both are coming down a little bit though. here. it looks like it to me. but we talked about it looked like santa cruz mountains was going to be the leader of the pack. and so far they are the runaway winner here. ben lohman boulder creek, scott creek, bonny doon, all between three and a quarter and three and three quarters. so we'll keep an eye on that by far and away the heaviest rain. i mean, there's been a couple of two inch amounts in marin county, but most locations around an inch to two. that's a real strong powerhouse low. so there will be a little bit of a respite here, a little break here, i think coming up, there's already a back edge parts of mendocino county, a little bit of light rain. lighter rain in san francisco also looks like sonoma county, but i mean, there's still plenty of heavy rain out there and blustery conditions. i mean, it's just not as roaring as it was about 3:00, 4:00 in the morning. i think santa cruz mountains gets the most, but still another three quarters of an inch to an inch and a half or two should

cover it. the sierra some mix of rain and snow this morning. winter storm warning, though, is out until tomorrow evening. there will be a lot of snow eventually, so we'll stop the rain. well, i will if i can, but not probably for most of the day. off and on. rain possible thunderstorms as that low inches in starts to move in later on. today. 50s mild to 60s. all right. so here i think it's castro valley. yes steve. >> others among others. but castro valley has a bunch of standing water. and you know, it is going to be now affected by there's a crash to westbound 580 at castro valley boulevard that happened about a half hour ago, but it's still out there. but the biggest part is the flooding there westbound 580 at strawbridge. if you're coming over to the dublin grade, make sure you know it's going to be a slog. we're going to get to a live report from there. i do have to mention some other things. westbound 580 in livermore. there's a slow traffic. also westbound 580. we had some flooding near 14th. that traffic has been slow there. so we continue to cover

the wet and rainy conditions all over the bay area. let's talk to eight ktvu allie rasmus. she's right there in castro valley where i was talking about that flooding. allie. >> yeah. and what a difference just a half hour makes. sal, last time we showed you this scene live on westbound 580 at redwood road, you could see a deep pool of water covering the two right lanes and the shoulder. now, all that water is gone. and that's because these caltrans workers who worked to clear some of those clogged drains, and then within a matter of minutes, the water just subsided and drained away. so they've made quick work of this, and it looks like they're opening one more lane of traffic here in the westbound direction of 580. in fact, it looks like they are in the process of kind of starting to pack up and clear things up. they just removed those cones. now, beyond where this truck is. right near us, there is the flashing lights of a tow truck. there's two stalled vehicles there. that's because around 345 this morning, those

vehicles drive drove through this standing water and the vehicles became disabled. they got stuck. they called 911. chp came and the caltrans then came to help. but those vehicles that drove through that standing water now have to be towed away. so it's a reminder in this kind of weather, chp and everyone in law enforcement, everyone who works in roadway, in maintenance, like caltrans workers will tell you, don't drive through standing water if you can. and if you are, if they're standing water on the freeway, just make sure you're driving much more slowly than usual, because if you hydroplane, it will be easier to maintain control of your vehicle. but these are the kind of challenges that drivers will be facing throughout the morning as this rain continues. live in castro valley. allie rasmus ktvu, fox two news. >> thank you allie. we are checking in around the bay area for the conditions as this storm moves through. ktvu is jesse gary live in palo alto right now with a look at the weather, how it's impacting the south bay.

jesse. looks very wet down there. >> pamela, good morning to you. yes. we're not being spared from this rainstorm. we're on palo alto avenue and pope street right at the intersection. and this is the overcrossing of the san francisquito creek, which has been a problem area in the past. you can see the debris flow along the creek here this morning. it has been raining all morning, but it is not, as steve said, not as hard now as it had been maybe an hour 90 minutes ago, but still a steady rain coming down. your biggest concerns as you move about the south bay? at least the northern part of the south bay, will be pooling water on area side streets and on the freeways. 10, 87, 880 17 237 if you are on the left lane or the far right lane, that's where you're going to find pooling water or areas where water is collecting. so you want to try to avoid that and stay more towards the center lanes. and then if you head out to this morning on side streets,

