year already. and we're only in february. >> a major storm is hitting the bay area right now, driving rain, howling winds, the major impact the rain is having across the region, and how long this wild weather could last. then all that rain is causing problems across the bay area with flooding, especially on the roads and freeways. we'll explore the impact it's having on your morning commute. plus. >> weekend is going to be amazing. i mean, this is our kickoff to the three events and the journey that we have to host major sporting events in the bay. >> nba all-star weekend is getting underway. how the rainy weather is already problems for some parts of the celebration. >> from ktvu. fox two news. this is mornings on two. >> good morning and take a look at your screen. and awfully wet, but very pretty. san francisco international. there has been so much rain overnight and that continues today. the tarmac is wet. it's been coming down all morning. there's more rain on the way, but the timing of this is so interesting because if we could go back maybe three hours,

we were in the thick of it. >> oh, boy. >> the timing for you early birds in the morning might work out if you're about to hit the road. >> yeah. lucky you. you didn't have to be in that. that's garcia, i'm dave clark. thursday, february 13th. steve is here with a complete look at our forecast. i think that front. >> looked at dave and me and said, i see you too. >> i thought of you both. >> it was rough. >> yeah. it was. but, you know, we did it. all right. we talked about santa cruz mountains, and so far it's been mainly about you, but not all about you. uvas canyon, over four and a half. eureka canyon four. ben lomond, almost four. and boulder creek, 3.70. there's been a lot of three to fours in there already. the front is kind of moving through but kind of hanging up a little bit. but some of the intense rainfall rates have moved south and east. but that upper low will swing in. now you can see there is a little bit of a break to the north, especially about marin county. doesn't mean you're not getting rain, but the heavier rainfall rates have definitely tapered off. not east and south. they're still there. so this will be a slow mover. wind has been roaring for some, just blustery for others, but

there's been gusts 30 to 60mph. another three quarters. two thirds of an inch to. i think two should cover it for the next 24 hours. then we'll be on the drier side of this. some rain and snow mix in the mountains, but eventually it will all turn to snow. but not until that cold air gets in later. so who will stop the rain? well, probably not much of a stop until tomorrow, but some morning rain off and on. heavy at times. windy. blustery. that will take us. maybe some thunderstorms into today. 50 and 60 on the temps. all right. sal is here when it rains. i'm busy and i know he's busy. so he begins with. >> yes, we're going to look at the bay bridge just to show people what we're looking at here. i think a lot of people want to know it's not raining as hard there as you drive out to the bay bridge, but you will see that definitely a little bit of rain that came out of the sky there. and you can see traffic is going to be just a little bit busy. eastbound 380 in san bruno at el camino, they're clearing a crash involving a police vehicle, and we have slow

traffic in the east bay. san mateo bridge, heavy and flooding in richmond. east 88 near carlson. we'll talk more about that in just a bit. but right now, let's go back to garcia. >> thank you. sal. it has been a tough commute all morning long for drivers across the bay area. we've been showing you some of the problems, including flooded freeways. we'll turn to erasmus now. she's on the road in fremont. what have you found out? >> yeah, we are at northbound 880, just past dixon landing road, and we're on the freeway because we want to show you what happened here. there's a big pool of water that flooded the shoulder, and earlier this morning, it had also flooded the two right lanes of this part of northbound 880 going through fremont. in the distance, you see that flashing lights they have just actually don't take the video yet because we want to show you what's happening here. so earlier this. this, what you're seeing here is the flashing lights of a tow truck that shows they're in the process of removing the second of two vehicles that got stuck on this stretch of northbound

880. earlier this morning, we talked to the chp about what to do when you're hydroplaning. >> if you go through standing water and you might feel that hydroplaning, we recommend to not input any steering, you know, try to safely navigate that vehicle and regain control. try not to make any evasive maneuvers. you never know. there may be a vehicle in the lane adjacent to you or. >> now back out here live again. we're going to show you what happened here on northbound 880 at dixon landing road. there is a couple of tow truck operators you see in those yellow hazmat suits, a tow truck here. there's a honda civic that's turned in the wrong direction. that car became disabled when the driver drove accidentally into this flooded part of the freeway here. it happened around 530 this morning. i did have a chance to talk to the driver. he said it was dark and he had no idea the roadway was flooded, so he just drove into it and started hydroplaning. he wasn't sure what to do. his car spun

around. luckily he didn't hit anyone, but he wasn't the only driver that had this problem on this stretch of roadway. he was the second car that got spun out and hydroplaned in this flooded stretch of the freeway. so we don't see any caltrans workers here working to clear the freeway and or clear the road or clear the water, i should say, on this part of the freeway. but again, a scary situation for those drivers here on this part of northbound 880. the drivers, by the way, is okay. so he's there talking to the tow truck operators and trying to get his vehicle removed from the freeway here. but these are the kind of roadway challenges and commute challenges you're going to face as we deal with this heavy rain coming down here this morning. live in fremont. allie rasmus, ktvu, fox two news. >> thank you. ali. officials up in marin county are preparing for incoming storms. key emergency response teams have been pre-positioned to help ensure rapid responses across the north bay. deployment includes more than two dozen personnel, additional engines, dispatchers and swift water rescue teams from fire agencies

