drenches the bay area, also bringing with it high winds and a surf advisory. we. we're live with the area's most affected. >> from ktvu fox two news. this is the four. >> heavy rain falling across the bay area, with the santa cruz mountains being hit especially hard. flooding concerns today for some people from their homes and the saturated soil triggered landslides. welcome everyone to the four this afternoon. i'm alex savage. >> and i'm heather holmes. a short time ago, santa cruz county authorities canceling all of the evacuation orders that were issued earlier today. the worst of the rain is behind us now, but major concerns still exist over strong winds as well as dangerous high surf. >> ktvu mark sayer joins us now live from santa cruz with the latest details on the impact of this storm. mark. >> well, alex, heather, as you mentioned, late this afternoon, the national weather service did issue a high surf warning. and as you can see, the surf behind me here at lighthouse point in

santa cruz is already quite disturbed. and this high surf warning is just on top of the wind and the rain we've had here, starting early this morning all the way through this afternoon, while all eyes are turning to the ocean for the next several days. the fallout from rains early thursday morning and into the day are easily visible. the chp in santa cruz provided these photos of a minor mudslide along soquel, santa cruz road and in the community of watsonville, residents like chris harris are taking no chances. >> we heard it's going to rain pretty heavy. the creek can crest at about 14ft. i think it's already at 12, so we're just getting ready. >> harris lives right near corralitos creek and he has had plenty of experience with prior floods, so he beefed up his efforts this time around with plastic lining, a pump and plenty of sandbags. >> well, it's recommended that that folks evacuate because the water levels here could get pretty high. low, low water clearance vehicles would stall out. right. and so you see, our vehicles are no longer present. but we could get to them. and if

we got to go then then we'll go. >> late on thursday afternoon, authorities in santa cruz county lifted all evacuation warnings and orders, including for felton. the san lorenzo river did reach just below minor flood stage in felton, and sheriff's deputies went through the neighborhood to alert residents of possible danger. >> it's unpredictable when it's already high like this, and then you get another two inches real fast. it can flood. >> well, the storm actually rained a little bit more than we thought, so we had our creeks rise a little bit faster than we were expecting. that has been a trend recently where we get more rain and the san lorenzo river and other creeks in the area overperform more than we expect. >> jason hoffman is spokesperson for santa cruz county, which activated its emergency operations center for the storm event. hoffman says due to the high surf warning, the city of santa cruz is taking the precautionary step of closing the santa cruz wharf on friday. >> especially tomorrow. on friday, we're advising people to stay off the beaches, rocks, jetties, cliffs, anything near the coast at all is not safe.

the words life threatening have been used by the national weather service. to us. >> the wharf is a major tourist attraction and valentine's day is sure to be a busy time. but these visitors from the redding area say they do understand why the wharf would need to be closed. >> yeah, of course, public safety reasons are a top priority. i think that definitely would outweigh the tourist attraction appeal. >> back to a live picture here at the lighthouse in santa cruz. you can see the ocean is already kicking up. the national weather service says the biggest waves on the west facing beaches could actually reach 45ft. they say more than will probably be in the 15 to 30 foot range. nevertheless dangerous. nevertheless, this high surf warning goes all the way through early saturday morning. so again, as you heard in the story day, anywhere along the coast, san mateo county, all the way up to marin county, sonoma county, they're advising anyone on west facing beaches simply stay away because these waves could be really big coming in over the