family members and friends are remembering the life of a preschool teaching assistant who was killed in hayward after she was hit by an out of control car. 26 year old lydia guerra worked with preschool students at hayward's rouz elementary. this video, captured by a nearby driver, shows a car careening into a parked car. a road of trees, and then jump onto the sidewalk. the driver, a 36 year old man, was taken to the hospital. he was placed on a mental health hold. family members described miss guerra as a ray of light. she had just received her teaching license last week. >> it's really, really disturbing. i feel really bad. she's very young. it shouldn't have happened. it shouldn't happen to anybody. >> now, the hayward unified school district has sent a counseling team to help her colleagues and the families cope with her death. the police are still investigating how this happened. >> two women accused of crashing

into a sports bar parklet in san francisco are scheduled to be in court today. police say 27 year old taylor ross was driving a stolen car near stonestown galleria last sunday. 29 year old eureka abrams was a passenger. the women refused to stop and led officers on a high speed chase through the city. they eventually crashed into the parklet of the napper tandy sports bar on 24th street. seven people were injured, including a child. police say ross abrams and a third unidentified woman got out of their car and tried to run away. officers caught ross and abrams, but the other woman escaped. prosecutors have filed more than two dozen charges against them, including hit and run, evading an officer and resisting, obstructing or delaying police. san jose voters are hearing from candidates running for a vacant city council seat. six candidates are vying to replace disgraced former councilmember omar torres in april after a special election. hundreds gathered to hear the candidates talk about

over an inch of rain. flash flood warning is out for the santa cruz area for good reason, although they've had the most rain. san lorenzo river at big trees i just did update this is currently at ten feet, expected to peak out at 14.5, but i never trust that. so that's i mean it is a ten feet though. the last time i looked, which is about five minutes ago. look at that powerhouse low coming in. so we will get a break. there is a backside to this front that's going through, so there will be a little letup or a little lull, but then rain will start to move back in. also, you bring in some colder, unstable air, really mild conditions here because we've had a roaring southeast wind. i mean, if you're east, though, and also parts of the peninsula, south santa cruz mountains here. let me come out a little bit there. there's still some really good rain, heavy rain there. but to the north it's kind of let up a little bit here. and i think that's going to be the theme here. so we might get a little break here. the good news is this system is definitely moving through rapidly. that's good. it's not stalling out 50s. mid 50s to almost upper 50s. so it's mild. it is raining at truckee.

welcome back to mornings on two. sonoma county plans to use millions of dollars awarded for a settlement with opioid manufacturers for treatment programs. the board of supervisors voted unanimously to use the money from the settlement to on treatment and prevention. the money comes from a settlement from lawsuits that accused drug makers of maximizing sales and profits from opioids, while concealing the risks. >> well, san francisco mayor daniel leary signed his fentanyl state of emergency ordinance

between 1.43 and 1.79. napa and sonoma with the same rainfall is kind of unusual, but the front, i think, is going through here kind of looks like there's a little let up in some of the rainfall totals, especially north and in the city, but we're not done yet. that low has to plow in and that will give us some heavier rain later. so in some areas still getting some pretty good rain. but the front is moving. thank goodness it's not stalling out. so that will give us not only a brief heavy rain here. we've already seen. i think wind speeds are coming down a little bit. we've had gusts 40, 50, 60mph. so another three quarters to about two should do it. and after everything is said and done, no doubt about it, santa cruz mountains will have the most probably around five. now it's raining in tahoe, it's raining in truckee, raining blue canyon. but eventually that snow level is going to come down and there will be a lot of snow, especially late tonight into tomorrow. who will stop the rain? well, mother nature will, but probably not for about another 24 hours, that's for sure. it's a mild pattern, 50s and also 60s. well, sometimes you want to know what the commute is up around the bend.

dave. >> all right, sal, thank you. well, it will be a tough commute this morning for drivers all around the bay area. you heard sal and we drove through it, too. we've been telling you about some of the problems we've seen, including flooded freeways. ktvu ali rasmus is out on the road right now. so, ali, what's the latest on what you're seeing? >> well, every time you're we have this heavy rain like we're experiencing right now, you do have problems with roadway flooding. and we've seen that already in this morning's commute. and you can see why i can show you the camera as we are on the road. we're driving on northbound 880. we just past 238. traffic is moving okay in this spot. drivers are taking it easy. we don't see too much speeding, but you can see the rain coming down at a pretty a pretty steady clip. so earlier this morning about an hour ago, we were on westbound 580. and that is in castro valley. that's at redwood road. and that's where there were three lanes of traffic completely blocked because water had pulled up onto