across the county. >> we have a number of resources staged throughout the county for the predicted rain. we are looking at the potential for winds up to 40 to 50 miles an hour, and with three inches of rain and back to back storms hitting marin county, we're taking no chances with our water rescue team. a number of urban search and rescue assets strategically placed throughout the county, and we even have some heavy fire equipment and the addition of our tam fire crew to deal with three down calls in any mud or debris flow that we have with the storm that's coming through. >> officials in marin county are reminding everyone to be careful to avoid travel during peak storm times and avoid driving through flooded roads. they say staying informed means being prepared. >> time now 706 and down in southern california, there are also bracing and preparing for today's powerful storm that could also cause landslides. in fact, just a couple of minutes ago, evacuation warnings went into effect in the burn zones in

contest. then on sunday night is the full all-star game itself, featuring a new format and three games in total. now, the wet weather today has put a damper on the festivities. the nba all-star tipoff party that was scheduled for tonight at chase center. that's been canceled because of the rain. >> so all right. right now, we do have a lot of traffic issues. andre. pardon me. westbound bay bridge. let's take a look at that right now. traffic does look slow all the way to the maze. it's not raining all that hard. we did have some problems on 380. they're still cleaning up a crash there. it's causing slow traffic on 280. trying to get to the airport. don't be late for your flight. san mateo bridge, dumbarton bridge are okay. we had some flooding along the east bay. and here's a look at that san mateo bridge. you can see the rain is coming down. let me check the richmond bridge. also rainy, but it's still slow there. windshield wipers. definitely going at 710. let's go back to the desk. >> all right, sam, thank you.

following for you this morning. at least 28 people were hurt in munich, germany, this morning when someone drove a car into a group of protesters. police say the driver intentionally drove into the group, but it's not clear if that group was targeted. the driver has been taken into custody. munich hosts a global security conference tomorrow. vice president jd vance is expected to attend. >> it's cold out here. it's raining out here. why doesn't that bother you?

>> we got hand warmers. we got good coffee. can't complain. that's it. >> some people in san francisco are braving this morning's rain for the grand opening of a new shoe store in union square. they've been out there for much of the night. and you heard they are unbothered by the driving rain. they say the reward of new shoes coming later this morning is enough to keep them going. now, if you're thinking about going to the sierra today, you might not be able to get through. a live picture here from the caltrans camera at donner summit. a whole lot of white blanketing the roadway. there is a winter storm warning in the greater lake tahoe area all day today and tomorrow. we should note that interstate 80 and highway 50 are open with chains right now. caltrans is warning, though, that conditions could force a closure at any time. >> our time now 715. we continue team coverage of today's stormy weather in pacifica. ktvu james torres is there to tell us what it's like right now. good morning, james. >> and good morning to you, dave. if we're having one of these extreme weather days, we know the rain and wind is going to pick up, especially in the

morning. you love to come to a place like pacifica because you get to see some waves that are just really high and really powerful. this is not really as bad as it could be, but it's certainly something pretty to watch. here in the pacifica pier is one that we keep an eye on. whenever we do have weather days like this. we'll take you back to last year when the pier had some pretty decent damage to it. had to shut down for about three weeks here. $20 million worth of repairs later, it's back open without any issues. i think the common person this morning are really going to feel some of the weather impacts when you're driving on the freeway. i think that's when we really felt the worst of it. that's when you feel the wind blowing on your car, making sure that you have both hands on the wheel. that's when you see some standing water on the farthest left side of the freeway there, and people really making sure they slowed down because once they splash through that water, it can really affect the way your car is on the roadway. so certainly give yourself plenty of extra time in whatever direction you're driving this morning, because the roads are certainly wet enough to cause some problems

and cause some stress, depending on what bridge you're going through as well. and if you're going from the east bay into san francisco and crossing the bay bridge, you're going to feel that wind really strongly. so it's going to be that kind of two hands on the wheel kind of day here, because that wind is really powerful this morning. of course, we're right next to the water, right next to the beach. so we're feeling the strongest wind and some of the strongest rain coming down this morning. but it's really not all that different when you go a little more inland. so again, give yourself plenty of that grace, plenty of that extra time. it is going to be one of those weather days. today. we are keeping our eye on the storm all morning long. we'll keep track of it and show you what it looks like for the remainder of the morning before you head out the door. today we're live this morning from pacifica. i'm james torres, ktvu, fox two news. >> all right james thank you. time. 717 right now. there are limited number of power outages to tell you about, but pg and e says it's ready to respond if the storm damages power lines. >> we also stockpile our yards with lots of equipment so that should we have damage to poles