next few days. that's the story here in santa cruz. i'm mark sayer reporting live ktvu, fox two news. alex. heather, back to you. >> yeah. mark thank you. you have to be careful along the coast right now with this system. >> well, on the peninsula, pga says it has crews ready to go in case of power outages. with trucks at the ready at the pga yard there in colma. officials say the utility is prepared for outages as the winds pick up all along the san mateo county coast this afternoon. as the rain cleared off, some people headed out to pacifica to enjoy the sight of the waves being kicked up by the storm. >> all right, let's bring in meteorologist mark tamayo, who is joining us now. with more on the rainfall totals we've seen so far. and, mark, what should we expect from this storm as we move through the evening? >> yeah, we still have some breaks in the action. but don't be deceived because all of a sudden a heavy downpour can move overhead. so just be prepared for some more rain. but yeah, this is quite the storm in terms of widespread. how widespread the significant rain. it just wasn't up in the north bay. this was over the entire bay area. you heard about the san lorenzo river, big trees here. as we

flood advisories and flood warnings. so all these flood advisories indicating at least a minor flooding happening, this in place until 415. these have been extended though quite a bit into the afternoon hours. so there's the chance that could be extended once again. and these areas in yellow, these are flood warnings indicating a bit more action happening here. and this is as you can see, this is the alameda creek. that flood warning is in place until 6:00 this evening. and up in the north bay, kind of just like last week up in sonoma county, a flood warning in place as well. those creeks have been going up quite a bit, and that's out until 830 this evening. so here's the radar imagery. look at all of these storm reports up and down the bay area. lots of flooding reported. this was from sonoma during the 10:00 hour down in the morgan hill area. reports of a debris flow from earlier today. and as you can see here, more debris flow reported in the boulder creek area. so a lot to report from this storm moving across the region. here's a look at the current radar right now in santa rosa during the 3:00 hour reporting some heavy rain. here's the coverage out towards

san francisco and oakland. and then also in san jose, morgan hill and mountain view. looks like we have some more activity right around the fremont area as well. so still we're not done just yet. we have some heavier downpours and also some strong winds for the remainder of today. what about tomorrow? we'll have more on your forecast coming up in a few minutes. >> all right. thanks so much, mark. appreciate it. well, we are also monitoring a series of earthquakes that haveattl people here in the east bay today. itegan with a 2.7 quake early this morning, then a 3.3 and a 3.2 quake back to back just before noon. and then about two hours later, a 3.7 quake struck. as you can see from this map, all of the quakes have been along the hayward fault line. we've gotten several calls and comments from people on social media who felt the shaking. so far, though, no damage has been reported. >> excitement is building for nba all star weekend festivities, and basketball fans will be able to take part in an on court experience that's part of the nba crossover event that's taking over san francisco's moscone center. >> fans of all ages will get the chance to shoot hoops on nba

between the u.s. and russia to end the war in ukraine. trump says he will meet soon with russian president vladimir putin on a peace deal in the war that has gone on now for almost three years. the president also says he doesn't see how russia could allow ukraine to join nato, and has suggested ukraine will not get back territory that has been captured by russia. ukrainian president zelenskyy spoke out, calling for a seat at the table in these negotiations.

>> we cannot accept any agreements made without us, any bilateral negotiations about ukraine. without us, we will not accept. >> nato leaders have also expressed concerns that president trump and putin will make a deal behind their backs. however, late today, president trump told reporters that ukraine will be part of these talks. ukraine's president is expected to meet with vice president j.d. vance coming up tomorrow. >> okay, so let's talk more about all of this with stephen zunes, an international relations professor at the university of san francisco. thank you so much, professor. so i want to start on these late comments by president trump, because germany's foreign minister has insisted that there will be no decision made on ukraine without ukraine. and president trump this afternoon, now saying that ukraine's leader will, in fact be involved. what do you make of this, this kind of walking back by president trump? >> president trump has been known for rather impulsive comments at one time or another. and perhaps he is listening to the upset at our allies of many

state department veterans and of course, ukraine itself, because they are the ones who are most directly impacted. so it's also pretty clear that this the europeans have a lot at stake at this, more so than the united states. and so for the for washington to bypass both the ukraine and the and our european allies in trying to strike a deal with russia does seem, you know, rather unusual and certainly one that has led to some pushback. >> you know, if there was an effort here by president trump and vladimir putin to sort of sideline ukraine in these peace negotiations, what would be the end game in that? >> well, basically, it would be to appease russia's demands. i mean, already the united states has seemed to have ruled out having ukraine part of nato or of recovering all of its lost territory. so these are like two concessions before the talks even begin, that the united states seemed to be unilaterally