the freeway. some of the drains in that area got clogged. and three lanes of that part of the freeway were submerged in water. around 345 this morning, at least two drivers drove into it and got stuck. the drivers were okay, but their cars were disabled and had to be towed. close to a dozen caltrans workers closed off the freeway and worked to clear those clogged drains, which they were able to do pretty quickly within about a half an hour. the chp says at one point, though, the water that had pulled up on those three lanes was nearly two feet deep. >> if you go through standing water and you might feel that hydroplaning, we recommend to not input any steering, you know, try to safely navigate that vehicle and regain control. try not to make any evasive maneuvers. you never know. there may be a vehicle in the lane adjacent to you. >> wrong button. i'm again. the drivers of those cars are expected to be okay. by 6:00, caltrans workers had drained all that water and the three lanes of westbound 580 at redwood road

had reopened. but roadway flooding is going to be a problem that the chp and caltrans will be working on throughout the morning commute. again, back at this live picture, i had earlier punched the wrong button. now you can see what the road looks like as we're heading northbound on 880 at 98th avenue, approaching the oakland airport. steady rain coming down, windshield wipers going at full speed. but luckily in this spot, no roadway flooding. drivers are taking it easy, so something to be aware of throughout the day. it's going to be like this for the morning commute and in the afternoon as well. live on northbound 880. i'm ali rasmus, ktvu, fox two news. >> all right. thank you ali. emergency crews in marin county are on standby as the storm rolls through the bay area. marin county fire is preparing for potential water rescues, landslides and downed trees and power lines. teams are pre-positioned this morning with more than 25 officers, additional engines and dispatchers throughout the county. safety officials are reminding people not to walk or

drive through flooded roads and moving water, and don't drive if you don't have to. crews and other parts of the north bay are preparing and taking precautions as well. in santa rosa along airway road, flood warning signs are already stacked up in preparation, just in case homeowners are still on alert. after last week's storm damaged several homes with flooding and mud. parts of santa rosa have had more than 30in of rain since july 1st, and first responders are preparing for a rapid rise of streams and creeks. >> a lot of the different fire agencies are working on up staffing some swift water rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> the north bay is also bracing for potential power outages. wind gusts could reach 50mph in some areas. that could bring down branches, uproot entire

trees or power poles due to the already saturated soil. >> all right. our time is 606. all the rain we're getting is helping to fill the reservoirs in northern california. and that's a welcome sign after a january that was unusually dry. now, in the first week of february, the water level at shasta lake near redding rose 22ft. that's california's biggest reservoir, the state's second largest reservoir, lake oroville in butte county, rose 23ft during the same time, and the third biggest reservoir, trinity lake, rose eight feet. all three of those reservoirs are well above their historical average for this time of the year. now, this week, operators of the dams increased their water releases to make room for more rain ahead of the latest storm. >> evacuation warnings have been issued in parts of los angeles county. a heavy rainstorm is expected to hit southern california, in the areas where fire burned all the brush and trees. emergency crews are on

standby, watching for mudslides and trying to prevent debris flows in the areas burned by the fires. warnings are in effect in altadena and pacific palisades, and lapd will visit homes in the highest risk areas to issue specific evacuation orders. >> significant potential for mudslides. so we're not we're not at that area yet. what that means to the public is we want you to be aware of the concern. if you live in an area that was recently burned. >> some school districts have closed today due to the road closures and extreme weather conditions. >> and pam, the latest storm is also bringing in some big waves along the coastline. here's a live picture looking down at pacifica pier in southern california. all along the northern california coast, some big waves out there. the national weather service posted a high surf warning for the peninsula from this afternoon until early saturday morning. the waves along the coast could get as high as 45ft tall.

all. but once that cold air gets in there, there will be a lot of snow. so who'll stop the rain? well, mother nature will, but not until probably after friday morning. so look for off and on rain today and mild conditions, 50s to near 60. all right. here's the man who's just as busy as i am. and he starts with what? this time. >> we start with a crash on the peninsula where a car ran into a police vehicle eastbound 380, right at el camino real. that's the freeway you take to get over to toward the airport from 280. you probably know it very well if you use it well, this morning, i probably wouldn't use it. we have several lanes blocked as a police vehicle was on the road, and then someone came along and ran into it. so not only is it a crash, but as you might imagine, there's a big police presence there on 380. i would just use one on one. if you know the area, use a different way to get over to 101. if you're leaving san francisco, stay on 101. we also have a rockslide that just came in southbound 101 near marin city. it's blocking lanes. this happens a lot there. so if