or lines. we're really ready with all of that right now here in the bay area, we're going to be really focusing in on the peninsula, north bay and east bay. >> now, those wind gusts could reach 50 mile an hour in some places and also knocked down branches and trees as well. so they're prepped. they're ready. >> it's been a very difficult commute already. and so we're sort of at the 7:00 hour now approaching what's usually the worst of it. right. >> that's right. although earlier garcia and dave, it was raining a lot harder at the bay bridge, for example, and it was harder to drive. now the traffic is slower because people are there and it's not raining as hard here, could be raining as hard in other spots. we had some problems on the peninsula. 280 and 380 are slow because of earlier issues. then we have 880 slowing down. we had some flooding in the fremont area, but things are generally getting just a little better. it's not raining as hard on the san mateo

bridge, but it was and traffic is very slow. i also want to say the richmond bridge camera is wet, but this is just a little better than we had just a few minutes ago. so when you're driving around the bay, just give yourself extra time. you can see it's definitely a little bit lighter. i think people, when they hear it's raining hard, just put off the trip if they can. speaking of the rain and the weather, let's talk to the man who knows. here's steve. >> thank you, kind sir. we'll start in the santa cruz mountains. that's where the heaviest rain has been, although it has some company. but i don't think anybody is going to beat them. uvas canyon, four and a half. eureka canyon four, ben lowman almost four. and boulder creek 3.70. the san lorenzo river at big trees latest. i just looked 15.5ft expected to peak out at 15.7. so flood stage is 16.5. it's been my experience expected to peak out changes. if you live there, you know better than me, but i know it's at 15.5 and going up and they're still getting heavy rain in there, so

i would expect that to get to at least 16. that's just my $0.02 worth. keep an eye on that flash flood warning until 615. now hold on a minute. hold on a minute. hold on. let's go back here and try this again. 915. see how that works? 915. that will take. and we should start to see a letup on some of the rainfall by then. in the santa cruz mountains. kentfield almost three. aptos 2.86. danville almost two. belmont 1.1in and three quarters. hayward 1.70. santa rosa inch and two thirds. san francisco an inch and a quarter in san jose picked up over an inch of rain. other totals. there were some heavy totals around morgan hill three and a half casadero rushing over three and a quarter. san rafael two and a quarter. redwood city. good rain 1.88. orinda fire station 1.70. sonoma and napa, both around 1.57. fremont 1.48 and pleasant hill 1.37. you never mentioned pleasant hill, i just did, i just did. wind gusts anywhere from 43 to 61mph. take your pick. lucas valley, 43 mount almanor, santa cruz mountains, 61 near crystal

springs reservoir, 56mph. so the front is moving through. we might get a little let up light, but this next the low is going to move in and that will increase rainfall rates. again, you can see there is a back edge to some of this parts of marin county up in napa, sonoma, lake, mendocino. but south. man, it's been all about the santa cruz mountains. it looks like that's finally drifting a little east and south, but they took the brunt of this so far. a pretty good gust still out there. i mean, i think we've come down a little bit, but there's still about 25 to 35mph. higher gusts are up in the hills. so some morning rain and then kind of a little let up. but then here comes the next round. that will carry us into the afternoon tonight into early friday. then we'll get a break two thirds of an inch, half inch to maybe another inch and a half should cover it for the rest of today and into early tomorrow morning. >> steve. thank you. we've been very busy already, and we're going to stay on top of our storm coverage for you today, as we'll detail flooding concerns along bay area creeks and rivers. next, because of all this rain. >> and gasia, we have an update from fremont about a story we

mornings on two at 724. new details this morning about the deadly cyber truck crash in piedmont the day before thanksgiving that killed three young people. the autopsy report from the alameda county coroner shows 19 year old soren dixon, the driver of the cyber truck,

had alcohol, cocaine and meth in his system and also had a blood alcohol level that was more than twice the limit for someone legally allowed to drive. the two passengers, 20 year old jack nelson and 19 year old krista tsukahara, also had evidence of alcohol and cocaine in their systems. the three college sophomores were recent graduates of piedmont high. they died in the crash when the cyber truck burst into flames. a fourth person survived the crash. >> the berkeley homeless union is suing to stop an upcoming encampment sweep. the encampment is located at eighth and harrison. the lawsuit outlines concerns that the 47 people who live there wouldn't have anywhere to go if their shelter is removed and says that could be dangerous, especially when heavy rain storms pass through. the group says 31 of the people there have disabilities. last september, the city of berkeley passed a resolution that requires workers to offer displaced people shelter before an encampment sweep. in fremont,

leaders there passed a new ordinance to make it easier to crack down on anyone helping to build or maintain a homeless encampment. we first reported this yesterday morning right here on mornings on two. now, city leaders say they will clarify what exactly is meant by aiding and abetting by the end of the week. those who regularly help people who are homeless say they worry they could be at risk for helping others in need. >> the police chief said it again and again that they will not target us, but they just passed the ordinance giving them the right to do such. >> the mayor says despite the language, groups who do outreach should not be concerned under the ordinance. nonprofits would still be able to do outreach work. >> our time is now 726. two u.s. navy pilots were rescued after their jet crashed just off the coast of san diego. now, witness video from yesterday morning shows a fighter jet going straight down at the san diego harbor. the navy said both of the pilots ejected before the jet jet hit the water. they were rescued by a fishing boat and