be giving to russia. and so it talks are going to succeed. i mean, they're really going to have to go back to, to square one and have the ukrainians be front and center. >> a big step in this might come tomorrow, when ukraine's leader is expected to be with vice president jd vance. how do you expect those conversations to go, and will president zelensky really insist that that he and ukraine be a part of these negotiations? >> well, certainly. i mean, really, there can be no peace unless both parties are involved. i mean, that's that's pretty axiomatic. and i think that zelensky, you know, is going to be quite clear that it is it is unacceptable for the united states to go ahead unilaterally. obviously, he's been very grateful for the large amount of american support. it's played a major role in enabling ukraine to hang on this long.

and, you know, given the war is at a stalemate, i mean, it's not unreasonable to try to find some kind of negotiated settlement. i mean, people are dying by the thousands in the, in the, in the fields there. but to really for peace talks, to work, it really has to be inclusive of the parties who are most directly affected. >> and how do you see european leaders stepping up and trying to assert their influence in these peace talks? >> well, the big concern, i think, of the europeans is that if russia is allowed to hold on to land seized by military force, that might not stop them. i mean, these are people who have memories of world war two and the appeasement of hitler. president biden really pushed the idea of a rules based international order that you can't expand your territory by force, unilaterally change international boundaries like that. i mean, granted, the united states has recognized israel and morocco's illegal annexations of territories of seized by force so people could point out there's something of a

double standard there. but regardless, the europeans are particularly concerned about the precedent in terms of europe, especially in the light of putin's very explicit expansionist agenda of recreating the boundaries of the russian old russian empire and the soviet union. >> in terms of europe, though. do you believe that it should be doing more, that it should be stepping up more for ukraine? >> well, certainly they've they've been putting in quite a bit. in fact, proportionally, they've been putting in as much as the united states. we obviously have a bigger military, a bigger gross national product and the like. but, you know, certainly the europeans, if they want to help ukraine survive, you know, certainly need to play an important role. i mean, one area where trump has gotten some support is this broader idea that why should the united states be paying for the defense of countries who have, you know, that are as developed as has big economies as we do? but, you know, the issue, i think here is

that whether the united states will truly be a partner or is it going to be a purely kind of, you know, unilateral kind of situation where, where, where trump sort of makes these spontaneous decisions without really including the our longtime nato allies. >> and finally, professor, i'm curious to get your sense about what you think these latest developments tell us about the relationship between president trump and vladimir putin. i mean, you talked about the fact that president trump apparently has suggested that ukraine's borders could be redrawn and they could lose territory that's been captured by russia here. what does all of that signal do you think, to vladimir putin? >> well, so he knows that the united states will not be taking as tough a line as they have in the past? i mean, part of the strategy of the united states in western countries was to treat russia as a pariah. and what trump says is, no, we can, we can we can work with him. we can

learning about relationships. it's their first foray into having these sorts of relationships, and some teens may not have a great example at home because they either live in a single parent household or their own family dynamic may not be the healthiest between their their parents. so. so this is i think part of the issue is we all need to be aware of the problem and all take part in helping teens learn. >> yeah, and we all need to be aware of what it looks like. so what does teen dating abuse look like? >> yeah, that's a great question. so there are some warning signs for teen dating violence. so any sort of physical violence is a big red flag and is not okay in any sort of relationship. if a partner forces you or pressures you to do things physically that you're not comfortable doing, including having sex, that is definitely warrants seeking help. if a partner puts you down and makes you feel bad about yourself, or

