>> ali, you've been tracking. >> we want to show you the conditions. yes. the tough morning commute. and there was a bit of a lull in the rain. you had a bit of a break in the 9:00 hour, but now take a look. you can see the rain is very heavy. so heavy. in fact, here on highway 24, just as we're approaching oak hills road, we're in the going in the eastbound direction. traffic is moving very slowly. drivers are moving very slowly. we're going about 30mph, and we are kind of in on pace with just the all the other traffic around us. and this is exactly what you're supposed to be doing when you have low visibility conditions like this. look at these splashes of water that we're seeing coming up onto our windshield of the cars in front of us. this is how you're supposed to drive. take it slowly on a rainy day like this. and if you don't, you run into

problems. which is exactly what we saw earlier this morning. flooded freeways and hydroplaning were problems for bay area drivers this morning. 530 on northbound 880, in dixon landing road, two drivers got stuck in about 4 to 5ft of water that had pulled up in the two right lanes. the driver of this honda civic says he was driving to work and couldn't see that the freeway was flooded. >> well, i was driving by normally and then i don't know where my car started shifting to the right, trying to control it myself, but i've heard to not control, to oversteer it, just let it happen and go. do not step on the gas. and so i just thankfully i landed like that and i'm okay. >> his car ended up spun around, facing the wrong direction, submerged in water up to its headlights. he had to climb out of his passenger door to get out. it was a similar situation on westbound 580 at redwood road around 4:00 this morning, when water flooded the right lanes of that part of the freeway. at least two drivers got stuck in the water, and the chp says it was about two feet deep. they had this advice about what to do when your vehicle hits a flooded lane. >> don't turn the wheel too abruptly or input some excessive braking. remain calm, as calm as possible, and try to regain control of your vehicle in a safe manner. whether that is

just slowing down a little bit and being able to regain control of your vehicle. >> about a dozen caltrans workers used their equipment to clear out the flooded lanes of westbound 580 in castro valley, and it reopened by 6:00 this morning. >> the rain is expected to last throughout the day, so we do expect a lot of delays, especially during the commute hours. this is the morning commute and we're already experiencing delays. we expect the same during the evening commute. we just ask everybody to leave on time and give yourself plenty of time to ride to those destinations. don't be in a hurry. >> and that's exactly what we're seeing on the road. >> right now. drivers not in a hurry. at least most of the drivers were around. we're seeing here on the road. we're on eastbound highway 24 through lafayette. we just passed the lafayette bart, but we're going about 40 miles an hour. most people around us are as well, except for the occasional speedier car. but you can see that there's a lot of water on the freeway. the rain is really coming down at a steady clip and

as a heavy rain. so if you are driving this evening, it's something you want to be aware of. just slow down and don't overcorrect. if you hit a patch of water and hydroplane live on highway 24. allie rasmus ktvu, fox two news. >> allie. thank you. let's go. about 80 miles to the south now, where people living in one part of the santa cruz mountains may have avoided possible flooding this morning. >> evacuation warning for the santa cruz county sheriff's office has been canceled because the rain has stopped, and water levels on the san lorenzo river are going down ktvu south. reporter jesse gary is live at lexington reservoir, where there's a new weather condition keeping people on their toes this noontime. jesse. >> guys, good afternoon to you. and the rain has returned. but it's not the rain right now. it is the wind early this afternoon, strong enough to put whitecaps on lexington reservoir behind me. strong enough to shake and move your vehicle as you drive up and down highway 17. yes, there was heavy rain during the overnight early morning hours and that did spark

cruz county had to be rescued from rising waters. >> right now we're trying to on the side of precaution with our park closures to make sure that we don't have anyone getting hurt in the parks, as well as helping our cooperators and local communities with evacuations in flood and swiftwater response. >> heavy rain soaked south bay roadways such as highway 17. chp officers say there was a fatal crash on highway one at demio lane back in felton. residents say an early break from the rain and a reversal of the rising water levels left them feeling comfortable. this area would not flood, at least not yet. >> it's already starting to go back down. it's fortunately the last the last couple feet. the river gets so wide that it takes a lot for it to jump the last the last 3 or 4ft to actually flood into the yards. >> and as i said, the rain has returned. now, the river levels have gone down, and that's what residents are telling us. it's