rushed to a hospital. one witness says the crash happened very fast. >> it did a couple of maneuvers. you could hear it like when it went over the motel, and then it was kind of quiet, and then it kicked up again and all of a sudden, just a few seconds later, just i just saw the plane just straight down into the water. >> now, a spokesman for the navy says the jet crashed while trying to land. the coast guard said a booms around the crash site to contain the debris field, and two coast guard schools are safeguarding that wreckage in the san diego harbor. time is now 727. a pga contractor was caught in a crossfire in san francisco. to tell you what we know now about the gun battle in san francisco, where one man was left injured. >> and we're tracking the storm as it moves through the bay area. how first responders are making sure they're ready f the possibility of

hardware stores, the last minute preparations to make sure they're ready for the storm. >> from ktvu, fox two news. this is mornings on two. >> well, good morning and thank you for joining us. welcome back to mornings on two. i'm dave clark. >> i'm gasia mikaelian. it's thursday, february 13th. a lot of students have friday and monday off a long weekend. steve paulson i know at least two families who, on your advice, left for tahoe yesterday. instead of going with the plan of driving today. >> no pressure there. yeah, i'm glad they did. you know, it was mainly rain going up, but there's roaring wind gusts anywhere from 70 to 80mph. i think today was the day to go because snow levels going to start to come down pretty fast now. the front though has caused enough issues here. also wind gusts 40 to 60mph, but the front looks like it's moving now. some of the heavier rainfall rates are tapering off, but we're not done. you can see there are some breaks, no doubt about it, especially to the north bay. but the upper low is going to swing in now. santa cruz mountains are

just really been painted here. i mean, they are by far and away picking up the most with 3 to 4in of rain so far. i think they'll end up with around 5 to 5, five and a half or six. still pretty good gusts out there. not as bad as it was. maybe another half inch of rain to an inch and a half. looks to cover it. the front though has gone through, so now it's more hit and miss. if you're up in the mountains though, even though it's rain at truckee, some mix of rain and snow at tahoe it will turn to snow. and that's where the winter storm warning goes. until i think late friday, if i'm not mistaken. who will stop the rain there? well, some morning rain here giving way and then we'll have off and on rain possible thunderstorms take us. it will be a blustery day into the rest of today. 5060 on the temps. well, looking out my back door this morning i went, man, it's really coming down out there. >> it's kind of like a run through the jungle. >> you know, on some of these streets there's a green river there. i'm telling. >> you, i know, i'm telling you. steve. good morning. let's go out and take a look at the commute. it is backed up to the maze at the bay bridge. a little

more than that. and that's typical. it hasn't been raining as hard here, but it's been raining for sure. we still have that crash involving a police vehicle that's eastbound 380 near el camino real, and that is really having an effect on 280 as you drive out of daly city towards south city. it's just a awful drive here, backing up at least to the ceremony mall. and a lot of people want to do this. maybe get to the airport today. right now, it's not a good option. we also have the east bay commute. we have flooding on 880 near dixon landing road. again, apparently there's some stuff still going on there and slowing on 880 heading south. 732 let's go back to the desk. >> all right. thank you. our ktvu crews are busy. they're out all over the bay area tracking this morning's storm. ktvu jesse gary is in the santa cruz mountains. and, jesse, i know there are major flooding concerns there. dave, good. >> morning again to you. and we're in felton right now. and this is the san lorenzo river. and yes, you talk about major flooding concerns. i just talked to a resident here who says he

was awake all night listening to the rain and worrying about the effects of that rain and what it would have on the san lorenzo river. river right now is at 14 plus feet, but flooding starts in just another 6 or 7ft, and it's been rising about a foot an hour. if that continues, you could see flooding sometime after the lunchtime hour. you can see and debris flows moving down the river as well. so that's part of the concern here in the santa cruz mountains. it's heavier rain here, not as foggy as it was at the summit on highway 17, but still heavy rain coming down in the santa cruz mountains. let's take a look at our video from earlier if we have it. this is highway 17 at the summit. this is about an hour to an hour and maybe ten minutes ago, and you can see that it's raining a little bit harder. but the major factor is the fog that's in that area and also windier and colder. so if you're traveling on 17, please

bear that in mind. there are areas where the air is pooling on the water on the roadway, pooling of water on the roadway. and so you need to be careful when you're taking the windy turns of highway 17 through the mountains. we began our day, though, in palo alto and the san francisquito creek, and you can see the debris flow there. not as much rain in that part of northern santa clara county. but as you move south, and particularly as your elevation increases, that's where you're going to see the heavier rainfall coming back live. as i said, i was talking to a resident just a few minutes ago about the concerns for flooding. we'll have that for you, that interview for you coming up in our in our next hour. for now, we're live in felton, right at the san lorenzo river. jesse gary, ktvu, fox two news. dave, back to you. >> all right, jesse, thank you. time now, 7.35 in the north bay. first responders are on high alert in santa rosa along airway road. flood warning signs are already stacked up. landslides are also a big concern. the

storm last week damaged several homes with flooding and mud. firefighters say parts of santa rosa have had more than 30in of rain since july 1st, and they're preparing for a rapid rise of streams and creeks. >> a lot of the different fire agencies are working on up staffing, some swiftwater rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> now, the north bay is also bracing for possible power outages as well, with warnings about high wind gusts that could bring down branches, uproot trees or knocked down power poles because the soil is saturated. >> many people made a run to the hardware store ahead of today's stormy weather. at pacifica, ace hardware workers said they were running low on some emergency supplies. things like heaters, flashlights, tarps, rain gear.

