and fears of flooding. a powerful storm making its way through the bay area today. good evening. on this thursday, i'm cristina rendon. this atmospheric river has been drenching the bay area all day, and it is expected to last through the evening. we have live team coverage from the hardest hit areas from ktvu. mark sayer, who is live for us in santa cruz, are tom vacar is in the north bay and jana katsuyama is on the peninsula. but we want to start with ktvu meteorologist mark tamayo on the timeline of this storm and when we might get some relief. hi, mark. >> hi there. christina. yeah, we are expecting the heaviest rainfall this morning, but still some downpours this afternoon. still, as we head into the evening hours and these rainfall totals really adding up. take a look. boulder creek in the santa cruz mountains. over five inches of rainfall. walnut creek 2.77. santa rosa over two inches, and even san jose. getting into the action 1.34. very strong winds today as well. we have the wind advisories and the high wind warnings. mount almanor in the santa cruz mountains. there's a gust of up to 81 miles an hour.

sfo 62 miles an hour during the 12:00 hour today. the flood watch is continue for the bay area right on through saturday evening. although the bulk of the rainfall is happening today and the winds, the high wind warning, the wind advisory remain. at least the warnings remain in place through tonight into your friday morning up until about 10:00. here is the radar coverage here in the bay area. some lightning strikes detected as well, approaching the southern sierra and a lot of snow in the sierra. we're showing you this. we have multiple flood advisories in place right now. still in place in the short term, out in parts of the east bay. that's out until 645. that means at least some minor flooding is occurring and then a bit more, you know, impactful here with these flood warnings in place. this is the alameda creek that flood warning until 6:00 this evening and then up in the north bay as well. we have this flood warning in place for parts of sonoma county that's out until 830 tonight. so here is the radar coverage. these are all of the storm reports up and down the bay area from this morning, especially

indicating some strong winds, the flooding and also some mudslides as well. here's the coverage up in the north bay right around saint helena. we have some pretty good rain showers to track, some intensity, higher intensities, and then out in parts of the east bay right around the concord area. looks like the action is about to get pick up in intensity in the short term right around martinez as well. and then as we back the maps out closer to the south bay, looks like we have some more coverage right around san jose and the east foothills. so still, we're not dry just yet. still some downpours, at least in the short term, but some changes for tomorrow. we'll have more on those changes coming up in your full update in a little bit. >> all right, mark, we will see you then. a short time ago, santa cruz county authorities canceled all of the evacuation orders that were issued for the area earlier today. there are still major concerns, though, over strong winds and dangerously high surf. ktvu mark sayer is live in santa cruz now with those details. mark. >> well, christina, late this afternoon, the national weather service issued a high surf warning through the weekend. and that is what folks here in santa

cruz county are focusing on right now. after enduring an entire day here of heavy rain and high wind. while all eyes are turning to the ocean for the next several days, the fallout from rains early thursday morning and into the day are easily visible. the chp in santa cruz provided these photos of a minor mudslide along soquel, santa cruz road and in the community of watsonville, residents like chris harris are taking no chances. >> we hear it is going to rain pretty heavy. the creek can crest at about 14ft. i think it's already at 12, so we're just getting ready. >> harris lives right near corralitos creek and he has had plenty of experience with prior floods, so he beefed up his efforts this time around with plastic lining, a pump and plenty of sandbags. >> well, it's recommended that that folks evacuate because the water levels here could get pretty high. >> late on thursday afternoon, authorities in santa cruz county lifted all evacuation warnings and orders, including for felton. the san lorenzo river did reach just below minor flood

stage in felton, and sheriff's deputies went through the neighborhood to alert residents of possible danger. >> it's unpredictable when it's already high like this, and then you get another two inches real fast. it can flood. >> well, the storm actually rained a little bit more than we thought, so we had our creeks rise a little bit faster than we were expecting. >> jason hoffman is spokesperson for santa cruz county, which activated its emergency operations center for the storm event. hoffman says due to the high surf warning, the city of santa cruz is taking the precautionary step of closing the santa cruz wharf on friday. >> especially tomorrow. on friday, we're advising people to stay off the beaches, rocks, jetties, cliffs, anything near the coast at all is not safe. the words life threatening have been used by the national weather service. to us. >> the wharf is a major tourist attraction and valentine's day is sure to be a busy time. but these visitors from the redding area say they do understand why the wharf would need to be closed. >> yeah, of course, public safety reasons are a top