kind of a yo yo effect. where it goes down, it goes up, it goes down again, it's down. but the rain has returned and it's extremely gusty out here. so if you're moving through the south bay, keep both hands on the wheels. and remember, it's not just the rain, it is the wind. we're live at lexington reservoir this afternoon. jesse gary, ktvu, fox two news ali and andre, back to you in oakland. >> all right. thank you so much, jesse. now into the newsroom. two earthquakes have rattled the east bay. a 3.4 earthquake hitting at 1152 this morning and a 3.2 aftershock hitting two minutes later. a viewer tells us they felt slight shaking in fremont that lasted about five seconds. meteorologist mark donahue is here now with more on that and the weather that we're dealing with on top of all of this here. mark. >> hi there. andre. yeah, it's in the same location in the east bay. it's most likely linked up, characterized as an aftershock. so the main event, the strongest quake, the main shock and then an aftershock. and you'd expect that to happen. probably could have more over the next few hours throughout the day as

well. quick update on the river levels. you heard the san lorenzo river. big trees that peaked this morning at 8.3 at 15ft. it's trending in the right direction. the latest observations at just over 13ft. rainfall totals over the past 24 hours really adding up. so with this storm, it's not just targeting the north bay. this is significant rainfall across the entire bay area. and a lot of rainfall is expected in the santa cruz mountains. boulder creek over four inches of rainfall. walnut creek over two inches. san francisco approaching an inch and a half. and we still have this. we still have a flood watch in place through saturday evening. but most of the rain is happening today. and you heard about the winds, high wind warnings out for the santa cruz mountains, out toward the coast and for san francisco, and wind advisories for other portions of the bay area. so significant rainfall and also some very strong winds as well, potentially damaging winds. we showed you the rainfall reports and here's a look at the radar. so active all morning long. it looks like we have some thunderstorms detected out just outside of the lodi area this afternoon. so there is

the chance of some of the thunderstorm activity throughout the day. here is a look at the map here. we're basically covered with green showing you flood advisories with different expiration times. so this is in place right now across the bay area. as we click on a few locations in the south bay. that's until 1:00 this afternoon for san francisco. that's until 1245. and then up in the north bay, that is, until 115. we also have these areas in yellow. it looks like they have been canceled, but those were flood warnings in place. in fact, here is one right now, as you can see out toward the alameda creek, i believe, and that is in place until about 2:00 this afternoon and up in the north bay as well. still some flooding, kind of like last week in the same area up in sonoma county that the flood warning is in place until 330 this afternoon. here's a look at all of the storm reports indicating some flooding, some downed trees, some mudslides. and this is just from today as we take a closer look at the radar. here is the coverage once again in the yellows and oranges do link up to some heavier downpours. and that will be the case for today. so the rain

backs off. it could actually pick up once again. so just be careful when you head out on the roads. it could actually be maybe a calm, quiet pattern. all of a sudden you can encounter a pretty heavy downpour and also those strong gusty winds as well. so today the active weather will continue, but some changes as we head toward the weekend. we'll have more on that with your next update in a few minutes. >> all right mark, thank you so much. the wet weather did not stop a group of sneaker fanatics from lining up overnight in union square. they were right outside of a brand new shoe palace in union square, just in time for the nba all-star weekend. it's located on geary street. we caught up with one man who flew in for the store opening from florida. >> it's cold out here. it's raining out here. why doesn't that bother you? >> we got hand warmers. we got good coffee. can't complain. that's it. >> well, the 1600 square foot space is opening up just in time. as we mentioned just a moment ago for nba all star weekend. >> new at noon, san francisco's tipping off all-star festivities in the city ahead of the weekend. mayor daniel lowery cut the ribbon this morning to open all-star alley in union square.