welcome back to mornings on two. it's 744. here's some of the stories we're following this morning. the storm that's hitting the bay area now has had a big impact on the morning commute. is flooding on many local roads and freeways, and accidents all across the region. now, ktvu ali rasmus is out there. she's tracking the rain and the impact in the east bay. she'll join us coming up at 8:00 with the latest on the flooding concerns and evacuation or warning has been issued for parts of santa cruz county, including the fountaingrove area. beth drive and the paradise park area. the sheriff's department says rain will likely lead to flooding there. and the san lorenzo river is expected to rise. the department is advising people to stay on alert, be vigilant and

listen for the warning to evacuate. and if you do, get out there fast. there's also a high surf advisory along the entire bay area coast beginning this afternoon. these are live pictures. you're looking at the current conditions near the pacifica pier. the national weather service says waves could be as big as 45ft on some of the west facing beaches, and they're telling people to stay away from the water during the storm. >> another safeway store will soon be leaving the bay area. a spokesperson for safeway confirms the store in vallejo and the redwood plaza shopping center will close in just under two months on april 11th. safeway blames performance and safety concerns for the closure. other vallejo safeway stores on robles way and lincoln road will remain open. this is the latest safeway closure in the bay area. just days ago, we reported the one in pinole at the appian 80 shopping center is also closing in april. those two closures followed the closure of the safeway in san francisco's fillmore district.

>> all right. our time is 746. another new report came out this morning, and it shows inflation is still rising. >> and chevron is announcing layoffs. pam cook is back in studio with this and more in dollars and cents. >> to talk about job cuts. chevron announced plans to cut 20% of its workforce over the next two years. the company was based in san ramon before moving its operations to houston last year, but it does still have thousands of workers based here in the bay area. i don't have the specific numbers of those jobs yet, but chevron only has eight job openings listed in the in the entire country. right before the opening bell rang this morning, the other part of the inflation report was released. the producer price index measures prices at the wholesale level, similar to the consumer price index that was released yesterday. the january producer price index shows inflation is up from this time last year. economists are certainly watching to see how the trump administration's policies on immigration and tariffs impact prices. so far

not impacting the markets this morning. up across the board as we take you live to the new york stock exchange, the dow jones up about a quarter of a percent. the s&p 500 actually up a little more than a half of a percent. and the nasdaq. tech stocks rallying this morning. the nasdaq is up more than 200 points right now. president trump plans to unveil additional tariffs today. the president has said this will affect every country that imposes import duties on the u.s, according to the reuters report, the trump administration is considering exemptions for pharmaceutical and auto industries. so far, the president has already put tariffs on china, canada and mexico. however, he paused them for 30 days with canada and mexico to negotiate agreements on illegal border crossings and drug trafficking. some stores are starting to limit how many eggs you can purchase at a time, and they're just having a hard time getting enough to satisfy demand. trader joe's and costco are among the stores that now have a limit. one man who owns

encino market in alameda says he has not put a limit on how many eggs people can buy at his store yet, but he is struggling to keep his shelves stocked. >> we're just getting less than what we order from our suppliers, and we're compensating by limiting, occasionally limiting what customers can buy, and seeking alternate suppliers for more product. >> here in california, it's even trickier because we cannot buy eggs from most other states because of our cage free egg laws. that is the main reason we are paying about $4 more for a dozen eggs than people in many other states. japan's nissan and honda have ended discussions on a $60 billion plan to merge the two companies. the deal would have created the world's third largest carmaker. reports say the agreement was ultimately shut down after honda's proposal to own nissan instead of a joint partnership. officials from both

swings in, rainfall rates will pick up again. so although this kind of a pattern around marin county and russian river and even up into mendocino and lake, it doesn't look like there's much on radar, but it's still raining and raining and light. next thing you know, you you picked up another half inch of rain. it looks like it's moved through into the santa cruz. i think they're on the drier side of the backside of that. so i mean, they had torrential rain most of the night. it looks like it's starting to let up a little bit. there's a lot of fog out there, some reduced visibility, just i mean not critical, but two miles. concord, two miles, oakland, two miles livermore. so just keep an eye out. there's some fog in there. wind as well. rain looks like we're tapering off about a half inch to maybe an inch and a half between now and this time tomorrow. so the worst part is over as far as the front is concerned, that was the source of the heaviest of rain. snow in the mountains. yeah, eventually. but right now it's been raining at truckee and south lake tahoe. but it will get to snow later today. who will stop the rain? heavy morning rain giving way to lighter amounts off and on. rain taking us through the day. it's a mild pattern though. 50 and 60