priority. i think that definitely would outweigh the tourist attraction appeal. >> and back to a live picture here at lighthouse beach in santa cruz. you can see the ocean is already kicking up. there are no surfers out here right now. the national weather service says the biggest waves could reach up to 45ft on some of these west facing beaches, but a majority of the big waves are worried about in the 15 to 30 foot size range. reporting in santa cruz, i'm mark sayer, ktvu, fox two news. >> the storm has knocked out power to about 4800 customers in the bay area. a live look for you here at the outage map. the peninsula and the south bay have the most outages, with close to 1800 each. the heavy rainfall caused problems for some commuters this morning. chp dublin shared these images on x of flooding on southbound interstate 680 and westbound 580. in dublin. that stretch of highway was shut down for hours, but it did reopen later in the

morning. we are continuing to track the storm on air and online@ktvu.com. plus, you can stay right here for more live reports from hard-hit areas throughout the evening. the nba all-star weekend is officially kicking off here in the bay area. some activities already getting underway tonight, and the action will slowly build up to the marquee game on sunday. ktvu christian captain joining us live now. and christian, you got a sneak peek inside chase center to see what the world is going to be seeing this weekend. >> yeah, absolutely. we'll be showing that to you in just a minute. but first, we can say that city leaders are are saying that safety is their top priority. with the nba all-star game and chinese new year almost upon us. meanwhile, as you said inside chase center, there is a hive of activity getting the venue ready for a world stage. inside chase center, an army of crew members, athletes and television production teams are all working to prepare for the nba all star festivities. president of nba league operations byron spruill said. this year, fans can count on a

weekend packed with basketball action. >> the familiar part is actually the format, the mini tournament that we've been doing for several years now for the rising stars on friday, and so now we're going to carry that champion over into sunday night, also a mini tournament which will be new for sunday night, but obviously a familiar format. so we're looking forward to it. >> the game and festivities will put a lot of eyes on chase center and san francisco. >> we can talk domestically, we can talk globally, 214 countries and 60 different languages across the world. >> the whole show will be run from inside this trailer. the nba said it's going to be spectacular. >> we've played a number of finals here, of course, with the warriors success over the years. this is really an opportunity for us to showcase san francisco over an entire weekend. >> i've had this weekend circled on my calendar. >> san francisco mayor daniel lurie said the city is ready to host the big weekend with not one, but two major events. he said work has already been underway for months to get the city ready. >> with hundreds of thousands of visitors coming to our city for the nba all-star game and lunar

new year festivities. our priority is clear we make sure everyone, every single person, feels safe and welcomed. >> while crews work inside chase center. police and first responders are working around the clock. police chief bill scott said at this time, there are no specific or credible threats to either event, and that public safety teams are preparing for low tech threats to major events like the new year truck attack in new orleans. >> we're prepared for that as well. so i mean, when you when you get to the parade route and even some of the venues that are associated with the all star game, you will see a high level of security and fortification of the route. >> and one more note, the city says that one of the things that we will likely encounter around san francisco is traffic. they are encouraging everyone to use public transit to get to and from these events. and a bonus muni is free all weekend long. we're live in san francisco.

christian captain ktvu, fox two news. >> that is one highlight. muni is free. that's pretty awesome. lots of people headed down to the city this weekend. christian. thank you. here's the schedule of the big events happening this weekend. tomorrow night is the all-star celebrity game, followed by the rising stars game. then saturday night is the hbcu classic and the skills challenge, three-point contest and dunk contest. then on sunday, it is the all-star game itself, featuring a new format and three games in total. as we were just talking about, as christian mentioned, large crowds expected to descend on the city for the all-star events and san francisco's lunar new year parade. muni wants to help you avoid traffic. they are offering free rides this week, and that means you don't have to pay for any service on saturday and sunday. this goes for busses and trains, but not cable cars. by the way, on saturday, if you can't make it out for the parade, we hope you'll join us for our streaming special, lunar new year live celebrating the year of the snake. ktvu claudine wong and i will take you through

