life. >> the latest storm bringing flood watches, high wind watches and surf advisories to much of the bay area. 3 to 5in of rain coming down in some bay area cities and mountains. good evening everyone. i'm mike mibach. the heart of the storm started early this morning, flooding roadways, causing mudslides and bringing creeks up to their banks. tonight, commuters are being told to slow down as strong sales still lingering throughout the evening. we do have live team coverage for you. let's get right over to our meteorologist, roberta gonzalez. roberta. >> mike, you and i both talked about our scary commute in today, and that's the way it's going to be for commuters heading home. we still have lots of ponding on the roadways. let's go and take a look at our live radar at this particular time, because we do have copious amounts of rain that continues to fall in and around the area and see all those little bubbles all over the place. those are storm reports of flooding on roadways and also snow on the fly and the high sierra. as we take a look at the south bay,

that's where we're seeing most of the precipitation at this particular time. but right now, i wanted to focus in on this because i thought i saw a couple of lightning bolts there, and we certainly do that since throughout the central valley. so there's a lot of instability associated with this system, which means we still could see the potential of an isolated thunderstorm as we zoom on in. again. campbell through san jose, a pocket of pretty moderate rainfall. and at this particular time, we have some rain showers that are lifting out of discovery bay into the antioch area. and in the past 24 hours, boy, have the numbers stacked up. take a look at this. over 5.5in of rain in the santa cruz mountains to the north. kentfield, which is pretty much the valley of the north bay, over 4.25in of rain. then you go to the east bay. see, everybody's pretty uniform with a lot of rain, and you just don't see that that often. so how long is it going to stick around? take a look at our futurecast here. you have the rain showers in earnest north of the golden gate bridge, primarily taking a bull's eye on the santa rosa area at 9:00. we're in and out of the rain all

night long. and then by tomorrow morning's commute, a smattering of showers around the santa cruz mountains. otherwise, by lunchtime, we start to see a hint of some sunshine. and this sets the stage for your weekend. let's go ahead and take a look at what's going on with the sierra. we still have a winter storm warning. in effect. it would be a huge challenge and not really advisable to try to head on up there on friday. snow is still on the fly. up to five feet is anticipated and for us the flood watch has been extended through saturday evening. hey mike, next time around i'm going to walk you through the watches and the warnings and advisories and even talk about the surf. >> all right, we'll see you soon, roberta. all right. thank you. in santa cruz county, officials have canceled all evacuation orders issued earlier today. but there are still major concerns about the wind and the surf. ktvu mark sayre live tonight in santa cruz with more on the story. how are the conditions right now? mark? yeah. >> mike, it's definitely not over here. we've been having rain squalls come through for the last couple of hours. they're very intense rain squalls as well. we also have high winds again blowing through

in gusts, and the temperature is definitely dropping as we head into the evening here. and all eyes now on the pacific ocean, the national weather service has issued a high surf watch, a high surf warning, and that has folks very concerned heading into valentine's day and into the weekend, while all eyes are turning to the ocean for the next several days. the fallout from rains early thursday morning and into the day are easily visible. the chp in santa cruz provided these photos of a minor mudslide along soquel, santa cruz road and in the community of watsonville, residents like chris harris are taking no chances. >> we heard it was going to rain pretty heavy. the creek can crest at about 14ft. i think it's already at 12, so we're just getting ready. >> harris lives right near corralitos creek, and he has had plenty of experience with prior floods, so he beefed up his efforts this time around with plastic lining, a pump and plenty of sandbags. >> well, it's recommended that that folks evacuate because the water levels here could get pretty high. >> late on thursday afternoon,

authorities in santa cruz county lifted all evacuation warnings and orders, including for felton. the san lorenzo river did reach just below minor flood stage in felton, and sheriff's deputies went through the neighborhood to alert residents of possible danger. >> it's unpredictable when it's already high like this, and then you get another two inches real fast. it can flood. >> well, the storm actually rained a little bit more than we thought, so we had our creeks rise a little bit faster than we were expecting. >> jason hoffman is spokesperson for santa cruz county, which activated its emergency operations center for the storm event. hoffman says due to the high surf warning, the city of santa cruz is taking the precautionary step of closing the santa cruz wharf on friday. >> especially tomorrow. on friday, we're advising people to stay off the beaches, rocks, jetties, cliffs anything near the coast at all is not safe. the words life threatening have been used by the national weather service. to us. >> the wharf is a major tourist attraction and valentine's day is sure to be a busy time. but these visitors from the redding

dealing with outages right there along the peninsula. that's where we find ktvu jana katsuyama live tonight in pacifica with the latest there, jenna. >> and mike, we've really seen these wind gusts pick up. it's actually it's so windy that you don't want to put an umbrella up because it will invert. here along the coast we are seeing big waves, just as mark said earlier. and we also are seeing power outages. there was one that wiped out power to some 500 people when a tree limb came down onto a power line. it even took out power to one city preschool. wind whipped through the peninsula thursday and along pacifica pier. people getting out during a break in the rain got a cold blast. >> it almost knocked me over. i felt like i was going to fly away. >> so we need to cold. it's freezing. >> this couple had planned to do some crab fishing. >> we're hoping to come back. didn't know it was going to be this windy. >> many said they're ready for the return of rain later in the day with worries about flooding.