the event was moved inside because of all the rain. all-star alley is a variety all star themed pop up stores along powell street between market and union square. events will ramp up heading into this weekend's big game. the all-star game is expected to have a $350 million economic impact on san francisco. >> we have so much to offer and we are so excited to show off this weekend because san francisco is coming back. >> all-star alley will be open from today through sunday. union square will also have a custom basketball court. every powell street cable car will showcase nba all-star game branding through the weekend. >> well, the city of oakland will be hosting some fun gatherings for nba all-star weekend. as ktvu henry lee reports, the oakland police department has its own plan to keep crowds safe. >> this is an amazing weekend for the bay area, and it also means that the nba has not forgotten about oakland. >> interim oakland mayor kevin jenkins is welcoming the nba all-star weekend with open arms.

the celebrity game on friday and the practice and hbcu all-star classic on saturday will all be held at the oakland arena. >> when it comes down to oakland, we have some of the best restaurants in the world here. we have some great culture, we have amazing events coming up, and we have a rabid fan base of the nba, nfl and mlb. >> so even if the warriors, the raiders and the a's have all left town, this weekend will be oakland's moment to shine. but deputy police chief james behre sounded a warning. >> if you come into our city and you victimize any of our community members or businesses or people that are coming here to enjoy the festivities, we will arrest you. >> at a news conference, oakland police discussed their plans to keep the city safe. i asked if officers would still be tasked with monitoring sideshows. >> we will have specific officers set at specific locations for nba related events, but we will have additional officers out there to help address some of the sideshow activities if they shall occur. >> police chief floyd mitchell says the nba will be on the hook for at least some of the costs associated with policing the

city. >> the nba is paying for specific events that they ask us to help them in regards to escorting and providing security for that. >> police will be working with partner agencies to keep the city safe. chp officers will boost traffic enforcement along busy streets like broadway and international boulevard, where police will also be on the lookout for sex trafficking. alameda county sheriff's deputies will be on duty at the oakland airport. >> as far as staffing and our lower numbers, we have to leverage our other partners. we're not going to do this by ourselves. >> but the bottom line is, although safety is paramount. officials want oakland to bask in the spotlight. >> this is our moment for oakland to shine, to show so many people from outside of oakland to come and find out what makes the town so unique and fun. >> the city of oakland will be staffing its emergency operations center this weekend, and one oakland officer will be sent across the bay to the eoc in san francisco. in oakland. henry lee ktvu, fox two news. >> sounding the alarm about what they say will be disastrous cuts to education nationwide by the former education secretary and others are making a case against

to match the amounts the u.s. pays. we're giving you a live look here from the oval office as president trump speaks, saying the tariffs will not take effect right away. for right now, the president is asking advisers to calculate the amount each nation charges the u.s. in tariffs and taxes. the trump administration says the tariffs will level the playing field between u.s. manufacturers and foreign competitors. analysts say new taxes would likely be passed down to consumers and businesses in the form of higher prices due to heavy rains. evacuation orders and warnings are in effect in southern california in areas burned by the wildfires there. the evacuation orders and warnings went into effect this morning for the palisades and eton fire burn areas. neighborhoods are facing the threat of increased mud and debris flows and the ongoing rain. people living in homes considered to be at high risk are under mandatory evacuation orders. >> it's the rate and the duration if it comes down slow and steady. mother earth is a sponge. she'll soak it up. if it comes down heavy in a short time frame is where we tend to see

problems. >> a flash flood watch is in effect through this evening. the evacuation warnings are expected to last until at least tomorrow afternoon. >> a winter storm is dumping several feet of snow in the sierra. interstate 80 and other mountain passes to palisades. tahoe tells us the recent snow fall dropped an additional six inches of snow to their upper mountain, calling it the biggest snowstorm so far. the current system is slated to cover ski resorts in the lake tahoe area, with fresh snow just in time for valentine's day and the holiday weekend. officials say today might actually be the worst time to drive to tahoe this week. so the advice is plan ahead. let's take you live to highway 50 in the sierra tahoe area. right now, traffic is being held from echo summit to myers for avalanche control, and chains are required on all vehicles except four wheel drive vehicles with snow tires. and here in the bay area, here's a live look at the richmond-san rafael bridge, where it's a much different scene, but still wet roads. it's going to be slow driving if you're on the roads, give