the north bay took yet another heavy round of wind and rain, which is causing some trees to

fall. local flooding and of course, traffic stopping on all of that road flooding. ktvu tom vacar joins us from rural sonoma county, where impacts to one intersection, tom, are becoming all too familiar. >> just incredible. take a look at this. this is and it's fair to say this because i think it's true. it's fair to say that this busy sonoma intersection of highways one, 21, and 12 has been closed as much as it has been open this month. the marinwood family, whose home got flooded last week when a concrete drain got blocked by water carried debris, is doing everything it can to avoid even more flooding that would add to the already six figure damage they have. >> i hired a team of people here yesterday that basically went into this open space and took out all of the wood and debris, and you can see piles of wood that we've created on areas of, of elevation. >> the family's insurance

company denied their claims, saying stream flooding is not covered. the family does not live in a flood zone, and their lender did not require federal flood insurance. the owner says a longtime neighbor told him that the 30 year old drain that clogged was temporary and was supposed to be replaced decades ago. >> that they were going to make improvements over the years. but that never happened. >> it's pretty clear that had this stream and all of this wood been cleared out before that, this probably would not have happened, and there would not have been a clog that flooded this house. but the problem is the damage is done. and the question now is who, if anybody, will pay. >> i just need help from my community and from the city and from the county. >> north and santa rosa first responders were standing by in case the local sutter health care facility had another flooded parking lot that required in place sheltering and even patient moving thursday. no such call came. >> there was some emergency work

that was done to alleviate the potential of backup, but as of right now, it's been flowing as needed. >> with soaked and saturated soils everywhere. the multiple dangers of mudslides, landslides, rockfalls and tree falls persist. >> it makes those weakened trees that much easier to come down. >> now, though, these rockfalls were caught and stopped by this chain link fence. big falls would slam right through it. freezing weather can also aggravate cracks as the ice expands. and then when that happens, the hill can fall away, or at least large parts of it. reporting live from sonoma county, tom vacar ktvu fox two news. >> all right, tom, thank you for that live report. want to give you a live look now at the pacifica pier, one of the places on the coast that often gets the biggest waves slamming the shore. a high surf warning is in effect on the peninsula through early saturday morning. and that's where we'll find ktvu

jana katsuyama. she is live in pacifica with an update on the conditions on the coast. hi, gianna. >> hi there. let me tell you, the wind has really picked up in just the past hour. and if i step aside, you can see this landmark. and the waves also have picked up just within the past hour compared to when we got here earlier today. they're whipping up the waves, and the wind also took down a tree in the area here, knocking out power to hundreds of people, including a preschool. wind whipped through the peninsula thursday and along pacifica pier. people getting out during a break in the rain got a cold blast. >> it almost knocked me over. i felt like i was going to fly away. >> so we need to cold. oh. it's freezing. >> this couple had planned to do some crab fishing. >> we're hoping to come back. didn't know it was going to be this windy. >> many said they're ready for the return of rain later in the day with worries about flooding. >> we do have sandbags and all that in our area because it does flood.

>> as long as you take care of it, it's okay, you know? you know, i try to always drive a little bit under the speed limit. >> the wind also causing power outages in south san francisco, fire officials say a tree came down on a power line near the intersection of westboro boulevard and galway place. the traffic light there dark. the fire chief says about 500 customers lost power for this family. it was a big scare when they lost power. >> yeah, his wife is almost crying because he's so afraid. >> that's because the resident, reynaldo apolinario, needs oxygen. so when the power went off, so did his oxygen machine. >> the oxygen. >> you need oxygen. >> his wife called 911, and first responders helped get the generator set up down the street. another concern, the city's preschool on galway place was in the dark and cold. no lights or heat for the children. so parents said they got an emergency message. >> i just got a call from the

preschool that we had to come and due to the storms that they lost power at 10 a.m. and we just we because of the drop in temperature. >> and certainly that is a concern as things pick up through the night. pge says they want to remind people to go on and register your cell phone number so that you can get a text message if there is an outage. they will also update you throughout the whole evening. if you do get an outage so that you know when the power is expected to go back on. christina. >> gianna. where you're at now. i know that a lot of people should be staying away from there. is that what you're seeing? and in the high surf warning from officials, what is their advice? >> yes, there certainly is. i think i heard what you said. it's pretty loud. i hope with the wind. but there is a surf advisory and we're, as people know, up on the pier, there's a walkway, but the area down along the beach is very dangerous. i was talking to fire officials.