approaching sunol, we have a crash. it looks like the traffic on the san mateo bridge is lighter and it's not raining hard there right now. 803 let's go back to the desk. >> it's been a very tough commute all morning here across the bay area and beyond. >> yeah, we've been showing you some of the problems, including flooded freeways. ktvu allie rasmus out on northbound 880 right now with much more. allie. >> yeah. northbound 880. just about to approach whipple road. and we can turn the camera around so you can see what the conditions are like on the road. a lot of brake tapping here. tail lights visible, the rain coming down at a pretty steady nonstop rate, although it is a little lighter now than it was, say, an hour ago. but flooded freeways and hydroplaning have been a problem for bay area drivers this morning. around 530 this morning on northbound 880 and dixon landing road, two drivers got stuck in a pool of about 4 to 5ft of water. it had ponded up on the right two lanes. we spoke to the driver of one of those vehicles who says

he was completely caught off guard. it was dark and he couldn't tell. the road was flooded. >> i was driving by normally and then i don't know where my car started shifting to the right, trying to control it myself, but i've heard to not control, to over steer it, just let it happen and go. do not step on the gas. and so i just thankfully i landed like that and i'm okay. >> and the driver's honda civic ended up spinning around in that pool of water, stopping in the wrong direction, facing traffic, partially submerged in again, 4 to 5ft of water. he had to climb out of his passenger door to get out and walk through the pool of water to get to safety. it was a similar situation on westbound 580 at redwood road this morning, just before 4:00. that's when water flooded the right lanes of that part of that east bay freeway. at least two drivers got stuck in that pool of water. and the chp says that water was about two feet deep. so a dozen caltrans workers arrived. they use their equipment to clear out the

freeway, and it reopened by 6:00 this morning. but back out here live on the freeway again. we're in northbound 880, just about to pass tennyson road, and traffic moving okay in this direction. we just patched the chp over on the left hand shoulder there. so chp and caltrans out and very busy this morning as they respond to some of these issues that drivers have been having during this wet and rainy stormy morning commute. live on 880 ali rasmus ktvu fox two news. >> thank you ali. officials up in marin county are also preparing for these storms. emergency response teams have been pre-positioned to help make sure crews can respond quickly. all across the bay area, there are more than two dozen personnel and additional engines, as well as dispatchers and swiftwater rescue teams from fire agencies across marin county. >> we have a number of resources staged throughout the county for the predicted rain. we are looking at the potential for winds up to 40 to 50 miles an hour, and with three inches of rain and back to back storms hitting marin county, we're

and they are two hours plus for some of these flights. and one of the reasons is when the winds change, when there is a storm, usually the winds either come in from the south or the east and that's what's happening. they have to change the way planes land. they're coming in on runway 19 instead of 28. all that means for you as they're coming in slower and that means delays. let's talk about some of the roads here. it's a little better now that it's light. people aren't driving into standing water. they can't see. bay bridge backed up to about five eight, 24. it's a 40 minute delay. we also do have improving conditions on the peninsula. we had an earlier crash on 380. that's improving. 280 is a little better. it is super slow in and out of san francisco today, but that's improving as well. was backed up more. it's still no picnic driving there. and the last thing i want to talk about is the sunol grade area. because northbound 680, southbound 680 and even in in

car into protesters. police say the driver intentionally drove into the group, but it's not clear if this group was targeted. the driver has been taken into custody. munich hosts a global security conference starting tomorrow. president j.d. vance is expected to attend. >> difficult commute for drivers this morning. facing flooded freeways and hydroplaning across the bay area. earlier on northbound 880 and dixon landing, two drivers got stuck in about 4 to 5ft of water that had pulled in the two right hand lanes. the driver's honda civic ended up spinning out. stopping in the wrong direction. partially submerged. he had to climb out of his passenger door to get out and walk through the pool of water to get to safety. ktvu allie rasmus will be live at the top of the hour, with more on the wet roads in the east bay. if you're thinking about going to the sierra today, you may not be able to get through. here's a live picture now from the caltrans camera at donner summit. you can see that semi is just off to the side of the road. and the road is pretty much covered in snow. there is a winter storm warning and the

greater lake tahoe area all day today and tomorrow. sal castaneda with an update on interstate 80. in just a few minutes from now in the north bay. first responders are on high alert this morning in santa rosa along airway road. flood warning signs are already stacked up in preparation. landslides are also a big concern. last week's storm damaged several homes with flooding and mud. firefighters say parts of santa rosa have had more than 30in of rain since july 1st, and are preparing for a rapid rise of streams and creeks. >> a lot of the different fire agencies are working on up staffing, some swiftwater rescue resources to be available around the region, as well as also a strike team of wildland engines that have four wheel drive capabilities. we are staffing that type of equipment because it allows those resources to get into higher water. >> the north bay is also bracing for potential power outages, with warnings about high wind gusts that could bring down branches, uproot trees or power poles due to saturated soil. >> many people made a run to the