powerfully over the bay bridge here. and the roads certainly are slick this morning. we've got enough rainfall overnight and today for the roads to be pretty nice and wet. so if you are driving around this area, if you're driving around really anywhere in the bay area, give yourself plenty of extra time because it's going to be that kind of commute. we had a chance to talk to some of the folks who are across the street from us this morning, just outside of a shoe palace. some of them have been here since about tuesday afternoon, saying that they are waiting for some new releases ahead of nba all-star weekend. that all gets underway later tonight, tomorrow and all weekend long. we spoke to a couple of those folks who tell us that the rain isn't that big of a deal. >> it's cold out here. it's raining out here. why doesn't that bother you? >> we got hand warmers. we got good coffee. can't complain. that's it. >> that's it. that's all you need in conditions like these. some of these folks tell us that they got here. they flew out here from florida. they travel to a number of different cities.

mountains. we've moved from palo alto to the santa cruz mountains. i can tell you the difference. heavier rain, it's foggier, it's colder and it's windier. so bear that in mind if you're moving around the south bay, once you move up and increase your elevation, you're going to run into heavier rain and fog and more water collecting on the roadways, particularly 17 behind me. this is the video that we had when we left palo alto, just showing you the san francisquito creek and the debris flow in the creek. i want you to be paid special attention, because that's the kind of debris that will flow into rain gutters and sewers here in the south bay, and that can clog the drainage and create flooding. so bear that in mind. also, the chp is reporting highway one is closed south. say that too many accidents for them to really get to. but here in the south bay highway one at demeo lane, that's closed because of a fatal accident, the chp is working right now. we hope to get more information on

notified about possible outages in your area. the company will also provide an estimated time for when the power will be back on. >> in monterey county, authorities gave an update on the moss landing lithium ion battery storage facility fire. the fire last month triggered evacuations and environmental concerns. some people complained of rashes and toxic substances falling onto their property, the epa and health officials said. current air, water and soil conditions do not pose a threat to public health. >> dtsc obtained soil samples directly north from the location of the fire and up to four miles away, including at residences, schools and community parks. while initial surface screenings of ash and debris detected elevated levels of metals, subsequent soil samples did not. >> the health department is still checking with neighbors, and the results of that survey are scheduled to be released next week. the cause of the fire is not yet known. vistra, the

company that operates the facility, is working with investigators. >> our time now 640. san francisco police are investigating a shooting. a gun battle in the city. that gun battle was between two groups and a pga worker was injured. it happened yesterday before noon in the sunnydale neighborhood. this citizen video shows a pga contractor who was hit in the leg while he was working in the area. police say his injury is not life threatening. the police say another bullet barely missed hitting a mother who was in her car nursing her eight month old son. >> bullet hit from right here and it stopped right here in my gas cap. and my wife was inside. right here on this side. we'll be praying for the pga worker and all those who are affected mentally or because this is very traumatic, especially my wife. she was she was shaken up when she came inside. >> now police say they did make one arrest. they're still out there looking for other suspects

>> our time is now. 642 some new details coming in about the cyber truck crash in piedmont just before thanksgiving that killed three young people. autopsy reports on the alameda county coroner's office shows 19 year old soren dixon, the driver of that cyber truck, had alcohol, cocaine and meth in his system, and he had a blood alcohol level more than twice the legal limit for someone legally allowed to drive. the two passengers, 20 year old jack nelson and 19 year old krista tsukahara, also had signs of alcohol and cocaine in their systems. the three college sophomores were recent piedmont high school graduates who died in the crash when the truck burst into flames. a fourth person survived that crash. time is now 643. rain really hitting the bay area, but storms are also causing big problems down in southern california. we're going to take you there live and show you the concerns about

to us now. 646 in about 15 minutes from right now at 7 a.m, an evacuation warning will be issued in southern california for parts of pacific palisades. the authorities there are worried that the burn scars from recent wildfires are vulnerable to flooding and landslides. our reporter, mario ramirez, is in pacific palisades and joins us live now to give us the latest. mario. good morning. >> dave, good morning to you. we're in an area, as you mentioned, that is still recovering from the devastating palisades fire last month in early january. it destroyed tens of thousands of acres. and it's causing the concern for mud and debris flows and some of these vulnerable communities. now take a look at some of these repopulated areas are being, you know, residents are being sent back to their homes where they're still standing. they may be evacuated again because of the rain. it's a little lighter right now than it was for the last few hours. but there is more on the way, and we've already seen some of that

