expect tomorrow. >> this is ktvu fox two news at 730. >> and we are back on storm watch tonight with a strong system drenching the bay area. good evening everyone i'm heather holmes. so let's get right outside for a look at the current conditions. we want you to take a look now at the golden gate bridge. boy, it is soggy tonight. you can see the roads here. pretty slick, but in some areas the rain is slowing down a bit compared to the buckets that were coming down earlier today. now, throughout much of the day, we have seen a number of flood warnings and advisories. and those coastal communities, well, they are preparing for dangerous surf now through saturday morning. a high surf warning is in effect in santa cruz. our cameras capturing ocean waves just surging in the stormy weather. santa cruz county officials activating their emergency operations center and are closing the santa cruz wharf and beaches until at least saturday morning. and in the area of soquel, well, there are

road closures to tell you about due to rock and mudslides, all triggered by this storm. parts of several communities in santa cruz county, including felton and watsonville. they were under evacuation orders as the san lorenzo river approached flood stage. those orders, though, have since been lifted. now we want to go to the north bay and the heavy rain flooding roads here and also bringing down several trees. and we spoke with a family in marin county whose home was flooded during last week's storm. well, they are concerned that this more, more of this wet weather will lead to even more damage. >> i hired a team of people here yesterday that basically went into this open space and took out all of the wood and debris, and you can see piles of wood that we've created on areas of, of elevation. >> in santa rosa. first responders were standing by in case of flooding at the local sutter health care facility. you may remember earlier this month,

floodwaters submerged cars in the parking lot and forced patients to be evacuated. and the risk? well, it isn't over yet, with more rain expected throughout the night. meteorologist roberto gonzalez has been tracking it all, and she joins us now with the latest on the situation. heather. >> you just painted a beautiful picture. it absolutely perfect. and this storm has been spot on as far as the forecast is ned. so let's see where it is. now. you can see the tightly coiled core is right off shore from the pacific northwest, and the frontal boundary is just braced up and down the state of california as we zoom in. see all these bubbles here? this is an indication of all the different storm reports we received across the bay area today. it's over 160. so as of right now, the storm the frontal boundary has bypassed as but behind it we have a lot of backwash, a lot of rain showers. still throughout the overnight hours. we can see at this particular time the showers are zeroing in on the santa cruz

mountains, where we've seen over 5.25in of rain. even san jose has picked up over an inch of precipitation today. right now, a little bit of light activity right near los altos hills into the mountain view area. this is a nice cluster from bay point through antioch into bethel island, just bypassing discovery bay. but we still have more rain in the forecast. let's call on futurecast here. and you can see by nine 10:00 tonight we all feel back in again with light to moderate precipitation. heaviest rain will be to the north with our friends in mendocino county. then by 7:00 tomorrow morning, official sunrise is at 659. we're going to see a little bit of it. the rain does cease now, heather. coming up next time around, i'll talk about the warnings that are still in effect and will carry us through the weekend. that's still straight ahead. >> all right, roberta, see you in just a few minutes. thank you. well, the storm has knocked out power to about 10,000 pg and e customers in the bay area. we want to give you now a live look

at the current outage map. the peninsula and south bay have been the have seen the most outages, and as long as the strong gusty winds continue, well, more outages are expected. and remember that you can monitor this storm and find all of our weather coverage by downloading the fox local app right there to your phone, as well as your smart tv. you can also download the ktv weather app for a more detailed look at the forecast for your neighborhood. a series of earthquakes today rattling some people here in the east bay. it began with a 2.7 quake early this morning, then at 3.3 and a 3.2 quake back to back just before noon. and then about two hours later, a 3.7 quake struck. as you can see here from this map, all of the quakes have been along the hayward fault line. we have received a number of calls and comments from people on social media who felt the shaking. no damage though has been reported. well, now we go to oakland tonight and a new proposal to keep fire stations open. leaders wanting to shift millions to the fire department.