hardware store ahead of today's stormy weather. at pacifica, ace hardware workers said they were running low on some emergency supplies. things like heaters, flashlights, tarps, rain gear. they expect to see more customers again today. >> we should get a rush during the rain. that's the thing they don't prepare. so we get a lot of last minute. so i'm expecting i'm expecting a lot of customers. >> anytime it rains or above average winds, power goes out. so it's probably happened i think like 2 or 3 times this year already. and we're only in february. >> there are also worries about strong waves along the coast during the storm, especially in areas such as pacifica and half moon bay. people are being urged to stay away from the coastline. all the rain we're getting is helping to fill northern california reservoirs. after an unusually dry january in the first week of february, the water level at california's largest reservoir, lake shasta, near redding, rose 22ft. the state's second largest reservoir, lake oroville, up in butte county, rose 23ft. in the same time. the third largest

reservoir, trinity lake, rose eight feet. all three reservoirs are well above their historical averages for this time of year. this week, operators of the dams increased water releases to help make more room for rain as it comes in. >> time now is 817. and the biggest delay we have on 680 coming out of milpitas and also on the sunol grade. it was because of slow traffic due to flooding earlier than we had crashes. some of these crashes have cleared up. chp does have things staffed so that they have more people on the road trying to clear things out, but it is one of those things where you need to give yourself extra time. you see the rain moving through on the radar. lower left of your screen you can see the bay bridge is backed up. it's backed up beyond the maze this morning, so it's taking a little bit longer. san mateo bridge where we could see rain. still a little rainy there when you get to the peninsula. it has been a tough drive, especially in and out of san francisco on both 280 and 101. major air delays at

that's a lot of rain for pleasanton. over to redwood city, almost to orinda fire station 1.82 and fremont 1.56. wind speeds, as i did, a quick look here was 43 to about 61 is what i saw. lucas valley, 43 near crystal springs reservoir, 56, in the los gatos hills and lafayette hills, 58 to 60. that was about four in the morning. mount almanor santa cruz mountain had a gust to 61. so the front is going through. that's the good news. rainfall rates have tapered off there. even a few little sunbreaks are possible. but see the low forming now that's going to send in a secondary system that will ramp up the rainfall again in a few hours, taking us late morning into early afternoon. once that goes through. then i think we're on the drier side, but there are a few noticeable breaks. thankfully though, it looks like the rain has moved east and south. now. santa cruz the heaviest more towards the santa clara valley down towards gilroy. hollister. so we'll stop the rain. well, mother nature will, but some rain, but now a break or two. breezy to windy, off and on rain. possible thunderstorms after tomorrow morning. then we'll get a break. a lot of clouds, but drier as we

♪ you gotta believe me when i tell ya ♪ ♪ i like it like that ♪ ♪ i like it like that, i like it like that ♪ a difficult month for people in southern california. first, fires ravaged much of los angeles county. and today, residents are bracing for what? intense rains could do to areas that recently burned. let's go straight to mario ramirez. live in pacific palisades with the wet streets behind you already. mario. >> garcia, good morning. that's right. this area, as you mentioned, still recovering from the palisades fire in early january. and that's why you see a lot of these excavators here behind me. heavy equipment. they

are responsible for removing tons of debris from these damaged neighborhoods. and that process has started while we're seeing this rain here. this is a look at pacific coast highway and sunset boulevard. it's a little lighter right now than it was a few hours ago. the second of back to back rainstorms here in southern california, bringing the threat of flooding, mudslides and debris flows in these burn areas. and we've already seen some of that activity here. just up the road. we have some video of a mudslide that was triggered near big rock drive, bringing thick mud and rocks from the hillsides covering the road there. caltrans had already closed this stretch of pch last week indefinitely because of the potential for mudslides, which we're now starting to see, and it's still not clear exactly when it will reopen. but a major thoroughfare here that's been impacted by not only the wildfires, but also the weather, the wet weather today, many of the hillsides left with no vegetation and charred soil, which usually absorbs all of this rain that we're seeing. and as preparations have been underway in these local burn zones with tens of thousands of feet of k-rails and sandbags, the evacuation warnings in this

area went into place at 7:00 this morning, and that means mandatory evacuation orders could follow. residents are being urged to prepare, pack an emergency kit, gather important documents and have an exit plan in place for family and pets. meanwhile, if we come back out here, live to our shot again along pacific coast highway, you can see that thick cloud cover up above us. we are in a flash flood. watch through this evening and those evacuation warnings will be in place through at least friday today. so definitely keeping a close eye on this forecast in these burn areas. a few of them. but here in the palisades, this one definitely was destructive. it tore through thousands of homes. for now, that's the latest here in pacific palisades. i'm mario ramirez. we'll send it back to you. >> mario, this has been a very rough five weeks to start 2025. first, you had intense fires across much of los angeles county. now the threat of flooding pops up again. how are people in the southland sort of holding up? is it a case of frayed nerves or people pulling