they're worried about people getting anywhere close to the water. you could slip and fall. and these waves are so powerful, they can sweep you out without very much effort. so it's really important for people to stay away from the coast this entire week. >> all right. jana katsuyama in pacifica tonight. jenna. thank you. the atmospheric river is bringing heavy snow to the sierra. this is a live look at eight. excuse me. interstate 80 eastbound at donner summit. officials say today might actually be the worst time to drive to tahoe this week. snow is expected to impact travel along i-80 and other mountain passes. chains are required, as you can imagine, on both 80 and 50 right now. >> though, snowfall totals continue to really add up in the sierra and the winter storm warning remains in place. so right now, right on through tomorrow night until 10:00. so snowfall expectations. we've been talking about this all week 2 to 5ft and snow levels around 5000 to 6000ft. so there'll be a lot of fresh snow for all the visitors heading to the sierra

as we do move into the weekend. also the surf the west northwest well continues to build in and this is not a high surf advisory. typically we talk about high surf advisories, but this is kind of up a level in terms of being more more hazardous. it's actually a high surf warning. and that's in place until 3:00 saturday morning. so the waves jumping up for your friday could be around 15 to 25ft, maybe even some bigger sets in that height. and then by saturday we'll scale back a little bit, but still some dangerous conditions right near the immediate coastline. lots of coverage in our radar here in the bay area. as you can see, all these storm reports indicating some flooding down downed trees or some mudslides as well. as we check out the current radar imagery right now in parts of the north bay. beginning to break up a bit, but still some rain to show you in portions of the east bay out toward concord, some yellows and oranges showing up on some of the activity here with the live doppler sweeps as we move the maps around. still some coverage in the santa cruz mountains, out toward morgan hill and then coming in closer. as you can see, the santa cruz mountains.

trump's recent executive order restricting gender affirming health care for transgender people under the age of 19. the order directed federal programs like medicaid to exclude that coverage, and was met with lawsuits from families of trans or non-binary children alleging the order compromised their health care. today's ruling puts the ban on gender affirming care on hold for at least 14 days. while the case plays out in court. president trump wants to

slap reciprocal tariffs on goods we import from countries who tax our exports. fox's rebecca kaster has a closer look now at the plan, which some experts say could make america's inflation problem worse. >> this is i think it's the most important thing i've signed. >> sitting in the oval office thursday, president trump announced his new trade plan. reciprocal tariffs to match the high rates other nations charge to import u.s. goods. >> in almost all cases, they're charging us vastly more than we charge them. >> an across the board tariff will not go into effect today. instead, trump's economic team will start investigating each trading partner and look for deficits that are unfair to the u.s. for example, brazil taxes u.s. ethanol at 18%, while the u.s. taxes ethanol from brazil at just 2.5%. >> you have to treat us the way we're going to treat you. it's going to be the same. but no more inviting bad people to the party. >> what he's doing on tariffs

angeles county, it's reminiscent of the long lines at gas stations back in the 1970s. hundreds of customers started lining up this morning before it opened. the farm sells fresh, cage free eggs for about $8.50 a dozen. >> produce all the eggs right here on the farm, and you just get them same day from chicken. there's a big difference between buying them at the store where they are three weeks old, versus here where they're just hours old, and the busyness is that there's just no eggs around. so customers are just coming here to the farm. >> in january alone, the cost of eggs around the u.s. jumped more than 15% from a year ago. today, a dozen eggs at safeway will cost you about $9.50. that's if you can find them. >> have a great day. >> we are continuing to track a storm that is moving across the bay area. a live look for you here at the san mateo bridge. lots of cars passing through on this rainy thursday evening commute. heavy traffic in the eastbound direction. not so bad.