our henry lee is here now with more on this plan. as oakland faces a huge budget deficit. henry. >> well, heather, several council members have introduced a resolution that would redirect $8 million in funding that could ultimately mean that six fire stations would stay open. >> we cannot risk having any resources missing that would prevent us from protecting our communities in the face of wildfires. >> oakland city council member john ramachandran has introduced a resolution that could reopen two fire stations and prevent the closure of four others. >> this has been truly, truly an enormous task of finding every last penny possible that could go towards reopening our fire stations. >> ramachandran says he's found $8 million that could be used to save the fire stations. she says the money would include $2.6 million from an uptick in sales and revenue from the joint powers authority, which manages the oakland coliseum. money would also come from increased parking revenues. a bond measure

and the city's self liability insurance fund. >> there's more money than we need in that fund to resolve pending litigation. >> last month, the city temporarily closed two fire stations, including station 28, in the chabot park neighborhood. and just days later, firefighters from stations farther away took three times as long to arrive to a house fire near the closed station. seth olier, president of the oakland firefighters union, helped fight that fire. >> i know that these budget discussions are really tough, and there's only so many ways you can cut this pie up. the reality is that we need more pie. >> we would not be able to perform the function that the citizens of oakland expect us to do. had we closed four fire stations. >> council member zach ungar was an oakland firefighter for 27 years. >> this legislation is key to providing for safety and security of not just oakland citizens, but oakland firefighters who put themselves in the line of risk every single day. >> in a statement, oakland fire chief damon covington said in part, i'm hopeful that there are viable options being discussed to reopen the closed firehouses

and prevent additional closures. now, the full oakland city council will meet on march 4th to discuss this proposal. live in studio henry lee ktvu, fox two news. >> we'll follow that meeting closely. henry. thank you. new at 730 tonight, more than 20,000 health care workers and other types of employees could go on strike at university of california campuses. members of the university, professional and technical employees are taking a strike vote. that wraps up tomorrow evening. they say the strike vote follows nearly eight months of bargaining. those who could walk off the job include physician assistants, optometrists, mental health clinicians and many more across all campuses. they say they face a crisis of recruitment and retention amid unfair labor practices. we have reached out to the university of california for comment. a state bill would provide free diapers for low income families. the measure by san leandro assembly member liz ortega, would offer diapers at no cost for children enrolled in

medi-cal who have a prescription for diapers. other states, including new york, west virginia, and idaho, have similar programs. ortega said the diaper costs have climbed dramatically, and they are one of the most frequently requested non-food items at food banks and charitable organizations. coming up tonight is the trump administration cracks down on illegal immigration. advocates for immigrant communities want to show continued support. we'll tell you about the town hall held today aimed at easing anxiety. and san francisco's mayor wants to build housing faster. we'll tell you about the new directive signed just t ay to speed up i'm not happy with the way that pg&e handled the wildfires.

tonight. immigration advocates hosted a town hall today to discuss what's been happening in some communities since president trump took office. the virtual event was put on by the latino community foundation. immigrant advocates stressed that the community has been living in fear. they say some students are not going to school and workers are not showing up to their jobs. worried they will be confronted by ice agents. still, advocates say this is nothing new in california. >> the fear in communities is real. you know, i think there's some new enforcement actions happening, but a lot of what's being publicized is are things that have happened for years, but because of the way it's being sensationalized, people are afraid to go to school, to go to work and are really hungry for information. >> advocates say they have not seen a big increase in deportations here in california, but they say pathways to legal citizenship appear to have

become more difficult since president trump took office. dozens of students at oakland high school walked out of class today to protest ice. >> oh. immigrants now get out. >> the students marched from oakland high to this freeway underpass near lake merritt this morning. organizers say they walked out of class today to make clear to president trump and ice that they do not support an immigration crackdown, and that they stand with their immigrant community. san francisco is trying to make it easier to build housing and expand business by reforming its permit process. today, mayor daniel lurie signed his first executive directive, and it's called permit s.f. the mayor says he has put together a team of people tasked with streamlining the city's permitting system, which is notoriously long. the goal is to make it easier and faster to get permits. mayor lurie says his office will also look at enforcing permit shot clocks, which require agencies to act on

a permit application within a set amount of time. the city of oakland says it is expanding a safety camera network to the hegenberger corridor in time for the nba all-star weekend coming up this weekend. the city says it worked with local businesses to identify camera locations to provide the best coverage. city council member ken houston said the city has taken other steps to improve safety in that area, including restoring street lights, increasing street sweeping and clearing, illegal dumping and abandoned cars. the cost for the added cameras is about $150,000. okay, so while we are dealing with a lot of rain, the sierra is just getting pummeled with snow. just how much has fallen and the effect on the roads. and another live look outside. some rain falling as we take a live look at the bay bridge at this hour. we will check back in with our meteorologist, roberta gonzalez, as our storm coverage conti es