makes you feel afraid through threats, if they isolate you from loved ones so they don't allow you to see friends or other family members, that's a problem as well. >> yeah. so this idea of putting one down, explain what a healthy partner and a healthy relationship should be doing. >> that's a great question. so in healthy relationships, partners are able to openly communicate and honestly communicate their feelings without being afraid. they support each other's decisions even if they disagree. they respect each other's boundaries and they understand the importance of having relationships or friendships outside of their relationship, because it's important for each individual's health. >> but it's not healthy to be a super critical partner. and when you're talking about teens, and i feel like there's a lot of kind of joking that can happen. does does that joking does that

humor sometimes mask something a little bit more serious? >> sometimes it can. i know that happens among boys a lot in their dynamic, but it can definitely happen in relationships as well between partners. and it can mask. so i think the adults in those kids lives need to be aware and check in with the teens to ask them how they're feeling about those sorts of interactions. >> are there some teens that are at greater risk of dating abuse than others? >> yes. so we know that girls females are definitely more at risk, particularly for physical and sexual violence or abuse, and youth that identify as lgbtq have a much greater risk than other youth. in fact, among transgender youth, about 88% report physical violence during their teen years. >> and what are the consequences of dating of teen dating violence? >> there are many. i think a lot

of us can see that there's a relationship between teen dating violence and things like anxiety, depression, increased suicidal risk. unfortunately, also substance abuse. so increased risk of tobacco, alcohol use, drug use. and what we see also is that that pattern of behavior in relationships tends to continue into adulthood. in other future relationships, if the kids are not sort of if there if there's no intervention to help teach them. >> and that's why, doctor, it's so important to identify. right. and then and then try to, to provide some help. so what is the best advice for us parents. how do we have that conversation with our teens about dating violence. >> so i think it's important for not only parents but also anyone who works with kids, whether it's teachers, pastors, coaches to be involved, especially keep our eyes out and see if we're noticing red flags to help kids

learn the skills of healthy communication. how to express feelings in a healthy way instead of having angry outbursts, you know, exercise, talk with friends, journal how to talk about consent and in relationships, and how to think about one's own boundaries and how to be able to express those and communicate around those with a partner. >> well, doctor, it was really important that you come on. obviously, february is associated with with love and kindness. but but there is this other aspect that can come along, especially with teen relationships. so stopping the abuse before it starts is really key. i really appreciate you coming in today. >> thank you so much for having me. >> and stay with us. we are going to have more right after the break. but don't forget there is a number that you can call if you do need help. if you find yourself in that situation, need someone to talk to. there is a 24 hour hotline that you can call. it's right there on your screen. it's also available via text. so just remember people of all ages there is help avai e

for love on this valentine's day. this is the time of year when online scammers are targeting unsuspecting romantics trying to steal their money. according to the federal trade commission, people lost more than $1.1 billion to romance scams in 2023. the scammers used a variety of tactics, including creating fake online personas, building up a romantic relationship, and then eventually asking the victim to send money for some sort of

emergency. for more on this and how it all works, we're joined now by patrick ha from next, a cybersecurity firm. patrick, thank you for the time. it's good to see you. so explain how do these romance scams usually play out. >> so as you described, we're obviously in the love season for tomorrow. and typically around this time you'll start seeing fake profiles put up on dating sites and or on facebook, instagram, etc. and they're really trying to prey on lonely people. get them to click engage and then start that romance scam. >> and you know, how do we keep an eye out for some of these online personas that are likely to be fake? what are the red flags to look out for? >> yeah, you'll you'll see. again, i've seen these even on linkedin and other apps that that people commonly use. you can kind of tell some different telltale signs, as i would call them, whether they be fake degrees. you can look at too good to be true type of aspects