through. we'll have a full check of the forecast with ktvu meteorologist mark tamayo in just about 15 minutes. well, we're also monitoring a series of earthquakes that have rattled people in the eas bay today. it all began with a 2.7 quake early this morning, then a 3.3 and a quake back to back just before noon. and then about two hours later, a 3.7 quake struck. asou can see in this map, they all happened along the hayward fault line, and we got several cas and comments from people on social media who felt that shaking. so far, though, no damage has been reported. we do have an update tonight on a shooting in san jose. police say the man died at the hospital from his gunshot wound. police are now investigating the shooting as the city's second homicide of the year. the man was shot just after 2:15 p.m. yesterday near farm and dow drives. his name will not be released until his family is notified. the motive and circumstances of the shooting are still under investigation. no word on any arrests. the city

of oakland says it's expanding a safety camera network to the hegenberger corridor, just in time for the nba all-star weekend. the city says it has worked with local businesses to identify camera locations to provide the best coverage. city council member ken houston said the city has taken other steps to improve safety, including restoring street lights, increasing street sweeping and clearing, illegal dumping and abandoned cars. the cost for the added cameras was about 115 $50,000. well, an indictment released today is charging former san jose state university employee tuong pham with conspiracy to transport stolen property across the united states. pham is accused of using a university card to buy and resell apple products. he worked as a facilities and purchasing coordinator for the school library, but was terminated by the school in october of 2020. the indictment accuses pham of working with a contact in folsom to ship those devices out of state. if convicted, he faces a maximum of five years in prison and a $250,000 fine. the trump

administration is considering sending immigrants facing deportation to the federal correctional institute in dublin. the bureau of prisons shut down the all women's facility last year, following the wide ranging sex abuse scandal there. ktvu has obtained an email in which a prison workers union said that it has learned ice may be taking over the facility. ice has reportedly already begun to house migrants in a federal detention center in downtown los angeles. dozens of students at oakland high school walked out of class today to protest ice over. >> immigrant. now i get it out. >> the students marched from oakland high to this freeway underpass near lake merritt this morning. organizers say they walked out of class to make clear to president trump and ice that they do not support immigration actions or raids, and that they stand with their immigrant community. well, the white house is pushing back on claims from nato that president trump is getting too close to

the kremlin. and there are new concerns from european leaders about the u.s. possibly betraying ukraine. fox is jared halperin has more from the white house. >> president trump will not allow anyone to turn uncle sam into uncle sucker. >> the defense secretary, pete hegseth, not mincing words with nato allies during a high stakes meeting focusing on the war in ukraine, president trump spoke with the presidents of russia and ukraine and says both have agreed to restart peace talks immediately. but that announcement came after hegseth told world leaders america is pivoting away from europe, saying nato has to pick up the slack. on thursday, he defended the new policy and pushed back on criticism that the white house is taking russia's side. >> simply pointing out realism like the borders won't be rolled back to what everybody would like them to be in 2014 is not a concession to vladimir putin. >> but concern is growing among nato allies about what will happen if america leaves the fight. on thursday, the alliance

piling up out toward the sierra. they have a winter storm warning in place. and then for us here in the bay area, these are all the storm reports. and a lot of these were from this morning. you can see just reports here up in the north bay out toward petaluma. and then in the santa cruz mountains, debris flow in the felton area, parts of the east bay as well, right around clayton. reports of a debris flow as well. that was during the 6:00 hour. looks like the coverage is starting to back off, but still some scattered rain. as you can see in portions of the north bay, there's some coverage from lafayette to concord to antioch, and then still showing you some activity right around san mateo, redwood city and palo alto. definitely impacting the afternoon and the evening commute. here's some action right around the santa cruz mountains. so of course, they picked up the most rain. and that was the expectation with this system. and then some activity right around san jose. campbell also out toward alum rock as well. this evening we'll check out the winds. of course, the winds are also a big, big factor with this storm right now. you can see oakland gusting to 36mph. sfo earlier had a gust