is the san lorenzo river, which is right behind me. that evacuation warning was issued within the last hour when the river was about at 14ft. flood stage is 21, and it was rising maybe a foot an hour. so there were concerns that later this morning there could be flooding. that's why the sheriff's department, santa cruz sheriff's department, put out the evacuation warning. however, over the past few minutes, it has stopped raining. or at least it's drizzling right now. and residents tell me that this water level has dropped significantly, maybe by six inches. so what we're hearing from residents is they don't believe it is going to flood. they believe they're going to b. all right. let's take a look at our video. you can see how the how swollen the san lorenzo river was earlier this morning here in felton with a very swift current, rushing debris down river. and so that prompted the sheriff's department to put out an alert on facebook, which reads in part, we're urging

residents to evacuate immediately and move to higher ground. heavy rains and runoff have prompted evacuation orders for parts of santa cruz county. we are seeing flooding in low lying, flood prone areas and it continues a little bit from there. but the rain has let up, as you heard steve say, and as i'm confirming, the rain is letting up. and so residents say this has dropped. it's a sigh of relief for some folks who got up early, who are really awake all night because of the rain, who got up early to check the river levels and check on their friends. >> the water coming up here, suddenly it comes up really fas, and the local area down here in felton by safeway gets flooded out. and it's unpredictable when it's already high like this. and then you get another two inches real fast. it can flood and it goes up and down real fast. >> but the fear right now is that it could go up and flood. >> yeah, that's that's exactly right. >> as we said, it is stopped

raining. so the fear has not come to pass as river level is dropping. you're looking at video from earlier this morning at the summit on highway 17 where rain was coming down, not quite in sheets, but heavy rain and fog. you heard steve talk a little bit about fog. there was fog up at the summit. heavy rain that's causing pooling of water on the roadways, making driving difficult. so best to slow down. and if you are further up in northern sections of santa clara county, rain. but not as bad as here in the mountain communities. so just be mindful as you move to and fro, that there could be areas where water has pooled on the sides of the roads or on the sides of the freeways. try to stay in the center lanes and avoid the freeways, and you should be okay. again, the headline of the hour, though, evacuation order from the santa cruz sheriff's office for low lying areas. but right soon thereafter, water levels started to drop here in the san lorenzo river. residents saying they believe they'll be

is located on eighth and harrison. the lawsuit outlines concerns that the 47 people who live there wouldn't have anywhere to go if their shelter is removed and says that could be dangerous, especially when heavy rain storms pass through. the group says 31 of the people there have disabilities. last september, the city of berkeley passed a resolution that requires workers to offer displaced people shelter before an encampment sweep. in fremont, leaders passed a new ordinance to make it easier to crack down on anyone helping to build or maintain homeless encampments. we reported this yesterday on mornings on two. now, city leaders say they'll clarify what exactly is meant by aiding and abetting by the end of the week. those who regularly help people who are homeless say they worry they could be at risk for helping others in need. >> the police chief said it again and again that they won't target us, but they just passed the ordinance giving them the right to do such. >> mayor raj. salwan says despite the language, groups that do outreach should not be concerned, under the ordinance, nonprofits would still be able

it looked like santa cruz mountains would take the brunt. and they did. so the forecast models were right on that. san lorenzo river has crested. that is correct. it crested at 15.7 around 830 in the morning. but the rain has let up. so now it's at 15.4. flood stage 16 five. and as gary said, once the rain tapers off it starts to drop. and that's happening. so good news there. flood warning continues until about another half hour or so. but i think they peaked out because the band has moved through. it's moved east and south. all right, here we go. kentfield over three. aptos almost three. danville two and a quarter. atherton. really good rain, almost two. santa rosa 1.69. oakland had 181, the city 1.40. and sunnyvale picked up an inch and 10/100. other locations morgan hill, wowser four inches of rain. that's a lot for them. casadero three and a quarter. probably more than that by now. san rafael two and a quarter. castro valley over two. pleasanton over two. the orinda fire station two. belmont on the peninsula. also with really good rain 1.89. and the outflow picked up 1.62. max

young, so you can be free and just have a childhood. >> the event was also aimed at promoting diversity. santa clara has cleared another hurdle towards hosting the 2026 fifa world cup matches. the santa clara city council and the stadium authority approved a financial agreement and assignment agreement. in fact, the city attorney warned santa clara would need to spend close to $50 million to host the matches, mostly due to the cost of security. however, under the financial agreement, the bay area host committee, a nonprofit set up by the 49ers, will reimburse the costs. the committee will get money from fifa and seek donations and government funding as well. the list for the 2025 nominees for the rock and roll hall of fame is now out. mariah carey. chubby checker, cyndi lauper, outkast. phish made the list. the black crowes. joe cocker. joy division, new order. oasis. billy idol and the white stripes also made the list. the inductees will be revealed in april, including the ones entering the hall of fame under three special committee categories. we're talking about musical influence, musical

four and a half years in prison. former 49ers defensive lineman dana stubblefield has been released. stubblefield was previously sentenced to 15 years in 2020 of rape. prosecutors say he lured a mentally disabled woman to his home, promising a job, and then used a gun to threaten her and then sexually assault her. that conviction was