yourself plenty of room between yourself and the vehicle in front of you. meteorologist mark tamayo, who's back with us this noon for a look at your forecast. hey, mark. >> hi there andrea, that is great advice because the weather conditions can change rapidly, but it will be a constant with the wet roadways and the strong gusty winds as well. we talked about the quakes up there in the east bay earlier this morning. and as you can see here, this of course, the hayward fault running through parts of the east bay. and the first quake was at 1152, a 3.4. in just a couple of minutes later, it looks like an aftershock roughly in the same area at 3.2. so we'll continue to keep an eye on the aftershock map as we report that a couple quakes in the east bay from earlier today. rainfall totals have really been adding up, and it's not just up in the north bay. it's kind of been widespread from the north bay to san francisco, and especially in the santa cruz mountains. as we take a look right now at the flood advisories in place right now across the bay area. and this up in the north bay is a flood warning and also out toward the alameda creek. we have a flood warning as well. so still these warnings and watches will likely be reissued throughout the day. it all

depends on the incoming rain, but you can see up in the north bay up in sonoma county still tracking that flood warning showing you this. these are all of the storm reports out there, some scattered up in the north bay, down towards san francisco and oakland and the south bay as well. so as you know, it's a very active morning with those heavy downpours and those strong winds as well. here is the radar coverage where you can see the yellows and the oranges. that's where we do have some heavier downpours showing up across the bay area, out toward crockett, out toward concord, fairfield, saint helena, san francisco and oakland, covered here with the steady rainfall and then down in the santa cruz mountains as well, actually scotts valley and santa cruz, and tracking some rain from mountain view to san jose to morgan hill and gilroy this afternoon. wind speeds have, as you know, been really picking up. take a look at these reports out there. we have high wind warnings and wind advisories. i'm going to click the map here, show you some more reports. look at that sfo observation right now. that is a gust of up to 62 miles an hour. so that's a real, you know,

obviously very strong wind, really impactful wind. and that's happening out toward the airport right now. half moon bay. winds gusting to 33 miles an hour. here's our live camera. can't tell you where this is. but basically the cloud cover and the fresh raindrops on that camera lens. so more rain today. the strong winds are part of our forecast. that atmospheric river has been moving into california, not only here in the bay area, but also down in southern california as well, and also out toward the sierra. you heard about the sierra conditions and a winter storm warning in place until 10:00 tomorrow. some hefty snowfall totals around 2 to 5ft, but we will have chain controls and some closures, probably on 80 and 50 later on today as the snowfall rates do pick up. here we are this afternoon. now into the afternoon hours, the possibility of some thunderstorms, maybe some more breaks in the action at 5:00. but you'll think, okay, it's over, but then it comes back in. this is 9:00 tonight and then into your friday. the possibility of some scattered rain showers, but tomorrow a chance to get outside. the main

facing deportation to a federal prison near oakland that was recently closed. the federal correctional institution in dublin shut down last year. it happened after more than half a dozen correctional officers and the former warden were charged or convicted of sexually assaulting female inmates. according to associated press. ice has the budget to detain only about 41,000 people. the interest in this prison comes after detained migrants started being held in guantanamo bay naval base in cuba. >> the berkeley homeless union is suing to stop an upcoming encampment. sweet, sweet sweep.

the encampment is located at eighth and harrison. the lawsuit outlines concerns that the 47 people who live there wouldn't have anywhere to go if their shelter is removed. they say that could be dangerous, especially in these heavy rains. the group says 31 of the people there have disabilities. last september, the city of berkeley passed a resolution that requires workers to offer displaced people shelter before an encampment sweep. new details now about the three young adults who died in a violent crash in piedmont the day before thanksgiving. an autopsy report from the alameda county coroner shows the driver of the truck they were in 19 year-old. sean dixon had alcohol, cocaine and methamphetamine in his system, as well as a blood alcohol level of more than two times over the limit for people 21 and up. the two passengers who died. 20 year old jack nelson and 19 year old crystal sakahara also had evidence of alcohol and cocaine in their systems. the college sophomores were recent graduates of piedmont high. a fourth person survived. 80 and westbound 580 in dublin, but it was much different picture three hours ago. chp dublin shared these images on x. that stretch of the highway closed because of the flooding that you can see in this image here. plan ahead this afternoon as another stormy commute is in store for the bay area. >> meteorologist mark marsden busy since the minute he walked in earlier this morning. here. the storm system is on the move and that's a good thing. >> it's on the move. at least it's not stalling out over the bay area. but it's tricky because you think, okay, we get a break right now, but then all of a sudden an intense downpour can move in. so don't be fooled. especially hitting the roads. but yeah, it has been an impressive rainfall event so far. not only in one portion of the bay area, but up in boulder creek. you can see it's basically widespread, but the santa cruz mountains, over four inches of rainfall kentfield over three inches, walnut creek over two inches, san francisco 1.42. in san jose, over an inch of rain. flood watches continue right on through saturday evening, but the bulk of the rainfall will be for today. but we're still going to have elevated water levels as we do