to 62 during the 12:00 hour. we still have winds right now over 30 miles an hour and san jose winds in the single digits. here's our live camera looking out toward oakland at jack london square and the winds still moving around quite a bit. still some strong gusty conditions and current numbers, mainly in the 50s. right now for the 5:00 hour. santa rosa is 54. san jose is 56 degrees. now the weather pattern changes quite a bit overnight, and by tomorrow morning we are expecting still some clouds and still the possibility of a few widely scattered showers. but the main core of the system will be out of here. in the short term though, you can see what happens even at 10:00 tonight. still some scattered rain, still the possibility of an isolated thunderstorm. and then into tomorrow morning, the clouds and maybe a pop up shower. but we should have more sunshine into the afternoon hours. so here's the setup. here's the atmospheric river we have been watching. it's kind of developed over the past few days. thankfully, this will be on the move for tomorrow. and here is the forecast model into the weekend. there's one little weak system that wants to clip northern california saturday

warnings while heavy rain flooded roads. and it's not over yet. forecasters say another storm system could bring severe weather to the midwest and northeast this weekend. in san diego, a florist is getting ready for one of the biggest days of the year while keeping an eye on the sky. at native poppy flower shop, workers are scrambling to fill hundreds of orders and hoping to avoid a repeat of last year. that's when, just weeks before valentine's day, the shop was flooded along with other nearby businesses. the store lost about $20,000 worth of inventory and two delivery vans were damaged. this year, they're taking precautions to protect the business, including adding flood boards to garage doors. >> we're going to sandbag tonight. we're not going to leave the vans here overnight. we're going to bring them to my house, which is up the hill. >> a storm channel runs behind the business. last year, the owner says there was a lot of vegetation and debris in that storm drain. this year, she hopes the city will clear it out enough just to keep it from flooding again. two military

pilots who were aboard a u.s. navy jet when it crashed yesterday are recovering, thanks in part to the efforts of a southern california fishing crew. the e, a 18 growler, went down in san diego bay. both pilots were able to eject from the aircraft, and as those pilots parachuted down, four fishermen spotted them and immediately sped their boat toward those pilots and pulled them to safety. >> it just sounded weird. and then once we saw two parachutes with dots underneath, we decided to turn the boat and head right to them and help them out. >> they seemed a little shook up, but they were. they knew where they were. they knew what was going on, you know, just a little shaking. and they were all checked. they were trying to check on each other and make sure they were all good. >> according to the navy, both pilots were taken to a hospital where they are in stable condition. they were on a training exercise out of naval air station north island in san diego. the cause of the crash is under investigation. a kayaker catches a chilling moment on

people from around the world are heading to central california for the world ag expo. this is actually the largest agricultural show of its kind, demonstrating some of the latest tech in the industry, like this laser weeder, which uses ai to zap weeds at the root. a growing number of farmers say they're embracing ai. >> i thought that there might be more skepticism than there was, or some kind of pushback. or like, what makes you think that we want this technology? it's not that at all. we were welcomed from the very beginning, and the farmers are incredibly inquisitive. they're they're very innovative and inventive. and so they got what we were doing right away. >> from 2017 to 2022, the number of farms using hired labor declined nearly 15%. so efficiency has proven king, especially when farmers are facing so many obstacles. we usually think of water as the best way to fight wildfires, but one tech startup is using missiles instead. fox's evan brown has the story.

>> fighting wildfires can be a lot like fighting wars. and now a tech startup is taking inspiration from israel's famous iron dome defense shield to help fire crews here in the us. they call it fire dome, a new system that, after detecting spot fires, launches rockets filled with retardant to put them out. the system is designed to be an automatic first responder, and it is completely self-sufficient. >> we provide water, fire retardant and electricity generator to the system, and that enables us to work without connecting to the grid. >> the main goal is to save homes and businesses from wildfires before they start spreading. the system responds when detecting embers by forming barriers around sparks, enabling crews to protect zones by targeting those hotspots, and the 12 gallon capsules are filled with eco friendly retardant, posing no health risks to people or wildlife. >> we tested dozens of different materials to choose the best