>> we do have sandbags and all that in our area because it does flood. >> as long as you take care it, you know. you know, i try to always drive a little bit under the speed limit. >> the wind also causing power outages in south san francisco, fire officials say a tree came down on a power line near the intersection of westboro boulevard and galway place. the traffic light there dark. the fire chief says about 500 customers lost power for this family. it was a big scare when they lost power. >> yeah, his wife is almost crying because he's so afraid. >> that's because the resident, reynaldo apolinario, needs oxygen. so when the power went off, so did his oxygen machine. >> we need oxygen. >> you need oxygen? >> yeah. his wife called 911, and first responders helped get the generator set up down the street. another concern, the city's preschool on galway place was in the dark and cold. no lights or heat for the children.

so parents said they got an emergency message. >> i just got a call from the preschool that we had to come and due to the storms that they lost power at 10 a.m. and we just we because of the drop in temperature, the. >> pga says they've positioned extra staff and resources to handle any additional power outages. >> so we have set up in half moon bay. we have crews, we have materials there so that if we see large outages in that area, we have everything right at our fingertips. if you're experiencing a power outage, unplug your appliances, but leave one lamp on so you see the moment the lights come back on. >> and along with pg and e, i also just this hour got an update from cal fire, san mateo's chief. he says that with the waves and the wind, they have added additional crews and they have also positioned some of their fire engines along the

[dog barks] [dog barks] reprieve that could reopen fire stations in oakland and save others from being closed. ktvu henry lee live here in studio with more on the plan from some city council members. henry. mike. >> they've introduced a resolution that would redirect $8 million in funding that could ultimately mean that six fire stations would stay open. >> we cannot risk having any resources missing that would prevent us from protecting our communities in the face of wildfires. >> oakland city council member john ramachandran has introduced a resolution that could reopen two fire stations and prevent the closure of four others. >> this has been truly, truly an enormous task of finding every last penny possible that could

go towards reopening our fire stations. >> ramachandran says he's found $8 million that could be used to save the fire stations. she says the money would include $2.6 million from an uptick in sales and revenue from the joint powers authority, which manages the oakland coliseum. money would also come from increased parking revenues. a bond measure and the city's self liability insurance fund. >> there's more money than we need in that fund to resolve pending litigation. >> last month, the city temporarily closed two fire stations, including station 28, in the chabot park neighborhood. and just days later, firefighters from stations further away took three times as long to arrive to a house fire near the closed station. seth olier, president of the oakland firefighters union, helped fight that fire. >> i know that these budget discussions are really tough, and there's only so many ways you can cut this pie up. the reality is that we need more pie. >> we would not be able to perform the function that the citizens of oakland expect us to

do. had we closed four fire stations. >> council member zach ungar was an oakland firefighter for 27 years. >> this legislation is key to providing for safety and security of not just oakland citizens, but oakland firefighters who put themselves in the line of risk every single day. >> in a statement, oakland fire chief damon covington said in part, i'm hopeful that there are viable options being discussed to reopen the closed firehouses and prevent additional closures. it's far from a done deal. the oakland city council will meet on march 4th to discuss this proposal. >> mike henry lee live tonight in studio. henry. thank you. a new tech startup is finding new ways to fight wildfires using missiles. the company, fire dome says it drew inspiration from israel's iron dome defense shield. well, now, fire dome says the system detects spot fires and then launches rockets filled with retardant to put them out. right now, the system can launch capsules up to a quarter mile away. the system is designed to be an automatic first responder, and it's completely self sufficient. >> provide water, fire retardant

and electricity generator to the system and that enables us to work without connecting to the grid. >> the company says the 12 gallon capsules are filled with eco friendly retardant, posing no health risk to people or wildlife. fire dome hopes it will be ready to deploy to deploy their systems later this year or early next year. elementary school students in the bay area are doing their part to help victims of wildfires in los angeles county. a group of fourth grade students at latimer school in san jose have launched a sock drive to collect new socks for the victims. the six students leading the drive have already collected more than 900 pairs of socks. their goal is to collect more than 2000 pairs by tomorrow. and tonight, southern california also seeing rain as we give you a live look out at the santa monica pier on earth. cam a flood advisory in effect for los angeles county until 10:00 this evening. there is concern this latest storm, of course, can cause flooding and mudslides in the areas burned by the palisades and eaton fires.