activity here in the area. we want to show you. video just up the road of a mudslide on pacific coast highway triggered near big rock drive, bringing mud and rocks from the hillsides covering the road there. caltrans had closed this stretch of road last week indefinitely because of that potential for mudslides, which we're starting to see now. many of the hillsides left with no vegetation and charred soil, which is usually what absorbs all the rain that we've been seeing. and as preparations have been underway in local burn zones with tens of thousands of feet of k-rails and sandbags, the la fire department announcing those evacuation warnings will go into place at 7:00 this morning, meaning mandatory evacuation orders could follow and residents should be prepared. pack an emergency kit, gather important documents and have an exit plan in place for family and pets. we are in a flash flood watch through this evening and once those warnings go into place here in this area, they're set to stay in effect until tomorrow afternoon. and county officials here in la say that all it takes is a half an inch of rain per

hour. anything exceeding that can trigger mudslides and debris flows, which is definitely in the forecast. so we're keeping an eye on it very closely as this area is on high alert. that's the latest here in pacific palisades. i'm mario ramirez. we'll send it back to you. >> all right mario, thank you for that update. definitely thinking about everybody there. all right. in today's dollars and cents. denny's plans to close 100 locations this year. the chain says those restaurants are underperforming. it's unclear which locations will close. currently, there are about 1300 locations nationwide and 350 here, 54 here in california. many are here in the bay area. jcpenney will be closing eight stores by the middle of the year, including its san bruno location. the company tells us the closures are unrelated to the recent catalyst brands merger. jcpenney added isolated closures happened from time to time due to expiring lease agreements, market changes or other factors. the chain has struggled

financially, though, since emerging from bankruptcy in 2020. no word yet on a specific date for the closure of that san bruno store, and the fabric and crafting store jo-ann, scheduled to close more than half of its locations across the country. the retailer first filed for bankruptcy in march of last year, and was able to stay afloat by going private. but last month, jcpenney filed for bankruptcy a second time. the retailer plans to close 500 of its 850 stores nationwide. at least ten here in the bay area, including locations in san mateo, redwood city, concord, dublin and daly city to see it go. >> i know, i know, our time is 650. sal will tell you how things are going in the commute this morning. what's the latest out there with the rain? >> well, you guys were just talking about san bruno, unfortunately, right there, it seems to be raining hard. and there was a crash involving a police vehicle. a police vehicle was out doing its thing on the road and got run into. and now 380 still has a lane blocked

it was now 657. the nba is taking part in community impact events as part of the nba all-star weekend. the nba hosted an event at oakland's town youth club. it's in partnership with the lgbtq community center, and that included playing games with the fans and talking about life in the nba. now, two former players with bay area ties were

there. jason collins, a former star at stanford, the first openly gay athlete to play on any pro sports team in the country. and layshia clarendon, who played at cal and was the first openly non-binary wnba player. >> great way to kick off nba all-star weekend. it's special whenever you can use the platform that the nba has to help uplift the community. >> we're fighting for you. you know, like we're fighting. so that burden is not so heavy. so you can live so you can be young, so you can be free and just have a childhood. >> the event was also aimed at promoting diversity. well, santa clara has cleared yet another hurdle towards hosting the 2026 fifa world cup matches. santa clara city council and the stadium authority approved a financial assignment agreement. the city attorney warned santa clara would need to spend almost $50 million to host the matches, mainly because of the cost of security. however, under that

financial agreement, the bay area host committee, a nonprofit organization set up by the 49ers, will reimburse the cost. the committee will get money from fifa and seek donations as well as government funding. all right. well, the list is in for the 2025 nominees for the rock and roll hall of fame. mariah carey, chubby checker, cyndi lauper, outkast and phish are on that list. the black crowes, joe cocker, joy division, new order, oasis, billy idol and the white stripes were also up for enshrinement in the hall. the inductees will be revealed in april, and that includes the ones going into the hall under three special committee categories musical influence, musical excellence, and the non-performer award. >> any time it rains or above average winds. power goes out. so it's probably happened, i think like 2 or 3 times this