head into the weekend. and the winds, you probably notice, have really been cranking up high wind warnings and wind advisories in place for today into tomorrow morning. sfo right now has a gust to over 60 miles an hour. so here's the radar imagery showing you this. all the greens, the yellows and the oranges moving across the bay area. reports of some thunderstorms out toward just outside of lodi. and right now on this map here, we're showing you flood advisories in place. and we also have flood warnings across portions of the bay area. this is the alameda creek indicating a flood warning right now. so that means flooding is happening due to all the rainfall we had this morning. and up in the north bay, just like this, just like last week, we have a flood warning out in portions of sonoma county. so here's the radar imagery. we're also showing you all of the widespread storm reports linking up to downed trees. also, with some flooding out there also on the roadways and some mudslides as well. so the radar imagery, this is it this afternoon. we will have some breaks in the activity and then the rain showers could pick up with the possibility of some thunderstorms. we'll have more

on your forecast. the full update in just a little bit. >> thank you. mark. this latest storm is also bringing big waves to the coastline. let's give you a live look now what's happening out at the pacific pier? the national weather service posted a high surf warning for the peninsula from this afternoon into early saturday morning. we see dark gray clouds up above in pacifica. waves along the coast could be as high as 45ft. let's roll things back a little bit. show you what it looked like there earlier today. a little bit of a closer view. we went out live at the pacifica pier for you during mornings on two. winds were very strong and waves were starting to pick up. at that point we saw a similar story. lots of gray skies. temperatures were cool to cold and we just got a break in the rain. but boy that was gone a couple of hours later. >> also in the news, businesses along the peninsula are starting to prepare for power outages and flooding, but mostly the loss of customers at the clothing store. connie robinson in the carmel crossroads shopping center. workers say that if flooding becomes a concern, they have to move their cars to a different spot higher up in the back. the

owner of the little swiss cafe in carmel by the sea says his business is used to seeing storms, but the cafe has a plan in place. >> what we can on the griddle with the flashlights, and then we graciously try to do the cards as much as we can because, you know, the credit card machine goes out. it's got batteries. >> frankie from lighthouse nails in pacific grove said a lot of his customers are older. he's worried that the wet weather could keep them from their appointments. tomorrow. showers are supposed to start kicking in this evening in carmel by the sea and pacific grove. >> the bay area is not alone. multiple storms slamming the u.s. this week, the midwest and northeast digging out from several inches of snow. southern california bracing for possible mudslides. fox weather is robert ray reports now from chicago. >> temperatures plummeting across the midwest overnight, threatening to freeze roads covered in several inches of snow. >> personally, i don't like to go too fast. i'm the driving like miss daisy type, so it's been really good for me.

>> here in chicago, snow plows and salt spreaders are racing to treat slick spots across the city after a number of cars veered off the road on wednesday. the icy conditions come from a series of winter storms pummeling the country this week, dropping snow and freezing rain throughout the midwest. in the south, the system stirred up dozens of tornado warnings, while heavy rain flooded roads, leading some drivers to lose control. >> take your foot off the accelerator and don't don't hit the brakes. just put your foot on the brake without mashing it, and then look and steer in the direction you want to go. >> and on the west coast, rain is also threatening to flood communities devastated by last month's wildfires ahead of potential mudslides, crews raced to remove burnt brush and debris and cover burn scars with tarps. evacuation orders were also issued for parts of los angeles county, and folks say they're not taking any chances. >> we already had one little tragedy with the fire situation, so it's good to see that the