people living in homes considered to be at high risk are under mandatory evacuation orders. those orders, expected again to last until tomorrow night. with that, let's send it back to roberta. >> yeah. mike, they can't buy a break, can they? yeah. from reporting in southern california just a couple of weeks ago, i got to tell you, they're worried about the debris flow as well, because you got to imagine when everything burned. we're talking about lithium batteries. we're talking about metals and plastics. it's not a good thing. plus, they've got the wind to deal with as well. and so did we today. check it out. mount vernon in the santa cruz mountains, up to 81 mile per hour wind gusts. it's true. and mount saint helena reported a 64 mile per hour wind gusts at sfo. that was around lunchtime today at 62. look at oakland hills, concord, and also mineta international airport. and this is why we still have that wind warning in effect until 10 a.m. tomorrow morning. we still can anticipate, especially along the san mateo coast line, some of

these wind gusts up to 70mph. now, meanwhile, we had it rain today and boy did it dump in the santa cruz mountains as well as the north bay and every place in between reported up to about two inches of rain approaching three inches in walnut creek, backing through the danville area. and this again is why the national weather service has now extended the flood watch for the rapid rise on the rivers. the excessive rainfall can also cause still some of that flood threat for our creeks and streams. and also there's a lot of ponding on the roadways. look at all of our storm reports there. and as we zoom on in, we're taking a little bit of a break throughout much of the area around the peninsula. still some smattering of rain showers around the south bay, and also oakland and the bay bridge. mike, next time around, we're going to talk about the warning in the mountains and also the warning at the sea. all that you need to know about that's coming up. >> copy that. roberta. we'll see you soon. thank you. a numberf

a storage facility along the peninsula. after thousands of pounds of fireworks were found inside a unit, south san francisco police officers were called out to a storage facility along oyster point boulevard yesterday afternoon. once on scene, they found 5,000 pounds of fireworks inside one unit, worth an estimated $300,000. the san mateo county sheriff's office bomb squad came to assist with the collection and safe storage of illegal fireworks. no one was injured during the collection and no arrests have been reported. dozens of students from oakland high school walked out of class to protest ice over. >> emigracao. i get it out.

>> the students marched from oakland high to a freeway underpass right near lake merritt this morning. organizers say they walked out to send a message to president trump that they do not support immigration raids, and that they stand with their immigrant community in munich, germany. the driver of a car plowed right into a group of labor union demonstrators, injuring about 30 people, including children. investigators say they believe the driver deliberately aimed for the crowd. police arrested a suspect, identified as a 24 year old asylum seeker from afghanistan. he was reportedly known to police in connection with theft and drug offenses. >> anyone who commits crimes in germany will not only be severely punished and sent to prison, they must also expect that they will not be able to continue their stay in germany. >> immigration has been a key campaign issue in germany's upcoming general election. today's incident occurred just one mile from where world leaders will gather for the munich security conference starting tomorrow. vice president jd vance and ukrainian president volodymyr zelensky are

tonight, ktvu claudine wong takes a look at one musical group from oakland and the inspiration they pull from- [music] all. >> at first glance, this room is one filled with musicians, young and old, playing music on a saturday morning at laney college. but listen carefully and look closer, and you may hear sounds that you don't recognize. [music] and instruments like the cello might be familiar, but others may not be. >> so we have the ahu, which is a two string violin. we have the chevron, which folks sometimes call the moon guitar, and it's one of our plucking instruments. [music] we have the yang ching, which is the hammered dulcimer. so it's something that you hit. [music] we also have the guzheng, which is a really long, beautiful plucking instrument as well. we have the flute, the dda, which is made of bamboo, and then we

have cello to sort of give us like this nice bass. there are chinese based instruments, but cello is here. >> this is the great wall orchestra, a chance to connect with chinese culture through instruments that have been played through generations. [music] most of the kids are from oakland. many had never played an instrument before they came here. >> i was actually quite nervous. i didn't know if i would do well here. but i'm glad i got the opportunity to learn and grow from this experience. [music] >> the etf is like just like using your pick and just hitting the strings. but the hardest is that you have to really you have to press on the strings really hard for it to make noise.