on that profile. but ultimately, what you'll typically find is some quick type of engagement they'll move quickly to i love you. very, as i mentioned, very quickly. and then they'll they'll try to get you to send, as you are highlighting gifts and or money through some type of emergency. >> all right. is it sort of the old adage here that people should adhere to that if it if it sort of feels too good to be true, it probably is. especially when it comes to online romance. if you feel like, boy, this relationship with this person is just amazing. i can't believe the feelings i have for this person. should you be thinking in the back of your mind? you know what? this may be too good to be true. >> julie haener 100%. again, if you fall in love that quickly, obviously some of that's a telltale sign, as i mentioned. and i think second, which is really important here, never, ever, ever give up your personal information. don't send cash. don't send gift cards. unfortunately, i've had a personal experience even with my

own father. it was a romance scam. fell into pig butchering. what this is pig butchering is a form of this. and in fact, what they call it pig butchering. it's done out of the far east. they prey on lonely older people. get them to fall in love quickly, give gift cards. and in my father's case, it's been about $150,000. so these are very dangerous things you have to be careful of. and it goes back to what you highlighted. if it's too good to be true, it is. second, always, always, always. if they move to meet demand that meat. because that could that's how you're going to quickly find out if it's real or not. and or everyone's got face time. have them get on the phone and you can actually see them. >> so that's the crux of that. the pig butchering. >> scam is there's. like they're sending meat your your way. what is that how it works. what how does it work? >> no. the reason why they call it pig butchering is you quote. get the pig. you fatten that pig up, right? and you fatten them up by. you know, you look great, i love you. you're. you're the best thing in the world. then

you get them to move to other forms of payment. hey, you mentioned an emergency. obviously, my father's case was, hey, i've got a crypto. you invest in bitcoin. and one thing leads to another. they then try to ask for personal pictures so they can basically extort you. so at the end of the day, again, it's called pig butcher. you fat that pig up and then you butcher it, right? you slaughter it and you take all the money. in this case, again. that's why romance scams may they may sound innocuous. they can be very, very dangerous. >> yeah. why? you know, obviously i have personal experience with this, and i'm sorry to hear what happened to your father. why do you think these scams are so effective? why do you think so many people, including your father, fall for these? >> i think you know, number one, people get lonely. number two, you know, i think everyone's out there looking for love. and they want that connection. and these

scammers, they know that they prey on it. my company deals with phishing. this is a form of phishing all the time. and again it goes back to that, that that age old type of scam, which is if i can make you fall in love with me, if i can gain interest with you, i can then have you send me money. and this the reason why i do a lot of webinars. and i did one with the fbi actually about a few months ago. and in fact, the romance scam slash pig butchering is now the one of the top consumer scams out there in the world. it's multi-billions, as you were highlighting before, and the only way you can you can truly combat against this is you've got to get and pay attention. if there's it's too good to be true, it is right. if it's you're going to see these fake sites pop up all over the place. and as i mentioned before, demand to meet them, right. whether that be through face time or face to face, that's where you're going to see if they're real or not. >> and we're almost out of time.

but, patrick, how does the prevalence of artificial intelligence and the growing use of deepfakes, which we've talked a lot about, how does that really change the game for scammers? >> it's fundamentally changing the game. everyone was used to seeing that tom cruise deepfake, right, where you could tell the voice was offset from the actual mouth. that's no longer the case with chatgpt 4.0. voice and video are simultaneous. and in turn now you have these ai generated women ai generated men. you can make them look however you want, and in turn, it makes it extremely dangerous because they can also interact. these ai characters can interact with you. so you can imagine this is going to increase, i would believe, tenfold beyond where we currently are, because you can have one person as a scammer, probably launch tens of hundreds of these things simultaneously to get to that one conversation, to have them part with that information. >> yeah, that's all they need is one person to take the bait. one person. all right. we have to leave it there. patrick, thank