merger deal, and a struggling fabric and crafts seller is closing hundreds of stores. all this as the egg shortage continues to rattle shoppers. >> the honda nissan merger is dead. the two sides have pulled out. less than two months after announcing the deal. honda's market value was about five times nissan's. nissan's leadership rejected honda's offer to make nissan a subsidiary. the two companies initially were planning on a merger with both automakers side by side under a single holding company. jo ann is looking to close about 500 of its 850 locations across the us. this after the retailer filed for bankruptcy a second time in less than a year in january, following its initial filing and going private in march of 2024. the company says the move is due to issues like sluggish consumer demand and inventory shortages. and it's not just the bird flu that's driving up egg prices. supply chain issues are also

today. checking in on the rivers here, the san lorenzo river. big trees that peaked, thankfully, this morning during the 8:00 hour. it is trending down down to about 13.3ft. that to continue that trend will continue for the rest of this afternoon. also a quick marine update. we do have not only not only high surf advisory. this is a high surf warning kind of up a level of severity here. so the warning begins today at 3:00 until 3 a.m. on saturday as you see the wave heights today. but they really jump up into a friday. could be around 15 to just over 20ft. so the high surf warning begins in just a few hours. flood watch is posted for the entire bay area through saturday evening, so we're essentially covered here in the green. bulk of the rainfall will be today, but all the creeks and streams will be running high over the next couple of days. and then we also have the winds. high wind warnings for all these areas out toward the coast, the santa cruz mountains, san francisco, and a wind advisory that's out right now for today into friday morning until 10:00. here's the radar imagery. once again, you can see all that rain moving across the bay area. some heavy downpours, especially from

earlier this morning. here's a look at that flood advisory in place and the flood warning indicating that we do actually have flooding happening in these areas. more a little bit more impactful up in the north bay as well, up in parts of sonoma county. we have that flood warning in place for today. so as we back out the maps here, we're showing you this. not only the rain here in the bay area, but a lot of rain. we have to keep an eye on the fire burn scars area, burn scar areas in southern california. they will pick up significant rainfall. and out toward the sierra as well. they have the winter storm warning. so just take it easy on the roadways. we still have some pockets of some heavier downpours out there, especially in the yellows and the oranges. you can see the live doppler sweeps picking up the current radar pattern out there. and as you can pick out in the south bay, scotts valley, santa cruz, out towards saratoga, mountain view, san jose, morgan hill, we have those downpours this afternoon, wind reports. as you know, the winds have really been cranking up. and as you look, there's one site at sfo gusting. it was over 60 miles an hour right now, gusting to 47 miles

an hour. our camera shaking around a bit in oakland. jack london square temperatures in the 50s. around 52 to 50 5 to 57 degrees. here's the setup. that atmospheric river is out here in the pacific. this area of low pressure setting up those strong winds for today. and that atmospheric river will definitely impact the sierra. that winter storm warning is in place right now until 10:00 pm friday. some hefty snowfall totals around 2 to 5ft. so into this afternoon we will be still be tracking some rain and maybe some thunderstorms. some breaks, but don't think it's over. we will have some more showers moving across the bay area tomorrow. the chance of some scattered showers. the best chance will be for the morning hours and then into the weekend. we're watching this little weak system come on board, and this could generate a few sprinkles or few light showers favoring the north bay by saturday night and into sunday morning. but it's not a major deal at all, so be watching out for that into the weekend. highs this afternoon will be in the 50s to right around 60 degrees. keep the umbrella nearby. take it easy on the roadways. the rain

years. 2024 year was discovered last year. it has a 2% chance of hitting the earth in december of 2032. researchers at the european space agency says the james webb space telescope can help them gather much needed information about the space rock. the telescope was launched in december of 2021, and while its primary aim is to study the formation of the earliest galaxies and the origin of stars, scientists say its ability to measure infrared heat will give a more accurate estimate of the asteroid's size. >> so i'd say that people should not be very much worried. again, as i said, probably at that time. this is a warning for us as scientists and searchers that we should put a lot of attention on this object in order to gather as many observations as possible, in order to ascertain the trajectory of this object with with the highest accuracy possible. >> if the asteroid's impact probability remains above the 1% threshold after the james webb