and along the peninsula. pacifica certainly seen a lot of big waves today in gusty winds in south san francisco, fire officials say a tree came down right on a power line near the intersection of westborough boulevard and galloway place. the fire chief says about 500 customers lost power down the street from there. a preschool was left in the dark and cold. no lights, no heat for the children. so parents said they got an emergency message. >> i just got a call from the preschool that we had to come and do to the storms, that they lost power at 10 a.m, and we just we, because of the drop in temperature. >> the wet and windy weather could result in ongoing power outages throughout the night. pg and e says it has crews at the

ready. the utility is also encouraging people to sign up for those alerts. today's weather also disrupting flights at bay area airports, giving you a live look now at sfo. the faa says most departing flights and arrivals are delayed by more than two hours. according to flightaware, more than 500 departing flights have been delayed. more than 50 flights have been canceled, that number much smaller at oakland international, where just 85 flights have been delayed, 17 canceled and at san jose mineta, 92 delays and 16 cancellations. and wet weather here in the bay area, of course, means snow up in the sierra. with a winter storm warning now in effect until tomorrow night. up in the truckee area, the snow has really been piling up. very few drivers were seen on the roads. as you can see there, right now, chains are required for both 80 and highway 50. weather like this can of course lead to road closures and delays. caltrans crews are out there plowing, clearing the interstate, doing the best they can during the

storm. caltrans, though, is recommending folks delay travel if they in fact have the option. >> slow and don't try and pass anybody, you know, get a lot of that. and it's just real garbage because you could cause a really bad accident just because you're in a hurry. slow down. >> it was a little bit scary going over snow earlier, but luckily i have an all wheel drive car, so not too bad. be careful, stay hands free and stay focused. it's getting freezing now so hang in there, everyone. beautiful. >> okay, so let's talk more about our weather with our meteorologist, roberto gonzalez. >> we have more snow in the forecast as well. heather. hi everybody. good evening to you. let's go ahead and take a look. because we do have warnings from the mountains to the ocean. so let's kick start with the greater lake tahoe area. that winter storm warning in effect until 10:00 tomorrow night. 2 to 5ft of snow expected all the way down to lake level, which is 6200ft. then we head out to the ocean, where we do anticipate some waves up to 25ft, perhaps

even higher than that. right now we do have up to 14 foot waves off bodega bay coastline. this is it. that big, powerful area of low pressure we are displaying last night is now bracing up against the state of california. that's the core. that's the center of it. and we do have a lot of unsettled nature behind it in the form of that cloud deck. so we have to keep the thunderstorm chances in the forecast. then we have this plume of moisture. that's what's going to produce the chance of rain showers by your sunday in the north bay. all right. here's the latest radar. and we can see that we still have some rain showers occurring around the santa cruz mountains. that on top of the five inches that has already accumulated, we head to the peninsula around portola valley. you two have a smattering of precipitation. milpitas alum rock. same all the way to mount hamilton and then some hit and miss scattered rain showers all the way into bethel island. so when is it going to end? take a look at our futurecast. you can see by 11:00

all star a downtown. today roh sunday, nba themed pop up storefronts will be open along powell street between market street and union square. over the next few days, and ktvu got a sneak peek inside san francisco's chase center as the city hosts nba all star weekend. an army of crew members, athletes and television production teams all working to prepare for the festivities. the whole show will be run from inside this trailer, full of screens and various angles of the nba action. mayor lurie said work has been underway for months now to get the city ready for not one, but two big events this weekend. >> with hundreds of thousands of visitors coming to our city for the nba all-star game and lunar new year festivities. our priority is clear. we make sure everyone, every single person, feels safe and welcomed. >> police chief bill scott said at this time, there are no

[music] lillard was on campus to announce his brand new scholarship award. it's all in partnership with portland state university. the damian lillard scholars program will offer a $25,000 scholarship to students graduating from nine east bay high schools. it was a homecoming for lillard, who graduated from oakland high. >> i really feel like this was a real turning point for me as a young man to, you know, kind of kick me off to the direction that i ended up going in. so i'm real thankful for my experience at oakland high and a lot of the people at oakland high. >> lillard says. so far, six students have applied for the scholarship and some of them re at that vent i guess what i'm looking for from you is, i mean, i know how the fire affected me,