thunderstorms. so we'll revisit the rainfall totals over the past 24 hours. these numbers really adding up, and it's widespread over the entire bay area. look at boulder creek, santa cruz mountains, over five inches of rainfall. we're still tracking some rain right now on the radar. heads up though, if you are heading to the coast. this is not a high surf advisory. this is actually a high surf warning. kind of one level up above that. so that actually started today at 3:00. it runs until 3:00 saturday morning. the swell will be peaking friday, and we could have wave faces around 15 to 25ft in general, maybe some bigger sets than that. so just be extra careful right near the immediate coastline. here's the radar imagery. some thunderstorms out toward, as you can see approaching groveland and approaching the southern sierra, some lots of snow out toward the sierra. we have a lot of rain as well here in the bay area. some pretty good downpours this afternoon. as you can see the coverage right now up in parts of north bay, there's santa rosa, saint helena, back in the maps around. in fact, we'll come in closer right now to this one cell closer to concord. so increasing rainfall rates in the short term, as we

click on this one cell around martinez of rainfall rate of about a quarter of an inch an hour. and then here's some more coverage. in portions of the south bay peninsula, you can see cupertino, sunnyvale, and out toward the campbell area and the santa cruz mountains, of course, picking up significant rainfall. here's the coverage right now from scotts valley. and we'll actually swing the maps over to morgan hill and gilroy. looks like a wet ride on 101 this afternoon. of course, the winds have been the big story. we have high wind warnings and wind advisories. right now. you can see oakland gusting to 37 miles an hour, so it's still breezy to windy across a good portion of the bay area. there's sfo gusting to 35. earlier this afternoon. they had a wind gust of up to 62 miles an hour. here's our live camera looking out toward the golden gate bridge this afternoon. you can see the windshield wipers getting a bit of a workout, so we still have some rain to track as we head into the evening hours. and we'll show you some of the current numbers out there for the 4:00 hour temperatures. most areas in the 50s, around 54 to 50 5 to 56 degrees. now

things will change overnight. the main rain will be out of here, but still the chance of some scattered showers, especially tomorrow morning. that'll be the best chance of picking up some leftover showers. temperatures to start off the day will be in the 40s. so here's what happens in the storm in the short term. still some scattered rain out there. maybe an isolated thunderstorm. so this is 9:00 tonight. still a bit unstable. this is 10:00 as well. so you might have a break in the rainfall, but don't think it's completely over just yet. some showers could could pick up some downpours. this is tomorrow morning. you'll notice. still some leftover, scattered, widely scattered showers. and then into the afternoon hours. we could actually have some more sunshine as we scale back on the shower potential. so this is the pattern. we have been watching this atmospheric river here really, really impacting the central and southern california. this area of low pressure producing the gusty winds as well here in the bay area. and this also is producing a lot of snow in the sierra. this was the scene today from a sierra tahoe. a winter storm warning is in place right now until 10:00 tomorrow night. snowfall around

prevent an asteroid from hitting earth in the coming years. 2020 4yr was discovered last year. it has a 2% chance of hitting the earth in december of 2032. researchers at the european space agency say the james webb space telescope can help them gather much needed information about the space rock. the james webb telescope was launched back in december of 2021, and while its primary goal is to study the formation of the earliest galaxies and the origins of stars. well, scientists say its ability to measure infrared heat will give a more accurate estimate of the asteroid's size. >> well, there's new high tech help now to fight wildfires. a

tech startup is using missiles instead of water. >> as fox's evan brown shows us. the technology is similar to israel's iron dome defense shield. >> fighting wildfires can be a lot like fighting wars. and now a tech startup is taking inspiration from israel's famous iron dome defense shield to help fire crews here in the us. they call it fire dome, a new system that, after detecting spot fires, launches rockets filled with retardant to put them out. the system is designed to be an automatic first responder and it is completely self sufficient. >> we provide water, fire retardant and electricity generator to the system, and that enables us to work without connecting to the grid. >> the main goal is to save homes and businesses from wildfires before they start spreading. the system responds when detecting embers by forming barriers around sparks, enabling crews to protect zones by targeting those hot spots. and the 12 gallon capsules are