>> some admit it took a while to get used to the idea of being here, and to learn something unfamiliar. >> partly because my mom heard from her friends and kind of forced me to join. but now i stay here because i like the community. i think it introduces me to like, a new perspective of my culture that i would not have known if i didn't join this orchestra. [music] >> connecting with culture is a key part of this experience. in fact, last december, 28 students took a trip to china. >> we were lucky enough to be able to play with a another chinese youth orchestra from china. and the students were just, like, so blown away by the number of instruments they had, the like, dedication they had to the crafts. it was just like another way to for them to just kind of better understand themselves in the world. it was really fun. >> a journey that the board

president of the purple silk music education foundation believes will change lives. she played as a child and still plays today. [music] and she says it does take time to connect to the instruments your parents or your grandparents or your great grandparents played. >> for the aho, the two string violin, for example. that was actually the instrument that i played when i was like six. and i used to be so embarrassed to play it because it didn't sound like a violin. i think that's the transformation that we kind of see in our students, where it's like, i'm playing an instrument that might have a western counterpart, but it isn't until they really understand like it, that it's not only okay, but it's exciting that it's not supposed to sound like its western counterpart. that's where you kind of see the shift happening. it's like the cultural connection really comes through.

>> but here at laney is where those first steps take place. and thanks to a partnership with the college, every musician here is getting college credit. they are lainie's youngest class by far, but what they learn here shines during performances in the chinese new year parade and in recitals at the theater at laney college. >> what i loved about it from a college perspective, in my role, the theater, every seat was full, like there were people there coming to see the students play. and you know, that just makes me feel good. >> 30 years after the group was first formed, a next generation finds its rhythm together, taking those first steps to make connections that can grow deeper with time. >> the older i've gotten, the more the deeper that appreciation has been. and now that i have kids like for me, it's like, yeah, i want them to also understand that it's supposed to be different. it's supposed to be unique, and it is special.

i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements. we've been able to reduce wildfire risk from our equipment by over 90%. that's something i want to believe. ktvu tom vacar reports tonight, the results of the storm becoming all too familiar for one community. >> the marinwood family, whose home got flooded last week when a concrete drain got blocked by water carried debris, is doing everything it can to avoid even more flooding that would add to the already six figure damage they have. >> i hired a team of people here yesterday that basically went into this open space and took out all of the wood and debris, and you can see piles of wood that we've created on areas of, of elevation. >> the family's insurance company denied their claims, saying stream flooding is not covered. the family does not live in a flood zone, and their lender did not require federal flood insurance. the owner says a longtime neighbor told him that the 30 year old drain that clogged was temporary and was supposed to be replaced decades ago. >> that they were going to make improvements over the years. but that never happened.

>> it's pretty clear that had this stream and all of this wood been cleared out before that, this probably would not have happened, and there would not have been a clog that flooded this house. but the problem is the damage is done. and the question now is who, if anybody will pay. >> i just need help from my community and from the city and from the county. >> north and santa rosa first responders were standing by in case the local sutter health care facility had another flooded parking lot that required in place sheltering and even patient moving thursday. no such call came. >> there was some emergency work that was done to alleviate the potential of a backup, but as of right now, it's been flowing as, as needed. >> with soaked and saturated soils everywhere. the multiple dangers of mudslides, landslides, rockfalls and tree falls persist. >> it makes those weakened trees that much easier to come down. >> though these rockfalls were caught and stopped by this chain

sierra. meteorologist roberto gonzalez. take it away. >> isn't it wonderful? >> looks great up. >> there, especially after a dry january. now we have a fantastic february. let's get to that tahoe forecast. sure, we still have a winter storm warning in effect until 10 p.m. tomorrow night, but an additional 2 to 5ft of snow is anticipated. the snow levels all the way down to lake level. now we go from the mountains to the sea to the ocean, where we do have another warning in place. this one is for the high surf until 3 a.m. saturday morning. some of the waves up to 25ft could even see them capping out at 30 to 35ft. right now i've just noticed about 12ft waves off bodega bay. so this is it isn't that big and it's beautiful. it's this area of low pressure. it's bracing up against the west coast. you see right here, the core, the center of the low. this is the frontal boundary. it's encompassing the entire state. and right here on its heels, yet another plume of moisture. this is what's going to produce a chance of some rain

showers on sunday morning in the north bay. but until then, over 160 storm reports today around the bay area. we still have a smattering of precipitation around the santa cruz mountains. also in the san jose area, in the neighborhoods of sunnyvale, cupertino and campbell. working its way also into that scotts valley area. there you've got willow glen with some moderate rain showers, and then also from emeryville all the way to clayton at this hour. and this is going to be the scenario throughout the evening hours. we're not done with this yet, according to futurecast. here we go. 9:00 tonight we fill in with light to moderate rain showers from the santa cruz mountains to the north bay. sunrise tomorrow morning at 659. you may even actually see it in some neighborhoods around fairfield and rio vista, concord and clayton, but then a little smattering of some rain around morgan hill at lunchtime. then it's all said and done. don't cancel your golf tee time on saturday morning. i'm not going to. okay. nearly 2/10 of a 10th
